-Caveat Lector- First, I would like to state that Webfairy was on my list at Yahoogroups at one time(Psy-Op), in fact, at the very time that the "whatzit" hit the digital electron waves, i.e. first came out. I don't know who was around to see the FIRST "whatzits" but initially, those images were vastly different. They were less blurred and showed a VERY hokey looking rocket of some sort. At first, the "whatzit" looked like some sad excuse for special effects of the 1950's Japanese variety, ala Godzilla. This was changed. Now, the image is blurry and there appears to be a moment in the series of frames in which the object actually jumps BACKWARD, suddenly, but only for a second, finally resuming its course forward. Such a jump would have created a g-force sufficient to completely disintegrate the object in question. Soon after, Webfairy was claiming it as evidence that the object was of a technology either alien or previously undivulged. I consider it far more likely that it was a problem that arose during the "editing" process (i.e. during the fabrication and/or alteration) but it came out anyway. Inside the probe the Bush administration doesn't want you to know about Dec. 2 issue When the two Qaeda operatives arrived at Los Angeles International Airport around New Year's 2000, they were warmly welcomed. Nawaf Alhazmi and Khalid Almihdhar would help hijack American Airlines Flight 77 and crash it into the Pentagon a year and a half later, but that January in Los Angeles, they were just a couple of young Saudi men who barely spoke English and needed a place to stay. AT THE AIRPORT, THEY were swept up by a gregarious fellow Saudi, Omar al-Bayoumi, who had been living in the United States for several years. Al-Bayoumi drove the two men to San Diego, threw a welcoming party and arranged for the visitors to get an apartment next to his. He guaranteed the lease, and plunked down $1,550 in cash to cover the first two months' rent. His hospitality did not end there. Al-Bayoumi also aided Alhazmi and Almihdhar as they opened a bank account, and recruited a friend to help them obtain Social Security cards and call flight schools in Florida to arrange flying lessons, according to law-enforcement officials. Two months before 9-11, al-Bayoumi moved to England; several months later, he disappeared. He is believed to be somewhere in Saudi Arabia. MYSTERY MAN Who is al-Bayoumi? At various times, the affable father of four told people that he was getting his doctorate at San Diego State, though the school has no record he ever attended. He told others that he was a pilot for the Saudi national airline. He apparently did work for Dallah Avco, an aviation-services company with extensive contracts with the Saudi Ministry of Defense and Aviation, headed by Prince Sultan, the father of the Saudi ambassador to the United States, Prince Bandar. According to informed sources, some federal investigators suspect that al-Bayoumi could have been an advance man for the 9-11 hijackers, sent by Al Qaeda to assist the plot that ultimately claimed 3,000 lives. The Feds' interest in al-Bayoumi has been heightened by a money trail that could be perfectly innocent, but is nonetheless intriguingand could ultimately expose the Saudi government to some of the blame for 9-11 and seriously strain U.S.-Saudi ties. It is too soon to say where the trail will wind up, but it begins with a very surprising name on a Washington bank account. About two months after al-Bayoumi began aiding Alhazmi and Almihdhar, NEWSWEEK has learned, al-Bayoumi's wife began receiving regular stipends, often monthly and usually around $2,000, totaling tens of thousands of dollars. The money came in the form of cashier's checks, purchased from Washington's Riggs Bank by Princess Haifa bint Faisal, the daughter of the late King Faisal and wife of Prince Bandar, the Saudi envoy who is a prominent Washington figure and personal friend of the Bush family. The checks were sent to a woman named Majeda Ibrahin Dweikat, who in turn signed over many of them to al-Bayoumi's wife (and her friend), Manal Ahmed Bagader. The Feds want to know: Was this well-meaning charity gone awry? Or some elaborate money-laundering scheme? A scam? Or just a coincidence? A spokesperson for Princess Haifa told NEWSWEEK that she had no idea the money was going to the al-Bayoumi family or that it might in any way be used for some nefarious purpose. Saudi officials and members of the royal family routinely give money to supplicants who need medical or financial help and write the embassy. Dweikat's husband, Osama Basnan, had first pleaded to the Saudi Embassy for help in 1998, saying that he needed money to treat his wife's thyroid condition. At the time, Prince Bandar wrote Basnan a $15,000 check. The monthly payments to his wife, Majeda, began in January 1999 and ended only last summer. Until she was contacted late last week by NEWSWEEK, Princess Haifa was unaware that the payments are being investigated by U.S. authorities, according to the spokesperson. 9-11 FAILURES? Questions over the money trail have enflamed a fierce, behind-the-scenes struggle between two congressional committees looking into 9-11 and the Bush administration. Senate Intelligence Committee co-chairman Robert Graham of Florida, a Democrat, and Richard Shelby of Alabama, a Republican, believe that the FBI failed to fully investigate 9-11. The lawmakers suspect that the administration does not want to look too closely at Saudi connections to the hijackers. The White House clearly fears jeopardizing U.S.-Saudi relations. The adults around me were all well-to-do businessmen who regarded things like taxation as being fundamentally illegitimate. Government was just a nest of criminals and so were labor unions. My parents were both from Massachusetts, both Catholic, both lifetime Democrats. At twelve I said This Nixon guy isn't so bad. We rebel in whatever ways we can or we go along in whatever ways we can. The Sprout weighs up the allegations that OLAF is currently examining, which, if true, could re-open an investigation into why an EU official committed suicide in 1993 - implicating one current senior Director- General and an EU Court chief, both of whom Watt claims are powerful Masons with Mafia connections. Held in the same light as other whistle-blowers' accusations, Robert 'Dougal' Watt's are an incendiary device waiting to be activated. The former auditor of the European Court of Auditors fled Luxembourg in April, following an inflammatory letter sent to over 500 MEPs in Brussels. The original letter claimed that the EU's financial watchdog was awash with corrupt officials whose nepotism, recruitment irregularities and even sexual harassment had led to Watt fearing for his life and fleeing Luxembourg. Nikolaou, who worked for the Court of Auditors in Luxembourg for five years until 1991, has also been formally accused of falsifying documents allowing a colleague to receive 30,000 euro in holiday pay. Back then, I thought this meant that the object was moving faster than the resulting fireball, but could stop instaneously and then make a graceful approach. Now I know that the film was decimated, frames selectively removed, before it was ever shown on television. Apparently they took out too many frames and had to put one back, but got it in the wrong order. The taner version was the first one shown on television, and is the only generation not to have been interlaced. Interlacing makes fast movement appear to be double exposed, since it is actually using half the lines of one frame and half of the next one. So in subsequent versions, the object is not only fuzzy but double exposed while in the air. It has ALWAYS been fuzzy, an effect that disappears as soon as the fireball erupts, an event not covered in the taner version, which has a gigantic fig-leaf screen crawl obscuring the bottom half of the frame besides. The flash frame is missing from the taner version, but does appear in the ABC version. The ABC version has been interlaced and scalped - the brightness turned up to the point of overexposure, and the contrast reduced. http://thewebfairy.com/noplane has links to flash closeups of five versions of the first hit footage. They are straight enlargements, blown up huge with genuine Fractals and then cropped to video dimensions using Photoshop's internal algorithm. You can approximate the same enlargement with Real or Quicktime Alternative, or the commercial program WinDVD will do the same thing and allow zooming in on the detail besides. Enlargement cannot improve the resolution. Whatever object (or objects, more likely) is shown does manage the sort of glints we expect from a metallic object moving in bright sunlight, a feat no second hit footage can manage. He observed for ATol that such flaws bring those involved to "act in ways which - from an outsiders perspective - look insane". On the following day, July 9, the US Senate Intelligence Committee released its report on the United States' justification for the Iraq war, claiming an erroneous "groupthink" was to blame, and coincidentally highlighting the validity of Burston's observations. Highlighting a disturbing reality, Burston had noted parallels between the social psychology of the present and that of the 1930s. In a further parallel to the 1930s, on July 9 the conservative Chicago Sun-Times (one of the United States' top 50 papers) ran a commentary on US fascism, stating that "fascism' is not an exaggeration", and adding that anyone who doubted this "doesn't know what fascism is". As Hohne puts it, the men who had the staying power to prove themselves and to become part of the S.S. were "attracted to an Order which promised them action and adventure as members of a primitive community serving a supposed genius and an ideal. Order because it satisfied two innate yearnings peculiar to the Germans: the yearning to belong to a military community promising fame, security and the glitter of martial exercises, and the yearning to form part of a secret elite, an all-powerful secret society. On the 30th of June the S.S. and other police elements had helped 'purge' the Nazi movement of its S.A. leadership, effectively decapitating the private political army which had secured National Socialism's electoral victories. Thirteen days after gaining this formal autonomy, the S.S. was perfectly positioned to bolster the "supposed genius" -- to whom all S.S. recruits pledged their loyalty -- when Adolph Hitler became the Chancellor of the Reich, upon the death of von Hindenburg. The investigation was detailed in a letter earlier this month from the U.S. attorney for the District to federal bank regulators, asking them to put on hold their own investigation into the bank and its directors and senior management "to avoid any potential adverse impact" on the Justice Department probe. A copy of the letter was obtained by The Washington Post. The U.S. attorney's office is examining the role of current and former executives and directors of Riggs Bank and its parent company, sources familiar with the probe confirmed yesterday. The goal is to determine which people, if any, should be held accountable for the bank company's years-long failure to comply with federal laws designed to deter money laundering and other questionable activities that have surfaced in ongoing Senate and federal probes, said sources who spoke only on the condition that they not be identified because the investigation is continuing. Among the people whose actions at the bank are under review are the company's largest shareholder, Joe L. Allbritton, 79, and his wife, Barbara, and son Robert, who is chairman of the bank and holding company, according to the sources. Joe L. Allbritton bought the bank company in 1981 and ran it for two decades before handing control to his son three years ago. But he remained on the board of the holding company, and his wife remained on the board of the bank, until the end of May, when they resigned under pressure from bank regulators. The Allbritton family said through a spokesman, "We've received no notice from any agency of a criminal investigation. We're confident we've done nothing wrong." U.S. Attorney for the District Kenneth L. Wainstein asked federal bank regulators at the Office of the Comptroller of the Currency (OCC) -- the division of the U.S. Treasury that regulates banks -- to suspend its probe of the role current and former "directors and senior management of the bank and its holding company may have played in soliciting certain accounts, authorizing transactions in them, and overseeing compliance with law, regulation and safe and sound banking practices; and the personal use of bank assets by certain individuals." According to sources, a similar letter was sent to the Federal Reserve Board. Wainstein said the OCC investigations would likely overlap with the probe his office is conducting in conjunction with the Justice Department's divisions that handle cases involving money laundering and fraud. He said the Justice Department probe is looking into "a variety of matters relating to Riggs Bank, including the adequacy of Riggs Bank's anti-money-laundering compliance program," as well as potential conflict of interest violations by R. Ashley Lee, who was Riggs's chief federal examiner until taking a job as vice president of the bank two years ago. Lee has been placed on paid leave pending the outcome of the investigation. Bank regulators and enforcement officials fined Riggs earlier this year for failure to have controls in place to ensure customers' money did not come from or fund illicit activities. Of particular interest were accounts connected to former Chilean dictator Augusto Pinochet, to the dictator of Equatorial Guinea and his family, and to officials from the Embassy of Saudi Arabia. A Senate report last month detailed widespread compliance failures at Riggs, including a description of how Riggs helped Pinochet hide millions of dollars from international prosecutors. The probe into Riggs top management reveals a widening of an ongoing Justice Department investigation into Riggs that initially centered on accounts related to Equatorial Guinea and former Riggs employee Simon P. Kareri, who was in charge of those accounts. Kareri was fired earlier this year on suspicion of embezzlement. Riggs spokesman Mark N. Hendrix had no comment yesterday. The Asian Film Festival's committee, headed by Festival Director Mr. Sudhir Nandgaonkar, has bowed before the threats made by the Chinese Embassy, who threatened to coerce the Indian Government into lifting censor exemptions on all films (not just the two films under controversy) in the festival, and thus throw the entire festival into jeopardy. The committee has backtracked on its decision to screen the two films, which speak out about the brutal and inhuman occupation of Tibet, ever since 1949, and the destruction of its culture, religion and environment at the hands of the occupying Chinese forces. 'Kundun' (by Martin Scorsese) based on the life of the present Dalai Lama and 'Seven Years in Tibet' (by Jean-Jacques Annaud), the story of Heinrich Harrer's sojourn in Lhasa, at the time of the Chinese invasion, were part of a package of five films on Tibet, as a 'Focus on Tibet' module for the Third Eye, the film festival to be held from August 21 to August, 28. However, as soon as it was publicly announced that these films would form part of the festival, intense pressure was built up by members of China's diplomatic corps. According to what was reported by Mr. Sudhir Nandgaonkar to Friends of Tibet (an Indian Tibet support group that had arranged to supply the films) there were phone calls from the Embassy in Delhi, as well as a meeting that he had to attend at the Chinese Consulate in Mumbai. As he put it, there was no choice but to surrender. This surrender, resulting in China effectively deciding which films may be screened in a Mumbai festival, may be unprecedented, but similar Chinese bullying in India and other parts of the world is not a novel phenomenon. It will be recalled, that in the year 2000, when Friends of Tibet had organised a six-day festival in Mumbai, similar pressure was applied on the organisers, that time through the Indian Ministry of External Affairs. The Dalai Lama was scheduled to inaugurate the festival and participate in it. However, despite Chinese objections the organisers as well as the Ministry of External Affairs, to their credit, withstood the pressure. More recently, on the Dalai Lama's visit to the UK in 2004, the Chinese objected to his giving an address to the University of Liverpool, as well as the Parliament of Scotland. They went to the extent of threatening to cancel the sister university arrangement that the University of Liverpool has with Shanghai University. However, both, the university and the Scottish Parliament stood firm. The Chinese were categorically told: This is Scotland, not China. The Indian Committee for Cultural Freedom and Friends of Tibet (India) strongly protest this blatant interference in the freedom of the media. That the Chinese should do so is not at all surprising considering the nature of the Chinese State. But it is sad that the organising committee of the Asian Film Festival should succumb to such illegitimate pressures from a foreign power and deny Indian people the right to see the films of their choice. "For over 165 years we've been developing innovative, custom-tailored solutions to improve the lives of our customers." The irony of those words appears lost on the Washington- based Riggs, which now stands guilty of finding "innovative solutions" for dictators and their family members to hide large sums of money. For this once-proud institution, the fallout from being caught for running an apparent bespoke money-laundering service is nigh catastrophic. Riggs has received the largest-ever fine, $25m (£14m), for failing to comply with anti-money-laundering legislation. Soon it may well cease to exist entirely after being bought by a local rival. The bank's fall from grace has sent a shudder through the US banking system, but it has been coming for some time. Last summer, The Independent on Sunday revealed that the London pressure group Global Witness had written to US Senator Carl Levin asking his Permanent Subcommittee on Investigations to probe accounts at Riggs. The subcommittee's report, published last month, is a forensic demolition job, showing that Riggs executives and bank regulators had failed to monitor suspicious transactions at the bank involving hundreds of millions of dollars. Global Witness described the report as a "damning portrait of financial impropriety and sleaze". The two jaw-dropping examples that are cited in the report concern the multiple Riggs accounts held by the former Chilean dictator General Augusto Pinochet and the President and government of Equatorial Guinea, the tiny, oil-rich nation in West Africa. The subcommittee says that Riggs solicited General Pino- chet as a customer in 1994 and his family held at least six accounts. The detailed evidence in the report has demolished the carefully nurtured image of General Pinochet as a frugal man. It seems he and his family had between $4m and $8m tucked away in Riggs. In the face of anti-money- laundering legislation requiring banks to probe the source of an account holder's wealth, Riggs turned a blind eye. But even the bank's own limited checks showed his Chilean government pension was worth just $90,000. The rest, it said, had come from "investments". But Riggs' crime was not passive: it voluntarily helped its clients to hide their wealth. Through 1999, General Pinochet was held in Britain pending extradition to Spain to face charges of murder and torture during his rule in Chile. Despite a British court order freezing his assets, Riggs secretly moved $1.6m of General Pinochet's money out of London to the US. (In 2000, Home Secretary Jack Straw stopped the extradition process on the grounds of General Pinochet's ill health.) "Riggs Bank concealed the existence of the Pinochet accounts from the federal bank examiners for two years," says the report. The accounts were closed only in 2002 after persistent targeting by the examiners. If General Pinochet, now 88, is upset to see his dirty laundry washed in public, then Equatorial Guinea's President Obiang, his family and his ministers (who are largely members of his family) must be livid to see their dealings being laid bare. Reading through the report's analysis of the President's accounts, the term that leaps to mind is "kleptocracy" (where rulers cannot distinguish between their own pockets and the country's treasury). From 1995 to 2004, Riggs Bank administered more than 60 accounts and certificates of deposit for Equatorial Guinea. Which were government accounts and which were personal ones is not clear. At any one time, Equatorial Guinea's deposits totalled up to $700m, much of it deposited by four American companies that extract oil and gas from the African state. Three of those - Marathon Oil, Amerada Hess and ChevronTexaco - are now being probed by US financial regulators for allegedly bribing foreign government officials. "Riggs opened multiple personal accounts for the President of Equatorial Guinea, his wife and other relatives. It helped establish offshore corporations for the EG President and his sons," says the report. Riggs loaned one son, who has a hip-hop entertainment business in California, $7.5m to buy a Los Angeles penthouse. How could a bank so arrogantly ignore the perils of dealing with dirty money from the Third World? "The idea that an American bank took this money, despite stringent regulations especially when it comes to foreign leaders, is pretty shocking," says Ken Silverstein,

One Vietnam vet with nearly forty years of military service who retired as a major, spurred on by the revelations in our book, and, in his words. having seen hundreds of DD 214s (a veterans Record of Transfer or Separation), recently decided to take a close look at John Kerrys DD 214, which is posted on his website. What the major called to our attention, which we have since verified, raises some extremely troubling questions about John Kerrys Silver Star. Keep in mind that the Silver Star is the third-highest medal our Nation can bestow (after only the Medal of Honor and the three service Crosses). Kerry's DD 214 lists a Silver Star with a combat V (for valor). As the major correctly observes, the V is never awarded with the Silver Star. But the actual wording on Kerrys DD 214 (see www.johnkerry.com) is: SILVER STAR WITH COMBAT V. There is an abundance of anecdotal evidence that a combat V (called a Combat Distinguishing Device) is simply not awarded with a Silver Star. For example, a former Vietnam War POW told us that he has three SSs, and there was no V for any of them. Countless other Silver Star recipients all say the same thing. Why? Because, among other reasons, it would be redundant to award a Silver Star for gallantry (the statutory term) and then embellish it with a V for valor. Most conclusive, however, is that the law is very clear about the award of Combat Distinguishing Devices. According to the Navy Awards Manual: Bronze "V" (Combat Distinguishing Device). Prior to . . . 1974, the "V" was authorized for wear on the Legion of Merit, Bronze Star Medal, Joint Service Commendation Medal, Navy Commendation Medal and Navy Achievement Medal. Between . . .1974 and . . . 1991, the "V" was authorized for wear on the Distinguished Flying Cross, Bronze Star Medal, Air Medal, Joint Service Commendation Medal and Navy Commendation Medal. [In] . . . 1991, the "V" was authorized for wear on the Legion of Merit, Distinguished Flying Cross, Bronze Star Medal, Air Medal, Navy and Marine Corps Commendation Medal and Navy and Marine Corps Achievement Medal. Because the V is authorized for only the ten awards cited above, but not for the Silver Star, Kerrys Silver Star citation (the explanation of why the award was made) does not even mention the V for valor (see www.johnkerry.com). The presence of the combat V with Kerrys Silver Star on his DD 214 raises two extremely disquieting questions. How did the unauthorized V get there, and why has Kerry allowed it to remain? The first question should not be taken lightly because we are talking about possible federal crimes. We are talking about the possibility of a forged official document. We are talking, as well, about Title 18, United States Code, Section 1001, which states: [W]hoever, in any manner within the jurisdiction of the executive, legislative, or judicial branch of the United States, knowingly and willfully . . . makes or uses any false writing or document knowing the same to contain any materially false, fictitious, or fraudulent statement or entry, shall be fined under this title or imprisoned not more than 5 years or both. Was the combat V added by a sloppy clerk or a yeomans typo thirty years ago? Was someone pressured or persuaded to add it? If Kerry had nothing to do with the gratuitously added combat V, why didnt he have his DD 214 corrected when he was separated from the Navy? Which gives rise to the second disturbing question: If Kerry was not a party to the unauthorized V, why, for all these years, has he allowed his DD 214 to remain uncorrected and to repose on his website? In light of the recent Swift Boat revelations and the cloud they have cast over Kerrys awards, one plausible answer is that this is yet another example of Kerrys multiple, and increasingly transparent, lies about his alleged heroics in Vietnam. Lets hope it wont take a controversial TV spot to spark a mainstream media investigation of how candidate Kerry received an unearned V for valor.
