However, I just spotted what look like a couple of errors when skimming the
previous commit:
* The long string containing Unit Orders: doesn't seem to have a
translation for O: c(O)nvert to another kind of unit.
* The translation of the long string containing Quick unit selection: has
some strings still in English (I assume this isn't deliberate):
** Select a sea unit (prefers transporters)
** Select a land unit (prefers military)

I'm using the GTK client, if this helps...

I cannot have any form of government but despot. I've researched The
Republic, and I can have a revolution, but I cannot change. The AI player can
take another gpvernment. I've got a screenshot. Do you want the savegame as

Wow, what a coincidence!  I just experienced this myself.  In addition to the
fact that all the government types but Despotism being ghosted out, there is
something distinctly wrong in that the list of government types is duplicated
apparently endlessly.  I will attempt to attach a screenshot.  If it rejected
due to size limitations i will send it to the list...  Savegame also attached.

Yes. Problem is still present. I've tried leaving a game and starting a new
one. I also tried quitting freeciv and restarting.

Yes. I noted that the government menu is normal until I research The
Republic. I couldn't bear to play long enough to get to Monarchy. :-)

I've reproduced the endless-govs-on-menu problem in 2.2.6. I had about 10
repetitions. I was able to switch to newly-researched Monarchy by scrolling
all the way down the menu and choosing the un-grayed Monarchy option right at
the bottom.

While I haven't yet actually been unable to change governments, presumably in
a real game (rather than my toy examples) the Government menu becomes so long
that at best it's impractical to scroll to the bottom of it, or at worst
something breaks and it's actually impossible.

However, saving after the new government type becomes available, reloading,
and immediately starting a revolution (with specified target government)
should constitute a workaround for single-player games. For multi-player,
leaving, and rejoining ought to do it (quitting doesn't seem to be necessary).
That seems at odds with the noises in comment #0 and comment #5. Please
confirm that I've fixed the right problem...
