Have a heart Bernardo. And have some patience too!

The post-1961 chappies were obviously not given a chance to take part
in the Liberation struggle, unlike the luckier pre-1961 guys! In
addition, since there are so many varied institutions in Goa
post-1961, the situation is not the same anymore. Schools really have
to compete hard to draw the best students.

In the past, the one eyed was king in Goa. Today, we are all big fish
in a tiny pond. And btw, how's the Macau pond? FN

Government's Licentious Eyes On The Cabo-de-Rama Fort 

 

It is said that Beauty is in the eyes of the beholder, but it does depend on
what sort of eyes the beholder looks at the beauty, it can be plain admiration
or it can be lust. Cabo-de-Rama, is situated on the west coast of southern Goa,
it is about 30 kms from Margao, it has sea on three sides and hills abreast a
plateau on it's north east. The scenic beauty reminds one of Kanya Kumari at sun
set, it is blessed with a beautiful beach and a plateau that's envied and eyed
by a lot of hoteliers. This beach and the adjoining plateau has been used by a
good number of Bollywood producers for film shoots, and music videos, it is
indeed scenic and picturesque, I for one never tire seeing and admiring it's
beauty.

 

The Cabo-de-Rama fort is strategically built, from where it gives a clear view
of the vast coast and the open sea. Inside it's walls it's full of greenery,
over the wall it's just awesome view on the sides of the fort. Though only the
remains old residences of the Portuguese are still around, the Church still
looks immaculate. The Portuguese had built this  church, dedicated to St.
Anthony, right in the centre of this fort, this Church will complete 400 years
next January, about fifty meters from the sides of the Church, all around it,
there are the fourteen crosses depicting the fourteen stations of the cross. The
parishioners of this Church are the residents of Cabo-de-Rama and the residents
of Nuem, which is a small hamlet situated between Cabo-de-Rama and Canaguinim,
at all major Church festivals the residents of Nuem gather at the Cabo-de-Rama
Church. The blessing of the first fruits Navidade is done from the top of this
fort, from where you get the view of all the fields and houses of Cabo-de-Rama.
The processions during the feasts and the Holy week are done around the fourteen
crosses. The feast of the Church is celebrated on the 15th of February with
great devotion and gaiety. 

 

From my childhood I have been hearing various stories that the Cabo-de-Rama 
fort
was to be taken over by the Navy, the hotel industry, Atomic energy Commission,
Airport and the Tourism Department among others, there were also rumors that a
hifi educational institute was supposed to be taking over the fort, but now
finally the cat is out of the bag and the intentions of the government are
clear. The Government is certainly looking at the Cabo-de-Rama fort with
licentious eyes and that has made the Cabo-de-Rama and Nuem residents very much
jittery and anxiety is in the air. We certainly do not have any good reason to
trust the Government.

 

We are all aware what happened when the Anjediv Island was handed over to armed
forces, till today no one is allowed access to the church despite a good numbers
requests and delegations. We certainly do not want our community to suffer the
same and invite nuisance around our place of worship. Ours is a small community
and we surely wouldn't want ourselves to be run over by our conniving
government. We will fight and do everything possible to protect the privacy of
our village and our rights.

 

We have been cooperative with the Government as far as the restoration and the
maintenance of the fort is concerned but we will certainly oppose privatisation
of the fort, it is the land of the community to be use only for the benefit of
the community. Our people have learned a lesson from the mining issue and we
will not be taken for granted. What the Government does in the area, has to be
discussed with the locals and the Panchayat, there should be transparency in any
process that the government undertakes, to see how beneficial or adverse it
would be for the residents of the area. 

 

The reputation of the present Government to support and appease the luxury hotel
consortiums and mega builders against the wishes of the locals is well known,
the concerns and the problems of the locals are not what interests them as long
as they can make a whack for themselves, what happens to the rest is
inconsequential to them. So it is left up to us to protect and safeguard our
interests.

 

Save Cabo-de-Rama fort from privatisation. Let the people of Cabo-de-Rama decide
what they want.

land up at the politicians feet for donations or before liqour barons for a
few bottles of booze. How many parents discuss politics and social issues
with their children? How many parents encourage their children to 
participate in poltiical meetings?  Some parents never buy a newspaper. Let 
us not

hold our youth responsible but parents and larger society are the culprits.
If Sheila is energetic and concerned, it reflects her home environment. We
need many more Sheila's but they can only be a reality if our parents are

[Goanet] Jerry's Gift: 'Soil and Soul and Konkani Folk Tales' by Lucio Rodrigues

Out of a blue, on a sultry summer day in May, I received a gift. It
was a book: 'Soil and Soul and Konkani Folk Tales' by Lucio Rodrigues.
And it was sent to me by Jerry Pinto the writer, who isn't related to
me, but belongs to my village of Moira and who lives in Bombay. Google
for him and see among other things his website:
http://www.jerrypinto.com.

I was especially touched by Jerry's gesture as I have never met him in
person and so the only reason he had for sending the book to me was
because I had drooled over it publicly and had whined that it was so
sad that this little masterpiece was out of print.

Re-reading the book after many years I was as impressed as ever by
Prof. Lucio Rodrigues's essays and the tales he collected.
Incidentally the book was published posthumously in 1974 and has a
foreword by Frank D'Souza.

The essays that comprise the first part of the book include 'Say it
with crackers'; 'The Tale of O Senhor Doutor'; 'To Konna'lo'; 'Mando:
A Look Before and After'; 'All About the Ladainha'; 'They Come and
Go'; 'Pink and Green'; and 'The Chapel on the Hill' Each of these
essays will give an insight into the Goan and especially the Goan
Catholic culture and ethos.

The essay I particularly treasure is 'To Konna'lo' - a delightfully
rummy examination of the Goan trait of classifying other people  using
caste-tinted spectacles. It was only after I read this essay that I
understood the meaning of the seemingly innocuous questions that
people asked me about my village and vaddo and who I was related to.

The folk tales that are collected in Part II of the book are also a
delight. No doubt they are structurally similar to folk tales from any
part of India and indeed all parts of the world, yet they also expose
the peculiarity of the Konkani speaking Goan character. Of course I
cannot help mentioning that Prof. Rodrigues has also collected the
quixotic tales of the Moidekars of Goa: 'The Wise Fools of Moira'.

I hope that Mr. Frederick Noronha and his Goa 1556 publishing set-up
takes it into his head to do a reprint of this book much in the way he
did Teotonio D'Sousa's 'Medieval Goa' and the Peter Nazareth 'Modern
Goan Literature' anthology.

Before I end, I'd like to point out that the 'Of Soil and Soul ...'
book was supposed to be the first part of a Lucio Rodrigues Memorial
publication. More volumes had been planned: 1-  'The Lucio Rodrigues
Memorial Volume II consisting of the Folk Songs of Goa (with music and
English renderings) - mandos, durpods, daknis, ladainhas, ovis and
devotional songs and explanatory essays by the compiler; 2- Collection
of Konkani proverbs with a translation into English; and 3 - Articles
and miscellaneous writings, including translations in English and
Konkani.

I wish that someone checks out from his estate as to whether these
manuscripts are still available for I am pretty certain that these
works will be eminently publishable and readable. The address of Prof.
Rodrigues's wife, Laura D'Souza Rodrigues, who published 'Of Soil and
Soul ...' in 1974 was 18, Girdhar Niwas, Colaba Bombay, 45.

MAKING A DIFFERENCE
Here’s an inspirational story that I first heard from my favourite teacher, Fr. 
Gatti... A visitor to a beach noticed that the waves brought along hundreds of 
starfish. However, when the waves ebbed, they left behind many starfish to die. 
The man decided to save the starfish. He would pick them one by one and throw 
them in the water. 

A passerby observed the starfish saviour with amusement, ‘There are hundreds of 
starfish. How many can you help? What difference does it make?’ This 
kind-hearted man immediately responded, ‘It makes a difference to this one.’ 
And he threw yet another starfish back to the safety of the sea.

We need to ask ourselves: what difference are we making? Big or small, does not 
really matter. Surely, if everyone made a small difference, we would be 
responsible for a big difference. Importantly, for the one who is impacted 
positively by our initiative, we will have made the difference. And for 
ourselves we will have made the difference of moving to being part of the 
solution rather than being audience to a predicament.

Those who initiate efforts, only if results of great magnitude are assured, can 
never really make a difference.  Ayn Rand has said it so well, ‘Throughout the 
centuries there were men who took first steps, down new roads, armed with 
nothing but their own vision.’ To make a difference, we must be better at 
taking initiative, without getting trapped in gauging the scale of impact.

In every situation, let’s BE BETTER at making a difference
... by distancing our actions from the success reference!

Last week, I got a chance to join an alternative publishing conference
in Bangalore, and here are some reports from there. Not Goa-focussed,
but this might be of interest to potential authors among us.

Leonard Fernandes is an interesting young man, working out of Gogol,
Margao. He (and his wife Quennie) returned from the US and the UK
respectively, even while in their 20s, to take to the challenging

Ruben DCruz, despite his strongly familiar-sounding name, is a
Malyalee and an interesting one at that. (It's amazing to find our
colonial cousins scattered in diverse places, with Portuguese and
almost-Goan sounding names, and I've known Paul Gonsalves from West
Bengal, Colin Gonsalves originally from Kerala and so on)

Bhatkal, the publishers mentioned below, are pioneers in Mumbai, and
trace their roots to the coastal Karnataka villlage of the same name.
They have been behind Popular Prakashan, and published books like BG

the 6th East African Goan Convention from 10th Sept. – 12thSept.2010 at the 
Reef Hotel Mombasa .


They have extended an invitation to all the Goan Welfare Society members and 
their families to participate at this Summit.
The theme for the Convention is – ‘Making it better together’ with a common 
purpose of promoting our East African fellowship and culture; recognize change; 
share useful ideas that will help identify new opportunities and enhance our

The post-1961 chappies were obviously not given a chance to take part
in the Liberation struggle, unlike the luckier pre-1961 guys! In
addition, since there are so many varied institutions in Goa
post-1961, the situation is not the same anymore. Schools really have
to compete hard to draw the best students.

Recent statements made by our highly controversial Chief Minister Digambar 
Kamat against women – those who visited him in his office on behalf of village 
groups of Goa, who he told that he does not require their votes, as well as 
against women in general, saying that they should not enter politics, are 
expected. The fact is that Kamat is all for non-Goans, because he depends on 
the votes of migrants in Margao. 

In the Secretariat, he has appointed Anupam Kishor as Joint Secretary (Debt 
Management) and Director of PPP, and has given him several other charges, as if 
there are no capable Goan officers. In this, he has blocked the promotions of 
several Goan officers. 

The chief minister has bad advisors, including his OSD Verlekar, who thinks he 
is the de facto Chief Minister of Goa. Our chief minister thinks he is the CM 
of Margao, and is not ready to help people of other constituencies. 

The High Command should change the chief minister and also Goa Congress 
President Subhash Shirodkar, who does not have any following. Otherwise, the 
Congress is doomed in the next election.

*Once one of Mickky Pacheco’s ‘Men Friday’, CALVERT GONSALVES, recounts his
experiences with the former tourism minister. *

MICKKY AND I first met while canvassing for Radharao Gracias during the 1999
Assembly elections against Churchill Alemao. Mickky said he was supporting
Radharao because he had helped him get out of an assault charge. A South Goa
Deputy Superintendent of Police (now retired) had then made the case file
disappear in exchange for taking his son abroad. Mickky was a very good
listener. He was then surrounded by several ‘Men Friday’ who were flocking
to him for jobs abroad. He had thick gold chains around his neck, gold rings
around his fingers and probably on all his toes. It appeared that Mickky was
walking on clouds.

Mickky had just married Sara and, like a good husband, he went home for
lunch each afternoon. Not to his house, but Sara’s house. The dominant lady
that she was, Sara even regulated Mickky’s diet. Mickky contested the 2002
Assembly elections from Benaulim against Churchill Alemao. Tell me what you
want Mickky asked me, as if he possessed everything to give. Churchill is
my personal friend, I replied. You can support me from inside by remaining
in Churchill’s camp, Mickky suggested. That will amount to betrayal, but
don’t worry I will help you next time, I concluded.

CHURCHILL had been MLA from November 1989. He had changed parties and
created new ones. Whenever Churchill defected, his electorate defected with
him. The opposition against Churchill was poor and he always succeeded in
manipulating his opponents into fighting with each other. Now there was a
valid choice (Mickky). Suddenly people said, Churchill has won election
after election and done nothing. There were others that were simply tired
of the same old face. Mickky’s showmanship attracted everyone. Bundles of
currency notes were flashed and distributed on the roadside, which attracted
the young and old. Not only did he become MLA, but also a minister in the
Parrikar government.

In Benaulim constituency, with Churchill gone, Mickky inherited a mess and
contributed to it. He made a living hell for those who opposed him. ‘Freedom
of choice and expression’ was not in Mickky’s book. Luck kept smiling over
Mickky and he kept abusing his power. Finally, Manohar Parrikar dropped him
from his cabinet.

This is when Mickky came to my house asking for help. Mickky’s humbleness
impressed me. Churchill is not there anymore. So you can help me now,
Mickky reasoned. Will you be able to patch up with people you have
antagonised? I asked. I will do anything you say, assured Mickky. We
first netted Minguel, owner of Joecons restaurant in Benaulim, and this
helped Mickky even in the subsequent general elections in 2007 as Minguel
funded him at a very crucial stage three days before polling day. This was
when Mickky was financially dry and his opposition, John Fernandes, worked
hard to capture the resentment vote.

In a fit of madness, Mickky resigned as MLA in 2005 after joining the BJP
for a few hours. His honeymoon with the Congress and hugging Churchill at
Cidade de Goa lasted only a few days. The bye-election to follow in 2005,
against Francisco Montecruz, was an agonising affair. I had to worry not
just about money, but even winning the election was a doubt. I found that
the hype of Mickky having a fortune in the USA was just a fairy tale. Where
is the place of business in the USA? I asked but was only greeted by a
deafening silence.

THAT election campaign was immaculately planned. Only Dr Willy and Fatima
D’Sa canvassed among the 800-odd Brahmins. Networks were formed and
tentacles used to tap various families. Lyndon Monteiro, Mickky’s personal
assistant, was part of the core group. He had the knack of oiling the
corrupt political system. Lyndon was Mickky’s banker. It was difficult for
Lyndon to keep up with the growing pressure of providing more and more money
and, at times, Lyndon’s hands used to tremble.

With absolutely no money in the initial stage of canvassing, the hype of
Mickky being a ‘money bag’ was capitalised on. Food and booze were kept
flowing to clear doubts of money scarcity. Tonnes of money is on its way
from the USA, I assured everyone around. Village leaders were bought on
credit and paid much after the elections. Mickky’s ‘never-give-up attitude’
was supported by his guts to take quick decisions.
At this time, Viola was already the mother of Mickky’s older son. She
canvassed actively. Even a single negative comment was brought to my notice
and damage control done immediately. A very attractive young lady would
constantly sit by my side and inquire, Is everything okay? Is Mickky going
to win? I would only nod a yes. Her suggestions outnumbered the
questions. She was a pleasant person to have around. Most did not know who
she was, but I did. She was Nadia Joelle Torrado. Viola would constantly
peep out from Mickky’s apartment, but said nothing.

This is to get the candidate in mental readiness that if elected he cannot 
claim the 2nd. term. [Candidate signs an affidavit before he is given the 
ticket and this is one of the clauses . That he will not demand 2nd. Term.)

But nevertheless he can perform in the manner that the 2nd. term is given to 
him.
Not by the Party. The CWC (Constituency Working Committee which is in place) 
decides this.

Club the 'No Second Tern' ( which is not a GSRP constitutional requirement) to  
another constitutional requirement in 'Art-37' - No Dual Posts. Since the 
Candidacy is reserved for the President of the CWC, when this candidate get 
elected as MLA, he cannot occupy this post in the CWC. The new President will 
be the candidate for the next elections. Therefore, the MLA is automatically 
out. But if the incumbent President of CWC agrees that the MLA needs to be 
given the 2nd. Term, he gets it. Otherwise he comes back to the Party fold to 
guide the next MLA. The Party leaves this decision  entirely with the incumbent 
CWC.
GSRP does not allow 3rd. consecutive term to its MLAs. Period

2. Going back to the people.
If you look at the party's Roadmap ( which is the party's permanent manifesto), 
you will see that almost all policies are defined. All that has to be done is 
to incorporate them in legalese and get them passed in the Cabinet or at the 
Assembly level as required by law.  When I say 'going back to the people' this 
is when a new (controversial) policy is to be brought in,  say like 'Reverting 
Panaji back to Panjim'  etc. There is bound to be pros and con on this. The 
government needs to put its cards on the table and let the people air this 
issue before making it into a policy decision. In this case the government 
(just because it can get the bill passed easily) cannot bulldoze the bill 
through the assembly or thro the cabinet. The Party comes in to make this 
decision depending on the feed-back from the people. Just a good management 
practice in order to avoid unnecessary darnas and agitations etc.  later.

  The Ideals set out in your policy or manifesto are indeed noble. If indeed 
you can steer this fledgling party to a MAJORITY  party in the Goa Assembly, 
Goa could be saved. However, some of the rules set out must be changed 
otherwise there will be no movement (Stagnant) if every decision has to go back 
to the people to decide. The purpose of electing representatives is to ensure 
sure swift just and transparent government. Governance if stringently followed 
should ensure that there is compliance with the set policies as described in 
the manifesto and backed up by laws. I must stress that bribery and corruption 
at all levels must be totally eliminated and the system of Governance should be 
so structured that transparency can be observed from all angles thus 
eliminating the doubts and irregularities which are inherent in a society where 
underhand dealings are the norm.

  The one term only policy is indeed a novelty, barring the US and Liberia and 
a few others, no other country or state have them. Once people have tasted the 
fruits of power, they seem to become intoxicated with it and may force changes 
which would undermine this issue which, in itself, is not a major problem.  
Perhaps restricting the service to two terms over a lifetime might work. 
Another issue which is endemic to politicians in Goa is the habit of changing 
parties at will. This must be stopped. If one is elected on a certain party 
ticket, and after being elected wishes to switch parties, then there should be 
a by-election so that the people who voted the party's representative can 
determine the fate of the incumbent member and the party  on whose ticket he 
/she was elected would then have the opportunity to field another candidate. 
After all, the assembly is undoubtedly partisan.

Former Tourism minister’s alleged involvement in the death of 28 year 
old girl from Lotoulim, has thrown up questions of public morality of 
the political morality and the role of the electorate. The question that 
is staring in our face today is why do we keep on casting our sacred 
ballot in favour of politicians who have a shady past, unscrupulous and 
characterless? Is the voter alone to be blamed for the mess we find 
ourselves in? Should it not be the responsibility of the political 
parties to screen their candidates instead of allotting party tickets 
for elections?  Can the chief minister shrug off his responsibility for 
selecting ministers of questionable character?


In Goa, we have reached the cross roads before us are not many. It is 
either the devil or the deep blue sea. Most of the time we either vote 
for a party candidate or independent and more often than not the elected 
candidate lets the electorate down. We have a set of legislators and 
also parliamentarians, who at some point of time have been involved in 
sex scandals, various scams and corruption. Can we forget the Miramar 
sex scandal, where names of some current ministers, DySP and even 
government advocate? Don’t we know that a minister demands sexual 
favours for employment in government service, do we need to remind 
ourselves of a parliamentarian who did all his secretarial work at 
night. Don’t we know of two ministers in the present dispensation who 
traveled to South Africa to seek company of black women? The list can go 
on and on, but our political parties be it national or regional they 
will allot or rather sell their tickets to these characterless 
individuals and then blame the electorate for getting the elected. To 
rub salt into the wounds the top honchos in the political parties have 
the cheek to preach, “You get the government you elect”. What the 
political parties are telling us is that they are not morally 
responsible for their candidates, but the voter is expected to exhibit 
moral turpitude when casting his or her ballot. This approach reeks of 
double standards.


Take the example of the fugitive former Tourism minister Mickky Pacheco, 
Education minister Babush Monserrate made their entry into politics on a 
regional party, when national parties had rejected their candidature. 
The top brass in the regional party canvassed for them, extolling their 
virtues before the electorate, but today these same individuals are 
pointing fingers at the voter for electing them. Should these same 
individuals be allowed to set the standard of morals for others when 
they lack it completely?


Let us reflect on of our legislators. Dayanand Narvekar was accused of 
molesting a girl in his official chamber when he was a speaker and had 
to resign. The election that followed Congress party again allotted him 
the ticket, but was defeated by the voters. Thereafter and till now 
Congress party has been allotting him a ticket and the voters too have 
returned him to the assembly and every chief minister that followed, 
appointed him as the minister. Even after his sex scandal he was 
involved in the One Day International cricket match ticket scam, but 
chief minister Digambar Kamat chose him in his cabinet only to drop him 
a year and half back to accommodate Atanasio Babush Monserrate.


Cases of extortion and money lending were registered against Monserrate 
even before he was elected as a MLA. Despite of his criminal background, 
United Goan Democratic Party, one of Goa’s regional parties allotted him 
the ticket to contest his first election and emerged victorious. The 
then chief minister Manohar Parrikar roped him in to support his 
coalition government and secured him a cabinet berth. Subsequently 
Babush filed his nomination papers as Congress candidate but ditched the 
party at the eleventh hour and filed another set of papers and contested 
and won as UGDP candidate. During the last three of Digambar Kamat 
government, Monserrate led a mob of his constituents and stoned the 
Panjim police station thereby injuring many policemen and women, his son 
stands charged of raping a minor German girl and Babush himself stands 
charged of attempt to murder, but the chief minister admitted him in the 
cabinet.


Mickky Pacheco was charged with rape in the 90s, thereafter in 2000 he 
was charged, tried and acquitted in a shack burning case, so for this 
law maker being on the wrong side of law is nothing new, but inspite of 
it UGDP allotted him a party ticket to contest the first election and 
the then chief minister Manohar Parrikar inducted him in the cabinet. 
Subsequently Mickky joined NCP and contested on its ticket. His success 
in election was rewarded by chief minister Digmabar Kamat by appointing 
him as Tourism minister knowing very well his criminal record.

Fortunately for your tax bucks, Francisco ‘Mickky’ Pacheco, the former
Minister for Tourism blinked first in the Mexican stand-off and resigned,
but don’t pop that bubbly yet, your good cheer could end sooner than later.
Because, instinct suggests that Srikanth Halarnkar as tourism minister (as I
write this on June 15) may already have both eyes on the tourism convention
calendar and a hand on the phone. You have doubts? Then why did he say
post-induction: “I have no demands blah, blah, blah”. Plus this gem: “I will
resign my ministership if Mickky Pacheco gets back” or words to this effect.
In the double-talk of politicians, it simply, means: “Demands? Boy, I
haven’t even begun/just wait till I start making them.” Also, for the reason
that tourism ministers and officials of both the Goa Tourism Development
Corporation and Tourism Department simply can’t resist packing their bags
and taking off behind their masters on foreign junkets, like supporting
actors, in the Flying Circus. In the past, it happened each time a new
minister took charge, Mickky only took it to a new level. His reputation for
long-haul flying even gave Manohar Parrikar the opportunity to sack him as a
minister while on an expense-paid trip on 4 June 2004. Heaven help us if he
were the sports minister today. His air and World Cup tickets would have
been a waste after costing us an arm and a leg. To think, he would have
stayed the entire course of the World Cup.

On Mickky’s trail

On 09-17, 2008 November he flew Mumbai-London-Mumbai which cost Rs 2,54,489
and was paid DA of Rs 23,076. The question is, should a government perk like
DA be paid to a minister on a foreign junket when even his restaurant tips
are covered. It’s logical or rather or rather makes sense if a minister
flies off to Mumbai, but abroad, DA? Then there was his cab fare (see what I
mean?) of Rs 2,40,000 (did he hire helicopters?) and hotel expenditure of Rs
1,49,310 making it a grand total of Rs 6,66,875 of tax money squandered
away. Wasted, because what good does it do, participating in foreign tourism
conventions to sell Goa over and over again with nothing new to offer and
even less to show by way of improved tourist infrastructure. The squalor in
the Colva creek will persist, tourists will continue to balance sightseeing
with garbage sighting, and get short-changed at each transaction virtually.

Mickky gets picky

On 20-24, 2009 September he flew Mumbai-Dubai-DME (Russia)-Dubai-Mumbai,
Business Class which cost Rs 53,710, was paid DA of Rs 8,104, strangely did
not incur any cab fare but incurred a hotel expenditure of Rs 81,600. Total:
Rs 1,43,414.

Goldfinger gets brazen

Yeah, I know, I know, he doesn’t wear them nowadays, but I couldn’t resist
it. He was airborne again on 09-22 November, 2009 flying
Doha-London-Helsinki-Copenhagen-Zurich-Rome-London-Doha, Business Class,
spending Rs 1,87,621 on airfare, got paid DA of Rs 64,650, spending nothing
on cab fare and incurring a huge Rs 1,36,386 on hotels. Total: Rs 3,88,657.
All of which really, really makes the airfare of Rs 2,54,489 to London very,
very suspect, as is the equally questionable cab fare of Rs 2,40,000 and I
do know London cab fares are exorbitant. But to spend Rs 34,285.71 per day
on cabs when you are supposed to be hard selling Goa! Whatever the facts
behind these three hugely unnecessary junkets, Micky did manage to spend Rs
11,98,946 of your hard earned money. But with every new fact tumbling out on
la affaire Mickky, go figure the hows and wherefores.

2008 Year of Coincidence

Like his buddies, Babush began his flying with that familiar airdash to you
know where on 22-23 September, at a cost of Rs 57,510+355, total Rs 57,865;
followed by another to Delhi on 25-26 November, Rs 51,320+355, total Rs
51,675. Why coincidence? It just happened that of the 17 flights he took,
nine took place when Vishwajeet Rane was also in Mumbai, which to the Goa
G-7, is like Davos is to the real G-8 and corporate czars. For the same
reason that on 15-21 December (cost: Rs 24,705+1,655, total 26,360) when he
flew to Mumbai, Rane was there (18-24). Still think I’m on a flight of
fancy?

2009 more happening together

He began the year with a flight to Delhi-Mumbai between 06-11 January, that
cost Rs 60,828. Rane was there too (06-09). 08-11 April, Mumbai, Rs
19,868+960, total Rs 20,828; 13-17 April, Mumbai, Rs 19,868+1,185, total Rs
21,053. Monseratte’s next five flights to Mumbai coincided with Rane being
there YET AGAIN. Rane was in Mumbai on 27 April-01 June. The flights are: 1)
27-28 April, Mumbai, Rs 22,013+520, total Rs 22,533. 2) 15-24 May,
Mumbai-Delhi-Mumbai, Rs 63,787+2,340, total Rs 66,127. 3) 19-21 May, Mumbai,

For one thing the report initiated by me was focusing on the aspect of the
Centenary of the School and remembering and honouring the great
personalities of the past; for another thing post '61, the school certainly
has not produced cynics and bitter frustrated people who crow and drool
about a regime which was shaken off from Goan soil like a flea off a dog!

Post '61 the school has produced people across the spectrum of vocations and
professions - priests, doctors, lawyers, chartered accountants, engineers,
but most of all educated citizens, who under the previous regime could not
have even dreamt of  acquiring, a learning.

I said it before and I say it again. Tirupati is like a magnet for many of
our montris and our chief montri. He was there on June 23. It’s not a
coincidence that Kamath was there days after Babush merged his UGDP into the
Congress giving the Grand Old Party 19 MLAs. That’s not all. Kamath is
secure now that he has co-opted the “CEO” of the Group of Seven. No wonder
he was in Tirumala to give thanks.

Mumbai, here I come

Manohar ‘Babu’ Azgaonkar, Minister for Panchayat Raj  RDA

The flight plans of our montris tend to sometimes reveal a little bit about
them, like for instance, visiting Mumbai is like an adrenalin rush for many.
It varies too. Nilkanth Halarnkar got his rush recently promising everything
he wasn’t, for the love of God, ever going to keep but had to say because
they think you and I are dimwitted. Other montris get their rush flying
Business Class. It’s free in any case. Babu Azgaonkar gets his, flying to
Mumbai. Of his fifteen flights made between April 2008-January 2010, ten
were made to Mumbai, and only two to Delhi. But he did, by the way, go easy
on your tax bucks, flying Business Class on four occasions only. Don’t thank
him yet, he might change his flying habit after reading this. In fact, the
government could do well by accepting his flight fares as an average or MRP
if you will for flying your montris to Mumbai and Delhi. Babu Azgaonkar
could, as a matter of fact, offer his services as adviser on low cost
flying. Case in point: his flight Mumbai-Kolhapur cost you a piddling
(compared to what his compadres-in-the-air blew) just Rs 3,350 in April, a
time when fares actually sizzle. Take a look.

A lot has been said about the crap (literally) dumped by the offshore
Casinos and pleasure vessels, more so after the pollution control board woke
up from hibernation, blinked, poked its still-drowsy head into the squalid
waters of the Mandovi, and surfaced quickly pronto as if it had sighted the
Loch Ness monster. Only this was not the north of Scotland. It was not even
our own little Nessie (as the Scots affectionately call the LN). It was like
the crap hit the ceiling as the saying goes. Everyone was running
helter-skelter, one daily (not Herald) even turning it into a circus.
Whatever happened to action taken? If there was action to be taken, that is.
Anyway, here’s an itsy bitsy bit (but which ought to raise a stink no less)
of information, no one bothered to dig up then. My point being for all the
crap and garbage the poor Mandovi gets, see what your government gives the
rich Casino and pleasure vessel owners in return? Talk of inverse
proportional benefits to the rich!

The Captain of Ports Department has four jetties in Panjim. The Malim jetty
which the Mandovi Fisherman Marketing Co-Op Society has virtually
commandeered and where someone, I am not sure who, even collects an entry
fee from shoppers brave or foolish enough to buy the rather expensive fish
sold there. The other three jetties are allegedly used on a temporary basis
for berthing mainly the pleasure boats on what is called “touch and go
basis”. Quaint. Only your government could think of such a catchy turn of

Lucknow, June 28 (IANS) If the several mango drinks available in the
market are not enough to give you a kick, a group of scientists here
have developed wines made of mangoes that can take you really 'high'.

This unique product is a success story of the Lucknow-based Central
Institute of Subtropical Research where a team of scientists led by
Neelima Garg have created three different wines squeezed out of the
three famous mango varieties grown here -- 'Dussehri' , 'Langra' and
'Chausa'.

Just as each of the mango variety tastes different, each of the wines
too vary in taste as well as flavour, said Garg, who had been working
on the project for quite sometime.

Unlike grapes, which gave birth to wines, mango juice is very thick
and therefore, requires to be treated before being put to use for
brewing wine; but the end product could one day give the traditional
grape wine a run for its money, she feels.

According to her, the process of fermentation is not very tough as
mango contains huge quantity of sugar, which is the basic source of
alcohol, but balancing the viscosity is what needs to be done very
carefully.

Asked what inspired her to undertake this new project, she said:
Well, we thought if France, Italy or Australia had made a mark for
themselves in the wine industry, essentially because of their large
grape produce, why don't we try our skills with the abundant mangoes
in this region.

She said the success of the grape industry in Maharashtra also
encouraged us to go ahead and attempt.

Institute director H. Ravishankar feels, with a range of seven to
nine percent alcohol content, this unique wine would surely be a big
draw with all fond of good liquor.

He was, however, apprehensive about taking the production to a
commercial level.

Since the cost of large scale production would initially be high, any
commercial production would require major excise concessions to make
it compete with the existing wines in the market.

Goa Sudharop's theme for 2010 is YEAR OF THE GOAN VOLUNTEER SPIRIT, and our 
Youth have stepped up to the plate by organizing a volunteer drive. They 
challenge you to take flipflop challenge for youth.

- Try walking barefoot outdoors for a day this summer or winter. Now imagine 
young children having to walk barefoot, on hot roads, on unclean and possibly 
unsanitary streets in Goa. Together we can team up and send flip flops to these 
children, they not only offer a healthier alternative to walking barefoot, but 
are a fun and simple way to offer a child or toddler a feeling of ownership 
while adding to their confidence and dignity.

The 2010 flip flop campaign has 4 drive options:

1. Flop Drop:  We will have youth from different parts of the San Francisco Bay 
Area hold a flipflop drop off in their area where people could drop off flip 
flop donations. If a drop off is held in other parts of the U.S. I would 
suggest donating an additional $1 to help cover costs of shipping.

2. Flipflop global: Donate online at Goa Sudharop website (click on DONATE on 
the Home Page), a suggested minimum donation of $3 donation will easily cover 
the feet of a child or toddler with a pair of flipflops.  $15 would make 5 
children happy.

3. Our team will also contact organizations such as Old Navy, Target, and other 
possible businesses, to see if they would help support this cause.

4. Hold a booth at a local event that will permit guests to donate.

The Goal for 2010 is 100 pairs of flipflops

This is a proud moment for us Goans, especially for the medical community. 
One of us, an alumnus of our Goa Medical College, has made international 
headlines. He is none other than Dr. Jayant  Vaidya, son of late Dr. Sharad 
Vaidya (who was a consultant general surgeon practicing in Panaji, with 
great penchant for cancer surgery, our teacher in the ‘60s and founder of 
Goa Cancer Hospital).


Who is Dr.Jayant and what has he done? Dr.Jayant is a Consultant Surgeon at 
the University College of London. A brilliant oncologist, he is a world 
renowned researcher. Intensely engaged in the study of breast cancer since 
1998, he pioneered the novel technique: TARGIT (TARGeted Intra-operative 
radioTherapy) which involves giving radiotherapy to the tissues surrounding 
a breast cancer soon after its surgical removal.


It is well-known that the mere surgical excision of the cancerous breast 
lump is not enough. More is required to prevent tumor bed recurrence. 
Post-surgical radiotherapy is a must. The earlier modality (external beam 
postoperative radiotherapy) had obvious flaws.


Dr. Jayant Vadya’s novel method with the acronym TARGIT is going to 
revolutionize breast cancer treatment. What is more, the recently concluded 
phase 3 trials have substantiated one thing: Dr. Vaidya’s method is the 
best.


Credit is due to Dr. Jayant in every way: he coined the onomatopoeic word, 
set in motion the various trials and now led the successful completion  of 
the final necessary research to prove his point.

*There is currently a lot of criticism about the ‘tolerance’ of Goans, as
they are in increasing numbers speaking out against the fast deterioration
of Goan culture and identity with the rapid influx of migrants and the fast
changing demographics. I do appreciate that tolerance is the need of the
hour to make the world a better place, but let us put tolerance into a
correct perspective for Goa.

Nobody can dispute the enormous tolerance and hospitality exhibited by
Goans, simply from the fact that around 40 per cent of the population of Goa
is non-Goan. I would like for the critics to compare this with the
demographics of other states. If they keep silent, it is because they don’t
face the same crisis.
As Goans, we should continue to be tolerant, respectful and hospitable to
all people. But this does not mean it is wrong for us to put in safeguards
right now to reverse the erosion of Goan identity and protect Goan
interests.

In the UAE, where I temporarily reside, the vast majority are non-nationals.
Many are allowed to even buy land, but restrictively. This country in its
wisdom has put in fair safeguards to ensure that the UAE will always remain
with its own people.
We are all Indians, but India is made up of so many cultures and identities,
each of which has a right to be preserved and protected. Even European
governments today realise that there is a logic in migrant control, and are
converting Europe into a sort of fortress, with increasingly tighter
immigration policies. Those being accepted are made to undergo compulsory
integration into the local population.

In the homes that we live in, we can and should be very tolerant and
hospitable to our guests, or any person for that matter. But does this mean
that we should give away our homes to them? Surely, nobody will dispute
this!

I was very privileged to attend the konkani tiatr written and directed by 
Raymond Menezes a multi-talented writer, director, actor who has been active on 
the Konkani drama scene in Canada since 1989. Also known as Jr. Menezes on 
stage the konkani theatre impresario in Toronto, Canada and was produced by 
James Fernandes on Sat June 19, 2010. 

James is ex-Dar and from the Gaikwad family who owned and operated Vayle 
Springs Florists and New Palace Butchery. James is a dedicated individual who 
comes from a very creative family of ten and has a very good eye for the arts 
as was evident in Tanzanite Toronto 2009 of which he was the President. He 
involves himself whole-heartedly in the goan community events giving back to 
the community without asking for anything in return and he is indeed a 
visionary. He is soft spoken, always smiling and genuinely happy to see his 
fellow Tanzanians and goans in general. I remember walking in his family's huge 
gardens in Tanzania and marvelling at the beauty and I guess beauty and 
appreciation of it has been rubbed on to him by his family. He is always 
willing to lend a hand wherever one is needed in spite of his busy schedule. 
He, together with his wife Sandra (yes computer Francis Miranda and Rosy's 
daughter) together with their children, personally went to
 Tanzania with gifts and love for the children of the Mother Teresa's Mburahati 
Orphanage as well as the Msimbazi Orphanage in Dar es Salaam run by Fr. 
Mansuetus and since their return have been trying to raise funds for these 
forgotten children, to give back to the children of Tanzania who we too once 
were. This project called the 'charity outreach ' was part of his Tanzanite 
Toronto 2009 Presidency Mandate and he made sure that all items were personally 
delivered. James has been involved in many projects over the years in Toronto 
and the outcome is always the same - excellent. Although never or maybe seldom 
acknowledged for his artistic and creative talent, he is always humble and 
never loud to overpower his concepts. 

I was very impressed by the visual effects which were second to none during my 
entire life attending the konkani tiatrs in Toronto since their inception. 
Raymond (Junior) was given this opportunity by the late Richard Fernandes who 
started the Goan Konkani Troupe in Toronto and introduced Junior to the Group. 
Junior hails from Sonarbatt, Quepem, Goa. He has been involved in Tiatr since 
his childhood, having written his first drama at the age of 13. Soon after 
immigrating to Canada, he presented his first Tiatr in Toronto in 1989. In 
1999, he performed with Goa's Melody King and Radio Star the late Alfred Rose, 
along with Rita Rose. He also directed M. Boyers hit Tiatros like Burgim Anik 
Bangar, Adim tem atam hem and Rosferns Budhvont. Jr. Menezes usually does 
comedy roles and is called the Jancint Vaz of the Canadian Konkani stage. 
Amongst his other tiatr achievements, was 'Adeus' which he wrote, directed and 
participated in.

Junior definitely put a lot of time and effort into this production and it 
showed. Everyone who attended this event went home with a lump in their throat 
as to how much this young man is trying to put our beloved Konkani and our 
homeland of Goa on the map and in each and every goan's mind. I was fortunate 
to travel with Jr. Menezes to Goa in December 1994. He has such a passion for 
Goa, the land and its people and especially the language which is unique. He is 
a very passionate man when it comes to Goa and all things Goan.

The curtain opened with a family among others boarding a flight. A flight that 
ended in tragedy and left behind a young orphan girl Roma. The visual effects 
of the crash were simply amazing. Roma was raised by her paternal uncle, his 
wife and their son. Growing up in this extended family was no easy task for a 
little girl who just wanted to be loved but the aunt was not that giving. She 
made the little girl's life hell on earth and were it not for her young cousin 
and uncle, Roma would indeed be alone.

Thanks to A.C. Pereira for co-ordinating the visual effects with Jr. Menezes 
and to Josie (Josephine) Carrasco (nee Dias) for being a right hand person for 
the konkani tiatr. Josie I understand worked tirelessly with the cast and 
learnt everyone's lines so that she could prompt them when needed. Winnie 
Crasto received the Richard Fernandes Award, which was donated by Jr. Menezes 
in memory of the late Richard Fernandes and presented by Richard's wife Rosy, 
for making her mark on Konkani tiatr and for giving of herself with love and 
passion. Amongst other recognitions handed out, were the producer recognition 
awards which were given to Josie

COMMENT:

It is time for Goans to (perhaps, finally) accept that Goa is firmly a
part of the Indian Union. Nothing will ever change that.

As of December 1961, Goa and Goans are governed as per the Indian Constitution.

Until Arwin Mesquita manages to (single or two-handedly) amend the
constitution, there is NOTHING he or anyone else can do about the
influx of Indian citizens from other parts of India into Goa.

No point telling us about Kashmir. At the point of accession, the
Kashmiris organised their demands. No such event took place with the
freedom fighters of Goa.

No point referring to the tighter immigration controls brought about
by European countries. First of all, Goa is not a country. It is a
State within the Indian Union. Immigration control is not a State
responsibility in India.

Even in Europe, citizens of the first set of member-states have every
right to enter any country within the EU to look for a job.and IF
they have funds, to buy a house. Even Konkani-only speaking Goans with
Portuguese nationality can do that.  In fact, any body from anywhere
in the world (who does not have a known criminal record) can buy a
house (say) in the UK or Eire (at least). All you need is clean funds.

So, I say to Arwin: Get used to the facts of life. Nobody can legally
prevent any Indian citizen from migrating to Goa. Not even your new
pal, Shri Winston.

BTW: The last day to legally prevent uninhibited migration into Goa
was Dec 19, 1961
