[AI] Delhi Disabled Commission doing fun of Disabled persons without disabled commissioner for many years but no NGO is ready to take up this matter
Friends, here I would like to bring to all disabled persons & NGO notice that the capital of India in Delhi Disabled Commission does not have any commissioner for many years & the staff here are behaving very roodly with disabled persons one recent example is my friend had filed apeal against Services Department of Delhi Government for not implementing 3% reservation in promotion properly on 14th Feb, 2017 yesterday he got letter from Disabled Commission of Delhi that his letter is forwarded to Commissioner Muncipal Corporation of Delhi we all were shocked that the apeal was against Services Department, Delhi Government & Delhi disabled commission has forwarded to soght reply from Muncipal Corporation of Delhi, regarding this matter I tried to contact Delhi Disabled commission office, the officials are not ready to speak on this matter on phone & my friend & myself just went to Disabled commission there also the staff behaved very roodly saying mistake happened what can you do, there I also came to know there is no commissioner in disabled commission for several years, there I even met few other disabled persons who complained me that they are also sufferring very badly from this Delhi Disabled Commission, one person told me that his case is pending for the past two years but no progress in his case. I wonder so many NGOs & disabled associations are in Delhi but shame how they are unaware of this injustice happening. I request these Fashion NGOs & disabled associations to once visit Delhi Disabled Commission of Government of NCT of Delhi. Hi there! I just explain you how to use cheques using LTI or RTI. Many people know this method! You need to fill all the details in the cheque except your signature or thumb impression, then you need to go to your home branch and put your thumb impression in the presence of the manager and he/she will verify with his/her signature and the employee number that the thumb impression was put in his/her presence and then you can give that cheque anywhere you wish. This is the method by which a cheque is issued! Now I come to the unofficial method, if the manager trusts you or you have a good relations with manager or you can convince the manager, then the manager can verify more than one cheque without filling any details on the cheque and later on you can issue the cheque to anyone without visiting the branch for a particular cheque. I have got my account in Citi bank and they have never rejected my cheques as they have given a remark with my name and account in their data base. Although, the verification happens in the backend, the team working on this task of verification also have the appropriate data about the customer. Yes, they always call me before clearing my cheques. I have tried to use HDFC but failed as they rejected my cheques everytime. It is not a convenient argument, it is a realistic argument by the bankers. Despite all hallabulla about digital India, biometrics is yet to be implemented across the board, except for unlocking the phone in advanced devices, smile.. But, there is an old CCPD judgment to the effect that a blind person may get the LTI/RTI attested on the chequebooks at the time of issuance and then use them. A solution is that when u r issuing a cheque to a 3rd party, u take the number of the person who looks into the matters of cheque clearing. You may call him to clear your cheque as he is aware and can give the instructions to the concerned agency by mail or phone. I generally use this method in my case. I feel the parents should have the right to termination at any stage of pregnancy. The only exception is when the mother carries a risk in the process. "Rather, we must celebrate diversity and learn to celebrate the birth of every child, with or without disability.” I don't understand what exactly does the above statement try to explain. Does celebrating diversity mean getting more disabled into the world? And does the word "we" in the context of celebrating diversity include the child also? Or only the activists of disability? I always feel we should not presume that the child would join us in celebrating disability as a form of diversity. Of course, the effort of society should be to ensure that disabled also celebrate life just as non-disabled do. But even the most ideal of the scynarios congenial to disabled should not warrant birth of more disabled. [AI] The dilemma when a pregnant woman seeks to abort a foetus with a detected disability
by Amba Salelkar On February 28, 2017, a division bench of the Supreme Court denied a woman permission to terminate a 26-week pregnancy after medical tests revealed that the foetus would be born with Down syndrome. This decision comes as one of several reported recently where late-term abortions have sought the nod of the judiciary. The Medical Termination of Pregnancy Act is often said to be one of the more progressive statutes relating to women’s reproductive rights, globally. While the law allows medical terminations of any pregnancy up to 12 weeks, beyond this and up to 20 weeks, terminations are allowed for two reasons: a risk to the life of the pregnant woman or of grave injury physical or mental health, or there being a substantial risk that if the child were born, it would suffer from such physical or mental abnormalities as to be seriously handicapped. The Act does not allow for a registered medical practitioner to terminate a pregnancy beyond 20 weeks gestational age unless there is a risk to the life of the mother, and so the courts are approached for permission for such procedures to take place. The Supreme Court, in this case, appears to have relied on the fact that delivering a child with Down syndrome does not pose any more risk to the mother than delivering a child without Down syndrome. What seems to have attracted attention was that while delivering the judgement, Justice SA Bobde reportedly observed that “everybody knows that children with Down Syndrome are undoubtedly less intelligent, but they are fine people… we don’t think we are going to allow the termination of pregnancy. We have a life in our hands.” Justice Bobde, perhaps unwittingly, echoed the viewpoints of disability rights organisations around the world, particularly those representing persons with Down syndrome and conditions like spina bifida, which are now detectable well within the “safe” period for termination of pregnancies. They have voiced concerns that the vast improvements in imaging and testing are leading to their elimination from the diversity of humankind. Screening out the disabled In the United Kingdom, current imaging has resulted in a 90% termination rate of foetuses testing positive for Down syndrome. Efforts to step up such testing recently brought persons with Down Syndrome and their families onto the streets to protest against the government “ screening them out ”. Autistic persons have spoken out against global NGOs like Autism Speaks for raising for funding research focused on identifying genetic markers for autism, presumably so that autism can be prevented by way of prenatal testing as well. Disability rights activists are clear that measures that prevent impairments, for example, promotion of folic acid supplements to expectant persons, vaccines, nutritional supplementation etc. are not problematic. However, elimination of persons who have these impairments most certainly falls foul of the human rights entitled to persons with disabilities. The Committee on the Rights of the Child, in 1997, while discussing the rights of children with disabilities stated: block quote “It was of course vitally important to work towards the creation of a safer world for children in which the risks of impairment and harm were minimised, but the solution was not through the denial of life itself as a preventive strategy. Rather, we must celebrate diversity and learn to celebrate the birth of every child, with or without disability.” block quote end Disability rights activists, particularly in the United States, are mindful of the potential their cause has to curbing women’s reproductive rights, particularly in the present political scenario. This discomfort is reflected in the Convention of the Rights of People with Disabilities itself. Pages/ConventionRightsPersonsWithDisabilities The discussions behind drafting of Article 10 on the Right to Life reveal that though many interest groups and states advocated for the specific bar on terminations of pregnancies on the grounds of disability, the text that received consensus was silent on the same. As seen from the concluding observations of the convention’s committee relating to the implementation of the Convention in Spain, termination of pregnancies on the grounds of disability when there was a general right to terminate a pregnancy was not per se violative of the Convention, but States that allowed for terminations only on the grounds of disability were violating the convention as the protection offered to the foetus was then not “on an equal basis with others”. Informed choices about abortion In India, where prenatal determination of sex and consequent termination of a pregnancy based on sex is prohibited, the door seems already ajar to argue that pregnant people have the right to terminate any pregnancy, but not a particular pregnancy on the grounds of the sex of the foetus. The countertops and shelves are lined with bottles of perfumes. From time to time, the 28-year-old picks up a thin strip of paper from a tray, sprays it with fragrance from one of the bottles and smells it with concentration for a minute or so. Then she turns to the computer next to her, keys in something, and moves on to another strip, another perfume. Chanchal is an assistant perfume evaluator with the Indian arm of a British fragrance company in Mumbai. She is also blind. Ever since she got the job five months ago, Chanchal has been doing this 60-kilometre each way commute from Ulhasnagar to Lower Parel five days a week. She claims she has found job satisfaction that eluded her when she worked at a call centre close to her home. "People were so indifferent there. Here, everyone treats me with respect. I am much better at my job than many of my sighted colleagues. Is job se khud ka ek status ban gaya hai (This job has given me a newfound status)." India's 15 million blind are often left to fend for themselves despite the fact that there are laws that make it mandatory for government agencies to reserve at least three per cent jobs for people with disabilities. There are positions opening up in the private sector but whether these jobs actually do justice to the skill-set of a differently-abled person remains to be seen. Initially, fragrance companies also recruited the blind out of charity. But it did not take them long to figure out that blind employees have a heightened olfactory sense which they could put to use, a fact that has always been known but has now been empirically proven. A 2012 study published in the online journal Perfumer & Flavorist claims "the blind and visually impaired group were more than twice as likely to pass the industry standard smelling test as the normally-sighted control group". The natural advantage, however, does not preclude training. And so, the Blind Persons Association of India and the multinational company, CPL Aromas International, decided to come up with a structured training programme. Renuka Thergaonkar, head of the cosmetology and perfumery department at Mumbai's V.G. Vaze College was among those who designed the course offered at the College of Fragrance for the Visually Impaired - a non-profit initiative. At the College of Fragrance, selection happens after an "admission test" in which candidates have to establish that they recognise certain basic odours. Successful candidates then have to undergo a year's training. According to Thergaonkar, who has authored a book in Braille titled Introduction to Perfume, the course covers a lot of ground - psychology, communication, food tasting and, of course, a lot of exposure to all kinds of smells. Technology training includes the use of a software called JAWS (Job Access With Speech), basic documentation in computers and e-mailing. Alladin Sheikh and Ravi Vanniyar were identified by the Blind Persons Association of India and enrolled in the intensive course. Sheikh, who was born blind, has been working as a technical trainee at perfumers S.H. Kelkar for the past two years. He says, "I used to run a PCO before this. But phone booths went out of fashion and I was out of work." Vanniyar, who lost his eyesight due to a smallpox infection in childhood, checks quality in another fragrance firm, Anthea Aromatics. He was a hawker at a railway station. It is not yet available on iphone as we are short of manpower, but yes we do have plans to launch on ios given we have received huge positive feedback on android one. Eye-D keypad is a miniature bluetooth keypad which has 8 hotkeys and a joystick, and full qwerty. It is portable and wireless. We are working to raise funds to manufacture first batch of keypads there. [AI] Access India Help with Gmail using Talkback
Hi friends, I use an Android phone with it's version reading 6.0 Marshmallow. The TalkBack version is 5.1.0. I have been comfortably using gmail app on my phone to send and receive emails. But off late, I have been encountering a problem when I open a mail so as to compose a reply and TalkBack suddenly stops reading and resumes after a while. It doesn't happen on any other app but only on Gmail. Of course, I type the mail once the TalkBack is resumed, but I'm made to wait for a long time before I do that. Hi George, Eye-D app (spelled as e-y-e-d) is an assistive app for navigation, object identification and OCR. You can download it for android here https://play.google.com/store/apps/details?id=in.gingermind.eyed=en. We are launching a paid pro version for the same with more features. It is not yet available on iphone as we are short of manpower, but yes we do have plans to launch on ios given we have received huge positive feedback on android one. Eye-D keypad is a miniature bluetooth keypad which has 8 hotkeys and a joystick, and full qwerty. It is portable and wireless. We are working to raise funds to manufacture first batch of keypads there. Paulmuddha, eye-d keypad is highly customised for android phones and works best with Android. It has a joystick and 8 hotkeys that will work for an android smartphone. We will be launching a version for iphone as well, though it will take time. Rajesh, travel mode whereami is a part of Eye-D pro. Beta users are already testing it and we are getting excellent response for this feature. Stay tuned for more updates on launch date of Eye-D pro.
