[AI] Govt's indiscriminate crackdown on NGOs will affect the 'marginalised'

2015-04-27 Thread avinash shahi
As I read this story, question clicked to my mind why government
maintaining double standards

When it comes to ensuring rights and providing services to disabled
people government by shirking its part, welcomes NGOs to collaborate
and walk the talking. But here those NGOs who are really concerned
about people residing in the Bharat and question the state's ulterior
motives which aim to marginalizing already impoverished people are
cracked down. Bottomline: as long as you conform to the what state
expects from you without questioning, they will go extra miles to
shower funds and seek your expertees. once you question their
nefarious attempts of anykinds, you will be under the scanner and on
the radar. Largely, NGOs in the disability sector hesitate before
overtly criticizing government for above discussed reasons. Our NGO
sector is strong on the ground in Mumbai,Delhi,Bangluru and Ahemdabad,
but not on the grassroots. Interestingly, Recent developments indicate
that the government wants them to stretch, and stretch to an extent
where government remains merely fascilitator. So we have to move
further amidst these interesting developments... And

Re: [AI] Article from Huff post-disability and hiring: a brilliant perspective to display

2015-04-27 Thread Radha
Thank you for sharing. This piece reminds me of brilliant phyiscis
work big bang theory by Sir Stephen hawkings. Indeed persuading to
work more with no or less physical challenge. Expecting huge inputs
like this from this wonderful group.

On 4/27/15, payal payal.thereside...@gmail.com wrote:
Thought this article reflects a positive outlook to why a person with
disability has more than one attrivute within himself that makes him worthy
of being hired. I saw this article first shared on FB by Wanted Umberella,
and thought it was worth sharing here.

 Begin article:

 Dear Hiring Manager,

By now, you've probably skimmed over my meticulously-worded resume, and
maybe you've even made up your mind as to whether I'm as qualified as the
nearly identical resumes of my fellow recent graduates. You may have even
Googled me and seen the many blogs I have written about my disability and
have formed your opinion on them. As I have been told by many human
resources professionals, disability is a subject that can scare many off
because of the perception of weakness, inefficiency and need. However, I
could create a completely different application package including all of my
disability and chronic illness-related skills and accomplishments, one that
paints a far more complete picture of my potential as an employee. So,
without further ado, here are my disability-related job skills, in cover
 letter form.

As a seven-year Crohnie (Crohn's Disease patient) and proud member of the
disability community, I am used to upholding my responsibilities in a
fast-paced and challenging environment. From the time I was diagnosed in
high school, I was intent on ensuring that my medical issues did not get in
the way of my ambitions, and even completed my academic courses around the
time of my diagnosis while completely bedridden. I was able to graduate
 from
college a year early, Phi Beta Kappa and summa cum laude, while adapting to
a rapidly changing medical situation, including hospitalization for an
intestinal blockage during my summer college courses. I am used to
 operating
under pressure, and have gained experience with remembering complicated
information while under a number of prescription pain medications. Despite
the need for these medications at the time, I completed my coursework ahead
of schedule while working part-time and completing three internships. I
never let my medical situation hinder my determination to complete my work,
once tottering to a class two hours after a minor surgical procedure.

Organization is one of my greatest strengths, and in 2014 alone, I was able
to successfully schedule approximately two doctors' appointments a week for
five months (most after working hours) while working full-time,
 coordinating
among medical imaging facilities and various specialists and organizing
 each
appointment in a color-coded calendar. This organization and the
coordination of my medical team led to the discovery of an infection, and
although this was a difficult hurdle to overcome due to the treatments and
pain, I upheld my duties at my job and never used my medical situation as
 an
excuse to do less. My other skills include digesting complicated
information, including possible treatment routes and unfamiliar medical
 conditions.

 Clear communication

skills have been essential so that I can advocate for myself when I
 disagree
with a proposed treatment route or procedure. I also have ample experience
with multitasking by writing concise correspondence, conducting research
 and
scheduling appointments while receiving IV treatments.

Most importantly, I want these skills to reflect that my disability does
 not
define my usefulness, and my history with chronic illness should only be
used to strengthen my accomplishments. Very often, people with disabilities
are written off because employers are unsure as to whether they will be
 able
to keep up with the work successfully. A person without a disability is not
held up to this same standard of having to prove himself or herself, while
 a
person with a disability is asked to repeatedly prove that their disability
will not slow them down. My entire life since the age of 15 has shown that
my complicated medical history has never slowed me down, and I am proud to
say that I have achieved everything on my resume while dealing with my
medical issues. The existence of my Crohn's Disease only bolsters my
accomplishments in my eyes, and it should never be used to question whether
I am less than able to complete the job.

Dear Hiring Manager, I am not my disability, but my disability is a part of
me. It causes complications in my life, but the ways in which I have
overcome those obstacles should carry more weight than the obstacles
themselves. I have been determined and passionate as I have challenged
myself to strive for my ambitions, and those are the qualities I can offer
you. If you want a determined,

[AI] Article from Huff post-disability and hiring: a brilliant perspective to display

2015-04-27 Thread payal

I was able to graduate from
college a year early, Phi Beta Kappa and summa cum laude, while adapting to
a rapidly changing medical situation, including hospitalization for an
intestinal blockage during my summer college courses. I am used to operating
under pressure, and have gained experience with remembering complicated
information while under a number of prescription pain medications. Despite
the need for these medications at the time, I completed my coursework ahead
of schedule while working part-time and completing three internships. I
never let my medical situation hinder my determination to complete my work,
once tottering to a class two hours after a minor surgical procedure.

Organization is one of my greatest strengths, and in 2014 alone, I was able
to successfully schedule approximately two doctors' appointments a week for
five months (most after working hours) while working full-time, coordinating
among medical imaging facilities and various specialists and organizing each
appointment in a color-coded calendar. This organization and the
coordination of my medical team led to the discovery of an infection, and
although this was a difficult hurdle to overcome due to the treatments and
pain, I upheld my duties at my job and never used my medical situation as an
excuse to do less. My other skills include digesting complicated
information, including possible treatment routes and unfamiliar medical
conditions.

Clear communication

skills have been essential so that I can advocate for myself when I disagree
with a proposed treatment route or procedure. I also have ample experience
with multitasking by writing concise correspondence, conducting research and
scheduling appointments while receiving IV treatments.

Most importantly, I want these skills to reflect that my disability does not
define my usefulness, and my history with chronic illness should only be
used to strengthen my accomplishments. Very often, people with disabilities
are written off because employers are unsure as to whether they will be able
to keep up with the work successfully. A person without a disability is not
held up to this same standard of having to prove himself or herself, while a
person with a disability is asked to repeatedly prove that their disability
will not slow them down.

Dear Hiring Manager, I am not my disability, but my disability is a part of
me. It causes complications in my life, but the ways in which I have
overcome those obstacles should carry more weight than the obstacles
themselves. I have been determined and passionate as I have challenged
myself to strive for my ambitions, and those are the qualities I can offer
you. If you want a determined, passionate, striving and successful
individual, please consider hiring me, or any other applicant with a
disability.

Sincerely,

Sarah Blahovec

Re: [AI] Please note Finance Bill 2015 benefit for disabled Fwd: Tax Relief To Family Members of Differently Abled

2015-04-27 Thread Amar Jain
Hi Karan,

One cannot claim deduction under both the sections, the idea being
that section 80DD deduction is only available for those who have one
of the disabled person as dependant who is wholly or mainly dependent
on the person claiming the deduction under this section.

With regard to the documents, please note the income tax act read
together with the rules require you to possess the following documents
which may need to be furnished if your return is scrutinized.

1. Medical certificate or the relevant form for people with multiple
disabilities, cerebral palsy and autism.
2. Bills relating to the expenses such as medical care, training,
amongst others.
 3. Insurance policies' copy or premium receipt. Please note not all
policies qualify under this section.

This is an indicative list and does not purport to be exhaustive in
nature. Let me know if you have further queries on this.

Regards,
--

KATHMANDU, : Believe it or not - an overwhelming majority of visually
impaired people in Nepal are struggling with mobility just because
they don´t have a white cane.

Less than 3 percent of Nepal´s visually impaired people have access to
white cane - a type of simple portable, foldable mobility tool.

The National Census-2011 suggests that 96,000 visually impaired people
in Nepal are completely blind, meaning that they require white sticks
 to walk around.

However, a report prepared by the Nepal Association of the Blind (NAB)
claims that only 2,500 visually impaired people have access to the
 white cane.

White canes are not expensive but not easily found in business stores.
Difficulty in finding them has deprived the needy of their rights to
mobility, according to Amrit Rai, the NAB director.

Local traders do not give priority to importing white canes, which are
easily available in neighboring countries such as India and China,
 complained Rai.

In Nepal, the NAB distributes white canes -- provided by the
government or other NGOs -- to visually impaired people. We sell it
as per the demand and availability, said Rai. They just need to pay
 Rs 700 for each stick.

The government, on the other hand, remains indifferent.

Ram Prasad Bhattarai, assistant spokesperson for the Ministry of
Women, Children and Social Welfare (MoWCSW), said that the government
is not aware about the need of visually impaired people. They have
never approached us for white canes, said Bhattarai. We could do
something if the come up with their demands.

Meanwhile, on the occasion of World White Cane Safety Day on
Wednesday, Dinesh Thapa, a philanthropist, announced to distribute the
mobility tools to the needy people.

Thapa has already distributed 100 white canes in Kathmandu, Pokhara,
Dhading and Parbat districts. He has promised to provide 3,000
visually impaired with portable canes in the next couple of years,
 said Rai.

 Kathmandu, Wednesday.(Keshab Thoker/Republica)

Beside increasing visually impaired people´s access to white canes,
campaigners of disabled-friendly public transport infrastructures have
also urged the Department of Roads (DoR) to install sound-indicating
traffic lights on streets. As of now, only Putalisadak area has such
 facility.

As the traffic light goes green, pedestrians also hear faster beeps.
It alerts them to cross the road whereas the slow beeps indicate that
one must stop and wait, said Sushil Adhikari of Bright Star Society,
an NGO working for the rights of the visually impaired people.

The NAB, along with other organizations working for welfare of the
blind, has urged the government to install such traffic signals at
various busy roads of the Kathmandu valley where overhead bridges are
 unavailable.

The visually impaired people want the DoR to install disabled-friendly
traffic signals at Chabahil, Sukedhara, Kupondol, in front of Patan
Hospital and Tribhuvan University Teaching Hospital (TUTH) in
 Kathmandu.

[AI] Personal tutor for every blind child

2015-04-27 Thread avinash shahi
Hang on, tutor is not human but machine in the offing!
http://www.deccanherald.com/content/474195/personal-tutor-every-blind-child.html
Henna Rakheja, April 28, 2015, DHNS:

Transformative technology

A rectangular box resembling a playstation or video game appears a
little different. The bright red and yellow combination is one of the
reasons for its attractive look. But this is neither a game box nor
another gizmo - it is called 'Braille Tutor'.

Probably for the first time in the world, a machine has been created
to aid parents, guardians and teachers to teach Braille language to
the visually impaired at such an economical price. It isn't just a
portable device but a means to enable the knowledgeable, to empower
the visually impaired right from childhood or at any stage of life,
with education.

The credit for this innovative ideation goes to a group of six IITians
from computer science engineering who worked under the guidance of
their professor M Balakrishnan. The largest population of visually
impaired in the world is in India and, there is no machine to help
those who live in remote parts of the country. Even in Delhi, the
ratio of an educator to special child is 1: 290, says Abhinav Singh,
one of the creators, sharing the stark picture of how difficult it is
for a special child to get education.

Teaching Braille to visually impaired children is resource-intensive
and requires constant supervision by trained, special education
teachers, says Ritesh Baldva emphasising on the high cost of
available assistive technologies. Also, they are limited in scope and
most of them don't contain any interactive tutoring exercises, their
teammate Tajveer Singh chips in.
The young boys thus decided to create something that is inexpensive,
user-friendly and expandable, to be used in classrooms for people with
special needs.

Abhinav Singh elucidates, The Braille Tutor is an interactive,
multimodal and self-engaging portable device to aid Braille-based
learning for the visually impaired in multiple languages - without
compromising on the quality of education that is imparted to
the students.

The ability of this device to be expanded to regional languages makes
it one-of-its-kind. Also, there is a three-way learning system -
visual output, audio output and tactile output. There is a sheet with
codes kept alongside the device and the students use the same to
demonstrate and explain to Metrolife, how the device functions. One
actually feels overwhelmed to be able to use it after a quick tutorial
and revel in the thought of being able to teach a visually impaired
child in not just Hindi or English, but any regional language, once
fed into the system.

We have even added games in this because we felt that the focus
should not just be on learning but entertainment as well, says Baldva
explaining how the alphabets are phonetically mapped and a 'K' in
English is replaceable with 'k' in Hindi.

When out in the commercial market, the device is estimated to cost
between Rs 6,000-8,000, which is very less when compared to similar
devices available in the international market which start from two
thousand dollars.

For a parent of a special child, the device is a boon since Braille is
an old and developed language. Despite considerable improvements in
text to speech and voice recognition technology, Braille remains the
most versatile medium for educational content for the visually
impaired even today. It is therefore significant to encourage such a
link between the old methodology and new technology, rather than
discarding the old for
the new.

The trials and testing is still on. We had given the device to
students at a renowned school for the visually impaired who complained
of the voice being too mechanical. We are working on that, informs
Baldva, as one waits for this invention to reform education levels for
visually impaired in the Indian society.

[AI] China okays blind passengers to ride with guide dogs on trains

2015-04-27 Thread avinash shahi
http://www.business-standard.com/article/pti-stories/china-okays-blind-passengers-to-ride-with-guide-dogs-on-trains-115042000601_1.html
China, which has the largest number of blind people in the world, will
allow visually impaired passengers to take their guide dogs onto
trains from May 1.

According to new rules, blind passengers can tell train stations
their needs to ride with guide dogs when buying tickets, or calling
the railway customer service center 12 hours before train departure.

Passengers can also seek help from staff at stations if they fail to
contact the service center in advance, state-run Xinhua news agency
reported last night.

China Railway Corporation made the rules after joint studies with the
China Disabled Persons' Federation in an effort to improve
barrier-free services to the disabled.

When entering a railway station, visually impaired passengers should
show their identity cards, disability certificates, as well as
certificates for service dogs and for animal health and immunity.

Last year, Beijing approved a regulation that allows visually
impaired passengers to take their guide dogs onto subway from May 1.

China accounts for about 18 per cent of the world's blind. The
country is estimated to have the largest number of blind people in the
world - around 5 million. By definition, these people cannot walk
about unaided, according to figures from the World Health
Organisation.

Rail transport is an important mode of long-distance travel in China.
As of 2014, the country had some 112,000 km of railways, the third
longest network in the world.
