"I can say that both IAF and civil aviation authorities are looking at more integration for better management of India's airspace," Patel said recently. "The issue of sharing air space of the country is extremely critical. The government is very well aware of this. In fact, recently I had a meeting with the Air Chief in this regard," Patel told reporters here. Technical experts from Civil Aviation Ministry and IAF have been holding discussions on the issue for several months. Patel and IAF chief Air Chief Marshal S P Tyagi also had a couple of meetings. **Constraints of adequate airspace is most felt at airfields, jointly managed by the IAF and civil aviation.** **There are 28 civil enclaves in defence airfields of which 20 are operational. **The country's total air space is around six million square kilometre of airspace. With addition of more private airlines due to the opening up of the country's skies for civilian traffic, the IAF needs more space for training. "We have an efficient air traffic management system in civilian section," Patel said. "However both can be integrated for better airspace management. Even the assets could be managed together," Patel said. More airspace would be created for commercial airlines due to a boom in aviation industry by procuring protected capacity with the Defence Ministry, Civil Aviation Secretary Ajay Prasad said in a media interaction last week. The Airports Authority of India (AAI), which controls the country's flow of commercial air traffic, handles 178 routes including 79 routes for domestic traffic and another 99 for international traffic into the country and overflying Indian air space, Prasad said. During the last fiscal, the AAI handled 730,018 aircraft -- 15,191 international and 571,827 domestic -- that showed a growth of 12 per cent over previous year, he added. While passenger traffic witnessed a growth of 20 per cent in the same period with 59 million passengers, the cargo sector expanded by 22 per cent by handling 1.3 million tonnes. Last September former chief of air staff Air Chief Marshal S Krishnaswamy (Retd) had said the government was working towards de-reserving some of the defence air spaces. "We appreciate the IAF's needs since they provide a large feed to civil aviation in terms of pilots and technical staff," Patel said. **Incidentally, the Ministry of Defence last year had earned Rs 68.96 crore from the defence airfields by allowing them to be used for civil flights.** Bureau Report

Hi goanetters, The real problem here is not about the fact that the 'Birth and Death Records' have been shifted to the archives at Altinho Panjim; but the fact that from 5th December 2005, all enquiries and applicants for any such records have been asked/ directed to phisically go all the way to altinho Panjim, and apply; even not withstanding the fact that one may not get a copy of the record , on the same day. Who is this Idiot/ goathead responsible for all the inconvenience involved in travelling all the way to Panjim and back, and that too, to altinho, when the public transport system is itself a shambles. Fine way to minimisethe problems with the overloaded transport system! Some wisdom indeed is involved here. Will the applicants be provided with some meal on arrival at the archives place? and be paid at least for the transport costs of our unmetered taxis? If not, then why should the person/ persons involved in this directive not be be sacked instantly; and then a scheme put in place whereby an applicant can apply for the birth or death cert. from Madgaon or from his/ her village or whatever, and get the same within two working days. Why not? it is the people's right, and they shall have it and NOW! A peoples movement should start right away and force the authorities to minimise such avoidable inconveniences to the people of Goa. India's stand on the Iranian imbroglio comes after US envoy's comments linking the proposed Indo-US agreement on nuclear energy co-operation with its stand on Iran's nuclear issue at the International Atomic Energy Agency (IAEA). In an obvious reference to the hardening stand of the US, New Delhi said, "all concerned countries should avoid confrontation" and strive for a "mutually acceptable solution". India has also reiterated its stand of Iran's right to "develop peaceful use of nuclear energy for its development consistent with its international obligations and commitments." It also welcomed Iran's softening of stand and offer to work together with the IAEA to remove any outstanding issues. Earlier in the day the French President's diplomatic advisor Maurice Gourdault Montagne called on Prime Minister Dr. Manmohan Singh and discussed the issue, as EU3 - Germany, France and Britain - is readying with its resolution to refer Iran to the UN Security Council at the IAEA board meeting on February 2. The ruling dispensation in New Delhi is also under tremendous pressure from its Left allies, which have urged the government not to vote against Iran at the upcoming meeting of the UN nuclear watchdog. The Left parties have raised their ante against any move by New Delhi supporting the EU3 resolution as it did last September. These parties are also peeved at the alacrity of US Ambassador to New Delhi David C. Mulford's warning. Despite it being a national holiday because of Republic Day, Foreign Secretary Shyam Saran summoned Mulford to his South Block office Thursday afternoon and told him the remarks made by him in an interview to PTI were "inappropriate" and "not conducive to a strong partnership between two independent democracies". Even as political parties and former prime minister Atal Bihari Vajpayee slammed the remarks, the government hit back and stoutly resisted any American attempt to influence India's stance on Iran's alleged nuclear defiance ahead of an emergency meeting the International Atomic Energy Agency (IAEA) in Vienna next week. This crucial meeting will decide on referring Tehran to the UN Security Council for its alleged violations of the Nuclear Non-Proliferation Treaty (NPT). "The foreign secretary informed the US ambassador that India's vote on any possible resolution on the Iranian issue at the IAEA would be determined by India's own judgment of the merits of the case," external affairs ministry spokesperson Navtej Sarna said after the Saran-Mulford meeting. Referring to the India-US civil nuclear energy cooperation deal, Saran reminded Mulford of "the spirit of the July 18, 2005 joint statement" signed in Washington during Prime Minister Manmohan Singh's visit and said its implementation should be based on "strict reciprocity." Mulford, however, went into damage-control mode and expressed his "sincere regrets", saying his remarks had been taken "out of context" and it "wasn't his intention to question India's right to take decisions on the basis of its national interest". Mulford, in the PTI interview, had said: "If it (India) opposes Iran having nuclear weapons, we think they should record it in the vote." Mulford was also reported as saying that he had conveyed to India that if New Delhi did not vote for the resolution, "the effect on members of the US Congress with regard to (the India-US) civil nuclear initiative will be devastating". Saran and Muflord agreed that the two sides would work together for the "successful visit" of US President George Bush in early March. Vajpayee termed Mulford's remarks as "outrageous", saying they "violate all diplomatic norms". "It is worse that these were made in his personal capacity. Ambassadors are not required to make personal remarks denigrating their host country," Vajpayee maintained in an unusually strongly worded statement. He described as "routine" Wednesday's reaction of the external affairs ministry to Mulford's remarks. "It hardly expresses the indignation of the people of the sovereign and independent republic of India," Vajpayee added. The Communist Party of India-Marxist (CPI-M) also took umbrage at the envoy's remarks, terming them as a "serious affront" to India and its sovereignty. In a statement, the party said that Mulford's remarks "confirm that the Indian government was pressurised on Sep 25, 2005 to vote against Iran in the IAEA." "It also raises serious apprehensions regarding the nuclear cooperation deal being negotiated with the US," the party said. The Consul General of Portugal expresssed his sentiments after visiting an age-old cross at Old Mardol in Verna, which was built by the Portuguese in 1519. It is believed that the Portuguese celebrated one of their first masses at this cross. During the visit, which was organized by Jeronimo Mendes proprietor of Leonoras at Verna, the Consul General also visited the old temple at Old Mardol, which has been re-built. Later, the Portuguese official visited the centuries-old St. Anthony's chapel and agreed to offer assistance in the extending the chapel. Speaking to Herald, Mr. Mendes said he had a great wish to promote the Goan culture and heritage. ''Although there was a temple, which has moved to Ponda, the Hindus from the area have rebuilt this temple. We are delighted to have two religions co-existing in harmony at this religious site, which includes the chapel, the cross and the temple'' said Mr Mendes The temple is presently taken over the the Archeological Survey of India and they have maintained an old water tank where it is believed the Hindus used to have perform religious rituals. In their letter dated January 13, 2006 addressed to High Court, seven children between 10 and15 years, hailing from Vasco complained that they have been restrained from using the children's park in the city as major portion of the park is occupied by an "exhibition-cum-sale' with permission from Mormugao Municipal Council (MMC). Children's Park located at Swatantra Path is the only park in the Port City, which has a population of about 1 lakh. The letter by Rohit Navelkar, Bhakti Kamat, Pralhad Singh, Ram Singh, Rachel Pereira, Durga Marath and Sidhi Parab also stated that children's park in the city it remains largely occupied by children, it is quite small, and it extremely crowed during vacations. They said, using the park for commercial use which is meant for children is a total misuse of the park. The exhibition still continues, and they fear it will become a regular feature. Salkar further said that the Goa Reconstructions of Registers and Records Bill, 2005 will come into force very shortly. In a letter to Salcete Shiv Sena Chief Raju Virdikar, who had opposed government's decision to shift taluka birth and death records to the archives, Salkar maintained that the motive behind the transfer of old birth and death records is bonafide with the aim to preserve them in public interest. "The condition of records transfered to archives department was very precarious and almost on the verge of destruction. The steps taken in shifting the records are in the prime interest of general public and should be appreciated. The Archives department is doing commendable job in giving scientific treatment to these old deteriorating records and preserving them intact", he maintained. According to him, the birth and death records transfered from Margao office to the Archives department relates to the period prior to 1970. The records for the period from 1971 till date are with the concerned Panchayats and Municipalities, he added. Taking a leaf from the mohalla committees that were formed in Mumbai, after the riots of 1992, the Goa Police have started local information bureaus, where residents of certain particular villages are designated as informers who regularly supply information about the happenings in the village. The reason behind setting up these local information bureaus is because of rising number of crimes especially in the slums, which have been identified, as potential hotbeds for thieves and trouble makers. In a bid to stop the trouble before it even begins, the police contacts their informants to catch the culprits. The police has developed a well established network of informants who are present in places such as bars, garages and in areas where there is a suspected person in the locality. Once the police receive the information from the informants, they verify it before taking any action and according to police sources, this is the best way to keep track on the inflow of migrant population. In addition, police source, also says that they are in touch with local Panchayats for getting better information. The reason behind forming these local information bureaus is because while the local police beats keep check on local crime moment, it is the shortage of staff that is causing problems. For the police the areas of concern are Indira Nagar, in Chimbel and with the robberies spreading to Old Goa and Ribander the police are not taking any chances. It is the absolute shortage of staff at Ribander that has forced the police department to take this step. The Ribandar outpost has one officer and 4 police constables to patrol, the Ribandar, Chimbel areas. Surprisingly Chimbel alone has population of more than 15000 residents. So the ratio becomes one police personnel for 3000 people. And this shortage of staff is being felt in some parts of south Goa, the citizens feel that the police administration should be equipped with adequate infrastructural facilitiesthe state government in order to make the task of detecting such cases easier. -- Salaam ali kum. Academics, economists, scholars and philosophers have been baffled by the enigma that is India. Three constables are going to understand the Indian way of life? And in one month?!! (The team includes staff from the Crown Prosecution Service, the youth justice board and the health service.) Aha! There comes the rub. Staff? Boards? Now you're talking our language. Who is that? The mayor's wife and children? The ruling councilor's families? That we understand. When we send study tours abroad from Goa, we too have relatives and political supporters in the team. Only here we properly call it 'entourage'. You forget that the Mumbai police are considered on par with Scotland Yard. Their intelligence system has not been duplicated anywhere in the world. It's not like you guys are so great on human rights either. (Vinnie Tomlinson, chair of Merseyside Black Police Association, said the scheme could help officers build better links with the community.) That too! We have a sophisticated system in place in India for police-community relations. It's called 'bakshish'. It's how we manage to keep the cost of policing down here in India. http://oheraldo.in/node/8994 Victoria 'let down' Mormugao villages HERALD CORRESPONDENT CORTALIM, JAN 25 – If you think that all the villages have been excluded from PDAs, then you are sadly mistaken, notwithstanding the fact that Deputy Speaker Victoria Fernandes who spearheaded the agitation, even had a 'victory rally' in her St Cruz constituency earlier this month. In a notification issued recently, the government has excluded villages from only two talukas – Bardez and Tiswadi. However, some from Mormugao taluka continue to remain under Mormugao PDA. These are Chicalim, Bogmallo-Chicolna, Sancoale villages and Issorcim ward under Velsao panchayat. Some panchayats of the Mormugao taluka have criticised the Santa Cruz MLA for letting them down on the removal of their villages from PDAs and termed the rally as a 'farce.' Crticising Mrs Victoria, Sancoale panch Simon Carvalho wondered as to how the St Cruz MLA could claim 'victory' when all the villages have not been removed from the PDAs, as she demanded. He claimed that apart from the panchayat passing a resolution demanding withdrawal of PDA (which was reported earlier), he along with some Sancoale locals also participated in the 'victory' rally organised by Victoria. Likewise, copy of the resolution was also sent to the chief minister, Town and Country Planning Minister and other officials. Sancoale Sarpanch Rocky Vales also demanded that the village be excluded from the PDAs. Also expressing opposition to the PDA was the Chicalim sarpanch Raul D'Costa. He said the panchayat had opposed PDA and also passed resolution in this regard. When asked why he opposed PDAs, the sarpanch informed that unlike Town and Country Planning, the PDAs accept the files directly as a result of which the panchayats are kept in the dark. He gave an instance of a construction coming up in his village opposite Pralad Saw Mill where a construction was coming up violating the road set backs. Incidentally, the Chicalim panchayat has two members on the PDA Board Shoba Pawar and Anacleto D'Souza. Mormugao PDA includes three panchayat and Issorcim under Velsao panchayat apart from Vasco city. Issorcim under Velsao Panchayat which has been for the first time included in PDA by the Rane government has also drawn criticism from the Sarpanch Lawrence Rodrigues who has demanded the exclusion of Issorcim from PDA. No Bharat Ratna again, < Charles Correa have been conferred with Padma Vibhushan, 36 persons have been chosen for Padma Bhushan and 61 including Sania Mirza for Padma Shri awards. . Those awarded Padma Shri include artist Madhup Mudgal, journalists Mrinal Pande and Sucheta Dalal, > At Goanet we need to vigorously celebrate the (perhaps long overdue) recognition given to Sucheta Dalal. In May/June 2005 she not only instantly confirmed to me that there was a blindspot about military control of Dabolim airport but in practically her very next national column she went public about it, bemoaning the resulting restrictions on a top tourist destination like Goa.
