httpd.conf location is usually compiled into custom builds of apache - try
looking for multiple copies of apache using locate or find - you might find
a cheesy version in your path that the rc script is picking up on

push comes to shove, edit your apache.rc to call apache thusly

     apache -f /full/path/to/your/regular/httpd.conf

hint: if you find more than one httpd and/or apache binary, try running it
with the -V (capital vee) flag to view the compile options, which should
show the SERVER_CONFIG_FILE - the IEMS version will undoubtedly reference
the rogue iems.httpd.conf file.
