Yes, my first thought was Heroku, where I have a few apps, including
a couple static apps for free
(http://mwhuss.com/2009/12/13/static-sites-on-heroku-in-two-lines).
Unfortunately, the app (which I didn't write) includes uploads to
some directories inside /public, not allowed at Heroku. No time to
convert to S3 right now.
Thanks, all, I'll try setting up PassengerPoodleTime, uh,
PassengerPoolIdleTime and see if that does what I need. I should also
find an uptime monitor, I'm sure you all have your favorites.

Sounds like a good app to move to Heroku.
It might even be free there.
