RES: RF device certification in Brazil
Dear Michael, since your product is a GSM cell phone, you need to follow the ANATEL (Brazilian telecommunication agency) requirements. Take a look at the pages 40, 41 and 42 of the document at http://www.anatel.gov.br/Tools/frame.as ?link=/certificacao/requisitoscategoriai.pdf (unfortunately all the documentation are in Portuguese). You will need to perform the homologation here in Brazil. First, you need to contract an OCD (chose one from the address http://www.anatel.gov.br/index.asp?link=/certificacao/ocd.htm?Cod=1576) they will care of the process with the ANATEL. Second, a laboratory will test your product according to requirements. Since your product complies with those requirements, it will receive a homologation number and each unit shall carry an ANATEL label. It is all you need to put a telecommunication device here in Brazilian market. Regards Sérgio L. All my queries to the Brazilian authorities have gone unanswered for weeks now and I am harassed daily by our marketing group who are anxious to sell in Brazil. The company has a new product that contains a 1.8Ghz GSM data link - used with equipment we produce. The unit operates as a Mobile Cellular Device as far as Cell Phone Providers are concerned. The user simply establishes a GSM cell phone account with a local cellular provider. The RF unit is an OEM module that has both US/Canada and EU-RTTE RF device certifications. The product meets Class B emissions. The unit is battery powered. Max power output is 1watt. QUESTIONS: 1. Are the current certifications adequate, or are additional certifications specific to Brazil required for the RF module. ??? 2. Are operating licenses required for this type of device (it works just like a cell phone) ??? 3. Are special government forms required for importation operations of this product ??? Thank you very much for any assistance anyone can provide. Best Regards, Michael Taylor PE, NCE Ch. EMC Compliance Engineer Hach - Environmental Water Quality Division, Danaher Corp. Colorado, USA

ANATEL established a new approval procedure around 2,5 years ago whereby: 1.- New requirements of EMC and Safety were included 2.- Requirements for the use of testing labs were defined in a prioritized list Regarding point 1, the regulations defined for EMC and Safety (Resoluçao 237 and 238) established technical requirements following international standards BUT with some deviations. This means that a normal test report against international standards is not enough. But then you can think: OK, I will additionally perform the testing for these deviations in my local lab in Canada. Let's check now point 2. Regarding point 2, the priority list of labs obligues (in summary) to the use of: laboratories accredited by INMETRO as a first option (no matter if it is local or foreign), Brazilian laboratories evaluated by the Brazilian Certification Bodies (OCDs) as a second option and finally accredited labs outside Brazil. This means that re-use of test reports outside Brazil is only possible if: - There are no testing facilities in Brazil (i.e. SAR and testing for 76-77 GHz radar doppler devices) - If the test lab is accredited by INMETRO However, when MRAs will be signed between Brazil and other countries, the use of foreing test reports will be possible. RES: Pro-audio and ground lifting
keith, In pro-audio systems, normally you found a ground lift switch. This switch disconnects the signal shield from the equipment ground. It doesn't disconnect the protection earth from the main supply. Regards Sérgio L. It has been a common practice over many many years in professional audio systems and installations to 'lift the grounds' on equipment to cure hum problems. I'm comfortable with the knowledge that in Europe it is a breach of the Low Voltage Directive to supply equipment that is constructed using Class I methods if its protective ground conductor is not connected, or if it could be 'lifted' by operation of a user-accessible switch or jumper. I am also comfortable with the idea that in Europe if the user does not connect a protective ground conductor to Class I equipment, the health and safety at work directives mean that he/she is probably committing a criminal act. A Health and Safety Inspector could close down his/her facility if he/she discovered such an error. My question concerns the comparable situation in the USA. I am under the impression that my summary above for European protective grounding requirements for Class I equipment also applies to the US, both for the supply of the equipment and the installation of systems using it. But I am reliably told that there are a great many pro-audio products, systems, and installations in the USA where protective grounding is treated as just a hum control measure and safety issues take second place. I am also reliably told that in the US one can even find whole buildings wired using two-core mains cables, without any safety ground wires to any of the pro-audio equipment. So what are your views on removing the safety grounds from Class I equipment used in pro-audio systems and installations? Can anyone defend this practice or show that it is legal in the USA? All the very best Keith Armstrong Note: Class I equipment uses basic insulation plus protective ground bonding to protect against electrical hazards, and must use three-pin mains connectors and three-core mains leads (for single-phase supplies). The only alternative permitted (in Europe, anyway) for mains-powered equipment is Class II - 'double insulation' . This must have no protective ground conductor and must use two-pin mains connectors and two-core mains leads (again, for single phase supplies).

Has anyone out there had any experience with testing a product for compliance to IEC 60721-3 (Classification of environmental conditions. Part 3: Classification of groups of environmental parameters and their severities)? It has three sections that deal with Storage, Transportation and Stationary use at weather protected locations. My first thought was that possibly it was referenced in GR-63-CORE since it deals with environmental issues but it is not. I am prepared to buy the standard if necessary but I am trying to determine if there is an actual test regime that is specific to this standard or if it would be covered within another standard. Our normal test lab wasn't aware of a test program for this standard; so I thought I'd toss it into this arena. Can the group tell me if there is any requirement about isolations of lead acid battery terminals? We have a 48V equipment powered by lead acid batteries. The negative of the batteries set is connected to the enclosure. When the batteries need to be replaced, short circuit happens if the tool used to detach the connectors touch the enclosure and the positive of the batteries. Information to disconnect the negative terminal first before replace the batteries is clear in the service manual, but I don't know if only this is sufficient. Re: Need a CDN-T2 for 61000-4-6 conducted immunity test
Joe, you can found a CDN-T2 and T4 at Rohde Schwarz. You can use these CDNs also to measure noise instead inject noise. Haefely sells these type of CDNs too, but their CDNs are made by Lüthi. Sérgio Rocha Loures Siemens Ltda. - Brazil ICN FL QEL Tel: +55 41 341-5755 Fax: +55 41 341-5058 E-mail: sergioro...@siemens.com.br j...@aol.com 19/01/01 12:01 Dear Listmembers: I would like to purchase a CDN (coupling-decoupling network) for performing the conducted RF immunity test called out in EN 55024. The specific CDN that I am interested in is the CDN-T2 for 2-wire unshielded twisted pair, as shown in Figure D.4 of 61000-4-6. Can any of you recommend some suppliers who sell this device? So far I have identified only one small company in California. When I called to get more information I had a most unpleasant experience, so I would prefer to spend my money elsewhere if possible. I also have a couple of questions that I'm hoping you can help me with: 1) What specific performance parameters should I should be looking for in this CDN? 2) I note that the ISN (impedance stabilization network) in Figure D.1 of EN 55022 has a similar schematic to the CDN-T2. Is it possible to use the CDN-T2 for the EN 55022 conducted emissions test as well? My primary interest is in being able to perform the conducted immunity test per EN 55024, but it might be nice to be able to perform the conducted emissions test per EN 55022 as well. Any suggestions for recommended vendors would be welcome. Re: New Brazilian Safety Requirments???
Hi Kathy, Brazil has a national standard NBR 10842 for information technology equipment since 1989 . It's very similar and based on IEC 950. But this standard isn't mandatory yet. It's only for information.
