Passenger 3 is going to support a min amount of processes, but I agree
with Patrick, Heroku seems like an ideal solution for you.

Sure it's a kludge, but if folks pay to access this data, you want it
to page someone when it goes down anyway - before your customers
call. If that doesn't do what you want, then you can explore the "move
back to mongrel" advise.
