I bump up the PassengerPoolIdleTime time on apps that get little use for that reason -- I have yet to encounter a downside. 30-50 / day is definitely enough visitors that you shouldn't have to bump this value too high.
Heroku really isn't the answer for you either if you use the free Dyno -- they idle out apps that only use 1 dyno after about an hour, and it takes 5 seconds or more for them to come alive. If you pay for Dynos, then they never idle out.
