We need to now fight for employers to provide Work and appropriate technology 
and accessible work environment for disabled people employed in Govt/PSU etc. 
This will empower PWDs to get promotions in the routine.

amendment.

government jobs only at the time of appointment and cannot get the benefit of 
the affirmative policy in promotion, the Supreme Court said on Tuesday while 
clarifying its earlier verdict.
A bench of Justices Ranjan Gogoi and N V Ramana said the apex court's 2013 
verdict did not hold that the reservation policy could also be extended to 
promotion in jobs and stressed that the disabled could claim benefits only at 
the time of recruitment.

 The SC had in 2013 directed the Centre and all state governments to provide 
three per cent job reservation to disabled persons in all their departments, 
companies and institutions under Persons with Disabilities (Equal 
Opportunities, Protection of Rights and Full Participation) Act which came into 
force in 1995.


 The Centre submitted that the court had not, while passing order for three 
percent reservation, dealt with the issue of reservation in promotion and the 
disabled could not be allowed to claim the benefits.

 Although the Court had directed that all vacancies under 3% reservation be 
filled up within three months, the governments failed to comply with the order 
in the last two years and there are still 10,000 vacant posts in central 
government. Solicitor General Ranjit Kumar assured the court that all vacancies 
would be filled up by the end of this financial year.

It is indeed very shocking verdict by apex court of indi and more over
it is great irony that one side we are fighting to get our RPD bill
passed and other side SC and government is trying their level best to
curtailed our rights.
Lets see which NGO gonna stand for us on this.

OBC persons don't have quota in reservation. Only SC and ST have this 
facility. Let us see what the gobernment says about this. Madras HC passed a 
similar judgement some time back. Nothing happened then.

Even I too read this news morning but I was shocked to read this news,
I cannot understand before the same supreme court passed verdict on 3%
reservation in both recruitment & promotion but now the same supreme
court is reversing its own order 3% reservation can be given only
during recruitment but not in promotion, I am verymuch feeling
depressed on this decision, we disabled people really required
promotion, this means we are once again done injustice, we struggled
from beginning we have to struggle till our death

I agree with George sir, even in IAS cadar sc & st people have
reservation in promotions, but for disabled persons promotions from
class 3 to class 2 is denied, here I read somebody saying that
reservations in promotions is not necessary for disabled persons, what
a funny thing,

which came into force in 1995.



The Centre submitted that the court had not, while passing order for three 
percent reservation, dealt with the issue of reservation in promotion and 
the disabled could not be allowed to claim the benefits.


Although the Court had directed that all vacancies under 3% reservation be 
filled up within three months, the governments failed to comply with the 
order in the last two years and there are still 10,000 vacant posts in

[AI] Using 'Arrange by' option in Outlook 2010

Hi All,

I am not able to find the 'Arrange by' option in Outlook 2010.

In Outlook 2007, this option was present in one of the menu options
and we could arrange mails by names, dates, subject etc. and it was
easy to find a particular mail. I am not able to find this option in
the 2010 version. Can anyone help me?

Even I too read this news morning but I was shocked to read this news,
I cannot understand before the same supreme court passed verdict on 3%
reservation in both recruitment & promotion but now the same supreme
court is reversing its own order 3% reservation can be given only
during recruitment but not in promotion, I am verymuch feeling
depressed on this decision, we disabled people really required
promotion, this means we are once again done injustice, we struggled

came

into force in 1995.


 The Centre submitted that the court had not, while passing order for 
three

percent reservation, dealt with the issue of reservation in promotion and
the disabled could not be allowed to claim the benefits.

 Although the Court had directed that all vacancies under 3% reservation 
be

filled up within three months, the governments failed to comply with the
order in the last two years and there are still 10,000 vacant posts in
central government. Solicitor General Ranjit Kumar assured the court that
all vacancies would be filled up by the end of this financial year.

If you enter the outlook web app with your browzer, in the log in
screen, you can find "use the light version of outlook wep app" CHECK
BOX, for visually impaired and for slow PCS. Please check gthe check
box by using space bar, then log in in to the mail. Now you will be
able to use outlook web app like the basic HTML version of GMail.

first of all, thanks much to all who have advised me to use hindi
Sapi compatible voice lekha. i have downloaded the same from vision
aid international site and tried to use with balabolka. it produced
the results fantastic! but to my disapointment, it is going to work
only for 30 days. so considering this fact, i would like to request
Mr. Gautam to let me please  have the  entire vachak pack developed by
you. as a keen learner of reading lots of materials in regional
language, would like to test at my end.

you can use drishtibani stand alone, even in a pen drive.
No compulsion of installation.
Go to c:\programFiles\gujaratiwachak\speech  folder.
here you can find drishtibani.exe file. (please do not touch other file!)
copy it and paste anywhere you like or provide it any friend of any 
language!.

When ever you wish to have an audio  file be generated from the texts;
just select the drishtibani.exe file and press enter, the drishtibani
functionality begins!
So easy!
I have in built in my wachak package just to make the easy tool even
the most easiest one.

You can also configure your e-mail account in Microsoft Outlook Express but 
if you really want to use that in its original way, then do the following:-
Open OUA. then creat link list by using Insert/f7. Once again creat link 
list and click on "Setting" and then, again creat link list and hit on 
"Axessibility" finally, give checkmark on Axiessibility and save your

As an apex organization of the blind, we have been struggling hard for ensuring 
proper implementation of scheme of reservation for persons with disabilities in 
terms of section 33 of Persons With Disabilities (Equal Opportunities, 
Protection of Rights, and Full Participation) Act, 1995. As a result of our 
struggle, a historic judgment dt. 8.10.13 was passed by Hon'ble Supreme Court 
holding that 3% reservation for persons with disabilities has to be computed 
against the total number of vacancies in the cadre strength. Following the said 
judgment, Hon'ble Apex court upheld the orders of Bombay High court, High court 
of Delhi and High court of Allahabad laying down that Section 33 includes 
reservation in promotion as well by way of various judgments particularly 
judgments dt. 10.12.13 in Civil Appeal No. 9473/2011 titled as Municipal 
Corporation of Delhi Vs. Manoj Gupta, judgment dt. 12.9.14 in C.C. 
No.13344/2014 and judgment dt. 27.2.15 in civil Appeal No.5914/2015 titled as 
Union of India Vs. National Confederation for Development of Disabled & Ors. 
and judgment dt. 20.3.15 in Civil Appeal No.4641/2015 titled as State of U.P. & 
Ors. Vs. Sanjeev Kumar Jain & Ors. dismissing the civil Appeals/ SLPs both of 
Govt. of India as well as respective State Govts. Since the Govt. of India did 
not implement the said judgment dt. 8.10.13 of Hon'ble Apex court both on the 
issue of filling up of backlog of vacancies against reservation quota for 
persons with disabilities as well as did not amend the relevant office 
memorandum dt. 29.12.05 to include reservation in promotion in Group A & B Jobs 
for persons with disabilities, we filed contempt petition before Hon'ble apex 
court bearing Cont. Petition © No.499/2014 which was disposed of vide order dt. 
1.9.15.
The Hon'ble Apex court while holding that since the Govt. of India has 
committed itself to fill up the entire backlog of vacancies numbering about 
over 15,000 by way of a special recruitment drive in terms of office memorandum 
dt. 22.5.15, the contempt proceedings will not be initiated. However, with 
regard to the issue of reservation in promotion, the Hon'ble Apex court has 
held that the issue of reservation in promotion was not before the court in the 
proceedings in which judgment dt. 8.10.13 has been passed and therefore no 
contempt lies. This part of the judgment has created a conflicting legal 
situation which is that on one hand four different benches of Hon'ble Apex 
court dismissed the petitions of Central Govt. as well as of the respective 
State Govts. affirming the judgments of aforementioned high courts that Section 
33 includes reservation in promotion for persons with disabilities in Group A & 
B as well and on the other hand the said observation of the Hon'ble apex court 
in the said judgment of 1.9.15 is capable of misinterpreting the effect of 
earlier judgments of the Apex court dismissing the petitions of the Govt. on 
the issue. 
We are, therefore, contemplating to take following steps to safeguard our 
rights with regard to reservation in promotion in groups A & B and to ensure 
implementation of the aforementioned judgments of various High courts affirmed 
by different Benches of Hon'ble Apex court including a Three judge bench.
a) Filing of an application for clarification / recall in the said contempt 
proceedings;
b) Filing of Contempt petitions before the Hon'ble apex court in the 
aforementioned matters where civil appeals and SLPs both of Central Govt. and 
State Govt. have been dismissed. 
c) Lobbying with the Parliamentarians for implementing the said judgments of 
various high courts affirmed by Hon'ble Apex court.
d) Holding of a Press Conference on 3.9.15 at Indian Women's Press Corps at 
4.30 p.m. at 5, Windsor place, Ashoka Road, New Delhi to highlight the issue.

Dear Friends,

I am sure what I am going to write is not going to be popular but all the same:

We must fight for non-discrimination at the time of promotional
examinations on the basis of disabilities.  Reservation at the time of
promotion is going to not solve our problem.  What George said about
providing of appropriate work environment, technology etc. is the
right approach rather than always clamouring for reservation.  I think
we all (including me) tend to look for easy way out and then keep
complaining when these demands go unfulfilled.

We have had friends (some of them on the list) who have overcome their
disability and risen to great heights.

I fail to understand as to what is so shocking in the judgment?  We
cannot expect every citizen of this country to look at us in a way
that will suit us.

If we have followed ADA litigation, courts have become weary to give
judgments in favour of the disabled and we fortunately have been very
lucky in India.

I may add that although Maharashtra government was compelled to give
appropriate aids and appliances vide a directive of 2011, many
disabled employees have shown their reluctance to claim these.  So let
us also introspect and then comment.

them would be inaccessible.

Had a bad experience of buying hindi books from google. they were poorly
scanned images of the hard copy books. Even an english book was not

About the text to audio process,please be clear.

1. text to audio conversion tool and the voice are independent system.
2. If the Lekha voice in SAPI plateform is installed in your computer,
you can use any text to audio production tool. Either Balabolka or my
Drishtibani or lex or any other tool.

 None of the text to audio conversion tool has its own voice system
named either this or that. It depends which one synthesizer are
installed in your computer.
2. My drishtibani is not available in net. If you installed my wachak
package, it will be automatically be installed.
However, you can use it as a stand alone. Even in a pen drive.
3. Drishtibani is only text to audio producing tool, it shows those
SAPI synthesized (voices) that are already installed in your computer.
It means for Hindi texts, you must have a Hindi SAPI Synthesizer in
your computer either Espeak or Lekha or any other.
Mind that the espeak synthesizer in built in Nvda or the Lekha in jaws
can not be applied.
4. As I believe, by law, Lekha in Sapi form is not freely distributed.
If any cracked version, that is an another matter.
5. If you have not installed Espeak synthesizer of  Hindi Sapi form,
you need to download and installed.
After that you can use any text to audio producing tool including my
drishtibani. if you need, I may make it available to you free of
charges.
But you need to install at least one SAPI voice  Hindi Synthesizer first.

Why not use the save as daisy plug in for Microsoft word? It will record the
word file in default TTS voice.
You just need to have sapi compliant Lekha or any other hindi voice.

good but I am looking for the programs which can directly work on computer

drishtivachak on google but couldn’t get much success in terms of

would be of great experience. So do you have any file which I can

As you mentioned that my required task can be performed with your
developed tool with certain limitations in terms of need, speed and
adjustment, that shouldn’t be a major concern as I would only like to
make my hindi text in audio so that I can give these audio  files to
one of my friend who does not have any knowledge of computer. She
would like to listen to some of these hindi text on normal mp3 player
so long as she understands the matter pronounced by tts.

Secondly, my hindi text is written in Microsoft word 2003. do I have
to still convert this in text format?

You have mentioned that tool called drishtibani can make the audio of
hindi text so I tried to type drishtibani in google and again tried to
know more about it but couldn’t be of much success there. So could you
please provide me any resources to know more about this tool?

Lekha tts installed on my machine seems not  to be Sapi compatible
because in balabolka while choosing the synthesizer on sapi5 tab  to
save it as audio,  there are only few Microsoft voices shown. I have
downloaded lekha tts from freedom scientific page and in jaws it is
appearing under vocaliser expressive category.
So your further Response and guidance is awaited. Once again thanks
for your unique contributions in the field of making the regional
languages more accessible on computer.

Hi,

I bought an automated one.  We can set the speed at which we want to
walk/run and do the same.  I found it very comfortable as walking at
that pace on any road is impossible.

Hi Ashik jee,
you can use drishtibani stand alone, even in a pen drive.
No compulsion of installation.
Go to c:\programFiles\gujaratiwachak\speech  folder.
here you can find drishtibani.exe file. (please do not touch other file!)
copy it and paste anywhere you like or provide it any friend of any language!.
When ever you wish to have an audio  file be generated from the texts;
just select the drishtibani.exe file and press enter, the drishtibani
functionality begins!
So easy!
I have in built in my wachak package just to make the easy tool even
the most easiest one.
