Well, what problem is still not solved (I'm not sure what you mean)?

Moving this to different source file allows the relevant library paths to be
added before Scmbug::Bugzilla module is loaded at all. As result:
 - Scmbug::Bugzilla will be able to load the modules it depends on which are
in <bugzilla_root> and <bugzilla_root>/lib. (Even the more special ones
which are using natively compiled C libraries).

So maybe we're talking about different problems. I don't know...
