I change my vote on that proposal to AGAINST

It's not an (intentional) scam, though I think the better solution is to
remove that ability from emergency regs than to let non-Festive people
object to them.

we need to add to the fact that Emergency Regs can set Festivity. So if
you have control over an Emergency Reg, you can set the festivity high and
keep people out.

I considered using festivity when doing the emergency reg scam back a few
months ago, and the fact that the PM could use some level of Agoran
Consent to change that was a big protection - so IMO it's a big
vulnerability to lock non-festival people out of changing emergency regs.

AGAINST; it's easy enough to avoid introducing a contradiction, as
shown in your first example, and allowing low-power rules to ever
overrule high-power rules (even with their permission) makes me
suspicious that something might break or be scammable, even though I
can't immediately think of any examples

PRESENT; this gives the ADoP two different "CAN"s to perform the same
action, which I think works (there's no contradiction), but it's ugly
and goes against how many people think about how actions work
> 8588& Murphy, G. 2.0 Clarify stone retrieval
