Patil waited patiently for December to arrive so that she could live her long-cherished dream of becoming an IAS officer. But her hopes were dashed when there was no communication from DoPT or the Railways. "When I contacted them in the first week of December regarding the training, they verbally told me that they cannot appoint a person with 100 per cent blindness," added Patil. In a letter dated November 8, 2016, the Railways informed the DoPT that they could not accept Patil's candidature. "Only partially blind (PB) candidates under visually impaired (VI) category are recruited to IRAS. Therefore, it is not feasible to accept the candidature of Patil Pranjal Lahensingh for IRAS," reads the letter. "The dossier is returned for further action as per your end," it states. When contacted on the issue, the Railways blamed DoPT for the "confusion" and said Patil was never eligible for a job in IRAS due to her 100 per cent blindness. A Railway official, who did not wish to be named, said, "DoPT knows that people with 100% blindness cannot get a job in IRAS. Patil's file should not have come to us in the first place. However, when Patil's dossier came to us, we returned it to DoPT. DoPT should have communicated this to Patil." Stressing that the Railways has no role in the matter, the official added that DoPT should allot an alternative job to Patil at the earliest. Patil is furious that neither DoPT nor the Railways bothered to inform her about this. These developments came as quite a blow to her, because she had never believed in the word impossible even when she lost her vision completely at the age of six. "I was disgusted, sad, hurt, angry, and all at the same time. Like others, I had also cleared the UPSC exams. But why do I have to face this situation," she asks. Patil feels that India has a progressive system only on paper, and the ground reality is very different. "On one hand, we have job reservations for the differently abled, but the situation is different when it comes to implementation," she adds. She also questions India's faith in digital revolution: "It was with the help of technology that I was able to crack UPSC; and I am sure that if trained adequately, then with the help of technology I will be able to handle this position," she says. Patil has already written to higher officials and is waiting for their response before taking up any legal step. "I wrote to the Prime Minister's Office and Railway Minister Suresh Prabhu. I have not received any response from them yet. I will wait for some time and then decide on the legal recourse to this," she said. Whatever happens, Patil wants two things to come out of this fight. "I want the railways to relax this rule of not employing those with 100 per cent blindness. Friends, I wish to share with you all, the fabulous experience I had yesterday while casting my vote, right from the entrance, the polling staff including the security personnel were very much cooperative and well trained, they all helped me a lot, the security personnel allowed me to enter in the booth and caste my vote out of turn despite there was a long queue outside. The presiding officer has offered me a seat and then gave me a dummy ballet paper in Braille to read, it was in both Hindi and English, then he himself took me to the other poll officials for another formalities and lastly he left me alone in the chamber where the EVMs were placed. As there were 40 candidates from my New Delhi constituency, there were 3 machines labeled with serial numbers in Braille, after casting my vote successfully, the presiding officer took me to my friend, accompanying me who was waiting outside. In short, I can say that it was a very nice experience, which I did never imagine, it was my first independent voting in the last 10 years since I became blind, thanks to the ECI, SC and disability rights activists who have made it possible. For the first time, Braille-facilitated electronic voting machines (EVMs) are being introduced on a large scale for the 15th Lok Sabha polls. A total of 1.05 million EVMs are being used, of which 4,50,000 are Braille-enabled. These EVMs are spread across the country in many states, an Election Commission official told IANS. He said earlier the rule was that one person would accompany the blind voters. Now, the blind persons can cast their vote without any help. India is estimated to be home to at least 15 million blind people. The facilities provided by the poll panel have not come easily. The Election Commission was petitioned by activists and NGOs working in the disability sector to create the necessary infrastructure for disabled people, including the sizeable blind population. Fighting for this cause was the Delhi-based Disability Rights Group, which approached the Supreme Court and got a favourable ruling in 2004. So the first time the Election Commission used Braille-facilitated EVMs was in a by-election in Andhra Pradesh in 2004, soon after the apex court ruling. After it proved successful, we used it subsequently and expanded it whenever there were elections in different states, the official said. But this is the very first time that Braille-enabled machines will be used on such a large scale in Parliamentary polls. According to Satbir Silas Bedi, Delhi's chief electoral officer, the assembly elections held last year in the national capital had the Braille facility on EVMs. The idea behind this move was that the blind voter would be guaranteed dignity and secrecy of his vote, Mr. Bedi told IANS. Before the introduction of these EVMs, which have a strip of paper encoding the options in Braille stuck on it, the blind voter used to be accompanied by an officer who would help him cast his vote, Mr. Bedi said. Welcoming the step, George Abraham, who runs the NGO Score Foundation that works for the blind, said: It's a wonderful initiative. It will enable the visually impaired to not only exercise their rights but also educate others. I want more and more blind people to come forward and vote and have their say, said 50-year-old Abraham, who will be voting this time after a long gap as he has finally got his voter identity card after a few hiccups. However, he pointed out, there are a large number of blind people who do not know Braille. There are many visually impaired who don't know Braille. So I hope they will be allowed to take their relatives along when they are casting their vote. The Election Commission official also said they would continue to allow blind people to take along a person to assist them to vote. Mr. Abraham suggested that the poll panel could have conducted a survey to find out how many blind people are there in a constituency. They could have assessed the situation easily. The survey would have shown them which constituency needs such Braille-enabled EVMs and which do not. Radio jockey training for visually impaired 18 Mar 2009, 2340 hrs IST, TNN PUNE: If a city-based institute has its way, the visually impaired will soon get a chance to play your favourite music on the radio. Seamless Education Academy is to provide free radio jockey training to the visually impaired in batches of five starting this month. Addressing a press conference on Wednesday, chairman of SeamEdu Arun Nigwekar said it is a way to provide more job avenues to the visually impaired as part of their corporate social responsibility initiative. While only five of the eight will be chosen for the first batch, the remaining three will be absorbed into the second batch due to start in April. For the first six months, SeamEdu will train the batch of five absolutely free, but after that we would expect some kind of sponsorship to continue with the initiative, said MD Kedar Nigwekar. Gene Parker, an internationally recognised radio personality, who is visually impaired, will also be part of the initiative and will not only act as an advisor but also teach the students the software related aspects of jockeying. There are quite a few softwares and devices the visually impaired can use. There are more and more options now for blind people but what we need is more encouragement from big organisations, Parker said. Brother-sister duo Ismail and Nilofar Attar, who are among the chosen eight, said they have received a wonderful opportunity and one they hope will get them good jobs. We have become more confident and our communication skills have improved after the few days of training we received. The actual course will help us better, they said. Meena Bedarkar of the Nirmalya Trust was equally supportive of the initiative. It is not only a way of diverting them to new fields but also teaches them many new things. It is a one of its kind initiative and we hope it will continue seeing the enthusiasm among kids, she said. As you are aware, procedural guidelines were issued in the context of the order dated September 5, 2005 passed by the Court of Chief Commissioner for Persons with Disabilities, New Delhi regarding facilities to be provided to visually impaired persons. Following complaints from Visually Impaired Persons, the Commissioner for Persons with Disabilities had again issued an advisory to the Finance Ministry and the Reserve Bank of India (RBI) in May 2008 to take necessary steps to ensure that visually impaired persons are not denied normal banking facilities. Subsequently, the RBI, vide circular DBOD.No.Leg BC.91/09.07.005/2007-08 dated 4th June 2008 advised banks that all banks must render the same services to a visually impaired person as it would to any other person without discrimination. The Circular stated that the banks, must provide the visually impaired with every facility viz., cheque Book facility, ATM facility, net banking facility, locker facility, retail loans, credit cards etc. Following the above RBI circular, we had examined the need to revise the procedural guidelines issued in February 2006 in consultation with IBA Sub-committee on Customer Service and Customer Rights. We also had interactions with a Mumbai based voluntary organization working for the welfare of Impaired persons. The interactions indicated that technology innovation in the recent years had greatly empowered visually impaired persons in leading a normal life. Technology applications such as screen readers for computers and mobile phones, which are being used by the visually impaired persons for online/net banking, were demonstrated to us. Visually impaired persons can read and understand printed documents etc. by first scanning them and then getting them read out by the screen reader. -//- PAGE : 2 : Further, we have seen demonstration of finger print technology being developed by software firm which would enable banks to store thumb impression of visually impaired persons in place of signature in their system. Cheques authenticated by them with thumb impression can be scanned and the image compared with that stored in the system to honor the cheque. It is suggested that when this technology is fully developed and made available in the market, banks should consider integrating it with their core banking platform so that cheque book facility can be extended to a larger segment of visually impaired persons. National Policy for Persons with Disabilities (enunciated in February, 2006) lists out various measures to be taken by the Government for providing gainful employment to persons with disabilities. United Nation's Convention on the Rights of Persons with Disabilities (61st Session held in December, 2006) also stresses the protection of the rights of these persons to just and favorable conditions of work and safe and healthy working conditions. Provisions for the benefit of persons with disabilities are, therefore, not only justified but also mandatory. Recommendations 4.8.5 A package of benefits over and above the facilities currently available is, therefore, desirable for persons with disabilities working in the Central Government/UTs. The Commission has made recommendations giving special dispensation to this category in various Chapters of the Report. These recommendations are being recounted here. Additionally, some other benefits are also being recommended for persons with disabilities which should be implemented at the earliest :- (i) Number of Casual Leave available for employees with disabilities should be 12 days as against 8 days for other employees. (ii) Aids and appliances like dictaphones, braille writing equipments, CD player/tape recorder, low vision aids and other learning equipments that will enable the employees with disabilities to discharge their official functions better should invariably be made available free of charge. (iii) The office environment should be made user friendly for employees with disabilities. This is also in accordance with the guidelines prescribed in the National Policy for Persons with Disabilities which provide for modifications in the designs of machinery work station and work environment necessary for the persons with disabilities to operate without barriers in the office. Specifically, the guidelines direct the Government to ensure that industrial establishments and offices provide disabled friendly work place for their employees with adequate safety standards being developed and strictly enforced. All Government offices have to follow these guidelines. Article 9 of the UN Convention on the Rights of Persons with Disabilities also enjoins upon the States to ensure accessible work place for these persons. Hello Guys, During the last six months, I have written at least 7 times to Nokia asking for launchof either a talking cellphone by default for the blind or launch a comparative cheaper Symbian phone, in which Talks can be loaded, they have replied positively but did nothing. Nokia is launching a new handset almost every week, why can't they launch a special set for us so that every common blind person to have one, since they are earning revenue in billions from our country, therefore, I request all you guys to write them at [EMAIL PROTECTED] it is their social responsibility also and by our collective efforts we can force them to meet our needs. I was just referring to the persons in the lower income group. What we need is mobile phones which are in the same range but which are accessable. This should be a norm and not a special offer for the challenged. I am afraid my friend, that Spice phone doesn't work like phones having Talks software, it only reads the dialed and incoming numbers.
