Hello Group:

The State of Vermont has a labeling law becoming effective 3-1-2000 which
requires products which contain mercury-containing components to be labeled
as such and direct the customer/servicer to properly dispose of such
components at the time of replacement.

I understand that fluorescent lighting tubes contain mercury and that NEMA
and several mfgs. of such tubes have won a lawsuit against Vermont which
puts off, at least, the effective date for marking such lighting tubes.

Does anyone in the group know if this ruling affects mfgs. of equipment
that use fixtures containing fluorescent tubes? Or will such appliances,
etc., still need to be marked with the disposal warning as of 3-1-2000?

for IEC 1000-4-11.  The generator is designed specifically for IEC immunity
tests and it adheres to the standards fairly closely.

Tr usually ment risetime when referred to pulsed signals. In this case I
think it refers to response time less than 10Hz. In other words  you'll get
a reading in less than the period of ten hertz at the frequency of
measurement.

Good point about current.

It's amazing that the same people that would *never* attach a 1 inch wire
(sticking up into space) to the clock signal would allow a 1 inch long slot
that has over 30mA of current flowing around it -- when they're equivalent
radiators.

some time since we have obtained blank test reports, but as I recall, there
was a  fairly reasonable fee for the reports and many of them could be

Thank you for your informative and humorous posting.  May I take the
opportunity of asking to be kept informed re the lead-free solder debate? 
Like you I worry about  silver leaching, and more.

Incidently, my father is/was a (master) plumber, so he knows a thing or two
about soldering, and has come to my rescue on more than one occasion, e.g.
by sweating a lead pipe to a copper one until the water board could turn up
to make the final connection (ten weeks later!).

Electronics Manufacturing Products (a UK trade paper) has a 
minor headline "It's tin-silver-copper".  The Printed Circuit 
Interconnect Federation and  International Tin Research Institute 
have apparently chosen to recommend Sn-Ag-Cu as a general 
multipurpose replacement for tin-lead for hand, wave and surface 
mount soldering, as well as in "difficult products".  Six UK solder 
suppliers are backing it, as well as the IPC (Association 
Connecting Electronics Industries) (?!) and National Electronics 
Manufacturing Industries.

The final interesting point is that the chosen alloys can be used 
to solder components/PCBs with tin lead finishes. Having had 
problems with silver leaching in the past, I have filled in the 
paper's bingo style enquiry card to find out more, as they say.

But it does seem that the soldering industry is quite a long way 
down the road to getting rid of lead, in the UK at least.  If 
anyone's still interested in the subject, I'll post more when I get 
some information.

writing an article that summarazes the tests. It will apprear in
the February 15 issue. You can download them at www.sae.org (PDF

No.  The MDD, Article 14 address this.  You only have to register with the
CO of the country where you have your authorized representative.   But, I
have heard that some countries have passed national laws requiring you to
register all devices.

Registration of persons responsible for placing devices on
the market

1.  Any manufacturer who, under his own name, places devices on the
market in accordance with the procedures referred to in Article 11 (5) and
(6) and any other natural or legal person engaged in the activities referred
to in Article 12 shall inform the competent authorities of the Member State
in which he has his registered place of business of the address of the
registered place of business and the description of the devices concerned.

2.   Where a manufacturer who places devices referred to in paragraph I on
the market under his own name does not have a registered place of business
in a Member State, he shall designate the person(s) responsible for
marketing them who is (are) established in the community  These persons
shall inform the competent authorities of the Member State in which they
have their registered place of business of the address of the registered
place of business and the category of devices concerned.

3.  The Member States shall on request inform the other Member States
and the Commission of the details referred to in paragraphs 1 and 2.

What is Tr? 

The probe is specified in SAE J1113/27 "Electromagnetic

Could anyone tell me what SAE standards govern product EMC emissions and
immunity for "after market" devices? These would be devices installed into
vehicles after the vehicle has been sold.

The device in question is a guidance system for snowplows enabling them to

I'm not familiar with IEC 65, but for EN 60950 an attachment of a laser
safety report to the EN 60950 report is typical. There is no requirement in
IEC 825 (a.k.a. EN 60825)for use of a 'certified' laser lab. But as with
many specifications, it is to your adavantage to use an independent 3-rd
party laboratory, as there would less questions as to impartiality.
Also note, that IEC 825 also applies to products that use LED-based optics,
not just lasers.

For 21 CFR, you MUST file a report with the CDRH for laser products (no LEDs
yet in the US).
There is a special form that must be completed that forms the report. 
Additionally, the CDRH requires an 'annual report' which is to be received
by them in September.

As I know the IEC 825-1 (and CFR Title 21 for US) and IEC 825-2 are used as
reference lasers safety standards. 
What' s the procedure for certification process of a product (certified with
IEC 65) which incorporate fiber optics (as both source and receiver on the
same module).
Is it requested an IEC 825-1 report attached to the IEC 65 report (what kind
of measurements) made by a certified Laser Lab?
Or is it enough just a statement from the laser products manufacturer with
the proper classification and affixed on the shipping box the warning label
with the statement of Class 1 or any other, according to IEC 825-1 or CFR
21. 

I want to know more about the from your experience. Thank you for any idea
or advice,
