The Gulf Arab oil exporters central bank decided this year to convert 10 percent of its largely dollar-denominated foreign exchange reserves into euros and gold, but governor Sultan Nasser Al Suweidi said the switch had not yet been carried out. With the US Federal Reserve halting a two-year campaign of monetary tightening in August, Suweidi told Reuters he wanted to assess the impact of monetary policy on the dollar. We are waiting to see the outcome of that decision. Theres a shift in the strategy of the Fed. That will entail a new strategy on our side, he said. We expect the Federal Reserve will stop hiking interest rates, and (cut) interest rates as a matter of fact, in...6-9 months from now, he later told reporters after meeting central bankers from the across the worlds top oil exporting region. With analysts predicting an end to Fed policy tightening, the euro is gaining lustre in the eyes of many investors, especially with the European Central Bank expected to keep raising rates into next year. DOWNTREND The dollar has fallen more than 7 per cent against the euro this year. It has also declined more than 20 per cent against a basket of major currencies since 2001, partly due to concerns about the widening US trade deficit. Suweidi said the central bank would wait for a dip in the euro before making purchases to diversify its currency reserves, which stood at $23bn in December. Normally you wait for a downtrend to buy and catch it as it goes up, he said, adding that the UAE central bank favoured investing in US corporate bonds rather than government Treasuries because of their relatively attractive yield. He said no decision had been made yet on gold purchases. Suweidi said the central bank was still committed to diversifying it reserves and that the banks board would meet later this month to consider the timing of the switch. Markets have become particularly sensitive to any suggestion that central banks, especially those in countries with large current account surpluses, are moving some of their holdings away from dollars into euros. Central banks worldwide hold more than $4tr in total reserves. Gulf Arab central banks account for only about 10 per cent of the regions foreign-exchange reserves, but they offer a rare window on official thinking in the Gulf, where vast surpluses of oil cash are controlled by secretive government-linked investment arms. The state-owned Abu Dhabi Investment Authority, for example, manages between $450bn and $500bn, according to an estimate by Standard Chartered. Other Gulf Arab central banks are studying the euros growing allure as a reserve currency. A Qatar central bank official said in April the bank was buying euros, which could eventually account for up to 40 per cent of reserves. Physicist Steven Jones, co-chairman of a group called Scholars for 9/11 Truth, has been placed on paid leave by Brigham Young University while the Mormon church-owned school investigates the "increasingly speculative and accusatory nature" of his claims. Jones questions official findings that explosive jet fuel from hijacked airplanes turned steel floor supports rubbery and brought down the World Trade Center, suggesting hidden explosives imploded the skyscrapers. "Number one, why would you bother with the planes if you could bring down the buildings with bombs?" said William Connolly, director of New Jersey's Division of Codes and Standards and an advocate for strengthening buildings against terrorist attacks. "Second, that whole theory is just utterly inconsistent with the evidence," Connolly told the Deseret Morning News of Salt Lake City. "This happened in plain view. The National Institute of Standards and Technology had very detailed pictures analyzing it in a very detailed way. We know exactly what happened and exactly why they fell, and it has nothing to do with bombs," he said. Leslie Robertson, chief architectural engineer of the World Trade Center, said Jones' theory was "utterly ridiculous." Connolly and Robertson were featured on the recent PBS program "Nova: Building at Ground Zero," which examined why the buildings failed in a minute-by-minute re-creation. Jones, a physicist at BYU since 1985, remained in seclusion on Saturday, refusing interviews. In a CD recording of one of his lectures, obtained by The Associated Press, Jones said a "puff of smoke" that issued from under the impact zone of one of the towers as it gave way was evidence of an explosive charge. He discounted the chance the smoke was blown out by air pressure as the tower started collapsing. Jones showed side-by-side images of the collapsing World Trade Center towers and other buildings deliberately brought down by implosives, saying there was no difference in they way they fell. He gave the lecture Feb. 1 at Utah Valley State College. For years Jones has been working on cold fusion, claiming he's gotten the elusive energy source to work, though "it's still not enough to power my flashlight yet," he told the Deseret Morning News in interviews before he was suspended on Thursday. The newspaper reprinted some of Jones past comments on Saturday, casting him as isolated from fellow BYU professors who were said to be embarrassed by his association with a 9-11 conspiracy theory. At the University of Utah, Physics Department Chairman Pierre Sokolsky said destruction of the towers was a question best left to engineers, not physicists like Jones. The Vietnamese basement rock is offshore. Apparently the Yucatan oil is coming up close to the surface through basement rock shattered by a meteor, so they didn't have to go down a mile in water and then drill another twenty-five miles in sedimentary rock. If anyone can reach Professor Jones, tell him that I published the first article on the fact that there were bombs in the WTC in my December 2001 edition. He should, however, keep reading because there is more on the bombs in subsequent editions. I had him in my Address Book, but removed him and several other professors because they don't listen to me anyway. Leslie Robertson, chief architectural engineer of the World Trade Center, said Jones' theory was utterly ridiculous. Connolly and Robertson were featured on the recent PBS program Nova: Building at Ground Zero, which examined why the buildings failed in a minute-by-minute re-creation. Jones, a physicist at BYU since 1985, remained in seclusion on Saturday, refusing interviews. In a CD recording of one of his lectures, obtained by The Associated Press, Jones said a puff of smoke that issued from under the impact zone of one of the towers as it gave way was evidence of an explosive charge. He discounted the chance the smoke was blown out by air pressure as the tower started collapsing. Jones showed side-by-side images of the collapsing World Trade Center towers and other buildings deliberately brought down by implosives, saying there was no difference in they way they fell. He gave the lecture Feb. 1 at Utah Valley State College. For years Jones has been working on cold fusion, claiming he's gotten the elusive energy source to work, though it's still not enough to power my flashlight yet, he told the Deseret Morning News in interviews before he was suspended on Thursday. The newspaper reprinted some of Jones past comments on Saturday, casting him as isolated from fellow BYU professors who were said to be embarrassed by his association with a 9-11 conspiracy theory. At the University of Utah, Physics Department Chairman Pierre Sokolsky said destruction of the towers was a question best left to engineers, not physicists like Jones. We had to dig the snow out so I could get my car out to drive the short distance to the place where he spoke because I didn't want to risk another broken bone. I arrived late, so at the end of his talk, I spoke with him to ask him if he was familiar with the Trilateral Commission (TC) since that organization is the one that has caused the family farm to become a thing of the past. He told me that he was familiar with it. I told him that I had been planning to publish this for years because I knew from 1987 that the TC had betrayed the agriculture industry. Kirk had grown up on a California farm and had worked in several jobs monitoring and testing pesticides and herbicides. They write the checks, we pay. It's exactly like a spouse running up debt on the other. Being under commercial law is really what does away with constitutional rights. And they have done away with demurrer, which is prove why you make this charge of wrongdoing, so the burden of proof falls on the defendant to prove innocence, and the burden of the ambiguity of bad law and frivolous charges falls on the defendant, too. The weirdest thing is that not many lawyers know that they could effectively put the case in another court by not accusing the other party or the court of wrongdoing in the way that they respond to utterly foul play. It's much easier in another court, meaning not under commercial law at all. Most lawyers don't know the rules or when they are under one system or the other, only the judge knows, and he isn't telling.
