I think it would be fair to say that scikit-learn was 1) started as a GSOC by David Cournapeau 2) revived, redesigned and popularized by a core of INRIA researchers and 3) is now a community-driven project [*] (with occasional funding from INRIA, Google and others). It would be nice to clarify if INRIA is still paying an engineer for the project and if so whether he's full-time or has other duties.
