Indexes are by default read-only.

A write-protected part of a selection hinders to change anything.

The write-protection of an existing index/table of contens can easily be 
removed:
 - Put cursor in index, via the context menu, choose edit index/table
 - In  upcoming dialog, on tab index/table, uncheck protect against manual
changes, click OK, done.

Whenever inserting a new index, the write protection can just as easily be
unchecked (inserting and editing an index/table is the same dialog).

Summarized, I believe that all needed features are there to set and alter
languages in a document.

More-often-than-not, text with an unwanted language gets into a document via
clipboard from other applications (i.e. web browser). In this case, the text
might be hard formatted to that language. This hard formatting overrules the
attributes set in the paragraph style (thus ignoring changes there). It can only
be overruled by selecting the respective area, format-character, change language
on tab Font to the desired one, OK.

But getting wrong languages via clipboard can easily be avoided:
By using Paste special (Ctrl-Shift-V) and then choosing Unformatted text,
only the letters and spaces get into the document and all attributes at the
current position (from the currently set paragraph style) will be set for the
newly inserted text. Like this, unwanted text attributes (including unwanted
languages, odd fonts or font sizes) will stay out of the document.

sba-cbarbu: I do not see a clear idea of how to solve your problem. I see you
struggle with the already implemented features that have proven feasible for
many users.

Ignoring read-only flags within a document does not look like something that
will ever get implemented. But this is what I read from your summary and
description. Set issue to wontfix.

cbarbu-spa : Well, I've seen It was working as implemented, that's why I put
this report as enhancement since the beginning. I do see that I had a lot to
learn about the language managing in a document. I'll try to use this advices
for a while and maybe come back to comment. 
Remain that as a 5 years user of this suite I'm asking myself if it is really
the most natural/rapid way for doing some things that are implemented in OOo
writer like:
1- select all doesn't select figures and tables (this can be, not problematic
but a little time consuming, not only for language settings but also for
copy/paste issues).
2- the copy-past doesn't by default blow-up any format when usual requirements
for a document are that it has to be homogeneous.
3- I had, according to the advices received here spend more or less 2 minutes to
put every single paragraph, table and figure to be in French in a 2 pages
document entirely in french, before to be able to perform an orthographic check
(it has proved to be a recurrent issue though I doesn't so often copy/past
things from other documents I haven't written myself).

I'm sorry I went a little over the limits for a very specific ask for a
feature. It could probably be more widely commented and discussed on a mailing
list if to be of any interest but I'm afraid a wouldn't spend a lot of time to
follow it anymore. As a matter of conclusion, I'd like to reassert my gratitude
to the community of OOo to have settled such a good free tool, I hoped my
contribution to be of use but if it isn't the common view of the community I can
perfectly understand it and it won't prevent me to share other ideas to improve
our common tool.

Hehe, what you regard a nice default (keeping documents homogenous by dropping
formatting information) will certainly be regarded as DATA LOSS by others.

Some users want the office to think for them (or at least read their minds)
while others expect a dumb typewriter.

Some are thankful for a free product, otheres feel personally insulted because
their dream is not getting implemented.

Whatever any default, some will NOT like it. 

Given a certain question/decision, issue: Neither the amount of 10 nor 100 nor
1000 users can rightfully consider themselves a majority. Because OOo has
millions other usersthat can not be asked for a statement. 

User expereince is a science for its own. Try to answer this question: What
does the not-yet OOo user want to BECOME an OOo user? This is a question that
NO OOo user can answer...

However, I believe this issue can be closed now...

So, as a OOo professional user rounded by professional not-yet users, where may
I express that after compatibility what is mostly looked-for by a not-yet user
is a clever, that is to say a rapid default way of doing things. Are such
principles listed somewhere ? If not I would expect the votes for an issue to
choose what is most needed whatever the developers and/or moderators can think
about it. Is this principle written down anywhere, think it is a minimal
necessary law  in a community like our.

Tested in 3.0.1 (OOO300m15 french version) on an other document :

1- ToolslanguagesFor all the textEnglish USA not change the language of plain
text in the file. In fact, it doesn't seems to change anything.

2- Ctrl-A doesn't allow me to select language changes (grey entries) in tools 
language and format  caracter. Seems to occur because of the presence of an
index field (remove it makes reappear languages options. Should also be fixed.
Should I open an other ticket ? 

3- Without Index field, Ctrl-A methods work well but not for legend text as
Ctrl-A doesn't select this kind of text.

Yes, there was an issue in OOo 3.0, that not all text was touched by this one.
But it should be fixed in OOo 3.0.1. I tried it was tables and all the text (the
header cells and all others) is now changed as well.
The fix to this might also effect that CTRL-A + Format/Character will now change
all the text language which also was not the case before.

Thus please give it a try in OOo 3.0.1.

Well, there are several ways to do that.

In all applications something like this should work:

- Select all (CTRL_A) then open ther 'Format/Character' dialog and in the font
tab page you can then set the language for the text.

- Open 'Tools/Options - Language Settings - Languages' select the language(s)
you like AND don't forget to check the box 'for the current document only'


In the Writer application there are other options as well. Depending if and how
you are using styles or hard-coded attributes you can do the following:

- You can change the language of the styles that you are using. Often enough
just changing the language of the default paragraph style will do.

- You can use 'Tools/Language/For all text'


And since it seems you are not familiar with OOo at all: why not first asking
your question (or stating your problem) in one of the user mailing-lists?
Usually you will get an answer or good hint very soon!
It is just by chance that I stumbled over this issue and currently have the time
to answer. Issues are poor means of communications or for asking questions...

This seems to be the best working maner, but not the most obvious and any way 
doesn't apply to the legend of figures and tables.

I can understand the logic but I was asking any word in the document to switch
to the language I want, this can't rely on an often enough.

This doesn't work, it isn't a defect, it is implented to respect language
settings of a particular paragraph, please see ahead.

For information, I'm a regular, professional and perserverant user of OOo for
5 years (I'm ending a PhD) I'm really glad to see it's evolution but if I allow
myself to suggest such an issue it's that the language problem is a persistent
one and I think this particular issue can be of use, especially when a document
go by different computer and often bring with it a lot a heterogeneity of
languages that cannot be seen at the first look.

The problem is : I'm writing in french and I need a way to force all the
document to be understood by the spellcheker as french, whatever the language
can be for each paragraph or word. 
It's very important as it happens very often that some parts of the documents
are automatically settled in english and occasionnaly doesn't want to change to
french even when telling the paragraph or the selection to be in french.
