Pentagon Can't Find Deutch Disks

WASHINGTON –– Pentagon investigators have been unable to locate
computer diskettes that ex-CIA Director John Deutch used to store
a journal when working at the Defense Department, officials say.
The journal contained classified information.

Deutch has declined to be interviewed about the whereabouts of
the disks, created during his tenure as deputy defense secretary
in the mid-1990s, officials said.

"There's no way to tell what their ultimate disposition might
have been without talking to Dr. Deutch, and he has declined
requests for our investigators to talk with him on this or other
topics," Rear Adm. Craig Quigley, a Pentagon spokesman, said.

The investigation of the missing diskettes comes after CIA
officials already concluded that Deutch improperly recorded
government secrets in a private journal about his government
experiences. He stored the journal on electronic storage cards
during his tenure as head of the spy agency.

While the storage cards he used at CIA have been recovered, the
Pentagon was unable to locate the diskettes Deutch created during
his Defense Department days, when he began the journal, officials
said Monday.

The Pentagon has been conducting a damage assessment to determine
if his action jeopardized national security. The Justice
Department also is investigating whether any criminal charges are
warranted.

Deutch's lawyer on Monday declined comment, citing the
investigations. Deutch cooperated with the CIA probe, and earlier
this year apologized for sloppy handling of classified
information.

At CIA's urging, Pentagon criminal investigators began their own
inquiry in February into Deutch's handling of classified
information when he was the No. 2 defense official from 1993 to
1995.

They concluded he began compiling the journal during his tenure
at the Pentagon and stored it on diskettes.

"Dr. Deutch was known to transport these floppy disks in his
shirt pocket," the investigators wrote in their report, which was
obtained by The Associated Press.

The investigators also found Deutch began to experience technical
problems with the disks at the end of his tenure at the Pentagon,
prompting him to change to higher-capacity storage cards at CIA.

The electronic cards can store hundreds of times more information
than a single floppy disk.

According to the final draft report, Pentagon investigators also
found Deutch "declined departmental requests that he allow
security systems to be installed in his residence," where he
sometimes worked on classified documents. His home computers were
sometimes used to access the Internet.

The missing diskettes are likely to focus new attention on the
government's ability to protect its most important secrets – an
issue that has received extensive scrutiny in the aftermath of
the Wen Ho Lee case at the Energy Department nuclear weapons
labs.

Lee was accused of downloading 10 computer tapes of nuclear
weapons design secrets from the labs. Unable to locate seven
tapes, the government charged Lee with 59 felonies and kept him
in solitary confinement for nine months while trying to build a
case against him. The government eventually reached a plea
bargain in which Lee pleaded guilty to a single count of
mishandling nuclear secrets. He also agreed to tell what he did
with the information he admits to having downloaded onto tapes
and unsecure computers.

The government has not charged Deutch with any wrongdoing.

The Pentagon investigators who probed Deutch raised concerns
about lax Pentagon computer security.

They noted that some computers the ex-official used were donated
to schools without the hard drives being destroyed. When
investigators located the computers, they were able to recover
significant Pentagon information.

None of the information was classified, but the investigators
warned that such lax security could result in "the improper
release and use of classified or sensitive information.

"Current policy on what is required to dispose of these types of
hard drives is not clear. We recommend that the department
implement policy that requires the destruction of all computer
hard drives, classified and unclassified, before the computer is
disposed of outside the DOD," investigators wrote.

Cocaine, conspiracy theories and the CIA in Central America

Since its creation in 1947 under President Harry Truman, the CIA has been
credited with a number of far-fetched operations. While some were proven -
the infamous LSD mind-control experiments of the 1950s - others, like the
assassination of John F. Kennedy and the crash of the Savings and Loans
industry, have little or no merit.

In 1996 the agency was accused of being a crack dealer.

A series of expose articles in the San Jose Mercury-News by reporter Gary
Webb told tales of a drug triangle during the 1980s that linked CIA officials
in Central America, a San Francisco drug ring and a Los Angeles drug dealer.
According to the stories, the CIA and its operatives used crack cocaine--sold
via the Los Angeles African-American community--to raise millions to support
the agency's clandestine operations in Central America.

The CIA's suspect past made the sensational articles an easy sell. Talk radio
switchboards lit up, as did African-American leaders like U.S. Rep. Maxine
Waters, D-Los Angeles, who pointed to Webb's articles as proof of a
mastermind plot to destroy inner-city black America.

One of the people who was accused in the San Jose Mercury-News of being in
the midst of the CIA cocaine conspiracy is one of the most respected, now
retired, veteran D.E.A. agents, Robert "Bobby" Nieves.

"You have to understand Central America at that time was a haven for the
conspiracy theorists. Christic Institute, people like Gary Webb, others down
there, looking to dig up some story for political advantage," Nieves said.
"No sexier story than to create the notion in people's minds that these
people are drug traffickers."

But in the weeks following publication, Webb's peers doubted the merit of the
articles. Fellow journalists at the Washington Post, New York Times and
Webb's own editor accused him of blowing a few truths up into a massive
conspiracy.

Amongst Webb's fundamental problems was his implication that the CIA lit the
crack cocaine fuse. It was conspiracy theory: a neat presentation of reality
that simply didn't jibe with real life. Webb later agreed in an interview
that there is no hard evidence that the CIA as an institution or any of its
agent-employees carried out or profited from drug trafficking.

Still, the fantastic story of the CIA injecting crack into ghettos had taken
hold. In response to the public outcry following Webb's allegations--which
were ultimately published in book form under the title Dark Alliance--the CIA
conducted an internal investigation of its role in Central America related to
the drug trade. Frederick Hitz, as the CIA Inspector General-- an independent
watchdog approved by Congress--conducted the investigation. In October 1998,
the CIA released a declassified version of Hitz's two-volume report.

The IG's report cleared the CIA of complicity with the inner-city crack
cocaine trade. It refuted charges that CIA officials knew that their
Nicaraguan allies were dealing drugs. But, the report said that the CIA, in a
number of cases, didn't bother to look into allegations about narcotics And
the Hitz report describes how there was little or no direction for CIA
operatives when confronted by the rampant traffic in drugs in Central
American during the 1980s.

What follows is a closer look at the Hitz report, drawing on interviews with
Frederick Hitz and others interviewed for FRONTLINE's "Drug Wars" series.



When the Marxist Sandinistas overthrew the government of longtime dictator
Anastasio Somoza in 1979, U.S. approval soured when it became clear that the
new regime saw itself as a satellite of Cuba, if not the Soviet Union. When
Ronald Reagan became president soon after, he quietly began sending aid to
those fighting the Marxist government. They were known as the Nicaraguan
Resistance, or more simply, the Contras.

As with Burma, Laos and Afghanistan before it -- where the U.S. had helped
fight wars -- Nicaragua had a narcotics trade--a fact which was brought to
the CIA's attention while the Contra effort was barely off the ground. In
1981 members of the Nicaraguan Revolutionary Democratic Alliance (ADREN) were
working alongside CIA officers to overthrow the new Sandinista government..
As noted in the Hitz report, a cable to CIA headquarters stated that ADREN
leadership had decided to "engage in drug smuggling to the United States in
order to finance its anti-Sandinista operations." The cable stated that an
"initial trial run" had taken place in July 1981, when drugs were transported
via plane to Miami.

In what would prove common during the Contra war, the CIA never followed up
on the allegations, or bothered to verify whether the "initial run" had taken
place, according to the Hitz report. ADR

Theory links plane crashes to secret military 'killer beams' TWA
Flight 800 and Swissair Flight 111 both took off from New York's
JFK airport. Both departed on Wednesday, and both lifted off at
precisely 20:19 hours. Both traveled the same initial route. A
Harvard a professor postulates that both planes crashed as a
result of electromagnetic transmissions of a military origin that
sparked the fire and explosion that felled the passenger jets two
years and 47 days apart.

On July 17, 1996, TWA Flight 800 exploded and crashed into the
Atlantic near East Moriches, Long Island.

Two years and 47 days later, on Sept. 2, 1998, Swissair Flight
111 caught fire and crashed into the Atlantic near Peggys Cove,
N.S.

In the Sept. 21, 2000, issue of The New York Review of Books, an
essay by Harvard professor Elaine Scarry looks at electromagnetic
interference as a possible factor in both accidents. Ms. Scarry
calls on the authorities to investigate her theory vigorously,
and concludes by promising a sequel to examine links not only
between the TWA and Swissair crashes, but also another air
disaster in the same region, the 1999 crash of EgyptAir Flight
990.

Egalitarianism: A Revolt Against Nature
 The libertarian scholarly movement was in its infancy in 1974 when
Egalitarianism as a Revolt Against Nature first appeared. This treatise of
applied libertarian political and economic theory, by Murray N. Rothbard,
shaped a generation of intellectuals that went on to work within the radical
vision of political and economic liberty he championed. This new intellectual
force looked beyond the trappings of conventional left-right thinking, and
hence laid the groundwork for the current intellectual revolt against the
centralized social and economic management of the welfare-warfare state.

And yet the influence of this volume was all out of proportion to its
circulation; because of limited outlets and means, its print run was limited.
Today, the book is very difficult to find; people who own a copy report that
the original bindings are crumbling. At last, then, the Mises Institute has
brought this brilliant work back into print, reset in an edition of outstanding
quality, with a new introduction by David Gordon, along with the old
introduction by Roy A. Childs, Jr., as well as an additional essay not included
in the original.

The book's title comes from the lead essay, which argues that egalitarian
theory always results in a politics of statist control because it is founded on
revolt against the ontological structure of reality itself. It is an attempt to
replace what exists with a Romantic image of an idealized primitive state of
nature, an ideal which cannot and should not be achieved. The implications of
this point are worked out on topics such as market economics, child rights,
environmentalism, feminism, foreign policy, redistribution-and a host of other
issue that are driving public debate today.

All told, this volume collects some of the most sparkling examples of
scholarship and polemics to ever appear within the libertarian tradition.

Historians and anthologists of anarchist thought, in comparing the great
libertarian classics with other schools of political philosophy, have always
been eager to mention the fact that no anarchist theorist has ever been on the
level of a Marx or Hegel. What they have meant by this fact is easy to pin
down: traditionally, anarchist philosophers have not been system-builders and
have not been on as profound a level in analyzing ideas and institutions as
have the great ideologists. Marx is mentioned most frequently, perhaps, as a
contrast, because Marx was equally competent in philosophy, economics, and
history. Furthermore, Marx took a great variety of strands of thought prevalent
in the mid-nineteenth century and unified them into a mighty system of
socialism. Marx, moreover, was the father of a powerful ideological movement
which has had a profound historical impact. And, whatever one may think of the
fact, it is true that compared with Marx, all of the anarchist theorists can be
considered superficial. Not that Warren, Tucker, Spooner, Stirner, Bakunin,
Kropotkin, and Tolstoy, just to mention a few of the most famous anarchists,
were in any way ignorant. Few theorists of any camp, for instance, are as
rigorous, passionate, and systematic as Lysander Spooner. And few considered as
many issues and events as Tucker. Bakunin, too, was the founder of a movement
which, for a time at least, rivalled that of Marx. But after all of this is
said, it remains to be faced: no anarchist theorist has reached the stature,
intellectually speaking, of the great political philosophers in Western
Civilization.

Until now, that is. For within the last few years, libertarians have seen the
initial signs of widespread recognition of the youngest of the libertarian
"superstars": Murray N. Rothbard. Still in his mid-40s, Rothbard's writings
have begun to see the light of day in the New York Times, Intellectual Digest,
and many other prominent publications-left, right, and center. He has appeared
on numerous radio and television shows, including the Today Show, and his ideas
have been debated widely throughout the country. He is stirring up more and
more admirers with the publication of

I now understand my dad and his comments during a NBC white paper about
Vietnam and his telling me how what they we telling wasn't true.

The "official" line told with some good graphics, but was nothing but pablum
to feed the masses. seems to be leading towards some failed drug war hoohaw
and laying groundwork for continued involvement in Columbia.

Relic authenticates Shroud of Turin


OVIEDO, Spain -- Scientists and forensic specialists gathered in
Oviedo, Spain, this week to examine an obscure relic that many
have claimed authenticates the Shroud of Turin -- believed by
many to be the burial cloth of Jesus Christ.

The Sudarium of Oviedo is reportedly the other linen cloth found
in the tomb of Christ, as described in the Gospel of John. The
relic, whose dramatic history is intertwined with the Knights
Templar, Moors, El Cid, saints and bishops, has been in Spain
since 631 A.D.

Meanwhile, in Turin, Italy, the last pilgrims of the Jubilee Year
are winding their way past the Shroud of Turin before the exhibit
closes on October 23.

Verses 5-8 of the 20th chapter of "The Gospel According to St.
John" records, "... he went into the tomb and saw the burial
cloths there and the cloth that had covered his head, not with
the burial cloths, but rolled up in a separate place." This head
cloth, the sudarium, has become the focus of increasing debates
over the validity of the carbon-14 tests on the Shroud of Turin.
The carbon-dating tests set the age of the shroud in the 13th
century, which would make the Shroud of Turin a pious icon at
best, a clever fraud at worst.

However, the scientific community is divided over the shroud
dates because -- with the exception of the carbon dating tests --
medical, artistic, forensic and botanical evidence favors the
authenticity of the shroud of Turin as the burial cloth of Jesus.

One example of microscopic testing that supports the Shroud as
authentic is the 1978 sample of dirt taken from the foot region
of the burial linen. The dirt was analyzed at the Hercules
Aerospace Laboratory in Salt Lake, Utah, where experts identified
crystals of travertine argonite, a relatively rare form of
calcite found near the Damascus Gate in Jerusalem. It is a
stretch, say researchers, that a 13th century forger would have
known to take the trouble to impregnate the linen with marble
dust found near Golgotha in order to fool scientists six hundred
years later.

The debate over the authenticity of the Shroud of Turin is
elevated by the new discoveries resulting from the studies on the
Sudarium of Oviedo. Unlike the Shroud, the Sudarium, which
covered the face of Christ for a short time before the body was
wrapped in the longer burial cloth, does not carry an image of a
man. Instead, the cloth, held against a face of a man who had
been beaten about the head, shows a distinct facial impression
and pattern of stains. The cloth is impregnated with blood and
lymph stains that match the blood type on the Shroud of Turin.
The pattern and measurements of stains indicate the placement of
the cloth over the face.

These patterns have been extensively mapped to enable researchers
to compare the markings and measurements with those of the Shroud
of Turin. These measurements and calculations, digitized videos
and other forensic evidence indicate that the Sudarium of Oviedo
covered the same head whose image is found on the Shroud of
Turin.

Part of Jewish burial custom was to cover the face of the dead,
sparing the family further distress. The sudarium, from the Latin
for "face cloth," would have been wrapped over the head of the
crucified Christ awaiting permission from Pontius Pilate to
remove the body. Stains made at that time indicate a vertical
position with the head at an angle. There are stains from deep
puncture wounds on the portion of the cloth covering the back of
the head, consistent with those puncture marks found on the
Shroud of Turin, theoretically made by the caplet of thorns.

A separate set of stains, superimposed upon the first set, was
made when the crucified man was laid horizontally and lymph
flowed out from the nostrils.  The composition of the stains, say
the Investigation Team from the Spanish Centre for Sindology, who
began the first sudarium studies in 1989, is one part blood --
type AB -- and six parts pulmonary oedema fluid. This fluid is
significant, say researchers, because it indicates that the man
died from asphyxiation, the cause of death for victims of
crucifixion.

Recently, Dr. Alan Whanger, professor emeritus of Duke
University, employed his Polarized Image Overlay Technique to
study correlations between the Shroud and the Sudarium. Dr.
Whanger found 70 points of correlation on the front of the
sudarium and 50 on the back.

"The only reasonable conclusion," says Mark Guscin, author of
"The Oviedo Cloth," "is that the Sudarium of Oviedo covered the
same head as that found on the Shroud of Turin." Guscin, a
British scholar whose study is the only English language book on
the Sudarium, told WorldNetDaily, "This can be uncomfortable for
scientists with a predetermined viewpoint; I mean, the evidence
grows that this cloth and the Shroud covered the same tortured
man."

of White House Chief of Staff John D. Podesta who not only is the
scandal-control person of the Clinton-Gore White House, but
documents show is deeply enmeshed in the e-mail scandal. Mr.
Podesta’s testimony arises in Judicial Watch’s $90-million
Filegate class action lawsuit.

“Whether Mr. Podesta is willing to admit it or not, the hard fact
that the e-mailgate scandal reached as high as his office shows
it is likely that Mr. and Mrs. Clinton also are part of the
coverup,” stated Judicial Watch Chairman and General Counsel
Larry Klayman.

“Mr. Podesta’s testimony will be most illuminating even if, like
some other witnesses, he claims a faulty memory. There are plenty
of witnesses who do remember what happened and, if Mr. Podesta
does not, the preponderance of the evidence will weigh heavily in
favor of the Plaintiffs, who are requesting stiff penalties and
sanctions,” added Judicial Watch President Tom Fitton.

Lawmakers, Advocacy Groups Sue Clinton Administration Over ''Junk
Science''

(CNSNews.com) - The Clinton Administration ignored the law and
scientific standards in an effort to complete a global warming
report and release it later this month, according to a group of
lawmakers and advocacy groups.

Sen.  James Inhofe (R-Okla.) said the Administration circumvented
the law for purely political reasons.

"The Clinton Administration has conspired to overturn the intent
of Congress and evade federal laws in order to release a slanted
report on global warming in a transparent effort to help the Gore
campaign," Inhofe said at Capitol Hill news conference.

That's why Inhofe joined Representatives Joseph Knollenberg
(R-Mich.) and Jo Ann Emerson (R-Mo.), the Competitive Enterprise
Institute , Consumer Alert, the 60 Plus Association, and science
journalist David Wojick in the lawsuit against President Clinton
and the White House Office of Science and Technology Policy
(OSTP).

The lawmakers and lobbying groups expect to file their lawsuit
this month.  They say public comment should have been included in
the report.  Moreover, they accuse the OSTP of using "junk
science" to try to substantiate claims of global warming.

In the suit, they accuse the Clinton Administration of breaking a
federal law called the Federal Advisory Committees Act that
requires policy-making meetings to be open to the public and
attended by a designated officer to oversee procedural rules.

The journalist involved in the suit claims these rules were
violated when he was asked to leave the meetings and denied
access to documents given to other meeting attendees.

The suit further alleges that the administration broke a federal
law specifically requiring that the scientific conclusions
presented in the report be first put through legitimate
scientific experiments and then published in peer-reviewed
journals.

"We are asking a court to declare this report unlawful and to
require the administration to rewrite it in accord with proper
procedures as clearly stipulated in law," said Inhofe.

The global warming report is known as the National Assessment
Synthesis Report, or "National Assessment on Climate Change."
Originally requested by Congress no later than 1994, the report
was supposed to explain the science and the uncertainties
surrounding the theory of man-made global warming.

The suit also alleges violations of the U.S.  Global Change
Research Act, charging that the OSTP wrongfully directed the
council drafting the global warming report to expand its work
outside the scope of its legal authority and delve into
non-scientific, political areas.

The Clinton Administration is also accused of violating a law
prohibiting the use of taxpayer money for the release or
publishing of the report before the underlying scientific work is
complete.

The White House did not return calls seeking comment.

There are some pretty strange things in Nature which we don't understand. There are 
species which change gender. There are insects which can mimic other life-forms as

Heh. If you have a spare $50, or a very broad-minded public library, try reading 
through The Truth Will Set You Free. The scholarship on his website is something else. 
They published as fact an article written some years ago in a gaming magazine about 
the 'Serpent People' of ancient Lemuria who still walk among us. The article in 
question was for a role-playing game, which seems to have evaded the researcher's 
notice. I don't know if Icke himself posted it there, but I'm sure he would be aware 
of it.

The first auction of a cloned animal raises $82,000 for an unborn calf
A clone of Mandy, a prize dairy cow, raised $82,000 at an auction on Friday
at the World Dairy Expo in Madison, Wisconsin. It was the first time a clone
had been offered for commercial sale, says biotechnology company Infigen.

Infigen is so confident in its techniques that the clone has not yet been
created. But the promised exact genetic copy fetched nearly seven times the
price of Mandy's normal calves. As a two-year-old Mandy was valued at
$100,000.

Infigen thinks commercial cloning of cattle is now viable. But not all
experts agree. "At this stage of the development of the technology, this is
probably a publicity issue rather than the start of a genuine commercial
service," says Harry Griffin of the Roslin Institute in Edinburgh, where
Dolly the sheep was cloned.

Techniques for cloning cattle are more advanced than for any other species,
Griffin says. But he thinks there are important welfare issues to consider.
Cloned cow embryos often don't develop properly. Some grow larger than
normal, creating health risks for the mother and calf during birth. The
clones may also die prematurely.

"A 1998 report by the UK Farm Animal Welfare Council recommended that the
problem of large calf syndrome should be solved before cloning becomes a
commercial reality here," Griffin says.

Price to drop
Mandy will be cloned in December, says Infigen spokesman Peter Steinerman.
The heifer will be due nine months later.

It will be produced using nuclear transfer, the technique that created Dolly.
Infigen technicians will fuse an unfertilised egg with a cell taken from the
cow's ear. The embryo will be grown in the laboratory and then implanted in
surrogate mothers.

Infigen is claiming only a 5 per cent success rate in developing viable
embryos from fused cells. But it thinks this will be sufficient for the
process to be commercially successful. It hopes soon to be selling cloned
calves for $25,000, and expects this price to fall as the technique is
improved.

Public concern
In Britain, there is no law against farmers buying cloned cattle, says
Griffin. But Phil Hudson of the National Farmers Union thinks many will be
wary.

"If farmers in Britain wanted to buy these animals, they'd have to consider
the implications. There would be a number of issues to consider, including
animal welfare and public perceptions. Perceptions carry a lot of weight."

In Japan, there was widespread public concern in April following a newspaper
report that unlabelled "cloned" beef had been on sale for four years. The
beef had in fact been produced using embryo splitting, which doesn't involve
cloning an adult animal. Early embryos are surgically split and the separated
cells go on to develop into identical calves.

Milking profits
The cloned calves are expensive, possibly too expensive for most farmers says
Griffin.

"The average cow costs £800 to £1000. It's very much touch and go whether the
costs can be brought down so the average farmer can benefit."

Many scientists think the future of cattle cloning lies in pharmaceutical
production, rather than in making copies of prize farm animals. Infigen is
also developing cloned herds of cows genetically engineered to produce
therapeutic proteins in their milk.

Almost everybody from outside the region
who pays close attention for any period of
time comes away with a deep sense of
sadness about the Middle East. To see so
many people with so much potential locked in
resentment, hatred and struggle induces
frustration. Why can't they get beyond these
animosities and develop, for starters, a
free-trade region -- which wouldn’t
necessarily require people to like one another,
merely be willing to make money from them
– from which everybody would benefit?

This " peace plan " was started to create a free trade region in
the Mid-East. This is precisely why it failed. It never satisfied
the real issues.

There ARE people who don't think that money is the most important
thing in the world. Stupid capitalist moron. Libertarians are total

Sad Triumph of Reality

Nobody wants to acknowledge the
possibility that the current violence in
Jerusalem is not so much an anomaly as
something like the release of pent-up
hostilities on both sides that have been
papered over – that there are simply too
many unresolved hostilities between
Palestinians and Israelis to make talks of a
"peace process" anything other than
something of a sad delusion. Yet the
possibility, however unpleasant, should be
considered. A peace process based on wishful
thinking is hardly likely to yield a peace that
will last beyond the next provocation, real or
imagined.

The desire for peace, even when flavored by
something less noble, like a desire for a
legacy, is generally commendable. But while I
bow to few in my insistence that violence and
hostility are no solution to almost any given
problem, it also seems to be the case that a
peaceful solution to a given problem, like a
fine wine, cannot be rushed. To most of us
who have paid attention from time the
Israeli-Palestinian situation is particularly
frustrating.

On any number of issues, almost anybody can
see from the outside that insistence on a
particular negotiating position by one side or
the other is a non-starter. And you just know
that, for example, in the old days when Israeli
governments refused to negotiate with Yassar
Arafat and his minions because the Palestine
Liberation Organization was viewed as a
"terrorist organization," the stance was taken
in part from at least a semiconscious
resolution not to go too far down the
negotiating path because most Israelis simply
weren’t ready yet.

To see the leaders of the two sides dutifully
trekking to Paris to visit with the Ambassador
Extraordinaire of the imperial power in
Washington is particularly disturbing and
most unlikely to hasten the day when
differences in the area are resolved or at least
put to one side for a while.

LOCKED IN HOSTILITY

Over the years the two sides locked in
hostile embrace came to know one another’s
buttons well enough that they could push
them at will while maintaining to the U.S. and
other well-meaning busybodies that they
were trying – really, really trying – to find a
basis for a just and lasting peaceful
settlement. I still believe that the potential of
the people of the Middle East is so great that
peace will ensue eventually as the
multifarious costs of war and hatred make
themselves more apparent. But conversations
with partisans of both sides have made me
believe that the time is not this year and
probably not next year or the year after.

I would love to be wrong about this. But
events of the last week suggest that those
who thought peace was at hand, needing only
the right combination of nudges and promises
to come to fruition, preferably before January
when Bill Clinton leaves office, were less
realistic.

It is possible, of course, that the current
violence will prove so shocking to people in
Israel and in the area controlled by the
Palestinian Authority, so horrific a reminder of
what the alternative to peace entails, that
they will redouble the peace efforts and find a
way to get to an agreement. Death and
violence are often part of the process of
inducing enough war-weariness to begin the
search f

It's Time to Shoot the Bastards

For years, Garry Watson, 49, of little Bunker, Mo., (population 390) had been
squabbling with town officials over the sewage line easement which ran across
his property to the adjoining, town-operated sewage lagoon.

Residents say officials grew dissatisfied with their existing easement, and
announced they were going to excavate a new sewer line across the landowner's
property. Capt. Chris Ricks of the Missouri Highway Patrol reports Watson's
wife, Linda, was served with "easement right-of-way papers" on Sept. 6. She
gave the papers to Watson when he got home at 5 a.m. the next morning from
his job at a car battery recycling plant northeast of Bunker. Watson
reportedly went to bed for a short time, but arose about 7 a.m. when the city
work crew arrived.

"He told them 'If you come on my land, I'll kill you,' " Bunker resident
Gregg Tivnan told me last week. "Then the three city workers showed up with a
backhoe, plus a police officer. They'd sent along a cop in a cop car to guard
the workers, because they were afraid there might be trouble. Watson had gone
inside for a little while, but then he came out and pulled his SKS
(semi-automatic rifle) out of his truck, steadied it against the truck, and
he shot them."

Killed in the Sept. 7 incident, from a range of about 85 yards, were Rocky B.
Gordon, 34, a city maintenance man, and David Thompson, 44, an alderman who
supervised public works. City maintenance worker Delmar Eugene Dunn, 51,
remained in serious but stable condition the following weekend. Bunker police
Officer Steve Stoops, who drove away from the scene after being shot, was
treated and released from a hospital for a bullet wound to his arm and a
graze to the neck.

Watson thereupon kissed his wife goodbye, took his rifle, and disappeared
into the woods, where his body was found two days later -- dead of an
apparently self-inflicted gunshot wound.
Following such incidents, the local papers are inevitably filled with
well-meaning but mawkish doggerel about the townsfolk "pulling together" and
attempting to "heal" following the "tragedy."
There are endless expressions of frustration, pretending to ask how such an
otherwise peaceful member of the community could "just snap like that."

In fact, the supposedly elusive explanation is right before our eyes.

"He was pushed," Clarence Rosemann -- manager of the local Bunker convenience
store, who'd done some excavation work for Watson -- told the big-city
reporters from St. Louis.

Another area resident, who didn't want to be identified, told the visiting
newsmen, "Most people are understanding why Garry Watson was upset. They are

You see, to most of the people who work in government and the media these
days -- especially in our urban centers -- "private property" is a concept
out of some dusty, 18th century history book. Oh, sure, "property owners" are
allowed to live on their land, so long as they pay rent to the state in the
form of "property taxes."

But an actual "right" to be let alone on our land to do whatever we please --
always providing we don't actually endanger the lives or health of our
neighbors?

Heavens! If we allowed that, how would we enforce all our wonderful new
"environmental protection" laws, or the "zoning codes," or the laws against
growing hemp or tobacco or distilling whisky without a license, or any of the
endless parade of other malum prohibitum decrees which have multiplied like
swarms of flying ants in this nation over the past 87 years?

What does it mean to say we have any "rights" or "freedoms" at all, if we
cannot peacefully enjoy that property which we buy with the fruits of our
labors? In his 1985 book Takings, University of Chicago Law Professor Richard
Epstein wrote that, "Private property gives the right to exclude others
without the need for any justification. Indeed, it is the ability to act at
will and without need for justification within some domain which is the
essence of freedom, be it of speech or of property."

"Unfortunately," replies James Bovard, author of the book Freedom in Chains:
The Rise of the State and the Demise of the Citizen, "federal law enforcement
agents and prosecutors are making private property much less private. ...
Park Forest, Ill. in 1994 enacted an ordinance that authorizes warrantless
searches of every single-family rental home by a city inspector or police
officer, who are authorized to invade rental units 'at all reasonable times.'
... Federal Judge Joan Gottschall struck down the searches as
unconstitutional in 1998, but her decision will have little or no effect on
the numerous other localities that authorize similar invasions of privacy."

I run links to a lot of articles that I think are of interest. Some I
basically agree with, some I violently disagree with, but none of them do I
think are a waste of time. Like this one. It provides a useful overview, and
I keep thinking that somewhere, somewhen, someone will get a clue. I've long
given up caring whether they do or not.
That being said, I have to make a few comments on this series of jpegs of
pages from the From the Wilderness story of PROMIS. Some of the comments may
hurt; but the truth often does. When you play with fire, you acquire a
responsibility, and irresponsible people should shut the fuck up.


Item: "While we do not claim to be worthy of pulling Excalibur from the stone
. . ."
Item: ". . . one of three best informed open sources on the story in the
world, William Tyree."
Comment: Is there some discrepancy here? "I don't have a clue, but I can
authoritatively tell you here is a world expert on the subject." It's like:
"I don't know anything about history, but my neighbor, who is older than I,
is a genius in the subject."


Item: "The First Rip Off"
Comment: This wasn't the first rip-off. The first rip-off was when Bill
Hamilton took a program created with public funds, and attached his and
Inslaw's name to it. That was the first rip-off. The second rip-off was that
of Meese/Brian/Lowell et al.


Item: "Confidential documents obtained by FTW indicate that much of the AI
development was done at the Los Alamos National Laboratory and Sandia Labs .
. ."
Comment: Don't forget to read that top-secret document Fostergate, by Jim
Norman.


Item: "So meticulously researched and documented is the book [The Last
Circle] that FTW's researcher 'The Goddess' has fact checked it and found it
flawless."
Comment: Gee, if I had stolen a collection of Michael Riconosciuto's files, I
could write a good summary of them also. It's amazing the number of people
who have turned themselves into "geniuses" by ripping off Riconosciuto.
That's okay, I guess. Riconosciuto still has plenty of genius left over.


Item: "The Last Circle describes in detail how Promis software was modified
by Riconosciuto to allegedly include the back door 'eavesdropping' capability
but also enhanced with one form of AI and subsequently applied to the
development of new weapons systems including 'ethnospecific' biowarfare
compounds capable of attacking specific races."
Comment: If the writer gets time, he will find it helpful to actually read
the book. Then he won't sound like such a clueless asshole. It's really not
necessary to tie everything Riconosciuto was involved in to the PROMIS
software. To do so becomes implicit disinformation distracting from the very
real and everyday role PROMIS played in the financial world. Next we are
liable to hear that PROMIS keeps track of worldwide methamphetamine
distribution. Come on. Give everyone a break.


Item: "Bill McCoy, a loveable sixty-something giant"
Comment: In one of my Vince Foster posts, I asked if Dee Dee Myers gave Vince
Foster a blowjob the day he died. Unlike some of the questions I asked, I
already knew the answer to this one. I never provided details, because I
don't consider other people's blowjobs any of my business--except that this
was relevant to the story.
Bill Hamilton was appalled at this piece of crassness. Even Sarah McClendon,
God bless her lovable old soul, was shocked. (Sarah was a tireless defender
of the Clintons, but she was assisted in this by some of her top sources,
such as an in-law who was head of the Defense Intelligence Agency [DIA]. So
she was regularly fed slanted information, stemming from Clinton's Devil's
Pact with the defense establishment, a part of which involved helping the DIA
crowd-out the CIA to take over the intelligence apparatus. In any event,
Clinton sent his covert jobs to the DIA, and bypassed the CIA.)
But McCoy thought my question was funny (and not inappropriate), and he
called me up and we had a good laugh about it. McCoy was always okay in my
book, and I was saddened by his death.

 The significance of the current violence between Israelis and
Palestinians
 should not be underestimated.

 It originates in both the deepest fears of both sides and in the
basic
 global and regional geopolitics. Its outcome is to force both
sides to deal
 honestly and openly with the fact that their fundamental hopes
and
 aspirations are incompatible. The situation is dangerous.

 Weeks after it ended, the Camp David summit has effectively
destroyed
 the center – and the centrists – in the political lives of
Israelis and
 Palestinians. With both at the mercy of their hard-line
opponents, Yasser
 Arafat’s leadership will probably survive, while that of Israeli
Prime
 Minister Ehud Barak probably will not. The peace process itself
has been
 mutilated beyond recognition.

 The root of the violence lies in the primordial terrors of two
peoples. For
 the Jews, the defining experience of the epoch was the Holocaust.
Two
 existential principles were derived from the Holocaust: The first
was that
 even the most civilized people cannot be trusted, and the second
was
 that Jews could trust only themselves. No promises, no
agreements, no
 paper could provide safety. Israel learned from the Holocaust
that there is
 danger everywhere and to trust no one.  Regardless of what the
 Palestinians say, they mean to annihilate the Jews.

 For the Palestinians, the primordial event was their forced
expulsion from
 their home. They recall two things: the remorselessness of the
Israelis
 and the fact that no one, including their Arab brothers, would
reverse
 their catastrophe. Beneath the rhetoric, they were alone. No UN
 resolution, no Arab League summit could assist them. No one would
help
 them return to their homes or even aid them in their diaspora.
The Israelis
 meant to deny them any solution, regardless of what they said.

 Nothing can be done about these primordial sensibilities because,
in a
 very real sense, they are both true. The best that can be
achieved is to
 soften the harshness of the vision. The means to that end can be
found in
 the accommodations of everyday life. The paradox is that Israelis
and
 Palestinians can accommodate themselves to each other much more
 easily on a practical, day-to-day basis, as long as they don’t
have to face
 fundamental questions.

 The recent Camp David meetings forced everyone to face the
fundamental
 questions again. Would Israel make room for a Palestinian state?
Would
 that Palestinian state have troops that could make war with
Israel? Who
 controlled Jerusalem? In practical terms, Israelis and
Palestinians were
 making accommodations. Neither could formally admit the
 accommodations they were making because that would require them
to
 face, and put aside, their primordial fears. That was impossible.
 Nevertheless, the Americans tried.

 Thus, the geopolitical irresistible force – the United States –
has now
 collided with the psychological immovable object – national
terrors. The
 United States is the inescapable reality of the region. It
underwrites
 Israeli defense capabilities; Israel cannot ignore the United
States.
 Therefore, the Palestinians must define themselves in terms of
American
 will. For the United States, all matters involve problem solving.
The
 concept of a problem that is insoluble is offensive to
Washington. The
 concept of a problem becoming worse when you try to solve it is
 incomprehensible.

 The results were the pictures of Palestinian police firing at
Israeli troops
 and of Palestinian children cowering before Israeli soldiers.
There was a
 direct line between Camp David and those pictures. Camp David
opened
 the possibility of both sides abandoning their fears. Jews were
supposed
 to accept the idea of a Palestinian nation-state that did not
threaten to
 annihilate them. Palestinians were supposed to accept the idea
they
 would never return home and that they could trust the Israelis to
let them
 live in autonomy and peace. Two people w

prepared by Palestinian Media Watch :

The following announcement of the Fatah was published in Al-Hayyat
Al-Jadeedah, the PA-s newspaper, on 8 October 2000 and read on
Palestinian television:

ANNOUNCEMENT FROM THE SUPREME COUNCIL OF THE FATAH MOVEMENET

1 - The Fatah movements emphasizes the continuation of the Al Quds
Intafada in all of its activities.  The Fatah movement calls for its
brave sons who stand at the front lines in all the disturbances to
continue their great struggle and even to increase it in the course
of the coming days.

2 - The Fatah movement gives its blessings and support to our
brothers in the security apparatus, security forces and police, who
defend with their blood the souls of their nation.  Blessings and
support also to the guns of Fatah.

3 - The Fatah movement calls on our public to boycott Israeli
products.  There are substitutes in the Palestinain markets.  Fatah
calls on businessmen to stop the importation of goods from Israel and
calls on advertising agencies not to advertise them.

4 - The Fatah movement calls on the masses of our nation to prevent
the activity and movement of the joint patrols in areas of the
Palestinian National Authority.  Likewise the movement calls for an
end to security cooperation.

5 - The Fatah movement calls for the bypass roads to be closed and
that the movement of settlers to be interfered with.

6 - The Fatah movement blesses and strengthens all the Arab and
Islamic nations in light of their historical position and their
protests everywhere in the world, something that strengthens the
struggle of the Palestinain people.  The movement calls for them to
continue and express their support in the struggle of the Palestinian
people.

7 - The Fatah movement calls on our masses to respond to the calls of
the national and Islamic forces and organize Intafada activities.
The movement calls for the strengthening of Palestinian national
unity and to rise above everything that divides.

8 - The Fatah movements calls for the negotiations to end and to
dedicate attention and coverage to the goal of strengthening the
Intafada.  Likewise, the movement declares that it blesses the
decision to hold an Arab summit.

9 - The Fatah movement announces the return to studies in our schools
starting tomorrow Sunday 8/10/00.

10 - The Fatah movement calls for stores across the homeland to
remain open until 13:00 each day.

11 - The Fatah movement calls on the masses to participate in the
procession of the women on Tuesday at 12:00 10/10/00 across the
homeland.

12 - The Fatah movement calls on the masses of the Palestinian public
and the Arab and Islamic nation to participate in processions of rage
this coming Friday 13/10 after Friday services.

The Fatah movement blesses our nation on the liberation of Joseph's
Tomb, with the assistance of the Fatah fighter, on the way towards
the liberation of the rest of the strongholds and the liberation of
the homeland from its chains.

The Potential Impact of Dedicated Intelligence Internet Sites on the Role of
US Army Counterintelligence as a Force Multiplier

Introduction
This paper proposes creating dedicated intelligence Internet web sites for
Army strategic and tactical CI units. These sites will be accessible from
anywhere in the world by Army intelligence personnel through designated Army
core groups. The intent of this system is to create a common user data base
for tactical and strategic CI Army elements, assist in the cross-training of
tactical and strategic assets within the Army, and maximize resource
capability to fulfill their force protection role. Within the next two
years, other military departments will develop their intelligence networks
and common data bases, which will be followed by national level intelligence
agencies. The ultimate goal is to develop a data base, which will provide
National Military Strategy (NMS) and National Security Strategy (NSS)
leaders an evaluated product derived from information provided by the entire
U.S. intelligence community. Such a system does not currently exist. Also
suggested are several ways this kind of system could facilitate the training
and mentoring of CI personnel stationed worldwide.

Within the context of this paper, counterintelligence (CI) is defined as
"identifying, exploiting, and neutralizing a foreign intelligence service
threat against Department of the Army personnel, equipment, facilities, and
installations." Protection of these elements become a force multiplier for
the warfighter. Today this role includes preventing technology transfer,
which becomes a major force protection measure.

Impact of Downsizing and Absence of Common Data Bases
Downsizing has dramatically reduced the size of the strategic and tactical
CI workforce in the Department of Defense, and, in particular, within the
Army. To meet this challenge, the US Army is using current information
technology to effectively husband its limited resources. Although there are
numerous secure intelligence communications systems within the Army,
information is compartmented and rarely shared with other units. Common
accessible data bases are not widespread within the Army, much less within
the US intelligence community at large. Duplication of effort within the US
intelligence community does not markedly improve support to the NMS or the
NSS. Creating the means to securely transmit and receive classified
information from multiple users located around the world will result in a
system capable of providing national leaders with a total product, not one
developed from a single intelligence service.

If Army CI is to prepare for the 21st Century, it must begin using
information technology now to understand its capabilities and potential
applications. We must rapidly integrate technology "know-how" into all
facets of CI, if we are to marshal our limited resources to fulfill mission
needs.

The level of experience in many Army Military Intelligence Resident Office
has been radically reduced as a consequence of the downsizing of the Army's
CI workforce. In 1994, for example, there were 22 members assigned to the
National Capital Region Resident Office (NCRRO) at Fort Belvoir, Virginia.
Today there are only three. According to Paul Godlewski, Special Agent in
Charge of the NCRRO, he has 16 years of military service and the remaining
two members have five years each. (Godlewski, 14 Nov 96) NCRRO is not an
isolated example of the impact of downsizing within the Army's CI community.
If CI is to contribute to force protection by the prevention of technology
transfer, then innovative ways of using information technology must be
created, explored, and, above-all, shared.

Intelligence personnel are beginning to routinely use available technologies
to gather supporting information for investigative leads or to fulfill
assigned functions, such as, preparing a Subversion and Espionage Directed
Against the Army (SAEDA) briefing. For example, an effective SAEDA
unclassified briefing can be developed by using the Internet to access the
Country Study Fact Sheets produced by the Central Intelligence Agency (CIA)
or the Department of State (DOS).

Unfortunately, successful ventures or accomplishments are generally not
recognized by higher headquarters, and as a consequence, success stories are
not disseminated throughout a core group command. Higher headquarters are
interested in statistical results; not necessarily the methodology used to
acquire the end product. This trend must be reversed if technology transfer
is to be identified, tracked, and defeated by today's small Army CI
contingent. Secure web sites will allow peers, friends, mentors to
brainstorm the "how to" attack a problem. This aspect of the proposed system
will energize critical thinking throughout the entire system, as opposed to
relying on appointed leaders to resolve issues. T

The only thing I can tell you is that the rituals Satanists use are taken verbatim 
from the Roman Catholic
mass, but as I said, turned upside down and inside out...so you have a mass, replete 
with high priest offering
a host, etc.  This is why you find Satanists breaking into churches -- usually 
Catholic -- and consecrated
graveyards, to steal religious objects, especially items used in conducting mass.  And 
just as in Roman
Catholicism the priest is considered a necessary intecessor between the worshiper and 
God, so too in Satanism
one needs a priest to act as intecessor between the worshiper and Satan...

This is only one of many differences between Satanism and pagan/Wiccan religions; in 
the latter religions,
while a priest and/or priestess is often used in rituals, their role is one of 
facilitator, and never is the
claim made that one can only reach the diety of choice via the priest or priestess, 
rather it is stressed that
each and every worshiper has the ability to contact the divine on their own (albeit

Farewell to Australia! Bronfman again involved in destroying a once proud
nation, that should now hang its head in shame.

This file was once proudly on the internet in Australia. It appeared to have
been Bronfmanized, Censored, and Banned. But we found it anyway, and in the
due course and process of a FREE PRESS, we recovered the file and make it
available once again to the humans left in Australia. To our surprise while
hacking around the net. we find Bronfman is pulling the puppets strings in

1. In 1793, Matra and separately Young proposed colonial plans for Australia.
Matra was a mid-shipman on Cook's great voyage, and Young a well-regarded
naval officer. Together with the support of Sir Joseph Banks, each proposal
saw the use of convict labour as a means of colonising Australia.
Exploitation of this new land of was the main objective. As Sir Joseph Banks
was a personal friend of the King, George III, and was highly influential
amongst Privy Councillors and Directors of the East India Company, his
personal endorsement was absolutely critical.

These three elements:
(a) The Crown;
(b) its advisers the Privy Council and
(c) the East India Company, were crucial to the legal foundation in the UK of
the colony of New South Wales.

2. So little was the interest of the Imperial Parliament that Governor
Philip's legal status under the Letters patent was of questionable nature,
and nought was done.

Besides, until Napoleon was defeated in 1815, even less was done, with the
first years being a matter of fending off starvation. 3. The first great
Govenor was Lachlan Macquarie, from 1810-19. He was the first to use the word
"Auatralia". He cleaned up the debauchery and rum-swilling of Bligh's
goverorship and twice attempted to introduce monetary control and an
Australian peoples' bank.

The Privy Council twice countered that this was beyond his letters of
Commission and to desist and immediately. The second time, he resisted using
using distance and time for correspondence back and forth, achieving much
good.

The Privy Council replied by appointing Commissioner Bigge. Lord Bathurst,
Secretary of State for the Colonies gave Bigge instruction to report "on any
ill-considered compassion for convicts", ensure transportation was "an object
of real terror" and to recommend the establishment of harsher penal
settlements.

One of our great Governors was to be humiliated by the application of the
most unjust treatment from the British aristocrats. Macquarie was a
professional soldier of humble birth, so the prejudice was ingrained and the
aristocrats acted with vengeance. 4. A century later Otto Neimeyer was sent
to the colonies to do the same job on another man of humble birth, Premier
Jack Lang. The way the British aristocracy saw the means of "controlling" the
Great Depression was to starve the Australian people to submission, even to
death!

5. In the late 189O's, the then Secretary of the Colonies, Joseph
Chamberlain, completely outwitted our Colonial representatives at federation,
in the modification of the appeals to the Privy Council.

The Privy Council was little worried about local matters of laws in the
Colonies, but ensured the Commonwealth of Australia remained technically a
colony of the British Empire, and that the exploitation of Australia's
resources was protected by the final Empire Court, the Privy Council.

In fact, at federation, such a new Empire Court was proposed, and the
Imperial Parliament used this as a bargaining point. It was never formed.

6. Post WW I and the formation of the League of Nations, the tenure of
British rule and the Empire was slipping. After WW II, it was fading further
as the ravages of the war had left British foreign affairs in a unsound
position.

Well the British aristocrats needed to protect their Australian assets and
thus ensure continuing exploitation. The mining giant Rio Tinto
(Australianised to CRA, Conzinc Rio Tinto) and the pastoral house, Dalgety,
are good examples of empire building and exploitation.

In 1953, the pro-British element achieved probably their greatest coup with
the passing of the Double Taxation Act, 1953, through our Federal Parliament
This allowed initially the British to export profits without being taxed in
Australia, but worse, our Governments until at least 1996 have negotiated
like bilateral agreements under this Act with most other countries.

7. The previous great coup was in 1924, when they commenced the destruction
of King O'Malley's great peoples' bank, the Commonwealth Bank and the rise to
Chairman of Massey-Greene, one of the most powerful Collins' Street
businessmen in Australia.

Every new technology in history has always first been introduced and
(ab)used by the established
powers, in support of their activities, particularly war and policing, and
as an instrument of controlling
public opinion and suppressing alternative thought and action. At the same
time, every new medium has
always and can always also be used as an instrument of liberation, better

WASHINGTON - What's behind Washington's huge, expensive military
intervention to combat drugs in Colombia?
Last week, the actions of the House Republican leadership suggested one
possible answer:
procurement.  The Republican Congress, it appears, wants to help American
defense firms sell helicopters for use in Colombia - and to obtain the
prices they want for these copters.
This is not all that unusual.  In fact, it's a classic example of how
Congress sometimes works harder for private defense contractors than for
taxpayers.
Last summer, the Clinton administration and Congress approved the $1.3
billion Plan Colombia, a package of aid (most of it military) designed to
bolster the Bogota government's efforts to eradicate drugs and to combat
traffickers.
On Sept.  21, the House International Relations subcommittee on the Western

a hearing on the progress of Plan Colombia.
The executive branch officials came armed with facts and figures on the
details of the program.
But they had barely started before Rep.  Doug Bereuter, R-Neb., made plain
what the Republican leadership cared most about: concluding a deal for the
use of Sikorsky Aircraft Corp.'s Black Hawk helicopters in Colombia.
Ordinarily, Bereuter wouldn't even have attended this hearing, because he
isn't a member of the subcommittee.  But he announced that he had come at
the "personal request" of House Speaker J.  Dennis Hastert, R-Ill.
Hastert, he said, was dismayed that it was taking too long for Sikorsky to
obtain a contract for its Black Hawks.
The Republican leadership wanted to know why there had been so many
delays.  Congress had approved the purchase of 18 Black Hawk helicopters,
but U.S.  officials had subsequently said they might buy a lower
number.  Sikorsky was willing to sell 16 Black Hawks for $234 million,
Bereuter said.
What was going on here? At first, it seemed as though the Republicans might
be concerned only about speeding up Plan Colombia.  The record shows that
Hastert, to his credit, has taken a personal interest in the issue of
stopping drugs for years, even before he became the House speaker.
Still, Bereuter persisted, growing more and more specific.  "The Sikorsky
offer still stands, $234 million for 16 Black Hawks," he told the executive
branch officials.  "Is that an understanding?"
Finally, Rand Beers, assistant secretary of State for narcotics programs,
pointed to the underlying issue: In the original Plan Colombia, $234
million was supposed to purchase 18 Black Hawks, and now Sikorsky seemed to
be proposing to supply 16 helicopters for that same $234 million.
"Sikorsky is giving you a number for a lower number of helicopters, and
that's not our objective," Beers said.

I remember finding a book at someone's house when I was a young
teenager:

Masters, Robert E. L. Sex-Driven People: An Autobiographical Approach

I cannot find a copy of the book (and I'm not sure I want to), and the
person who owned it then is dead, but I remember reading about a farm
kid who admits to having his way with his dad's sow. He says that one
of the piglets in her litter had a pig's tail, fused fingers instead of
a hoof, and the face had a pig's snout, but the eyes were set forward,
like a human. It was stillborn, and was disposed of by the boy's father
without further examination. His father said every once in a while a
pig would give birth to one of these monsters. This kid swears he was
the real father of that deformed piglet, and not the boar.

Ugh weird stuff.

A heavy-handed secrets act

A bit of mischief has been made part of an intelligence authorization bill that
is now in House-Senate conference committee. If allowed to remain, America
would have its first version of an "Official Secrets Act."

When government employees leak classified information that reveals nuclear
secrets or puts intelligence agents at risk, they can go to jail. But the
Senate is proposing a wide expansion that goes well beyond what is necessary to
protect national security. Section 303 of the must-pass authorization bill
would criminalize any unauthorized disclosure of "properly classified"
information.

For the uninitiated, the government decides what constitutes a national secret
through a heavy-handed system that tends to favor keeping information out of
public reach. The process is exploited by federal officials who classify all
sorts of documents as a way to conceal mistakes, illegalities and incompetence.

Typically, the only way the news media, Congress and ultimately the public are
able to uncover corruption and mismanagement in our military and intelligence
services is by relying on conscientious government employees and military
personnel to leak information. But by punishing every innocuous disclosure of
classified information with up to three years in prison and a large fine, the
law would intimidate potential whistle-blowers into silence.

Why is this measure on Congress' agenda now? For years, the Central
Intelligence Agency has pressured Congress to make it a crime to disclose
anything classified. One need look no further than the recently declassified
information about the CIA's role in Chile to see why the agency is so skittish
about having its work revealed.

In 1973, socialist and democratically elected Chilean President Salvador
Allende was overthrown in a CIA-sponsored coup. He was replaced by the
tyrannical Gen. Augusto Pinochet, who instituted a reign of terror that was
carried out with the full knowledge and complicity of the American intelligence
community. The revelations should have prompted Congress to call for less
secrecy rather than more.

If you're concerned that America's covert operations will become an open book,
don't be. Serious breaches already carry jail sentences, and there are
administrative penalties for disclosing innocuous classified information.
Employees who make unauthorized disclosures lose their security clearances and
often their jobs. This is disincentive enough. We don't have to take the next
step and make it a crime every time someone brings information to the public
that it should have had access to anyway.

Mbeki fingers CIA in AIDS conspiracy

President Thabo Mbeki believes the United States Central Intelligence Agency
(CIA) is part of a conspiracy to promote the view that HIV causes AIDS.

Mbeki also thinks that the CIA is working covertly alongside the big US
pharmaceutical manufacturers to undermine him because, by questioning the
link between HIV and AIDS, he is thought to pose a risk to the profits of
drug companies making anti-retroviral treatments.

Mbeki fingered the CIA in his address to African National Congress MPs at a
caucus meeting in Parliament last Thursday.

Mbeki also told the ANC caucus that the fact that South Africa under him was
emerging as a leader of attempts by the developing world to get a better deal
in the international economic system was a threat to the US and other major
Western powers.

In what was described as a "rambling" address, Mbeki said that if one agreed
that HIV caused AIDS, it followed that the condition had to be treated by
drugs and those drugs were produced by the big Western drug companies. The
drug companies therefore needed HIV to cause AIDS, so they promoted the
thesis that HIV caused AIDS, he said.

Mbeki said his advisers were trying to find out who was spreading the idea
that he was "deranged." These reports were clearly part of a campaign against
him and his government.

He appealed to MPs to join him in fighting off this campaign.

The struggle he and the government were waging for a better economic deal for
developing countries and against the propaganda being put out by the drug
companies and, covertly, the CIA were all linked, he said. MPs should not be
afraid to take on these powerful international forces, he added.

Mbeki's remarks last Thursday disrupted desperate attempts by government spin
doctors -- both inside South African and abroad -- to lay to rest the
HIV/AIDS controversy in which the president has embroiled himself and to
repair the battering Mbeki's image has taken.

What the President said about the CIA

President Thabo Mbeki told the parliamentary caucus of the African National
Congress that he and his government were the target of hostile forces

The CIA and big multinational drug companies were behind the campaign against
South African President Thabo Mbeki. This was because he questioned the link
between HIV and AIDS, and South Africa was challenging the world economic
order. A number of ANC MPs, speaking on condition of anonymity, contributed
to this account of Mbeki's address to the caucus. Information in brackets is
provided as context:

Addressing about 200 ANC members of the National Assembly and some Cabinet
ministers (MPs from the National Council of Provinces could not attend),
President Thabo Mbeki started out by talking about attempts to transform the
country from its apartheid past; he focused on the civil service, saying
there had been positive changes. He then:

*  Praised Minister of Finance Trevor Manuel's contribution to the recent
International Monetary Fund meeting in Prague (Manuel chaired the Prague
proceedings); accused United States Treasury Secretary Larry Summers of not
paying sufficient heed to Manuel's speech advocating that developing
countries get greater voting powers in the international financial
institutions (a view contradicted by some who attended the proceedings); and
he went on to say that the world economic order operated in accordance to the
US's every whim and that was the way the US wanted it.

*  Said South Africa's challenging of the world financial and trading systems
constituted a threat to what had existed for many years and so was a threat
to the US and other major Western powers.

The debate helped Bush, but to the tune of 18 points?

Trying to follow the presidential election by looking at polls
can make you dizzy. On the one hand, some continuing trends are
becoming clear. But the nightly variations in some of the polls
are enough to make you wonder if you'd have better luck using a
Ouija board to predict the election results.

First, the short-term mess. I don't mean to pick on a single
poll, but for reasons of space I'll focus on the Gallup nightly
tracking polls. The poll results are derived by conducting some
240 interviews a night and then constructing a three-day "rolling
average" so every morning four-day-old results are dropped and
replaced by the interview results from the previous night.

The Gallup poll gave Al Gore a two-point lead on Oct. 2, the
night before the first presidential debate. The next night Mr.
Gore jumped to an eight-point lead, even though the bulk of that
evening's interviews were conducted before the debate was over.
By Oct. 4 the Gore lead had grown to 11 points. Then the
turnaround. Thursday night saw Mr. Gore plummet to a one-point
lead. The next poll on Friday night--traditionally a day that
favors Democrats in polling because more of them are home Friday
nights--Mr. Bush suddenly had a seven-point lead, which grew to
eight points in Saturday night's poll.

What gives? The debate may have helped Mr. Bush, but could it
really have caused an 18-point swing in his favor? "Experts say
such a severe swing may say more about polling technique than
actual shifts in public opinion," says Ron Browstein of the Los
Angeles Times. CNN, which commissions polls from Gallup, blandly
announced the sudden Bush lead on Friday night as evidence that
"the race continues to remain close," without any explanation of
the gyrations. A noted pollster we talked with said that the
"only way you can have such an 18-point swing is for Gore to have
had a 15-point lead on the first of the three nights of polling
and for Bush to have had a 15-point lead on the last night."

In other words, you can bet Gallup is opening up the hood of its
poll. I wasn't able to reach anyone there for comment over the
weekend, but CNN reports that Gallup is now conducting "many"
more interviews. I'm also told the company may be looking at how
hard it's been pushing the "undecided" to choose a candidate,
which often creates very soft, fluid support.

Other pollsters doing tracking polls have used larger samples
than Gallup. Zogby conducts 400 interviews a night for three
nights. Rasmussen Research is expanding its nightly tracking poll
to 1,000 interviews a night this week. Voter.com's Battleground
poll, run by Democratic pollster Celinda Lake and GOP pollster Ed
Goeas, does its tracking poll using a four-day average instead of
three days. It has not experienced gyrations the size of Gallup's
(it currently shows Bush with a two point lead).

As maddening as the changes in nightly tracking polls are, survey
results are more useful once you get beyond the horse-race
numbers. Rasmussen Research's poll hints that ideology may play a
larger role in Bush's recent rebound than many observers think.
About two-thirds of people identify themselves as either
"moderate" or "moderate conservative." About 66% of Rasmussen's
sample describe Mr. Bush using one of those two terms, with more
leaning towards "moderate conservative." In other words, Mr. Bush
is viewed as a centrist candidate.

Mr. Gore increasingly is not. Before the debate, the vice
president was viewed as in the political center by 42% of
respondents, with 43% viewing him as a liberal. After the debate,
only 39% saw Gore as a centrist, while 47% perceived him as a
liberal. "Gore won the debate on substance and detailed
arguments," says Scott Rasmussen. "But by winning he defined
himself as a liberal, and if this is a center-right country. he
hurt himself in the process of explaining his views in such clear
detail."

Much of the pundits' analysis of this campaign is predicated on a
basic point of disagreement. If you think this country will
easily support Gore's class warfare rhetoric and robust liberal
spending programs you'll tend to think he has a good chance of
winning. If you believe, as I do, that America is not France, you
won't be surprised if Mr. Bush wins. If the U.S. is a country in
which the center of political gravity is slightly to the right of
center, a presidential campaign that brings out the basic
differences between the parties should tilt toward the GOP
candidate the longer the campaign wears on (barring a major gaffe
or an October surprise). Indeed, a comparison of the Gallup poll
results at Labor Day with the final election results show that
the Republican candidate has done better at the ballot box than
he did in the Labor Day polls in 11 of the last 12 elections.

President Clinton Released 30m Gallons Of Crude To Lower Prices
But As Little As One-Third Of The Oil May Actually Get To The
U.S. Big Oil Companies May Divert It To The European Market

(CBS) President Bill Clinton said he released oil from the
country's strategic reserve to help Americans get through the
winter months, but most of the newly-released oil may never heat
American homes, CBS News Correspondent Jacqueline Adams reports.

Crude oil prices did drop, two weeks ago, when President Clinton
released 30 million barrels of crude from the Strategic Petroleum
Reserve. Now, though, the Energy Department admits that only a
third of the extra home heating oil refined from government crude
may reach U.S. customers.

The lion's share could wind up in Europe, where oil fetches a
higher price.

"If you think of the oil market as a global market, what you're
seeing happen is 30 million extra being put on the global market.
Some of it sticks in the United States. Some of it displaces oil
to some other portion of the world," says Mark Mazur of the
Energy Information Administration.

Critics are outraged - at the oil companies' greed and the
Clinton Administration's failure to anticipate or stop it.

Because of a June fire at a critical export refinery in Kuwait,
Europe's home heating oil supplies are even tighter than here.
Still, inventories in New England are 65 percent below normal,
and weather forecasters are predicting a far more severe winter
than last year.

The translation: despite more crude in the pipeline, consumers
will be paying 25 percent more than last winter for heating oil,
and 44 percent more for natural gas.

By dipping into the Strategic Petroleum Reserve, President
Clinton hoped to lower Americans' fuel bills and help Al Gore win
the White House. If any of the oil winds up in Europe, though,
the strategy may come back to haunt him.

Subpoenas sent to Bush media firm

Investigation into diversion of debate materials intensifies

WASHINGTON, Oct. 8 — A federal grand jury has subpoenaed records
from George W. Bush’s ad firm, Maverick Media, as investigators
seek to identify the source of confidential debate preparation
materials for Bush that were mailed to an adviser to Al Gore, a
Bush campaign aide said Sunday.

 The investigation remains focused on Juanita Yvette Lozano, a
30-year-old staff member of Bush’s ad agency.

 CONFIRMING THE MAIN points of a Newsweek report
published earlier in the day, Bush aide Ari Fleischer told NBC
News that the grand jury had sought unspecified documents from
Maverick Media as well as information from the Republican
candidate’s campaign, including:

 A written estimate of the value of the tape and briefing books
sent to Gore adviser Tom Downey.
 Contracts and confidentiality agreements between the Bush
campaign and Maverick.

 Material from the Bush campaign’s employee manual explaining how
confidential information is supposed to be treated.

   Senior law enforcement officials told NBC News that
records from the Gap clothing chain also had been subpoenaed in
an attempt to verify the alibis of a Maverick employee who has
emerged as the focus of the investigation. Gap officials insisted
on the subpoena because the company didn’t want to voluntarily
reveal customer information, the sources said.

   These sources, who spoke on condition of anonymity, also
said that contrary to the Newsweek report, no conclusion has been
reached about whether the diversion of the debate materials — a
briefing book and a videotape detailing Bush’s preparation for
his first debate with Gore — constituted a federal crime.

 Several statutes that could apply to the case remain
under consideration, but until the FBI can determine who was
responsible for mailing the documents to Downey there is no way
to conclude which law might fit, the sources said.

   Maverick is run by Mark McKinnon, a lifelong Democrat who
climbed aboard the Bush bandwagon in 1998 and helped the
Republican capture the governor’s house in Texas. He has been
told by the FBI that he’s not a target of the investigation,
Newsweek reported.

   The magazine said the investigation remains focused on
McKinnon’s assistant, Juanita Yvette Lozano.

   Lozano, a 30-year-old Democrat and longtime friend of
McKinnon, was captured by a post office surveillance camera
mailing a package Sept. 11. The time of her visit closely
corresponds to the postmark on the package received by Downey
that was mailed from that post office. Newsweek quoted an
unidentified official as saying the surveillance tape is “pretty
compelling” evidence.

   Lozano’s lawyer, Chris Gunter, told Newsweek that his
client mailed a package she “thought” contained pants that
McKinnon wanted returned to the Gap.

   Gunter was quoted as saying his client “did nothing
wrong.”

   For his part, McKinnon, who has previously confirmed
Lozano’s account that she was returning a pair of pants, has
hired Texas trial lawyer Rusty Hardin. He told Newsweek that he
will fully cooperate with the investigation.

   The magazine reported that McKinnon last week had decided
to place Lozano on paid leave but reversed his course after top
Bush aides expressed concerns about the “perception” it would
leave.

WASHINGTON (AP) - President Clinton vetoed a $23.6 billion energy and water
bill spending bill Saturday, saying it poses environmental harm by blocking
his plans to let the Missouri River ebb and flow with the seasons.

The issue has set environmentalists and upriver recreation interests against
downstream farmers and barge shippers.

The measure for the fiscal year that began Oct. 1 had passed the House,
301-118, and the Senate, 57-37, but the latter vote would fall short of the
two-thirds majority needed to override a veto.

In a statement, Clinton said a rider attached to the overall bill jeopardizes
the survival of three threatened and endangered species.

``It would also establish a dangerous precedent aimed at barring a federal
agency from obeying one of our nation's landmark environmental statutes,'' he
said.

The president also complained that the overall bill is larded with ``scores
of special projects for special interests.''

And he said Congress failed to include enough money for a long list of
priority concerns, including the environmental restoration of the Florida
Everglades, the California-Bay Delta initiative and a plan to restore
endangered salmon in the Pacific Northwest.

``It also failed to fund efforts to research and develop non-polluting
sources of energy through solar and renewable technologies that are vital to
America's energy security,'' he said.

``I urge Congress to quickly produce an energy-water bill I can sign,''
Clinton said.
