Goa's former Tourism Minister Micky Pacheco and his PA Lyndon Monteiro’s attempt to get anticipatory bail has demonstrated that the rich and powerful cannot trick their way through the judicial system. They are both prime accused in the recent death of one of Micky Pacheco's girl friends Nadia Torrado.Lyndon’s first bail application in the High Court was filed against the rules while Micky’s affidavit accompanying his application was notarized by a notary who was not empowered to do so. Their venture to seek bail from the High Court started in Court Room No 3, continued in Court room No 2 and crashed in Court from No1. They now have the option to either move the Supreme Court or surrender. They should both realize that Courts are not Casinos where they can gamble their way expecting their fortune to change from one court to another. Now Mickky's Notary bites the dust 2010-06-22 Social activist Adv. Aires Rodrigues discovered under the Right to Information Act that Margao based Adv. Joey Rodrigues’s licence as Notary had expired on 10th October 2009. In view of this all documents notarized by Notary Joey Rodrigues from 10th October2009 to date are invalid including the affidavit of absconding former Tourism Minister Micky Pacheco which was notarized by Notary Joey Rodigues on 14th June this month. The Affidavit sworn before Notary Joey Rodrigues at Margao on June 14th has been submitted by Mr. Micky Pacheco to the High Court along with his anticipatory bail application. The Head of Notary Sevices that the Government informed Adv. Aires Rodrigues that he did not renew the license of Notary Joey Rodrigues as there is a disciplinary enquiry pending against him. The State Registrar and Head of Notary Services is conducting a inquiry on the directions of the Law Secretary following a complaint filed by one Mr. Joao Pereira of Utorda against Adv. Joey Rodrigues for forging and manipulation a Power of Attorney committed by him in his capacity as Notary. Now having been found to be operating as a Notary without a valid license Notary Joey Rodrigues would face criminal action for violating the law. Sec 9 of the Notaries Act mandates that no person shall practice as a notary unless he holds a valid certificate of practice issued to him. Section 12 of the Act further states that any person who falsely represents that he is a notary without having a valid licence shall be punishable with imprisonment for a term which may extend to three months, or with fine, or with both. It is increasingly looking like nothing good comes out of a friendship with the beleagured Mickky Pacheco. The first to succumb to the Mickky hex was good friend Nadia Torrado. Then his friend and confidante and general dogbody who cleaned up after him after every crisis OSD Lyndon Monteiro. Lyndon must be wondering what hit him. Special Duties got so special that it ended up with Lyndon on the lam and the cops hounding him with a stint in a jail cell staring him in the face. THE FIRST WORLD KONKANI CULTURAL CONVENTION – Step-by-step, towards the Convention… June 17, 2010: (i) 11.30 a.m. – Press Conference at the Press Club of Bangalore – regarding the World Konkani Cultural Convention Launching Ceremony. Over 40 representatives of both the Press and the electronic media were present. Eric Baab addressed the Conference. Shri Ronald Colaco, the Chairman of the Reception Committee, World Konkani Cultural Convention; was present along with Shri Stany Alvares, Co-ordinator, Mandd Sobhann, and Shri Charles Gomes and Shri Naveen D’Souza, Chairman and Secretary of the Federation of Konkani Catholic Associations, Bangalore, respectively. (ii) Meeting of the leaders of the Saraswat and G.S.B. organizations and Theatre and music artistes of these communities – at 6 p.m. – at Canara Union, Malleswaram – Nearly 50 individuals attended. Eric Baab briefed the gathering regarding the World Konkani Cultural Convention and requested the involvement and participation of every community in Konkani. He also invited the gathering, to the Launching Ceremony on Sunday. The gathering assured Eric Baab of its fullest support. (iii) At the dinner hosted by the Chairman at his Swiss Town Banquet Hall, that evening, wherein the Executive Committee of KCA, all Presidents and Secretaries of Konkani Catholic Associations and special invitees numbering around 170 were present; Eric Baab spoke and called for the participation of everyone gathered, in the World Konkani Cultural Convention. Shri Oscar Fernandes (a Patron of the World Konkani Cultural Convention), who was present along with his family and friends, was also felicitated on his victory that morning in the election to the Rajya Sabha. June 18, 2010: Meeting at Mysore, with the leaders of the Konkani Movement there. Around 30 individuals, mostly Executive Members of the Mysore Konkani Christian Association, were present. Eric Baab invited the leaders to the Launching Ceremony, as well as to participate whole-heartedly in the World Konkani Cultural Convention. The enthusiasm and the assurances were very encouraging. June 20, 2010: The Launching Ceremony of the First World Konkani Cultural Convention was held with great grandeur. The Chief Guest, Shri G. Janardhana Reddy, Minister for Tourism and Infrastructure, Government of Karnataka, arrived very much on time, and Shri Ronald Colaco, the Chairman of the Reception Committee, was there to receive him. At 6 sharp, the grand event unfolded with a song by the Goan troupe, ‘Goenchim Neketram’, which they followed up by the ever-immortal Dekhnni ‘Hanv Saiba Poltodi Vetam’ The formal programme on stage then began with the welcome address by Mandd Sobhann Gurkaar, Shri Eric Ozario, who also presented before the gathering, an idea of what the World Konkani Cultural Convention will involve. Shri Rony Colaco who spoke immediately thereafter, gave a call to all Konkani people to rally around this event which would showcase to the world, the beauty and the rich variety of Konkani culture. He then requested the Minister to contribute personally and also to impress upon the Government of Karnataka to contribute generously. ‘The Muhurth’ – The Muhurth was simple, but a very meaningful affair. Four ladies of the Goan troupe, dressed with the traditional costumes, ceremoniously brought betel leaves, arecanuts, rice, ‘kumkum’, ‘haldi’ and jasmine, and placed it on the brass plate held in one hand by the Minister. A gent, dressed traditionally, brought a small pot of water and poured it into a smaller brass pot and gave it to the Minister. The Minister then handed over the plate and the pot to the Chairman of the Reception Committee with the words – “Go unto the world and invite all Konkanis to participate in this world event”. Rony Baab then stepped down from the stage, with the plate and the pot of water, into the gathering and welcomed them, to start with. The Muhurth was accompanied by fireworks and traditional music by the Goan troupe. The Minister, in his speech, wished the Convention well and promised his own contribution as well as a considerable amount as grant from the Government of Karnataka. Shri Titus Noronha, who compeered the programme, proposed the Vote of Thanks, and handed over the mike to Shri Arun Raj Rodrigues, PRO, Mandd Sobhann, to conduct the cultural presentation of the Goan troupe. The audience was so enthralled, that they refused to leave even after the scheduled presentation was over and the performers obliged them with two sessions of medleys. It was indeed a grand beginning to a grand world-event – The First World Konkani Cultural Convention. Poems from the forthcoming collection of a mining agent-II As a newly anointed ‘mining agent’ , I would be dedicating a series of numerous poems (they come so easily to me since my childhood, like salivation or urination…) to miners of Goa whom people love to hate..or hate to love depending on attitudes or agendas-indigenous or exotic.. My new poem is suitably titled -“ Chess Guevara” (This poem is dedicated to eminent social worker, young and dynamic patron of sports, arts and handicrafts-Mr. Samir Anil Salgaonkar. Obviously, like others in the legal business, he did not see any ‘conflict of interests’ in operating his family inherited mining business in Goa and patronage of Chess with liberal sponsorships. His associates also did not subject him to a neoinquisition on his stand on local mining, environmental issues. As a Congressman Samir may not have visited tribal areas where Naxalite pestilence has spread to promote the game of Chess but if he takes inspiration from the life and works of Chess Guevara then An All India Naxalite Chess festival is possible ( why not organize it at Sundargarh, orissa? there are people who have frequently visited this place from Goa before they developed cold feet to stand up and say proudly that they are indeed naxalites) with presence of the new “bandit queen” to preside over (Salgaonkar sponsored) prize distribution function followed by a salute of 21 rounds of AK-56 machineguns smuggled from Nepal. Help other CONSUMERS to be better informed. - --- GOACAN conducts surprise raid of shops at KTC Bus Stand Margao, detects violations, Govt. officials book offences. --- GOACAN conducted a surprise raid at the Kadamba Bus Stand at Margao as part of the ongoing awareness week on consumer rights and got officials of the Department of Legal Metrology and Directorate of Food and Drug Administration to book offences against the owners of the shops for violations of the Acts Rules in force. Consumer Forum volunteers from Velim. Cuncolim, Davorlim, Raia, Seraulim and Nuvem armed with banners, flags and placards participated in the raid of the six shops operating at the Bus Stand with licences from the Kadamba Transport Corporation Ltd. The 6 shops that were raided were Purohit Sweets, Vignesh Cold Drinks, Rudesh Cold Drinks, Pankaj Cold Drinks General Stores, Damodar Sweets Cold Drinks and Mahalaxmi General Stores. The Department of Legal Metrology was represented by the Salcete Taluka Inspector Mr. G.A.Gulburg who inspected the 6 shops after examining the packets identified by Forum volunteers, decided to book the cases under the Standards of Weights Measures (Packaged Commodities) Rules 1977 and then prepared the seizure report panchanama. A total of 342 packets of eatables were seized. The Directorate of Food and Drug Administration was represented by the Food Inspector Mr. Rajiv Korde who also inspected the 6 shops after examining the packets identified by Forum volunteers, decided to book the cases under the Prevention of Food Adulteration Act and then prepared the seizure report. A total of 314 packets of eatables were seized. GOACAN and the Consumer Forums have been receiving complaints that packaged food items are being sold at these shops with no labels stating name of the packer, full address, details of contents, weight, date of packing and expiry date and the maximum retail price. GOACAN is concerned that these shops have been granted licences by KTC Ltd and using their vantage position at the Bus stand, exploit the consumers by putting these food items for sale. The Bus stand is visited by thousands of commuters daily besides the bus conductors and drivers who purchase food items from these shops. Todays action was planned to send a strong message to the shop keepers, manufacturers and suppliers that the Consumer Forums will not tolerate this abuse of the law. GOACAN also took up the matter with Depot Manager of the KTC Bus Stand that the details of the licence holders of these shops must be maintained in South Goa and regular inspections be undertaken by the KTC officials. In this regard GOACAN will write to the Director of Transport, Chairman and Managing Director of Kadamba Transport Corporation to warn all licence holders of all shops at Bus Stands in Goa that they have to strictly follow the Acts Rules in force or else their licences be suspended. Many commuters, drivers and conductors complained to the Forum volunteers that these shop keepers over charge on the MRP of soft drinks and packaged drinking water sold at the bus stand. Meanwhile GOACAN information slips were distributed by the Forum volunteers at the Bus Stand to inform consumers of their rights to proper labelling of all packaged food items and that the violations can be reported to the Department of Legal Metrology on Phone Nos: Panaji 2421037, Margao 2703859 and Mapusa 2256311 and the Directorate of Food and Drug Administration can be contacted on Phone Nos. Panaji 2220245 / 2224639. Our Holy Book gives us a perfect example of repentance and forgiveness in one of it's parables, the parable of the prodigal son, but here we most certainly have a prodigal son in an entirely different form, this prodigal son who had left the Congress fold for mere personal reasons and ego, back stabbing the Congress at the twelfth hour, with a show of arrogance and attitude, but then in a surprise move, supported the very Congress government that he had ridiculed and humiliated just before the election, and was rewarded with a Ministry for his post election support, forgetting all his transgressions, but even after the change of heart from the Congress, during the last three years he has been a constant thorn in the side of Digambar Kamat, threatening to over throw the His government, with the help of the elite G7, lead by none other that our flamboyant Mickky mouse, the dynamic duo of Mickky mouse and the Monster-rat was indeed too hot to handle for the billie (cat) from Margao, but now once Mickky has been taken out of the equation, the G7 has wobbled and what better way and time, to come back to the arms of the ever forgiving mother Sonia Gandhi. Though the theme is the same, the behaviour of the prodigal son is in total contrast, in the Bible the prodigal son repents after spending his father's fortune on life of debauchery, here the prodigal son in non-repentant even after all the scams, and still arrogant. The prodigal son in the Bible came back after spending his share of his father's property, here the prodigal son has come back with wealth a plenty, with a lot of gold on his fingers, neck and may be in a lot of other places as well. The Bible portrays the prodigal son with shabby clothes, and equally shabby appearance but this prodigal son has come back, well dressed and with well oiled mustache and well groomed hair. In the Bible the prodigal son came back with his head down, full of shame but this prodigal son is back with his head held high, chest pushed out, tummy tucked in and his nose up in the air with no remorse at all. In the Bible the prodigal son's return was celebrated by the father but the elder son was disappointed, here the mother has forgiven and the elder brother (Digu) is celebrating, he seems more then relieved that his chair, is now secure, for sometime atleast. The message here that the Congress has sent out, is that the Congress in Goa is nothing more than a mere brothel, join in have fun and leave anytime and if neither party is satisfied with the performance of each other, they can always leave creating the worst of scenes and then come together any number of times for another performance without any preconditions. How gracious Congress hearts and ideologies ? It's politics at it's ugliest best. The question now on everyone's mind is, how long will this love-hate relationship last ? When will the Don Monserrate get an itch for Digu's chair, next ? Will he really anchor in fidelity and keep his vows intact ? Only time will tell, though I must say that the ambitions of crooks do not succumb to the treachery and guile of the same. Among other recommendations, his Report prescribes an income limit for reservation: the implementation of this recommendation and, on its heels, the volte face in which the economic criterion was withdrawn, has had a significant impact on the shape of the Tamil Nadu politics. Sattanathan's phraseology in arguing for the removal of the 'upper layer' or 'upper crust' of the backward classes .. anticipates the current catchphrase, 'creamy layer', which has come into use since the Supreme Court's ruling of 1992 on means testing for reservation. I believe the author is the grand-daughter of Sattanathan. If the recommendations on the 'upper layer' had been accepted, many of the problems in the system as it exists today would not be there. Award Mania By Adelmo Fernandes Recently Goa won the Best Small State award for citizens’ security at the IBN Diamond State Award presentation ceremony, organised by IBN7- Outlook. Ironically, this award has come at a time when the state has seen a spate of robberies. Houses in Benaulim, Nuvem, Colva and Margao have been burgled. The worst-hit were the jewellery shops in the commercial capital. A jeweller was even waylaid and robbed of valuables and cash. Then there was the bomb blast in Margao which, because of divine intervention, did not end in a major cataclysm, though it had the potential of causing damage of catastrophic proportions. As a matter of fact, it was reported that Goa won six of the eight awards up for grabs. These included awards in the category of health care and environment among others. It was reported that at Cansaulim patients were advised not to stay in the hospital at night because the toilets were not functioning. As regards the environment, the Goa Government seems unable to find a solution to the garbage problem which is raising a stink. This brings us to a very important question. How did Goa get these awards? Well, my guess is as good as yours. This was probably possible because there was absolutely no competition in the small state category. By the way, how many states fall in this bracket? Was Goa the only state in this category? Probably. Be that as it may, Goa should not lose heart, given that an international figure also got an award which many felt was one award too big, too early. US President Barack Hussein Obama won the Nobel Prize for Peace for the year 2009. This startled not only the world but Obama himself. But there is a positive side to winning awards you do not deserve. The award lays down a standard which the recipient will be forced to live up to. So the Goa Government will have to pull up its socks as far as citizens’ security, health care, environment, etc, is concerned. Whether those in power will do it is the multi-billion-rupee question. Awards are always welcome. An award could be in cash or by way of a trophy. This is invariably accompanied by a certificate. Many may consider a certificate more important than the award itself. Armed with a certificate of excellence, it always easier to get that that prestigious job placement. We have been receiving awards right from our school days, be it in academics or sports. It is a prestigious thing to win an award. Many homes display the awards their children have won in the showcase in the living room. Awards are not meant to be kept hidden. There are meant for people to see. The print and the electronic media has joined in the bandwagon by announcing awards in various fields. We have awards in the field of entertainment, science and technology, and business among others. But then, like everything else in life, there is a darker side to awards. Choosing a deserving candidate can be very tricky. Several factors could have an influence while choosing a candidate. Having godfathers in the right places can help in ‘achieving’ an award. Money power also plays an important role. It could be said that some awards come with a price tag. In such a situation, undeserving candidates hog the limelight, while deserving candidates are left to lick their wounds. Here are some awards which the state of Goa would well deserve: 1. An award for the politically most unstable state in the country. We have lost count of how many Chief Ministers we have had over the past decade. Politics in our civic bodies is a game of merry-go-round (more the merrier) as there is rotation of chairpersons after every six months. Even then a chairperson could be shown the door even before his six months in office are over. 2. Goa is a deserving candidate for road infrastructure. Our roads can at best be described as more of dirt and less of road. 3. Goa could well get an award for building bridges which do not last for more than a decade. Until 1.30 p.m. Due to the crisis faced by GWS, there was a poor attendance however, all those members who attended were appreciative of the initiative taken by the Managing Committee to find a suitable solution to the existing crisis The issues related to taking action against the erring members, was taken up and the President, named four of those members who were responsible for the crisis and who were placed under suspension (Ex-President Carmo Santos, Ex-General Secretary Gasper Almeida, Ex-Member Suresh Naik and Ex-Member Caetano Pinheiro). Their issue was placed before the General Body to decide on their fate. The General Body decided to terminate their membership and a Resolution to that effect was passed, with an overwhelming majority. The Membership of the four members named in the Resolution (Ex-President Carmo Santos, Ex-General Secretary Gasper Almeida, Ex-Members of the Managing Committee Suresh Naik and Caetano Pinheiro), stands terminated with the passing of this Resolution. QUESTION: Was the termination of their membship done according to the constitution? Is there not an intermin redress - such as an invitation to discuss the matter with the Committee. This is the same sort of thing we have in other places when the committee feel threatened. To my mind, this concern is probably linked to two recent events (i) the shrinking grasp of the mining lobby on the print media in Goa (though it is growing in the audio-visual media) (ii) the spurt in Chinese purchases from Goa reflecting their ore-hunger. For instance, the five-kilometre-long mining truck traffic jams in interior Goa that Pandu Lampiao spoke about (and I saw too) were probably never witnessed in the past. I can't imagine how this can continue without affecting a whole lot of people rather adversely. TNN, Jun 23, 2010, 05.58am IST PANAJI: Is it neccessary to widen the Porvorim stretch of the NH 17 to 45 metres thereby leading to the demolition of structures? Not really, say people in the know. While the PWD has said that the widening of the NH 17 will result in the demolition of only 40 structures in Porvorim, affected Porvorim residents say that about 480 structures, consisting of 1000 units will be demolished, adversely affecting about 10,000 persons. But people TOI spoke to say demolitions in Porvorim are avoidable. They say the anwer lies in a proposed “loop road” which will branch out of the NH 17 at Tivim, connect to the NH 4 in the hinterland and re-join the NH 17 at Bali in Quepem. This road had been proposed in the draft Regional Plan 2021 by the thentask force and is meant to divert all heavy traffic from the coastal belt to the hinterlands. “If that happens, the existing Porvorim road need not be widened so much. Minor widening will suffice to cope with the traffic,” said social activist Patricia Pinto, who was a member of the RP 2021 task force. Pinto said that since the task force had also recommended industrial hubs in the midlands, the department of town and country planning should press upon the government to build the loop road so that it will also help the proposed industrial hubs. Architech Rahul Deshpande, who was also a member of the task force, agreed. “A lot of the heavy traffic that now passes through cities could be diverted through this loop road. But I don’t know if the PWD has taken this up with the NHAI in Delhi.” While stating that after obtaining permissions from various departments and investing money, the Porvorim residents would obviously be aggrieved by the proposed demolitions, Deshpande said, “We have been waiting for the road alignments from the PWD for two years. Each township in Goa needs a bypass. But there is complete lack of planning within the PWD.” Senior town planner S T Puttaraju also said that the purpose of the “loop road” was to divert all heavy traffic to the hinterland. He said the draft RP 2021 also proposes to make Dharbandora and the Usgao Tisk area a traffic and transportation hub and that the loop road would help this purpose. Shameful, the Association has let the game slide...it kills me that kids in the Salcette villages now play kricket (some GoaNetM**on will wake up and ask me whats wrong with kircket- damm it, its not our national sport, its not part of our cultural identity, football is). Not sure its entirely the Associations fault; part of the problem is the foreign coaches. I think with the politicians, one would put them on a boat and let sea currents and destiny take care of the rest. You see, football comes natural to us. Ask Bramanand Sankolkar.he once said he understood football and its finer points almost at the end of his career. He was a successful player but playing came naturallyunderstanding came later if you get the drift. Similarly, style of playing football is something that comes naturally to us Goichis, as children.with the arrival of the coaches (except for Bob Bootland- excuse if the name are incorrect), rest of them failed to understand our football culture, our footballing style, understand us. So todays football is, boring to say the least. I saw Vascu Club train at the Cansaulim football ground...aye saaiba.the players don't get it and the poor coach is tearing his hair. Something is obviously wrong. Does anyone remember a coach for Vascu Club in their glory days. To my recollection, they likely picked someone from Bar Goes and took him for the ride! [Goanet] India qualified for the 1966 World Cup tournament
Following the 1962 World Cup series in Chile, the Organizers of the tournament- FIFA was pressured to make it a truly global affair ; for although India and even the U.S. took part in earlier tournaments, it was basically confined to Europe and South and Central America. Hence, FIFA decided that the 1966 tournament- held in England - would be open to Asia with only one berth. It must be borne in mind,that it was at a time when only 16 countries could qualify- including the hosts and holders. India secured the berth after a series of qualifying rounds; but given the high costs of preparations and foreign exchange constraints, India backed out. The Democratic People's Republic of Korea - aka North Korea- jumped in the bandwagon, and the country's leader - Kim Il Sung - late father of the current leader Kim Il Jong- capitalised on the situation. Given the short time North Korea had to prepare for the tournament, he pulled out all the top single football (soccer in the USA) players and crammed them in a camp. In typical Communist fashion- where everyone belongs to the state- the players went through a gruelling schedule playing nothing but football until they left for England. Their efforts paid off and they eliminated twice holders - Italy from the tournament..(The other countries that had won it twice were Uruguay and Brazil). And Portugal would have been next on the list after the Koreans took a 3-0 lead; but thanks to four goals in 36 minutes by their star import from Mozambique - Eusebio DeSilva, Portugal went on to win 5-3. (Eusebio went on to score five more goals - making him the highest scorer of the tournament which was won by England). In 1970, the tournament which was won by Brazil in Mexico included Africa with one berth- making it finally a truly global affair. (Morocco represented Africa). Fifa later increased the qualifying teams to 24 and a few years ago to 32. however, the holdersdo not get an automatic berth -like the hosts- and have to qualify on their own.. The berths for Asia and Africa were also increased progressively, but also with Europe following the large list of countries that were carved out of the USSR. The Middle East is included in the Asia Group and Australia has to play one team to qualify.. As you will note from this year's tournament, only 3 Asian countries were represented - China, South Korea and North Korea; while Africa gets five berths out of a total of 55 countries on the Continent; but got an additional one this year for the hosts- South Africa. Hence, one must note that the competition is very stiff for even People's China - a great playing nation did not qualify; whilst Senegal which defeated France in the 2002 tournament after winning the 1998 championship- did not make it. If India is really interested in qualifying for the World Cup, she has to go on a long projected program aimed at harnessing some of the top players it can pick up from the huge bank or pool of players. Indian players should be given a chance to play for top European clubs- not third or fourth division teams. This has been the 'trump card of the main African countries some of whose players represent top European teams. You could get the best of coaches and train those young budding: players; inject all the money you have, but if they do not have international exposure, they will not make it by even Asian standards.
