Hi,

I use Suse, and typing
./configure
make
./scid

should be sufficient (if all devel packages are installed like gcc, 
tcl-devel; tk-devel, etc.)

You can also use
make install
as root.

I stopped building RPM packages years ago, given the huge diversity of 
Linux distributions.
