[Trying to change another's political beliefs by arguing facts and stats is usually about as futile as trying to change another's favorite sport team by arguing facts and stats; or to change another's faith through logic.] And simply because one lives in Dallas does not necessarily mean they are a Cowboys fan (aka, ass wipe, scum of the earth); or if they have long hair and sometimes enjoy a little herb, make them a Jane Fonda clone 'or whatnot'. One of the two former popes who will be beatified on 3 September by the present pope will be Pius IX who reigned the Pontificate from 1846 to 1878. Pius was the last pope-king to rule as the temporal monarch over central Italy and was notorious for his ultra conservatism, anti- Semitism and intolerance. One of the favorite shows of Pius IX for his visitors was done by Edgardo, a Jewish boy kidnapped by papal police, and later grown by the pope "like his obedient son". The pope ordered Edgardo to lick the floor with his tongue drawing a cross in front of his visitors to affirm his faith. It was on 23 June 1858 that the papal police in Bologna snached the six year old Edgardo from his Jewish parents and took him to Rome to be raised as a Catholic. The justification was that a zealous Catholic servant "to save his soul" baptized the infant Edgardo without the knowledge of his parents when he was gravely ill. When word spread later about the crude baptism, local papal police intervened to enforce a civil law that Jewish children, who had been baptized, even against their will had become Christian and could not be raised in Jewish homes. Even the head of the police squad was in tears witnessing the mother's helpless pleas. Edgardo's parents mobilized international protest. Emperor Franz Josef of Austria and Napoleon III urged Pius to return Edgardo to his family. Pope Pius IX found a special interest in the boy, and defying world opinion, adopted him as his personal ward. David Kertzer, a professor of history in Brown university in Rhode Island in! his 1997 book "! The Kidnapping of Edgardo Mortara" writes elaborately about the moving case of the kidnapped boy. Edgardo Mortara, the boy who was forced by Pius IX to lick the floor to draw a cross, later became a Catholic priest and died in Berlin in 1940 at the age of 88. Pope Pius IX during his Pontificate of 32 years, the longest ever in the history of the Catholic church, despite losing temporal powers and land day by day, adamantly opposed religious tolerance and published the 1864 syllabus of errors to combat modernism. He called the first Vatican Council to define the doctrine of papal infallibility in matters of faith and morals. "I am the Church, I am the tradition," was one of his favorite phrases. Alongwith Pius IX, another pope, John XXIII, who ended Latin mass and gave bishops more power, will also be beatified tomorrow. His Pontificate was from 1958 to 1963. Crimes against humanity The show trial began on Monday and heard evidence against the men who led the bombing campaign against Serbia during the Kosovo crisis two years ago. A row of 14 empty seats bearing the accused's names was set opposite a panel of judges in the city's palace of justice. Fifteen court-appointed lawyers represented the defendants. It took three hours to read the charges against them, which included committing crimes against humanity, initiating an aggressive war, using illegal weapons such as cluster bombs and violating the sovereignty of Yugoslavia. The prosecutor read out the names of 503 civilians, 240 soldiers and 147 police officers who had died in the bombing campaign. Election stunt Nato leaders came under fire for the way they handled the campaign two years ago. Many civilian targets were hit during the bombardment. Examples read out in court included the deliberate bombing of Serbia's RTS state TV station which killed 16 people. The court was given graphic details and testaments of the bombings and of the civilian casualties, including evidence from an RTS editor. But the West has rejected the trial as a pre-election stunt, designed to bring back bloody memories of the campaign before Sunday's presidential elections. -Caveat Lector- U.S. braces for winter energy shortage By Scott Bowles Gannett News Friday September 22nd, 2000 Faced with a natural gas shortage, soaring oil prices and unprecedented demands for electricity, Americans are bracing for the worst energy crunch in a quarter of a century. It should hit, economists say, about the dead of winter, when temperatures and resources drop and the need for heat peaks. The federal government is sounding the alarm. Energy Secretary Bill Richardson said this week that oil prices were "dangerously high." The White House, which has urged OPEC to increase production to avoid a global recession, is considering drawing from the country's emergency stash of oil. And the nation's governors met this week in Ohio to discuss energy concerns. The threat is sparking near panic in some regions of the country. New England is on a buying binge of wood stoves. Pennsylvania residents are stockpiling barrels of heating oil in their homes. Sales of portable generators are brisk in California, where residents worry about rate increases and more rolling power blackouts. How did it come to this? Wasn't it just last year when a gallon of gasoline cost 90 cents? Though officials don't expect this shortage to compare with the energy crisis of the mid-1970s, they agree that nearly all Americans are going to feel it in the wallet. The cost of natural gas - the country's dominant heating fuel - will rise anywhere from 25 percent to 40 percent during the winter. Crude oil prices are nearing $40 a barrel, the highest level since they reached $41 during the Persian Gulf War. That means no relief at the gas pump, where gasoline costs an average $1.60. Heating oil will cost 30 percent more this winter than it did last year. "We aren't running out of energy, the way we were in the '70s," says Allison Wilkes, an economist and consultant for California utilities. "But it's going to cost us a good bit more to get it this winter. It's been a while, but we're going to have to start thinking about energy conservation again." The news isn't all dire. Members of the Organization of the Petroleum Exporting Countries agreed earlier this month to increase oil production by 800,000 barrels a day. It takes time to get oil on line and available - experts don't expect much relief for another six to 12 months. But help is on the way. America, in particular, stands to weather the crunch fairly well. While dwindling crude oil reserves threaten to stall the economies of India, South Korea and several European nations, many economists say the bustling U.S. economy should keep inflation down. And the next time you curse the corner gas station for charging $1.60 a gallon, consider London and Paris, where motorists wait in line 20 minutes to pay $4 a gallon, often to find the station has run out of fuel. Energy shakes markets However, the country will hardly escape the crunch unscathed, says Ann-Louise Hittle, senior director of world oil at Cambridge Energy Research Associates in Massachusetts. The energy drain, she says, is a reminder of how entrenched the country is in the global economy, and how volatile energy prices can shake markets worldwide. "We don't rely on oil as much as we used to," she says. "But for the oil we do use, we rely on imports more than ever. And that can leave you vulnerable." The latest power pinch wasn't a big surprise. It built momentum for more than a year, beginning in late 1998, when Americans were enjoying the lowest gasoline prices, adjusted for inflation, since the Depression. The low prices came thanks to Asia's economic crisis. When the region fell into a deep recession, it drastically cut oil imports and left supplies flush for the rest of the world. Far-right organisations such as the National Alliance, the Liberty Lobby and League of the South, and American fans of the British National party have pledged Mr Buchanan their support at rallies and on websites. They have also held fundraising events and collected petitions for the "gopatgo2000" campaign, according to the Washington Post. Mr Buchanan is a practising Roman Catholic who frequently denounces homosexuals and the "Israel lobby". An editorial in a newsletter of the American Friends of the British National party said that a Buchanan-led nationalist party was the closest thing America had to the BNP. "The Reform party could soon become an American nationalist party in all but name." Buchanan supporters are reported to have solicited petition signatures at "white rights" meetings. -Caveat Lector- Is the Rate of New HIV Infections Rising?: The San Francisco Controversy and Its Lessons for Los Angeles and the US Walt Senterfitt Being Alive - October, 2000 - The gay press in California and around the country have spent a lot of ink debating some numbers released just before the Durban International AIDS Conference and an accompanying speculation by San Francisco's chief HIV epidemiologist that "rates of new HIV infections in some parts of San Francisco's gay population have increased to sub-Saharan levels." This news was greeted with loud echoes of everything from "Can't be! It's the health department cooking numbers in a plot to justify more restrictions on gay sex," to "The AIDS crisis is over! This is another detraction from the health needs of the large number of HIV negative gay men and lesbians," to "It's highly suspect! Bogus! A San Francisco plot to keep their unfair share of federal AIDS funding," to "We are not surprised, given the lessening fear of HIV with the advent of HAART and the barebacking craze." Each of these and most other reactions is at best one-tenth true, but the controversy has been valuable. Its context is the hard-to-dispute fact that HIV prevention has not kept pace with the changes in the epidemic. What Are the Facts In San Francisco? It is important to remember that there is no way to count new HIV infections and therefore no way to prove beyond a doubt whether rates of infection are increasing, decreasing or level. New HIV infections are not yet reportable to public health departments in California and even if they were, there is usually no way to tell if a positive test is a new infection or an old one in someone who has not been tested or reported before. Most of all, there is no way of knowing how many new infections occur anew or exist already among people who haven't been tested at all. Thus, the best we can do, and we are getting better at it, is to estimate based on several different kinds of data. The estimates will always be approximate at best, but if we use the same or better methods every year, we can get a pretty good picture of the trends. San Francisco is better than anywhere else in the US at estimating infections (some might say, aided by all that money, its small size and the high visibility of the gay community). There are more studies and surveillance systems to base estimates on and more experts to analyze them. The San Francisco Department of Public Health (DPH) periodically convenes a panel of these experts and a group of community people living with or working with HIV on the front lines, to develop for planning purposes consensus estimates of people living with HIV/AIDS and the annual rate of new infections. The latest such consensus panel met in May 2000. One new tool to help determine HIV incidence is what's called the "detuned Elisa assay." This takes advantage of the improvement in HIV testing over the years, the improvement that has shrunk the so-called window period (when one might be HIV+ but not yet show up it on an antibody test) from six months to six weeks. The detuned assay tests a person's blood with both the old, less sensitive test and the new, more sensitive one. If one is negative on the old test and positive on the new one, we can conclude that person is within the old "window period" of a new infection. By doing this double test on thousands of specimens, the CDC has concluded that someone can be identified with this system as being within the first four months of infection. So in a high volume testing center, STD clinic or medical care system, one can estimate how many infections are new. By combining these data with other information about the population that uses the testing system, one can estimate the percentage of negative people in the population who are seroconverting each year. The San Francisco consensus panel estimated that the proportion of gay and bisexual men becoming HIV infected rose from 1.1% a year in 1997 (the time of the last consensus panel) to 1.7% a year in 2000. Among the much smaller number of gay and bisexual men who are also injection drugs users (IDUs) the rate and the increase were much greater: from 2.0% seroconverting every year in 1997 to 4.6% a year in 2000. Among heterosexual IDUs the rate declined somewhat from 1.0% a year in 1997 to 0.6 % a year in 2000. Among non-IDU heterosexuals, the estimates are tiny and stable: 1/100th of a percent per year in both years. These estimates from HIV testing sites were bolstered by findings from other sources. There is increased incidence of HIV in a cohort study of young gay men, increased cases of rectal gonorrhea, increased frequency of bacterial sexually transmitted diseases (STDs) among gay men living with AIDS, increased total numbers of people with AIDS and HIV (of whom a big chunk are sexually active), increased self-reports of multiple partners and unprotected anal sex among

Indyk until it completes an investigation into "suspected violations" of security standards, State Department spokesman Richard A. Boucher confirmed yesterday. The suspension bars Indyk from handling classified materials, requires him to be escorted inside the State Department building and makes it virtually impossible for him to conduct his job at a sensitive moment in negotiations between Israel and the Palestinians. The department's diplomatic security bureau has recommended that Indyk, who returned to the United States earlier this month, remain in the country while the investigation proceeds. State Department officials said there is no indication of espionage and no evidence that any classified information was compromised. They said investigators are focusing on "the sloppy handling of classified information" over "a longer period of time" before Indyk took up his post in Israel. Before becoming ambassador, Indyk had been an assistant secretary of state for Near Eastern affairs. Indyk issued a two-paragraph statement through his lawyer saying that he will cooperate with the investigation. "Jeopardizing the national security interests of the U.S. is absolutely abhorrent to me, and I would never do anything to compromise those interests," he said. Indyk, 49, went to Israel a year ago for his second stint as U.S. ambassador, after Israeli Prime Minister Ehud Barak sought his appointment. Nader's running mate, Winona LaDuke - who lives on the White Earth Reservation in northern Minnesota - spoke about generational justice and the environment, and how she and Nader would make the world a better place. ``We will not be taken for granted, and we will vote,'' she said. Earlier Friday, Nader proposed shifting control of U.S. agriculture away from corporate conglomerates and back toward the family farmer. ``By weakening the stranglehold agribusiness has on the food industry, we will be able to increase farm gate prices and competition, which will consequently reduce food costs for consumers,'' he said. Nader billed the Target Center event a ``super rally'' and hoped it would draw a large audience to raise money and build support for his inclusion in the presidential debates. His farm plan calls for stronger enforcement of antitrust laws, prohibition of meatpacker ownership of livestock production facilities and allowing American farmers to grow industrial hemp. Next to him on a table during a news conference sat a pile of 18,000 signatures of Minnesotans requesting that Nader be included in the debates. The Minnesota stop was the second of four major rallies. The first, in Portland, Ore., was nearly as large as Friday's event, selling out with 10,000 tickets at $7 apiece. The last time Nader visited Minnesota, he held a smaller rally at the University of Minnesota that drew a packed house of 1,400 and raised about $17,000. It's an unusual way for a presidential candidate to raise money, but Nader says the rallies are the best way to show how serious he is. ``We have to demonstrate that we can draw far greater audiences,'' Nader said. Before Nader spoke, volunteers passed cardboard collection boxes up and down the aisles of the crowded arena. At least two people donated $1,000, and several others donated $500. Hawaii was annexed during the war. The creation of an empire by the United States in 1898 provoked the most heated and profound debate about U.S. foreign policy in the country's history, and the intensity of the debate would not be matched again until the 1960s. "The nation is divided, half patriots and half traitors, and no man can tell which from which," Mark Twain commented in a March 1901 speech. The Most Influential Anti- Imperialist Mark Twain entered that debate on October 15, 1900, by declaring himself an anti-imperialist in dockside interviews given upon his return to the United States from nearly ten years living abroad. "I am an anti-imperialist. I am opposed to having the eagle put its talons on any other land," he declared. He quickly became one of the country's most prominent and outspoken opponents of imperialism and the Philippine-American War. In February 1901 the Springfield Republican (Mass.) editorialized that "Mark Twain has suddenly become the most influential anti-imperialist and the most dreaded critic of the sacrosanct person in the White House that the country contains." Mark Twain's rise to prominence in the debate may have seemed sudden but his views on the subject developed over most of his adult life. He first confronted the issues involved with annexation of overseas territories when he went to Hawaii in 1866. At first he saw the islands as a "half-way house on the Pacific highway" that the United States should annex for their commercial potential, but he soon changed his mind. By March of the following year his speeches on Hawaii were highlighting the "disease" of civilization that was wiping out the islands' original inhabitants. In 1867 he also published a sweeping satire of the government's plan to buy the Danish West Indies island of St. Thomas. Internationalist Solidarity In 1891 Twain became one of the founding members of the American Friends of Russian Freedom. Its stated object was "to aid by all moral and legal means the Russian patriots in their efforts to obtain for their country Political Freedom and Self-Government." It invited "the cooperation of all liberty-loving American men and women whose sympathies are not restricted by geographical boundaries and whose hearts can beat for the sufferings of others." The organization's internationalist pursuit of self-govenment brought together a number of people who would later join Twain as officers of the Anti-Imperialist League formed in 1898 to oppose the creation of an American empire. Among them was Twain's friend Thomas Wentworth Higginson who developed the internationalist theme in an 1899 essay on the Philippines, "Where Liberty Is Not, There Is My Country." Twain remained a supporter of the Russian Revolution until his death, and he would criticize the Czar's imperial policies in a number of his later writings. In the mid-1890s Twain made the round-the-world speaking tour through the British Empire recorded in Following the Equator. "The English are mentioned in the Bible," he wrote: "Blessed are the meek, for they shall inherit the earth." He saw first-hand the treatment of indigenous peoples in Fiji, Australia, India, and South Africa. Twain concluded a long description of Cecil Rhodes's career in South Africa by stating, "I admire him, I frankly confess it; and when his time comes I shall buy a piece of the rope for a keepsake." In a December 1900 speech he described England and America as "kin in sin" for their imperialist wars in South Africa and the Philippines. Fighting for Freedom Living in Europe during the Spanish-American War, Twain supported it for the same reasons he later opposed the war in the Philippines. "It is a worthy thing to fight for one's freedom," he wrote to his friend Joseph Twichell in June of 1898; "it is another sight finer to fight for another man's." After learning that the war ended with a treaty that contradicted that goal of liberation, Twain joined the opposition. Explaining his change of views to the reporters who met him at the docks in New York, he said, "I have thought some more... and I have read carefully the treaty of Paris. I have seen that we do not intend to free, but to subjugate, the people of the Philippines. We have gone there to conquer, not to redeem." School board members on Tuesday briefly discussed potential legal problems stemming from searching students' vehicles without just cause before unanimously approving the measure, believed to be the first of its kind in North Carolina. The searches will begin as soon as area principals explain the new policy to staff members. Students will be chosen for the random searches by computer. School board attorney Julia Shovelin assured board members that it was within the school district's rights to conduct the searches. "There is no right to park at school," she said. "Parking is a privilege." If a student refuses to allow a search of his or her vehicle, he or she will lose the privilege to park at school. School safety experts and district officials say they know of no other district in the state that performs random searches of student cars without cause. At most high schools, officials check cars by looking through the windows or by having drug-sniffing dogs walk through the school parking lot, said Joanne McDaniel, assistant director of the Center for the Prevention of School Violence in Raleigh. Random locker searches are also common, as is the use of metal detectors at school entrances. Gaston County high schools use both techniques to screen for weapons. Arnold Loewy, a law professor specializing in criminal procedure at the University of North Carolina at Chapel Hill, said last week that the search policy likely would not withstand a court challenge. Shovelin said school officials wanted to add random car searches to the random locker searches and drug tests already allowed under school policy because of recent incidents at local high schools. Two loaded handguns were found in a student's car at Hunter Huss High School on Friday, and an unloaded handgun was confiscated from a student's car at Bessemer City High School Aug. 29. "What we want to make sure of is that we don't go after kids for minor infractions; we're after the guns," Shovelin said. A letter from Superintendent Ed Sadler informing parents about the new policy was to be sent home with students Wednesday. The letter states that law enforcement officials will be notified when guns or illegal drugs are found in a student's car. School Board member Jim Davison said he is worried about items other than drugs or weapons that might be found during the searches. Shovelin said some items will not be reported to police. "Mr. Davison, we're not going to be turning over the Playboy magazines," she said. But parents will be notified, she said, adding that cigarettes and alcohol also would be reported to parents. He is right. The United States has poured millions of dollars into the country to try to get Milosevic out. It has bankrolled politicians, political parties, magazines, radio and TV stations, publishing houses, printing presses, student organizations, street demonstrators, think-tanks, trade unions, polling organizations, lawyers' lobbies, human rights groups, and, no doubt, chess clubs and stamp-collectors' associations too. In the last three years alone, over $75 million of US taxpayers' money has ended up in "opposition" bank accounts. And still, Milosevic could well pull off an election victory. The US Government is taking no chances on Sunday's elections. It has already declared Milosevic the victor the consequence of ballot rigging, needless to say. According to James O'Brien, described in the press rather sinisterly as "special Balkans democracy adviser to the President and the Secretary of State," Milosevic will steal the election by "printing pre-marked ballots, manipulating voting districts, intimidating opponents and planning to claim votes from UN-controlled Kosovo." O'Brien offered no evidence for his claims. It would be a little hard to do so, since the events he is talking about have yet to take place. His firm prediction is but preliminary to his real message, directed at the Serbs: vote the wrong way and you risk US military action. Milosevic "does not have a free hand" to rig the vote, O'Brien warned. The United States is willing "to stand up for the stability of the region." Since the US Government has already stated that a Milosevic victory is only possible in the event of vote rigging, his threat is as unambiguous as it is crude. A US-led bombing onslaught on Yugoslavia to ensure a "democratic transition" looks to be on the cards. Already the papers are filled with laughably absurd stories of British troops foiling alleged plots by Serb special forces to launch bomb attacks in Kosovo to during the elections. In the United States, it is illegal for political parties to receive money from foreign sources, let alone foreign governments. A US organization funded by a foreign government has to register as a foreign agent. Yet the Clinton Administration thinks it perfectly reasonable to corrupt the entire political system of another country by flooding it with vast sums of foreign money. The "civil society" we are allegedly fostering is total fraud, with no genuine roots among the people and entirely dependent on US Government largesse. On July 29, 1999 during Hearings before the European Affairs Subcommittee of the Senate Foreign Relations Committee, Robert Gelbard, US Special Envoy to the Balkans, outlined the extraordinary scope of US interference in the life of Yugoslavia. There were, first, the opposition parties. They are "best served," he explained somewhat condescendingly, "if we provide them with technical assistance and first-class political advice, the kinds that may seem commonplace to us but represent a whole different way of thinking to them." Then there are the "youth and student organizations, as well as independent labor unionsundoubtedlyimportant sources of mobilization in the future." Gelbard then spoke of something US policymakers refer to as "independent media" paid agents of the US Government touting the US Government line: "What we're trying to dois support an alternative indigenous voice for the Serbian people through mechanisms such as ANEM, the Network of Independent Radio and Television." The use of the word "indigenous" is priceless. One wonders if he managed to keep a straight face as he said it. Fashioning a Yugoslav "opposition" made to order for Washington has been a major preoccupation for some years. Paul B. McCarthy of the National Endowment for Democracy (NED) testifying to the Commission on Security and Cooperation in Europe that "the West should help the democratic political opposition develop a concrete program which offers positive alternatives to the destructive policies of the Milosevic regime. Democratic think tanks, independent research organizations and expert groups should be supported to develop these alternative policy recommendations. Furthermore, dissemination of this new democratic thinking to the broad public must be encouraged by fostering close cooperation among the think tanks, opposition parties and the independent media." Note the way the NED does not for one moment doubt its right to reorganize Yugoslav civil and political life for the sake of US interests. If you've ever owed money to a bank, you'll know it's not a pleasant experience. Depending on whether they think you're good for the money, the bank will either screw you in the short term or milk you dry over the longer haul. Banks are in the business of making money and generally they'll stop at nothing to get their way. Right now across the world, the lives of millions of people are in the hands of two of the most powerful financial institutions ever created - the International Monetary Fund (IMF) and the World Bank (WB). These banks hold the lion's share of the debt currently owed by the 'Third World'. This debt first accumulated in the '70s when poorer countries borrowed in order to develop their economies. But when the world recession hit in the '80s huge numbers of countries found they couldn't repay their loans - this was when the IMF and WB first stepped in. TURMOIL To understand why the so called 'debt crisis' has happened we need to look back at why the WB and IMF were set up. This relates to when the world economy collapsed for the first time 70 years ago - an event often called The Great Depression. One of the major consequences of the Great Depression was a realisation by those in power that the world's economic system was unstable. This instability has given rise to massive poverty and social turmoil and one of the most worrying consequences of this was the trend towards revolution in Europe, Asia and South America. When World War 2 neared conclusion, bankers and financiers from the Western countries met at Breton Woods to consider how best to minimise future economic instability and collapse. One of the key decisions taken was to set up IMF and the WB. These two institutions would be financed by the Western powers and their primary role would be to 'manage' the international financial markets - releasing money in times of shortage, withdrawing cash in times of surplus. The WB and the IMF played a major role in avoiding a world depression when they took over responsibility for the 'bad debt' incurred by 'Third World' countries by the mid 1980s. Much of this debt was initially owed to private banks like Barclays, Credit Lyons, Chase Manhattan etc. In order to stave off a disaster (and the collapse of a number of major Western banks) the IMF and WB moved in and 'lent' money to a wide range of countries who were about to default on these loans. This saved the big 'private banks' from disaster and it also put the IMF and WB into an unassailable position of power - that they have never relinquished since. FORCE Since the mid 1980s nearly 70 countries in the world have been 'forced' to adopt 'Structural Adjustment Programs' designed and developed by the WB and the IMF. Backed up by the massive economic power of the United States, Japan and the European Union these SAPs (as they are known) were supposed to 'revive' Third World economies. Instead they've led to disaster and massive poverty. Because of SAPs, local economies and wages have collapsed; basic services like sanitation, water, health and education have fallen apart. Meanwhile the burden of debt has been forced onto the poorest of the poor with the result that poverty has increased, life expectancy has deteriorated and infant mortality has soared. While it's not difficult to see why the SAPs have failed (instead of promoting investment they sucked the money supply from local economies) it is important to remember that these programs were never intended to be anything other than harsh. More to the point the SAPs have a played an important role in the long term economic strategy of the West. This strategy is all about making Third World economies more dependent (the word they use is integrated!) on Western needs and in particular more open to exploitation by Western multinationals; SAPs also guarantee the West a massive supply of cheap labour. DEMOCRACY...? The power that the IMF and WB now have is enormous. They are dictating to millions of people about how they should live and in what way. For many their policies mean an early death, or if that doesn't come then a life of harsh exploitation and low wages. What do anarchists say about what should be done? In front of leaders of Milwaukee's African American, Latino, Hmong and American Indian communities, the Green Party presidential candidate affirmed that after three hundred years of racial injustice people of color still get short-shrift when it comes to health care, education, employment, wages and criminal justice. But he also argued that many societal ills, such as police brutality, are tied more to class divisions than racial ones. "Do black residents of (wealthy) Scarsdale get abused by the police? No. When people have economic power in a community, they get their calls returned," Nader said. "Prosperity and economic justice greatly reduces racial injustice, and that's true from the courts to the prisons." Added Nader, "it would be a mistake if we concentrate just on race and not class. They form a mutually-reinforcing vicious circle, and although the most emotionally outrageous things come from racial issues, we have to connect them to the larger picture of class issues." Last week, National Organization of Women president Patricia Ireland joined with several minority business associations in calling Nader "oblivious'' to the issues of minorities and women in his campaign, which represents "a cloistered environment." On Wednesday, Nader said the problems which affect low-income minority communities are the product of the "emergence of two societies -- the very wealthy, and everybody else." He went on to denounce the billions of tax dollars that pay for "gold-plated weapons that even people in the Pentagon privately don't want, ten years after the end of the Cold War, to fight off nonexistent enemies." Instead, Nader said, a "Marshall Plan" could revitalize the nation's inner cities, using money redirected from the military budget, as well as from billions saved by stamping out corporate welfare handouts. Nader is in the industrial heartland to try and revive his campaign in union- heavy states like Wisconsin and Michigan where his support has flagged after reaching as high as 8 percent last winter. Much of the trip is touted as a "Non- Voter Tour" targeting young and disillusioned Americans, with Nader joined by filmmaker Michael Moore, TV star Phil Donahue and other celebrity supporters. Brian Verdin, a Latino activist who works with the Campaign to End Racial Profiling and Angela Davis' Copwatch, said that most minority voters in Milwaukee, where minorities comprise just over half of the population, will probably vote Democratic "because the media has us believing that they're the only game in town." Verdin noted that his state has a long history of progressive politics, including the 1854 inauguration of the Republican Party in Ripon, Wisconsin, based upon an anti-slavery and women's rights platform. He added that Nader seemed more "on our side" than either major party candidate, and that "it's just a matter of us mobilizing people." Another participant at the meeting asked if Nader was familiar with the Million Family March, an upcoming event in Washington D.C. organized by Rev. Louis Farrakhan, and, if so, where the Green Party stood on the march's platform of African-American empowerment. "The basic thrust of that movement is self-empowerment," Nader responded. "We're trying to empower all people, because in this country it's between corporate empowerment and self-empowerment." (AP) -- Immigration officials used forced feeding Friday on an Egyptian who has gone on lengthy hunger strikes during 3½ years of detention. "I don't want to commit suicide or to hurt myself. I want freedom," Nabil Ahmed Farag Soliman, 39, said Friday at the Etowah County Detention Center. In a telephone interview, Soliman said he had a feeding tube in his nose and also was being fed intravenously. Immigration officials executed a force-feeding order on Soliman Thursday by taking him to a Gadsden hospital, where the feeding began. He was then moved to the jail, where the feedings continued. The hunger strike was Soliman's third in 3½ years in the custody of immigration officials, who are trying to deport him as an illegal alien. In the latest hunger strike, he spent six months consuming only liquids and then stopped drinking them Aug. 4. Egyptian authorities are seeking to question Soliman about possible connections to the 1981 assassination of Egyptian President Anwar el-Sadat. Soliman, however, has long contended his nation has him confused with a fugitive, Nabil Ahmed Farag Rezk, who was convicted of the assassination in absentia. Soliman claims he was an importer and exporter in Egypt and a truck driver in the United States. Soliman was fed in accordance with an Aug. 11 ruling by U.S. District Judge C. Lynwood Smith Jr. However, Soliman's attorney, Eric Johnson of Columbia, S.C., said he believes that ruling has been superseded by a ruling a week ago by U.S. District Judge Dennis Shedd, who decided Soliman could continue his hunger strike in accordance with his rights under the U.S. Constitution. Soliman began his hunger strike in Gadsden, then was moved to a facility in Columbia, S.C., for sick immigration detainees. He was moved back to Gadsden on Tuesday. Medical personnel were concerned that because of Soliman's history of peptic ulcers, he might run the risk of triggering a life-threatening hemorrhage. Soliman said Friday he is willing to be deported anywhere except Egypt because he fears for his safety. He said he weighed 185 pounds when taken into custody by the INS and now weighs 120. Soliman said he originally entered the United States in 1991 and was allowed to remain because he married an American. But that marriage ended after three years, which changed his status. In 1997, he was detained and ordered deported until an immigration judge barred him from being removed from the country. The case is still being appealed. Representatives of the American-Arab Anti-Discrimination Committee, based in Washington, said Soliman's case is indicative of many cases they follow, where detainees are held indefinitely. I've saved the following article from the magazine Bible Review for years, for uses such as this, for pompous asses who presume to pontificate about what the Bible teaches regarding homosexuality... The article is written by a rabbinical scholar... June = Bible Review, December 1993, p. 11 DOES THE BIBLE PROHIBIT HOMOSEXUALITY? Jacob Milgrom The biblical prohibition is addressed only to Israel. It is incorrect to apply it on a universal scale. This past Yom Kippur, September 25, 1993, my synagogue invited me to explain the afternoon scriptural reading, the list of forbidden sexual liasons in Leviticus 18. I chose to focus on what is today one of the most frequently quoted passages in the entire Bible, "Do not lie with a male as one lies with a woman, it is an abomination" (Leviticus 18:22). What I said may be both good news and bad news to my Christian friends, depending on their position on gay and lesbian rights. This biblical prohibition is addressed only to the Jews. Non-Jews are affected only if they reside in the Holy Land, but not elsewhere (see the closing exhortation in Leviticus 18, verses 24-30). Thus, it is incorrect to apply this prohibition on a universal scale. But I spoke to my fellow Jews, who are required to observe this prohibition. What is the rationale for this prohibition? In a previous column, I noted that the Bible's impurity rules are part of a symbol system representing the forces of life and death. Israel is required to avoid these impurities and adhere to the laws commanded by God, who promotes the forces of life. Thus in the same chapter we read, "You shall heed my statutues and my rules, by doing them one shall live" (Leviticus 18:5). A man who discharges semen, whether intentionally or otherwise, is declared impure and must purify himself by bathing (a sort of re-baptism) before he is permitted to enter the Temple or touch sacred (sacrificial) food (Leviticus 15:16-18). Why? Because semen stands for life, and the loss of semen symbolizes the loss of life. Note also that in the entire list of forbidden sexual unions, THERE IS NO PROHIBITION AGAINST LESBIANISM. Can it be that lesbianism did not exist in ancient times or that Scripture was unaware of its existence? Lesbians existed and flourished, as attested in an old (pre-Israelite) Babylonian text and in the work of the lesbian poet Sappho (born c. 612 B.C.E., during the time of the First Temple), who came from the island of Lesbos (hence lesbianism). But there is a fundamental difference between the homosexual acts of men andwomen. IN LESBIANISM THERE IS NO SPILLING OF SEED. Thus life is not symbolically lost, and therefore lesbianism is not prohibited in the Bible. My argument ostensibly can be countered by a more comprehensive biblical injunction. The very first commandment, given to Adam and repeated to Noah, is "Be fruitful and multiply and fill the earth" (Genesis 1:28 and Genesis 9:1,7). The descendents of Noah--the entire human race--are duty-bound to fulfill this commandment. But the truth is that we have not only filled the earth, we have over-filled it. This does not mean, however, that the commandment should be thought of as no longer in force--especially among Jews, who have lost a third of their members in our lifetime. I recall an incident during a premarital interview from the early years of my rabbinate. The starry-eyed bride declared her noble intention to have twelve children to compensate for the tragic loss of six million killed in the Holocaust. I gasped, "Must you do it all by yourself?" I have since come to regret my flippant reply. This couple regarded their forthcoming marriage as a sacrament not just between themselves, but with the Jewish people. The problem has worsened for American Jews. Because intermarriage is rife and the Jewish birth rate is low, American Jewry, once at zero population growth, has dipped into the minus column. Were it not for a steady stream of converts, the extinction of American Jewry would be even more imminent. For us the divine command, "Be fruitful and multiply" is truly in force. To Jewish homosexuals I offer an unoriginal solution. As compensation for your loss of seed, adopt children. Although adoption was practiced in the ancient world (as attested in Babylonian law), there is no biblical procedure or institution of adoption. As a result the institution of adoption is absent from rabbinic jurisprudence. Yet there are isolated cases of a kind of pseudo-adoption in the Bible. -Caveat Lector- Regarding the release of oil from the Elk Hill Reserve. This was a politically rigged scam from the beginning. First, all the hype about the oil shortage. Then Al Gore goes around the country calling for Clinton to release the oil from the reserve. Now Clinton announces that he will. So Al looks like a real leader and a hero to those who were going to freeze to death this winter without heating oil. HORSE HOCKEY! The Elk Hill Oil "Reserve" doesn't even belong to the Federal Government anymore. They sold it to Al Gore's buddies at Occidental Petroleum. Nakano ___ " In addition to campaign contributions, Occidental has been a benefactor of Al Gore and his father for many years." The U.S. Energy Department sold Elk Hill Naval Petroleum Reserve to Occidental Petroleum on February 5. The 47,000-acre sale for $3.65 billion is the largest privatization in U.S. history. According to Reuters, Energy Secretary Federico Pena stated: "we are getting the government out of the oil business." However, did they do so legally? A coalition of environmental groups and First Nations challenged the sale in Federal Court, to no avail. The coalition including the Sierra Club, the Southwest Center for biological Diversity, and the Kitanemuk and Yowlumne Nations, sought a preliminary injunction or temporary restraining order. A federal judge rejected the claims February 3. The government wasted no time selling the land, originally valued at $1.5 billion. As of this writing, the judicial opinion is unavailable and the reasons for denying the injunction unknown. All that is clear is that Elk Hill Naval Petroleum Reserve is now the property of Occidental Petroleum. The land is regulated and Occidental still subject to restrictions. The Chevron Corporation previously acquired a 22% interest in the land, and is entitled to 22% of the oil extracted. In addition, the Endangered Species Act still prohibits the "taking" of endangered species by private landowners. They can obtain an incidental take permit provided they take necessary steps to minimize and mitigate the harm to the species. Harm includes habitat modification. Likewise, the National Historic Preservation Act provides some restrictions. Whether the government will enforce these restrictions is unknown. At least for now, it appears the government is out of the oil business. The question to ask now is whether the government is out of the business of protecting our natural and cultural resources all together. The Anti-Terrorism Law, Lincoln Bedroom and $100,000 In 1996, Congress passed and Bill Clinton signed what became Public Law 104-132. This law prohibits anyone in the United States from doing business with countries who are classified as state sponsors of terrorism. At the time, Occidental was pursuing an oil exploration deal with the country of Sudan, which is classified as a state sponsor of terrorism. There was a 6 week period between when Congress passed this legislation and when Bill Clinton signed it into law. It was during this window of time that the chairman of Occidental stayed at the White House and Occidental's PAC gave $100,000 to the Democratic National Committee. In addition to the timing of the sleepover and the donation, a 9 year review of Occidental's political contributions found the amount of this particular donation is unprecedented, doubling the size of any other donation they have made during this period. Bill Clinton and the Exception The anti-terrorism law would have put an end to Occidental's plans in Sudan, but it contained a provision allowing the executive branch to make exceptions. The law went into effect during August of 1996. On the same day that the law became operative, the Clinton administration established an exception that allowed U.S. corporations and individuals to do business with Sudan. Both drivers were rushed to Ballarat Base Hospital after being soaked from the spillage and suffering multiple fractures from the crash. The driver of the utility, a man in his 30s, also suffered head injuries and later died in hospital. The 56-year-old truck driver remains in a satisfactory condition, the hospital's executive director of clinical services, Dr Ian Graham, said. Chemical vapours wafting from the pesticide which had soaked the two men was the main source of the contamination in the emergency services department which was then shut down. Equipment and supplies were affected by the contamination, Dr Graham said. Our staff worked overnight to restock the emergency department and get everything up to operational by 8am this morning, he said. The operating theatre was reopened last night after decontamination by the Country Fire Authority materials group. Fourteen emergency workers and other people who arrived early at the scene were affected by the chemicals, some showing signs of nausea and eye irritation. The Ballarat Base Hospital shifted its emergency care across the road to St John of God Hospital where the 14 patients were treated and discharged overnight, Dr Graham said. Emergency staff did a fantastic job in their temporary location when three more victims of another crash on the Western Highway were brought in for treatment, he said. Ambulance, police and fire crews were called to the departure terminal in response to reports of a ``major gas leak,'' said Andrew Hall, a spokesman for the New South Wales state Ambulance Service. Authorities said 27 people were taken to a hospital and 40 more treated at the scene, authorities said. ``Most have been treated with oxygen and saline in their eyes to ease the irritation,'' said Caroline Hancock, an ambulance spokeswoman. An initial investigation indicated the fumes were caused by a cleaning solvent that spilled into the airport's air conditioning system, said ambulance spokesman Ian Krimmer. ``It was a routine substance used in routine cleaning of air conditioning,'' he said. ``There has been a minor spillage causing a vapor which has caused discomfort to some people.'' The fumes did not disrupt any flights or airport services, and no Olympic passengers were affected, said Sydney airport spokesman Peter Gibbs. ``Olympic passengers in the inbound passenger area were completely unaffected,'' Gibbs said. However, the immigration area and surrounding duty-free shops on the outbound side of Australian customs were closed for about two hours. -Caveat Lector- My husband is currently in Peru. The following couple of paragraphs are his comments, followed by a couple of pieces from "professionals", with some interesting websites at the end of the post. His English suffers after more than a month of speaking mostly Spanish or Quechua. FYI Patty Thanks for the note on Peru. Its amazing how half of Peru loves Fujimori and half hates him. Its a funny split too. Camposinos love him except for those in La Libertad and Iquitos as far as I can tell. In Lima its more divided on class lines..those with good connections love him, taxi drivers love him, intellectuals hate him, business people and most Americans here think hes better than anyone else given the choices and prefer stability. Apparently today or yesterday Fujimori asked for foreign asylum for Montesinos in Panama and Brazil who both turned him down. More of a problem just now here is the oil price problem and the general truckers strike that has been going on in Lima and Chimbote among oterh spots for the past 4 or 5 days. Lima is running out of gas supplies now from the strike. In the sticks theres no issue. Youngers, Washington Office on Latin America Editors: Tom Barry (IRC) and Martha Honey (IPS) Key Points Since taking office in 1990, President Fujimori has concentrated power in his own hands, greatly strengthened the role of the armed forces and SIN, and thwarted political opposition through bribery and intimidation. The recent Peruvian elections failed to meet even the most minimal international standards for a free and fair process, and Fujimori embarked upon an unconstitutional third term, which left the country deeply polarized. Fujimoris decision to call for new elections and dismantle SIN is an important step toward putting Peru back on the path to democratization; however, the situation remains very tense and the position of the military and intelligence services uncertain. When President Alberto Fujimori assumed an unconstitutional third term in July 2000 following fraudulent elections, some Peruvian analysts predicted that growing popular unrest would thwart him from staying in the presidential palace for his full five-year term. Nobody, however, thought that Fujimori would decide to step aside only a few months after the contested elections. In mid-September, Fujimori announced that he would be holding new elections (in which he would not parti-cipate) and that he would dismantle the feared National Intelligence Service (SIN). Fujimoris startling announcement provoked joyous celebrations, as Peruvians across the country took to the streets, honking horns and chanting anti-Fujimori slogans. In the background, however, an ominous power play has intensified involving the president, his national security adviser, Vladimiro Montesinos, and the armed forces. A cloud of uncertainty hangs over Peru, as calls for the detention of Montesinos go unheeded and he appears to continue to orchestrate events from behind the scenes at SIN headquarters. Some Peruvian analysts are referring to a white coup, in which hard-line sectors have gained the upper hand. Peru is now clearly on a different pathpopular sentiment has turned sharply against the Fujimori government, making it ever more difficult for the president to continue in office. Popular protests continue. Yet the path toward democratization is mined with obstacles, unless firm action is taken quickly against Montesinos and other top military leaders. What sparked Fujimoris announcement was the release of a video that shows Montesinos bribing an opposition member of Congress, Alberto Kouri, to switch loyalties and join ranks with the Fujimori coalition in return for a $15,000 monthly stipend and payments to cover campaign costs. In addition to Kouri, at least 17 others recently voted into Congress were bribed or threatened into switching allegiances, thereby allowing the Fujimori government to obtain a majorityin direct defiance of voters wishes and largely delegitimating the present Congress. The source of the leaked video remains a cause for speculation. However, what lies at the heart of Fujimoris apparent demise is an even more sinister action. Information has slowly emerged indicating that high-level military and intelligence officials, including Montesinos himself, have likely been involved in trafficking guns to the Revolutionary Armed Forces of Colombia (FARC), possibly in exchange for drugs. According to press reports, thousands of Russian manufactured automatic weapons were legally purchased from Jordan by the Peruvian military and then secretly delivered to the FARC.
