Bugzillas Webservices aren't feature complete yet, I think the ability to add a 
comment for example is just implemented in CVS-head at the moment, therefore 
SCMBug, because it must add a comment to a given bug, can't use Bugzilla 
remote. It must use the native APIs which are feature complete, of course.
