[AI] FYI: 'Differently-abled' students in JNU to get AC bus

Differently-abled students in Jawaharlal Nehru University will soon
get an air-conditioned bus to travel within the university. The
university has entered into an memorandum of understanding (MoU) with
the Bharat Heavy Electricals Limited (BHEL), where the company will
extend financial assistance to buy a bus valued at Rs.30 lakh.

"This AC bus by BHEL will benefit around 300 differently-abled
students living on the campus of the university, particularly in the
summer months (April to July) when the weather is extremely hot," said
JNU spokesperson Poonam Kudesia.

Proper infrastructure at bus stops

The university administration will be providing disabled-friendly
supporting infrastructure at bus stops commensurate with the nature of
disabilities of the students. The operating cost for the bus will also
be borne by the Jawaharlal Nehru University management.

They have been geoblocked but if you go to cricket Australia's website and 
register there is a radio stream called world cup radio but I find the play 
button inaccessible.  Do help if anyone can.

these days

Accessible India Campaign (Sugamya Bharat Abhiyan) is the nationwide campaign 
for achieving universal accessibility for all citizens including Persons with 
Disabilities, to be able to gain access and live independently. The Accessible 
India Campaign comprises of the following key components:- 
(i) Create Mass Awareness 
(ii) Capacity Building 
(iii) Interventions (Technology solutions, Legal framework, Resource 
generation) 
(iv) Leverage corporate sector efforts including CSR resources. 
(v) Leadership endorsements 
Section 44, 45 and 46 of Persons with Disabilities (PwD) Act, 1995 deals with 
non-discrimination in transport, non-discrimination on the road and 
non-discrimination in the built environment, respectively. All the 
Establishments, appropriate Governments and the local authorities are mandated 
by these provisions of the PwD Act to take, within the limits of their economic 
capacity, measures for providing easy accessibility for persons with 
disabilities in a non-discriminatory manner. 
The Ministry as well as the Chief Commissioner for Persons with Disabilities 
(CCPD) from time to time request the State Govts./UT Administrations for 
providing barrier free access to public places by constructing ramps, lifts and 
railings. 
Vide letter dated 24.01.2012, Chief Commissioner for Persons with Disabilities 
(CCPD) had written to all the Chief Secretaries of the States/UT 
Administrations among other things to take concrete and time bound steps to 
enforce accessibility standards and guidelines. 
CCPD also takes up with the concerned State Govts./authorities as and when 
non-availability of facilities for access to public places for persons with 
disabilities comes to their notice. 
The Commissioners for Persons with Disabilities of the concerned States are 
also requested to follow up with their respective State Govts./UT 
Administrations. 
A letter dated 8.07.2014 has also been sent from Minister of Social Justice and 
Empowerment to the Chief Ministers of all States requesting them to issue 
suitable directions to all concerned for taking appropriate measures in 
concrete and time-bound manner for incorporation of barrier free access to all 
public buildings and transportation. They have also been requested that similar 
provisions may be made in local municipal/building bye-laws. 
Moreover, under the Scheme for Implementation of Persons with Disabilities Act, 
1995 (SIPDA), Ministry provides Grants-in-aids to all States/UTs to provide 
barrier free environment in important Government buildings (State Secretariat, 
other important State level offices, Collectorates, State University Buildings/ 
Campuses, Medical Colleges and Main Hospitals at Divisional Headquarters, other 
important Government buildings), for Persons with Disabilities as per Section 
46 of the Persons with Disabilities (Equal Opportunities, Protection of Rights 
and Full Participation of Rights) Act, 1995 (PwD Act). This includes provision 
for ramps, rails, lifts, adaptation of toilets for wheelchair users, brail 
signage and auditory signals, tactile flooring, etc. 
This information was given by the Minister of State for Social Justice and 
Empowerment, Shri Krishan Pal Gurjar in a written reply to a question in Lok 
Sabha here today.

Ministry of Social Justice and Empowerment/ Republic Day 2015
The Department of Disability Affairs was created in the Ministry of Social 
Justice and Empowerment on May 12,2012 to ensure greater  focus on policy 
matters to effectively address disability issues and to act as a nodal 
Department for  greater coordination among stakeholders, organizations, State 
Governments and related Central Ministries.  According to the Notification 
dated December9, 2014 the Department has been renamed as Department of  
Empowerment of Persons with Disabilities.
The Department envisions an inclusive society where equal opportunities are 
provided for the  growth and development of persons with disabilities to lead a 
productive, safe and dignified life.  To this end the Department strives to 
create an accessible barrier free environment for PwDs and also for their 
empowerment through legislation, policies, programmes and schemes.  Financial 
assistance for creating a barrier free environment under SIPDA Scheme;

hello, I agree with you only on one fact that Google input tool
conflicts with certain applications, But I don't think it has to be
completely discorded. It is supported by NVDA to a large extent that
the typed letters and words are spelled out, no conflicting keys are
found between NVDA and Google input, and switching between English and
regional language is much easier. Also, the tool has been programmed
for words, hence more accurate phonetic typing output is found. I am a
totally blind person, yet use the Google input tool without any
problem. This is a user's point of view, I don't know much
technicalities though...

In perspective of screen reader; this tool or that tool is not a
matter of concern.
The Main issue is the principle in which the tool is developed.
The key factor to be concern is:
1. Whether it has used modifier keys like alt or control etc. for
typing purpose or not. If used, discard it. For example, the Microsoft
made default Kannada has this provision.
2. Do it has adopted the following provisions?
a. press of single key generates more than one character.
b. Press of multiple typing keys generates single character.

For example the Baraha or Google inputs have such provisions.
A screen reader user must always use such tool in which'" one typing

No, I don't think so.
Root cause of negative attitude is unproductivity of blind persons, and
inability to do many things.
Change these, and attitude would be okay.
You may say it is a vicious circle, but attitudes  are not formed in vacuum.

gone down considerably and following off-field commentary is not at
all enjoyable. so, how can we follow the BBC commentary or that of the
ABC? my preference is in the android phone. so, could anyone tell me

I personally use Baraha. The latest versions of baraha is not free,
however, previous versions are free. I use baraha direct of Baraha 8,

hi vivek, I made my certificate on july 3rd 2014 from NAB Delhi, will that
be considered valid? asking this because the railway counter personnel's r
not updated with the new developments of indian railways so they just act
very rude and insensitive. moreover, the railway counter is quite far away
from my home. and I am just thinking if they don't consider it valid then
there is no point getting a new one from NAB delhi or any other instutions
because in a month or two they will not take into consideration that as
well. as they r coming up wid so called indian railway ID card...

Pune: Proper education and appropriate changes in curriculum were the
two prominent suggestions made for uplift of persons with disabilities
(PwDs) during a workshop of the Rehabilitation Council of India's
western zonal coordination committee in the city on Thursday. "There
is an urgent need to educate persons with disabilities," said J P
Singh, former member secretary of the Rehabilitation Council of India
(RCI), which falls under the jurisdiction of the Union government. The
speakers also discussed the need for changes in educational
curriculum, implementation of various provisions available and how
they could be used. The two-day meet: 'Change the system for the
disabled', was attended by Sudesh Mukhopadhyay, chairperson of RCI,
Vasant Thakar, chairperson, zonal coordination committee (Western
Zone), B M Tayade of the Yashwantrao Chavan Academy of Development
Administration and officials from the commissionerate of persons with
disabilities. Mukhopadhyay said that rehabilitation of disabled should
be done on the basis of their requirements as well as the resources
available. "People working for the disabled such as educators, parents
and professionals should make use of the abilities of these people in
making them independent. Doing so with the help of available
government provisions will go a long way in making them financially,
academically and socially independent," he said. J P Singh said that
those working towards ameliorating the condition of the disabled
should see that a system to implement the laws and provisions for the
benefit of the disabled is in place. "There is also a need to check if
such systems are implemented properly. Educating each and every person
as per the need and bringing him or her into the mainstream is of
absolute necessity," he said.

Well, the Zenfone 5 is a good phone overall. It has its advantages
over the Moto G 2nd generation in terms of the external storage
capacity that is double that of the Moto G. The price is also slightly
less. Otherwise, I am not sure. The Zen UI has certain accessibility
issue. Some of the native Asus apps are not accessible, most
importantly the keyboard that is just not accessible with TalkBack.
You will have to separately install Google keyboard to make the phone
functional. There are some minor issues with the Asus launcher as
well, but those you can overcome with the much more accessible Nova
Launcher. Though I have worked with the Moto G 2nd generation phone, I
haven't used it extensively to comment on the battery backup, but on
the Zenfone 5 it is not great I must say.
The things going for the Moto G, firstly it has 2 speakers and better
sound output. Uses stok android that is more accessible than many
customized versions including that of Asus. And very importantly, it
gets more regular updates, already the Android  5 update is available
for the phone. Asus has promised the update for Zenfone 5 but it is
not out yet and there is no clear schedule for the release of the
same.
So between the 2, I would say Moto G, though the Zenfone 5 is not a
bad option at that price range by any means...

Hi,
The sent PDF file, I must admit, though isn't inaccessible, but is
totally unorganized, making it impossible to be read by a visually
impaired person.
I performed an OCR scan with Tessarac (OCR NVDA add-on), and tried
screen review to review the text, and standard Windows navigation
commands, but no further success.
It'd be interesting to know how Braille ACL extracts the text of the
news articles...
I've read some BBC articles online as well, so may recommend to you
BBC, as an accessible news source.
You may also want to contact The Hindi (if they have provision of
means of contacting them) notifying them of these accessibility issues
you are facing with their e-paper edition.

The tools like google input never suits for persons using screen reader.
Phonetics or traditional is a different matter.
Google typing tool contradict with many application.
It is best for web pages and sited person.
Never and Never use any typing system that are developed on the same
principle as google input  is built.

It has serious issues contradicting with screen reader users.

practise matches are going on, could anybody provide the website where

using espncricinfo and cricbuzz for this purpose but for last ten days
espncricinfo has changed it's format of homepage now it is not good
to find scorecard same is with cricbuzz any other site if someone can
tell better than these sites. waiting for your reply.

done from ground itself rather it is done by watching tv   monitor. so

Guwahati, Feb. 12: Assam chief minister Tarun Gogoi today asked the
Centre not to "act like a master", minutes after the Union minister of
social justice and empowerment, Thawar Chand Gehlot, asked the
northeastern states to speed up submission of pending utilisation
certificates of funds that his ministry had released.

"The northeastern states have many problems such as floods or
conflicts and in some places, we can work for six months a year only.
How can you expect all the utilisation certificates with so many
problems? Sitting in Delhi, you cannot understand the problems of the
region," said Gogoi, as soon as Gehlot, sitting on his left, said many
states of the region were yet to submit the utilisation certificates,
despite being asked to do so in a three-day meeting in New Delhi in
August last year.

"You have to see the ground realities and deal with the problems
accordingly. Some districts in my state are still troubled and the
problems in other states of the region are more serious," Gogoi said.

Gehlot and the Union minister of state for social justice and
empowerment, Krishan Pal Gurjar, convened a meeting of social welfare
ministers of the northeastern states here today.

The two ministers took stock of the schemes meant for persons with
disabilities, the aged, backward classes and those meant to control
drug abuse, among others.

Admitting that persons with disabilities were not given much
importance by the government, Gogoi said it was necessary to relax the
norms for considering a person differently-abled.

"Those with 40 per cent disabilities are now considered for schemes
meant for the disabled but we want that it should be reduced to 25 to
30 per cent. We have schools for the differently-abled but we need
colleges. The universities should also start courses for them. Unless
we prepare manpower to handle the issues concerning the disabled, it
is difficult to address their issues," Gogoi said.

Meghalaya social welfare minister Deborah C. Marak echoed Gogoi's
tough stand regarding the utilisation certificates. She demanded that
the same policy regarding utilisation certificates should not be
applied to all states. "There is need of a separate policy for the
northeastern states," she added.

The two ministers, who spoke in Hindi, were also taken aback when
Marak said she did not understand Hindi. "You talked of so many things
today but I don't understand," she said.

Talking to reporters on the sidelines of the conference, Gehlot said
the ministry would draw an action plan to address the problems and
concerns raised by the northeastern states.

"I have sanctioned Rs 5 crore to expand the composite regional centre
in Guwahati, equipment and course materials needed for training
purposes. Besides, this year we have decided to spend Rs 6 lakh each
for 100 hearing impaired children below six years in the country in
providing cochlear implants," he said.

The ministry distributed assistance materials like tricycle and ramps
among 700 persons with disabilities here today.

You have unchecked the wrong option.
* enable/check 'report links' once again
* disable/uncheck 'report if clickable' to resolve your issue
The NVDA.ini file didn't resolve this issue itself since I have kept
the 'report if clickable' option enabled/checked.
I would also recommend you, and anyone else interested in switching
from JAWS to NVDA, to take a look at this article:

It describes in sufficient detail the major differences between JAWS & NVDA.

If you are in need of a phonetic typing tool for Kannada, I would
suggest Google Input tool. With this tool, you can just type the words
in English transliteration and get the output in regional languages.
the following languages are supported by the google input tool:
Amharic   Arabic   Bengali   Persian   Greek   Gujarati   Hebrew
Hindi   Kannada   Malayalam   Marathi   Nepali   Oriya   Punjabi
Russian   Sanskrit   Serbian   Sinhala   Tamil   Telugu   Tigrinya
and Urdu.
If you use windows OS, please follow the link:
http://www.google.com/inputtools/windows/
Please choose the language(s) of your need by checking the relevant
check-boxes to download. the tool for the particular language(s), then
check the 'agree' check-box and then click at the download link. hope

Hi,
You can use the Microsoft supplied layout.
However, there are some deficiencies from screen reader perspective.
1. It has used alt/control keys for typing purposes which may conflict
with some gesture of screen reader. This may not an eminent event but
have high possibility.
2. The ligature characters will be pronounced improperly i.e. in case
single key verses multiple characters allocation; odd announcement is
eminent.

this is just an announcement, so i don't have any idea if this initiative
will be taken or not. if taken, then it will be great...

plan to reduce 52 special days in school: Tawde - the times of india


Mumbai: The state will reduce the number of special day celebrations in
schools to ensure maximum days for academics. It also plans to create a
pool of writers for blind students appearing for board exams.
Speaking at a principals' day celebration in Worli, school education
minister Vinod Tawde said celebrations lined up for 52 days of an academic
year make students lose out on studies. "The state plans to reduce the
number of days and streamline them so that teachers and students will get
maximum time for academics," said Tawde.
Principals have welcomed the decision. "At least half of these days can be
done away with so that students get more time for academics," said Prashant
Redij, principal, Hilda Castelino High School, Kandivli. Tawde said the
state also plans to provide a pool of writers for blind students appearing
for HSC and SSC. "We are considering relaxing this rule and finding a
minimum of 1,500 honest people who can write the paper according to the
student." The pool will be created by the state board.
The state is also in talks with National Association for Blind to provide
the curriculum material in Braille for students.
