using alt + n usually brings up the menu in the information bar, which
has the context specific options like allowing a popup or allowing
download of a file etc.

Good suggestion.  Do form up an AccessIndia taskforce team and draw up a 
letter to petition to the Central Govt Communication Minister to protest 
against the discriminotary practices followed by the Govt whereby the deaf 
and hard-at-hearing are allowed free SMS service in India, then why not the 
blind community of India?  Start seeking consunces of other AI members. 
Start  brainstorming on what to include in the letter on AI Amarjit

but it can also liberate. There are those like 43-year-old Yuichi Takahashi who 
dig
deep into their reserves to mock their disabilities.
A visually impaired athlete from Japan, Takahashi, who looks like Jackie Chan 
with
goggles on, is in the city to run the Standard Chartered Mumbai marathon. The 
ready
smile that springs to his face belies the years of struggle he has seen.
Life in Tokyo was beautiful until one day in 1996 when Takahashi suddenly 
couldn’t
see. I was so devastated with what had happened that suicide seemed liberating.
I realised that there would be many things that I couldn’t do any more, 
including
running, something I loved to do even as a child, he recalls.
But a chance hearing about the paralympic games on a television show put him on 
the
path to redemption. I decided to trade suicidal equipment for a pair of shoes. 
I
took part in competitions, won a few and gained confidence, says the gold 
medallist
of the T12 marathon at the paralympic games in Athens in 2004.
Race followed race and standing on podiums across the globe became a habit. And 
then
something even more special happened. In 2002, at a local sports club he met 
Yoshiko,
a pretty co-member who would end up running life’s race with him. Yoshiko was a 
pharmacist
who specialised in eye medication, apart from being a sports enthusiast. The 
connect
was instant, he smiles.
My wife and my running shoes are the two things that make living my life 
worthwhile.
The walking stick that people use with so much despair is in fact an object that
has given me so much respect everywhere. That stick has no race, creed or class 
and
I love the fact, he says.
This is Takahashi’s first trip to Mumbai. I hope to do the run in two hours and
30 minutes. And when I run at the paralympic games in London in 2012, I would 
love
to run beside a visually impaired competitor from this city, he says. During 
this
marathon, his wife will double as Takahashi’s guide for the second half of his 
42
km run (a 27-yearold friend of Takahashi will be his guide in the first half). 
The
interview with TOI over, Takahashi bows to say goodbye—the traditional Japanese 
movement
suggesting that life can bend you, but whether you break or not is up to you.

Further, Section 31 of the Act provides that all educational institutions
shall provide or cause to provide amanuensis to blind students and students
with low vision. Hence the complainant or any person with visual
disabilities cannot be denied a scribe by the Respondent University. Infact
UGC vide its letter no F-6-1/2002(CPP-II) dated 9th Feb 2004 has directed
all universities to provide facilities of scribe to blind students appearing
for university and college examination.

along with the SMS issue, the internet charge issue should also be taken up. 
in the case of SMS what happened could be that the government might not be 
aware of the fact that like deaf and dumb, blind can use mobile to send SMS 
with the help of talks and so.

But I had read on another Indian list a few years ago that the deaf and 
hard-at-hearing in  India then had become totally exempt from the SMS 
charges.  As I'm not located in India...wasn't that information correct? 
The fellow who had petitioned to the Communication Minister, was a 
hard-at-hearing practising architect living in Mumbai whose name has 
momentarily escaped my memory.

But that's better than nothing.  The objective now should be to have a  fast 
internet connection and especially for students who need it for research 
purposes at lightening speed.  So, fellow collegiate friends, start 
brainstorming with new powerfully convincing phrases to include in the 
petition.  There are several English professors and intellectuals of 
outstanding capabilities on AI who can start initiating this project. 
Please bring it to fruition.  I can imagine how hard it must be for students 
to dish out Rs 1,000 or perhaps more monthly just for internet which is a 
necessity for you and not a luxury. So, let the drive gain momentum.

Your math calculations would have brought  a crash in the DOWS or crrippled 
the Mumbai Stock Exchange.  hahaha!.
Your speed is just a little half of mine.  You should be able to download 
the 188  MB file in about twenty minutes  at the most with  all fluctuations 
considered and not in 5 hours as you seem to imply.  Give it a try and post 
the results on AI.

Not necessarily, as I often discovered to my chagrin. There are some
sites from which I hit speeds upto 52 or 60 KBPS, which is enough to
download a 188 mb file in 20 or 30 minutes. But it so happens that
downloads from sendspace doesn't cross 25 or 30 kbps and I often end up
waiting for more than an hour or hour and a half to download a file of
that size. I use BSNL broadband and have reasons to believe that the
bandwidth is often not too stable.

Your math calculations would have brought  a crash in the DOWS or
crrippled 
the Mumbai Stock Exchange.  hahaha!.
Your speed is just a little half of mine.  You should be able to
download 
the 188  MB file in about twenty minutes  at the most with  all
fluctuations 
considered and not in 5 hours as you seem to imply.  Give it a try and
post 
the results on AI.
