Washington abominates world public opinion

As the US Senate and House of Congress pass laws which allows the USA to
suspend cooperation with countries which do not sign treaties prohibiting
the extradition of US personnel to the International Criminal Court at The
Hague for war crimes and crimes against humanity and giving the President
powers to perform a military operation to rescue any such personnel held,
the world reacts.

The international press is alive with reactions to the latest position from
Washington and succinctly, the description by Human Rights Watch
spokesperson Kenneth Roth, sums up the issue: madness.

Under the laws, the US administration will be entitled to suspend military
aid to foreign governments which do not enact legislation which forbids the
extradition from their soil of any US citizen who is accused of war crimes
or crimes against humanity by the International Penal Court at The Hague.
This raises the issue of why Washington is so worried that its personnel
could be liable for such claims and another, a question of blatant, pure and
abject hypocrisy: why is Slobodan Milosevic in the dock?

The suspension of cooperation would not be extended to the US allies in
NATO, nor to Israel, Japan, Egypt, Australia or North Korea but would apply
to all others. The New York Times quotes US Navy Commander Barbara Burfield
as stating that It is easier to list countries that do not receive US
military aid than those who receive it, these countries being all except
Cuba and the countries listed in the dossier of states which collaborate
with global terrorists.

US National Security spokesperson James Steinger, claims that these measures
simply reflect the sharing of common interests and should not be used to
make these countries sign agreements. An examination of the list of
services which would be suspended would however coerce any administration
into bowing to pressure. Apart from suspension of arms, the measures would
cover financing for military purchases, technological cooperation,
information sharing, preparation and training of troops, study programmes
and cultural exchanges, apart from the commercial fall-out imposed on US
companies by Congress.

Israel and Romania have already signed legislation prohibiting the
extradition of American citizens to the Hague, while Norway has stated that
such legislation is quite unacceptable.

The notion that the subjects of a certain country should be above the law
and be governed by a set of rules different from the rest of the world, is a
demonstration of a degree of arrogance, political short-sightedness,
ignorance, bullying, and sheer absence of vision not only risible but also
providing a frightening insight into the mindset of the Bush administration.

The 'Gate-less Community

In any other administration, Bush's scandal- plagued Army secretary, Thomas White, 
would
be history. But the rules have changed

One Wednesday morning in late May, Army Secretary Thomas White arrived late at his
ornate Pentagon office, the strain of a breakfast meeting with the Joint Chiefs of 
Staff still
visible in his face. Not quite one year into the job, he was suffering through one of 
the
rockiest tenures for a service secretary in decades. As the highest-ranking Bush
administration official to have worked at Enron Corp., he had been dogged by critics 
since
January. Lawmakers from both parties had gone after him for failing to comply with an
ethics agreement to divest himself of Enron stock after he'd promised to do so. A list 
of his
contacts with Enron officials since taking office, submitted at the request of Rep. 
Henry
Waxman (D-Calif.) to determine if he'd traded on insider information, had turned out 
to be
incomplete: White had claimed 29 contacts; it proved to be 84. In the midst of all 
this, he
had taken a military jet to close the sale of his $6.5-million ski home in Aspen, 
prompting
an investigation by the Defense Department's inspector general. Both The New York Times
and the Los Angeles Times had called on him to resign. As if that weren't enough, 
Defense
Secretary Donald Rumsfeld had, without consulting White, eliminated the Army's prized
Crusader artillery system. And when Army talking points surfaced on Capitol Hill
immediately thereafter, warning that "a decision to kill Crusader puts soldiers at 
risk,"
White's departure had seemed imminent. Things were about to get even worse--his old
business unit, Enron Energy Services, had been tied to price-fixing during California's
energy crisis, and White had just learned that Sen. Byron Dorgan (D-N.D.) would call 
him to
testify before a Commerce Committee panel.

But first, duty called. White arrived to find a film crew and a swarm of tweedy 
officials from
the National Science Center on hand to celebrate an educational "partnership agreement"
with the Army. With weary resignation, he ushered the scientists in, gamely posed for 
grip
'n' grin photos, and with practiced efficiency, dispatched the group with handshakes 
and
"U.S. Army" tie tacks.

When the crowd was gone, White removed his suit jacket, rolled up his sleeves, and
collapsed into a chair to discuss his predicament, looking every bit like a man under
investigation by the FBI, the SEC, and an inspector general. "Never having held a 
Senate-
confirmed job, you tend to forget the complexity of the environment," he confessed,
resuming an earlier conversation. "Obviously, against the background of Enron and all 
the
public interest in that, that's probably made it even more challenging."

Though White retired from the Army as a brigadier general in 1990, he still speaks in 
the
cadence and idiom of an officer. But with his thinning gray hair, pinstriped suits, 
and silk
ties, he has come to resemble a business executive--one pummeled by bad news and
giving more than passing thought to the possibility of stepping down. "It's a subject 
of daily
conversation with my wife and I," he reflected, sipping a Diet Coke. "Is this all 
worth it?
Your family is not used to seeing your name on the front page of the newspaper in a 
less-
than-complimentary way. The question is, are you still an effective spokesman for the
Army? Do you feel like your voice is heard in the department? Or do you get to the 
point
where the distractions are just too great?"

When I'd first met him some months earlier, White had been addressing the Enron 
situation
for the first time to a passel of handpicked reporters. Though candid and 
straightforward,
at times even displaying a flash of Rumsfeld's brio, he conceded to reporters that he'd
discussed the Enron connection with Rumsfeld and had retained a private attorney, and
then pointedly addressed the topic on everyone's mind: "If I ever get to the point 
where the
Enron business represents a major and material distraction...then I wouldn't stay." 
Most in
the room-- perhaps even White himself--assumed this to be the groundwork for an
impending resignation. Yet several months, and a couple of scandals later, here we 
were.
To the amazement of many, White not only remains in his job; he seems ever less likely 
to
depart.

In early March, as the drumbeat was building for White's resignation, his press 
officer had
called me with an enticing proposition: to travel with the secretary, attend private 
press
conferences, and engage in a series of one-on-one interviews. Any Washington insider
understands that such arrangements have symbiotic value. In exchange for special

Brian Whitaker investigates whether the 'independent' media institute that translates 
the
Arabic newspapers is quite what it seems

For some time now, I have been receiving small gifts from a generous institute in the
United States. The gifts are high-quality translations of articles from Arabic 
newspapers
which the institute sends to me by email every few days, entirely free-of-charge.

The emails also go to politicians and academics, as well as to lots of other 
journalists. The
stories they contain are usually interesting.

Whenever I get an email from the institute, several of my Guardian colleagues receive 
one
too and regularly forward their copies to me - sometimes with a note suggesting that I
might like to check out the story and write about it.

If the note happens to come from a more senior colleague, I'm left feeling that I 
really
ought to write about it. One example last week was a couple of paragraphs translated by
the institute, in which a former doctor in the Iraqi army claimed that Saddam Hussein 
had
personally given orders to amputate the ears of military deserters.

The organisation that makes these translations and sends them out is the Middle East
Media Research Institute (Memri), based in Washington but with recently-opened offices 
in
London, Berlin and Jerusalem.

Its work is subsidised by US taxpayers because as an "independent, non-partisan, non-
profit" organisation, it has tax-deductible status under American law.

Memri's purpose, according to its website, is to bridge the language gap between the 
west
- where few speak Arabic - and the Middle East, by "providing timely translations of 
Arabic,
Farsi, and Hebrew media".

Despite these high-minded statements, several things make me uneasy whenever I'm asked
to look at a story circulated by Memri. First of all, it's a rather mysterious 
organisation. Its
website does not give the names of any people to contact, not even an office address.

The reason for this secrecy, according to a former employee, is that "they don't want
suicide bombers walking through the door on Monday morning" (Washington Times, June
20).

This strikes me as a somewhat over-the-top precaution for an institute that simply 
wants to
break down east- west language barriers.

The second thing that makes me uneasy is that the stories selected by Memri for 
translation
follow a familiar pattern: either they reflect badly on the character of Arabs or they 
in some
way further the political agenda of Israel. I am not alone in this unease.

Ibrahim Hooper of the Council on American-Islamic Relations told the Washington Times:
"Memri's intent is to find the worst possible quotes from the Muslim world and 
disseminate
them as widely as possible."

Memri might, of course, argue that it is seeking to encourage moderation by 
highlighting
the blatant examples of intolerance and extremism. But if so, one would expect it - 
for the
sake of non-partisanship - t o publicise extremist articles in the Hebrew media too.

Although Memri claims that it does provide translations from Hebrew media, I can't 
recall
receiving any.

Evidence from Memri's website also casts doubt on its non-partisan status. Besides
supporting liberal democracy, civil society, and the free market, the institute also
emphasises "the continuing relevance of Zionism to the Jewish people and to the state 
of
Israel".

That is what its website used to say, but the words about Zionism have now been 
deleted.
The original page, however, can still be found in internet archives.

The reason for Memri's air of secrecy becomes clearer when we look at the people behind
it. The co-founder and president of Memri, and the registered owner of its website, is 
an
Israeli called Yigal Carmon.

Mr - or rather, Colonel - Carmon spent 22 years in Israeli military intelligence and 
later
served as counter- terrorism adviser to two Israeli prime ministers, Yitzhak Shamir and
Yitzhak Rabin.

Retrieving another now-deleted page from the archives of Memri's website also throws up
a list of its staff. Of the six people named, three - including Col Carmon - are 
described as
having worked for Israeli intelligence.

Among the other three, one served in the Israeli army's Northern Command Ordnance
Corps, one has an academic background, and the sixth is a former stand-up comedian.

Col Carmon's co-founder at Memri is Meyrav Wurmser, who is also director of the centre
for Middle East policy at the Indianapolis-based Hudson Institute, which bills itself 
as
"America's premier source of applied research on enduring policy challenges".

The ubiquitous Richard Perle, chairman of the Pentagon's defence policy board, recently
joined Hudson's board of trustees.

Filipina and Russian women are being sold into sexual slavery in the seedy bars and
nightclubs that serve U.S. military bases in South Korea

For the G.I.s at camp casey in Tongduchon, 20 kilometers from the demilitarized zone
separating the Koreas, about the only place for an evening's entertainment is 
"downrange,"
or "the 'ville." Barely 100 meters from Camp Casey's main gate, this is a seedy mile of
sleazy bars, greasy-spoon restaurants and shops hawking everything from American-size
bomber jackets to see-through lingerie. But it's the bars that rule the strip: dimly 
lit dives
with names like U.S.A., Las Vegas and Sexy Club, and signs warning that the premises 
are
off-limits to Koreans. Filipinas and Russians in micro miniskirts idle in the 
doorways, trying
to coax G.I.s inside. This is where U.S. soldiers head after an arduous day of drills 
and
training.

On a recent night, three sergeants from the American Midwest sit at a table in a pizza 
joint
downrange with a heavily made-up, platinum blonde Russian in a tight T shirt and pants.
She sips mango juice and says nothing. Dressed in T shirts and jeans, the men swig
Budweisers from the bottle and joke with each other. They do not want to give their 
names.
"Just chillin' out," says one, his brown hair cropped on the sides and brush-cut short 
on top.
He likes the Army, he says, though he can't wait to get home to see his young 
daughter. He
is proud to be up here, "protecting democracy" from North Korean aggression. But that
concern doesn't extend to the Russian and Filipina women who work the bars where he
spends his free time: they're just part of the landscape. "The women are here because
they've been tricked," he says, nonchalantly. "They're told they're going to be 
bartending or
waitressing, but once they get here, things are different," he adds, with a knowing 
look.

The fact that the women may have been forced into prostitution doesn't seem to bother
most of their soldier-patrons. Nor, until recently, did it bother the military brass 
at the
bases. But now a U.S. Senator and 12 members of Congress are demanding action.
Alarmed by a Fox Television news report casing brothels where trafficked women were
allegedly forced to prostitute themselves to G.I.s, the lawmakers sent a letter to the
Pentagon in May, asking for an investigation. "If U.S. soldiers are patrolling or 
frequenting
these establishments, the military is in effect helping to line the pockets of human
traffickers," the legislators told U.S. Secretary of Defense Donald Rumsfeld. In June, 
the
Pentagon pledged to investigate the trafficking allegations in Korea and check other 
U.S.
military installations around the world. (A Pentagon spokesman could not confirm 
whether
such an investigation had started. In a written statement, the U.S. military in Korea 
says it
has nearly completed an inquiry into the allegations.)

In Korea, concern over the behavior of U.S. troops comes at a particularly sensitive 
time.
Many younger Koreans resent the U.S. military presence on their soil. Sex crimes 
involving
G.I.s prompt periodic outbursts of anti-Americanism. And last Wednesday, 3,000 angry
demonstrators staged a noisy protest in downtown Seoul over the death of two young
teenage girls who were crushed by a military vehicle during a June training exercise 
on a
public highway not far from Tongduchon. Numerous apologies from the U.S. military have
failed to cool growing public anger over the incident. The military has refused to 
relinquish
jurisdiction over the soldiers.

For their part, the U.S. lawmakers are particularly concerned about the charge that 
soldiers
are paying to have sex with women who have been forced into prostitution. In 2000,
Congress passed the Victims of Trafficking and Violence Protection Act, putting 
Washington
at the forefront of efforts to combat the growing worldwide trade in women. Republican
Congressman Christopher Smith, the chief sponsor of the law and one of the lawmakers
pushing the Pentagon to clean up its act, says he was shocked to learn that it's 
business as
usual up in Tongduchon: "There needs to be a very aggressive ending of this outrage," 
he
told TIME. "We need to lead by example."

A good place to start the campaign might be Club Y, a sleazy haunt that Filipinas 
working
on the strip call "a bad bar." Rosie Danan found out just how bad the week she started
working there in late 1999, at the age of 16. Back home in Manila, a recruiting agency 
had
promised Danan the job would require her merely to serve drinks and chat with 
customers.

Team AIPAC's 2002 Season

A couple of interesting tidbits appear on the "new this
week" section on the website of the American Israel Public Affairs Committee:

"Take Action! Urge Bush to Approve $200 Million to Israel A $29 billion homeland 
security
bill that recently passed in Congress with strong bi-partisan support includes $200 
million in
anti-terror aid for Israel. These funds would provide vital additional resources to 
help Israel
fight its war on terror and protect its population from future conflicts in the 
region. Since
Israel's allocation was added to the bill by congressional appropriators, President 
Bush must
designate the $200 million for Israel as an "emergency" in order for Israel to receive 
the
funding. Urge President Bush to approve the "emergency" designation of the money for
Israel's war on terror."

Emergency! Quite the loaded word to use, given the current "2 Weeks to Judaism" program
being used to convert and import converts to said faith from the Andean mountains. One
imagines that if there were such an "emergency" worthy of our President's notice in a
foreign country, said foreign government would do what is logical in wartime and 
curtail
immigration rather than encourage new folks to move in and settle the land of those who
had been on it for centuries. One wonders if those proselytizing are up front at all 
about
what goes on -- the checkpoints, the bombs dropped on residences from US made aircraft,
the complete perversion of Yahweh's message in the service of geopolitical objectives.

But I digress. No one wants to discuss God except for the so-called "congressional
appropriators", a gaggle of rubberstampers who occasionally shuffle out of their 
chambers
en masse to expound their solidarity for one linkage of God and the destruction of his
creation or another. And speaking of rubber stamps, another item from the website of
America's Pro-Israel lobby.

"In a vote of 95-3, the Senate last week passed the fiscal year 2003 Defense 
Appropriations
bill, which provides substantial funding for U.S.-Israel strategic cooperation. The 
Arrow
Missile Defense Program received $80 million above the administration's request for a 
total
of $146 million. Additional funding includes the following: $23.5 million for the 
Mobile
Tactical High Energy Laser (MTHEL); $64.9 million for the Litening II Targeting Pod; 
$35
million for Bradley Reactive Armor Tiles; $22 million for the Hunter Unmanned Aerial
Vehicle; and $20 million for the Improved Tactical Air-Launched Decoy (ITALD). Learn

Leaving aside the absurdity of a phrase like "interactive strategic showroom", I'd 
like to
focus on one other aspect of this vote. Ninety-five to three. That's the kind of 
result that
used to be disparaged in the US press when it would pop out of some rogue state's
parliament. Of course, back when middle-class folks read and mothers stayed home to
raise their children, folks in the "mainstream" may have questioned numbers like that, 
as
they would've questioned the inhumanity of some of the phrases that come out of the 
White
House to justify their use and dealing of "weapons of mass destruction."

Only in the United States would we accept wars being given names as glib as those 
given to
mixed drinks in an ersatz Irish theme bar. Take your pick of either of these euphemisms
being bandied about on the cable channels, describing a US floorshow in Iraq: "Afghan
Redux", which suggests an earthily intoxicating blend of subdued flavors and "Desert 
Storm
Lite", a Kahluaesque concoction that gets you crunked up -- but not at the expense of 
your
girlish figure. "Infinite Justice" has come and gone, way back in the rearview mirror 
as we
mutely watch the military-industrial complex and the relevant lobbies and moral 
compasses
"game plan" the war on Iraq. Meanwhile, there are those among us who accept
formulations like "We have to hunt down every terrorist to prove how much we love
freedom" as evidence of serious thought from the self-styled born-again Christian who
quotes Black Sabbath lyrics in moments of levity. The leader of the free world.

Elementary logic suggests that if people should be punished for transgressions against
others that can be proven, then the burden of proof rests with the party who accepts 
the
burden of imposition of his moral code. The US Government, who proclaims its moral
superiority with every propaganda instrument available to it, enjoys the benefits of 
imposing
its moral code but rejects the burden of proof of its claims. We speak of invading 
Iraq as
almost an afterthought, under the pretext of the possibility that Iraq may someday 
possess
weapons of mass destruction. The underlying claim is that a nation's sovereignty is at 
the
will of the United States government, which m

THE EMERGENCE OF THE FASCIST AMERICAN THEOCRATIC STATE

Historians will record that between November 2000 and February 2002, democracy-as envisioned by the creators of the Declaration of Independence and the U.S. Constitution-effectively came to an end. As democracy died, the Fascist American Theocratic State ["The State"] was born. This new fascist era was designed and implemented primarily by Republican organizations and individuals who funded, supported and ultimately inserted George Bush II in office. Equally complicit in this atrocity was the Democratic Party, itself having become corrupt and beholden to its own interests. But the greatest tragedy in this horrific turn of events was that the public and media embraced fascism's coming. It should be noted that the Green Party's valiant efforts were too little, too late.

Three events accelerated the demise of American Democracy. The Election of 2000 (the American version of a coup), the 911 attack on the World Trade Center and the Pentagon primarily by terrorists from Saudi Arabia (a vaunted but corrupt U.S. "ally" that funded both the terrorist Al Qaeda network and the Taliban) and the US response to it, and the spate of corporate bankruptcies, most notably Enron, which provided clear evidence-to those who dared look at it-that the American democratic process was a sham. The Bush administration, composed of a number of former Enron officials in its upper ranks, could only describe the worst financial collapse in the world's history as a "tragedy" as if it were akin to a hurricane or earthquake and not man-made. The administration then proceeded to convince a nation of lemmings that Enron was not a political scandal but merely an unfortunate mistake that must not be repeated. However, other Enron-like collapses began being reported with similar disastrous consequences for pensioners and workers. Indeed, a long train of abuses and usurpations took place at a frightening pace in that short 15-month period.
Prior to 911, proponents of the The State were busy dismantling tried and tested treaties and agreements, such as the 1972 Anti-Ballistic Missile Treaty, painstakingly hammered out by President Richard Nixon and Soviet leader Leonid Brezhnev-and panning others such as the Kyoto Agreement on the environment and the Oslo Accord on Israeli-Palestinian peace. It's worth noting that the US was voted off the UN Human Rights Commission during that timeframe and, in spite of that, appointed three suspected human rights violators (John Negroponte, Otto Reich, and Elliott Abrams) to positions of high office within the US Department of State and National Security Council. Post-911 saw suspension of US constitutional and international law and modifications to suit the needs of The State. Soon thereafter, an inaptly named USA PATRIOT Act and the establishment of US Military Tribunals would be enacted in the same lightning fashion as when Adolph Hitler scrapped the German Constitution in the wake of the 1933 Reichstag fire.

Pentagon spokesman began looking beyond 911. They branded "activists, anarchists, and opportunists" as the terrorists of tomorrow. In fact, the FBI began scanning the Internet for web sites that contained what The State considered seditious and unpatriotic content and, in a few cases, began shutting them down in a sort of cyberspace version of Nazi book burning.

With the apprehension of John Walker Lindh in northern Afghanistan, Americans were inundated with the misdeeds of the "American Taliban," the Traitor. Not since the witch hunting days of Joe McCarthy and the execution of the Rosenbergs had the

President Bush's campaign to allow Americans to invest a portion of their Social Security taxes in the stock market is losing support among Republican congressional candidates, as Wall Street's sinking prices reinforce concerns about the proposal.
Amid sharp attacks by the Democratic Party, several GOP incumbents and challengers are coming out against Bush's plan to privatize partially the popular, taxpayer-funded retirement program. Fueling the shift is the stock market's recent plunge, which has reminded voters of the risks of investing in stocks, rather than in other financial instruments that guarantee safe but modest returns.
The president continues to call for giving workers the right to direct a portion of their Social Security payroll taxes to stocks or other investments by creating personal savings accounts. Bush first extolled the plan near the peak of the last decade's remarkable bull market; he says Wall Street's frequently impressive returns should boost Social Security as well as nongovernment retirement programs.
In some cases, GOP lawmakers such as Reps. George W. Gekas (Pa.) and Charles W. "Chip" Pickering Jr. (Miss.) are opposing Bush's proposal after praising it in the past. At least three Republican congressional challengers -- Rick Clayburgh (N.D.), William J. Janklow (S.D.) and Jon Porter (Nev.) -- have disavowed the idea of private accounts. Many other Republicans are playing down previous endorsements of privatizing all or part of Social Security as a way to bolster the system before it goes broke.
This retreat complicates Bush's campaign to revamp Social Security in the next Congress, which was a formidable challenge from the start. It also provides the latest example of how corporate scandals and the recent stock market swoon are altering public policy debates. If this signals the start of a broader defection, it could put pressure on congressional Republicans in the years ahead to articulate a new strategy for change.
Rep. Jim Kolbe (R-Ariz.), author of a bipartisan bill to create individual savings accounts, said some colleagues are "running for cover," making it more difficult for Congress to enact meaningful reforms.
"Politics always gets in the way of serious policy, and there are few issues where this is more true than Social Security," Kolbe said. "I think it's a mistake not to stick with the president's position."
White House spokeswoman Claire Buchan, rattling off a list of Republican candidates supporting the Bush plan, played down the defections. "While not everyone will agree on how to fix Social Security," she said, "we are pleased the president's proposals enjoy broad bipartisan support."
Even if the system is partially privatized, experts say, lawmakers will likely have to consider raising the eligibility age, cutting benefits for wealthy recipients or raising taxes to ensure there is enough money for baby boomers approaching retirement.
Most politicians are reluctant to endorse any of these solutions for the very reason some Republicans are backing away from Bush's private accounts: It's often tantamount to political suicide. As Democrats are proving once again, Social Security is perhaps the most lethal weapon in contemporary politics.

On April 13, 1938, Richard Whitney -- president of the New York Stock Exchange and personification of Wall Street aristocracy -- entered New York's Sing Sing Prison in handcuffs to begin a five- to 10-year sentence for embezzling millions of dollars from his clients. On the same day, his wife was reduced to begging a bankruptcy referee to return a few items of her personal jewelry taken to satisfy creditors. Justice for corporate crooks was swift and severe in those middle years of the New Deal. Whitney went to prison just five weeks after the Exchange announced it had found evidence of misconduct. Even before he was behind bars, authorities were moving to sell off his Manhattan town house, New Jersey hunt country estate and thoroughbred horses to pay those he had cheated.

For me, the harsh standards of corporate accountability then in force remain unusually vivid to this day. Whitney loomed like a shadow over my childhood and youth, for my father was one of his partners and suffered the consequences. Though my father did not know Whitney was engaging in embezzlement, he was fully liable for Whitney's debts under the prevailing partnership and bankruptcy laws. All my parents' assets, down to many of the dresses and coats in my mother's closet, were seized and sold at a bankruptcy auction to raise money for Whitney's creditors (including widows and orphans of former Stock Exchange employees whose benefit fund Whitney raided for his own investments). In those days, being "ruined" meant something. For the rest of his life, Whitney, once a commanding figure, was shunned by his business associates, as well as his silk-stocking friends from the New York Yacht Club, the Essex Hunt in New Jersey and the Porcellian Club at his alma mater, Harvard. After being freed, he tended a herd of dairy cows in Massachusetts and later was a clerk in an armaments factory.

My father was ruined too, merely because of his association with the scandal. He was never able to get another job on Wall Street. It is hard to observe the latest crop of corporate scandals involving Enron, WorldCom and others without wondering what happened to the tough treatment once meted out to white-collar malefactors and their associates.

"No more easy money for corporate criminals, just hard time," said President Bush when he signed the corporate accountability act last month. So far that is mainly talk. To be sure, the Justice Department and the Securities and Exchange Commission have opened numerous criminal probes. Targets include Adelphia Communications founder John Rigas and his three sons, who allegedly hid $3 billion of company debt and who used company money for their own safaris, private golf courses and Manhattan apartments. Justice has filed securities fraud charges against WorldCom executives Scott D. Sullivan and David F. Myers, who inflated company profits. David B. Duncan, Arthur Andersen's former chief auditor of Enron, has pleaded guilty to obstructing justice when he directed colleagues to destroy Enron documents. Samuel Waksal, former CEO of ImClone Systems Inc., has been charged with insider trading and bank fraud, which carries a sentence of up to 30 years. Other charges could be on the way. MOSCOW (Interfax) - The Russian State Duma has expressed concern about the USA's programme to develop a qualitatively new type of weapon.

"Under the High Frequency Active Auroral Research Programme (HAARP) [website address: http://server5550.itd.nrl.navy.mil/projects/haarp/], the USA is creating new integral geophysical weapons that may influence the near-Earth medium with high-frequency radio waves," the State Duma said in an appeal circulated on Thursday [8 August].

"The significance of this qualitative leap could be compared to the transition from cold steel to firearms, or from conventional weapons to nuclear weapons. This new type of weapons differs from previous types in that the near-Earth medium becomes at once an object of direct influence and its component.

These conclusions were made by the commission of the State Duma's international affairs and defence committees, the statement reads.

The committees reported that the USA is planning to test three facilities of this kind. One of them is located on the military testing ground in Alaska and its full-scale tests are to begin in early 2003. The second one is in Greenland and the third one in Norway.

"When these facilities are launched into space from Norway, Alaska and Greenland, a closed contour will be created with a truly fantastic integral potential for influencing the near-Earth medium," the State Duma said.

The USA plans to carry out large-scale scientific experiments under the HAARP programme, and not controlled by the global community, will create weapons capable of breaking radio communication lines and equipment installed on spaceships and rockets, provoke serious accidents in electricity networks and in oil and gas pipelines and have a negative impact on the mental health of people populating entire regions, the deputies said.

They demanded that an international ban be put on such large-scale geophysical experiments.

The appeal, signed by 90 deputies, has been sent to President Vladimir Putin, to the UN and other international organizations, to the parliaments and leaders of the UN member countries, to the scientific public and to mass media outlets.

Among those who signed the appeal are Tatyana Astrakhankina, Nikolay Kharitonov, Yegor Ligachev, Sergey Reshulskiy, Vitaliy Sevastyanov, Viktor Cherepkov, Valentin Zorkaltsev and Aleksey Mitrofanov.

Christian Coalition latches onto Israel

08.09.02 - Nearly left for dead by a string of controversies and mishaps over the past 
few
years, the Christian Coalition may yet rise again. In its recent history, the 
organization has
experienced a sharp decline in membership, gone through a series of unexplained
personnel changes, and had to deal with the resignation of its founder, Pat Robertson. 
Now
it's pinning its comeback hopes on Israel and Ariel Sharon.

According to executive director Roberta Combs, the Christian Coalition is planning a
massive pro-Israel rally in Washington on the afternoon of October 11 to "press for
increased support for Israel's fight against terror and oppose the Bush 
administration's call
for the establishment of a Palestinian state," reports the Jerusalem Post. The rally, 
titled
"Israel, You Are Not Alone," will be held on the Ellipse near the White House, and
organizers told the Washington Post that they hope to bring out "a minimum of 100,000
supporters."

Combs, who was appointed president of the organization after Robertson's surprise
resignation late last year, said: "We, as Christians, should take a stand for Israel 
and let
Israel know we're there for them. We're praying for them." The rally will call on the 
Bush
Administration to "allow Israel to fight its war on terrorism the way we fought ours in
Afghanistan." There will also be a call to move the U.S. embassy from Tel Aviv to
Jerusalem, as well as a voicing of opposition toward dividing Jerusalem and dismantling
settlements in Judea and Samaria, the Jerusalem Post reported. Combs said that the 
rally
participants will also urge the U.S. to halt its support for the establishment of a 
Palestinian
state. "We feel like the Palestinians are committed to Israel's destruction, that they 
don't
want a state living side by side with Israel. A terrorist is a terrorist, and Arafat 
is a
terrorist," she said.

The Christian Coalition-planned event is just one of a number of activities that U.S.
Christian evangelicals are sponsoring these days in support of Israel. Christian 
evangelicals,
in concert with a number of conservative Jewish groups, are teaming up to hold rallies,
raise money and create new organizations in support of Israel. For Jews, Middle Eastern
and domestic politics are in play. For North American Christians, the stakes are also 
high.

In early July, thanks to a $2 million donation by a group called the International 
Fellowship
of Christians and Jews, 400 American Jews moved lock, stock and barrel to Israel,
according to the Christian news service, AgapePress. "It was the largest single U.S. 
group"
to move to Israel in 25 years.

One of the churches that helped raise the money is the First Pentecostal Tabernacle in
Elkton, Maryland. AgapePress reported that 73-year-old Bishop Huey Harris said: "What 
I'm
seeing is the Scriptures being fulfilled right before our very eyes." AgapePress 
reports: "He
says what he is looking for next is for the Church to be raptured, and then Jews 
receiving
Christ as their Messiah." A few years back, when the Southern Baptist Convention
announced it would actively seek the conversion of Jews, that statement raised an
enormous outcry in the U.S. These days statements such as the one made by Bishop Harris
don't even cause a ripple of commentary.

AgapePress also reported on a new venture aimed at linking conservative Jews with
Christian evangelicals. Headed by Rabbi Daniel Lapin, the president of the conservative
Jewish organization Toward Tradition, and Gary Bauer, the failed presidential candidate
who is now president of American Values, the new group has taken the name of the
American Alliance of Jews and Christians (AAJC). According to a press release from
Toward Tradition, the Washington, D.C.-based AAJC will be a "unique synthesis of Jewish
authenticity and Christian grassroots muscle." Bauer believes the new project will 
help to
ensure the alliance between America and Israel while at the same time build a movement
of Jews and Christians for traditional values.

CitizenLink, a news service of Dr. James Dobson's Focus in the Family, recently 
reported
that Israel's Prime Minister Ariel Sharon was extremely moved when he received a 
letter of
support from U.S. Christian evangelicals that was hand- delivered by Bauer during a 
fact-
finding mission. Other Christian leaders who signed the letter included: Charles 
Colson of
Prison Fellowship, Christian radio talk show host Janet Parshall, Dr. Jerry Falwell of 
Liberty
University, and Dr. James Dobson, the president of Focus on the Family.

Bauer said that the letter "had an electrifying impact. The meeting with Sharon was 
only
supposed to be a brief meeting. It turned into an hour meeting. He brought in members 
of
his cabinet into the room to show them the letter," CitizenLink reported.

". . . The existence of entire states comes to depend on a few private
destinies vastly magnified." So wrote Oswald Spengler in his classic and
awesome work, The Decline of the West. Athens, Rome, Carthage, the American
North and the American South, all bear marks of this Spenglerian comment, as
do the nations of our time. The people, "a beast of muddy brain," Campanello
wrote, "knows not its own force, and therefore stands loaded with wood and
stone . . . a mere child guides it with bit and rein . . ."

Except for a few brokers and simple-minded politicians, almost everyone has
some comprehension of the gathering storm. A world awash in debt and
economic slavery stands ready to cut the floor out from under the American
perpetual motion machine.

Thus the time has come for this Newsletter column to tunnel in under the
mundane, not as a miner, but as honest reporting a bit ahead of the fad, a
bit behind the events that have led to the upcoming perdition.

First Principles

It has been written in words like these that aquisition and merger bring an
aristocratic culture to the top of its form, whereas correspondingly
philosophers despise these goals. As a culture rises to its height, the two
primary urges defined above travel apart, and hostility develops between
them. Spengler thinks this trend really defines world history. Toynbee and
Pierrene would agree. From a feeling of power comes conquest
and politics and law. From spoils, piracy, and trade come economy and money.


Our syllogistic sandwich therefore concludes that law is the personal
property of the powerful. What they conclude should be the law is the law
for all. Money in turn is the unbeatable weapon of acquiring. With
money the powerful subdue the planet. It is forever the goal of the powerful
and monied classes to court and establish economies and governments that are
weak and subservient.

Free politics demands that economic life adapt itself to and within the
state. The war and trade nobility demands free flow of capital, even though
the outcome of this exercise always leads to decline and fall. Needless to
say, the trade nobility has seized control not only of the state, but also
the military as warned by President Dwight D. Eisenhower in his farewell
remarks.

Those who follow cultural and historical cycles assure us that the
simple-minded have guided the nation to perdition, but not many can identify
or even recall the steps the body politic was hoodwinked into taking along
the way.

In our time the captains of industry have identified as their goal one vast
trading wall, forgetting that it was the differences of nations that created
trade in the first place.

Sir Francis Drake could anchor off the coast of Africa and barter for, say,
200 war captives. There was a differential advantage between Africa and the
West Indies, thus the slave trade was born.

The modern trade nobility can discern a differential advantage between China
and the United States, but it is no longer necessary to transport Chinese
slaves - indeed that would be counter-productive. The cheap cost producer
can stay at home, and the product can be transported. Even a child can see

decoded the indicators that pretend to tell us just where we are on the
curve of history.  We do not know what or who will take the blame for the

We've long assigned a primacy role in economics to the raw materials of
soil, sea and sky, with the author of all energy, the sun, thrown in for
good measure.

Economists, political people, even common workers scoff at this assessment
-- the former two because of career-related self-interest, the latter
because they have listened to and believe in economists and politicians,
though it is inimical to their best interests. The "package of
misinformation" sold by economists and politicians to the common folks in
our society -- a package that presumes to vacate the primacy of raw
materials -- is called "trade."

We are told, and too many believe, that trade among the many peoples and
nationalities in the global village holds the key to peace on earth, general
prosperity for all, and is set out as the solution to practically
everything. The primacy of free international trade is so self-evident, the
schoolmen say, that all this fundamentalism about the raw products of the
earth and a physical economy isn't worth talking about. From a personal
standpoint, having been beaten around the head and shoulders by academia for
several decades, it occurred to me to try again to explain how the hogs ate
the chickens -- so to speak -- to a bunch of city slickers and slick
merchandisers of false economic information and false hope.

"Don t even try [to connect our modern economy to the physical economy]," an
economics professor once told me. "God is dead, and it's no use appealing to
order in the universe. We rely on science..." Anyone can finish that
sentence in 25 words or less.

The relationship between the physical world cycles that govern the arrival
on Earth of energy, both kinetic and metabolic, and the performance of the
general economy can be explained, albeit not in 25 words. The prime
importance of energy's arrival on Earth is that it first creates new wealth,
then trails through a multiple of economic activities until that energy is
finally spent. That is formally called the "trade turn" of raw materials.
Most of the confusion in economics is born of the inability of people to
comprehend this role of energy in economics.

EVERY 179 YEARS

It's probably redundant to probe back to a big bang theory of the Universe
or even to harken back to Aristotle s "first cause." For the purpose of this
essay, it's enough to go back to April 20, 1990. On that day there was an
occurrence that -- if history repeats itself -- commits planet earth to two
or three decades of cooler weather, civil unrest, food shortages and the
collapse of many prized institutions. This event should have commanded
maximum coverage on TV, in the public prints, and in proceedings recorded in
the Congressional Record.

This fact, reported in the journal of the Foundation for the Study of
Cycles, and in William Houston's excellent book, Riding the Business Cycles,
relates to a disturbance affecting the sun. Out-of-balance forces in the
solar system touched off a chain of events that very likely will see the end
of the welfare state in which some 80% of the people receive a government
check of one sort or another. The event of April 20, 1990, has cropped up
every 179 years for the last millennium.

It appears that the Creator's design of the Universe calls for Jupiter and
Saturn to cause a periodic imbalance to the solar system. This tampers with
the magnetic forces operative in the upper layers of the sun.

Calculations have it that the sun's output could fall up to 2%. Such a drop
in mean temperatures would have the effect of moving all habitable regions
above the equator some 300 miles north. The effect on crop production can be
imagined. It happened in 1630 and 1810.

Extreme cold prompted masses of people to migrate in the 17th century.
During this era, known as the Little Ice Age, dynasties were overthrown, and
food shortages caused civil unrest. Parasitic bureaucrats were removed from
government payrolls.

Cycles watchers nowadays point to the fact that a number of important cycles
-- one of them a 500-year cycle -- all reached their low point in the late
1990s.

W. Stanley Jevons discovered the sunspot periodicity during the last
century. Every 11.2 years the spots diminished, causing diminished cosmic
nourishment of sunlight to fall on Earth, and therefore causing weather to
subtract its favor from crop production.

Other cycles plug in from time to time, the basic ones dealing with the
arrival of metabolic energy for the human machine to consume.

Why is all the above important? Because just as sunspots govern crop failure
or bounty, agricultural commodities supply the support mechanism for
national solvency. It's all tied up in physics and Natural Law.

IE Flaw Leaves Users Open to Data Theft

There is a severe flaw in Microsoft Corp.'s ubiquitous Internet Explorer
browser that could enable a malicious Web site operator to hijack user
sessions and steal their credit card numbers and other sensitive data.
The flaw lies in the way that IE verifies the validity of digital
certificates issued to Web sites that offer SSL (Secure Socket
Layer)-enabled connections. Such certificates are typically issued and
signed by CAs (certificate authorities) such as VeriSign Inc. and list the
URL of the Web site to which they are issued. When a user connects via the
SSL protocol to a Web site, the user's browser will check the certificate to
ensure that the domain listed on it matches the ones to which the browser is
connected.

However, CAs often farm out the job of issuing certificates. So a user might
get a VeriSign certificate that has been signed by an intermediate
authority. In such a case, a user's browser should check all of the same
parameters on the intermediate certificate as well.

But, IE fails to check the domain on the intermediate certificate against
the URL.

"So what does this mean? This means that as far as IE is concerned, anyone
with a valid CA-signed certificate for any domain can generate a valid
CA-signed certificate for any other domain," researcher Mike Benham wrote in
an advisory on the issue that he posted to BugTraq recently.

The most likely and damaging attack scenario for this flaw would be a
so-called man-in-the-middle attack, wherein a malicious Web site operator
could generate and sign a bogus certificate for Amazon.com, for example.

The vulnerability affects IE 5 and 5.5, and 6.0 in some cases.

"I would consider this to be incredibly severe. Any of the standard
connection hijacking techniques can be combined with this vulnerability to
produce a successful man in the middle attack. Since all you need is one
constant CA-signed certificate and the corresponding private key, an
attacker can use that to generate spoofed certificates for other domains as
connections are intercepted on the fly," Benham said in his advisory.

Benham did not alert Microsoft, of Redmond, Wash., to the problem before
publishing his advisory, saying that he was disappointed in the way the
company handled a vulnerability in IE reported by another researcher
recently.

Two other browsers, KDE's open-source Konqueror and Opera Software ASA's
Opera, are also vulnerable to this attack. Both organizations have already
released updates that fix the problem. Opera 6.05 for Windows, released
Tuesday, fixes the flaw. KDE has made a fix for Konqueror available on the
Concurrent Versions System.

as you read this below, a short time after i wrote it, coming in from under chontrails galore...i have never seen as much of this experimentation as i do when in boulder, home to the national center for atmospheric research...many disaster relief agencies, conveniently, situate in boulder - i once saw photos someone had taken of the skies over the University of Colorado..they showed, apparently recordable by film but relatively invisible to naked eye, lasers - bright red beams across the sky...this person took his own pictures and, imo, had not the technical capabilities to fake them..he often spoke of his readings that he managed, in trying to decipher his results and he often spoke of mirrors - satellite-bound ones...as i think of that and look at the sky, it sure seems that when these contrails (highly compressed steam?) hit the area of the sky OVER the Univ. of Colorado they take on a wave effect...visibly...like something invisible is hitting it and making them ripple...some portions even seem to be steaming UPWARD...

New simulations of 20th century climate

Earth's surface warmed more than 0.6°C (1.0°F) in the 20th century. Much of the warming occurred from 1910 to 1940 and after 1970. Other periods showed little or no temperature increase. In an effort to explain this uneven warming sequence, Caspar Ammann (NCAR/University of Massachusetts) and Jeffrey Kiehl and Bette Otto-Bliesner (NCAR), together with Charles Zender (University of California, Irvine), have examined the last century's climate using the CSM. These are among the first global simulations to include each of four major elements: long-term solar changes, volcanic eruptions, anthropogenic sulfate aerosol, and observed greenhouse-gas concentrations. With these factors in play, the model successfully reproduces most of the peaks and valleys in the last century's global temperature record. According to the model, a rise in incoming solar energy since 1970 was offset by the effects of several large volcanic eruptions. Moving heat to the poles: a fresh look at the atmosphere's role

The latitudinal imbalance in the net radiation reaching Earth (graphic at left) is alleviated more by the atmosphere than by the ocean, according to a new study.
The atmosphere and oceans help to even out the planet's temperatures by carrying vast amounts of solar heat from the equator toward both poles, primarily during winter in each hemisphere. In the late 1970s it was believed the ocean and atmosphere conveyed about the same amounts of heat poleward on a global scale. Through a reanalysis of data gathered in 1985-89, Kevin Trenberth and Julie Caron have now shown that the atmosphere appears to carry a higher proportion of the load than previously thought. Across 35°N and S, the latitudes of peak poleward heat transport, the atmosphere carried 78 percent of the total heat in the Northern Hemisphere (mostly through warm southerly winds and cold northerlies) and 92 percent in the Southern Hemisphere (warm northerlies and cold southerlies). Only between 0 and 17°N did the ocean carry more heat than the atmosphere, according to the study. Chinese dissidents have been labelled "political maniacs" and locked
up
in mental hospitals simply for opposing the government, a new report
claims.
The crackdown on the Falun Gong sect has led to many members who
refuse
to recant their beliefs being judged "mad", according to the report,
published yesterday by the US-based Human Rights Watch and the Geneva
Initiative on Psychiatry.
Other victims are said to include independent labour organisers,
whistle-blowers and individuals who complain about official
misconduct.
Those labelled in this way may be kept indefinitely in hospitals
called
"Ankang" centres - short for "peace and health for the mentally ill" -
where some inmates say they have suffered beatings.
In the past, Beijing has rejected such charges as "groundless and
unacceptable". However, the latest research, Dangerous Minds:
Political
Psychiatry in China Today and its Origins in the Mao Era, quotes
extensively from official Chinese sources over the past decade.
A Falun Gong member was diagnosed as suffering from "mental disorder
by
practising an evil cult" although his mind was "clear and alert",
according to one case study in a clinical journal. The unnamed
62-year-old had become "solitary and untalkative and... began giving
people valuable presents for no reason", as well as ignoring efforts
to
stop him doing Falun Gong exercises.
A police encyclopaedia says the term "political mania" covers those
who
"shout reactionary slogans, write reactionary banners and reactionary
letters, make anti-government speeches in public, and express
opinions on
important domestic and international affairs".
Anyone in this category who disrupts the government's work, or who
exercises an "undesirable political influence", should be "taken into
custody for [psychiatric] treatment".
The report was written by Robin Munro, senior research fellow at the
School of Oriental and African Studies at London University.
The Royal College of Psychiatrists in Britain will move a resolution
at
the World Psychiatric Association congress in Japan next week urging
it
to investigate the alleged abuses and, if they are confirmed, to
reconsider China's membership. "The report is a challenge to the WPA
which had an equivocal record towards the Soviet abuses," Robin
Jacoby,
chairman of the Geneva Initiative, said.
The report acknowledges that many Chinese psychiatrists try to
distance
themselves from the abuses, which have declined since the Cultural
Revolution. It also suggests that some Chinese psychiatrists have
written
extensively about cases of politically based diagnosis "with the goal
of
forcing a broader ethical debate both inside and outside of China".

for listening to cassettes of pro-independence songs and two for

unsubstantiated claim against Bill Wallis of abuse in 1990 -- reported
through one of her multiple personalities that a terrible thing was
about to happen: Bill Wallis would sacrifice his young son during the
"Fall Equinox ritual," and the killing would be masked by a car accident
in which the boy's body would be incinerated. The sister based this on
her recently recovered "memory" from 20 years earlier of her father,
Dave Stecks, wearing a cult robe and chanting hypnotically, "On the
first full moon after two blue moons a child will be killed."

The threat here was considered so dire that San Diego County established
a Ritual Abuse Task Force.

ESCONDIDO -- Police officers came in the middle of the night to take the
two young children away. The boy's third birthday coincided with the
impending fall equinox, and officials believed his family planned to
kill him that day as a sacrifice to Satan.

Now, nine years after their son and 5-year-old daughter were taken from
their beds, Bill and Becky Wallis will collect $750,000 from the city of
Escondido.

Perhaps fittingly, news of the federal court judgment arrived on
Halloween.

The money comes as a result of a lawsuit the family filed in 1992
against Escondido police, county social workers and a physician for
violating their constitutional rights to be free from "unreasonable
intrusions on their privacy, person and home."

Twice, a U.S. District Court judge ruled against the Wallises and
dismissed their lawsuit, and twice they appealed to a higher court and
had it reinstated.

Bill and Becky Wallis are elated that their perseverance paid off.

"We are so happy that Escondido finally admitted they were wrong. That
was the main thing for us, it wasn't about money," Becky Wallis said
yesterday. "Hopefully, what we went through in this case will keep it
from happening to someone else.

"The whole thing was so bizarre and such a shock to our family. It's
still unbelievable to us that anyone could have put stock in such a
story."

The Wallis case was the product of a Satanic scare that swept through
San Diego and many other communities a decade ago.

It was a time when certain psychotherapists, social workers, police
officers and prosecutors became convinced that secret cults were
subjecting children to all sorts of evil rituals, even murder.

The threat here was considered so dire that San Diego County established
a Ritual Abuse Task Force. But finding evidence was another matter, and
the task force disbanded without fanfare.

Court documents show that the Wallises' ordeal began during a September
1991 session in a psychiatric hospital between Becky Wallis' sister, a
schizophrenic with a history of severe mental illness, and Candace
Young, a psychotherapist who served on the Ritual Abuse Task Force.

The sister -- from whom the Wallises were estranged following her
unsubstantiated claim against Bill Wallis of abuse in 1990 -- reported
through one of her multiple personalities that a terrible thing was
about to happen: Bill Wallis would sacrifice his young son during the
"Fall Equinox ritual," and the killing would be masked by a car accident
in which the boy's body would be incinerated.

The sister based this on her recently recovered "memory" from 20 years
earlier of her father, Dave Stecks, wearing a cult robe and chanting
hypnotically, "On the first full moon after two blue moons a child will
be killed."

Young, a marriage and family counselor, reported this to Child
Protective Services.

Sue Plante, a CPS social worker involved with other alleged
'Satanic-abuse' cases, launched an investigation. Escondido police were
notified, along with a deputy district attorney, Jane Via.

According to court documents, Plante was told by Via that "we have
enough to pick up the kids." But social workers never formally
petitioned a judge, and no court order was ever issued to take the
children into protective custody.

Escondido Police Officers Diana Pitcher and Ralph Claytor, and their
supervisor Ken Burkett, however, testified about getting a call from CPS
saying a court had ordered the Wallis children to be picked up.

But even without the order, the officers testified, they believed the
children were in danger from Satanists and they acted reasonably.

In the first months of 2001, efforts to secure peace in the Middle East were hit

by two dangerous developments. Right-winger Ariel Sharon was elected to power in 
Israel,
the world's neglected nuclear nation. And President George W. Bush's first foreign 
policy
adventure saw Iraq bombed by U.S. and British forces, in what was justified as a
"defensive" act.

Since the Gulf War in 1991, much attention has been Lavished on an alleged threat from
Iraqi weapons of mass destruction while the major culprit in the region, Israel, has 
been
largely ignored.

With between 200 and 500 thermonuclear weapons and a sophisticated delivery system,
Israel, population 6 million, recently supplanted Britain as the world's 5th Largest 
nuclear
power. It may now rival France and China in the size and sophistication of its nuclear
arsenal.

Possessing chemical and biological weapons, an extremely sophisticated nuclear arsenal,
and an aggressive strategy for their actual use, Israel provides the major regional 
impetus
for the development of weapons of mass destruction, and represents an acute threat to
peace and stability in the Middle East.

The hypocrisy inherent in the condemnation of Iraq's weapons of mass destruction and 
the
obsessive focus on "rogue states" such as North Korea, while totally ignoring Israel's
provocative arsenal, is breathtaking.

The existence of the Israeli nuclear program is a serious impediment to meaningful 
nuclear
non-proliferation and disarmament. The time is long overdue for citizens concerned 
about
sanctions against Iraq, peace with justice in the Middle East, and nuclear 
disarmament, to
confront directly the issue of Israeli weapons of mass destruction.

THE ISRAELI BOMB The Israeli nuclear program began in the Late 1940s. It was 
established
at the Department of Isotope Research at the Weissman Institute of Science under the
direction of Ernst David Bergmann, "the father of the Israeli bomb," who in 1952 
established
the Israeli Atomic Energy Commission.

>From the very beginning the U.S. was heavily involved in developing Israel's nuclear
capability, training Israeli nuclear scientists and providing nuclear- related 
technology,
including a small "research" reactor in 1955 under the "Atoms for Peace" program.

It was France, however, that provided the bulk of nuclear assistance to Israel, 
culminating
in construction

of Dimona, a heavy water-moderated, natural uranium reactor and plutonium reprocessing
operation situated near Bersheeba in the Negev desert.

Israel had been active in the French nuclear weapons program from its inception, and
provided critical technical expertise. Dimona became operational in 1964 and plutonium
reprocessing began shortly thereafter. Despite Israeli claims that Dimona was "a
manganese plant, or a textile factory," the extreme security measures employed belied 
the
bogus claims.

In 1976, Israel shot down one of its own Mirage fighters, and in 1973 shot down a 
Libyan
civilian airliner that approached too close to Dimona, killing 104.'

There is substantial credible speculation that Israel may have exploded at Least one, 
and
perhaps several, nuclear devices in the mid-1960s in the Negev near the 
Israeli-Egyptian
border, and that it participated actively in French nuclear tests in Algeria.

By the time of the Yom Kippur War in 1973, Israel possessed an arsenal of perhaps 
several
dozen deliverable atomic bombs and it went on full nuclear alert.

Possessing advanced nuclear technology and top nuclear scientists, Israel was 
confronted
early with a major problem-how to obtain the necessary uranium.

Israel's own uranium source was the phosphate deposits in the Negev, totally 
inadequate to
meet the need of a rapidly expanding program. The short-term answer was to mount
commando raids in France and Britain to successfully hijack uranium shipments, and in 
the
19673 "Plumbatt Affair," to collaborate with West Germany in diverting 200 tons of 
yellow
cake (uranium oxide). These clandestine acquisitions of uranium for Dimona were
subsequently covered up by the countries involved.

There was also an allegation that a U.5. corporation, Nuclear Materials and Equipment
Corporation (NUMEC), diverted hundreds of pounds of enriched uranium to Israel from the
mid-1950s to the mid-1960s.4 Despite an FBI and CIA investigation, and congressional
hearings, no one was ever prosecuted, although most other investigators believed the
diversion had occurred.

In the late 1960s, Israel solved the uranium problem by developing close ties with 
South
Africa in a quid pro quo arrangement whereby Israel supplied the technology and 
expertise
for the "Apartheid Bomb," while South Africa provided the uranium.

Arthur Miller, not my favorite playwright, is nevertheless opening a new play in 
Minnesota,
"Resurrection Blues," which attempts to satirize the vicious and absurd state the 
world has
gotten itself into recently.

And the world certainly has ventured into the absurd. Marxist guerrillas setting off 
bombs to
protest the inauguration of Colombia's new president kill mostly the poor in Bogot 
slums.
We, of course, kill 500,000 Iraqi children because they (presumably the children) won't
overthrow Saddam Hussein.

Saddam's neighbors say publicly and directly to the president that they oppose an 
American
attack and do not feel threatened by Saddam, and how does the president reply? In the
most absurd fashion, like a dummy cut off from all outside communications, he says,
"Saddam is a threat to his neighbors," while 6 feet away one of those neighbors, 
Jordan's
King Abdullah, had come specifically to urge Bush not to attack Iraq.

When I look at some of Bush's statements I find it impossible to imagine Franklin 
Roosevelt,
Harry Truman or Dwight Eisenhower making them. I cannot imagine any of the three flatly
contradicting a guest in the presence of the guest on a matter of fact on which the 
guest
obviously has the most direct knowledge. How does Mr. Bush know better than the king of
Jordan that Iraq is a threat to Jordan?

There is no end to absurdity. Mr. Bush's position is, in a screwball way, a compliment 
to
Saddam Hussein. Deterrence worked against Josef Stalin, one of the greatest mass
murderers in human history, even though he was armed with a million times more
weapons of mass destruction than Iraq, but, in Mr. Bush's view, it will not work 
against
Saddam.

Then, too, there is the absurdity of the United States simply deciding on its own that 
the
government of a sovereign nation has to be changed by force. How would you feel if the
president of China announced that the United States was part of an axis of evil, was a
threat to its neighbors, had gassed its own people (Davidians at Waco) and therefore 
China
was going to see to it that there is a change of regime in the United States?

The other day, Secretary of Defense Donald Rumsfeld simply stated, without any 
evidence,
that members of al- Qaida are in Iraq. A few facts: The government of Iraq is secular 
and
views Islamist fundamentalists such as al- Qaida as vermin; The New York Times has
reported that some outside fundamentalists, possibly al-Qaida, have moved into the 
Kurdish
areas of Iraq. The Kurds, split among communists, nationalists and fundamentalists, are
"America's allies," with an 80-year-history of failed revolts  not a few of them 
because
the United States cut and ran, as the CIA did most recently in northern Iraq.

I personally was glad to see that Saudi Arabia flatly said "no" to any American 
military
action against Iraq based on Saudi soil. When we have a president who seems unable to
listen to advice, who seems almost inhuman in his ability to repeat obvious 
falsehoods, then
we have to rely on other countries to force some restraint.

We have no reason whatsoever to go to war with Iraq. Iraq is not a threat to its 
neighbors
or to us. No evidence whatsoever has been found linking Iraq to any terrorist act 
against
the United States in the past decade. And who governs Iraq is none of our business.

I don't know what the real reason is for Mr. Bush's determination to go to war with 
Iraq.
Probably it has to do with oil. Iraq has more oil reserves than any country on earth 
except
Saudi Arabia. If it could get its oil production back to its prewar level, the world 
price of oil
would certainly drop. It can't get its production back up, however, because we won't 
allow
it to buy the equipment necessary.

In retrospect, I wish we had had a better choice in the last presidential race. Our 
foreign
affairs should not resemble the theater of the absurd.

Witches put spell on Romania's NATO, EU bids

BUCHAREST, Romania - Romanian witches threatened Friday to use their magic to prevent
Romania from joining NATO or the European Union unless the government lifted a ban on
media promotion of sorcery.

"I ordered all witches in this country to stop all magic that could help Romania join 
NATO or
the EU," said Maria Campina, the country's elected True and Authentic Queen of White
Magic. "We will work against it."

Campina told Reuters Romania's white witches, estimated to number more than 100, were
upset by a National Audio-Visual Council decision last week to ban all radio and 
television
shows related to magic and sorcery.

"Why should politicians be allowed to act as stars on television... and we are 
banned?" she
asked, adding that her six daughters and some 80 other witches could combine
supernatural forces to thwart Romania's EU and NATO bids.

Romania expects to get an invitation to join NATO at an alliance summit in November and
hopes to be accepted into the the EU in 2007.

Britain faces a growing threat of an electronic attack by terrorists linked to 
al-Qaida that
could paralyse key public services, including electricity and water supplies, the
government's adviser on computer security has told the Guardian.

For terrorist groups like al-Qaida with limited resources, it would be "a very 
attractive
method" of attack, that would cause "huge damage", said Stephen Cummings, director of
the National Infrastructure Security Coordination Centre.

It is actively working with the intelligence services, including GCHQ, to gather 
information
about the electronic capabilities of terror groups. The centre, a little-known unit 
based in
the Home Office, was set up three years ago to alert government agencies and companies
to threats to computer networks and protect what it calls Britain's critical national
infrastructure, or CNI.

The CNI includes those parts of the country's infrastructure "for which continuity is 
so
important to national life that loss, significant disruption, or degradation of 
service would
have life-threatening, serious economic, or other grave consequences for the 
community".
It covers telecommunications, energy, finance, transport, central government, water, 
health
services, and emergency services.

Terrorist groups, including al-Qaida, are already well aware of the potentially 
devastating
effect of electronic attacks, according to Mr Cummings. Such attacks would have the
advantage for terrorists of being extremely difficult to trace.

American newspapers this summer reported that signs of al-Qaida's skills in cyberspace
prompted US officials to conclude that terrorists were at the threshold of using the 
internet
as a weapon to kill - for example, by taking control of floodgates in a dam, or of 
electricity
substations.

Mr Cummings stressed that terror groups did not yet have the capability to mount such
attacks. Much more likely and more common would be further attacks on individual
websites using a virus or worm or through hacking.

But he said that while the threat of an attack that would knock out a critical public 
service or
power source was lower than attacks on websites, it was increasing.

"Terrorists are aware of the potential," he said. "Al-Qaida would be interested in 
developing
the capability."

If it recruited someone who worked inside an organisation such as a water or power
company, "it could happen tomorrow," he said.

Electronic attack could sabotage the software controlling the distribution of power or 
the
flow of water, for example.

The security services got a shock this year when a group of researchers at Oulu 
University
in Finland reported that a worldwide software network, the simple network management
protocol, or SNMP as it is commonly known, was vulnerable to attack.

Mr Cummings' office sent out warnings advising Whitehall departments and companies to
install patches - coded electronic "sticking plaster" designed to protect systems from 
outside
attack - or to separate SNMP traffic from the rest of their computer systems.

Private security companies also say there is growing evidence of attempts at electronic
terrorism.

"They are trying to get in through the back doors of office networks, which are quite
vulnerable," said Christophe Huygens of Belgium-based Ubizen.

NISCC issued 34 serious alerts last year, compared with just seven the year before.

Dozens of Christian television stations are slated to air a five-hour telethon this 
week in
support of Israeli victims of terrorism, with half the money raised earmarked for a

organized by the United Jewish Communities and its national network of charitable

media outlet associated with televangelist Ron Hembree.

Gonzalez, whose station reaches 85 percent of homes in New Mexico, came up with the
idea for the national telethon after he was asked by Andrew Lipman, executive director 
of
the Jewish Federation of Greater Albuquerque, to help raise money for victims of 
terrorism.

"About six or seven weeks ago I was praying," Gonzalez said, "and I said, `God, what
would you have us do for Israel? I know they need help more than ever before. I know 
that
encouraging people to go isn't enough.' And so, a week later, I got a call from 
Andrew."

Rather than simply air a local telethon, as he did several years ago to support the
Albuquerque federation's efforts to pay for Russian Jewish immigration to Israel, 
Gonzalez
decided to approach fellow Christian broadcasters across the country. He insisted that
participating stations donate the air time and cover expenses, so that every cent 
raised
would go to the designated causes. "Just about everybody I have called has answered
yes," said Gonzalez, a nondenominational Christian who was "born again" in 1968 and who
has been observing the Jewish Sabbath for the past two years.

According to Gonzalez and other telethon organizers, half of the haul is going to the
Albuquerque federation, which will then transfer its entire share to the UJC's Israel
Emergency Fund. The other half of the money will be used to produce daily news segments
on Israel for Christian television stations.

"We feel there is a tremendous bias in the news coming out of Israel," said Oleen 
Eagle,
president of Cornerstone Television. "What we would like to do is to tell it like it 
is."
Although local federations and regional chapters of Jewish organizations have been
shedding their unease about working with evangelical Christians on behalf of Israel, 
the
telethon appears to be the first time that a federation has tapped into the national
infrastructure of Christian media.

With other recent attempts to mobilize , the program raises the possibility of two
unorthodox developments. One, albeit distant, possibility is that the evangelical 
community
will create a mammoth pro-Israel juggernaut that will dwarf existing Jewish 
organizations.
Another, more likely, possibility is that the telethon might be a harbinger of 
ground-breaking
efforts to integrate conservative Christians activists and dollars into the federation 
system
or other existing Jewish organizations, such as the American Israel Public Affairs
Committee.

For now, according to Lipman, the Albuquerque federation plans to limit its 
fund-raising
activities with conservative Christians to projects directly benefiting Israel and 
Israelis. "All
we are doing is capitalizing on what we already saw was the desire of Christians to
contribute to and support Israel," said Lipman, who will be appearing on the telethon. 
"Our
feeling was, `Why not let them contribute through us?'" A source familiar with the 
planning
of the August 13 broadcast said it was possible that the telethon could end up raising 
more
than $1 million in five hours. Since the UJC emergency fund was officially unveiled in 
April,
federations have sent in almost $60 million and pledged another $250 million.

Lipman said he received the blessing of UJC officials. According to Lipman, however, 
the
national organization has decided not to send an official to appear on air. Rabbi 
Yechiel
Eckstein, founder of the International Fellowship of Christians and Jews, a group that 
raises
money from evangelicals for Israel, stopped funneling his organization's funds through 
UJC.
Eckstein said his decision was fueled by UJC's unwillingness to publicize the 
contributions of
evangelicals. But Lipman said his sense was that UJC's reasons for not getting 
involved in
the telethon had to do with a shortage of manpower.

"UJC made a policy decision as a corporation not to get involved with these Christian 
fund-
raising efforts around the country," Lipman said. Instead, he added, UJC officials 
concluded
it was best to leave such efforts to local federations. "It would take too much staff 
time," he

congressional staff members from entering the West Bank Saturday on a fact-finding
mission to the Palestinian territories and Israel, according to the activists, the

The activists were three representatives of the American Muslims for Jerusalem
organization and Jews for Peace in Palestine and Israel organization, said Josh 
Ruebner,
head of the latter group. He said they planned to meet with American and international
humanitarian organizations in the West Bank and Gaza Strip.

''Since Israel has the sovereign right to decide who can enter Israel and who can't, 
we have
the right to prevent groups who we know ahead of time are coming to demonstrate and
cause provocation in places where Israeli soldiers are fighting terrorism,'' said 
Yaffa Ben-
Ari, a spokesman for the Israeli Foreign Ministry.

In Washington, the State Department said two of the three ''coordinators'' with the
congressional staff members were denied entry into Israel when they arrived at the 
Allenby
Bridge border crossing from Jordan.

The congressional staff members then decided not to seek entry, the State Department
said.

It wasn't immediately clear for which U.S. representatives the congressional staff 
members
worked. The delegation could not be reached for comment, and Khalid Turanni, executive
director of the American Muslims for Jerusalem, refused to provide their names.

Evidence that could debunk the official explanation for the collapse of the 
World Trade Center is being kept secret by the Department of Justice on a 
flimsy pretext.

The Department of Justice has ordered secrecy measures to keep the contents of 
a âlost tapeâ of firefightersâ voices at the World Trade Center from being made 
public. The 78-minute audiotape evidently debunks the accepted explanation that 
intense jet fuel fires melted the towersâ steel beams and caused the collapses.

The New York Times recently revealed the existence of the tape of radio 
transmissions between firefighters of the New York Fire Department (NYFD), 
which proves that âat least two menâ had reached the 78th floor Sky Lobby of 
the South Tower. The firefighters had reported about the fires and casualties 
they encountered and had begun evacuating the survivors.

The article said that firefighters âreached the crash zone on the 78th floor, 
where they went to the aid of grievously injured people trapped in a sprawl of 
destruction.â 

While the article raises as many questions as it answers, it points to a reason 
for the secrecy: âOnce they got there,â the article says, âthey had a coherent 
plan for putting out the fires they could see and helping victims who survived.â

The report names two of the firefighters who were at the crash site: Battalion 
Chief Orio J. Palmer, who was organizing the evacuation of injured people, and 
Fire Marshal Ronald P. Bucca. Both were among the 343 firefighters who perished.

The voices of the firefighters âshowed no panic, no sense that events were 
racing beyond their control,â the Times wrote. âAt that point, the building 
would be standing for just a few more minutes, as the fire was weakening the 
structure on the floors above him. Even so, Chief Palmer could see only two 
pockets of fire, and called for a pair of engine companies to fight them.â

The fact that veteran firefighters had âa coherent plan for putting outâ 
the âtwo pockets of fireâ indicates they judged the blazes to be manageable. 
These reports from the scene of the crash provide crucial evidence debunking 
the governmentâs claim that a raging steel-melting inferno led to the towerâs 
collapse. 

As the FEMA âBuilding Performance Assessmentâ report says, âTemperatures may 
have been as high as 900-1,100 degrees Celsius (1,700-2,000 Fahrenheit) in some 
areas.â

âIf FEMAâs temperature estimates are correct, the interiors of the towers were 
furnaces capable of casting aluminum and glazing pottery,â Eric Hufschmid, 
author of the book Time for Painful Questions writes. Yet the voices on the 
tape prove that several firefighters were able to work âwithout fearâ for an 
extended period at the point of the crash, and that the fires they encountered 
there were neither intense nor large.

The South Tower disintegrated in less than an hour after being hit by a plane, 
which impacted between its 78th and 84th floors. âFire has never caused a steel 
building to collapse,â Hufschmid writes. âSo how did a 56-minute fire bring 
down a steel building as strong as the South Tower?â 

Hufschmidâs forthcoming book presents compelling evidence that explosives 
caused the towers to collapse.

Pointing to the Meridian Plaza fire in Philadelphia in 1991, Hufschmid 
writes, âThe Meridian Plaza fire was extreme, but it did not cause the building 
to collapse. The fire in the South Tower seems insignificant by comparison to 
both the Meridian Plaza fire and the fire in the North Tower. How could the 
tiny fire in the South Tower cause the entire structure to shatter into dust 
after 56 minutes while much more extreme fires did not cause the Meridian Plaza 
building to even crack into two pieces?â

The Port Authority of New York and New Jersey (PA), the bi-state authority and 
owner of the World Trade Center, retrieved the âlost tape.â A spokesman for the 
authority, Greg Trevor, told AFP that the tape was found in PA police offices 
at 5 WTC, âtwo or three weeksâ after 9-11. The PA police monitored radio 
transmissions from the WTC.

Because of an unexplained delay in producing the tape, it was believed âfor 
monthsâ that firefighters had gone no higher than about the 50th floor in each 
tower. The delay, Trevor said, was due to the time required to transfer the 
voice data to âencrypted CDs.â

They would have you believe that one medical doctor/biomedical scientist is somehow the "lone assassin" in the anthrax deaths and illnesses following Black Tuesday. Despite his direct denials, carried by the American monopoly press, not just through his lawyer mouthpieces, Dr. Steven J. Hatfill is considered in the supposed "FBI investigation" as a "person of interest".

Background and details.

Starting just before 9-11, Black Tuesday, already taking Cipro, the antibiotic useful against Anthrax, were top officials in the Bush White House, including apparently George W. Bush himself. This was several weeks BEFORE the newsfakers began to headline stories of death and illness from Anthrax arriving in the mail. The maker of Cipro is Bayer, A.G., a left-over of Nazi big business financially interwoven with elders of the Bush Family. This one detail, by itself, tends to show prior Bush White House complicity and knowledge of what the Anthrax terrorism is all about.

Further, to understand all this:

[1] Right after 9-11 began were five or more mysterious murders, deaths, foul play, and strange disappearances, worldwide, of microbiologists, world-acclaimed researchers specializing in the field of infectious diseases and biological agents such as Anthrax, as well as DNA sequencing. The ones mentioning these suspicious situations were mostly in the alternative media, such as the popular website by Jeff Rense, www.rense.com These happenings, according to some very savvy sources, were to cover up the role of the American CIA and the Bush Family in Anthrax terrorism.

[2] Daddy Bush and his cronies run Carlyle Group, a secretive zillion dollar enterprise that has quietly gobbled up struggling and other firms in defense contracting, telecommunications, and aerospace work. As we have pointed out in our website series on Greenspan and Bush, with documents attached there, the Bush Family, to launder illicit funds in the hundreds of BILLIONS of dollars, has a joint account with the Queen of England at her private bank, Coutts Bank London. "The Queen has a new bank manager, following the departure of Andrew Fisher, chief executive of Coutts, TO THE CARLYLE GROUP, the US private equity firm". (Emphasis added.) The Carlyle Group reportedly have a financial interest in BioPort Corp., having been the sole Department of Defense contractor for supplying Anthrax vaccine. JAMES BAKER 3rd, former U.S. Secretary of State in the Daddy Bush White House; Baker reportedly was implicated in the apparent massive bribery in the fall of 2000, of top DEMOCRAT Party officials in Southern Florida, to sabotage the recount of the presidential ballots to favor Bush. Just after the Anthrax terrorism stories first appeared in the monopoly press, the Bush White House ordered National Guard sentries to guard Carlyle's property, the BioPort plant, Lansing, Michigan. The purpose, as we have pointed out, was to stop this privately held firm from their key people revealing to journalists the true ownership of BioPort. CORN AND HOROWITZ ON FOX
David Corn and David Horowitz (pronounced whore - o - wits) were interviewed
on HANRATY AND COMBS last night.
Now to be interviewed on TV the lie that you must endlessly tell is
that THERE IS SOME BIG DIFFERENCE BETWEEN DEMOCRATS AND REPUBLICANS and
these two high paid professional liars delivered.
Horowitz just published the book HOW TO BEAT THE DEMOCRATS.  Save
your money.
David Horowitz illustrates a sad trend in our craft.  He started
as one of us you know!  In the 1970's he was valiant and brilliant
and manning the barricades for us all.  His book THE ROCKEFELLER'S
was brilliant and unsurpassed.  It came out about the same time as
Lundberg's THE RICH AND THE SUPER RICH.  Together these books defined
the greatest problem in American.
Shortly after that Horowitz gave a PLAYBOY interview where he told of
this limo ride he shared with NELSON ROCKFELLER.  He explained how
Nelson could not have been less concerned with his book or journalists
in general.  Rocky told how easy it was to just pay off such critics. 
And Rocky knew what he was talking about because Horowitz soon learned
that the big money was working the other side of the fence.
Sadly I can name a long list of those who started out like us but switched
allegiance to start earning big bucks in the professional lying trade.
Contrary to what many here would like to believe there is no one paying
for truth and justice.  The billionaire opposition is so entrenched
and all powerful that those who tell the truth too clearly are no longer
able to make a living publishing or broadcasting.  The only way they
can be heard is is to donate their hard work to for free to marginal publications
and even that is not worth all the effort it takes.    In
the absence of such truth tellers the likes of Corn and Horowitz can be
presented on TV as representing BOTH SIDES FAIRLY.
