Inquiry for EMC lab test ability for Taiwan BSMI approved testing

Folks,

I have received the following inquiry from one of our field folks  that
additional EMC tests are required to be done by BSMI approved laboratories
for Taiwan. Can anyone familiar with the Taiwan BSMI approved testing labs
for EMC compliance in Taiwan respond to some of the following questions?

   Is this testing mandatory only for specific product categories  to
   Taiwan?
   If yes; what categories?
   Who is required to conduct another EMC test for Taiwan BSMI
   requirementseller or user?
   Does the testing have to follow CNS13438 inspection standards?
   What other standards are used to conduct the testing?
   Can BSMI testing be done in US? If yes, what labs?
   How long is the testing?
   What are the typical costs for BSMI testing?
Also, how long it will take to get the report?
   Is  a test report and a certificate from an EMC Competent Body
   Certificate acceptable to BSMI in lieu of added testing to BSMI
   requirements?

Re: anechoic EMC testing chambers for sale

Due to a facility closings I need a plan within two weeks
to remove a 32 ft by 38 ft by 10 ft  anechoic EMC testing chamber
which is currently installed, calibrated and accredited in CA.

I also have a 14 ft by 24 ft by 10 ft 10 ft  anechoic EMC testing chamber
which is currently in storage in MA from a previous facility closing.

What standards reference the insertion force for a PCB into a card cage?

Are there any specifications in any EU Directive, or other standards
governing how much manual force is required to insert a PCB into a card
cage?  If not, are there any specifications from any standard that
determines how much horizontal force an operator can be expected to
exert? This operation is expected to be infrequent.

NRTLs,  including UL,  have allowed for application of their labels on compliant
equipment after a field inspection for relevant standards compliance is
conducted by the NRTL representative. I have personally been involved in such a
field inspection on the west coast when I was with another east coast company
some years ago.

Does anyone know whether NRTLs, other than UL, have the requirement that
their labels must only be applied at the factory location?   And if so, is

 The MTH problem, which manifests itself by system hangs and
 intermittent system reboots, is due
 to noise caused by simultaneous switching of signals on the

computer users of the problem and to
 offer a replacement motherboard. Intel plans to replace all the 820
motherboards with SDRAM support that it sold directly
 to customers with an Intel 820 chip set motherboard with RDRAM memory.

 Computer users who believe they are affected should
contact their manufacturers, or they can
 check Intel's Web site, where they can download the MTH
 ID Utility to test for the presence
 of the hub.

 The MTH support site also includes additional
information on the problems.

 We believe less than 1 million boards with the MTH have been shipped to

Can anybody be more specific or just make a speculation by using EMC language?

Another question is irrelevant to EMC. I am wondering why it took so long - five
months from field failure report to recreating the problem inside INTEL? See
quotation below:

an Intel customer who observed the problem Intel followed up on the report
and observed the problem in its own tests earlier this month.

More on BASIC English, etc:

_The Oxford Companion to the English Language_ (ISBN 0-19-214123-X) has
entries about BASIC English, Airspeak (ICAO English), Seaspeak and
restricted vocabulary English. Things in modern usage we old f*rts might
object to are hardly addressed by these abbreviated English forms at all.
They are concerned only with maximizing communication with minimal
knowledge on a speaker's or listener's part. While I sometimes find BASIC
English awkward, it does have a lot to recommend it.

I find, though, that I can get close to BASIC's ease of being understood by
just making my words as short as I can.

Wasn't it Churchill who said, Short words are best, and the old, short
words, better?

A good source for power cord information is Panel Components.

According to Panel Components, Laos has some CEE 7/16 Europlug outlets, but
they predominantly use North American NEMA 1-15 and 5-15 style outlets.
However, the power in Laos is 220 V, 50 Hz.  This does create a risk that
110 V equipment could be plugged into the 220 V outlets.  If you ship any
equipment over to Laos, make sure that you know what voltage it will be
used at.

From IEC 1010 , a lift of 18 kg is acceptable as long as a means of lifting and
carrying directions are provided in the manuals. Also refer to IEC 1010,  7.4
Provisions for lifting and carrying


Also per the SEMATECH application guidelines 4.2, table III.30 the maximum lift
weight is dependent on repetition of lift and whether lift is at elbow level (
up to 42 lb. max. every 8 hours) or knuckle level ( up to 51 lb. every 8 hours).

Subject:  European Ergonomic Standard





I am looking for the appropriate European Ergonomic standard that addresses
the issue of manual lifting in the workplace. The US equivalent standards
are the NIOSH Work Practices Guide for Manual Lifting , OSHA 1910,
MIL-STD-1472 or MIL-HDBK-795.

Its my understanding that there are standards available such as British
Standard 5827,  Health  Safety at Work Etc Act, Health  Safety at Work
Regulations, and Provision and Use of Work Equipment Regulations, but I
assume that these are UK requirements which may or may not be accepted in
the European community.

I realize that this is not necessarily a Product Safety issue but I am
hoping that someone may be familiar with this. Any suggestions would be
appreciated.

I vote for splitting EMC  PSTC and promoting an IEEE Product Safety Society.

I am a member and past-president of the Northeast Product Safety Society
(non-IEEE) chapter of the PSTC.  The success of the Northeast Product
Safety Society is based on the specialized focus of product safety engineers
sharing information in a forum dedicated to product safety.

NPSS has organized a product safety workshop and a product safety
trade show that has activated and motivated more local NPSS members than
all the other IEEE PSTC chapters in the USA combined. For more
information visit http://www.nepss.org

NPSS enjoys a great relationship with the New England Chapter of the
the IEEE EMC Society holding a joint meetng every Sept for the last five years.
Up to approx. 25% of each organization are members of both organizations,
however, the majority of each organization seems to prefer a dedicated forum
and  both forums are always open to everyone.

After 12 years of independent success I don't know if NPSS members would
join a IEEE Product Safety Society, but it is fact/history that a majority of
the local
product safety engineers were never interested in joining the IEEE EMC Society.

I probably was the one who mentioned that engineering

engineering school that would consider such a course,
and then I'd volunteer to help create the course.

But, I believe that no engineering school currently
has such a course.

My recollection on subject standard's colors for ground other than primary
safety ground is that they can be any color you choose as long as you are
consistently using the same color chosen for  grounds or other signal and they
are labelled as to their function (e.g. GND)  or signal designation ( e.g. 5
Vdc, etc.) at each end where they are serviceman accessible.

I invoke the following disclaimer recently suggested by Oscar Overton for the

Hello to everybody:

I have a doubt regarding the color code for ground cables according
EN60204-1 (for CE mark):

In the norm is stated that all protective earth wires MUST be yellow green.

Now my question is the following:

What color must be cables that are connected to ground because they need to
be referenced to ground, but are NOT protective earth wires? (ex: secondary
of a transformer,...that
´s what I think is called functional equipotential
conections )

According to the norm seems that they still need to be yellow-green, but
one guy from TUV told me that these wires MUST NOT be yellow-green (they
could be any different color except yellow-green).

I appreciate your comments, and advises of were to find this information.

If I understand your comments correctly; if we declare to the LVD using a
EN61010-1 certification instead of EN 60950,  then the 25 Amp production test
described in EN 50116 is not required. Of course, it is assumed that EN 61010-1
is the appropriate standard for the product category in question.

Is there agreement, then that products NOT specifically certified to EN 60950
require that production line continuity ground tester is only an appropriate
continuity device such as an ohmmeter , with buzzer or warning device with no
specific mention of current or time?  Please advise.

Hello Group.

In last weeks thread about ground bonding no one commented on the side issue
for Europe of production line testing to EN 50116 if the equipment was type
tested to EN60950. I get the impression that many firms are not testing to
EN50116. Does anybody use some other production line test method?  Can one
say one meets the LVD if one chooses another method for production line
testing?

Could somebody dispel an 'urban myth' for me.
UL 891 states that circuit breakers in Dead Front Switchboards shall be placed
no higher than 6 1/2 foot (2 metres) from the base of the rack they are
installed in. Thats fine and I can find the references fine in the UL
specification.

But, I am told that they can be placed no lower than 6 inches (or possibly even
18 inches) above the base of the rack they are installed in. This is the 'myth'
I need some information on. I've read UL 891 but haven't found any reference to
this matter in it (or if I did my brain was switched off at that point). What is
the requirement for the minimum mounting height for circuit breakers in Dead
Front Switchboards? Is it covered by UL891, or is it hiding in the NEC
regulations?

Any ideas?

meet this year code specification on the document?It would seem correct to
use that date since it generally is the first time that the product is CE marked

The need to have the last two digits of the year in which the CE mark
was affixed marked on the Declaration of Conformity is simply to make
the job of enforcement officers simpler. It is bourne out of the very
nature and application of the LVD in that there are many electrical
products that have been in serial production since the introduction of
the Directive in the early seventies. During my four years as a Notified
Body signatory in the UK, I saw many products that also followed a
fashion cycle. It is not unusual for items such as lighting products to
lie dormant for a number of years e.g.: the Lava Lamp.
There is some confusion about the format of the use of the last two
digits. my advice has always been to find space in the middle of the
page and put 99. Whilst this looks odd it follows, to the letter, the
requirement and again it is worth remembering that the intended audience
for D of C's are the enforcement folks.
The D of C should not be changed from year to year. The only reason for
doing this would be if the product was revised, or the source of
manufacture was changed to sufficiently need the re-definition of the
product. This might be the case for a retailer who was sourcing an item
from a new factory each season.

I recognize that this requirement is a formality but I
 am interested in understanding how to comply, particularly when
 the goods are produced substantially unchanged, year after year.

One could argue that affixing of the CE mark means
 affixing the CE mark to the goods, and that a new declaration is
 to be prepared at least once per year, in order that the proper
 year is recited on the declaration.

But, I have seen DofC's that clearly are not done in this
 fashion.  For example, Allen Bradley keeps a series of DofC's
 online - and for currently produced goods, the latest year
 appearing on one DofC is 1995.

Obviously, it is easier to NOT revisit the DofC in the
 case of series production.  Naturally, a freshly prepared and
 dated DofC can be expected when a new model is introduced, or a
 change in an existing model is made that requires a technical
 re-evaluation (e.g. a design change that warrants updating the
 design justification in the Technical File), but is it the
 intent of the subject 93/68/EEC amendments to create an
 obligation to create annually dated DofC's for each year that
 series production is undertaken?

It is interesting that the Low Voltage Directive has this
 requirement, and Directive 93/68/EEC also likewise amended these
 Directives . . .

 Directive 87/404/EEC (relating to simple pressure vessels)
 Directive 89/686/EEC (relating to Personal Protective Equipment)
 Directive 90/384/EEC (relating to non-automatic weighing instruments)
 Directive 90/396/EEC (relating to appliances burning gaseous fuels)
 Directive 92/42/EEC (relating to Boilers)

. . . but the recent Pressure Equipment Directive,
 97/23/EC, does not have a requirement to include the last two
 digits of the year in which the CE mark was affixed on the DofC.

Does anybody here know the original intended purpose for
 including the year of affixing requirement?
