The natural growth of population - that is birth rate less death rate - has progressively declined from 1.2 per cent in 1991 to 0.8 per cent in 2001, says the Economic Survey 2008-09 presented in the Goa assembly. The average natural growth is 1.06 per cent per annum. Goa is one of the seven States in the country where fertility is below replacement level, the National Family Health Survey had found out. To make matters worse for Goa there is out-migration. And as such the population increase, though marginal, is also attributed to in-migration. Of the total population estimated at 13.5 lakh as per 2001 census figures, 2.64 lakh are migrants from other States. This comes to around one-fifth of the total population of the State. As of now, analysts feel this in real terms will be much higher. The latest Economic Survey report says the highest decadal growth was between 1960-71, that is the first 10 years after Goa's Liberation in 1961. The decadal growth was a whopping 34.77 per cent showing the sudden influx of people from other States mainly neighbouring States mostly for government jobs and others. The trend continued for another 10 years when 26.74 per cent was the decadal growth as the population reached 10 lakh in 1981. From 1981-91, the growth was 16.08 per cent followed by 15.21 per cent in the next decade. Religion-wise: In four decades, the Hindu population went up from 3.53 lakh in 1960 to 8.86 lakh in 2001 while that of Christian rose very slowly from 2.24 lakh since 1960 to 3.59 lakh in 2001. The Muslim population was 11,505 in 1960 and it reached 92,210 over 40 years in 2001. But strongly supported by politically-motivated forces, an impression is created that the Muslim population has grown manifold as if it has overtaken other religions. Some deliberately show the growth rate in percentages to create hatred against certain religious groups. Practically, the decadal growth of Hindu population was by more than a lakh. In the first decade after Liberation, the increase in Hindu population was nearly 1.4 lakh, probably a significant percentage from outside Goa. The decadal growth from 1971- 1981 was by more than 1.5 lakh. In the following two decades, the growth was by 1.1 lakh and 1.3 lakh till 2001. As for Christians, the decadal growth from 1960 to 1971 was around 46,000 followed by 45,000-odd in the next decade. The downslide began in the 80s when the decadal growth was only by 34,000-odd and it took the lowest ebb in the last decade. The Christian population rose only by around 10,000 in 10 years ending 2001. The Muslim population went up by around 15,000 each in the first two decades after Liberation. That was what speakers at a seminar on Should there be a law to protect church property?', held on Tuesday had to say. There is only one possible answer -- Yes. The reason is, any activity ungoverned by law is lawlessness and would lead to arbitrariness, said retired Supreme Court judge justice K T Thomas, the key note speaker at the seminar. Article 26 of the Constitution guarantees religious denominations the right to establish and maintain institutions and to own and acquire properties. This is a very crucial right. You may own and acquire properties, you may maintain your institutions, but in the matter of administration of your properties you have to abide by the law, said Thomas. Pointing to the objections to such a law, Thomas said there are two objections, one that some churches (Episcopal) have their own rules and regulations and second that the laws passed may appropriate the properties. According to me, both objections are without any force. The mere fact that some denominations have their own internal regulations is not sufficient to say that they are governed by the law envisaged in Article 26 of the Constitution. The second objection is a misplaced apprehension. No such law can be passed by which properties of any religious denomination can be appropriated, said Thomas. Commissioner for NRI affairs, Eduardo Faleiro said the present law regulating relations between the church and the state as well as administration of church properties was created by a concordatta or treaty signed between the Vatican and the Portuguese government in 1940. The law has been repealed in Portugal as it was deemed unconstitutional after Portugal gained democracy in 1974. Faleiro said the existing law in Goa should be modified to the extent it was modified in Portugal. The legislative assembly is competent to enact a new law as this is within the legislative powers granted to it by the concurrent list in the seventh schedule of the Constitution, said Faleiro. It will be a mistake to bring in a law and make the church adhere to it. There should be consultations between the state and the church before drafting the law, Faleiro said. Goa priests from Salcete who came recommended through his Rachol seminary colleagues would contact him for filling some vacations in Portuguese speaking Toronto parishes. Inevitably these Goa priests would either leave at the end of their term with some financial scandal behind them in the parish they assisted, or would extend their stay without either my uncle knowing about it or the local Bishop's permission. This would leave my uncle in an embarrassing position, he being a person who throughout his life would always dot his i's and cross his t's. One of these priests left with collections from 6 Sundays and another would make enough money on the basis of his pleas to help indigent parishioners in Goa to allow him to gamble almost daily at the Panjim Caravella with big stakes for the rest of the year back home. Talk to him about helping priests from Goa wanting to come to Toronto and my uncle will disappear from the room faster then if someone yells earthquake. Roland. A long tradition, Goa priests spent eight weeks in US parishes, filling in for natives on vaction. Short term visas were easily arranged. That situation has changed on account of falling revenues, and parishes now cope without the extra help. A priest in Goa asked me for a letter of guarantee, and that should have raised a yellow signal : It turns out he did not have a job offer, and prospects of landing one are dim. He now informs me that a full subsidy of his travel costs and visa fees would greatly extend an old friendship. Buyer beware, I suppose. eric.

They came to Goa, fell in love with the place and wanted to live here in retirement. Naturally, one would seek out a professional to guide them through the property buying process. I feel that they must have been taken for a ride by unscrupulous individuals and are the victims. I dont mind having Britishers or Germans or whatever as my neighbors here in Goa. In every instance I have seen, they have purchased a diapidated home, renovated it and planted a beautiful garden and have become good neighbors, providing work opportunity to Goans. I have seen one beautiful home in Vaddem, Socorro where the house had been razed to the ground. The Britisher who purchased the property took the pains to find out what the old house that stood on the property looked like and reconstructed it as faithfully as possible, with modern materials including a modern version of the old ghaunti or spanish tiles, and has planted a beautiful garden. Dont mind having neighbors like this. Lets catch the real culprits, rather than the victims of these scam artists.

I remember, St. Ana (mother of Mary) household devotion was strong until mid 1980s? We used to visit large houses (particularly of Landlords) to sing litany or Ladainha or simply say ‘ladin’. We (a team of 3-5) used to travel far away on foot (we were in great demand) sometimes up to 3 ladin per night. The litany was strictly for the house hold members (no next door neighbours invited). Often, they 5 and we 5 makes 10 or less. At Velsao, I very well remember, a large house. Behind it there were railway tracks (we could here passing of the train with loud whistle) and there was a main road in front, Again, there was a ‘gironn’ or rice, flour mill. I saw a refrigerator in this house for the first time. It did not work on electricity (there was no electricity around that time) but works on kerosene. As we often go there year after year, I think I even remember the household name. We said ‘Masma-ger ladin’. But I can't really trace the house now. Besides, Masma, there was another of our regulars at Cuelim around ‘Kapddi Posro’ Or near ‘goondda or dada or movali Onorad’ who once stopped us. Now a days we have no such ‘giraik’. No one invites us to sing ladin in the big houses. Perhaps, it’s like saying ‘te poder mele ani te undde kobar zale’ ? St. Ana Ladin goes like this.. Not because the Santa Cruz MLA is a diabetic but a better birthday gesture by way of a cabinet berth for Victoria would have been befitting. In recent years even after going on a hunger strike luck seems not to have favoured Mrs. Victoria Fernandes in her pursuit for a cabinet post. Maybe being in and out of the Congress party has worked to her detriment. Last time around the crumbs of Deputy Speaker and Chairmanship of Goa Handicrafts Corporation were craftily handed over to her and she willingly fell for the bait. Digambar Kamat can visit all the shrines and deities but may never be forgiven for not having given a cabinet berth to the lone lady MLA in spite of professing the ideals of women empowerment. In 2007 he gave Victoria Fernandes cabinet status by way of a parliamentary secretary post only to revoke it in a few months. That cabinet status would have been washed away by the High Court order anyway. With her term as MLA coming to an end in less then three years and she having made it public at the last election that it would be her last, Victoria Fernandes should now focus on trying to find a young, educated and dynamic development oriented successor to carry the Santa Cruz constituency forward. Would anyone who endorses abortion in the womb openly justify the killing of an infant using these excuses? No, they would not. This proves that these objections are insincere and that the heart of the matter is whether the fetus is a living human. If it could be proven that the human fetus is just as alive and just as human as the infant, then these objections would not justify aborting a fetus any more than an infant. It's not up to a vote, and our obligation to submit unto divine judgments does not sway with our circumstances. With so much money to be gained by the politicians and police all over Goa, this form of illegal gambling which has roots deeper than the coconut tree all over Goa is unlikely to come to an end. You can't decide where you are born or where you die, but you can decide when you wed, so why fuss about it? is what he told a weekly magazine. D'Souza wants to make Goa the wedding capital of India, if not the world. Anyway, he has a good line on births, deaths and weddings though it is not necessarily accurate. Like old elephants, Goans come to Goa to die, but until now D'Souza was known as 'the frog' - for his capacity to jump from one political party to another. He, along with wedding planner Lester Melo of Weddings Dreams, is pressing for a change in the law to facilitate weddings in Goa. The residential clause came to light when Bollywood actor Sanjay Dutt's marriage to Mayanta came under a cloud because the documents were fake. Former State Registrar Prabhakar Sardessai says the situation now is to the advantage of touts and middlemen who arrange doctored documents. But isn't that so in any field of administration in this paradise state of ours? There have been cases of property being sold to a third party by a bogus landlord because of absentee landlordism. Bogus documents have become a way of life, and are often to be found when there are multiple owners. Why can't this practice be probed and stopped first? Then, almost sanctimoniously, D'Souza added, Goa's image should be of a family destination rather than a drug or gambling hub. But what has D'Souza done to stop gambling? Ministers are known to be regulars at the casinos and Tourism Minister Mickky Pacheco even has a police case against him, but ministers seem to have special immunity. What about drugs? When his own party, the Bharatiya Janata Party (BJP), was in power, it did precious little to curb this menace. In fact Chief Ministers in the past have vowed to come down heavily on the drugs lobby but to no avail. They seem to be all too powerful and well entrenched on the beach belt. But aren't there more urgent legal issues to tackle in Goa - for instance, the snail's pace at which justice is dispensed in Goa. There are instances of cases running into years, even decades. That would be more in the realm of the Ad Hoc Committee on Law set up by the State Assembly rather than being obsessed with tourism. The grapevines has it that the Mapusa lawyers have a caucus whose raison d'etre is to prolong cases and postponements. Or is that too close for comfort, Mr D'Souza? Making Goa a convenient destination is more because of the Mumbai underworld extortionists demanding money from the newlyweds than for the idyllic setting of a quaint land of sand, swaying palms and old churches. The latter is just hype by the press. And now it is not difficult for the marriage partners to get into a civil marriage in Karwar or Hubli and then proceed to Goa for the celebrations. Wedding celebrations will continue to thrive in Goa, and Goan resorts will continue to gets 25 per cent or even more of their clientele from weddings. D'Souza also mentions that the Portuguese law which entitles both partners to equal rights is a good one and people feel this law is to their benefit. Hence he wants one part of the law to stay and the other to change. Isn't this selective justice? The trouble with Goa is that it has become too dependent on tourism, which cannot and must not be the only industry. Times out of number I've said that tourism is a double-edged sword which benefits a few but affects even more, and the last two decades have proved this. The prices of essential commodities have soared. Fish, a Goan's staple food, has become a luxury. Paddy fields are left uncultivated or converted for building. It is not only a trial-and-error policy but one of error-and-more-error that is being adopted by the government and the Goa Tourism Development Corporation (GTDC), which should be taken to task for some of its shady its deals. I know entrepreneurs who have establishments on the beach belt, and they say that
