Hi Richard, for this device, labeling is voluntary.  If you wish to label
the item, you must 1st seek permission from the ACA (a relatively painless
process), which is used more for marketing reasons.

I understand the predicament now.  When I talked to the NCB's in my area they
all referenced ISO/IEC 17025, so I didn't get stuck with this problem.

Yes, I know that 25 has been replaced by 17025, but the wonderful people
that wrote IECEE 02:2001 did not refer to IEC 17025:1999.

And I thought the purpose of standards was to provide for a uniform
application of requirements. But I do tend to be a bit naive and foolish in
my expectations...

And in any case, when a voice in the wilderness asks what is the basis for
x ? the real questions being asked typically are what is the rationale for
these requirements? and how can I encourage the various agencies/NCBs to
have more uniform requirements ?.

What is basis of competency testing, done to accredit the lab for SMT, that
is required by an NCB of manufacturer's test lab personnel and facility,
that is above and beyond that required in cl 5.4.5 of ISO 17025 ?

In cl C2.3 - what is definition of a production sample ?
 
Are there other standards that provide guidance to acceptance of
manufacturer's test data for use in an NCB-generated CB Report ?

What is the basis for allowing an NCB to accept manufacturer's test data for
and to only review (not write) the CB Report under SMT in accordance with
IECEE 02, Annex C ?

Related to the question ...UL 746C sub-clause 47 specifies testing for
adhesion of   metallized coatings for EMC purposes. They reference test
criteria in 
ASTMD 3359..If you are submitting to UL and you want to use an EMC
metallized coating in a product, where if the coating was to flake spacings
would be compromised, UL will require you pass these testsWhen
I investigated this in the past Europe did not have any similar tests so an
Engineer from TUV in Germany told me he would accept the UL
results.Although this may have changed..Anyone
know of any similar requirements for adhesion testing for Europe??

From a safety point of view I typically recommend not to use coating on
Plastics. The results can be destructive and dangerous. After  some time you
may end up with metallic coating parts falling on electronics and the results
can be fire or electric hazard.

UL has evaluated plastics and conductive coating for the plastics that matches
and stays safe. Consult with UL people for the correct combination.

North American Automotive EMC

Does the North American market require Automotive EMC similar to the
European Automotive Directive?
I am thinking about an ITE small product that meets the European Automotive
Directive being sold in the USA/Canada. It already has the FCC Part 15 EMC
Class A.

Also, will using the same cigarette lighter cable be OK?

Some of our recent products for the Army  Marines used plastic and composite
materials for cases. We used electroless nickel, and had no problems. Of
course, the need for shielding was known from the start, so the mechanical
guys were able to design the cases without difficult internal corners and
problematic sealing surfaces. Mating the MIL connectors to the shielding was a
bit more difficult, but we used a combination of clamped surfaces, conductive
elastomer gaskets and conductive epoxy.
