Brainstorming in Ahmedabad to make India disabled-friendly

AHMEDABAD: Central government officials and over 250 representatives of 
state-based advocacy NGOs gathered at Ahmedabad Management Association on 
Tuesday
to discuss Accessible India campaign for persons with disabilities (PwD). The 
campaign will be launched on International Day of Persons with Disabilities
on December 3.

Mukesh Jain - joint secretary of department of empowerment of PwD, ministry of 
social justice and empowerment - who interacted with NGO representatives,
told TOI that the campaign has three major aspects: built environment, 
transportation facilities and information and communication technology.

"Our aim is to implement the framework which is already in place. This requires 
all public buildings to be disability-friendly complete with Braille signs,
ramps and lifts. Second aspect is to standardize transport such as buses, 
trains and even airplanes. Third and most important aspect is the use of 
information
and communication technology where government websites should have facilities 
like audio options and bigger fonts," said Jain, who is visiting various
states to disseminate information and invite suggestions for the campaign.

He said the purpose of his visit was to include NGOs in the process. "Gujarat 
has some excellent organizations such as BPA (Blind People's Association)
that is working in the field for decades. Experience of such organizations 
would help us immensely in forming the framework," said Jain.

The event was organized by the BPA and CBM Germany.

Welcoming the move, Geeta Sharma, programme coordinator with Unnati 
Organization for Development Education, said that when they started advocacy 
for accessibility
a decade ago, a few people had idea about it. "Today the scenario has changed. 
With proper implementation of the initiative that covers education, 
employability
and accessibility, I believe we would be able to empower the PwD," she said.

Nandkishor Parikh of Society for Welfare of Mentally Retarded said, "Over 90 
per cent facilities for the disabled are in cities. Identification of disability
and addressing it by parents and family is the first step towards inclusivity," 
he said.

I suspect the Zotero developers have little idea about accessibility
requirements and methods of developing ad-ons in n accessible manner.
they are also googling out for details, which could be known from
their replies in the forums. Fortunately however, they are very
responsive and prompt in helping the users. They ask for specific
problems to be resolved in the ad-on...

hi.
producing daisy books mainly audio plus text or audio only requires a
lot of processing power.
so i would suggest u go for Intel i5 2.6ghz processor.
if u want faster results and a cheaper notebook an amd processor would be good.
but if u use jaws some older laptops i dont know what about the case
now but the fs intersept or mirror had some problems binding with amd
graphics chip drivers.
so i would suggest an Intel i3 or i 5 2.66ghz processor with 4 cores,
4gb or higher ram, windows 8.1 pro which can be upgraded to windows 10
for free.
there are some laptops come with windows 10 preinstalled but they dont
have the required processing power.

Hello,

I have heard of Ivona screen reader which can downloaded free from
GooglePlay. It seems that Ivona works well on internet and has less
risks of blocking the screen when in use.

Other than Ivona, thre is a paid screen reader for android known as
Equal Eyes. Equal Eyes is indeed very blind friendly and very
performant. You have to purchase it for a license of 2 years.

AHMEDABAD: Central government officials and over 250 representatives of 
state-based advocacy NGOs gathered at Ahmedabad Management Association on 
Tuesday
to discuss Accessible India campaign for persons with disabilities (PwD). The 
campaign will be launched on International Day of Persons with Disabilities
on December 3.

Mukesh Jain - joint secretary of department of empowerment of PwD, ministry of 
social justice and empowerment - who interacted with NGO representatives,
told TOI that the campaign has three major aspects: built environment, 
transportation facilities and information and communication technology.

"Our aim is to implement the framework which is already in place. This requires 
all public buildings to be disability-friendly complete with Braille signs,
ramps and lifts. Second aspect is to standardize transport such as buses, 
trains and even airplanes. Third and most important aspect is the use of 
information
and communication technology where government websites should have facilities 
like audio options and bigger fonts," said Jain, who is visiting various
states to disseminate information and invite suggestions for the campaign.

He said the purpose of his visit was to include NGOs in the process. "Gujarat 
has some excellent organizations such as BPA (Blind People's Association)
that is working in the field for decades. Experience of such organizations 
would help us immensely in forming the framework," said Jain.

The event was organized by the BPA and CBM Germany.

Welcoming the move, Geeta Sharma, programme coordinator with Unnati 
Organization for Development Education, said that when they started advocacy 
for accessibility
a decade ago, a few people had idea about it. "Today the scenario has changed. 
With proper implementation of the initiative that covers education, 
employability
and accessibility, I believe we would be able to empower the PwD," she said.

Nandkishor Parikh of Society for Welfare of Mentally Retarded said, "Over 90 
per cent facilities for the disabled are in cities. Identification of disability
and addressing it by parents and family is the first step towards inclusivity," 
he said.

I am happy to explore this further, but to the best of my knowledge,
the only qualification to become an insurance agent for life insurance
or for both life and general insurance i.e. composite insurance agent
as per IRDA Regulations is to be 12th pass. Qualifications and process
for corporate agent may differ.

I have following questions:

1. What is the extent of your visual impairment?

2. Have you applied for the insurance agent with ICICI Prulife and got
the rejection in writing?

3. If that stage is crossed, have you been denied the practical
training thereby stopping you from appearing in the pre-recruitment
exam conducted by Insurance Institute of India, Mumbai?

4. Have you approached the top management of ICICI Prulife?

Praise in public and criticize in private is the best formula for
individuals. Looks like for entities and Government it should be the
reverse.

But let us for a minute appreciate that they are coming up with
something of this kind. Even if they are able to make the publicly
used services accessible like India Post, it is appreciable.

It is the time for the stakeholders to give them sensible inputs. The
future progress of this campaign will give us a clear picture as to
how the representatives of this field have discharged their
responsibilities while giving the inputs.

In an ideal scenario, I would expect the organizations to come forward
and keep the active group of this kind informed about such events, and
initiate a consultative process before any representations or inputs
are being given to them. No comments about BPA in this case as I have
no idea of their functioning and their representatives.

Mr. Jain's statement makes it more confusing to me as to how do they
understand accessibility. What audio options and large fonts they are
talking about.

Ministry of Corporate Affairs has links to enhance the size of the
fonts, they have the skip to main content links, (they work or not
that is secondary), but their main content is by and large
inaccessible. So if they include audio for image verification, does it
mean that they become accessible!

You are right Rajesh sir, We should not critesize such things. rather
we should apriciate. But government is yet unable to involve actual
practitioners in accessibility awareness and implementation planning
what i know. We are aproaching to them. But know any reply from their
side. We came to know after the happening of events.

Font changing option feature is only 1 aspect of web accessibility.
There are lot many things to be taken care. I couldn't yet understand
about audio options for images. Can any buddy explain me?

Why government officers who are involved in accessibility awareness
get aquented with GIGW and ministry of urban development guidelines
for built infrastructure. If they know it then why they make such
meaningless statements in media.

Really the statements are rediculous!

I don't know how they are involving various stake holders to exicute
accessible india campaign who have little idea about accessible built
infrastructure and digital accessibility.
Why don't they join our access India mailing list to have expert
suggestions. They can get expert openions from each members. No need
to spend millions of rupies for brain storming.

Why don't they join hands with XRCVC like resource centres and EOC of
various universities and colleges where they can get good partners and
very good channels to collect suggestions and implement various
schemes effectively.

There are professional organizations like IBM human ability and
accessibility centre, barrier break technologies, accessibility groups
of various IT companies too.

I have repeatedly informed the joint secretary of MSJE Mr. Mukesh Jain
about our wish to contribute in accessible india Campaign for
awareness about various accessibility standards and regulations at
layman level that we are already doing since last 4 years in
government and corporate organizations. I also called him several time
for meeting schedules. I told him that we will spent from our pocket
and join such meetings if they don't have budget to call stake
holders. But i didn't get good response.

Hi, greetings of the day,
I am facing a strange issue with installing drop box and google drive...
Earlier approx a year back when I installed drop box I was able to use
it easily. There was an icon named drop box on my desktop and when I
clicked over it a folder opens with my files uploaded on the drop box.
But now when I instal I get the icon on my desktop but when clicked it
never opens. Even after downloading and installing the latest version
I face the the same issue Have anyone experience this issue and what
should I do for it to work as earlier.

And the other issue is with google drive where after getting through
the series of links from the gmail account to the download page of
drive but the download link for drive has no response over being
clicked...
I tried with the older version to instal which I downloaded more than
a year back and it's of no use...

If anyone has the downloadable link for google drive or the instalable
app please share...
Both Drive and dropbox were working well on my laptop untill I was to
format my thinkpad for some issue...

The problem with most Govt programmes are that they intend well but the 
research is not sound. Often times the wrong people are consulted. Many times 
they set out on a campaign with half baked knowledge. I am not sure if this is

india campaign who have little idea about accessible built infrastructure and 
digital accessibility.
Why don't they join our access India mailing list to have expert suggestions. 
They can get expert openions from each members. No need to spend millions of 
rupies for brain storming.

Why don't they join hands with XRCVC like resource centres and EOC of various 
universities and colleges where they can get good partners and very good 
channels to collect suggestions and implement various schemes effectively.

There are professional organizations like IBM human ability and accessibility 
centre, barrier break technologies, accessibility groups of various IT 
companies too.

I have repeatedly informed the joint secretary of MSJE Mr. Mukesh Jain about 
our wish to contribute in accessible india Campaign for awareness about various 
accessibility standards and regulations at layman level that we are already 
doing since last 4 years in government and corporate organizations. I also 
called him several time for meeting schedules. I told him that we will spent 
from our pocket and join such meetings if they don't have budget to call stake 
holders. But i didn't get good response.

The process seems in initial phase, but surely audio on websites does not
seem promising. If there is a way to provide inputs, we should find out.
expecting government officials to subscribe to access India is (I don't know
how to put it) let's say not feasible. 

The problem with any such initiatives is the lack of input from relevant
stakeholders. But how does someone know who is the relevant stakeholder?
Let's imagine a public official who does not know much about disability? Of
course we are talking about ministry of social justice, which should know
better. But many other organizations have no clue about it. Finding about
experts in any field is difficult, but if the field does not have standard
bodies of people that are known to be expert in that field, people who need
such services would go about finding experts based on whom they know. That's
why all of us who work in accessibility should get together and form a body.
I remember there was an initiative known as W3C India, and I was invited for
it, but it just fizzled out.

I have met many people who would think that they are expert, but a couple of
days workshops are not enough to make anyone experts in a field with
significant nuances. So a standard body with some way of certifying experts
would go a long way in reducing such instances. Why reducing instead of
preventing? Because even after all this effort, someone somewhere would make
the mistake of not consulting those experts anyways, but we could then point
out the exact mistake.

Another problem is that people want visible solutions. That's why Braille or
audio keep coming up but WCAG 2.0 does not. Don't get me wrong. WCAG 2.0
solutions would also be accessible with Braille.

While we are at it, may be that comment of audio might be a statement for
people who do not understand WCAG 2.0 and screen readers. I think Mukesh
Jain - joint secretary of department of empowerment of PwD, ministry of
social justice and empowerment would know about WCAG 2.0 as the ministry
website has also been made accessible(I didn't verify) and there has been a
government initiative to adapt WCAG 2.0 for Indian conditions; Though I fail
to understand why do we need to adapt them in the first place.

Praise in public and criticize in private is the best formula for
individuals. Looks like for entities and Government it should be the
reverse.

But let us for a minute appreciate that they are coming up with
something of this kind. Even if they are able to make the publicly
used services accessible like India Post, it is appreciable.

It is the time for the stakeholders to give them sensible inputs. The
future progress of this campaign will give us a clear picture as to
how the representatives of this field have discharged their
responsibilities while giving the inputs.

In an ideal scenario, I would expect the organizations to come forward
and keep the active group of this kind informed about such events, and
initiate a consultative process before any representations or inputs
are being given to them. No comments about BPA in this case as I have
no idea of their functioning and their representatives.

Mr. Jain's statement makes it more confusing to me as to how do they
understand accessibility. What audio options and large fonts they are
talking about.

Ministry of Corporate Affairs has links to enhance the size of the
fonts, they have the skip to main content links, (they work or not
that is secondary), but their main content is by and large
inaccessible. So if they include audio for image verification, does it
mean that they become accessible!

submit 1.copy of railway concession certificate in new format 2.copy
of medical board certificate showing 100% blindness, 3.copy of 10th
class certificate 4.residence proof like Election ID or Aadhar card,
5.3 passport size photograph & on top application signed by you
requesting DRM for issuing Railway ID card.

Prashant, despite being on program monitoring unit, we haven't got any call
till date for any meeting of PMU since we last met which I had shared with
some of you on different platform.

But we have been very categorical right from beginning that Accessibility
means access to ICT, physical infra & transport infra. The ICT doesn't get
left out. Those of you who are ICT experts can send your expression of
interest to the Ministry so that the work of auditing website etc could
come to you. I hope you will understand India has a good number of experts
and not all may see representation on few committees. But idea is that all
get involved in the process and the sector is kept informed.

Sometimes media bytes picked up also have a tone of the selective reporting
and missing the crux. Thus lets not criticize the intention or the
activities of the department. Mr. Mukesh Jain is a well meaning joint
secretary in the Ministry and is doing a wonderful work with a small team.
If we all can supplement their effort with our expertise, it can bring the
desired results much faster.

I have just sent a mail to Mr Mukesh Jain with reference to his quote in the 
TOI. Mr Mukesh Jain is positively well meaning. He needs guidance. Experts can 
rally around him and give him inputs. I would like to ask the group as to who 
might be considered the foremost IT accessibility experts in the country. Any 
ideas? Can names be shared?
