The way round this one is to create a new webmin user with restricted
priveleges

Webmin| Webmin Users | Create a new Webmin User <-- the link for
this is not immediately obvious, you'll likely have to scroll down
Here you can create a new user with access to as many or as few of
the modules as you want. Its pretty self-explanatory once you know
where to look. Save, logout and login as the new user to check.
You'll see you can make a user with access only to eg Users & Groups.
If I have a criticism of Webmin it is that some links are not as
obvious as they might be. This is due to the fact that Webmin uses
its own small webserver with its own font sizes. As a result
sometimes you need to do more scrolling than you would seem proper.
OTOH you can always use lynx, in fact Webmin may be the one app that
actually looks better in lynx than anything else :-)
