Dear all, 

  As you are aware late Shri Lal Advani had played a pioneering role in 
initiating the modern rehabilitation services for the disabled in 
post-independence period and is rightly known as the father of rehabilitation 
of the disabled in India. In order to recognize his contribution to the 
rehabilitation  services for the disabled in India, the Indian Association for 
the Special Education and Rehabilitation has been organizing the Lal Advani 
Memorial Lecture series on the occasion of birth anniversary of Shri Lal Advani 
on 26 of April on important issues in the field of disability. We have had the 
privilege of having leading figures in the field of disability to deliver 
lectures in the past.  They include Dr. Uma Tuli (Former Chief Commissioner on 
Disability), Major General Ian Cardozo (Chair Person, Rehabilitation Council of 
India), Professor Amita Dhanda,  Dr. Maya Thomas, Dr. Sudha Koal etc. Likewise, 
this year too we have the privilege of having this lecture by Dr. Bhushan 
Punani, a gold medalist of IIM Ahemdabad of 1979 batch who decided to work for 
the blindness sectore. he devoted his entire professional life to develop Blind 
People's Association, the largest NGO in Gujarat as a model organization and 
would be sharing his thoughts on BPA as a model organization.

  MRs. Stuti Kacker, Secretary of the newly created Disability Affairs 
Department, ministery of Social justice and empowerment, has kindly consented 
to chair the lecture. The details of the lecture are as follows:

[AI] Time to limit membership.

Dear list members,

I came across AI Mailing list accidentally while surfing internet almost 5-6 
years ago. I had joined the list with hesitation as I was not aware about the 
quality and quantity of mail messages being generated from the list. However I 
never regretted my decision and am very satisfied with the mailing list. I have 
learnt a lot of things based on experience and advices of many other members. 
Reading response from other members have forced me to look at many aspect of 
our life in a different manner. I had developed some of my survival techniques 
in an isolated manner but many threads like socialising in social gathering, 
tips for taking food at parties etc have provided me with the ideas being used 
by other VI persons. In fact I would like to suggest that if another mailing 
list catering to lifestyle related issues can be started.
Apart from AI mailing list I had joined a couple of other mailing lists 
pertaining to subjects like mobile phones, JAWS etc. On date I have stopped my 
subscription of most of other mailing lists and currently subscribed to AI and 
Mobile AI mailing lists.
Like all mailing lists which are catering to people with diverse demographics, 
AI mailing list too often witnesses a mood swing. But thanks to the vigilant 
moderator, he regulates the traffic of list by steering or closing various 
threads so that the large interest of the list is conserved. Considering the 
importance of mobile phones in individual's life, recent move of creation of 
Mobile AI mailing list was a good step to segregate and control mail traffic. I 
would say that I am not a very active member of the list but try to contribute 
to the mailing list after carefully checking the response of various other 
members and avoiding the duplicate entries. I also refrain myself from writing 
mails which I consider will not help in improving the knowledge base of other 
members (with an exception to current mail).
I hope list members would agree that off late the quality of emails reaching 
the list too have improved. I remember a couple of years back there were many 
mails with a response like : I don't know the answer of this query etc. 
Now-a-days we rarely find such useless replies. List members too have  started 
refraining themselves from making personal comments, responding to various 
piracy related emails etc. I remember some years back, a single email 
requesting for pirated software used to generate 10 - 20 emails, with  remarks 
like now you will have a stick from moderator or go and study the list 
rules etc. I used to wonder that so much traffic was not generated when 
somebody asked what is the meaning of JAWS or NVDA or what is Talk Software etc 
when compared to criticism mails. I am happy that people have graduated to next 
higher level and started showing maturity.
In my opinion putting restriction on membership shall be a highly unreasonable 
requirement and should be avoided. In case the size of our mailing list has 
swelled to alarming level and needs some trimming then may be options like 
re-validation of email addresses can be undertaken. List members can be 
requested to click a link and re-enter the email address. I hope by undertaking 
such action and allowing this activity to be open for around one month, most of 
the active email addresses shall be validated. Also an appeal can be made to 
list members to avoid duplicate email id entries in the same mailing list and 
voluntarily remove mail addresses which they are not monitoring on regular 
basis.

In my opinion, nothing needs to be changed or modified.
Let every thing run as it is.
Limiting anything is no solution.
As internet users are growing rapidly every year, how can we expect
access india membership to remain stable?
And, as it is said, more the marier.
More members can be turned into a useful resource.
More people would mean discussion on a wider range of subjects related
to different ability/accessibility.

 group should be formed.  Coming back to the idea of conducting a study
 of the  mails to identify such areas, a team can be formed to take up
 the job.  And, being a researcher, I would be more than happy to be
 part of such a team.  Thoughts awaited.

[AI] help needed with Instantbird and facebook chat

Following continuous trouble with Skype and facebook chat, I've
downloaded instantbird to try and use it for facebook chat. But I find
the interface to be rather cumbersome. Rather than the usual the
emailed and password, they need you to put in the facebook username.
Ones that was done, now I am getting a not authorized error even
though I put my correct password.
Can someone explain as to how exactly can one connect the facebook
chat interface to instantbird?

hai harish, before allowing to subscribe, a detailed biodata of the person 
should be scrutinized and this should be done for existing members also.

This is a tricky issue. My considered view is that it would be too
premature to put conditions of references/ invitations to join the list.
There are several people on the list who just want to be updated on the 
new

development in the VI Sector, family members, friends, relatives,
journalists, students, govt. officials,  and the list is too wide.

Email verifications and brief information about the person joining the 
list
would serve the purpose of the list. The moderator may consider having 
more

personal information, if required, about each member admitted to the list.
Idea is not to restrict the members on the list but to promote and
enourage healthy and constructive discussions and information sharing on
the subjects that affect the VI and allowed under the list guidelines. 
This

being a public forum,  the archive of the mails/discussions is available
thorugh search engines.

Therefore, conduct of the person on the list over a period of time should
be the deciding criteria and Moderator should be the best judge on this.
Any content  that is abusive or comes with in the restricted parameters 
can

also be removed from the archive and thread closed for traffic and the
person /email id can be banned from the list after due diligence.

Well, Access India has been the most important platform for visually
challenged in India to come together and enhance our understanding
about enabling technology and questions of accessibility. As such, I
don't think putting in too many restrictions would be a good idea. The
moderator is already having lots of responsibilities, saddling him
with further responsibilities of verification and so on may have
serious practical limitations. I don't think it would be prudent to
convert this platform into an invite only list, there are many people
from different parts of the country joining the platform, they may not
always find people to invite and refer.
If there are members who violate list guidelines, they can always be
removed. Anyone who abuses the list for nefarious purposes such as
duping people, again, the moderator can always take action.
So in my view, things should be considered on a case by case basis,
rather than bringing in too many restrictions that could deny access
to such an important platform for people who would need it.

Who decides what is useful and what is useless?
Information regarding internet bbanking might be useful to me but
redundant for someone else. And it is through the interventions of the
listers that we realise various forms of exploitation we are subjected
to in the name of tecnology.
Harish and others have always been prompt in pointing out off topic
mails and have consistently warned and acted against violators. So,
insted of finding new ways of policing others, let's, as individuals,
make serious efforts to contribute possitively to the list and learn

and frame a revised guidelines to post the messages of members. I think
that, this is a very useful platform of sharing our views regarding
related issues of blind and blindness. But I am very sorry to say that,
some of our members are not serious of abiding these guidelines and
expending the list by posting errelevant mails or quarelling with other
members. So, seeing this, I would like to suggest that, the moderator
should take some diciplinery action against those members who are not
serious of writing mails, and post vogus mails. The moderator can add a
section and can invite positive and negative views of members who are
serious/not serious and make errelevant posts or post errelevant topics
rather than posting useful topics. The members may have some voting
options also. In this way, a members rating can be done by the members 
in


respect of their relevance. In this way you can classify a member and 
you


can strike out the membership of those members who are harmful for this
platform. Sir, please, do this to make the list more meaningful.

actually i would like to inform to you that i am also facing this
problem ever since i have installed firefox 20, some times jaws stop
to read, after that firefox crashed,i am using jaws 13 and what about
which version of jaws are you using, is it 14?, but today i tried with
NVDA it works normally i did not face any problem. i recommend we
should be on previous version of firefox..

Well once you save the user name and password i never found it hard to
get going. it just logged in without any problem.
So, i use Gmail, MSM/hotmail and facebook all in one messenger on
instant bird without any problem. once the user name and password is
saved it shouldn't be a problem. Just re-check and give a reply.

 Like all mailing lists which are catering to people with diverse
 demographics, AI mailing list too often witnesses a mood swing. But thanks
 to the vigilant moderator, he regulates the traffic of list by steering or
 closing various threads so that the large interest of the list is conserved.
 Considering the importance of mobile phones in individual's life, recent
 move of creation of Mobile AI mailing list was a good step to segregate and
 control mail traffic. I would say that I am not a very active member of the
 list but try to contribute to the mailing list after carefully checking the
 response of various other members and avoiding the duplicate entries. I also
 refrain myself from writing mails which I consider will not help in
 improving the knowledge base of other members (with an exception to current
 mail).
 I hope list members would agree that off late the quality of emails reaching
 the list too have improved. I remember a couple of years back there were
 many mails with a response like : I don't know the answer of this query
 etc. Now-a-days we rarely find such useless replies. List members too have
 started refraining themselves from making personal comments, responding to
 various piracy related emails etc. I remember some years back, a single
 email requesting for pirated software used to generate 10 - 20 emails, with
 remarks like now you will have a stick from moderator or go and study the
 list rules etc. I used to wonder that so much traffic was not generated
 when somebody asked what is the meaning of JAWS or NVDA or what is Talk
 Software etc when compared to criticism mails. I am happy that people have
 graduated to next higher level and started showing maturity.
 In my opinion putting restriction on membership shall be a highly
 unreasonable requirement and should be avoided. In case the size of our
 mailing list has swelled to alarming level and needs some trimming then may
 be options like re-validation of email addresses can be undertaken. List
 members can be requested to click a link and re-enter the email address. I
 hope by undertaking such action and allowing this activity to be open for
 around one month, most of the active email addresses shall be validated.
 Also an appeal can be made to list members to avoid duplicate email id
 entries in the same mailing list and voluntarily remove mail addresses which
 they are not monitoring on regular basis.

Thanks Samuel for the response.
Eventually I managed to get my facebook account linked with instant
bird. Had to do a few log ins and log outs from facebook chat to get
it going. But now interestingly, even instantbird isn't showing the
actual status of my facebook contacts. They are all shown offline.
Could it be an issue with facebook? Is it possible to address this
issue by changing any settings in facebook?

great tolerance!

Well if i remember well,
I've disabled showing of offline contacts just to get rid of contacts.
I can just see online contacts.
If you dont see a single online contacts then in that case there must
be either some firewall which blocks the port but i'm not fairly sure
off, will just re-check and let you know. but otherwise once logged
in, it should show you online contacts.

It hasn't been showing any contacts, when I enabled show offline
contacts, all my contacts did come up, but they were all shown as
offline, when my m.facebook page indicated 43 of them where online at
that point!.

Dear Moderator and others,

I wonder if this is a public forum ment which is for sharing and
receiving information pertaining to any aspect of the life of a the VI
sector in the country. As one member rightly pointed out earlier, the
Moderator already has too many responsibilities in managing the emails
on this list. In my view, the existing guidelines of the list are
sufficient to regulate the different messages that are posted on the
list and the codes of decorum for members to be observed while
commenting or replying any message.

@Prashant Sir, I respect your views. But at the same time, it is
difficult to varify membership details. Nevertheless, members should
understand and restrict their membership to only one genuine email id.

 @Rajesh, please do not try to be very harsh in  expressing your
views/suggestions. You need to understand that Accessindia is not
running a poll to vote and appoint a panel for the selection of the
members. Nor is a selection process to scrutinize and verify the
biodata of each member and decide who needs to be subscribed for a
membership. We are all matured enough to conduct ourselves
appropriately on this list. Should any violation of the guidelines of
the list in any manner takes place, the Moderator could intervene by
issuing a warning or taking appropriate action against the concerned
person. Hope the Moderator would close traffic on this thread soon.

The email doesn't work as the username. You have to create a facebook
username and use it. Go to the FAQ section on the instantbird web
site, navigate by headings till you reach the section on facebook

I had only expressed some of my concerns and requested for some
brainstorming on this issue. 
There was no need of  such strong reactions. 

Dear Avichal, Akhilesh, Bijoy and others, many thanks for your respect and
support. But I request you not to respond to such personal comments. Please
try to restrain yourself from allowing someone to take the debate in
unwanted direction.  

I guess I am among the oldest members of AccessIndia and in the last 10odd
years  I have encouraged dozens and dozens of visually impaired persons to
join the list. I have seen the growth of the list and the enormous benefits
it has brought to its members. Even though the traffic has grown
significantly I have tried to read all the mails on a daily basis. This
however becomes difficult when due to some reason I am not able to check
mails for a few days. The pile of unread AI mails becomes so huge that even
going through the subject line becomes a very big task. It is perhaps due to
this that many of my friends  who could have benifitted from the list and
contributed significantly dropped out of the list. Unfortunately many of
them are the ones who should have joined but being non-techky they are not
able to handle the traffic.

AI has the potential of getting 5000 and even 50 thousand members one day
considering the 15 million plus population of visually impaired in India. I
would dearly like to remain a member even on that day but I am bit worried
as to how many mails I will be able to read. I guess I have the right to get
worried and do some thinking about this at least.

But it is perfectly fine if no change is made to the list setup. I will
remain a member and try to contribute. After all our beloved list is the
premier communication channel for VI community here.

view, the existing guidelines of the list are sufficient to regulate the
different messages that are posted on the list and the codes of decorum for

@Prashant Sir, I respect your views. But at the same time, it is difficult
to varify membership details. Nevertheless, members should understand and
restrict their membership to only one genuine email id.

 @Rajesh, please do not try to be very harsh in  expressing your
views/suggestions. You need to understand that Accessindia is not running a
poll to vote and appoint a panel for the selection of the members. Nor is a
selection process to scrutinize and verify the biodata of each member and
decide who needs to be subscribed for a membership. We are all matured
enough to conduct ourselves appropriately on this list. Should any violation
of the guidelines of the list in any manner takes place, the Moderator could
intervene by issuing a warning or taking appropriate action against the
concerned person. Hope the Moderator would close traffic on this thread
soon.

you have to contact  All India Institute of Physical Medicine and
Rehabilitation, hazi ali.

detail information containing the procedures and benifits are given below:

Certificates of Disability are issued to PD patients, which can
provide them with various
benefits and concessions in various public service areas. These
certificates can be
obtained at the ‘All India Institute of Physical Medicine  Rehabilitation’ at
Mahalaxmi, Mumbai.
Certain specified procedures have to be followed such as submission of a few
identification documents and application forms; as well as evaluation
by therapists before
a certificate is issued. Moreover, there are also certain criteria
that have to be met, such as
amount of disability and income of the individual for the patient to
obtain these benefits.
Following documents are required to obtain an application form:
1. Document which is recognized by the concerned State or Central
Government for
proof of address, which has the patients name mentioned on it. These
may include:
Original of Ration Card issued by the Government of Maharashtra
/passport/ voting
card/ electricity bill etc and also 1 xerox copy of the same.
2. Five 1” X 2” (passport size) photographs of the patient. Also there
is a specific
requirement of full profile of the patient.
3. Medical Certificate issued by patients respective physician/ neurologist.
4. Copies of earlier medical reports can be submitted at the time of
evaluation.
Enrollment for the certificates is done on OPD days
The services in which benefits  concessions can be obtained include
the following:
a) Railway concessions
b) Air travel concessions,
c) Bus travel concessions,
d) Income Tax reduction benefits,
e) Loan facilities with reduced rates of interest.
40% disability percentage is required to avail these benefits. Further
modifications in
terms of amount of disability being a criterion may be exclusive to
different benefits.
All of these benefits are subject to specific state government
policies, and differ for each
of the above mentioned facilities. Additionally eligibility for these
benefits rests on the
discretion of the concerned schemes and authorities.

In court 28 of the Royal Courts of Justice this morning, a
 decision was reached about the independent living fund. Worth £320
million a year, it's currently controlled by the Department for Work
and Pensions and intended to ensure that 20,000 people with severe
disabilities can live as independently as possible. Following a
consultation last year, the government announced that it was going to
scrap it. The case was brought by five ILF users on the basis that the
consultation was inadequate, and didn't fulfil its public-sector
equality duty.

During the hearing the claimants discovered that the consultation
wasn't the half of it: the DWP was forced to disclose that the main
reason for closing down the fund was that the money simply wouldn't be
there after 2015. Since the department had always publicly said that
it wasn't stopping the money but merely moving it to local authorities
in the name of efficiency, this information was certainly new, if not
unexpected.

No matter, concluded the judge; the consultation didn't breach the
equality duty requirement. The decision to close the fund doesn't
breach it. The minister for disabled people had been made aware of her
obligations – and therefore her duty had been met. Who knew that would
be what equality duty would boil down to? That you could trample on
whoever you liked so long as you were aware of which people you were
trampling, and how severely?

But getting back to court 28. It's an inaccessible courtroom, so the
people who brought the action couldn't get into the room to hear the
verdict. I know, yet more leftie bleating – when am I going to just
face the fact that this country is out of money and we can no longer
afford for disabled people to be pandered to with their ceaseless
demands for ramps and handrails and other apparatus which, in fact,
already exists elsewhere in the Royal Courts of Justice. To stick to
my bleating leftie guns for a minute, this is like trying Desmond Tutu
in a whites-only courtroom. The message, very clearly, is that
disabled people have no right to open justice. Adam Lotun, a
50-year-old wheelchair user outside the courts, had a fractionally
kinder interpretation: I don't think the judge wanted to see any
disabled faces in court – with the verdict he was giving.

Louise Whitfield, of the solicitors' firm Deighton Pierce Glynn, said
of the verdict: We would have expected the judge to grapple with the
public sector equality duty more, it's such an important issue. We're
talking about 20,000 people. It's quite unusual to have a judgment
like this. I have not had a judgment before where I have found it
difficult to understand the reasoning.

But politics often finds a way round judicial verdicts, and it's
towards politicians rather than judges that our ire should be
directed. Certain points must be underlined. The first is that the
closure of this fund runs utterly counter to any promise from any
party in any manifesto, under the guise of austerity or anything else.
Nobody said we will claw public money back from the severely
disabled. Even politicians who make it their rhetorical
stock-in-trade to portray disability as an elaborate benefit scam
would not, indeed could not, be open about withdrawing money from
people already wrestling with such disadvantage. So it's important to
keep talking about this: if a measure is so shaming that politicians
won't even broach it, yet it passes through anyway, it would be to all
our shame if that went unremarked.

Second, the DWP lied about the purpose of closing the independent
living fund. It didn't admit that the money wouldn't be there after
2015 until it was legally required to. Whenever this government comes
out with an idea that sounds, for British politics, unusually unjust
or barbaric or ill-conceived, it usually has its roots in the US (free
schools, food stamps, dash for gas, shares for rights, privatisation
of health services). What I mind the most is the readiness with which
the government will now lie: the prime minister will lie about the
national debt; the secretary of state will lie about immigration, the
chancellor will lie about benefit claimants, they'll be rapped over
the knuckles by the Office for National Statistics or Office for
Budgetary Responsibility, take their punishment and go straight out
and lie again. So, in the words of Nicholas Tomalin, talking about
politicians in a (real) war: Never forget that they lie, they lie,
they lie.

Third, this is not about the money. A government that is prepared to
spend £1bn on tax breaks for high earners' nannying costs is not
cutting £320m for practical reasons but for ideological ones. They
want to shrink government, starting with those most in need. There
must be Conservatives who are disgusted by this; they need to start
making more noise.

Even instantbird hasn't solved my issues with facebook contacts, seems
like a major issue with facebook. Skype, Trillian, Instantbird, are
all experiencing same issue. All facebook contacts shown offline
regardless of the actual status.

at a annual fee of Rs.400. Getting access to thousands of books at such a low 
fee is like getting them for free. The only condition is that you won't share

 decision was reached about the independent living fund. Worth £320
million a year, it's currently controlled by the Department for Work
and Pensions and intended to ensure that 20,000 people with severe
disabilities can live as independently as possible. Following a
consultation last year, the government announced that it was going to
scrap it. The case was brought by five ILF users on the basis that the
consultation was inadequate, and didn't fulfil its public-sector
equality duty.

During the hearing the claimants discovered that the consultation
wasn't the half of it: the DWP was forced to disclose that the main
reason for closing down the fund was that the money simply wouldn't be
there after 2015. Since the department had always publicly said that
it wasn't stopping the money but merely moving it to local authorities
in the name of efficiency, this information was certainly new, if not
unexpected.

No matter, concluded the judge; the consultation didn't breach the
equality duty requirement. The decision to close the fund doesn't
breach it. The minister for disabled people had been made aware of her
obligations – and therefore her duty had been met. Who knew that would
be what equality duty would boil down to? That you could trample on
whoever you liked so long as you were aware of which people you were
trampling, and how severely?

But getting back to court 28. It's an inaccessible courtroom, so the
people who brought the action couldn't get into the room to hear the
verdict. I know, yet more leftie bleating – when am I going to just
face the fact that this country is out of money and we can no longer
afford for disabled people to be pandered to with their ceaseless
demands for ramps and handrails and other apparatus which, in fact,
already exists elsewhere in the Royal Courts of Justice. To stick to
my bleating leftie guns for a minute, this is like trying Desmond Tutu
in a whites-only courtroom. The message, very clearly, is that
disabled people have no right to open justice. Adam Lotun, a
50-year-old wheelchair user outside the courts, had a fractionally
kinder interpretation: I don't think the judge wanted to see any
disabled faces in court – with the verdict he was giving.

Louise Whitfield, of the solicitors' firm Deighton Pierce Glynn, said
of the verdict: We would have expected the judge to grapple with the
public sector equality duty more, it's such an important issue. We're
talking about 20,000 people. It's quite unusual to have a judgment
like this. I have not had a judgment before where I have found it
difficult to understand the reasoning.

But politics often finds a way round judicial verdicts, and it's
towards politicians rather than judges that our ire should be
directed. Certain points must be underlined. The first is that the
closure of this fund runs utterly counter to any promise from any
party in any manifesto, under the guise of austerity or anything else.
Nobody said we will claw public money back from the severely
disabled. Even politicians who make it their rhetorical
stock-in-trade to portray disability as an elaborate benefit scam
would not, indeed could not, be open about withdrawing money from
people already wrestling with such disadvantage. So it's important to
keep talking about this: if a measure is so shaming that politicians
won't even broach it, yet it passes through anyway, it would be to all
our shame if that went unremarked.

Second, the DWP lied about the purpose of closing the independent
living fund. It didn't admit that the money wouldn't be there after
2015 until it was legally required to. Whenever this government comes
out with an idea that sounds, for British politics, unusually unjust
or barbaric or ill-conceived, it usually has its roots in the US (free
schools, food stamps, dash for gas, shares for rights, privatisation
of health services). What I mind the most is the readiness with which
the government will now lie: the prime minister will lie about the
national debt; the secretary of state will lie about immigration, the
chancellor will lie about benefit claimants, they'll be rapped over
the knuckles by the Office for National Statistics or Office for
Budgetary Responsibility, take their punishment and go straight out
and lie again. So, in the words of Nicholas Tomalin, talking about
politicians in a (real) war: Never forget that they lie, they lie,
they lie.

Third, this is not about the money. A government that is prepared to
spend £1bn on tax breaks for high earners' nannying costs is not
cutting £320m for practical reasons but for ideological ones. They
want to shrink government, starting

 detail information containing the procedures and benifits are given below:

 Certificates of Disability are issued to PD patients, which can
 provide them with various
 benefits and concessions in various public service areas. These
 certificates can be
 obtained at the ‘All India Institute of Physical Medicine  Rehabilitation’
 at
 Mahalaxmi, Mumbai.
 Certain specified procedures have to be followed such as submission of a
 few
 identification documents and application forms; as well as evaluation
 by therapists before
 a certificate is issued. Moreover, there are also certain criteria
 that have to be met, such as
 amount of disability and income of the individual for the patient to
 obtain these benefits.
 Following documents are required to obtain an application form:
 1. Document which is recognized by the concerned State or Central
 Government for
 proof of address, which has the patients name mentioned on it. These
 may include:
 Original of Ration Card issued by the Government of Maharashtra
 /passport/ voting
 card/ electricity bill etc and also 1 xerox copy of the same.
 2. Five 1” X 2” (passport size) photographs of the patient. Also there
 is a specific
 requirement of full profile of the patient.
 3. Medical Certificate issued by patients respective physician/
 neurologist.
 4. Copies of earlier medical reports can be submitted at the time of
 evaluation.
 Enrollment for the certificates is done on OPD days
 The services in which benefits  concessions can be obtained include
 the following:
 a) Railway concessions
 b) Air travel concessions,
 c) Bus travel concessions,
 d) Income Tax reduction benefits,
 e) Loan facilities with reduced rates of interest.
 40% disability percentage is required to avail these benefits. Further
 modifications in
 terms of amount of disability being a criterion may be exclusive to
 different benefits.
 All of these benefits are subject to specific state government
 policies, and differ for each
 of the above mentioned facilities. Additionally eligibility for these
 benefits rests on the
 discretion of the concerned schemes and authorities.
