  I forgot to say that we don't control neither the printer
or the fax machine.  We can send the document to the
customer directly by email, in PDF.  So sometimes he can
print it and fax it back.

  It seems that it is what I was effraid by: it is dependent
of both the printer and the fax machine used, and that I
have no other choice than drop the grey background.

If you can get detailed information on your printer (resolution,
dithering algorithm/matrix, or how certain grey values are
represented), you can try to generate a specifically adjusted
background bitmap image.
Just slightly tilting the paper in the fax is another option.

Of course, the simplest solution is to use a white background.
