Unfortunately there is no Mark Twain in Goa to sing the glories of its' character. The Salcete taluka with about 300 sq kms area is intimately linked to the well being of its' only river basin - the geologically special and ecologically fragile Sal river basin. Sal is the third largest river (35 kms) in Goa with third largest basin (301 sq kms). Although its' catchment area and runoff (700 million cubic metres per year) is one third of the Zuari river, it has not received even one third of attention which both Mandovi and Zuari rivers have received. This is a serious mistake by the planners considering the ecological tragedy of the river. Land use and drainage management planning in Salcete is destined to fail if it fails to respect the river basin, the hydrography and ignores the eco-restoration of the heavily silted and polluted channel between Margao's Khareband to Betul. Sal River is a geological and hydro- logical oddity. It runs parallel to the west coast geological fault. It is the only river that follows a North-South direction before meeting the Arabian Sea at Betul. The river originates as a small stream (now under the danger of obliteration due to development) from the ancient site of Mahalsa temple on Verna hills. Originally it could have been known as Verna River. There is a tradition in India to build temples at the site of the sources of rivers. But despite its' cultural importance, the Sal river was never treated as a sacred river. On the contrary, rampant urbanisation, drastic land use change, reckless hill cutting, heavy agricultural runoff, encroachments, dumping of waste and relentless human interference over past 50 years have brought this river to an ecological tragedy. After traversing a distance of 10 kms, it becomes wider and at Verna four streams combine in the paddy fields between Arossim and Cansaulim to create the main channel of the Sal River. Today this whole area has been transformed due to reckless land development endangering the feeder streams of the river. Till the river reaches Mugul, 12 more streams feed it. All these streams are getting heavily polluted and are in a very bad shape endangering the ecology of the river. After crossing Mugul Bridge, near the old court a small stream flowing from Agali near Holy Spirit church meets the river. Then the river crosses south central railway line near Damodar College. From here there is a westward turn, which takes the river to Khareband. From Khareband Sal River becomes an estuary. People and their popular politicians have perhaps forgotten that only a century ago the Sal estuary was fully navigable upto Margao. All types of country crafts used to navigate between Margao to Betul. During the ancient period it had played a supplementary role in feeding commodities and transporting other goods and passengers in the hinterland and had linked Chandor - the old capital of Bhojas and Goa Kadambas through a network of small ports at Betul, Velim and Assolna. Two large streams or rivulets - the Navelim and Cuncolim join this estuary below Varca. Upto Varca village the river channel is narrow - about 40-50 metres but the tidal effect seems more pronounced after Varca village. The river channel is widened to 750 metres downstream of Varca. The journey of Sal estuary from Varca to Betul is complex and interesting. There is a definite human signature is steering its' course to create vast fertile Khazan paddy fields, interior creeks and salt pans. This could have been possible due to heavy sediment load, which the primitive agricultural communities removed and deposited on higher ground to create new khazan lands. There are 8 major and 6 minor estuarine islands in the river channel. The major islands are natural but are protected by man-made embankments. The Northeast bank of the river has 14 primary tributaries/creeks and 38 secondary tributaries/creeks. The South west bank has four

Two crucifixs at one place does not really look good.

Be a part of the civil service and observe its rules or leave the civil service and do as you please. Nobody from what I know - is forced to be a part of ANY democratic civil service. There is one point I observed about a few ( I will call them irresponsible) Goan civil servants from Africa ( I met them in the UK a few years ago). Their families were exposed to all kinds of hardships by the actions of the 'man' of the house. This man had made zero provisions for the family - and were now (then) in the UK without any means (qualifications) of finding a new job. I also ask IF you guys believe that Pio Gama Pinto was a "smart" person and IF he wasn't 'taken care of' by the same folks he was fighting for ? Ans what about his brother Rozario? Tons of Indians and E African chaps came and took advantage of their hospitality ( and may I add ...naivety ) to what end? Were all these opportunistic organisms there for Rozario at the end? Thank God for Helen. But proving that we Goans are mature and responsible will be a difficult exercise, like: Prove to whom? The reality is that either we Goans are 'mature' and 'responsible' or we are not. Proving it has no place or the meaning. Having said that, let me say that I am hearing things which may or may not be true. But then one cannot discount anything which one hears these days, can we?? This concerns the promulgation and subsequent passing of the 'Ordinance' to save Fomento's Cidade de Goa. It seems that after the Supreme Court order, Fomento's bosses wanted the government to come to its rescue. But when they realised that there was a considerable dragging of feet, it was time to throw weight around. The message that went across is believed to be that ." Incase you drag your feet much longer, be ready to have Babush Monserrate as the CM of Goa". This threat even moved the Governor's hand over the Ordinance, didn't it? Considering that Babush, an arch enemy of Fomento, was seen fully supporting the Cidade, what came to pass cannot be taken lightly. Can we now? The Taleigao Panchayat election was won by Babush Monserrate's pannel -- 11 out of 11. The only ward which gave a tough fight was the ward contested by Jennifer Monserrate v/s Anabel. Here also, this was possible because a very mature and responsible person went out of his way to help clinch Jennifer's victory. Had this same mature and responsible person decided to help Anabel instead, the result would have been quite different. But then there is a quip pro quo, Isn't there? The other day, I got an SOS from a friend of mine to tell me that a Delhi-ite was looking for a 'Portuguese House', price no bar. I shared this information with my colleague in the Party and he said " don't do it " with a straight face. "We must not allow this". "We must not allow what!" I retorted. "Can you stop ten thousand Goans turned brokers not to do this? " "Didn't you and I want to coax moneyed Goan NRIs to set up a 'TRUST' so that Goan house properties which are lying wasted and which are being purchased by outsiders left right and center could be bought, preserved,/renovated and then sold to Goans only, or leased them to the Tourist department so that these could be rented out etc, etc? and thus maintain the much worried about Goan identity?" Rene Baretto was once instrumental to start a process of handing over the Goan NRIs (NRI FUNDING) in the hands of the glib GOAN- RSS which I happened to make a lot of noise about. Luckily, better sense prevailed and the whole thing was dropped. I don't blame Rene for this. Surely he was misled. Now we know how large tracks of land were haphazardly handed over to the SEZs by this same glib Goan RSS and who is seen crying foul over Goa's negative mentality towards development. The message is: Goans, if they are mature and responsible, will set up a 'POWERFUL TRUST' on the above lines so that Goan Identity may be saved as Goan Identity is linked to Goan property remaining in Goan hands. For once, powerful Goan expats must not doodle with given alms and charities at home here in Goa and feel great about it that they are doing a worth-while job of saving Goa. They must realise that they are helping Goa to sink even faster. I am sorry if I have sounded irrational or critical of good work. Suraj Nandrekar Sounds shocking but true, there is one suicide in the State every single day. According to the information available with Herald there are nearly 300 suicides recorded every year in the last five years. The year 2004 saw 309 suicide incidents, the next year the figure came down to 278 and has remained more or less steady since then — 2006 (274), 2007 (267) and 2008 (283). According to police records, the victims have ended their lives for various reasons like frustration due to sickness, mental depression, family problem, love affairs, alcohol, unemployment, property matter, financial problem, failure in exam, etc. Says Superintendent of Police Atmaram Deshpande “there is a reason behind every suicide, but it is difficult to explain or control this huge number of almost one suicide per day.” He said while the youngsters often tend to end their lives over love failure, the adults take the extreme step due financial problems, family tension, alcoholism, etc. Statistics also point out that places like Ponda, Mapusa, Margao, Old Goa and Vasco — where migrant population is more — account for more suicide incidents. When asked why suicide among migrants is much higher, Deshpande said that was due to financial problems. “They come to Goa to earn money, but when they find it tough they end their lives,” he said. By Tomazinho Cardozo I have gone through the reply of Sebastiao Borges posted on Sunday, 5 Apr 2009 at 22:33 hours. It reminds me of a proverb in Konkani, "Nidloloeak zago korunk zata punn nidechem ddong ghetloleak matr zago korunk zaina." This is exactly the state of mind of Mr. Sebastiao Borges. In order to shorten my reply, I see two major confusions being created by Mr. Borges in his reply in order to create more confusion in the minds of the readers. This is how Mr. Borges and his lobby always functions. These confusions are: 1. According to him it is not possible to identify 'who are' and 'who are not' the protagonists of Konkani in Roman script among the people appointed by the Government in various departments. 2. The second major confusion that he creates is that according to him if one writes in Konkani in Roman script he/she cannot be against Konkani in Roman script. Before I clear the perception about these Borges-created confusion let me first unfold the lies and mischief of Mr. Borges in other minor issues. (a) For the information of Mr. Borges let it be known that my manuscripts in Roman script were not considered by GKA pointing to the fact that OLA defines Konkani as Konkani written in Devnagori script. It was politely rejected requesting me to transliterate it into Devnagori script which I did not do. (b) One thing is good that Mr. Borges agrees that GKA started promoting Konkani in Roman script since 2005 only. He questions about the type and number of books 'assisted/promoted' by GKA during this period. Mr. Borges you are the member of the General Council and the Governing body of GKA during that time. Being an important member of GKA can you not yourselves find out the statistics? Please do it. (c)Mr. Borges and his likes are again and again harping on one book that could not be published in 1992 during the Tiatr Centenary Celebrations. The book was an anthology of 101 Kantaram in Konkani. I was entrusted to compile that book. I could not do it because prominent Kantaram composers did not co-operate. This has been explained many times but people like Mr. Borges tries to stress upon it for reasons best known to them. My article to which Mr. Borges has replied is the "Adverse Impact of OLA". For the sake of argument, let us suppose that the said book was published. Would it change in any way the adverse impact of OLA on Konkani in Roman script? Or does he try to project that GKA did not do any injustice to Konkani in Roman script? If only three books in Konkani in Roman script and hundreds of books in Konkani in Devanogori script are published by GKA, does that affect Mr. Borges in any way? No, because this is his concept of justice to Konkani in Roman script. Thirdly Mr. Borges harps on non-publication of one book. He has no courage to state that I have written and published 23 books in Konkani in Roman script which includes Tiatrs, Kantaram, Short Stories, Poems, Mando & Dulpods, One Act Plays, Essays, etc. How many books have you written and published Mr. Borges? (d) He talks of a Monograph of M. Boyer, a book of C. D'Silva and a CD of a project which, according to him, was left on the table of the President of GKA. What relevance this has got to the adverse impact of OLA on Konkani in Roman script? He asks me throw some light on them. Mr. Borges, as I have stated earlier, you are a very important member of GKA. What prevents you to throw some light on all these 'issues'? I hope Mr. Borges will focus his writings only towards the issue in question in future. (e) Mr. Borges states that the demand for equal status to Roman script along with Devnagori script is stupid. According to him it will end in making Marathi also the Official Language of Goa. This is yet another myth of Mr. Borges. The Official Language Act of Goa says that Konkani ( in Devnagori script) shall be the Official Language of Goa and Marathi shall also be used for all official purposes. Today Marathi enjoys almost equal status to that of Konkani in Devnagori script. If one analyses the usage of Marathi and Konkani in Devnagori script in Goa one finds that use of Marathi is far ahead of Konkani in Devnagori script. Government funding to Konkani in Devnagori script as well as to Marathi language is same. Sometimes Marathi has received more funds than Konkani in Devnagori script from the Goa Gvernment. I remember having read the name on one of those lanterns, that we had in the village. The variation of Pettrumas is the typical Goan variation of 'Chockopser' for Shock absorber, 'Keelinder' for Cleaner or 'Pulumber' for Plumber! In our village of Verem/Reis Magos too, there was a shop belonging to one "Aluappa" and he was much in demand to not only fix these "Pettrumas" but also to provide his Kerosene lamps for all the village functions like 'Natak', tiatr or any late night functions. What Fitz has to remember is that the Goans he is probably referring to were all civil servants like myself. As such, we were not permitted to engage in politics or make any political statements however much we may have wanted to do so. We could not(and here I speak personally) afford the luxury of losing our jobs. When confronted we look for the easy way out. Yet the Christian way is the way of the cross, there is no compromise, there is no other way to live the call of a Christian. It was the crown of thorns which our Lord had worn for our sakes, and he reverently carried it to the little chapel, and laid it upon the altar. Never had Holy Week been so well kept, for the sight of that crown of thorns made them realize the sufferings and the love of Jesus more than they had ever done before. At last Easter Sunday dawned, and the monk rose early for his Easter preparations, and came to the chapel. As the sun shone through the window, it lighted up the altar, it touched the crown of thorns, and there in the Easter sunlight the thorns had blossomed into the most beautiful flowers. It is a little parable. For it is suffering and sacrifice which bring forth the most splendid fruits. Anthony Castlein ‘Quotes and Ancdotes’ In the second reading from the letter to the Hebrews we are told that Jesus as a high priest saved us by his blood and through his many trials he was given a deeper understanding of what a life of obedience to the demands of God’s law means for men. He thus understands human nature, a fact that should lead us to unbounded confidence in him as he is one of us in all things but sin. He is the faithful and compassionate high priest who constantly pleads our cause before His father and intercedes for us. We are shown the saving work of Jesus wrought through his suffering and through him we have access to God our Father. An online tribute http://aquinobraganca.wordpress.com/ (includes many historical references, some photographs and documents) Let's Prove That We Are Matured And Responsible As we Goans march on into the 21st century, it is the power and the will of the people of Goa that needs to be affirmed and established, and to do that what we need in earnest, is a revamp of the Town and Country Planning Act to incorporate the 73rd and 74th amendments to the Constitution in a bid to ensure a participatory planning process for panchayats and municipal bodies, which is being sought by the people of Goa. It is high time our elected members of the Assembly give us a part of what we gave them, when we elected them "to power". The panchayat minister is very keen to strangle us with an amendment to the Panchayati Raj Act, this act will empower the secretaries and the bureaucrats to over rule "peoples"resolutions, instead of empowering the Aam Aadmi, our selfish corrupt politicians are planning to make Aam Aadmi impotent and powerless. Though there could be a tangible theory that the our politicians may have brought forth, reason enough to act against the wishes of the people, most probably their theory is that, if we can be so naïve enough to elect such incompetent and depraved imbeciles, over and over again to the Assembly, we most certainly don't know what is good or bad for us and hence don't deserve power in our hands. Could be, they have a point there. Power in the hands of immature, irresponsible could be dangerous !!! Now the million dollar question is, are we still immature and irresponsible, even after we have seen, all that's been going on in our beloved Goa ? I hope for the sake of Goa, we will let the government know in no uncertain terms the fallacies of their misconceptions and prove that we indeed are mature and responsible people who love and cherish Goa All over Goa, panchayats have come forward with their own plans and redrafts for RP2021, this is the power of the people, for the people and by the people, with all the hard work done, let's not go back to sleep but force the government to implement the changes done by the people in the RP 2021.
