The justification for this is the belief that the poor majority in the country are too stupid to be given the vote. The PAD faction are also fanatical royalists. They want a new coup and were happy to whip up hatred of neighbouring Cambodia and to risk a war over an ancient Khmer temple. The PAD strategy, as outlined by one of its leading figures Pipop Thongchai, is to create enough political chaos that institutions and parties are destroyed, with a new order arising from the ashes. Senate president returns home from China visit.
Cambodian Senate President Chea Sim arrived here on Friday after paying an official visit to China. Chea Sim was welcomed by some Cambodian senior officials and Chinese Ambassador to Cambodia Zhang Jinfeng at the Phnom Penh International Airport. At the invitation of Jia Qinglin, chairman of the National Committee of the Chinese People's Political Consultative Conference, Chea Sim left Cambodia Monday for China to pay a five-day visit. Cambodia Requests Tuol Sleng Protection.
The government has sent a request to Unesco to include the Tuol Sleng torture museum on a list of protected sites to preserve thousands of documents and photographs remaining from the period of the Khmer Rouge. We sent the documents to Paris Friday, Aug. 29, in order for [Unesco] to consider admitting Tuol Sleng as a Memory of the World site, Yos Eang, deputy secretary-general of the national commission for Unesco, said. But they have not recognized it yet. And then we have to wait [to see] if they have questions to ask, and if we have some other elements to add. The application included a request to protect the photography, printed documents and building of Tuol Sleng and the Choeung Ek killing fields on the outskirts of Phnom Penh, he said. The aim is that they will protect our documents with [international] standards for the sake of the research of Cambodian and international people, Yos Eang said. There were at least 15,000 prisoners detained at Tuol Sleng between 1975 and 1979, and around 4,000 confessions were preserved at the site, according to a statement issued by the Phnom Penh office of Unesco Aug. 29. More than 6,000 prisoner biographies, 6,000 photographs and negatives of prisoners, as well as photos of visitors from China, are also kept at the site, the Unesco statement said. Some documents have already been used for proceedings at the Khmer Rouge tribunal, the statement said. The former Phnom Penh high school was made into a prison under the Khmer Rouge and was then turned into a museum following the occupation of the Vietnamese in 1979. SCT still bullish on Cambodia.
SCT Co Ltd, an international trading arm of Thailand's Siam Cement Group, expects to increase its turnover in Cambodia by 25% from last year to $50 million this year despite border tensions between the two countries. SCT managing director Kalin Sarasin said the potential for the trading business with Cambodia was tremendous as few products were manufactured locally. Thailand is Cambodia's third biggest trading partner with value of $550 million in 2007, behind China ($750 million) and Vietnam ($650 million), he said. ''Cambodia is a net-importer country with most of products shipped from Thailand, Vietnam and China. The trading business is shown to have the highest growth, expanding relative to stable gross domestic products (GDP) growth which is expected at 7.5% in 2008.'' Major products imported to Cambodia are construction materials such as cement, roofing materials, ceramic tiles, sanitaryware and steel. Its subsidiary, Cementhai SCT (Cambodia) Co. also exports waste paper and aluminium scrap from Cambodia to supply many factories in Thailand, he added. The construction business, according to Mr Kalin, is among sectors that have shown strong prospects in the neighbouring country along with oil and gas, plantations and agro-industries and labour-intensive ventures such as garments and logistics. In every sector, many foreign and local companies have stepped up investments in Cambodia. Infrastructure is being built to lure more investors, he said. Office buildings and serviced apartments are in high demand for expatriates. Several South Korean developers are investing in condominiums in Phnom Penh while the construction market is growing dramatically in Siem Reap and Kampong Som, added Mr Kalin. ''There are many oil and gas exploration activities in Cambodia, boosting the demand for related materials such as piping and structural steel for rigs,'' he said. In the agricultural sector, Chinese and Thai investors are investing in plantation projects in Cambodia. Major crops are rice with tapioca, palm oil, and rubber becoming more attractive for investors. Mr Kalin played down the impact of the border dispute over the Preah Vihear temple, saying it would not last long. ''The dispute has not affected our operations much,'' he said. ''With our strong distribution network and many local staff, we are ready to move on with our business plan there and adapt to all situations.'' Despite obtaining the highest possible grades in all subjects at school, Chhay Sopanhana feels that her foreign-languages skills still need some work. I stopped learning languages for one year because I was focusing on my school exams, she explained. I need to learn more English and French to compete with other students when I enter university, she said, adding that English would be essential in the future were she to apply for overseas scholarships to pursue her education still further. Pech Lang, who was Chhay Sopanhana's math professor, told the Post that the A student had only used her own knowledge during the exam and did not cheat. Sopanhana has been an outstanding student in Kandal province, she said. Heng Kothai, the only other student in the country to obtain grade-A marks, also cited a perceived weakness in foreign languages as a factor of concern. Despite admitting to a slight obsession with perfection, Heng Kothai says that what really got him his grades was his work ethic. He said he is confident this will stand him in good stead when he tackles improving his language skills. I did not cheat so I did not pay, but proctors demanded all students to pay, so my friend spent money for me. Everyone knows I did not cheat. The student is now in Phnom Penh searching for an appropriate university to continue his education. I want to pursue my degree in civil engineering [as] it is easy to find a good job in this field. Nhoek Sakun, deputy head of the Department of High Schools at the Siem Reap Provincial Education Department, said that he was happy to see a student in his province receive one of the only two perfect scores in the country. Silent behavior
Written by Sophan Seng Thursday, 28 August 2008 Dear Editor, Your recent news item titled “Good Karma for Sale” triggered my thoughts on the silent behavior of Cambodian people. Though the majority of the Cambodian population is Buddhist, they have only slightly learned Buddhist principles. Over decades of social upheaval, Cambodian people seem to have fallen into a numb corner. This is a good chance for the Cambodian elite to take advantage of them. In term of economics, the Cambodian people are just enjoying the emergence of new buildings, roads and bridges. In term of politics, Cambodian people are satisfied with peace and social stability. This materialistic hard infrastructure blinds the Cambodian people to the all-important scene behind, the crucial soft infrastructure. I don’t want to define current Cambodian politics as Abraham Kaplan said: “Politics is the redistribution of bandits.” But I prefer Gergen’s political thought: “A politician is a person who projects, motivates and rationalises the public for personal gain”. World academic scholars have observed and concluded that many so-called authoritarian countries have adapted their strategies to receive the ideas of good governance, decentralisation and transparency, as well as to liberalise their national economics, with the intent of extending their power. It makes sense for post-conflict Cambodian society to appreciate peace, stability, new roads paved, new schools and temples built, and modern cities urbanized. Generally, Cambodian people including Buddhist monks regard political leaders as the well-born persons who can legitimately own the power and wealth they have. Very often, they will not hesitate to beg them for donation. Very intelligent Cambodian Prime Minister Hun Sen has never hesitated to utter his political rhetoric “culture of sharing”. Of course, this is the right time for political leaders to pursue this rhetoric. Buddha addressed the way to go about donations in three thoughtful stages in order to plant wisdom into his audience. Firstly, concentrate on the right giver, secondly concentrate on the right receiver, and thirdly concentrate on the right material given. Significantly, the right material has not been given, in the same way as the crucial soft infrastructure has always been hidden. For the long-term future and sustainable development, Cambodia should pursue the principle of every Cambodian citizen being offered the chance to get rid of this silent behavior, and political leaders should share the wisdom of reducing personal gain for the sake of collective national interests. Though the boat can move directly to the destination by a boat-hooker (leader), but without the competent boat-paddlers (peoples), the boat will inevitably be sunk. Politics must mature
Written by Sophan Seng Thursday, 04 September 2008 Dear Editor, Many observers have assumed current transitional Cambodian politics will gradually become mature. But I believe this is an obscure statement. If we say the tendency of Cambodian politics is towards maturity within a cave of immaturity, this might be more plausible. However, what we cannot fathom is: How bad is this cave? Some Cambodian people and major incumbent Cambodian politicians will, not reluctantly, concur that they are very glad as a result of many new emerging things that they didn’t have during the Pol Pot period. This statement is logical, but even wise people might not see that it is still important to develop Cambodia’s political maturity. Pol Pot came to power with the intention of restructuring Cambodian society to build a new, utopian, agrarian society. The regime’s approach has become globally recognised as “year zero”. So how wise and good can we be when the present emerging development is pragmatically compared to the “year zero” of Pol Pot? Anything now is socially, economically, politically unmatched to those of the Khmer Rouge regime. The current Cambodian hybrid Khmer Rouge trial has solemnly proclaimed its primary mission is to enhance national reconciliation, to help heal Cambodians’ [Post Traumatic Stress Disorder (PTSD)], and to eliminate the culture of impunity. Cambodian people should not be easily exploited by the politically orchestrated attempt to disfavour the Khmer Rouge and favour the so-called Khmer Rouge liberators. In reality, we should try and achieve some insight and understanding of the fact that while the Khmer Rouge were communist, the Vietnamese who liberated us from the Khmer Rouge were also communist. They both are communist by origin. Contemporary Cambodian politicians and people have to protect themselves from both of these two disadvantaged political influences with the overall intention of truly democratising Cambodia, developing ourselves to appreciate this new political trend and nourishing the maturity of political leaders and their followers. Regarding the political parties, no distinction can be made between government party and opposition party. These two national political parties are interdependent and inseparable. The Cambodian People’s Party (CPP) can legitimise themselves in front of the Cambodian people as well as international communities because of the Sam Rainsy Party. Similarly, the Sam Rainsy Party can have a stage to test the weaknesses and strength of their future leadership, or that of the CPP. For example, their current legal movement to reject the result of election was a brave performance. The Cambodian people, both old and young, are observers, referees and owners of this social contract. They should not be careless and allow an imbalance of power between government and opposition to continue to happen. If such an imbalance is not dangerous per se, it is surely not compatible with the principle of liberal democracy. The Ins Out of Thai National Security.
Correct me if I am wrong, but the PDA is real Nationalistic aren’t they-like wanting Thai F16 to bomb Cambodiain taking over some Khmer Relics on a hilltop. And over the same thing the Democrat Party accuses Samak of selling out Thailand and not being Nationalistic. And the coup people that the PDA supported for a long time, they hate foreigners don’t they from being so Nationalistic. And for years, in one Thai government after another Thai government, they have told foreign embassies and their intelligent apparatus not to meddle into Thai politics. Above all else, is it not the forces of democracy and open modern society led by Samak, fighting with the forces of Amart who are as Nationalistic as they come in Thailand today-that is aligned with the Democrat Party? So what on earth are these fundamentally real Nationalistic folks like the Democrats doing accepting the US and UK, meddling in Thai politics like accepting visits from US and UK ambassadors when the Thais are fighting it out, perhaps tilting the fragile balance into one side? There still remains a very hard-core group of Thais in the Thai national Security and Intelligent apparatus that have been and will be against just this type of meddling from foreign powers. And the Thai military must be watching the event with wide eyes, as to the implications on the balance of power in the region as certainly China is just about freaking out about now by these diplomatic calls and resulting potential preferential treatment and as joint Thai-Us military exercise getting bigger with ASEAN participations every year that goes bye. China, Cambodia vow to carry forward traditional ties.
Senior leaders of China and Cambodia on Tuesday underscored the traditional friendship between the two neighbors. Let's work more closely to take our five-decade bilateral friendship and cooperation to a new high, China's top legislator Wu Bangguo told the President of the Cambodian Senate, Chea Sim. In their talks in the Great Hall of the People, Wu, chairman of the National People's Congress Standing Committee, reviewed the sound development of China-Cambodia ties, citing political trust, substantive cooperation and support on important issues. In response, Sim said the Cambodian leadership will carry forward the bilateral traditional solidarity that was forged by the older leaders in the previous century. Sim said he hoped the two legislatures can step up their cooperation and share experience on governance. Sim's visit to Beijing coincided with the 50th anniversary of the establishment of China-Cambodia ties. Later Tuesday, Sim met with Jia Qinglin, chairman of the National Committee of the Chinese People's Political Consultative Conference, China's top advisory body.. Jia said China would like to enhance its comprehensive and in-depth cooperation with Cambodia. The top advisor also expressed appreciation for Cambodia's adherence to the one-China policy and opposition to Taiwan independence. Iraqis Protest Against US Presence.
Thousands of Iraqis protested after Friday prayers in several cities, including Kufa, Najaf, Basra and Sadr City against the occupation in Iraq. In Sadr City, hundreds of demonstrators who carried pictures of Shiite cleric Muqtada al-Sadr chanted, No to America! No to the devil, and We are with you, Moqtada, to liberate Iraq! The al-Sadr called on his supporters to declare their rejection of the occupation during the first Friday prayers of Ramadan, saying: I inform those in and outside Iraq, that the first Friday of the holy month of Ramadan will be collected annually for refusing to denounce the occupation and by peaceful means. The posters pasted on the walls of the district in the east of the Iraqi capital called on supporters of Moqtada Sadr to reject and condemn the US occupation. There was also a vast opposition to the security pact with protesters shouting Whoever has signed is not one of us. Trader Ahmad al-Iraki, 28, said: We are against this agreement; it is a red line for us. We're waiting (further) orders from Moqtada, he said. Sadr has always insisted that US troops must leave Iraq immediately. Basra also saw a massive crowd to reject the Security Agreement with Washington and calling for the departure of occupation forces from Iraq. In Kufa (150 km south of Baghdad), protestors also marched after Friday prayers from the Kufa mosque amid slogans including No no America and No no arrogance. The demonstrators, including women, children and elderly carried pictures of Muqtada al-Sadr and banners, one said no, no Israel. The demonstrations lasted more than an hour.
