Re: [AI] Naveeta Singh reports in the DNA today: Visually impaired cracks UPSC, Railways refuses to employ her

2017-01-04 Thread Manoj Gupta
Just now on my twitter timeline, I have seen a retweet from Ministry of
Railways informing about directions of Minister Shri Suresh Prabhu to allot
her the IRAS seat as per original allocation by the DOPT.

Subject: [AI] Naveeta Singh reports in the DNA today: Visually impaired
cracks UPSC, Railways refuses to employ her

For Pranjal Patil, a 28-year-old visually challenged woman from
Ulhasnagar, cracking the UPSC exam in her first attempt has proved far
easier than getting a government job. Because, the gritty woman has
been running from pillar to post after being informed that she would
get a job in the Indian Railway Accounts Service (IRAS). And the
reason is: the Railways now claims that someone who is visually
challenged is ineligible for the job.
http://www.dnaindia.com/mumbai/report-visually-impaired-cracks-upsc-rlys-refuses-to-employ-her-2289089
In May 2016, Patil cleared the examination with an all-India rank of
773. "Around June-July, I got a letter from the Department of
Personnel and Training (DoPT) that I have been allotted a job in the
IRAS, and that the training would begin in December 2016," said Patil,
who is currently in Delhi.

Patil waited patiently for December to arrive so that she could live
her long-cherished dream of becoming an IAS officer. But her hopes
were dashed when there was no communication from DoPT or the Railways.
"When I contacted them in the first week of December regarding the
training, they verbally told me that they cannot appoint a person with
100 per cent blindness," added Patil.

In a letter dated November 8, 2016, the Railways informed the DoPT
that they could not accept Patil's candidature. "Only partially blind
(PB) candidates under visually impaired (VI) category are recruited to
IRAS. Therefore, it is not feasible to accept the candidature of Patil
Pranjal Lahensingh for IRAS," reads the letter. "The dossier is
returned for further action as per your end," it states.

When contacted on the issue, the Railways blamed DoPT for the
"confusion" and said Patil was never eligible for a job in IRAS due to
her 100 per cent blindness. A Railway official, who did not wish to be
named, said, "DoPT knows that people with 100% blindness cannot get a
job in IRAS. Patil's file should not have come to us in the first
place. However, when Patil's dossier came to us, we returned it to
DoPT. DoPT should have communicated this to Patil."

Stressing that the Railways has no role in the matter, the official
added that DoPT should allot an alternative job to Patil at the
earliest.

Patil is furious that neither DoPT nor the Railways bothered to inform
her about this. These developments came as quite a blow to her,
because she had never believed in the word impossible even when she
lost her vision completely at the age of six.

"I was disgusted, sad, hurt, angry, and all at the same time. Like
others, I had also cleared the UPSC exams. But why do I have to face
this situation," she asks.

Patil feels that India has a progressive system only on paper, and the
ground reality is very different. "On one hand, we have job
reservations for the differently abled, but the situation is different
when it comes to implementation," she adds.

She also questions India's faith in digital revolution: "It was with
the help of technology that I was able to crack UPSC; and I am sure
that if trained adequately, then with the help of technology I will be
able to handle this position," she says.

Patil has already written to higher officials and is waiting for their
response before taking up any legal step. "I wrote to the Prime
Minister's Office and Railway Minister Suresh Prabhu. I have not
received any response from them yet. I will wait for some time and
then decide on the legal recourse to this," she said.

Whatever happens, Patil wants two things to come out of this fight. "I
want the railways to relax this rule of not employing those with 100
per cent blindness. And secondly, if they allot me any service, it
should be as per my rank and merit and not as per their convenience,"
she asserts.

Hi
Those running XP may encounter such problems because it is now vulnerable
to many malware attacks.

Maybe, you can follow the work around to continue to get Windows patches
by using the tool posted by me last week.

You may use the f8 key to turn the extended selection mode. Follow the
method Debprakash suggested to go to the desired page. The go to dialogue
box takes you to the very first character of the page.

now press f8 key to turn extended selection mode on. Now start using down
arow until jaws announces the next page number.

Press ctrl+c to copy the selection.

Press f8 again to turn off the extended selection mode.

This is a cumbersome way, but it is safe.

If you are using jaws 14, then follow these steps:

Go to the beginning of the desired page, suppose page 5.

Press ctrl+dindow+k to put a place marker.

Find out the end of the page. (Use the same go to feature for page 6 and
press left arrow to position cursor at the end of page 5.)

Press insert+spacebar for the layered keystroke and then press the letter
m.

Now the tet on page 5 is selected. Press ctrl+c to copy the selection.

I am not quite sure if I have explained the process clearly.

[AI] Need help regarding FS reader

2013-07-10 Thread Manoj Gupta
Friends,
I have recently formatted my home PC and reinstalled Jaws 13, but since
then FS reader is not working at all, it shows an error message like
configuration is incorrect. I have tried several options like installing
different versions of jaws and uninstalling of Jaws, but the problem still
persists, please suggest some remedy to overcome the problem.
Thanks in anticipation,

How to Brush?

Proper brushing takes at least two minutes, that's right, 120 seconds!
Most

adults do not come close to brushing that long. To properly brush your
teeth, use short, gentle strokes, paying extra attention to the gumline,
hard-to-reach back teeth and areas around fillings, crowns or other
restorations. Concentrate on thoroughly cleaning each section as follows:

Clean the outer surfaces of your upper teeth, then your lower teeth

Clean the inner surfaces of your upper teeth, then your lower teeth

Clean the chewing surfaces

For fresher breath, be sure to brush your tongue, too.

Tilt the brush at a 45° angle against the gumline and sweep or roll the
brush away from the gumline. Gently brush the outside, inside and chewing
surface of each tooth using short back-and-forth strokes. Gently brush
your

tongue to remove bacteria and freshen breath.

What Type of Toothbrush Should you Use?

Most dental professionals agree that a soft-bristled brush is best for
removing plaque and debris from your teeth. Small-headed brushes are also
preferable, since they can better reach all areas of the mouth, including
hard-to-reach back teeth.

After brushing, here is what I do:

Scrape my tongue with a tongue cleaner. Then garggle with a moutwash. The
mouthwash burns like hell, but it's better putting up with this pain
rather

than the pain of a tooth!

Hi all,

I am back with another question.

Many of you might think that I ask these questions just for fun, but

trust me, I ask them because this is the best place for me to get real

and honest answers.

And I firmly believe that every visually impaired person has had these

questions in his/her mind at some point, but most of us are too shy to

ask such things openly.

So, my question is this: How can I ensure that while applying

toothpaste on my brush, no squiggles of paste unintentionally get

dropped and make the whole place messy?

Also, how can I make sure that I've brushed my teeth properly and
correctly?

I have a strange and insane habit of brushing my teeth thrice to

ensure that nothing remains behind and everything gets covered.

This often leads to immense wastage of toothpaste and leaves behind

even more squiggles of paste.

So, please guide me in this matter.

You can mail me off-list if you don't wanna talk about this publicly.

Hello Manoj,

I wish I could have helped you out there. But my knowledge to accessibility
and screen readers has come quite recently approximately 1 year and several
months from date. Even I struggle in finding out answers and solutions when
it comes to accessing some sites and features using applications and
websites. I particularly face issues with the site linkedin.com which is a
professional networking site which I used to use frequently when I was
sighted. Some features are not at all accessible on that site anymore for me
to take advantage of.

As far as your issue is concerned with JAVA and accessibility, I did come
across something called as the JAVA bridge. I am not in a position to
provide you with sound knowledge on the same. I suggest you explore some web
resources through google.

How to browse Facebook and Google over HTTPS secure connection

  Posted: 09 Feb 2011 02:34 AM PST

Recently, it was heard that the Facebook fan page of Mark Zuckerberg
himself had been hacked. This has raised great concerns regarding the security
of our private data in Facebook. The data itself is supposed to be secure, but
while we are accessing it i.e. browsing our account, it is vulnerable to
various hacking attempts such as phishing etc.

To combat this threat and to provide additional security to its users
during browsing, Facebook has rolled out the new secure browsing feature.

This new feature HTTPS uses SSL encryption to make the whole session
secure. To secure your Facebook session follow the following steps.

Login to your Facebook account. Go to Account - Account Settings.

Go to Account Security and click on change.

Mark the checkbox Secure browsing (https) and click on Save.

Now the secure browsing feature is enabled.

Dear Ashik:
You can visit:
www.equitymaster.com,
www.bseindia.com,
www.thehindu.com/businessline,
www.moneypore.com,
www.shcil.com,
www.indiabulls.com/securities and
www.sms.google.co.in

Equity master bseindia and google sites are very much accessible with
Jaws, type the script name or symbol in the edit field and click go button,
in the google website, type the script name followed by the word quote and
hit send button.
In the bseindia site you can track a maximum of 30 scripts by creating
your own portfolio, for this you have to register yourself by clicking on
the my bse link on this site, your email id would be your log in id, in my
opinion, this is the best option to have the latest price of any stock and
this service is absolutely free of cost. I hope this information will serve
your purpose.
Warm regards,
Manoj

Dear Srinivasu,
Thanks so very much for your suggestion, you have rightly pointed out
but let me also clarify at this
juncture that I didn't place any address, in fact, I received that mail from
one of my friends who has placed all those addresses, about which I had no
idea and it was supposed to be forwarded to some one else, desirous of
having that broadband connection but don't know how it has by mistake
reached this group. Any way thank you very much once again.
Warm regards,

Hi,

All who follow e-mail etiquettes, please ignore this email - not for you!

Usually, I write off-list to the person who is appropriate but I'm now write
here so that some of the new members will be benefited.

While forwarding any email to list or even to some one (like below email
posted by Manoj Gupta), please take a couple of minutes and delete all the
recipients addresses from the body text. This not only make screen reader
users get irritated, but publishing so many emil IDs (which are belong to
some one else) on web thus offering an helping hand to spammers :-)

Best,
Srinivasu

[AI] independent voting

2009-05-08 Thread manoj gupta
Friends,
I wish to share with you all, the fabulous experience I had yesterday while
casting my vote, right from the entrance, the polling staff including the
security personnel were very much cooperative and well trained, they all helped
me a lot, the security personnel allowed me to enter in the booth and caste my
vote out of turn despite there was a long queue outside. The presiding officer
has offered me a seat and then gave me a dummy ballet paper in Braille to read,
it was in both Hindi and English, then he himself took me to the other poll
officials for another formalities and lastly he left me alone in the chamber
where the EVMs were placed. As there were 40 candidates from my New Delhi
constituency, there were 3 machines labeled with serial numbers in Braille,
after casting my vote successfully, the presiding officer took me to my friend,
accompanying me who was waiting outside.
In short, I can say that it was a very nice experience, which I did never
imagine, it was my first independent voting in the last 10 years since I became
blind, thanks to the ECI, SC and disability rights activists who have made it
possible.
Thanks and regards,
Manoj

[AI] Blind can vote without help at the polls

2009-03-25 Thread manoj gupta

Blind can vote without help at the polls

New Delhi (IANS): It is aimed at giving the blind voters dignity and secrecy.
For the first time, Braille-facilitated electronic voting machines (EVMs)
are being introduced on a large scale for the 15th Lok Sabha polls.

A total of 1.05 million EVMs are being used, of which 4,50,000 are
Braille-enabled. These EVMs are spread across the country in many states, an
Election
Commission official told IANS.

He said earlier the rule was that one person would accompany the blind voters.
Now, the blind persons can cast their vote without any help.

India is estimated to be home to at least 15 million blind people.

The facilities provided by the poll panel have not come easily. The Election
Commission was petitioned by activists and NGOs working in the disability sector
to create the necessary infrastructure for disabled people, including the
sizeable blind population.

Fighting for this cause was the Delhi-based Disability Rights Group, which
approached the Supreme Court and got a favourable ruling in 2004.

So the first time the Election Commission used Braille-facilitated EVMs was in
a by-election in Andhra Pradesh in 2004, soon after the apex court ruling.

After it proved successful, we used it subsequently and expanded it whenever
there were elections in different states, the official said.

But this is the very first time that Braille-enabled machines will be used on
such a large scale in Parliamentary polls.

According to Satbir Silas Bedi, Delhi's chief electoral officer, the assembly
elections held last year in the national capital had the Braille facility
on EVMs.

The idea behind this move was that the blind voter would be guaranteed dignity
and secrecy of his vote, Mr. Bedi told IANS.

Before the introduction of these EVMs, which have a strip of paper encoding the
options in Braille stuck on it, the blind voter used to be accompanied by
an officer who would help him cast his vote, Mr. Bedi said.

Welcoming the step, George Abraham, who runs the NGO Score Foundation that
works for the blind, said: It's a wonderful initiative. It will enable the
visually
impaired to not only exercise their rights but also educate others.

I want more and more blind people to come forward and vote and have their
say, said 50-year-old Abraham, who will be voting this time after a long gap
as he has finally got his voter identity card after a few hiccups.

However, he pointed out, there are a large number of blind people who do not
know Braille.

There are many visually impaired who don't know Braille. So I hope they will
be allowed to take their relatives along when they are casting their vote.

The Election Commission official also said they would continue to allow blind
people to take along a person to assist them to vote.

Mr. Abraham suggested that the poll panel could have conducted a survey to find
out how many blind people are there in a constituency. They could have
assessed the situation easily. The survey would have shown them which
constituency needs such Braille-enabled EVMs and which do not.

Mr. Abraham said as compared to the 2007 assembly elections, this time many
NGOs are actively working to promote Braille-enabled EVMs among blind people.

In the US, the voting machine also has a talking device that gives out all the
information at the press of a button. Here too such a step can be taken
so that everyone can understand. Braille has limited access. But voice could
include more people. Maybe, the (Election) Commission can decide on that in
future.

[AI] Radio jockey training for visually impaired

2009-03-19 Thread manoj gupta
Radio jockey training for visually impaired
18 Mar 2009, 2340 hrs IST, TNN

PUNE: If a city-based institute has its way, the
visually impaired
will soon get a chance to play your favourite music on the radio. Seamless

Education Academy is to provide free radio jockey training to the visually
impaired in batches of five starting this month. Addressing a press conference
on Wednesday, chairman of SeamEdu Arun Nigwekar said it is a way to provide
more job avenues to the visually impaired as part of their corporate social
responsibility initiative.

While only five of the eight will be chosen for the first batch, the remaining
three will be absorbed into the second batch due to start in April. For
the first six months, SeamEdu will train the batch of five absolutely free, but
after that we would expect some kind of sponsorship to continue with the
initiative, said MD Kedar Nigwekar.

Gene Parker, an internationally recognised radio
personality,
who is visually impaired, will also be part of the initiative and will not only
act as an advisor but also teach the students the software related aspects
of jockeying. There are quite a few softwares and devices the visually
impaired can use. There are more and more options now for blind people but what
we need is more encouragement from big organisations, Parker said.

Brother-sister duo Ismail and Nilofar Attar, who are among the chosen eight,
said they have received a wonderful opportunity and one they hope will get
them good jobs. We have become more confident and our communication skills
have improved after the few days of training we received. The actual course
will help us better, they said.

Meena Bedarkar of the Nirmalya Trust was equally supportive of the initiative.
It is not only a way of diverting them to new fields but also teaches them
many new things. It is a one of its kind initiative and we hope it will
continue seeing the enthusiasm among kids, she said.

 Hi!
I would like to notice 2 more things. Some times partly blind persons face
problem in getting concession in railway fare dispite of having valid
concession certificate authorised by medical official.
One more thing is there is no information abailable regarding hp quota on
railway call centre (139). So that we have to look on the internet

 Friends

I am not at all amazed at the utter confusion prevailing about various
facilities to disabled in Indian railways.
So, following points are offered to clarify the matter:

 1. Blind concession and HP quota are two different things: blind
concession is available in first and second AC. at rate of 50% and is
called handicapped higher class concession, and in third AC and sleeper
class at the rate of 75% for both self and escort on production of valid
railway concession certificate, and is called blind lower class
concession. HP quota is a quota of two berths available only in sleeper
class to the disabled persons including blind. Due to its terminology it
is arbitrarily denied to blind travelers as rightly pointed out. they
interpret the word handicapped as meaning only orthopedically disabled.
So, we should insist on uniform nomenclature. Besides, a blind person can
get concession in any class, and even berth in HP quota in sleeper class
 without escort unlike orthopedically disabled.
 2. The handicapped or disabled coach is an altogether different coach of
four berths attached at the extremities of wrack with a lot of lacunae,
 as
 said.
 3. However, recently, railways is further confusing the matters by
extending the scope of hp quota even to reserve those four berths in
disabled coach, whereby two undesired things result:
 a. the person getting berths in hp quota may get them in regular sleeper
class or in disabled coach. and
 b. the status of that disabled coach is reserved as well as ordinary,
 which results in chaos.

 4. All this is in addition to arbitrariness which reservation clerks and
supervisors indulge in, because any wrong issue of concession tickets is
penalized by recovering the differential amount from their salary. And
 all
this is again in addition to indiscriminate entry into disabled coach by
all and sundry and greed of GRP AND RPF in expelling them at the precise
 moment of departure of train.
Situation is slightly better in south, I think.

there are also many problems in this coach for the disabled. 1 there is
 no
railway official to take care of the passengers travelling in this coach.
 2
the coach is totally disconnected from all other compartments that is
 there
is no vestibule to move from one compartment to another. 3 no connection
with the pantry car. 4 more importantly at the max only 8 passengers
 along
with the escorts can travel. this mail is not to harm or defame anyone
 but
to highlight the real condition of the coach. so please think about this
 and
take these maters also to the higher officials in the railways and ask

Dear Fellow Access Indians,

It gives us great pleasure to inform you that close on the heals of the RBI
circular in June, The Xavier’s Resource Center for the Visually Challenged
(XRCVC) had lobbied intensively with the Indian Banks Association (IBA) to
come out with a set of inclusive guidelines for visually challenged bank
account holders . They have just issued their circular which we are pasting
below for your record. This circular shortly will also be available on the
IBA and XRCVC websites.

A big thank you to the IBA management and also to Kanchan Pamnani for all
their help and work.

IBA CIRCULAR
No.CE/RB-1/vip/1766
November 18, 2008

The Chief Executives of all Member Banks

Dear Sirs,

Providing Banking Facilities to Visually Impaired Persons

We refer to our circular No.CIR/RB/1230 dated February 4, 2006 enclosing
procedural guidelines on the captioned subject. Subsequent to which, we have
received several representations from visually impaired persons regarding
the facilities and services being provided by banks and the ground level
difficulties being faced by them. As you are aware, procedural guidelines
were issued in the context of the order dated September 5, 2005 passed by
the Court of Chief Commissioner for Persons with Disabilities, New Delhi
regarding facilities to be provided to visually impaired persons.

Following complaints from Visually Impaired Persons, the Commissioner for
Persons with Disabilities had again issued an advisory to the Finance
Ministry and the Reserve Bank of India (RBI) in May 2008 to take necessary
steps to ensure that visually impaired persons are not denied normal banking
facilities.

Subsequently, the RBI, vide circular DBOD.No.Leg BC.91/09.07.005/2007-08
dated 4th June 2008 advised banks that all banks must render the same
services to a visually impaired person as it would to any other person
without discrimination. The Circular stated that the banks, must provide the
visually impaired with every facility viz., cheque Book facility, ATM
facility, net banking facility, locker facility, retail loans, credit cards
etc.

Following the above RBI circular, we had examined the need to revise the
procedural guidelines issued in February 2006 in consultation with IBA
Sub-committee on Customer Service and Customer Rights. We also had
interactions with a Mumbai based voluntary organization working for the
welfare of Impaired persons. The interactions indicated that technology
innovation in the recent years had greatly empowered visually impaired
persons in leading a normal life. Technology applications such as screen
readers for computers and mobile phones, which are being used by the
visually impaired persons for online/net banking, were demonstrated to us.
Visually impaired persons can read and understand printed documents etc. by
first scanning them and then getting them read out by the screen reader.

PAGE : 2 :

Further, we have seen demonstration of finger print technology being
developed by software firm which would enable banks to store thumb
impression of visually impaired persons in place of signature in their
system. Cheques authenticated by them with thumb impression can be scanned
and the image compared with that stored in the system to honor the cheque.
It is suggested that when this technology is fully developed and made
available in the market, banks should consider integrating it with their
core banking platform so that cheque book facility can be extended to a
larger segment of visually impaired persons.

Our attention was also drawn to the United Nations Convention on the Rights
of Persons with Disabilities, which clearly commits to rights of persons
with disability and their access to services. Article 9 of the Convention
enables persons with disabilities to live independently and participate
fully in all aspects of life and also gives them access to facilities and
services open or provided to the public, both in urban and rural areas.
Additionally, Article 12 states “ Parties shall take all appropriate and
effective measures to ensure the equal right of persons with disabilities to
own or inherit property, to control their own financial affairs and to have
equal access to bank loans, mortgages and other forms of financial credit,
and shall ensure that persons with disabilities are not arbitrarily deprived

Hi!
concessions are definitely available for a.c also. If you are traveling
in
3rd AC, then the concession remains same I.e. 75% for the blind and

But in 2nd AC, it becomes 50% for boath. But first of all make sure that

 hello all respectables,

well, i have an imidiat query.
i have to go for a long distance journey by train. since i am looking
for ticket reservation as early as possible, wanted some
 clearifications.
is concession available for AC Chair Car/AC 1st class /AC-2 tier and
 AC-3 tier too?
what is the provision of railway concession for a totally blind?
how much percentage of fair will be payed by blind hir self and one
 escort?
here let me tell that i will possibly go from AC- 3 tire, or AC- 2
tire.
the person at the railway reservation counter says that concessions
is available only in second class. acording to him, no concession is
 available for AC classes.
 is it so?
if no, then what steps i can take to resolve the issue?
is their any booklet/ guide/ else is available where all these things
are written? so that i can show that to the associated person.
kindly reply soon as much as possible.

New Cell Phones Serve the Visually Impaired

 Rebecca Wanjiku, IDG News Service

In an effort to be more inclusive, Vodacom Group has launched speaking
phones for customers who are blind or partially sighted.

Vodacom is proud to increase accessibility to cellular communication
products and services in line with the specific needs initiative launched
 in 2004,
said Dot Field, chief communications officer of Vodacom Group.

The phones are loaded with text-to-speech software that converts the
information displayed on the cell phone screen to speech, including text
 messages and
contact lists. The software enables the user to check other information,
including battery life and signal strength.

Vodacom Speaking Phone users will not pay extra for the text-to-speech
software, as Vodacom has subsidized this cost, Field said.

As a disabled person, I understand how important independence,
accessibility and mobility is, said Karen Smit, senior specialist for
 Specific Needs and
 Employment Equity at Vodacom Group.

I think this is the coolest thing, said Judy Okite from Kenya. It is
high time we saw more initiatives like this.

for N81, just go and have a look on it's keys, as it does not have any gabs
to separate one key from another, means like I used N70, it was having
separate keys and it was bit easier to find the keys. Never the less, it is

Nothing that sort of happened when I opened my salary account two years back

Subject: [AI] IDBI bank/salary account

Dear All,

The IDBI bank is presently in discussion for setting up a salary account
for all the employees of Score Foundation. The paper work is all done.
However the three visually impaired employees of our team are expected to
sign an extra document which states

1. I Mr.X declare that I am visually impaired...
2. The bank will issue me a crossed cheque book. In the case of cash
withdrawals, I would need to personally visit the bank and a bank official
will fill up the cheque/withdrawal slip
3. In the case of ATM or debit cards, the bank will not be responsible for
any loss or harm caused by misuse of the card...

My question to the bank was whether all their clients signed such papers?
and the answer was no.

So the issue is why this discrimination?

[AI] Bangalore dance group of visually-impaired enthralls Brits

2008-09-19 Thread manoj gupta
London: To see is to believe but to see people who cannot see dance their way
into the hearts of Brits is simply unbelievable.

A group of visually-impaired dancers from Bangalore, invited to the region by
Kalapremi, an organisation devoted to art and celebrating its 25th anniversary
this year, have defied all odds and are busy enthralling audiences in
north-east England.

The group, called Articulate, is on a 17-day tour to the region and has
thrilled students at Greenland Junior School in Stanley in County Durham in
their
very first performance.

The children really enjoyed it. I think they were a little wary at first, just
because they hadn't seen anything like this before, but by the end they
were full of it, School teacher Kathryn Graham told the local media.

The event, showcased for the students, aimed at not only introducing the
children to the Indian dance form but also instilling in the young minds, the
idea
that disabled and able-bodied people can work together in harmony in a variety
of challenging situations.

The ten highly trained dancers, five of whom are visually impaired, learnt the
complex choreography by using a touch and feel technique, where they touch
the hands and feet of their teacher to imitate the various postures.

The dancers just love to dance. They would like to show the world that given
the chance, able-bodied and disabled people can work together in true harmony,
Mysore Nagaraj, artistic director of Articulate, said.

  Hi,
Reading the below mail sent by Manoj Gupta, I am surprised at the
current
strength of PWDs working in the Central Government.

Existing percentage of persons with disabilities in various grades in
  the
  Government is as under: -
  Group A 3.07%
  Group B 4.41%
  Group C 3.76%
  Group D 3.18%.

When we talk generally about the government jobs, which would also
include
jobs in the state government, municipal authorities, PSUs etc. we have
been seeing the PWDs often not being given their rightful. Atleast among
the visually impaired people and mainly in the higher strata jobs that
would be group A B here, we have seen so many complaints from
blind people of not being allowed to apply or finally not selected.

If the above percentages are correct, which to my understanding would
mean
that atleast the Central Government has overall complied with the 3%
  reservation in its jobs.

Moreover, is somebody having similar data from the states, PSUs etc, pls
  post it on the group.

(iii) Grant of liberal conveyance loans as vehicles have to be specifically
modified in their case and are, therefore, costlier.
(iv) Better facilities for transportation.

Analysis
4.8.4 Proper facilities for employees with disabilities are essential. Vide
Notification dated 1st January, 1996, the Government has also notified
guidelines for equal opportunities to the persons with disabilities.
National Policy for Persons with Disabilities (enunciated in February, 2006)
lists out various measures to be taken by the Government for providing
gainful employment to persons with disabilities. United Nation's Convention
on the Rights of Persons with Disabilities (61st Session held in December,
2006) also stresses the protection of the rights of these persons to just
and favorable conditions of work and safe and healthy working conditions.
Provisions for the benefit of persons with disabilities are, therefore, not
only justified but also mandatory.

Recommendations
4.8.5 A package of benefits over and above the facilities currently
available is, therefore, desirable for persons with disabilities working in
the Central Government/UTs. The Commission has made recommendations giving
special dispensation to this category in various Chapters of the Report.

These recommendations are being recounted here. Additionally, some other
benefits are also being recommended for persons with disabilities which
should be implemented at the earliest :-
(i) Number of Casual Leave available for employees with disabilities
should be 12 days as against 8 days for other employees.
(ii) Aids and appliances like dictaphones, braille writing equipments, CD
player/tape recorder, low vision aids and other learning equipments that
will enable the employees with disabilities to discharge their official
functions better should invariably be made available free of charge.
(iii) The office environment should be made user friendly for employees
with disabilities. This is also in accordance with the guidelines prescribed
in the National Policy for Persons with Disabilities which provide for
modifications in the designs of machinery work station and work environment
necessary for the persons with disabilities to operate without barriers in
the office. Specifically, the guidelines direct the Government to ensure
that industrial establishments and offices provide disabled friendly work
place for their employees with adequate safety standards being developed and
strictly enforced. All Government offices have to follow these guidelines.
Article 9 of the UN Convention on the Rights of Persons with Disabilities
also enjoins upon the States to ensure accessible work place for these
persons. These guidelines are contained in paras 50 and 51 of the National
Policy of persons with

[AI] ask Nokia

2008-08-05 Thread manoj gupta
Hello Guys,
During the last six months, I have written at least 7 times to Nokia
asking for launchof either a talking cellphone by default for the blind or
launch
a comparative cheaper Symbian phone, in which Talks can be loaded, they have
replied positively but did nothing. Nokia is launching a new handset almost
every week, why can't they launch a special set for us so that every common
blind person to have one, since they are earning revenue in billions from our
country, therefore, I request all you guys to write them at
[EMAIL PROTECTED]
it is their social responsibility also and by our collective efforts we can
force them to meet our needs. We should also write to other phone manufacturing
companies.
regards and love,
Manoj

2008-08-05 Thread manoj gupta
I am very much sorry to say that you have misinterpreted my mail and didn't
fully understand my intention, I had in my mind concerns about a common
blind person who cannot afford a costly phone, it's another thing that you
and me can afford to have a highly priced phone, we have to think about the
masses, not the classes.

I dont quite agree with you Manoj on 2 issues.
 1. I think there is a phone for the visually challenged. The model number
is
Nokia communicator 9290 atleast thats what I have saved from an email
received on accessindia. I havent checked this.

 2. Also I would rather that everything became accessable than have one
special thing for myself. I want to have a choice. I like the way screen
readers work with ordinary computers. We need to integrate at all levels.
Several Nokia models work with Talks and Mobilespeak therefore we have a
choice. Choice is important on price, looks and features. Currently I have
a
phone that hardly any one has but I love its looks and feel.

It would be nice to write to other mobile phone manufacturers to make
their
phones accessable and useable with screen readers. I personally dont like
Nokia phones so I would be very happy if any other phone maker would have
fully accessable phones. So at present I am stuck with Nokia.

I have seen some other phones which have some voice features foreg. these
read out the missed calls. I wish they were fully useable but alas at
 present they are not.

So Manoj when there is accessability possible with integration and
universality please dont ask for isolation and special.

your intentions are good and I am sure many will support your email but
just
for a minute think of what I have just written.

Re: [AI] ask Nokia

2008-08-05 Thread manoj gupta
I was just referring to the persons in the lower income group. Those who
earns less and students getting their pocket money and scholarship cannot
buy a phone for Rs.7000/- and more
and recurring expenditure is not a big issue nowadays because call charges
are very much minimal, one can have a life time connection for merely
Rs.200/-. - Original Message -

Manoj, what masses are you talking of?
Each of those individuals who form the Masses also have to pay for the
calls etc. This is a recurring expense which needs income to support.

My plumber, sweeper, watchman and electrician all have mobile phones in
the
range of Rs. 1000 -Rs. 2000 and they have to additionally pay for their
calls like the rest of the world.
What we need is mobile phones which are in the same range but which are
accessable. This should be a norm and not a special offer for the
 challenged.

As far as whether I can afford an expensive phone or not is concerned I
would be happy and probably the first person to change to the cheapest
 mobile that works for me.
Anyway manoj best of luck in your endeavour its evry effort that counts
and
I wish you the very best in this effort.

Re: [AI] ask Nokia

2008-08-05 Thread manoj gupta
I am afraid my friend, that Spice phone doesn't work like phones having
Talks software, it only reads the dialed and incoming numbers.
But it is praiseworthy that they have taken an initiative and done this much
and you can ask that company that who have motivated them to do so and they
have assured me that they will soon start work on launching a fully speech
enabled phone.- Original Message -

Even on that count, I am afraid, you are not to be found correct,
because in the list I remember reading a posting about 'spicephone'
releasing a cheaper voice based mobile phone with Braille keys.

[AI] cheapest mobile phone

2008-08-04 Thread manoj gupta
Dear friends,
I request all of you to suggest me a cheapest and suitable mobile phone in
which the TALKS software can be loaded so far as N72 is concerned, many persons
has told me that it has some technical problems and it frequently hangs. If the
phone has 3G technology, it is much better to have one such phone.
With kind regards,
