I have raised my query with the disability commission, but they told that it is 
just an idea and final decision has not yet been taken.

i called the number given on the site as i was not able to register my
existing med certi ,as it is a computerised one issued in gujarat. the
reply i got was --"the facility is not officially launched but it is
only for the practice for state govt officials." so ,being an
individual pwd i would not be able to do anything. so i should wait
till the service is launched formally .additionally the tel no ,to be
called ,is 011-24369054 because this is the number that i was told to
call when i called 011-24369056(contact no mentioned on the site).

go to city for my education medication and other thing i can surely go

people from rural area are coming in macro city or there near city for

a blind person living 500kms away from his nearest DRM, he has to travel to 
get his smart railway ID card for 500kms. and there is no train service he 
must travel by bus. here in chhattisgarh there is no state transport 
corporation, in which a blind person can get concession. also the railway ID 
card is not a smart card, it is just a hard paper conventional card and its 
details are to be manually entered in PRS system by the chief booking 
officer. there is no chip and magnetic strip on it. if government can 
arrange a camp for voter IDs, why not for this disability card. as many 
blind persons still could not get their aadhar due to denial of enrollment 
centres, how is it possible to get this disability UID without aadhar. first 
he has to get aadhar.

how many blind people are having computer and computer literate? what the 
government really want to do? why it should not be introduce as enrollment 
procedure like aadhar card? where an individual can visit the centre and 
enroll him for the disability ID card? only accessindia people will be 
benifitted through such online mode. what this useless DRCs district 
rehablitation centers are doing? unfortunately big NGOs don't have a 
practical approach to resolve the issues relates to blindness. even the 
blind people are denied to enroll for aadhar card by the owner of enrollment 
centre.

1.Form has bilingual fields in English and Hindi for personal info
and address. Typing in Hindi is tricky. It is phonetic typing. It shows
suggestions list if you press backspace for editing.
2.There is a check box for permanent address as 'same as above' as
present/correspondence.  However it is placed at the bottom so high

So, online disability certificate is different from unique disability card.
Even off line certificates are still issued.
Railway concession card is also issued.
So, does government explicitly state that unique card would replace all other 
proofs of disability?

I am really confused now. Article 263 talks about setting up of inter state 
council. I don't see the connection with thedisability authentication system 
discussed here.

The disability certificate issued by one state is not valid for another state.
Most of the job applications require the disability certificate in the
format of their own and the same need to be filled by the competent
authority. One can imagine the hardship of a person with vision
impairment go through while applying for different jobs.
At least this card is aimed as a national disability certificate and
this should be made default proof of disability for education,
employment and all other purpose.

When Adhar got introduced, it was yet another government document like voter id 
etc. However, now the Adhar infra structure has many applications built around 
it like the attendance system, direct transfer of subsidy etc.

Similarly, applications like railway reservation, bus pass , school admissions 
would be built around this system to authenticate disability.

My railway concession certificate is also unique.
My blindness certificate is also unique.
And, for that matter, bus concession is also unique.

The unique disability card will serve its purpose only if it is granted full 
faith and credit status under article 263 of the constitution, which I have 
been highlighting right from the negotiations for the new disability act since 
before 2010.

I find this card quite useless since for different things one requires
different proofs. Would it work for railway reservation. Day-by-day
government is trying to bring everyone under surveylence through such
mechanisms and it is one of such types of things. But better to get it
done because in a few days we will be asked if we have such card. I
would request all NGOs to pursue a case to the agency that issues
adhar card for mentioning the disability on the same card only. A
disabled can show his/her disability certificate while getting adhar
made. Actually this is a piecemeal thinking of the authorities that
reflects behind all these moves. Very soon we will be in trouble when
railways will ask us to provide adhar, railway disability id and this
'unique disability id' not just online but while travelling also. NGOs
should think seriously if my thoughts make sense.
