Excellent information. It might be as well to add DIN (www.beuth.de), 
which is usually well up in the percentage cost list, if only for a 
reason that will become apparent, but mainly because the standard you 
require is a 'native' DIN standard and is not obtainable in any other 
guise (from any other guys).


Maybe we should measure relative costs in milliANSIs.(;-)

Hi all,

I have received many responses which I will summarize here. As with all things, 
there are pros & cons to consider, as well as different needs of an enterprise. 
The realities of copyright, licensing, web availability, share point posting, 
etc should definitely be considered before an organization selects where and 
how to purchase standards as they can and should influence the decision. The 
question being answered here is a basic one of cheapest cost, without much 
consideration of other parameters.

One of the first things to be discovered when looking for the same versions of 
standards across multiple sellers is that you need to have a complete 
understanding of exactly what standard you’re looking for, including prefixes 
and amendments. The IEC version versus the EN version is the best example. The 
EN version typically provides a description of differences to the IEC version 
and then incorporates the full text of the IEC version. This may or may not 
meet your particular needs. But it is important to know what you’re looking for.

The other thing discovered is that some offer the consolidated versions and 
some offer the base standard plus amendments. Again, depending what you need to 
use, this is a very important consideration. If I were working in a lab and 
needing to refer to the standards on a daily basis, I would probably prefer the 
consolidated version. But, the cheapest standards did not always include a 
consolidated version. So the question has to be asked, what’s more important to 
me, cheap or consolidated? 

It was difficult to match exact versions with identical amendments. In some 
instances, I selected the latest version of a standard as it was only a few 
dollars more than the required referenced standard. The costs, however, are 
fairly representative for the results shown.

I used a very narrow search criteria. I was looking for the EN versions of the 
EMC standards for ITE and the IEC version of 60950-1. The resources that I 
received from a multitude of members on this list are below. Cheapest is #1, 
most expensive is #7, and useless to me was #8. One last comment, Some of these 
vendors are reselling standards from other standards bodies and provide other 
places to search if this list does not meet your needs. I think you could make 
a mini-career of finding who has the best deal for what (Although I think 
Estonia has pretty much provided the most bang for the buck, IMHO).

The most expensive was the ANSI store, so it is shown as 100% or highest cost. 
Cheapest was Estonia at 9% of what the ANSI store charges. So, in conclusion, 
there is a 10 to 1 difference in the cost of standards, depending on where you 
shop and what you need.

fraction of the total funding.


Some countries may fund a national body very well, while another 
country makes the national body find its own funding.


... which generally means that small companies can't afford to 
participate, which puts them at a disadvantage compared with small 
companies in other countries. The point about participation is that you 
not only can influence what is in the standard but also, what may well 
be much more important, you get advance information on how to design 
your products to meet the standard, quite often 5 years ahead of those 
that don't participate.


Thus, one national body may depend much more on publication income than 
a different national body.

It's a question of how national standards bodies get their funding. BSI, for
example, needs a substantial contribution from sales of standards, but it
doesn't charge for committee membership. I don't know how Estonia Standards
is financed, through taxes or committee membership fees or 

But I expect it does need foreign currency.

(EVS) and those procured through other sources?  When a standard is written it 
seems to me that a cost is associated with the development and intiial 
publication, in other words a copyright. As such all starndards (regardless of 
source) should reflect similar prices.

You did ask for the most economical source for standards and received a valid 
answer. EVS are used and trusted by thousands of standards purchasers, 
including me.

If however you are so concerned by monitoring and surveillance, then perhaps 
pay the extra and purchase paper copies by mail from BSI. As a precaution while 
using standards in this format, be sure to apply an aluminum foil, cranial 
neural oscillation attenuator to prevent remote electroencephalographic 
detection of any confidential information.

works with Adobe reader only.
Adobe is a well-known "track everything" internet operator.

I buy my EN's from Danish Standards, http://ds.dk/en. Prices are roughly 50% of 
BSi list, with both English and Danish versions included.

I haven't found a less expensive source for ISO and IEC standards yet, although 
CSA in Canada has recently started to sell ISO standards at or slightly below 
par, and in CAD, good if you're a Canuck like me.

CENELEC, the Commission and IEC/ISO. If a national standards body was 
involved in malpractice it would probably be required to withdraw.

Look on the Estonian web site for the "multi-user" license option. It does use 
FileOpen software. The multi-user license specifically allows a network 
installation. 

I recommend that you buy one of the less expensive standards with a multi-user 
license and test it on your system to answer the rest of your questions.

The site gives ample information about a single user license but none on your 
suggested two user license: 

So some questions remain: 



- Are these fonts they searchable ? 

- Can they be opened in other (faster) viewers and less invasive readers such 
as Foxit reader ? 

- Does the multi-user version need to be placed on a server ? 

- Is there a special version of the fileopen software? 

- Any internet connection used for use, print of view ? And if so what happens 
if the internet connection is offline ? 

- Backup problems ? 

- Cut & paste possible (copy a setup diagram for example, or the scope ?)

Some more details, you can buy hard copy or single user license or multi-user 
license from Estonia. Single user license is locked to one PC and printing is 
limited. I always buy multi (2) user licenses for each standard for only a few 
Euros more which allows the PDFs to sit on a server and no printing 
restrictions.

I recall there is an explanation on the EVS web site regarding the
purchase options and details on what you get.  I think there is also a
low cost one time view on-line option as well.  You have to go through
the add to cart process to get the option to pick multi-user electronic
delivery option and then select 2 or more users to get the price.  With
the mulit-user license you get an unlocked PDF that you can do anything
with.  This is the reason I use that option.  

 

So the unlocked PDF is searchable, the docs open just fine in Acrobat
reader or Pro (or I imagine any other PDF reader), you can put a copy of
the doc on a local PC and/or on a server, you can open it with standard
Acrobat with no special plugins, you don't need an Internet connection
once you download it, you can copy and paste (another reason I use the
multi user option for citations of bits and pieces).  You are supposed
to use no more than the simultaneous number of licenses purchased but
there is no digital enforcement.  The files are watermarked with your
license information.

Some more details,  you can buy hard copy or single user license or
multi-user license from Estonia.  Single user license is locked to one
PC and printing is limited.  I always buy multi (2) user licenses for
each standard for only a few Euros more which allows the PDFs to sit on
a server and no printing restrictions.

Gert,

If you buy the multi-user versions from Estonia I don't think it is tied to the 
Adobe and Fileopen.  I always buy 2 license copies when I get standards from 
them and place the files on our network.  Our preferred pdf reader is not 
always Adobe and there have been no problems.

My questions were not oriented to find  "a way" ,
but to be able to understand how invasive the product is (on my network),
to protect my privacy , and to be able to judge the reduced usability, compared
to a plain PDF version. The single user version is not usable
in a commercial environment, as it "phones home" and might
transfer information that is confidential to my business operations.
I cannot promise any customer to keen their product info confindetial
If there is a softeware license module calling Estonia when I open or print
Tthe standard, regardless their promises. (They use 3rd party stuff, nobody
knows what their creator has in mind here. At least there is no information
available. If even Apple spies on us, and Google does,  why not Fileopen and/or 
Adobe.

The site gives ample information about a single user license but none on
your suggested two user license:

So some questions remain:

 

-  Are these fonts they searchable ?

-  Can they be opened in other (faster) viewers  and less
invasive readers such as Foxit reader ?

-  Does the multi-user version  need to be placed on a server ? 

-  Is there a special version of the fileopen software?

-  Any internet connection used for use, print of view ? And if
so what happens if the internet connection is offline ?

-  Backup problems ?

-  Cut & paste possible (copy a setup diagram for example, or
the scope ?)

multi-user license from Estonia.  Single user license is locked to one
PC and printing is limited.  I always buy multi (2) user licenses for
each standard for only a few Euros more which allows the PDFs to sit on
a server and no printing restrictions.

It depends on what one is looking for in standards and if you need 
single/multiuser license. Sources include techstreet.com, document-center.com, 
and ANSI standards store. 

There's a subscription option with Techstreet that gives you access to a block 
of standards - IEC or EN, IEEE for instance. 

The Estonia standards body is known to offer single-user piecemeal pricing on 
IEC type standards  at fairly low cost. I'll be curious to see the summary list 
you compile.
