When journalists discuss their craft, they invoke contradictory clichs: "Today's
newspaper is the first draft of history," and "Nothing is more dead than yesterday's
newspaper." Both in a way are true. News feeds history with facts, yet most of it is
forgotten. Suppose newspapers disappeared from libraries: Would history vanish from
the collective memory? That is the disaster that Nicholson Baker denounces in his
latest book, a J'accuse pointed at the library profession.

7. The destruction was brutal. Microfilming can be done without harming volumes, by
placing them in cradles and adjusting the camera to the appropriate angle. However,
that procedure takes time, and preservationists have been in such a hurry to save
books and newspapers from their misdiagnosed deaths that they have killed them by
"guillotining"-that is, by slicing them down their spines so that the unbound pages
could be photographed rapidly lying flat. Once dismembered, most of them were
pulped.
The experts at the Library of Congress and the Council on Library Resources have
also guillotined books in order to experiment with techniques for deacidifying
paper. Their most spectacular experiments involved a substance known as DEZ, or
diethyl zinc. Potentially, DEZ could destroy acidity by creating an "alkaline
buffer" in the fibers of the paper, but it has an unfortunate side effect: it bursts
into flames on contact with air and explodes if exposed to water. Although it works
better in bombs and missiles than in books, the library's experimenters used it as
the key ingredient in a facility intended to deacidify a million books a year. In
fact, as Baker remarks, they designed "a large fuel-air bomb that happened to
contain books." Sure enough, it exploded in trial runs conducted by NASA at the
Goddard Space Flight Center in 1985 and 1986. Further experiments produced further
disasters, until, thousands of books and millions of dollars later, the program was
abandoned.

Meanwhile, however, the preservationists devised other experiments, including a
million-dollar project to force rats to inhale zinc oxide dust in order to prove
that deacidified books could be sniffed without harm. Together with the
microfilmers, deaccessioners, and demolition crews, they razored, guillotined,
chainsawed, pickled, gassed, baked, burned, and dissolved vast quantities of printed
matter. Baker may overdo the anthropomorphic verbs and slant the technical
descriptions in a way that makes librarians look like mad scientists. But he
produces enough hard evidence to make a book lover's skin crawl.

Open clashes between NATO and Croat separatists in Bosnia-Hercegovina

Demonstrations by more than 3,000 Bosnian Croats took place on Monday in Bosnia-
Hercegovina in support of Croat autonomy and to protest raids by NATO's
Stabilisation Force (S-For).
The demonstrations come after a series of clashes involving Bosnian Croat
separatists, NATO and United Nation's troops since April 5.
The rally was organised by the Bosnian Croat war veteran's organisation, which
functions as a front for the Croatian National Union, or HDZ. The extreme
nationalist party is leading the campaign to form a Croat mini-state corresponding
to that set up during the three-and-a-half year Bosnian civil war that concluded in
1995, with the signing of the Dayton Accord. Since then, Bosnia has been run as a
NATO protectorate, divided into a Serb mini-state and a Muslim-Croat federation. Now
HDZ has initiated a separatist campaign to dissolve the Muslim Croat federation,
threatening the further destabilization of the Balkans at a time when Albanian
separatists organized from Kosovo are seeking the dissolution of Macedonia and the
Serb republic of Montenegro is pushing for independence from Belgrade.
The HDZ's campaign has already spread to neighbouring Croatia, with war veterans
mounting their own demonstrations at the Divulje base near the Croatian resort of
Split and at another NATO facility at the port of Ploce. They have also promised to
blockade NATO bases on the Dalmatian coast supplying S-For in Bosnia.
Last month the HDZ, the largest Croat party, withdrew from the Muslim-Croat
federation and declared its intention to set up independent government structures to
those administered by the Western powers. On March 19, it moved the deadline for
self-rule back two months in order to take part in discussions with NATO, the
Organisation for Security and Cooperation in Europe, the UN and other international
bodies. Instead the intervening period has seen the HDZ step up its undeclared war
against NATO and an aggressive response by S-For.
On March 28, the majority of the 7-8,000 ethnic Croat troops deserted from the
Bosnian army, leaving their barracks following an order to disband by the HDZ's self-
proclaimed Croat National Assembly.
The Assembly had previously been declared illegal and the Croat representative on
Bosnia's rotating presidency, Ante Jelavic of the HDZ, was dismissed earlier this
month for planning to establish an autonomous Croat state.
Bosnia's international administration warned that deserters would not be paid, but
the HDZ promised to pay them 20 percent more than they were receiving from the
federal army. With the barracks in Croat-dominated Mostar deserted, weapons storage
sites were placed under guard.
The worst fears of S-For were realised on April 5. Ethnic Croat troops under the
command of Colonel Josip Stojak, in charge of the Busovaca barracks, 35 miles west
of Sarajevo prior to the mass desertion, returned to challenge the control of the
barracks by Colonel Marinko Palavra, who had been installed by the Muslim-Croat
federation government. The barracks in Vitez were also taken over by Croat forces.
The previous day, police officials in two regional police headquarters in the south
said that 99 percent of their officers support the nationalists and did not
recognize the government, after the circulation of an HDZ petition.
On April 6, NATO troops and UN police mounted a joint operation designed to cut the
HDZ's financial lifeline, raiding and seizing monies held in the Hercegovacka bank
in the capital, Sarajevo, believed to be channelling funds for the HDZ from Croatia.
One account alone was said to contain nearly $30m originating from the Croatian
capital, Zagreb.
The Croat nationalists responded with violent demonstrations in Sarajevo, Mostar,
Grude and other towns. In total, 21 S-For troops were injured, staff from various
international organisations were beaten and their vehicles set ablaze while pro-
separatist local police watched.
Some employees of Bosnia's UN High Representative Wolfgang Petritsch, who oversees
the Western imposed government structures, were held hostage.
Describing the incidents in Grude at a press conference the next day, Petritsch
claimed that “gunmen took several federation and international personnel hostage in
the bank... One [Western bank] investigator was taken outside and threatened with
execution." The man was rescued by the intervention of a Croat Franciscan priest, he
added.
Petritsch rejected dialogue with the Croatian separatists and said that leaders of
the riot would be identified and prosecuted. “Neither I nor (NATO) will tolerate mob
rule,” he warned. US Ambassador Thomas Miller echoed this hardline stance,
denouncing the HDZ for using “political power to cover its criminal activities,
which are extensive.”

April 11 — China said Wednesday it would free the detained crew of
a U.S. spy plane after receiving a letter from President Bush saying he
was "very sorry" that an American spy plane was forced to land in
Chinese territory after a crash that apparently killed one of China's
fighter pilots. U.S. officials confirmed the deal and told NBC News that
a plane would leave Guam shortly to retrieve the 24 Americans, who have
been held in China for 11 days.

Chinese government that the air crew will be allowed to leave promptly.'

   THE FATE of the high-tech EP-3E spy plane was not
immediately clear, although Chinese officials indicated they still
needed to conduct a lengthy investigation. U.S. officials had previously
said they expected the aircraft to be returned.
   The wording of the letter from Bush will allow officials
in both countries to claim victory after the 11-day diplomatic standoff,
with China portraying it as the apology it had demanded and the United
States saying it was not, Pentagon sources told NBC News.
   Chen Ci, a Foreign Ministry spokesman on Hainan Island,
where the crew was being detained, said that U.S. Ambassador Joseph
Prueher delivered the letter Wednesday afternoon to the Chinese Foreign
Ministry saying the U.S. government was "very sorry" about the incident.

pilot Wang Wei that we are very sorry for their loss," Chen said. He

Emmm, okay, I'll play. Although NBC finally backed off
the story, they did spend several months checking her
credibility and it stood up well. Especially
considering a nurse friend backed it up. Yes, they
could be lying. But given Clinton's misogynistic
comtempt for woman, his sole preocupation with his own
self-gratification and history of lying every time his

Broaddrick that she wasn't wearing a coat. As she
stepped back inside, the telephone rang. It was
probably Lisa Myers again. Persistence could easily be
Lisa's middle name.

"Take a message David," she told her husband, as she
headed out the door again. "Tell her I'll call her
back in a couple of hours." The phone continued to
ring. "How do you know it's her?" David yelled,
instinctively knowing that she meant Lisa. "It is!"
Juanita yelled back as the double storm door slammed
behind her.

Juanita had just gotten up and wasn't fully alert yet.
She wanted to avoid talking to Lisa until she was
clear-headed. She had forgotten to bring in
yesterday's mail, and the walk down to the main road
in the brisk air would give her a chance to think.
Over the months, a bond of trust began to form between
the two women. Lisa was as determined as any reporter,
but not rude and arrogant, like the rest of them.
Juanita wasn't kidding herself. Lisa wanted the same
thing they all did - every dirty detail. Dredging all
that up would be painful. Juanita was still avoiding
going 'on the record'. She wasn't ready for that, not
yet and maybe never.

For twenty-one years she had kept the whole thing
bottled up inside, except for confiding in a very few
close associates. She did not report the assault
because who would have believed "little ol' Juanita
Hickey" against the chief law enforcement officer of
the state? Surely in a trial the defense would have
delved into her sex life. Her reputation in the small
town of Van Buren, once people knew about her affair
with David Broaddrick, would have been ruined. Bill
Clinton probably had counted on her silence because of
her fear of losing her place in her small southern
community.  Juanita was "healthy, wealthy and wise,"
as a friend liked to say. "Wise enough to keep her
mouth shut."

It was crucial that her husband was also firmly
against her going public. Their hard-won privacy was
starting to suffer. If her story came out now, would
that give the senators enough spine to remove Bill
Clinton from office? She doubted it.  And why put
herself though the trauma of a nationally televised
interview unless she would be believed? It seemed to
her that most of her fellow citizens were in no mood
to take Bill Clinton to task. She stopped and leaned
on a rustic wooden fence by the driveway, looking out
at her fields. She mused about how quickly the White
House released Kathleen Willey's letters.

Earlier in 1998 Juanita had nearly convinced herself
she could go forward. When she first watched Kathleen
Willey put her reputation on the line on 60 Minutes,
she felt an almost sisterly affinity for her. Willey
was credible on TV, and maybe together they could
force the sexual crimes of Bill Clinton into the open.
But by late that evening her need for self-protection
overcame her renewed outrage at the president. She
would be trashed like Kathleen and like all the
others.

All too often, Juanita thought about telling her
story. Then the televised House impeachment hearings
began. Those evenings, she would watch Geraldo Rivera
who is a master of manipulation. As he worked his
spell, she was tempted to speak out in order to disput
him. She despised Geraldo's fawning whilst spinning
for Bill Clinton, the man who raped  her and later
became President of the United States.

She pushed those thoughts aside when she reached the
road and realized she hadn't brought the key along.
The gate was locked. The mailbox was on the outside of
the property, but it was mounted on a post close to
the fence. By walking a few feet down the fence line,
she retrieved her mail by reaching around from the
back. Then she started back towards the house,
wondering why some neighbor boys were sitting for so
long out at the road in their truck. She didn't know
it

of victims of the 1984 terrorist
attack on former Nicaraguan guerrilla leader
Eden Pastora on Monday appeared
before the Supreme Court to complain
about the lack of progress in the
case.
Roberto Cruz, a journalist and one
of the 15 people injured in the bombing -
in which three people were also
killed - said that due to pressure from the
United States, the crime has gone
unpunished.
May 30 will mark the 17th anniversary
of the terrorist attack, one of the worst
ever in Costa Rican history.
In May 2000, Costa Rican Attorney
General Carlos Arias announced he would
reopen the investigation into the
"La Penca" terrorist attack. Arias said he was
preparing charges against at least
28 people.
However, Cruz said on Monday that
the "judicial branch's lack of action is causing
a negation of justice, equivalent
to a cover-up, caused by U.S. pressure."
Cruz has called for a judge to investigate
former U.S. President Ronald Reagan
and then-Vice President George
Bush, as well as former Costa Rican President
Luis Alberto Monge and Vice President
Armando Arauz, as the ultimately
responsible parties.
Also implicated are U.S. citizen
John Hull, who faces extradition to Costa Rica,
and Cuban-American Felipe Vidal.
An individual identified as Per
Anker Hansen, who was photographed and filmed
at the time of the bombing, is
also wanted by authorities. His true identity has not
been established, but he is blamed
for planting the bomb.
The bombing took place May 30, 1984,
in Nicaraguan territory a few kilometers
from the Costa Rican border, where
Pastora was holding a press conference.
The attack claimed the lives of
Costa Rican cameraman Jorge Quiros and his
assistant Evelio Sequeira, along
with a U.S. reporter for the local newspaper
The Tico Times, Linda Frazer.
Fifteen other Costa Rican and international
reporters were seriously wounded

Concept Truck 
 

Auburn Hills, Mich. -- The days of fighting over who gets to choose the music 
during family trips may soon be over, thanks to a collaborative effort 
between DaimlerChrysler Corporation and the Massachusetts Institute of 
Technology's (MIT) Media Lab. 
 The Dodge MAXXcab concept truck is the first automotive application of 
Audio Spotlight™ - an MIT Media Lab technology that directs a narrow beam of 
sound much like a spotlight projects light. Only the person whom the sound 
beam is "shined" at can hear it. This makes it possible for each passenger 
to listen to something completely different without interfering with each 
other. 
 "The variety of sound sources is only going to increase with the 
availability of voice-enabled navigation, e-mail, cell phones, video games 
and movies in your future vehicle," said Steve Buckley, electrical product 
innovation manager at DaimlerChrysler Corp. "The Dodge MAXXcab is great test 
bed for this technology because it already includes features such as the 
back-seat 'Edu-tainment' system for the kids and front-seat plug-and-play 
computer with voice-activated features." 
 In the MAXXcab, four Audio Spotlights are imbedded in the headliner 
directly above the passengers. Two speakers "shine" on the front-seat 
passengers while the other speakers are aimed at rear-seat passengers 
creating two distinct audio environments. In future applications, each 
passenger could have a unique sound environment, Buckley said. 
 The technology was developed as an MIT Media Lab project by 27-year-old 
Joe Pompei. The MIT student and occasional musician was frustrated by the 
inability to control sound from traditional speakers. 
 "The location of sound, and how it is distributed around the listener, 
greatly defines the listening experience," Pompei explains. "We're used to 
doing this with light -- we already use light bulbs, spotlights and 
projectors to control our visual environment. With the Audio Spotlight, we 
can now have the same control over sound." 
 The Audio Spotlight consists of a thin, circular transducer array and a 
specially designed signal processor and amplifier. The lightweight 
transducer is about one-half inch thick and nonmagnetic. The signal 
processor and amplifier are integrated into a system about the same size as a 
traditional audio amplifier and it has similar power requirements. 
 Unlike traditional speakers that transmit non-directed audible sound at 
wavelengths of several feet, the Audio Spotlight transmits millimeter-sized, 
ultrasonic waves which form a very narrow beam of sound which becomes audible 
as it travels through the air. The current system produces relatively 
low-volume sound at typical passenger positions as it has not been optimized 
for close-range listening, Pompei said. It is currently designed for 
long-range projection and further development in transducer design will solve 
that problem, he added. 
 "Personalization of the various info-tainment features is a key 
development area for DaimlerChrysler," Buckley added. "This is especially 
important for the driver who needs useful information like traffic updates 
without being distracted by their spouse's music or a child's video game." 
 The Audio Spotlight technology is still in development research and has 
commercial interest from several MIT Media Lab sponsors representing a 
variety of industries, Pompei said. None of the technologies in the system 
are inherently expensive, and many components are actually smaller than 
today's systems, according to Pompei. If produced in volume, he anticipates 
it could be competitively priced with conventional audio systems.

Those who complain that no great issues ignite the passions of
   Americans the way ideology did during the Cold War struggle between
   East and West, need not fear that we are running out of things to
   fight about. The difference is that today's heated debates tend to
   focus on problems closer to home, more likely to have a direct
impact
   on personal lives than a higher theoretical or philosophical
   dimension. Consider the issue of abortion, literally a life and
death
   question, which echoes with religious undertones. Or free trade,
which
   splits both Republicans and Democrats right down the middle and
   arouses the fierce antagonisms of the ludite anti-WTO crowd.

Or consider the issue of immigration. Now, there's a topic to
   start the fur flying in all directions. It all depends on whether
you
   believe we about to become an "alien nation" as Peter Brimmelow
put it
   starkly or whether you believe this country's destiny and path to
   greatness lies in keeping the door open to the world's "poor and
   huddled masses."

President George W. Bush in his first official foreign trip,
   paying a neighborly visit to Mexican President Vicente Fox, waded
   briskly into this thorny thicket. Under discussion were proposals
to
   expand the visa program for temporary workers, the "H" visa
category
   which currently is geared towards highly skilled labor, to include
   unskilled temporary workers in the agricultural sector as well. For
   his part, Mr. Fox is pressing the United States to agree to another
   sweeping amnesty of Mexicans living illegally in this country, and
has
   said that immigration is his Number One priority.

As governor of Texas, Mr. Bush acquired a better
understanding of
   the human and economic costs associated with illegal immigration
than
   most American would have. Texas has 27 border points with Mexico,
more
   than California, Arizona and New Mexico put together and obviously
   more opportunities for illegal crossings. These are the front line
   states in the losing battle against illegal immigration. Making
Latin
   America a foreign policy priority makes a great deal of sense, as
Mr.
   Bush said as early as last August in a foreign policy
address. "Weak
   neighbors export problems. Environmental problems, illegal
   immigration, even crime, drugs and violence. Strong neighbors
export
   their goods, and buy ours creating jobs and good will." And he
added
   significantly, "This can be the century of the Americas."

 Additionally, Mr. Bush has good domestic political reasons
for
   grappling with immigration. In the last presidential election, the
   Republican Party worked hard to change its image with minority
voters,
   with only limited success. The Republican Convention showcased
   minorities of all kinds, but Hispanics particularly could be
pleased.
   One of the stars of the convention was George P. Bush, nephew of
the
   president and son of the Florida governor, who addressed the
audience
   in fluent Spanish. Hispanics will soon overtake blacks as the
largest
   ethnic minority group. Strongly influenced by Catholic values and
   strong families, Hispanics are a natural Republican constinuency.
In
   the November election, however, the fact that the Republican
Congress
   the month before declined to grant the amnesty for several Latin
   American immigrant groups sought by the Clinton White House
undercut
   expectations of large Republican gains. Mr. Bush is now trying to
   reach these voters again. All of which makes good demographic
   political tactics.

 Unfortunately, it is almost impossible for Republicans to do
so,
   without alienating another constituency, a more traditionally one,
the
   social and Christian conservatives who tend to take a dim view of
the
   inevitable cultural changes large scale immigration entails. While
the
   GOP hungered for the White House, they remained quiet, but their
   attendance at the polls was significantly down. As may be gathered,
   both these constituencies hold a passionate view of the issue of
   immigration.

It is clear, however, that with some 8.5 million Mexican
   immigrants living in this country, and about 3 million of them
   illegally, an orderly and legal process is preferable to one that
is
   neither process nor legal. In this, Mr. Bush is absolutely right.
   However, if resurrecting a temporary vise program is the answer,
and
   it may be, it ought to be combined with internal enforcement
efforts
   by the Immigration and Naturalization Service, something that has
been
   all but abandoned by now. Once people have crossed the border
   regions, they vanish into the general population without a trace.
Many
   probably hope for an amnesty eventually, like the amnesty of 1986
the
   third only in the entire history of the United

  America: The Most Violent Nation?

Is America the most violent nation on earth? Those who blame this country for
most of the ills of the world would have us believe
so. They frequently refer to high rates of homicide and suicide, though they
rarely cite actual data. But before fear impels us to
shred the Bill of Rights, we should determine whether our fear has a factual
basis.

The accompanying table (Table 1) gives suicide and homicide rates for all 86
nations for which data are available.
Rates are per 100,000 population and come from the United Nations 1996 Demographic
Yearbook published in 1998.(1) Note
that the latest U.S. suicide rate (for 1997) is 11.4, slightly below the 11.9
listed, while the 1997 U.S. homicide rate is 7.3, far below
the 9.4 listed here. Figures exceeding published U.S. figures are starred, while
those exceeding only the most recent (1997) U.S.
figures are doubly starred. For a more contemporaneous comparison, the singly
starred figures should be stressed.

   Accuracy of the figures varies.
Suicide may not be reported
   to spare the family. Thus
Egypt claims a suicide rate of zero.
   On the other hand, Japan lists
murder-suicides as suicides; if
   a man kills his family and
himself, all are listed as suicides.
   The thousands of patients
"euthanized" by doctors each year
   in the Netherlands are listed
as dying from disease. There
   are 185 UN members, so over
half of all nations, including
   the former Soviet Union and
many African and Asian
   nations, reported no data
at all.

   Regarding suicide, the U.S.
is in the middle of the pack, with
   35 of the 86 nations having
higher rates (38 using the most
   recent U.S. figure). Compared
to the U.S. rate of 11.9,
   Russia has a rate of 41.2,
Hungary 32.9, Denmark
   22.3, Switzerland 21.4, France
20.8, and Japan 16.7. In
   general, Northern and Eastern
European and Asian
   nations tend to have high
suicide rates, while countries
   in Southern Europe and Latin
America tend to have
   low rates.

   Is there a relation between
suicide and strictness of
   gun-control laws? Northern
European and Asian nations tend
   to have high rates and strict
laws, while Latin American
   nations tend to have low rates
and more lax laws. Hence one
   could make a spurious claim
that strict gun laws "cause"
   suicides. Such a claim would
ignore many relevant facts. For
   example, Latin countries are
mainly Catholic, with severe
   social pressures against suicide.
Still, it makes as much (or as
   little) sense to say that
gun laws "cause" suicides as that they
   "prevent" homicides.

   The U.S. suicide rate has
fluctuated between 10 and 17 for a
   century, with peaks in 1908
and 1932, and shows no relation
to gun laws or gun availability. The current rate is below the midpoint and falling
slightly. Recently suicides in the young increased.
Advocates of gun laws blame the availability of guns. But suicides in older Americans
decreased. The advocates ignore this fact.
If something bad happens, they blame guns; if something good happens, they ignore
it. And this is called "research."

Is there a correlation between suicide and homicide rates? Statistical analysis(2)
shows none (r = 0.08). Nations with low suicide
rates may have low (Greece) or high (Mexico) homicide rates.

All About Skull  Bones
Few secret organizations have had as much impact upon American history and
politics in the past half century or more than Skull  Bones, Yale
University's hush-hush club that was, until quite recently, all male. Recent
Yale grad Alexandra Robbins aims to change all that when she publishes
Secrets of the Tomb: How a Small College Club Became America's Most Notorious
Secret, which Little, Brown senior editor Geoff Shandler, also a Yalie
(though not a member), has just bought from agent Paula Balzer at Sarah Lazin
Books. He bought world rights, beating out several other interested parties
with what Balzer called his understanding of the book and his plans for it.
Robbins, who is only 24, works in the New Yorker's Washington office and has
already done one book (Quarter-Life Crisis, due from Putnam/Tarcher in May),
became interested in the subject when she wrote a big piece about George W.
Bush's relationship to the society for Atlantic Monthly last spring and
uncovered a number of sources willing to talk about the group. Skull  Bones
has been instrumental in fomenting many significant Washington relationships,
was allegedly the basis of the early CIA, and its network of contacts is
deeply woven into American life.

Wise to Do FBI Spy Book
David Wise, a veteran author on American intelligence and espionage topics,
has been signed by Random House executive editor Robert Loomis to do a book
on the Robert Philip Hanssen FBI spy case--at least the third such book
currently in the works. Loomis said of the acquisition, made from agent
Sterling Lord at Sterling Lord Literistic: "When this case broke, David was
the first person I thought of to write the story. He has the knowledge,
experience and deep access it will take." Loomis bought U.S. and Canadian
rights in the book, which he hopes to publish as soon as next year. Wise is
the author of a number of books about the intelligence establishment and its
doings, including most recently Cassidy's Run: The Secret Spy War over Nerve
Gas. He was also coauthor of the bestselling The Invisible  Government.

Ohio Shooting Protest Resumes

CINCINNATI (AP) - Gangs of roving youths looted stores, torched buildings and
attacked motorists for a second evening, forcing
residents to lock themselves indoors while clergy members and politicians appealed
for calm.

The rioting was sparked by the police shooting of an unarmed black man, who was
killed while fleeing a white police officer.
Timothy Thomas, 19, wanted on 14 misdemeanor warrants, was the fourth black man
shot dead by police since November.

Police Spc. Scott Johnson advised peaceful protesters not to go into the streets
Tuesday night for their own safety.

``There is fear everywhere,'' said Johnson, head of the Sentinel Police Association,
a black officer's group. ``There is fear in the
police and on the other side, and people are not distinguishing between those
who are causing trouble and those who are bringing
peace.''

Vandals have left a trail of broken windows and torched shops. Several motorists
have been hit with bricks, seemingly in random
attacks.

Earlier Tuesday, officers clad in helmets and shields set up protective rings
around City Hall and police headquarters and fired
bean bags and rubber bullets at about 50 demonstrators who roamed downtown streets
throwing rocks, cans and bottles.

Police on horseback, accompanied by shotgun-armed foot patrols, arrested at least
20 people for rioting and disorderly conduct.

Violence and vandalism continued overnight into Wednesday. Fire department paramedics
took about 25 people to hospitals and
treated about 40 others on the streets, said police Lt. Ray Ruberg.

The injured included people hit by police with rubber bullets.

James Johnson, 33, a Ford Motor Co. assembly worker, said he tried to help a
bleeding neighbor who'd been hit in the head by a
police-fired beanbag. He said police ordered him to get away from the woman,
whom he identified as Juanita Jackson, 42, a
resident of his apartment building. Jackson was later treated in an emergency
room, a hospital official said.

The City Council canceled its Wednesday meeting, saying the unrest posed safety
concerns.

Mayor Charles Luken appealed for calm discussion and an end to the violence during
a news conference.

``If we can't do that, then I'm not optimistic that the future will be that much
better than the past,'' Luken said.

Rev. Damon Lynch III, pastor of New Prospect Baptist Church, also urged peace.

``There has to be another voice out there saying we understand your pain and
we are with you, but violence is not the answer,''
Lynch, leader of Cincinnati Black United Front, told a meeting of about 150 people.

Churchgoers who'd planned a peaceful march to a nearby park were turned back
as police cordoned off the area.

Police Chief Thomas Streicher Jr. on Monday offered condolences to Thomas' family.

Police union president Keith Fangman said the officer, Steve Roach, thought Thomas
had a gun and feared. Roach is on paid
administrative leave, which is standard procedure after police shootings.

The FBI is investigating whether police violated federal civil rights law in
the shooting.

Court Stories: Seeking Justice After a Fatal Spin of the Cylinder

   NDIANA, Pa. — There was one round in the cylinder.

It was prom night at Marion Center High School in rural western Pennsylvania.
Sean Miller was a senior, but he
was not going to the dance. He and Carl Kellar, a ninth grader, were with Leila
Dudek, another freshman; the
three were listening to one CD over and over again in Carl's tiny basement bedroom.
They were the only ones in
the house.

Early in the evening Carl went upstairs, grabbed the keys from where they were
hidden on top of the family's gun
cabinet and took out his father's .357 Magnum.

It was Sean who first spun the cylinder of the revolver, put the eight-inch barrel
to his head and pulled the trigger.
Much later he would admit he took no chances because he could see where the cartridge
with the bullet landed in
the cylinder after each spin.

That spring night came alive at a civil trial here last month that told an unusually
detailed story of guns and teenage
bluster. The trial came and went with little notice in this small town 60 miles
east of Pittsburgh. But in a simply
furnished courtroom here it raised the kinds of moral questions with no easy
answers that are often on the dockets
of courts across America.

The Russian roulette was a performance of sorts for the benefit of Leila.

"I was just trying to impress her," Sean testified.

She testified, too. "It went click," she said. She was terrified, she said.

Sean spun the cylinder and put the gun to his head again.

Click.

He spun it again. This time he handed the revolver to Carl, who, Leila testified,
could not see the back of the
cylinder.

It was a dare, she said. "It looked," she told the jurors, "like he was gesturing
for him to do the same thing." Then
she heard the blast.

Every day in courtrooms across the country, people grapple with the endless variety
of human evil, nobility, error,
stupidity and bravery. Because the oath to tell the truth is taken seriously
by some people in courtrooms, from the
biggest cities to the smallest towns, courtroom battles can offer unusually clear
snapshots of American life —
even the parts that stubbornly defy explanation.

For four days in March in the Court of Common Pleas of Indiana County, a jury
heard the civil suit of Carl's
mother, Patricia A. Kellar, against Sean T. Miller, who is now 23. In Judge Gregory
A. Olson's courtroom, the
crack of that revolver was described so many times it seemed almost to break
the silence of the two families
facing off.

The suit claimed Sean was negligent in prodding Carl to his death on May 26,
1995. In court, the Kellars' lawyer,
Victor H. Pribanic of White Oak, Pa., said Sean "took the life of Carl Kellar
as surely as if he had pulled the
trigger himself."

But Sean's lawyer, W. Alan Torrance Jr. of Pittsburgh, said the case hinged on
"personal responsibility." Sean did
a "dumb thing" that night, he said, but it was Carl who had pulled the trigger
that final time.

The suit asked for millions of dollars in damages. But a few days before the
trial began, Mrs. Kellar, who is 39,
said she wanted as much as anything to unravel the mysteries of that night. Sean
and Leila lied at first about the
events leading up to Carl's death, so she was left struggling with confusion
as well as loss.

"I'd like to know what happened that night," Mrs. Kellar said a few days before
the trial, sitting next to her
husband, John, in their modest ranch house where their son had died.

During questioning by the state police the night of the shooting, Sean and Leila
left out any mention of Russian
roulette. After they had all looked at the gun, they said, Carl had suddenly
and inexplicably shot himself.

Sean Miller was never charged with a crime. So when the trial began on March
19, it became something of an
inquest into the teenage world that is hidden from parents. It also shed light
on corners of a story that for six years
had remained dark.

As the older of the two, Mr. Pribanic argued, Sean had power over Carl. Ms. Dudek
testified, "Sometimes he got
real bossy with him."

Mr. Pribanic called Mr. Miller to the stand. Now a square-jawed young man with
darting blue eyes, he simmered
as Mr. Pribanic led him through a series of admissions.

Yes, he had lied to the police that night.

"I was afraid of what people were going to think" if they concluded he had provoked
Carl to point the gun at his
head. Yes, he had asked Leila to lie, too.

The police had received anonymous phone calls after Carl's death saying that
Mr. Miller had played Russian
roulette before. They had called him in for another interview a month later.
Then he admitted that he had spun the
cylinder and pulled the trigger too that night; that he had begun the

is slanted inuendo. big difference.
maybe it ain't me who is incurable!

to make a judgement on whether she is telling the truth or not is
irrelevent. as in the monica case- people want to believe that she was a
victim- rather than seeing her as an equal partner in an illicit
relationship.

Can't pick this up for some reasonthis fuss started in Cincinnati
some weeks back for alleged "racial profiling" - when in fact statistics
proved it was criminal conduct - period.   Black City Councilwoman was
on the air - and I got a blast at her - for she said, well imagine a
councilwoman being stopped for speeding, and then discover who I was;
and a football player, stopped for something and I say - when they found
out he was a football player they let him go.

Remember one black football player in Columbus with a great future who
loved to speed - he was killed speeding down a road.

No police around to stop him I guess.

This thing in Cincinnati was agitated;  old Rosicrucian book written in
1960 period during time frame RFK murdered - a guy by the name of Weed
(Pattie Hearst's boyfriend named Weed) said how to start a riot:

Pick a nice hot day, and get a soap box and get going on hour abused
these people are, etc.and how easy to start a riot.

These are criminals in the streets - more power to the police.   If
there are brutal police then they are guilty of criminal conduct an
because they are police, it makes no difference.

Cincinnati has been asking for this; now consider Jerry Springer is
going to run for Congress - wonder what he will stir up and if you ever
get a load of the mess he has on this show, well Cincinnati will NEVER
end up being another Chicago.

Cincinnati is a beautiful city - Indian Hills I hope is still as it was
- if blacks want to riot and burn - let them self destruct, but don't
blame police brutality if someone gets the stick.

I saw some of those people and I say this - you are welcome to them.

A criminal is a criminal and a brutal cop who breaks the law, he is a

police to cringe and cower and say I was afraid?   Is this proper
conduct for a policeman?

They have the right to protect their lives; the kid should have stopped

ploys the military as well, sometimes with dogs.

The usual luminaries are scheduled to attend, including David Rockefeller
and his valet, Henry Kissinger, who are also leaders of the Bilderberg
brother group, the Trilateral Commission.

Rockefeller shares power in Bilderberg with the Rothschilds of Britain and
Eur ope, and has attended since meetings be gan under that name in 1954. How
ever, Rockefeller is now more than 80 years old and has become stooped and
feeble.

PLUTOCRATIC AGENDA

The broad outlines of Bilderberg’s perennial agenda are long known:
universal free trade to create a world government under the United Nations
and elimination of nation-states so the international plutocrats can turn
everyone into wage slaves on their Global Plantation.

Amtrak Helps DEA Hunt Drug Couriers

Amtrak is providing federal drug police in Albuquerque with ticketing
information about passengers - and Amtrak police get 10 percent of any cash
seized from suspected drug couriers at the Downtown station.

As part of what officials describe as a one-of-a-kind arrangement, a
computer with access to Amtrak's ticketing information sits on a desk in
the Drug Enforcement Administration's local office.

It can provide drug agents with information such as passengers' last names,
where they're coming from, where they're headed, whether they paid for
their tickets with cash or credit and when they bought their tickets.

A local DEA agent talked about the arrangement during pretrial interview in
a court case last month.

"I met with Amtrak probably two or three times in the early '90s to discuss
use of the computer because I realized the computer was the key in catching
( drug couriers )," agent Kevin Small said. "And our agreement is anything
we seize off the train, they get 10 percent."

Information obtained from Amtrak helps drug agents narrow down who they
want to speak with - and therefore whose luggage could eventually be
checked by a drug-sniffing dog - when the agents board the trains that roll
into Albuquerque.

That team of law officers includes an Amtrak police detective.

Small said the arrangement is vital to catching drug couriers, adding that
tips are passed out "all over the country."

Steven Derr, assistant special agent in charge of the DEA's Albuquerque
office, said Tuesday he didn't know offhand how many arrests the team has
made at the Albuquerque train station or how much alleged drug money has
been seized. But he said both numbers are "substantial."

Constitutional Concerns

Critics say the practice could lead to targeting people based on their
ethnicity or financial status. And they question whether it violates the
U.S. Constitution, which prohibits unreasonable searches and seizures.

"This would disturb anybody - you buy a ticket, and the DEA is looking over
your shoulder," said Albuquerque defense attorney Randi McGinn. "It stinks.
What they're trying to do is get around the Fourth Amendment."

Peter Simonson, executive director of the American Civil Liberties Union of
New Mexico, called the arrangement "an insidious alliance" between Amtrak
and the DEA and said the ACLU is now pondering whether to take legal action.

Better Research About Drugs Needed

A report just released by the National Research Council concludes that, although
federal, state and local governments spent $30 billion in 1999 on illegal drug
enforcement and treatment, the research is woefully inadequate to draw any
conclusion about how to reduce demand or supply. In addition, U.S. taxpayers
have spent $6.3 billion on drug education over the last ten years without any
measurable effect.

Our fight against illegal drugs is severely weakened by the common claim that
marijuana (also called pot) is relatively harmless. Research on marijuana in the
1970s, supported by the U.S. National Institute on Drug Abuse (NIDA), proved
that pot is highly dangerous.

Friends of Andy Williams, the 15-year-old who killed two students and wounded
13 in a California high school last month, reported that he smoked marijuana
regularly before going to class in the mornings, including the morning of the
shootings.

In 1970, typical marijuana contained 1 percent THC, the intoxicating chemical in
pot, and the best had 3 percent. New varieties of marijuana have been
developed that are much more potent and dangerous; typical street pot today
has 12 percent THC and some has 25 percent.

Not all pot smoking leads to heroin or cocaine, but practically no one uses
cocaine or heroin who has not smoked pot extensively. The reason is apparent
when we understand the very slow action of THC in the body.

THC is strongly fat soluble, which means that THC dissolves readily in fat but
cannot dissolve in water or in blood. It is well known that fat-soluble drugs
operate slowly.

THC is highly potent, but appears to be mild because very little reaches the
brain at the time of the "high." Most of the THC entering the body is stored in fat,
which releases it slowly over many weeks.

When a person smokes pot regularly, a large supply of THC builds up in the
body's fat, and its slow release into the blood produces continual sedation.
Since THC is continually in the body, the "high" from pot gradually diminishes
and pot smokers often take other drugs to get a kick.

Nevertheless, they continue to smoke pot as they use other drugs because pot
appears to make them "feel good all the time." Most pot smokers also drink
alcohol heavily and, because THC inhibits nausea, a pot smoker can consume a
lethal dose of alcohol without getting sick and vomiting.

Teens often play around with pot, thinking it is harmless fun and no different from
alcohol. They don't realize that THC is building up in their bodies and keeping
them sedated all the time.

With their minds confused by marijuana, it is difficult to escape from the trap. It
takes over a month of abstinence before a regular pot smoker can think clearly
again, and THC can be detected more than two months after a person quits pot.

Because marijuana operates so slowly, its harm is obscured and the damage is
often attributed to other drugs used by the pot smokers. Nevertheless, medical
evidence has proven that marijuana itself severely damages the brain, the
chromosomes, the hormones, the lungs, the immune system, and the sex and
reproductive organs. Teenagers are particularly vulnerable because pot
smoking can delay and even halt the process of sexual development.

Some people support the legalization of marijuana in the naive belief that this
will take profits out of illegal drug sales and thereby reduce crime. But pot is
cheap to grow and is not the source of the big drug profits.

The drug lords would be glad to give away marijuana free if they could. That
would vastly increase the number of cocaine and heroin addicts who use those
highly profitable drugs.

It is obvious that plenty of money is flowing from somewhere for the legalization
of marijuana in general, as well as specifically for medical use. Expensive
campaigns have successfully passed referenda in eight states and carried this
issue to the Supreme Court, which heard oral arguments last week.

The legalization of marijuana for medicine is an indirect means of legalizing pot
for recreational use and legitimizing it in the public's mind. THC is already
available in pill form with a physician's prescription, and there is no legitimate
need for raw marijuana as medicine.

THC as medicine can be dangerous. While THC reduces the nausea from
chemotherapy, THC severely weakens the body's immune system and makes
the patients more susceptible to infectious diseases.

An excellent reference to marijuana research is Nahas and Paton, eds.,
"Marijuana, Biological Effects" (Pergammon Press, 1979), the proceedings
from the 1978 Congress of the International Union of Pharmacological
Sciences. An article by Dr. Robert Heath showed that marijuana severely
damaged the brain waves and brain cells of monkeys.

recommended an independent evaluation

Dear Mr. Minister,
   
   On behalf of the United States Government, I now outline steps to 
resolve this issue.
   Both President Bush and Secretary of State Powell have expressed their 
sincere regret over your missing pilot and aircraft. Please convey to the 
Chinese people and to the family of the pilot Wang Wei that we are very sorry 
for their loss.
   Although the full picture of what transpired is still unclear, 
according to our information, our severely crippled aircraft made an 
emergency landing after following international emergency procedures. We are 
very sorry the entering of China’s airspace and the landing did not have 
verbal clearance, but very pleased the crew landed safely. We appreciate 
China’s efforts to see to the well-being of our crew.
   In view of the tragic incident and based on my discussions with your 
representative, we have agreed to the following actions:
   Both sides agree to hold a meeting to discuss the incident. My 
government understands and expects that our aircrew will be permitted to 
depart China as soon as possible.
   The meeting would start April 18, 2001.
   The meeting agenda would include discussion of the cause of the 
incident, possible recommendations whereby such collisions could be avoided 
in the future, development of a plan for prompt return of the EP-3 aircraft, 
and other related issues. We acknowledge your government’s intention to raise 
U.S. reconnaissance missions near China in the meeting.

MONTEVIDEO, Uruguay (AP) - Chinese President Jiang Zemin (news - web sites) 
declined comment about his country's decision to release 24 U.S. crew members 
detained since their spy plane collided with a Chinese fighter and made an 
emergency landing.

Midway through a six-country tour of Latin America, Jiang was approached by 
reporters during an appearance at the Uruguayan Congress, but only smiled as 
he walked past.

China on Wednesday agreed to release the American crew, but indicated it 
would hold the plane pending further talks. The end to the stalemate came 
after the Bush administration sent China a letter saying the United States is 
``very sorry'' for the plane's unauthorized landing and the death of a 
Chinese pilot.

During his travels in South America, Jiang has only spoken twice about the 
standoff. On Tuesday, he said China's position was ``sufficiently clear'' and 
appeared to stand by earlier demands that the United States apologize. In 
Santiago, Chile, he repeated Chinese calls for the Bush administration to 
apologize and accept responsibility for the collision.

Jiang opened the 12-day trip in Chile last Thursday. He then headed to 
Argentina and Uruguay and was traveling Wednesday to Brasilia, Brazil, before 
heading on to Cuba and Venezuela.

The 11-day standoff between the United States and China moved toward
resolution Wednesday, with a U.S. plane arriving in China to retrieve the
crew of a Navy surveillance plane that landed on Chinese soil after colliding
with a Chinese fighter jet April 1, Pentagon sources told Fox News.


The civilian plane landed at the airport at Haikou -- the capital of southern
Hainan island --moments before a convoy of two minivans and several cars
pulled out of the military guest house where the crew have been held headed
for the airport as well. The plane is a chartered Continental Airlines Boeing
737 that hours earlier left the U.S. territory of Guam to retreive the
Americans.

President Bush told Reuters that he expected the plane to depart China with
the 24-member crew for Guam, and then later Hawaii, in a matter of hours.

Pentagon officials told Fox News that the plane could depart China even more
quickly, possibly taking off as early as 7:00 or 7:30 p.m. It will take only
minutes after takeoff from Hainan to be out of Chinese airspace. At that
point the Pentagon will do a briefing, which will mainly focus on the
homecoming schedule for the next 24 hours and the next few days.

The crew, which has been detained on Hainan island since the collision, was
being released Wednesday as part of a deal in which the Bush administration
said it was "very sorry" both for the plane landing in China and for the
collision that killed the Chinese fighter pilot.

"This has been a difficult situation for both countries," President Bush said
early Wednesday. "We are working on arrangements to pick them up and bring
them home."

In a carefully negotiated statement, the U.S. said it was "very sorry" that
the U.S. plane was forced to land in Chinese territory, but stopped short of
issuing the apology for the crash that the Chinese had been demanding. The
statement also expressed regret for the presumed death of the Chinese pilot
whose fighter jet collided with the U.S. Navy EP-3E surveillance plane, whom
the Chinese media have lionized as a patriot who crashed defending his
country.

"I know the American people join me in expressing sorrow for the loss of life
of a Chinese pilot," Bush said during a Wednesday press conference. "Our
prayers are with his wife and his child."

Bush said the American people and the relatives of the men and women who were
detained "are proud of our crew and we look forward to welcoming them home."



On Monday and again on Tuesday, Bush warned China that its relationship with
the U.S. could be damaged or jeopardized if the 24 Americans were not freed
soon.

Stolen Secrets?

While the crew members will be coming home Wednesday, their plane, which was
loaded with high-tech surveillance equipment when it was forced into the
emergency landing on Hainan, will remain in China. The agreement brokered
between China and the U.S. calls for a meeting between the governments on
April 18 to discuss the return of the plane.

U.S. surveillance photos have shown a line of trucks near the plane,
indicating that the Chinese are examining the highly classified aircraft.

"We still have some problems with the airplane and we have to keep the
airplane and to make further investigation," said Shen Guofang, China's
deputy ambassador to the United Nations. "The airplane violates our territory
and the land without permission, so that is the problem."

U.S. officials are operating under the assumption that the Chinese have
stripped the plane of sophisticated surveillance equipment. They said their
focus in talks was getting the crew back to America, and the fate of the
plane was unclear.

Rep. Porter Goss, R-Fla., chairman of the House Intelligence Committee,
praised the crew's efforts to destroy secret information. "These folks did an
extremely good job under extremely difficult circumstances, and it appears
that they minimized any possible compromise to the greatest degree possible,"
Goss said.

Who's to Blame?

A senior U.S. official, speaking on condition of anonymity, said the
administration successfully resisted a Chinese demand that the letter to
China say the plane violated Chinese airspace, a point Secretary of State
Colin Powell had insisted upon.



"With ... respect to the right of the United States to continue to operate
our aircraft in international airspace, that really is a given," Vice
President Dick Cheney said on the Diane Rehm Show on WAMU-FM in Washington.
"That is not a subject that we would want to concede on."

The letter notes China's demand that the future of U.S. reconnaissance near
China be discussed at the April 18 meeting. U.S. officials said there were no
plans to end the practice of flying surveillance planes in international
airspace near China, but refused to

0500.  McClellan closes with a 'final salute'

MCCLELLAN AIR FORCE BASE, Calif. (AFPN) -- The Sacramento Air Logistics
Center ended 63 years of service to the country during a "Final Salute
Ceremony" here April 10.

An estimated 4,000 well wishers and former employees attended the ceremony
that concluded the Base Realignment and Closure action started nearly six
years ago.

The event featured remarks from acting Secretary of the Air Force, Dr.
Lawrence J. Delaney and from Gen. Lester L. Lyles, commander of the Air
Force Materiel Command.  The Sacramento County Board of Supervisors Chairman
Roger Niello and District One Supervisor Roger Dickinson accepted the keys
to the base from Jim Barone, center director.

Lyles spoke of a story Barone had told him that symbolized everything he
believes this organization stood for during the years.  He told of a
technician who was delayed reporting to personnel for out-processing on his
final day of employment here.

Several of this individual's co-workers were concerned and went looking for
him.  They found him at his workstation, but he refused to leave until he
had finished his mission.

"That man symbolizes the honor and professionalism displayed by Team
McClellan, not only throughout this closure process, but throughout the long
history of this installation," Lyles said.

"The Air Force is honored by your accomplishments and a job well done,"
Delaney said. "McClellan's heritage is its people and their reputation for
excellence.

"You've made an impact on this country, playing a large role in preserving
this great democracy," he said.  "We will continue to celebrate the legacy
of this base as we are celebrating your contributions today."

The ceremony was concluded first with the encasement of the Sacramento Air
Logistics Center flag to formally mark the completion of its mission and
then the retirement of the U. S. flag by the Sacramento County Sheriff's
Honor Guard.

Following the ceremony there was a fly-by of several aircraft with a tie to
McClellan AFB over the years including an A-10 Thunderbolt II, a B-25
Mitchell bomber, a P-51 Mustang, an F-15 Eagle and an F-117 Nighthawk.

McClellan's history and heritage took center stage April 9 at the Sacramento
Convention Center Ballroom as more than 1,100 people attended a dinner to
mark the closure and transition of the facility to civilian control.  In the
convention center's lobby was a 60-foot long photographic display that
depicted the base's history while several television monitors ran a video
presentation on the same.

Featured speakers included Delaney, Lyles and U.S. Rep. Doug Ose.  Delaney
spoke of McClellan's 63 years of service to the nation.

"This installation, and the men and women who worked here, were instrumental
in helping win the cold war and in shaping our world in the 20th century,"
he said.  "I offer my heartfelt thanks to each and every one of them."

Ose spoke of growing up in the Sacramento area, and how much McClellan had
meant to the community through the years.

"In 1967 the base reached its peak of 26,000 employees," he said.  "These
employees formed a team that in many cases spanned generations of their
families."

He said "team McClellan met every challenge presented to them through the
years, and then asked 'is there anything else we can do for you?'"

The evening and an era ended with the playing of the Air Force song by the

RANDOLPH AIR FORCE BASE, Texas (AFPN) -- The newest Enlisted Quarterly
Assignment Listing of available enlisted assignments overseas arrives at
military personnel flights and on the Air Force Personnel Center's World
Wide Web home page May 8.

This list includes assignments for overseas jobs opening during the January
through March 2002 time frame.

Assignment preferences must be updated by May 18 to ensure the information
is in the assignment computer system before actual assignments are released
on or about June 4.

EQUAL advertises upcoming assignment requirements, by Air Force Specialty
Code and rank, and gives people a chance to update their assignment
preferences to match vacancies that need filling in a particular cycle.
People should review, prioritize and list specifically those assignment
options available to them on EQUAL.

Separate listings for assignments available at overseas locations as well as
assignments available for those returning from overseas areas are published
quarterly.  Special duty assignments appear on EQUAL-Plus and are updated
weekly.

Military personnel flights and commanders support staffs will have copies of
the listings and can help people update their preferences. People who are on

Jesse Jackson to Beijing? Relax on the psychiatrist's couch. Is it you or the 
rest of the world that's gone bonkers ... bug-swattin' nuts ... barking mad? 

This individual steps forth during the nation's anxiety over 24 servicemen 
and women incarcerated on an Asian island and volunteers his priceless 
services to travel to China to negotiate their release from their communist 
captors.

Yes, this is the same spiritual adviser and comforter to former president 
Bill Clinton, the same one who pronounced George W. Bush an illegitimate 
president. Jackson has, indeed, established himself a national authority, if 
not an ideal role model, on the subject of illegitimacy.

The current president of the United States, busily engaged in unscrambling 
this Chinese puzzle, politely says thanks, but no thanks.

The reverend, taking precious time away from his woes with the Internal 
Revenue Service, large corporations that suspect they just may have been 
extorted and his extended family, legit and otherwise, says that's all right: 
He might just go to Beijing anyway.

And he makes it perfectly clear the first words to leave his mouth upon 
arrival would be an abject apology – the very thing, for right reasons, 
President Bush has been avoiding like the plague, which is what that would 
turn into.

A Jacksonian apology for exactly what is not clear, but then Jesse, never at 
a loss for words, could be counted upon to think of something. He does have a 
way of saying whatever comes to his mouth, with little or no regard for truth 
or consequences.

If a definition of sanity is a clear grasp on reality, is Jesse Jackson the 
very finest private emissary this nation could think of to send on such a 
delicate errand?

Not to mention whether the Founding Fathers had Jesse in mind when they threw 
together the Constitution, giving the chief executive of the United States, 
not of the Rainbow/PUSH Coalition, the sole powers to conduct the nation's 
foreign affairs.

Consider now the following examples of whether the Founders, if around today, 
would be asking, "Have you people lost your cotton-picking minds?"

• OK, then if not Jesse, how about Bill Clinton, on or off his latest 
elephant? He's had plans to pick up a buck or two making speeches in China. 
Surely he could work a hostage rescue into his busy schedule.

• Or Marc Rich? He's able to move around the world a little more freely now, 
thanks to the expensive autograph he obtained from then-President Clinton.

• Or pick any one of a number of those who were in that parade of 
money-launderers Bill Clinton and Al Gore used in financing their re-election 
campaign. They couldn't have lost their Chinese connections this soon.

• Then there's, always, Barbra Streisand, whose considerable showbiz talents 
obviously qualify her for her latest hobby – advising the White House and 
Capitol Hill on matters of state, foreign and domestic.

• Ross Perot, it has come as no surprise, is already all ears to discover how 
he may intervene personally to effect a release of the captives.

• And, finally, there's that other Jesse – Ventura. He's been ginning up his 
own business-development trip to China in behalf of once-ruggedly 
enterprising Minnesota, which seems now to think of itself as one of those 
underdeveloped republics whose downtrodden citizenry is in need of entitled 
federal charity.

• The White House persists in calling America's captured military fliers 
"detainees." You can bet your shirt those 24 know they're being held hostage.

• Speaking of shirts, Ari Fleischer, the White House press flack, actually 
had the temerity to announce with a straight face at one of his no-news 
briefings that all was well with the "detainees." They had just that very day 
been given fresh T-shirts by the Army officer the Chinese were so gracious as 
to allow to visit them briefly, when and under whatever conditions those 
captors set for their captives.

• The general who has been running the negotiations for the Chinese is also 
the one who threatened to drop a nuclear bomb on Los Angeles. Not many in the 
United States, including L.A., still a part of the United States, seemed to 
care particularly.

• Vice President Dick Cheney, once a secretary of defense, told a Fox News 
Channel interviewer that he hadn't known of that bomb threat to Southern 
California. Granted California went for Al Gore last year, but isn't a 
possible mushroom cloud above all that smog worth more than a shrug?

• This is the same gang that President Bush has told getting the Hainan 24 
home safely and soon was the overriding objective of the United States

China's Victory

China has won a major victory over the United States. 
Any spin that plays this story differently simply will seek to delude 
Americans to the reality of what has transpired in the past 11 days. 

For almost two weeks China held Americans and America hostage. 

So far, there have been NO repercussions, and today they received an 
effective "apology" from the U.S. government for having done nothing wrong. 

Ambassador Prueher's letter today states: "We are very sorry the entering of 
China's airspace and the landing did not have verbal clearance, but very 
pleased the crew landed safely."

The operative words "very sorry" are nothing more than an apology. We are 
sorry that a Chinese jet collided with our propeller plane, causing it to 
almost crash, and forcing it to land in Chinese territory?

Even worse in my mind was Prueher's statement that followed his "very sorry" 
concession: "We appreciate China's efforts to see to the well being of our 
crew."

Do we usually thank hostage takers?

The Prueher letter, in my mind, will settle little. 

Each day that passed after the first two days – the longest reasonable amount 
of time our military personnel should have been kept against their will – 
China demonstrated to neighboring Asian countries and the rest of the world 
that the U.S. is no longer a great superpower. 

If this was a dry run for China's upcoming crisis over Taiwan, it bodes well 
for the Chinese. 

The U.S. government did everything to please the Chinese. 

Policymakers and pundits were so fearful, they wouldn't even use the "H" 
word. The major media played down China's outrageous action. Major daily 
newspapers avoided running the story on Page One. The airwaves were filled 
with talking heads making excuses for China.

This incident was good for China because it demonstrated that America will do 
anything to avoid confrontation, and will sacrifice its national honor to 
accommodate the Chinese. 

What message have we just telegraphed allies in Japan, Taiwan and South 
Korea? What about other rogue nations and terrorist groups that may take 
Americans hostage in the future?

For almost two weeks China kept poking us in the eye with an ice pick. 

The best response our administration could come back with was: "If you keep 
poking us in the eye with that ice pick, we may have damaged relations."

This from a great country like the U.S.! 

After the past 11 days, the rest of the world can no longer view us as a 
great power. 

In truth, we should now be "very sorry" for trading with China, opening up 
our universities to their students, opening our capital markets to their 
businesses, sharing our technology, and helping to make them a great power. 

We can only recover from this if we did what Reagan did after the Iranian 
hostage crisis: Rebuild America's defenses and lay down a new policy with 
those that will do us harm.

We Bombed Chinese Embassy on Purpose

One of my best friends, who lives in D.C., told me something yesterday 
extremely relevant to the ongoing China Spy Plane Standoff. Not long ago he 
ran into a CIA man who privately told him:
Two years ago, during the Kosovo 'police action', we purposively bombed the 
Chinese Embassy in Belgrade!

It seems that the CIA had good intelligence that the Chinese Embassy was 
helping Milosovic's Serbian forces so we decided to 'take out the embassy.'

Of course publicly we have said all along that it was a 'mistake' – that we 
were operating from an "old, outdated CIA map."

And, after many Beijing demonstrations against our embassy there, President 
Clinton did offer the all-important-to-the-Chinese 'apology'. Ironic, eh? We 
justifiably bomb their embassy because they are helping our enemy in trying 
to kill Americans and we apologize for it. (Clinton loved to say he was 
"sorry." I guess he had much in his life to apologize for.)

But in this case they demand an apology for something they did.

Looking back on the Kosovo operation, it is another example of why the United 
States of America should not engage in any combat operation without a formal 
declaration of war. Such a declaration – and the congressional debates 
leading up to it – prepare the public for the human cost of the war.

If that had happened before we sent planes, copters and troops into combat, 
then we would not have had to lie to the American people!

If we had good intelligence that Beijing was helping the butcher Milosovic, 
then that intel should have been shared with the American people.

We, the people who send the bodies and the money, have a right to know – in a 
legitimate and legally declared war – who is trying to kill our troops.

If, in the face of that, Red China wants to side with our enemy, then we had 
every right to hit their embassy.

Diplomatic immunity be damned!

It is a violation of such immunity to use it as cover to aid a party in a 
legally declared war.

So we were entirely justified in taking out their embassy.

The only mistake we made was not telling the American people and the world 
the truth about just how evil and complicitous Beijing really is.

Now we have yet another opportunity to stand up to the Butchers of Beijing 
and cut them down to size – before they become so militarily strong that we 
cannot.

Frederic Bastiat was a French economist, a passionate and articulate believer in
free
enterprise, who lived from 1801 to 1850. But his writings speak to us today, and
help
explain why the recent conflict with China has ended through diplomacy and peace
rather than belligerence and war.

The answer can be summed up in one word: commerce. Glorious, peaceful,
prosperity-making, peace-preserving commerce. It was the overwhelming fact that the
health of our economies are linked that made the Chinese and US governments realize
that both sides have more to gain from good relations than hatred and war.

It was Bastiat who observed the trade-off between trade and war. When goods don't
cross borders, he said, armies will. Without trade, there is less to lose from the
mass destruction that war implies. Countries that trade have a mutual stake in the
preservation of open, friendly relations. This is one reason that free commercial
activities promote peace, and why protectionism and trade sanctions generate war
tensions.

History shows that war is good for government. In wartime, government gains massive
power over society. It is granted a degree of latitude in its use of emergency powers
that would not otherwise be permitted. War allows politicians and bureaucrats with a
passion for power to use it to the hilt, through taxation, inflation, and
regimentation. War destroys things and then permits governments to profit from
rebuilding them. It drains the private sector of capital and entrepreneurial energy,
and enriches the parasitical institutions of the State. No free society stays free
after war begins.

The mystery isn't why war exists but rather why, given the nature of government, it
isn't the norm. Bastiat explained that free trade helps quell government's passion
for war. It creates powerful lobbying groups on all sides that demand the
preservation of peace and the triumph of diplomacy over hostility. International
trade networks create intermediating structures of business relations that work as a
barrier to bombs and belligerence.

This observation was further elaborated on by Ludwig von Mises, who responded to the
Marxist-Leninist theory that capitalism leads to war. Lenin saw war as the
internationalization of the intractable conflict between capital and labor. On the
contrary, Mises said, the basis of capitalism is trade and mutual cooperation to the
benefit of everyone. Capitalism creates networks of commerce-including capital
markets and wide circles of labor and entrepreneurial specialization-that become
dependent on each other.

The socialists of today understand this, which is why, since the end of the Cold War,
so many of them have joined the war party. They too recognize that freedom, trade,
and peace go together, so they've decided to oppose all three. Only last year, for
example, the website of the World Sociologists complained that "The pledge to restart
the talks [with China] came after a barrage of lobbying pressure by US companies
alarmed over the prospect of losing the billions of dollars in trade and investment
opportunities"

Indeed, commercial ties are the very basis of international friendship, particularly
that which thrives between the US and China. Each year, China exports $200 billion in
goods to the world, and imports $170 billion, for a total dollar value of commercial
world traffic in and out of China of nearly half a trillion.

China's top trade partner is Japan but next in line is the US. Each year, China
exports to the US $81 billion in electrical machinery and equipment, apparel, shoes,
toys, games, iron and steel, furniture, leather goods, and a million other things,
while importing $13 billion in machinery, fuel, medical equipment, paper product,
aircraft, and a million other things.

Our lives-by which I mean the lives of regular people in the US and in China-are made
immeasurably better because of the freedom to trade. Our networks of exchange build
private-sector prosperity in both countries. Was the "corporate lobby" influential in
preventing the tensions over the US spy plane from degenerating into outright
conflict? Very possibly, even likely-a fact which we should celebrate, not condemn.

So entrenched are U.S.-China business ties that the warmongers among us have to think
creatively to come up with excuses for protectionism and hostility. Lately they have
been fulminating about human rights in trade, the supposed existence of forced and
child-based labor, the claim that China is spying on the US, and the trade deficit.
They say that all these things raise good reasons to curb or cut off commercial
relations.

A Citizen Nightmare

The North American Free Trade Agreement (NAFTA) includes an array of new
corporate investment rights and protections that are unprecedented in scope
and power. NAFTA allows corporations to sue the national government of a
NAFTA country in secret arbitration tribunals if they feel that a regulation
or government decision affects their investment in conflict with these new
NAFTA rights. If a corporation wins, the taxpayers of the "losing" NAFTA
nation must foot the bill. This extraordinary attack on governments' ability
to regulate in the public interest is a key element of the proposed NAFTA
expansion called the Free Trade Area of the Americas (FTAA).

 NAFTA's investment chapter (Chapter 11) contains a variety of new rights and
protections for investors and investments in NAFTA countries. Specifically,
Article 1110 of NAFTA guarantees foreign investors compensation from the
NAFTA governments for any direct government expropriation (i.e.,
nationalization) or any other action that is "tantamount to" an "indirect
expropriation." In addition, Article 1102 provides for "national treatment,"
which means that governments must accord to companies of other NAFTA
countries no less favorable treatment than they give to their own companies.
Article 1105 contains a "minimum standard of treatment" provision, which
includes vague prose about fair and equitable treatment in accordance with
international law.

 If a company believes that a NAFTA government has violated these new
investor rights and protections, it can initiate a binding dispute resolution
process for monetary damages before a trade tribunal offering none of the
basic due process or openness guarantees afforded in national courts. These
so-called "investor-to-state" cases are litigated in the special
international arbitration bodies of the World Bank and the United Nations,
which are closed to public participation, observation and input. A
three-person panel composed of professional arbitrators listens to arguments
in the case, with powers to award an unlimited amount of taxpayer dollars to
corporations whose NAFTA investor privileges and rights they judge to have
been impacted.

 Corporate investors have used these unprecedented NAFTA investment
protections to challenge national and local laws, governmental decisions and
even governmental provision of services in all three NAFTA countries. To
date, companies have filed more than a dozen cases, claiming damages of more
than US$13 billion [see "The Chapter 11 Dossier"].

 "Tantamount to Extortion"

In the largest Chapter 11 suit yet brought against the United States, the
Canadian corporation Methanex in 1999 sued the U.S. government for $970
million because of a California executive order phasing out the sale of a
Methanex product. Methanex claims that California's phase-out of methyl
tertiary butyl ether (MTBE), a gasoline additive, violates the company's
special investor rights granted under NAFTA because the California
environmental policy limits the corporation's ability to sell MTBE. If a
NAFTA tribunal decides that California's environmental policy violates
NAFTA's investor protections, the U.S. government can be held liable for the
corporation's lost profits from not selling MTBE.

 The case is "a clear threat to California state sovereignty and democratic
governance," says Martin Wagner of the California-based Earthjustice Legal
Defense Fund. If Methanex succeeds, California will be under pressure to
rescind its executive order, to lessen the damage award.

 Associated with human neurotoxicological effects, such as dizziness, nausea
and headaches and found to be an animal carcinogen with the potential to
cause human cancer, MTBE has been found in ground water and drinking wells
around California. On March 25, 1999, California required the removal of MTBE
from gasoline sold in the state by December 31, 2002. Governor Gray Davis
declared that "on balance, there is significant risk to the environment from
using MTBE in gasoline in California."


 Methanex claims that adding MTBE to gasoline reduces air pollution. However,
a 1998 University of California at Davis (UC-Davis) report, which informed
the government action, found that "there is no significant additional air
quality benefit to the use of oxygenates such as MTBE in reformulated
gasoline." The report found "significant risks and costs associated with
water contamination due to the use of MTBE." The report noted that "MTBE is
highly soluble in water and will transfer readily to groundwater from
gasoline leaking from underground storage tanks, pipelines and other
components of the gasoline distribution system." It also noted that the use
of MTBE in motor boat fuel results in contamination of surface water. The
report concluded that "[w]e are placing our limited water resources at risk
by using MTBE."

Federal Reserve Commissar Alan Greenspan and his newsfaker wife are
reportedly busy deceiving the stock and commodity suckers. Acting together
with the Chief of the New York District Federal Reserve Bank, Greenspan is
manipulating the markets at a time of suspected meltdown.

 To fool those who fancy up their position by calling themselves "investors",
the Fed boss has been spending billions and billions of dollars from the
PRIVATE central bank masquerading as a "U.S. government" entity.

 And how are markets massaged? One way, is to support, temporarily, the Dow
Jone 30 Industrials, a psychological barometer often with little meaning
except to know-nothings unaware of the tremendous leveraging of the Dow
figures. Acting like a Soviet-style dictator, Greenspan is referred to by
savvy folks as REDSPAN. If the 30 Industrials really go down hard, to some
that would be a sign of collapsing financials. So, Redspan not only doctors
up the 30 Industrials in that index, but has extended his hocus-pocus to
Nasdaq, which since April, 2000, has been the killing ground for the
phantasies of would-be get-rich-quick types.

 One major stock that for a while declined has been General Electric. NBC
Network is owned by G.E. and Redspan's spouse, Andrea Mitchell, has been an
NBC Network correspondent. Do we understand that "Mrs. Redspan" knows more
about the rotten schemes of her husband and his conspiratorial bank gang than
mere "pillow talk"? Some NBC honchos have been speculating, unlawfully and
unfairly, using insider data reportedly made available to them through Andrea
Mitchell.

 Not just NBC types but other network and White House correspondents have for
years been spending part of their time on the phone to their stock and/or
commodity brokers, some in Chicago, Frankfort, Singapore, Geneva, and
elsewhere. The exchange regulators are willfully blind to these crimes
committed by top-level news whores, men and women both.

 Of course, poorly informed sorts have entirely too much confidence in the
U.S. Securities and Exchange Commission, S.E.C., and the Commodity Futures
Trading Commission, CFTC. Both of the supposed regulatory agencies are highly
politicized and corrupt, afraid to dare finger network bigshots. [The S.E.C.
Enforcement Division boss in Chicago, in the past when I visited him, was so
afraid of talking to me, he would leave his office and talk to me only in the
hallway. I considered him a master crook after seeing how he dealt with my
complaints about matters like herein. He dared let slip once that he traveled
around on the private airplane of a key figure in Bank of Credit and Commerce
International, BCCI. The S.E.C. honcho saw nothing wrong with socializing
with a bigtime bank and espionage criminal.]

During the Clinton Administration, the White House with the apparent
connivance of White House Senior Advisor and reputed "bagman", Rahm Emanuel,
sought to blackmail White House and Network correspondents. To persuade the
press pundits to steer clear of Clinton's treason aiding the Red Chinese with
U.S. industrial, financial, and MILITARY secrets. Packages with no return
address shown, were received by various loudmouths. The apparently authentic
records in the packages tended to show reportedly that news big dealers and
their relatives got rich with insider stock and commodity market details. The
records included the federal tax returns of network correspondents and their
relatives, together with reports and little-known court records of nasty
divorces, child custody battles and related dirt, psychiatrists reports on
treatments of network biggies. Included were lists of married correspondents
and their mistresses and gigolos. [Rev. Jesse Jackson's wife, apparently to
blackmail reporters, likewise reportedly keeps track of such mistresses and
gigolos.]

 After all, White House correspondents were quite aware that Clinton, as
President, used to meet from time to time with Wang Jun, head of the Red
Chinese Secret Police. Supposed "independent" counsel Kenneth W. Starr was
perceived by naive folks as running after Bill and Hillary Clinton. Not so,
other than much less important matters, such as the sex goings on of Monica
Lewinsky. Starr spent the bulk of his time in PRIVATE law practice. His
PRIVATE law client was Wang Jun. Further, Starr reportedly was the
UNREGISTERED foreign lobbyist for the Red Chinese government. The Clinton
Justice Department could have nailed and jailed Starr any time they wanted
to. Starr's conflicts of interest and brazen criminality were not that
secret, certainly not to knowledgeaqble sorts.

Bilderberg will hold its annual secret meeting at a resort near Gotesberg, or 
Go th enburg, Sweden May 24-28, The SPOTLIGHT has learned.

Bilderberg will meet at the Quality Ho tel Stenungsbaden, a luxury resort in 
Sten ungsund, about 30 miles from Go tes berg. While accessible by land, the 
resort occupies an entire island off the coast.

According to travel agencies, Bilder berg has chosen an ideal location for 
security purposes—something it has always emphasized but has become even more 
sensitive about in recent years.

Not only is the resort surrounded by a moat, but travel agencies report 
finding no accommodations between Stenungs und and Gotesberg. However, people 
who have traveled there say modest accommodations can be found.

In this remote but luxury setting, Bilderberg will deploy armed guards at the 
gates and around the hotel. Often, when meeting in Europe, Bilderberg de 
ploys the military as well, sometimes with dogs.

The usual luminaries are scheduled to attend, including David Rockefeller and 
his valet, Henry Kissinger, who are also leaders of the Bilderberg brother 
group, the Trilateral Commission. 

Rockefeller shares power in Bilderberg with the Rothschilds of Britain and 
Eur ope, and has attended since meetings be gan under that name in 1954. How 
ever, Rockefeller is now more than 80 years old and has become stooped and 
feeble.

PLUTOCRATIC AGENDA

The broad outlines of Bilderberg's perennial agenda are long known: universal 
free trade to create a world government under the United Nations and 
elimination of nation-states so the international plutocrats can turn

Americans' right to information privacy is in peril, the American Civil
Liberties Union said today in its latest national advertisement.

The ad, appearing in the April 15 issue of The New Yorker and the April 16
issue of The New York Times Magazine, features a large photo of a cell
phone, with the headline: "Now equipped with 3-way calling. You, whoever
you're dialing, and the government."

The statement, the ACLU said, is no exaggeration. Through surveillance
programs with ominous names like "Echelon" and "Carnivore," government
agencies are violating the Fourth Amendment, which was adopted for the
express purpose of protecting Americans from unwarranted government
surveillance.

"The same technological advances that have brought enormous benefits to
humankind also make us more vulnerable than ever before to unwarranted
government snooping," said Barry Steinhardt, Associate Director of the
American Civil Liberties Union. "Through this advertisement, the ACLU
hopes to increase awareness of the privacy threat and mobilize our
lawmakers into action."

The advertisement urges readers to visit a special ACLU website
http://www.aclu.org/privacyrights to learn more about these invasions of
privacy rights and to send a free fax message urging their Members of
Congress to stop the use of Carnivore and to hold hearings on the
secretive Echelon program.

According to the ACLU ad, five nations (the U.S., England, Canada,
Australia and New Zealand) are members of a spy network -- dubbed Echelon
-- that aims to intercept virtually all forms of electronic
communications. Its purpose: worldwide surveillance, not just of other
intelligence agencies, but of civilians.

Meanwhile, through the FBI's Internet wiretap system, dubbed "Carnivore,"
U.S. Internet service providers are forced to attached a black box
directly to their networks -- a powerful computer through which much of
their customers' communications may flow.

"Congress must cage Carnivore and determine if the Echelon program is as
sweeping and intrusive as has been reported," said Gregory T. Nojeim,
Associate Director of the ACLU's Washington National Office. "Congress
must ensure that our government does not intercept Americans'
conversations without a court order. That is why the ACLU has called upon
Congress to embark on a national legislative program to shore up the
information privacy rights of this and future generations."

The creative minds behind the ad series, DeVito/Verdi Advertising, also
developed last year's ACLU advertising series, which included messages on
racial profiling, juvenile justice and the death penalty.

The ACLU advertising campaign will be featured on the organization's
website, http://www.aclu.org, with links to relevant documents and news
about each issue. The next advertisement, on the subject of asset
forfeiture -- police seizure of innocent people's private property -- is
scheduled to run in the April 29 issue of The New York Times Magazine and
in the May 7 issue of The New Yorker.

On the agenda: The future of the Net

It is strongly suggetsed, but not confirmed, that the Bilderberg Group is meeting this 
year in Sweden. Last year they
changed their minds rather late, and ended up on the street near Bruxelles, right in 
front of us, so I guess they won't want to do that again. We can assume then that,
either we are getting a 'bum-steer', or this is correct. It sounds plausible enough, 
given their interest (read 'role') in EU matters, that they would meet in Gothenburg,
just before the Summit. They have a tendency to do this with G7/8 as well. A larger 
than usual delegation the last two years also tends to support this.

It is quite interesting that Sweden is the choice. We saw (and photographed) a few 
Swedes at last years: Barnevik (Steering Committee), Bildt, Pagrotsky, Leif
Johansson, Lars-Eric Petersson and Jacob Wallenberg.

enough, until you notice that he is suddenly chairing a major panel for ICANN,

Committee member, and is a rising star in the elite. He is now well placed to
influence the development of the internet, that delinquent medium the elite would love 
to control (as they control all other media). And IT is a growing aspect of these
summits!

After 16 books and 25 years in basic research I thought I'd heard it all ... 
the world was a confused mess, probably beyond understanding and certainly 
beyond salvation -- there was little I could do about it.

Back in 1968, my Western Technology and Soviet Economic Development was 
published by the Hoover Institution at Stanford University. In three 
substantial volumes I detailed how the West had built the Soviet Union. 
However, the work generated a seemingly insoluble puzzle:


•Why have we done this?
• Why did we build the Soviet Union?
• Why did we transfer technology to Hitler's Germany at the same time?
• Why does Washington want to conceal these facts?
• Why have we boosted Soviet military power?
• Why have we simultaneously boosted our own?


In subsequent books, the Wall Street series, I added more questions -- but no 
answers. I had more or less arrived at the conclusion that there was no 
rational answer that could be proven.

Then a year or so ago, I received an 8-inch batch of documents -- nothing 
less than the membership lists of an American secret society. Glancing 
through the sheets it was more than obvious -- this was no ordinary group. 
The names spelled Power, with a capital "P." As I probed each individual, a 
pattern emerged ... and a formerly fuzzy world became crystal clear.

The book you will read here is a combined version of a series reporting on 
this research. Each volume builds on the previous volume in a logical 
step-by-step process.

These volumes will explain:

"Talk show host and anti-gun activist Rosie O'Donnell is conducting a poll
on gun control at her online magazine 'Rosie.' Given her views, she may wish

to own a gun with no restrictions.' Only 2 percent say, 'I'm for gun
control.' A combined 13 percent support private ownership if licensing or

New Report Says Second Gunman Fired at Kennedy

The House Assassinations Committee may have been right after all: There
was
a shot from the grassy knoll.

That was the key finding of the congressional investigation that
concluded
22 years ago that President John F. Kennedy's murder in Dallas in 1963
was
"probably . . . the result of a conspiracy." A shot from the grassy
knoll
meant that two gunmen must have fired at the president within a
split-second
sequence. Lee Harvey Oswald, accused of firing three shots at Kennedy
from a
perch at the Texas School Book Depository, could not have been in two
places
at once.

A special panel of the National Academy of Sciences subsequently
disputed
the evidence of a fourth shot, contained on a police dictabelt of the
sounds
in Dealey Plaza that day. The panel insisted it was simply random noise,
perhaps static, recorded about a minute after the shooting while
Kennedy's
motorcade was en route to Parkland Hospital.

A new, peer-reviewed article in Science and Justice, a quarterly
publication
of Britain's Forensic Science Society, says the NAS panel's study was
seriously flawed. It says the panel failed to take into account the
words of
a Dallas patrolman that show the gunshot-like noises occurred "at the
exact
instant that John F. Kennedy was assassinated."

In fact, the author of the article, D.B. Thomas, a government scientist
and
JFK assassination researcher, said it was more than 96 percent certain
that
there was a shot from the grassy knoll to the right of the president's
limousine, in addition to the three shots from a book depository window
above and behind the president's limousine.

G. Robert Blakey, former chief counsel to the House Assassinations
Committee, said the NAS panel's study always bothered him because it
dismissed all four putative shots as random noise -- even though the
three
soundbursts from the book depository matched up precisely with film of
the
assassination and other evidence such as the echo patterns in Dealey
Plaza
and the speed of Kennedy's motorcade.

"This is an honest, careful scientific examination of everything we did,
with all the appropriate statistical checks," Blakey said of Thomas's
work.

"It shows that we made mistakes, too, but minor mistakes. The main thing
is
when push comes to shove, he increased the degree of confidence that the
shot from the grassy knoll was real, not static. We thought there was a
95
percent chance it was a shot. He puts it at 96.3 percent. Either way,
that's
'beyond a reasonable doubt.' "

The sounds of assassination were recorded at Dallas police headquarters
when
a motorcycle patrolman inadvertently left his microphone switch in the
"on"
position, deluging his transmitting channel with what seemed to be
motorcycle noise. Using sophisticated techniques, a team of scientists
enlisted by the House committee filtered out the noise and came up with
"audible events" within a 10-second time frame that it believed might be
gunfire.

The Warren Commission had concluded in 1964 that only three shots, all
from
behind, all from Oswald's rifle, were fired in Dealey Plaza as the
motorcade
passed through. But the House experts, after extensive tests, found 10
echo
patterns that matched sounds emanating from the grassy knoll, traveling
carefully measured distances to nearby buildings and then bouncing off
them
to hit the open motorcycle transmitter.

They also placed the unknown gunman behind a picket fence at the top of
the
grassy knoll, in front of and to the right of the presidential
limousine.
The House committee concluded that this shot missed, and that Kennedy
was
killed by a final bullet from Oswald's rifle. Thomas, by contrast,
believes
it was the shot from the knoll, seven-tenths of a second earlier, that
killed the president.

The NAS panel, assigned to conduct further studies after the committee
closed down, said in 1982 that the noises on the tape previously
identified
as gunshots "were recorded about one minute after the president was
shot."

The NAS experts, headed by physicist Norman F. Ramsey of Harvard,
reached
that conclusion after studying the sounds on the two radio channels
Dallas
police were using that day. Routine transmissions were made on Channel
One
and recorded on a dictabelt at police headquarters. An auxiliary
frequency,
Channel Two, was dedicated to the president's motorcade and used

4. Did the U.S. deliberately bomb the Chinese Embassy in Belgrade?

On May 7, 1999, U.S. planes bombed the Chinese Embassy in Belgrade.
President Clinton called the bombing "a tragic mistake," the result of
faulty maps provided by U.S. intelligence services.

That was good enough for the American media, but it wasn't good enough for
their overseas counterparts. Working together, reporters from the London
Observer and Copenhagen's Politiken found U.S. and NATO government and
military sources who told a different story. One official at the National
Imagery and Mapping Agency, perhaps piqued at the assertion that his agency
had botched its job, called the faulty-map story "a damned lie."

In fact, according to these high-ranking sources, NATO deliberately targeted
the Chinese Embassy, which was serving as a rebroadcast station for the
Yugoslav army.

After the Observer broke the story, the Associated Press wire service picked
it up, but few major papers ran it. The Washington Post gave it 90 words in
an international news briefs section, under the headline, "NATO Denies Story
on Embassy Bombing." The New York Times didn't mention it at all. When the
press watchdog group Fairness and Accuracy in Reporting asked the Times why
it ignored the story, the paper's foreign editor described the Observer's
piece as "not terribly well-sourced, by our standards at least."

"It sounds like the Times might be holding out for a named official source,"
FAIR's Seth Ackerman told In These Times, "which is a standard of evidence
that the Times likes to apply in cases where they would rather not report
the story at all."
