I managed to solve this problem.
It was all to do with permissions on /var/log/sogo/
For some reason, the permissions were wrong, because of uid changing during
installs.

The configuration files are exactly the same.
On the Ubuntu instance, when I login with an admin account, the
"Administration" is missing!
