hello,
though i am not directly involved on any shop counters but certainly
taken this experience long ago when i use to go to my family shop. so
spent nearly 2 years doing this work so you may direct your challenges
faced so that i can share my experience and the way i handled the
same.

recently, i am also guiding someone in my locality who is visually
challenged and handling gorcery business to overcome on his challenges
and the available solutions within my knowledge.

After the phenomenal visit to Adlabs Imagica last winter, this time
BGFI welcomes you to the World Of adventures and fun at Z-Bac. Z-Bac's
outbound experiential learning Programmed uses adventure and

Is adventure sports safe for people with visual impairment?
It is indeed safe; you just have to follow the instructions of the
trainers / guide. All safety precautions and arrangements are taken.
For instance you are connected to a rope that holds you during the
adventure activities.

How does a blind person do wall climbing, rappelling, river crossing, etc.?
In addition to the general techniques followed by most, you use touch
and feel methods using hands and foot. Clear verbal description by the
guide and proper interpretation of the same by the blind person works
well. Z-Bac trainers and the escorts will guide us wherever required.
A few BGFI members who are blind and have done such adventure
activities will also be with us.

I am not sure if I am fit enough to do adventure activities. How do I decide?
There are options for activities that require different levels of
fitness. So you will have choice. Adventure activities will help you
assess your physical and mental strength and guides you to work on it.
For those lazy brats, it really motivates you to work on your fitness!
In case you have any health issues, kindly let us know in advance so
that we can advise appropriately.

I don’t exercise; will I be able to do it?
It’s not just about physical strength always; it’s also about mental
strength. If you have belief in yourself, you certainly can! You have
to start somewhere right? Why not start and explore with this
experience.

I have already registered. Any immediate preparation required?
You still have around 15 days, full body stretching exercises / yoga
can be of great help. Don’t overdo it if you have not exercised for a
long time, increase the intensity gradually. We will create a Whatsapp
group for all participants and share a list of things to carry and

In what could be a huge blow to the disability movement, the Narendra
Modi government is planning to keep out “mental illness” from the
ambit of the long-delayed law planned on disabilities.

Reliable sources said that under the proposed Rights of Persons with
Disabilities Bill 2014, now being considered by a Group of Ministers
under the chairmanship of home minister Rajnath Singh, the ministers
have recommended that mental illness should be left to the health
ministry as “mental illness is a disease, and not a disability”.

“The present government is of the view that mental illness is not a
disability and is a health issue, and therefore it should be out of
the ambit of the proposed law and the health ministry should be
dealing with it,” a source said. However, across the world mental
illness is considered as a disability, in fact the accepted term to
describe the set of ailments is “psycho-social disabilities”.

While there was no national policy on disabilities till the 1990s, the
Persons with Disabilities Act was passed only in 1995. It recognised
seven types of disabilities, including mental retardation and mental
illness. However, the 1995 Act failed to spell out the protection
needed for people with mental illness and the mentally retarded.

Significantly, aiming to protect people with disabilities against
discrimination, the proposed bill was drafted in 2013-2014. Among many
changes that the new draft bill proposes to make are an expansion of
the list of disabilities from seven to 19, and an increase in job
reservations for persons with disabilities from three per cent to five
per cent.

However, according to sources, the government is also considering
cutting short 19 disabilities from the proposed law and excluding or
clubbing conditions like thalassemia, sickle cell disease, helophilia,
multiple sclerosis. At a recent meeting, ministers have also proposed
to drop the Disability Commission from the new proposed disability
law, sources further added.

The talk about a possible dilution of the proposed law has got
activists quite concerned, and they are now planning to approach Prime
Minister Narendra Modi with their concerns. Activists believe these
changes in the draft will be a huge loss to the disability movement
and it will take the country back to the pre-1995 age. “The
legislation is supposed to be in line with India’s ratification of the
United Nations Convention of the Rights of Persons with Disabilities
that was adopted by the General Assembly in 2006. But if such changes
are made in the proposed bill, India’s disability movement will be at
a huge loss,” an activist said on condition of an

Hello all
Great initiative by the railway to start disabled friendly train and
would facilitate independent travel by the visually impaired. My only
concern like some others on this list is of the limitations associated
with braille specially for a partially sighted person like me who does
not need to use braille in the normal course. I feel if like Metros if
we have audio announcements on trains and the announcements on
stations are made more clear and updated  it would be of great help.
Also unlike Mysore railway station and some other cities the Nagpur
railway station ( I reside in Nagpur)is far from accessible for the
visually impaired. I wish to take up this matter. Would appreciate if
I could know the particular authority to whom I can approach.

To restore sight to damaged eyes, doctors often need to transplant the cornea - 
the transparent covering of the iris and the pupil - from a donor's dead body. 
There is a worldwide shortage, but one country, Sri Lanka, is doing its best to 
satisfy demand, without seeking any reward - at least in this life.
Bandages cover Paramon Malingam's right eye. A tear appears in the left one. It 
is the relief of a very lucky man. "I thought I was going to live the rest of 
my life with one eye," he says. 
Thirteen years ago, Malingam, a shop owner from central Sri Lanka, cut his eye 
with steel wire. Last year, he injured the same eye with a piece of wood. After 
both accidents, a new cornea from a donor saved his sight.
The cornea is the clear front part of the eye, which lets in light and helps 
focus images on the retina. 
 
When it's damaged, as a result of injury or disease, a person's sight 
deteriorates, sometimes to the point of blindness.
Often the only solution is a transplant, but in many countries donated corneas 
are in short supply - a situation aggravated by the fact that they have a brief 
shelf-life.
Harvesting of the eye must happen within a few hours of death and the cornea 
itself must be used on a patient within about four weeks, depending on the 
storage method. 
 
Malingam waited four days for his new cornea and is recovering at Sri Lanka's 
main eye hospital in the capital, Colombo. 
"After the surgery, I was reborn to the world," he says.
A few doors down from his ward, Viswani Pasadi, a student, is preparing for a 
different kind of rebirth, by filling out a form at the National Eye Bank 
pledging her eyes when she dies.
Like most Sinhalese - who make up 75% of Sri Lanka's population - Pasadi is 
Buddhist. She believes in a cycle of birth, death and rebirth, and sees this 
donation as a sound investment in her future.
"If I donate my eyes in this life," she says, "I'll have better vision in my 
next life."

Another who has taken this step is bookkeeper Preethi Kahlewatte.
"Whatever good things we do in this birth, that will take into the next birth," 
she explains. "When the person needs something, we like to donate. Without 
hands, we can work. Without legs, we can work. Without eyes, what can we do?"
According to the Eye Donation Society - a non-profit organisation founded by a 
young doctor, Hudson Silva, in 1961 - one in five Sri Lankans have pledged to 
donate their corneas. This does not include those, like Pasadi, who have signed 
up with the National Eye Bank, a separate institution which opened five years 
ago.
"It seems like I've signed a certificate for every human being in Sri Lanka," 
says the Eye Donation Society's medical director, Dr Siri Cassim, whose job 
includes adding his name to the decorative papers given to donors' families.
 
The eagerness of Sri Lankans to offer their corneas to others means that the 
country has long harvested more than it needs and has been able to send the 
surplus to other countries.
The late Hudson Silva began this process in 1964, by packing a few eyes into an 
ice-filled thermos flask normally used for tea, and having them carried by hand 
on a flight to Singapore. 
In 2014, his Society exported 2,551 corneas, including 1,000 to China, 850 to 
Pakistan, 250 to Thailand, and 50 to Japan.
The country's emergence as a major donor of corneas is largely down to Silva's 
dynamism. He made his first appeal for eye donations as a student in 1958, in a 
newspaper article co-authored with his wife and mother, urging Sri Lankans to 
"give life to a dead eye". The first corneas he received, the following year, 
he stored in his own refrigerator "along with the eggs and butter". Then in 
1960 his mother died and it's said that Silva won the nation's heart by 
grafting her corneas on to the eyes of a poor farmer, and restoring his sight.

On some occasions, we need to write some characters which can't be written 
by using the regular keyboard (or I don't know how to write them), and to 
be able to put them at the appropriate places,, by typing the decimal 
numbers followed by the command, the code automatically converts that to 
the correct letters. For example, you type the code in the word 
application and press Alt+X and the code will then convert it to the 
letter or symbol whatever the case. In the next line I'm giving some 
examples of those characters, which I generated by applying the above 
mentioned command in the word application.

“I still think it’s worthwhile to continue to do research on the body
as the challenging topic in cultural sciences.”
- Christoph Wulf, March 2008

 In her seminal work in 1985, ‘A Cyborg Manifesto’, Donna Harraway
suggested that we have entered the post-human era, where fluidity is
what defines the body. The demarcating lines, she argued, between man
and animal, man-animal and machine, and the physical and non-physical
have become sufficiently vague, or have collapsed entirely. Yet,
shortly before her publication, anthropologists Christoph Wulf and
Dietmar Kamper published their book on historical anthropology, 'The
Return of the Body' (1982), arguing that in Europe the ‘Death of God’
led to a marked shift from theocentrism to anthropocentrism, ensuring
that the body never goes out of focus in culture studies and cultural
sciences. Furthering the debate in 2001, Wulf along with Claudia
Benthien published 'The Body in Parts' looking at the “cultural
significance of different body parts like the stomach, the back, the
nose or the hair”. One school of classical Indian aesthetic tradition
questions the relevance of the body with respect to the self, the swa.
What happens to a person when the body disintegrates and dies? Is
there more to the self, something intrinsic, something more essential,
than the body? Classical Western philosophy too, since its inception,
right down to Hegel’s notion of Idealism and Feuerbach’s Materialism,
has been participating in the mind-versus-body debate. Can our
discourses on culture, ethnography, anthropology, history, society,
literature, arts and the aesthetics be complete without taking the
body into consideration?

 Having decided to hold a Young Researchers' Conference to deliberate
on these issues, we invite submissions of proposals for research
papers within the scope of the critical spaces offered but not
restricted to the following:
• Different bodies: fat bodies, skinny bodies, pregnant bodies, queer
bodies, disabled bodies
• The ‘acceptable’ body
• Performing bodies, bodies of performance
• The State as a body
• Productivity and economics of the body
• Rituals of the body
• ‘Untouchable’ body wastes
• Forms, genres and the body
• The self and the body

 Abstracts of 300 to 500 words, with a brief bio-note on the speaker,
must be emailed to the Conference Coordinators at
ces.sap@gmail.com.

 Important Dates:
• Last date for submission of abstract: DECEMBER 30th, 2015
• Notification of acceptance of abstract: JANUARY 10th, 2016
• Last date for submission of full paper: JANUARY 25th, 2016

 Note:
• Participants must be registered MPhil/ PhD Research Scholars at a
recognized university, or a young academic actively engaged in
research.
• Food and accommodation (on a twin-sharing basis) for outstation
participants will be arranged and paid for by the organizers, from
February 3rd 2016 (14:00 hours) to February 5th 2016 (12:00 hours).
• Outstation participants will also be given a travel allowance of
2000 INR per person or actual fare incurred, whichever is less,
subject to submission of tickets in the original. Participants from
the Delhi-NCR region will be given travel allowance of 400 INR per
person or actual fare incurred, whichever is less, subject to
submission of bills/ tickets in the original.
• Selected papers will be published in a peer-reviewed, edited volume
post the seminar.

In Western countries, as you enter the building indoors, turn and face the 
right wall. A big braille display welcomes you with a lot of info about the 
place.
In many hotels in U S, at the left side of the door, on the frame of the door, 
the room number is written in braille at a designated height so that you can 
guess where is the number written.

Braille is useful once you get to it. In a public space the challenge will be 
to get to it. I have nothing against Braille. I am simply saying that in a 
crowded Railway station Braille is not the best solution.

Why are you arguing consistently for only one mode of access? I don’t know who 
said Braille is bad. But, every mode of access has its own merits and demerits 
and it equally applies to Braille. We need to understand that Braille is not 
the panacea for all the accessibility problems. I have seen here and many times 
some people argue consistently for Braille without looking into its usability. 
It is clear that Braille is very useful in locating seats, births, toilets, 
emergency exits, reserved seats for disabled, etc. There is no second word in 
it. No one can deny that. It is also useful in reading coach number after 
getting into the coach. For example, if one has boarded a coach by asking some 
lay person on the platform and he wants to confirm after boarding, whether what 
that person told is correct or not.
All this is good but it does not end the problem. I am not against Braille, or 
south western railway, or Mysore division. What I meant to say is that the 
issue is not yet over. One cannot identify the coach number before boarding. If 
one has to travel safely, he has to stand on the platform approximately at the 
position where his desired coach will arrive. For this to happen seamlessly, 
the audio announcement should be implemented to the polls on the platforms 
having display boards for the coaches. Also the coaches should have audio 
announcement system. Because, sometimes the coaches may not stand at the proper 
positions, or there may not be the prior display of coach array on the 
platform. Someone may oppose this on behalf of deaf blind. But, on the same 
line, I can oppose Braille on behalf of those who don’t know Braille. But I 
won’t do it as it would lead us nowhere.
What I oppose clearly is claiming a train, or any service for that matter, as 
completely accessible just by putting some Braille labels.
For example: most of you know the accessible ATM movement led by Indian bank 
energized by our own friend Prashanth. In our university campus, there is a 
state bank of Mysore ATM which has some Braille label on cash dispenser, slip 
dispenser, etc. it also has an earphone jack. I was very happy on seeing that 
in the illusion that it an accessible ATM. But, upon examination, it was found 
that it is not. It does not have audio output but just an earphone socket which 
gives you nothing. After this I enquired the bank official if there any chance 
of implementing accessible ATM in that machine in coming days. They told not at 
all in near future. If you claim this train as completely accessible on the 
basis of Braille, one day SBM may also claim our university ATM as completely 
accessible.
Conclusion: , we have to appreciate, encourage, support  all such efforts 
towards making the things accessible whether it is audio, Braille, etc. at the 
same time, we must be cautious on any wrong

Hi Misba,

Thumb impression has been defined under General Clauses Acts of
various state governments and central government as follows: “Sign”
with its grammatical variations and cognate expressions, shall, with
reference to a person who is unable to write his name, include,
“mark”, with its grammatical variation and cognate expressions.

While I do not know the legislative intent behind this definition
which was written in 1897, but given the fact that at that time
literacy rate was low so it may have been very well defined in such a
way so as to give legal status to those persons' signatures who were
unable to write their name on account of lack of necessary skills
which would enable them to write their name using the traditional
means.

But today, given the advancements, this argument should be
well-founded that a person with blindness who uses thumb impression
for signature is unable to write on a paper due to absence of sight
despite being qualified otherwise.

As far as verification of thumb impression is concerned, it is done so
that in case of legal disputes the mode of proving a thumb impression
becomes easy which may otherwise be hard.

Inspired by the works of a blind French Photographer Evgen Bavcar, Mumbai
based Partho Bhowmick started Blind with Camera Project in India in early
2006. Eversince he has been conducting workshops and teaching photography
to the visually impaired people.

The blind photographers employ various strategies to conjure an image. Some
take sound as a cue and treat camera as an extension of their inner self.
Some draw their references from the reservoir of the visuals in their memory.
And some capture the world to bring it closer to their visible spectrum. In
the entire process of creating a photograph they engage with the medium at
various levels.

On January 17, 2016, Rohith Vemula killed himself in Hyderabad. He
identified with his Dalit mother’s caste. Two weeks earlier, a
15-year-old boy set himself on fire in Agra after being teased for
being gay. In May 2015, Misbah Qadri was refused a flat in Mumbai
because she was Muslim. On May 29, 2014, Nido Tania, from Arunachal
Pradesh, was murdered in Delhi in an apparently racist attack.
Countless female foetuses continue to be disposed of before they are
born. Manabi Bandopadhyay’s unusual appointment as a college principal
in Nadia district in June 2015 only underscored the meagre employment
opportunities normally available to transpersons. These victims of
discrimination amount to more than the labels Dalit, gay, Muslim,
Northeasterner, female or transgender. Discrimination refuses to
recognise the diversity of the lives of its victims. As Rohith
poignantly noted in his final letter, “The value of a man was reduced
to his immediate identity and nearest possibility.”

The Supreme Court has an opportunity this week to kickstart the
process of serious judicial engagement with discrimination, as it
hears the curative petition against its judgment in Koushal vs Naz,
which recriminalised homosexuality. It’s imperative that the court
affirm the Delhi High Court’s 2009 finding that Section 377 is
unconstitutional. It must recognise the criticisms its under-reasoned
and constitutionally unsound ruling in Koushal has attracted from
academics, activists, jurists and politicians. But that outcome will
not be enough. Following the Delhi HC, the SC must recognise what’s at
stake is not merely “gay rights” but our constitutional values of
liberty, equality, dignity, pluralism and inclusiveness. The court
must emphasise the continuity between various guises of discrimination
and resolve to develop our jurisprudence to tackle all of them. As
guardian of the Constitution, the SC must not fail this time.

Even if the court accomplishes all of this, politicians will still
need to do their bit. India remains among the few countries with a
constitutional commitment to a liberal democracy that nevertheless
lacks comprehensive anti-discrimination legislation. The Bhopal
Declaration of 2002, seeking to chart a new course for Dalits,
welcomed “winds of change the world over” towards inclusion and
diversity and against discrimination. A conversation on the need and
shape of an anti-discrimination law began after the Sachar Committee
recommended it in 2006.

While the UPA government did briefly consider setting up an equal
opportunity commission (EOC), the idea was quietly buried after the
poorly drafted EOC bill attracted criticism. Anti-discrimination law
remains a key demand of groups representing women, gays, lesbians,
transgendered persons, and persons living with disability. The debate
on an anti-discrimination law has been going on for over a decade. In
an effort to move the debate from broader policy to nuts-and-bolts,
the Centre for Policy Research hosted a discussion on a civil society
draft equality bill in December 2015.

The bill, currently under consideration of the Delhi government, seeks
to create a civil (rather than criminal) liability for discrimination
on grounds such as caste, sex, disability, race, sexual orientation,
religion and so on. It protects everyone from discrimination
symmetrically: Dalits as well as Brahmins, Hindus as well as Muslims,
men as well as women (while recognising that groups that usually face
discrimination will be its main beneficiaries). It outlaws
discrimination not only by public bodies, but also by private
employers, landlords, service providers and traders. And it recognises
the diversity of ways in which discrimination manifests itself.

Rohith wanted to be a popular science writer, like Carl Sagan. Section
377 may well have cost India several Alan Turings, the British
code-breaker who helped the Allies win World War II, and subsequently
killed himself after being prosecuted for his homosexuality. Jewish
scientists who fled Nazi persecution revolutionised American science —
the loss was Germany’s. We can never account for the number of
Ambedkars, Abdul Kalams and Kalpana Chawlas India must have lost to
discrimination. Discrimination denies what ultimately makes us all
human: In Rohith’s eloquent words, “a glorious thing made up of star
dust”.

[AI] Calicut University : Varsity garden for visually impaired

Calicut University has made a remarkable contribution towards the
cause of the visually challenged by setting up a garden exclusively
for them.

Comprising all aromatic plants, including herbs, spices and
vegetables, the garden has been set up by a team led by renowned
taxonomist Sabu Mamiyil. “It’s been a dream come true for us,” said
Prof. Sabu, strutting proudly along the pathways set up for the
visually impaired.

As many as 65 plants have been placed in the garden, with their
scientific and common names and other descriptions given in Braille
and audio. By touching the Braille plate with an audio pen, the
visually impaired persons can listen to the descriptions about the
plant.

“The smell and taste of the plant are indeed above all these
descriptions,” Prof. Sabu said after offering a piece of sweet flag
(Acorus calamus or vayambu).

Aromatic plants such as Arutha (Ruta graveolens), Neem (Azadirachta
indica), Basil, Mint or Pudina, Stevia or sweet leaf and Indian hog
plum or papanasini have taken a prominent position in the garden.

The garden has been constructed in such a way as to help a visually
impaired person to do everything on his own in it. The pathways have
been made with special indications at junctions to help the visually
impaired to understand. Prof. Sabu said people from all institutions,
including schools, could come there and learn about the plants.
Queries had started to come from schools even before the park was
opened.

Vice Chancellor K. Mohammed Basheer said the park would go a long way
in providing assistive technology for education. Dr. Basheer said it
was an asset of pride for the university.

At present, the National Botanical Research Institute at Lucknow has a
garden for the visually impaired. “But the one we have set up is much
bigger,” said Prof. Sabu.

Though I have no experience of working at a medical shop or any shop for
that matter. But have been observing medical shops for sometime and some
thoughts:

I have noticed, at medical shops, generally, when we ask for a medicine,
they look at the availability on their computer and say Yes or No... So
this is easy but rather difficult part is most of the times, customers just
handover slip and shop keeper has to read and figure out what the medicine
that is prescribed. In my opinion, there is no possible solution yet unless
doctors provide printed prescription and not hand written.

So once you know the medicine either from customer or someone at your shop,
you can check in the computer and your computer program may also have a
shelf number what that medicine is placed.

Also, I'm not sure if apps like Be my friend could read written
prescriptions. They may surely be able to read label on the medicine. And
generating invoice, collecting the amount should not be a problem.

Perhaps to start with, you may take care of stocking, accounts, payments
etc., at the store and with some innovative ideas, you may solve other
problems too. I know practically it may not be really easy; but you won't
fail either.

You will get a Voice selection dialog box, Select Kannada or telugu and close 
the dialog box by hitting the OK button.
Here, I am assuming you have Espeak as your TTS. Otherwise, first change the 
TTS by hitting the Ctrl+insert+ S and selecting Espeak TTS.

I wonder how much annoyance and irritation may cause these audio signals in 
public places like railway stations and bus stands etc.  tactile and raised 
flooring  near  the entrance of the coaches with Braille numbers  on the 
coaches may serve better.

Braille is not the best solution. But unless we get the best, we have to 
be satisfied with the available.

There is a solution to every problem.
In Western countries, as you enter the building indoors, turn and face the 
right wall. A big braille display welcomes you with a lot of info about 
the place.
In many hotels in U S, at the left side of the door, on the frame of the 
door, the room number is written in braille at a designated height so that 
you can guess where is the number written.

Braille is useful once you get to it. In a public space the challenge will 
be to get to it. I have nothing against Braille. I am simply saying that 
in a crowded Railway station Braille is not the best solution.

Why are you arguing consistently for only one mode of access? I don’t know 
who said Braille is bad. But, every mode of access has its own merits and 
demerits and it equally applies to Braille. We need to understand that 
Braille is not the panacea for all the accessibility problems. I have seen 
here and many times some people argue consistently for Braille without 
looking into its usability. It is clear that Braille is very useful in 
locating seats, births, toilets, emergency exits, reserved seats for 
disabled, etc. There is no second word in it. No one can deny that. It is 
also useful in reading coach number after getting into the coach. For 
example, if one has boarded a coach by asking some lay person on the 
platform and he wants to confirm after boarding, whether what that person 
told is correct or not.
All this is good but it does not end the problem. I am not against 
Braille, or south western railway, or Mysore division. What I meant to say 
is that the issue is not yet over. One cannot identify the coach number 
before boarding. If one has to travel safely, he has to stand on the 
platform approximately at the position where his desired coach will 
arrive. For this to happen seamlessly, the audio announcement should be 
implemented to the polls on the platforms having display boards for the 
coaches. Also the coaches should have audio announcement system. Because, 
sometimes the coaches may not stand at the proper positions, or there may 
not be the prior display of coach array on the platform. Someone may 
oppose this on behalf of deaf blind. But, on the same line, I can oppose 
Braille on behalf of those who don’t know Braille. But I won’t do it as it 
would lead us nowhere.
What I oppose clearly is claiming a train, or any service for that matter, 
as completely accessible just by putting some Braille labels.
For example: most of you know the accessible ATM movement led by Indian 
bank energized by our own friend Prashanth. In our university campus,

[AI] require steps to give different color to edit box in finacle for low vision

dear friends,

one low vision friend is working in IOB karakkudi rural branch.
he suffers to recognise editing text in finacle menus since edit box
and background color are similar.
the old CBS software IOB used before finacle is blocking screen
readers from speaking so that, he has to depend on his limited sight
only.
so, please tell how to give a bright color to finacle edit box so that
he can differentiate it from background and identify what he is
typing.
