We will get it when it is tabled. At present it is top secret.  
Last I heard the minister was not being allowed to move it. 
Just 3 days left in this session.
It will be better than our current law and never as good as we wanted it to be. 
So there is plently of work for lawyers in the future.Smile.

[AI] Reg. protection of pay

Hello all
I want to know that in case a state govt employee wish to join a
central govt job with a lower pay band and grade pay then is there any
guidelines or rules of protection of pay?

presently drawing  pay: 15600-39100 + 5400 ?GP
New pay (supposed to be joined): 9300-34800 + 4800 GP
Will the pay be protected in the new pay scale?
any assistance will be highly appreciable.

would be conducted on computer without a scribe...


In fact, prashant jee, we would like to initiate such integrated education in 
good mainstream schools with backend support here at Nagpur.

Dear all,
Please note that this policy at NAB Delhi has not been declared suddenly.
First of all, for those who do not know, NAB Delhi pursues integrated
education where our children study in the best mainstream schools in our
area with non-disabled children. NAB Delhi provides all required support to
the blind students on a day to day basis. Our special educators help the
students with homework and difficult subjects in the afternoon just as
parents do. We provide reading material in accessible formats and visit the
school regularly to sensitize and support the school teachers in working
with blind students in their class.

The result of this model has been just fantastic. We are proud  that most of
our ex-students are doing very well. There is a notable improvement in the
personality, general awareness and confidence of our students due to
schooling in the mainstream.

During the last 5 years we have started a program of supporting the
education with technology tools. Children are given exposure to the
computers and digital devices like Android tablets from class 3 and by class
6 they are expected to be independent in using the computers for reading and
writing. 90% of our students between class 6 and 12 have been given personal
laptops. There is a dedicated computer lab for training the students and
classes are also arranged in the evenings. There is limited internet Wi-Fi
for senior students in the campus. Note that the primary education still
happens in the Braille medium. All blind students learn to read and write
Braille and get their books in Braille. We also have large print facilities
for those who are recommended to use large print and magnifiers for reading
and writing.

Some of our students have been writing school exams on computers with great
success for years.  However, many others have taken the easy way out and
opted for the volunteer provided by the school to write the exam. This
scribe is sometimes a student of a  higher class or even a teacher or staff
of the school. I am sure all of you will admit that when our exams are
written by others, the results do not always reflect our knowledge and
ability. Sometimes we suffer due to mistakes made by the scribe and at other
times gain due to interventions made by the scribe knowingly or unknowingly.
On the other hand, we have noticed a remarkable improvement in the academic
performance and development  of those students who are writing exams
independently as compared to those who do not yet do so.

I understand that it will not be possible for other institutions to
implement such a policy soon. They should do the ground work before  blind
students are asked to write exams on the computers.

At my stint in Delhi university, I was involved in adoption and
implementation of the current exam writing policy. I fully support the
current CCPD and MSJE policy where print disabled students are entitled to
extra time and choice of a medium to write their exam - using a scribe,
computers or Braille.  The students must have the choice   and should get
extra time even when they use the computers.

However, at NAB where we are in the position of guardians, we must do all we
can to  develop the skills and knowledge levels  of our students. We
understand that in the current information age and digital era, there is a
threat of digital divide for persons with blindness. Those who will adopt
the digital medium will have the opportunity to grow and progress and those
who do not adopt it may get left behind. This is why we are  trying to
encourage our children to use the digital medium through this policy.

I believe when the scribe option was created, there was no way the blind
could write in a medium that could be read directly by the mainstream. But
now we have  solutions. The computer is just a replacement of pen and paper
as far as exam writing is concerned.  The sighted children at school need
not use a computer since they can use the pen and paper.

We are firmly behind our students and will support them at each step of this
transition. Children will be given required training and we will work with
the schools to facilitate  provision of question papers in electronic
format. As far as technology and its reliability is concerned, there are no

The issue is not just of any issue with PNB as such. The issue becomes
an issue because the tax paying portel starts with a captcha and there
is no audio alternative. Hd the captcha not been there or an
alternative like an audio captcha or OTP was available, this issue
would not even have come up.
As for PNB, I have my firefox running the latest version, and even
Java is up to date. In any case, if the IT department can get their
act together, I can pretty much work on IE and there would be no
problem.

She expressed her desire to marry ‘Lord Krishna’ recently. The parents
didn’t disappoint her and consulted a priest to fulfil the desire of
their daughter.

The marriage was scheduled for December 4, as according to Hindu
calendar it happens to be ‘Vivah Panchmi’. On Saturday, the marriage
rituals like menhdi and sangeet were held. On Sunday, the marriage
procession (baraat) was taken out from a temple with Lord Krishna’s
Laddu Gopal form as the bridegroom. After the marriage, the bride has
plans to continue living at her present home, where she has a separate
room converted into a temple.

And if you have to file tax as a self assesse, then you are completely
gone, as the online tax paying system start with a stupid captcha. You
can solve the captcha with firefox, but the bank I have online banking
facility availed with, Punjab National Bank, does not allow
transactions through firefox, gets a session timed out error and was
told by the branch that that is because I used firefox.

These government departments only make tall claims and do  a little.
Some years back, Mr Asif had taken up the issue of the accessibility of 
coins with the then governor of RBI.

As of now, nothing has been done by RBI in this regard.

what about audio captcha. is it only numeric or alfa-numeric, if it is 
alfa-numeric, how one can recognise small and capital letters in audio 
format. i just encountered audio captcha in alfa-numeric format and could 
not make difference between small and capital letters. if it still persist, 
the income tax people are falsely claiming accessibility.

secondly what about the captcha while paying tds online through nsdl?

[AI] New G.O for KSRTC busses

We have received a new  G.O for KSRTC Buss pass for the blind.
As per that, the Bus pass will be valid for 5 years.
But I enquired in KSRTC office last week.
They stated that they have not received any notification for issueing 
the bus pass for 5 years.

Already it has been released before 3 months.
When this G.O will be implemented.
Or, it is just for name sake.

This is a dream come true.
Since I am giving exam the begging for scribe is continued.
Making a blind independent is a boon.
This would also enhance the skill of VI simultaneously 1 day may would
come where no blind will feel sad that there exam went bad due to a
bad righter.
