No, its not platform dependent. These two tests mean that we can't
really test that the comment entered in the bug-tracker actually
contains the single or double quotes. We don't have the logic in the
testing script to query the bug, find this particular comment, and
verify that the comment matches the one issued during the test commit.

We would need to significantly extend the test process to support such
precision. e.g. dynamically create new bugs when testing.
