Migrant influx changes Goa's demographics

PANJIM, JULY 28

While the natural growth of population in Goa is on the downslide, the
decadal
growth is attributed much to the in-migration even as the median age of
marriage in Goa is 24 among women and 29-31 among men - considered as one of
the
highest in the country.

The natural growth of population - that is birth rate less death rate - has
progressively declined from 1.2 per cent in 1991 to 0.8 per cent in 2001, says
the
Economic Survey 2008-09 presented in the Goa assembly. The average natural
growth
is 1.06 per cent per annum.

Goa is one of the seven States in the country where fertility is below
replacement
level, the National Family Health Survey had found out.

To make matters worse for Goa there is out-migration. And as such the
population
increase, though marginal, is also attributed to in-migration.

Of the total population estimated at 13.5 lakh as per 2001 census figures, 2.64
lakh
are migrants from other States. This comes to around one-fifth of the total
population of the State. As of now, analysts feel this in real terms will be
much
higher.

The latest Economic Survey report says the highest decadal growth was between
1960-71, that is the first 10 years after Goa's Liberation in 1961. The decadal
growth was a whopping 34.77 per cent showing the sudden influx of people from
other
States mainly neighbouring States mostly for government jobs and others.

The trend continued for another 10 years when 26.74 per cent was the decadal
growth
as the population reached 10 lakh in 1981. From 1981-91, the growth was 16.08
per
cent followed by 15.21 per cent in the next decade.

Religion-wise: In four decades, the Hindu population went up from 3.53 lakh in
1960
to 8.86 lakh in 2001 while that of Christian rose very slowly from 2.24 lakh
since
1960 to 3.59 lakh in 2001. The Muslim population was 11,505 in 1960 and it
reached
92,210 over 40 years in 2001. But strongly supported by politically-motivated
forces, an impression is created that the Muslim population has grown manifold
as if
it has overtaken other religions. Some deliberately show the growth rate in
percentages to create hatred against certain religious groups.

Practically, the decadal growth of Hindu population was by more than a lakh.
In the
first decade after Liberation, the increase in Hindu population was nearly 1.4
lakh, probably a significant percentage from outside Goa. The decadal growth
from
1971- 1981 was by more than 1.5 lakh. In the following two decades, the growth
was
by 1.1 lakh and 1.3 lakh till 2001.

As for Christians, the decadal growth from 1960 to 1971 was around 46,000
followed
by 45,000-odd in the next decade. The downslide began in the 80s when the
decadal
growth was only by 34,000-odd and it took the lowest ebb in the last decade.
The
Christian population rose only by around 10,000 in 10 years ending 2001.

The Muslim population went up by around 15,000 each in the first two decades
after
Liberation. In 1991, it had increased by 20,000 and in 2001 by 30,000 in 10
years
which obviously was mainly due to in-migration.

Sure, some of the salient points of this world state are going to be:

1) Salcete, Bardez, Tiswadi will all come under mining cover.

2) There will be at least 100 more Mahanands.

3) Goa will be the sex tourism capital of the world.

4) Goa will also be the mafia capital of the world.

5) There will be only construction all around; there won't be any
fields left.

'A law should govern church properties'

TNN 29 July 2009, 01:21am IST

PANAJI: Church properties should have a law governing them, but the law should
be
created in consultation with the church. That was what speakers at a seminar on
Should there be a law to protect church property?', held on Tuesday had to say.

There is only one possible answer -- Yes. The reason is, any activity
ungoverned by
law is lawlessness and would lead to arbitrariness, said retired Supreme Court
judge justice K T Thomas, the key note speaker at the seminar.

Article 26 of the Constitution guarantees religious denominations the right to
establish and maintain institutions and to own and acquire properties. This is
a
very crucial right. You may own and acquire properties, you may maintain your
institutions, but in the matter of administration of your properties you have
to
abide by the law, said Thomas.

Pointing to the objections to such a law, Thomas said there are two objections,
one
that some churches (Episcopal) have their own rules and regulations and second
that
the laws passed may appropriate the properties.

According to me, both objections are without any force. The mere fact that
some
denominations have their own internal regulations is not sufficient to say that
they
are governed by the law envisaged in Article 26 of the Constitution. The second
objection is a misplaced apprehension. No such law can be passed by which
properties
of any religious denomination can be appropriated, said Thomas.

Commissioner for NRI affairs, Eduardo Faleiro said the present law regulating
relations between the church and the state as well as administration of church
properties was created by a concordatta or treaty signed between the Vatican
and the
Portuguese government in 1940. The law has been repealed in Portugal as it was
deemed unconstitutional after Portugal gained democracy in 1974.

Faleiro said the existing law in Goa should be modified to the extent it was
modified in Portugal. The legislative assembly is competent to enact a new law
as
this is within the legislative powers granted to it by the concurrent list in
the
seventh schedule of the Constitution, said Faleiro.

It will be a mistake to bring in a law and make the church adhere to it. There
should be consultations between the state and the church before drafting the
law,
Faleiro said.

The seminar was organized by the All Indian Catholic Union (Goa state) and the
Goa
Cultural and Social Centre.

Bull's eye Floriano !!

Goa a world state in five years ? Fantasying could be a sin but certainly not a
crime, on the other hand the ulterior motives behind the fantasy could very well
be. zor rodtha pejek is the most common idiom that can be very well related to
the fantasy of Digu Ali Baba and his chalis chor.

All the talk about development is nothing else but a passage to the booty, Our
ministers are overworking, when it comes to looking for means to lay their hand
on as much loot as they can and that's where the big projects come in, the
bigger the project, the bigger the loot, and Goa a world state in 5 years could
be a project that could be the ultimate shrlimar for the present regime to
retire on the moon, so like you said it's obvious that their salivary glands and
their testosterones must gone into over drive in anticipation of the windfall to
come.

It never needed watering, always remained fresh.
Some weeks later, we found the end pat part of the stem full of while white

So, we dug a hole and plant them.  And that's how we saw many crotons around
the houses.  Croton grows even by it branches - just break and pierce into the

My maternal uncle a priest in Toronto for 30 years now retired, had
similar experiences. Goa priests from Salcete who came recommended
through his Rachol seminary colleagues would contact him for filling
some vacations in Portuguese speaking Toronto parishes.

Inevitably these Goa priests would either leave at the end of their
term with some financial scandal behind them in the parish they
assisted, or would extend their stay without either my uncle knowing
about it or the local Bishop's permission. This would leave my uncle
in an embarrassing position, he being a person who throughout his life
would always dot his i's and cross his t's.

One of these priests left with collections from 6 Sundays and another
would make enough money on the basis of his pleas to help indigent
parishioners in Goa to allow him to gamble almost daily at the Panjim
Caravella with big stakes for the rest of the year back home.

Talk to him about helping priests from Goa wanting to come to Toronto
and my uncle will disappear from the room faster then if someone yells
earthquake.

Roland.

A long tradition, Goa priests spent eight weeks in US parishes, filling in
for natives on vaction. Short term visas were easily arranged. That situation
has changed on account of falling revenues, and parishes now cope without the
extra help. A priest in Goa asked me for a  letter of guarantee, and that
should have raised a yellow signal :  It turns out he did not have a job
offer, and prospects of landing one are dim.
He now informs me that a full subsidy of  his travel costs and visa
fees would greatly extend an old friendship.  Buyer beware, I suppose.

If any Britishers have purchased property in Goa illegally, knowing how things
happen in Goa, I
am convinced that they were mis-led by realtors and lawyers in Goa.  They came
to Goa, fell in love with the place and wanted to live here in retirement.
Naturally,  one would seek out a professional  to guide them through the
property buying process.  I feel that they must have been taken for a ride by
unscrupulous individuals and are the victims.

I dont mind having Britishers or Germans or whatever as my neighbors here in
Goa.   In every instance I have seen, they have purchased a diapidated home,
renovated it and planted a beautiful garden and have become good neighbors,
providing work opportunity to Goans.
I have seen one beautiful home in Vaddem, Socorro where the house had been
razed to the ground.  The Britisher who purchased the property took the pains
to find out what the old house
that stood on the property looked like and reconstructed it as faithfully as
possible, with modern
materials including a modern version of the old  ghaunti or spanish tiles,
and has planted a beautiful garden.
Dont mind having neighbors like this.

Lets catch the real culprits, rather than the victims of these scam artists.

George Pinto 1: If the transaction is legal, no govt. or agency should
intimidate legal parties. No govt. or agency should retrospectively
change the law, or reverse a LEGAL transaction. I have been saying as
much ALL ALONG..

jc 1: Grateful if GEORGE would please direct me (at least) to his
posts in which he has 'been saying as much all along'.

--

George Pinto 2: Yet Eddie .. writes this smear and Jose repeats it.

JC 2: Grateful IF George would please identify the smear.

--

George Pinto 3: Yet Eddie . his amazing claim that 100% of British
national real estate transactions are legal with the caveat.

JC 3: I do understand that some of us may have been 'liberated' by the
Goviean logic of recent times, BUT Is George Pinto suggesting that it
is AMAZING to state that a transaction is legal unless proved
otherwise? Really! ? That is indeed amazing.

--

George Pinto then takes a swipe at Eddie ...which I believe he is
entitled to. A man is allowed to use all the monkey wrenches at his
disposal in order to extricate himself from the the Mugabesque corner.
George writes drawing attn to Eddie's 'Goa is a toilet' postings or
repostings:

George Pinto 4: May be the shortfall in tourism has to do with people
posting Goa is a toilet some months back. Gee, I wonder who posted
that Goa is a toilet?

JC 4: No relationship to the perceived official illegality in the land
transaction situation being discussed here ...BUT will say this:
Beautiful Brochures attract a first, second 100th set of people.
What they actually find there (toilet, corrupt cops, or coniving
lawyers etc) will determine IF they will return. Word of mouth and
blogs take care of that. (Please note the 'hot story' presently doing
rounds about the scam at Thailand's new airport.)

BTW: Especially when finances are tough, 'toilets' are not great spots
to spend vacations unless one eats the pani puri from those 'ghati'
road-side stalls.

--

In another unrelated monkey wrench attack on Eddie by George Pinto,

George Pinto 5: I wonder if Eddie asked himself about the fair and
equitable thing to do as Jose writes above, when he published a hit
piece by a so-called journalist on a Toronto couple a year ago.

JC 5: First of all, let's describe the piece correctly. It was a
hit-and run piece. Now publishing that per se, cannot be
classified as being 'unfair or inequitable' UNLESS Eddie failed to
post any direct response to that article from the 'Toronto couple'.

BTW: I am glad that George brought this up even by way of monkey
'wrenchedness'. Has the Goan community, even on this list, actually
analysed WHO or WHAT was behind that horrible attack - not only on the
Toronto couple, BUT also on the couple's young daughter?

Has George Pinto asked any questions on the matter? Has he followed it
up? IF NOT, why is he bring it up in the midst of this topic? Is he
trying to ambush Eddie?

If so, it appears that Fixed Nooj and the Goveians have had more
effect on Goans than I hitherto believed they would.

'Illegal conversion of land should be dealt with severely'

TNN 29 July 2009, 02:05am IST

PANAJI: Revenue laws need to be ammended to provide for harsh penalties such as
filing of first information report (FIR) and registering the

offence as cognizable, including seizure of construction material, if more
stringent action is to be taken to serve as a deterrent for persons carrying
out illegal conversions in Goa.

Revenue minister Jose Philip D'Souza was replying to a calling attention motion
moved by Priol MLA Pandurang Deepak Dhavalikar in the house on Tuesday.
Dhavalikar stated that there was fear and anxiety in the minds of the people
over cases of illegal conversion of agricultural land in Goa and the
non-implementation of provisions of the Act/rules and laws made thereunder and
the inaction of the government to tackle the issue effectively.

In his reply, D'Souza said, I deny that there is fear and anxiety in the minds
of the people for inaction or cases of illegal conversion of agricultural land.

Mario observes:

Memo to Carmen and Ana Maria

Dear Ladies, I suggest you put Revenue minister Jose Philip D'Souza high on
your list of people to talk to during Carmen's next trip to Goa. It sounds
like he needs some help.

While the two fine gentlemen i.e. Eddie Fernandes and George Pinto
sort out their 'questions', I will take the liberty of stating two
points:

POINT 1: I believe that, at this point and time, both Eddie and George
believe that UK citizens (or anyone else) who have bought land in Goa
legally (or as Vivian has so correctly noted, without having done any
illegality - to the best of their knowledge and the professional
advice they received) should be allowed to get on with their lives in
peace (and if I may add - without being harrassed by ignorant bigots,
greedy lawyers, corrupt police and silly goose politicians)

POINT 2: It has been my understanding that many (though not
necessarily all) of those who bought homes in Goa, have done well for
the homes and communities. Vivian has just confirmed my understanding.

As long as they are NOT destroying the environment by way of : Cutting
Down Hillsides and Decimating the greenery to make way for the
Villas, Goa can only benefit from gradual and incremental investment
into its land and infrastructual development. We Goans should welcome
those who want to buy neglected houses with the intention of restoring
them and living peacefully in them.

On the matter of Retrospective Effects of legislation (and I know that
the present circumstances in Goa are slightly different, but arguable
when push comes to shove), Attached Infra is a snippet on the topic
from my notes of a couple of years ago.

In summary: When the people's interests are enough to over-ride
'principle', the British Parliament may legislate any Act - In India's
case, if any Act violates the Constitution, the Supreme Court could
hold it to be unconstitutional.

It is important for us to know that: Britain has a slightly lame leg
to stand on - in this matter. BUT, we should not immitate Britain in
all her actions. Should we?

In 1965, Britain and her Parliament got away with Retrospectively
effective Legislation with No (written) Constitution to follow and
No Supreme Court empowered to find its legislations as being
unconstitutional.

(After Oct 2000 ...of course, the Human Rights Act 1998 became effective)

jc

==

Against Retrospective effect of new law:

Courts operate a presumption or interpretation that Statutes will not
operate retrospectively. It is one thing for Parliament to legislate
that, for instance, as from next year all foxhunting will be illegal.
It would be another thing for Parliament to legislate that Anyone who
has participated in such an event during the last five years is open
to prosecution today.

The principle operates not only to stop people whose conduct was
innocent at the time - from being convicted - by a Looking Back Act.
Also - if an Act decriminalises certain conduct (say ...smoking pot)
in 2006, It stops people who were guilty of the crime in 2005 from
going free.

As Parliament is a supreme body, it can pass retrospective legislation
if it wishes.

The War Damages Act 1965 was passed specifically to overrule the
decision of the House of Lords in Burmah Oil Co Ltd v The Lord
Advocate (1965)

The Oil company's installations in Burma (then a British colony) had
been destroyed by the British forces in 1942 in order to prevent them
from being captured by the Japanese forces. The company (Burmah Oil -
registered in Scotland) sued the Crown for compensation. The Crown
contended that no compensation was payable when property was destroyed
under the Royal Prerogative. The House of Lords decided that
compensation was payable.

Parliament - in order to prevent the burden of compensation having to
be met by the taxpayer - passed the The War Damages Act

Another example of an expressely retrospective modern legislation is
the War Crimes Act 1991 which allows the Attorney General to authorise
criminal proceedings for homicide committed in Germany or German
occupied territory.

and we are continually being told that the USA has moved forward; does that
mean that a Goan living in the rust belt would be treated
differently from one say residing in San Diego or New York? In turn would
they be treated better than a Black person and would a White person be
treated better than them?

Many of our Doctors and Nurses in the U.K. are non white, in fact the
leading heart specialist is non white.

Mario responds:

Gabe is absolutely correct. British health care, for those who can survive the
rationing, is the envy of the world because many of their docs and nurses are
non-white, including the leading heart specialist. This article explains why
this system is so great:

http://online.wsj.com/article/SB124692973435303415.html

In the meantime, life in the US is terrible and racist. Millions are not
covered by health insurance. Millions are dying in the streets writhing in
pain while others pass them by without compassion. The life expectancy is
plummeting. Its like a Mad Max movie:-))

The situation is so bad that millions of brown skinned people continue to pour
into the country longing to be ill treated and dicriminated against, just so
they can die in America due to racist doctors who want to perform surgery just
so they can make more money.

Unfortunately for Goans and Indians there are so many of our own Goans and
Indians who are doctors in the US, whether in the mythical rust belt which I'm
still looking for, but also the heavens on earth like San Diego and New York,
that all our lives are at risk as the following article describes, and we all
need to return to India as quickly as possible if we want to live.

St. Ana is a patron Saint of many large or Potuguese households in Goa.

I remember, St. Ana (mother of Mary) household devotion was strong  until mid
1980s?

We used to visit large houses (particularly of Landlords) to sing litany or
Ladainha or simply say ‘ladin’.

We (a team of 3-5)  used to travel far away on foot (we were in great demand)
sometimes up to 3  ladin per night.
The litany was strictly for the house hold members (no next door neighbours
invited). Often, they 5 and we 5 makes 10 or less.

At Velsao, I very well remember, a large house. Behind it there were railway
tracks (we could here passing of the train with loud whistle) and there was a
main road
in front, Again, there was a ‘gironn’ or rice, flour mill.
I saw a refrigerator in this house for the first time. It did not work on
electricity (there was no electricity around that time) but works on kerosene.
As we often go there year after year, I think I even remember the household
name.
We said ‘Masma-ger ladin’. But I can't really trace the house now.

Besides, Masma, there was another of our regulars at Cuelim around ‘Kapddi
Posro’
Or near ‘goondda or dada or movali  Onorad’ who once stopped us.

Now a days we have no such ‘giraik’. No one invites us to sing ladin in the big
houses.
Perhaps, it’s like saying
‘te poder mele ani te undde kobar zale’ ?

St. Ana Ladin goes  like this..

Santana Orapro Nobis
Santana Ave Christi
Santana Mater Maria Virginis
Santana Sponsa Jokim
Santana sokrus Josef

And so on

There were so many hymns or Orasao de St. Ana both in Portugues/Latin and
Konkani.
I don’t really remember now, we never learnt it by heart.
St. Ana Ladin is seasonal or just once a year happenings.
Meaning, we sang not more than 7 Santana Ladin a year.

Some of the Konkani Hymn are..
-Santan tujem Sufollo Jinem
- Santan amchi Mai
-Santan amchi mai sodanch templant magnim kortali, aplim dukam golloitali..
-Santan amchi mai, Duve Natu soit zai

Here are some of the hymns captured LIVE from Santana Feast at Talaulim and
Olaulim
One can sing along by following the onscreen texts.

In Christian households, there are many names or combination of Santana.
e.g.
Santan (male female) e.g. Santan timaim. Santan Mauxi, Santan titiv or maxen
etc

Santana

Maria Santan D’Costa/Fernandes etc (both male and female)
(often referred as ‘marsantan’ or ‘marisantan’)

Bostiao Santan

Dumingo Santan (DumSantan)

Pedro Santan (PedSantan)

Besides, St. Ana, we were also invited to sing “ladin de Curasao Jesus’
Which goes like this..
Cor Jesus, Fili Patris eterni etc … Misere Nobis

A recent photograph showing Chief Minister Digambar Kamat feeding Mrs.
Victoria Fernandes a sweet piece of cake on her 75th birthday was not very
tasteful. Not because the Santa Cruz MLA is a diabetic but a better birthday
gesture by way of a cabinet berth for Victoria would have been befitting.

In recent years even after going on a hunger strike luck seems not to have
favoured Mrs. Victoria Fernandes in her pursuit for a cabinet post. Maybe
being in and out of the Congress party has worked to her detriment. Last
time around the crumbs of Deputy Speaker and Chairmanship of Goa Handicrafts
Corporation were craftily handed over to her and she willingly fell for the
bait.

Digambar Kamat can visit all the shrines and deities but may never be
forgiven for not having given a cabinet berth to the lone lady MLA in spite
of professing the ideals of women empowerment. In 2007 he gave Victoria
Fernandes cabinet status by way of a parliamentary secretary post only to
revoke it in a few months. That cabinet status would have been washed away
by the High Court order anyway.

With her term as MLA coming to an end in less then three years and she
having made it public at the last election that it would be her last,
Victoria Fernandes should now focus on trying to find a young, educated and
dynamic development oriented successor to carry the Santa Cruz constituency
forward. It is hoped that she will look beyond her family to find the right
person to rescue the constituency out of its dumps as it continues to be one
of Goa’s most neglected.

This is not a rational statement. It does not logically follow from the fact
that the SRY gene on the Y chromosome determines the male gender in humans.
Homosexuality is a normal variation of sexual orientation, not of the primary
or secondary anatomical characteristics of gender. Sexual orientation is a
scientific term that refers to the state of sexual and emotional affinity
towards members of the opposite sex, same sex or both sexes, and the persistent
sense of identity that a person develops as a result of this affinity.

From: Santosh Helekar chimbel...@yahoo.com
It is very disturbing to note the lack of understanding below of what
constitutes a crime under secular law, and the utter cluelessness about
the difficult ethical questions surrounding the health of women.
Fortunately, there is not a single civilized secular nation today which
considers homosexuality a crime and the life of a mother expendable for
the parochial religious and ideological reasons of a few people with a
medieval mindset. Let us hope that this atavistic mindset is never able
to gain a foothold anywhere other than the outer perimeter of the fringe
where it resides.
***It is even more disturbing to read what Dr.Santosh is writing regarding
abortion, though he claims to be a physician and a neuroscientist, agnostic
and secular, professing Hyppocratic oath What I am writing is not only
held by the Catholic Church, but by physicians themselves. I am abhorring
abortion not only as a Catholic priest and religious, with atavistic
mindset, but as a human being, a secular modern citizen. But Dr.Santosh is
glad to dump my postings as garbage, as he is happy to throw innocent
scrambled bodies into dustbins of hospitals and nursing homes in the name of
Science and secularism.

Are There Rare Cases
When an Abortion Is Justified?

Official position statement of the
Association of Pro-Life Physicians

What about in cases of...

Rape and incest?
Severe fetal deformity?
The health of the mother?
The life of the mother?

One can rarely engage in a discussion over abortion without one of the rare
cases being brought up to justify abortion:

What if the woman is raped?
What if a thirteen-year old conceives through incest?
What if the fetus is deformed and unlikely to survive anyway?
What if the mother's health is at risk?
What if the mother's life is threatened by her pregnancy?

We would be remiss to deny the emotional sway of these rare scenarios that
would pull at the heart-strings of any compassionate physician. We grieve
with our patients who endure such tragedies in life, and want to provide the
best healthcare possible to them. But do these dire circumstances justify
an abortion?

It is easy to prove that these objections to the pro-life ethic are
insincere. What if someone brought up these arguments to justify the
killing of an infant: The baby was conceived through rape - The infant is
deformed and mentally handicapped - The mother's health is suffering as a
result of her baby. Would anyone who endorses abortion in the womb openly
justify the killing of an infant using these excuses? No, they would not.
This proves that these objections are insincere and that the heart of the
matter is whether the fetus is a living human. If it could be proven that
the human fetus is just as alive and just as human as the infant, then these
objections would not justify aborting a fetus any more than an infant. (For
a thorough scientific argument proving that life begins at conception,
please see the article on our website or the APP tract When Does Human Life
Begin?)

We must respond to all tragic circumstances of pregnancy from the
unshakeable foundation of two indisputable premises: human life begins at
conception, and it is always wrong to intentionally kill an innocent human
being. The unborn child's right to life and liberty is given by his or her
Creator, not by his or her parents or by the state. The right to life is
inalienable: that is, not to be trespassed upon by another. In tragic
circumstances such as rape or incest, we want to care for both the mother
and her unborn baby. We want to relieve the suffering of the mother and her
unborn baby. It is never right to intentionally kill an innocent person,
even if it does relieve another's emotional or physical suffering. It's not
up to a vote, and our obligation to submit unto divine judgments does not
sway with our circumstances.

We should not kill an unborn baby to alleviate the suffering of the mother
any more than we should kill her infant to alleviate her suffering. Neither
should we commit an abortion of a malformed fetus in order to prevent his or
her suffering later in life. Being handicapped is not a capital crime. The
intentional destruction of health is not compassionate and it is not
healthcare,

RESPONSE: In June 2009 Mario passed off a few links bashing Canadian
Healthcare. At
the time it was demonstrated [1] Mario was pushing right-wing think-tanks who
purported to write the 'gospel' on the state of Canadian Healthcare.

Today he forwards a link from NCPA that details how Americans are living in the
Garden of Eden.

Once again Mario has forwarded links from a right-wing, conservative think-tank
that
seeks to promote private alternatives to government regulation and control,
solving
problems by relying on the strength of the competitive, entrepreneurial private
sector [2]. In order words, those Americans who cannot afford to pay for
healthcare
should be denied healthcare.

The rest of Mario's gratuituous comments are ignored as he disgorges them here
on a

Albert writes:- Lets recollect two things from the Bible .The first one is
about The death and resurection of Lazarus and the second one is the
resurection of Jesus. Lazarus was sick. Jesus knew about it being God yet he
did not visit them. God wanted the world to know that God could do lots of
wonders through Jesus. That he had power not only to heal someone but raise
some from the dead. Jesus wanted us to know that he was God himself. The two
sisters of Lazarus were mourning for the dead brother. God made a revealation
through Mary when she spoke about the resurection on the last day. How did Mary
know this ? She could say this because the Holy Spirit revealed it to her.
Jesus also made a revelation when he said I am the resurection and the life
who ever believes in me will be saved. Here Jesus is trying to give us his hand
to hold. In the resurection of Jesus Mary Magdalen and some of the disciples
went to the tomb and found it empty. Our lives too are empty without Jes
us. They found everything except Jesus. They found the cloth (wealth) which
was used to wrap Jesus. They found other things used to bury Jesus but did not
find Jesus. Why do you search me among the dead ? Do you believe that Jesus
has resurected and living with us ? if yes be born again with Christ. If you
are waiting for Jesus to come from Heaven then you have to work very hard lest
you may be like the foolish queens who went to get oil when the bridgroom
enters. Live with Jesus. Foolish are the people who try to critise those who
are with Christ. Foolish are those who throw stones at those who come nearer to
you with the word of God. The bible tells us who is God and what is His
position .Read Isaisah and you will know that we can totally depend on God .He
says that even if your earthly father deserts you I will not. Yet we bow before
lifeless idols and pour out our woes, The idol cannot talk and answer our
prayers and help us and this is leading us to despair. We run he
ar and there. We have God living in our hearts but are we aware that God
dwells in us ? we like to believe those who do not know where God dwells and
are asking God, where do you live and God says come and see it yourself.

Talk about legalization of matka in the Goa legislature yesterday will
continue to be, in my view, talk. With so much money to be gained by the
politicians and police all over Goa, this form of illegal gambling which has
roots deeper than the coconut tree all over Goa is unlikely to come to an
end. But, then, again I could be wrong. With a lot of activists advocating a
lot of causes in Goa today it remains to be seen if the politicians will
have reached a point of no return and indeed vote for the legalization of
matka rather than take on the mighty force of Goan public opinion. They can
always look for greener and virgin pastures elsewhere.

Wedding Tourism and More

ERVELL E MENEZES deplores how the government has allowed Goa to become
dependent on
tourism, to the detriment of locals

Mapusa MLA Francis 'Babush' D'Souza was in the news recently with his
suggestion to
the Ad Hoc committee on Law to do away with the one-month residential
qualification
before getting married in Goa. You can't decide where you are born or where
you
die, but you can decide when you wed, so why fuss about it? is what he told a
weekly magazine. D'Souza wants to make Goa the wedding capital of India, if not
the
world.

Anyway, he has a good line on births, deaths and weddings though it is not
necessarily accurate. Like old elephants, Goans come to Goa to die, but until
now D'Souza
was known as 'the frog' - for his capacity to jump from one political party to
another. He, along with wedding planner Lester Melo of Weddings Dreams, is
pressing for a change in the law to facilitate weddings in Goa.

The residential clause came to light when Bollywood actor Sanjay Dutt's
marriage to
Mayanta came under a cloud because the documents were fake. Former State
Registrar
Prabhakar Sardessai says the situation now is to the advantage of touts and
middlemen who arrange doctored documents. But isn't that so in any field of
administration in this paradise state of ours? There have been cases of
property
being sold to a third party by a bogus landlord because of absentee
landlordism.
Bogus documents have become a way of life, and are often to be found when there
are
multiple owners. Why can't this practice be probed and stopped first?

Then, almost sanctimoniously, D'Souza added, Goa's image should be of a family
destination rather than a drug or gambling hub. But what has D'Souza done to
stop
gambling? Ministers are known to be regulars at the casinos and Tourism
Minister
Mickky Pacheco even has a police case against him, but ministers seem to have
special immunity. What about drugs? When his own party, the Bharatiya Janata
Party
(BJP), was in power, it did precious little to curb this menace. In fact Chief
Ministers in the past have vowed to come down heavily on the drugs lobby but to
no
avail. They seem to be all too powerful and well entrenched on the beach belt.

But aren't there more urgent legal issues to tackle in Goa - for instance, the
snail's
pace at which justice is dispensed in Goa. There are instances of cases running
into
years, even decades. That would be more in the realm of the Ad Hoc Committee on
Law
set up by the State Assembly rather than being obsessed with tourism. The
grapevines
has it that the Mapusa lawyers have a caucus whose raison d'etre is to prolong
cases
and postponements. Or is that too close for comfort, Mr D'Souza?

Making Goa a convenient destination is more because of the Mumbai underworld
extortionists demanding money from the newlyweds than for the idyllic setting
of a
quaint land of sand, swaying palms and old churches. The latter is just hype by
the
press. And now it is not difficult for the marriage partners to get into a
civil
marriage in Karwar or Hubli and then proceed to Goa for the celebrations.
Wedding
celebrations will continue to thrive in Goa, and Goan resorts will continue to
gets
25 per cent or even more of their clientele from weddings.

D'Souza also mentions that the Portuguese law which entitles both partners to
equal
rights is a good one and people feel this law is to their benefit. Hence he
wants
one part of the law to stay and the other to change. Isn't this selective
justice?
The trouble with Goa is that it has become too dependent on tourism, which
cannot
and must not be the only industry. Times out of number I've said that tourism
is a
double-edged sword which benefits a few but affects even more, and the last two
decades have proved this. The prices of essential commodities have soared.
Fish, a
Goan's staple food, has become a luxury. Paddy fields are left uncultivated or
converted for building. It is not only a trial-and-error policy but one of
error-and-more-error that is being adopted by the government and the Goa
Tourism
Development Corporation (GTDC), which should be taken to task for some of its
shady
its deals.

I know entrepreneurs who have establishments on the beach belt, and they say
that
