The name of the municipal buildings in portuguese is : CÂMARA MUNICIPAL.
Curchurem/Sanvordem was not a municipality during the portuguese time 
so any municipal building must be (as the one in your picture) recent. 
 
In SANGUEM there was no CÂMARA MUNICIPAL but a 
EDIFICIO DE REPARTIÇÕES PUBLICAS 
(like the one in Vasco), meaning that, in that building were working many 
public departments. 
That building is not only the part that you photographed but includes all the 3 
entries.  
It is probably from the end of the last decade of 19th century. 
In 1944 it was the Municipality, the Fazenda and a Library. 
 
The CÂMARA MUNICIPAL DE PONDA. It was built between 1885 and 1896 
and was probably the headquarters of Administração das Matas and the house 
of it's director. 
 
The CÂMARA MUNICIPAL DE QUEPEM. 
It was built between 1881 and 1896 (in 1880 all the public services were 
working in
 the military facilities).  Next to it from the same date is the FAZENDA.
 It is possible that this was also the old court house (TRIBUNAL).
 
In CHAUDI, CANACONA i think the building, that in end of 1950's was the 
CAMARA MUNICIPAL,  was in 1998 the OFFICE OF ADEI. By a report i found 
dated from 1944, the CAMARA MUNICIPAL 
at that time was working in a building that looked like a private house and, 
in fact,  was also the house of the administrator of the municipality. 
The building in your picture looks to me like a transformed school. 
I think that the Câmara Municipal de Canacona didn't had, in portuguese time, 
a specific building. 
 
Also from that report i know that in 1944 there were 2 buildings in Pernem with 
municipal offices. 
One was an old building from the municipal administration and there was the 
CÂMARA MUNICIPAL built around 1944 and all expenses paid by the 
Vassudeva Atmarama Porobo Desporobo,Viscount of Pernem (son).

A Dominican priest, who researched investigative journalism in India,
says sting operations can be ethically used, even within the Church.

A “sting operation of a low intensity” may be applied to the Church
“as a last resort” for the common good, says Father Francis Arackal,
who was awarded a doctorate for his work in Rome’s Gregorian and St.
Thomas universities.

The 49-year-old priest recently published his research-based book, The
Indian Media - How Credible.

It deals with investigative reporting in India in relation to the
Indian Express, which he said pioneered investigative reporting in the
country.

He said his studies have proven that investigative journalism,
including sting operations, helps “bring out hidden truth.” It
corrects wrong popular presumptions, and works as a corrective social
force, he said.

During his research, he studied the trend of using impostors, hidden
cameras and new technology in the media’s investigation of issues.

Truthful reporting of corruption adds to the credibility of the
publication, he said.

However, the priest is against using hidden cameras and other
technology in investigating the Church because “Church people are
basically a moral force” and they “are open.”

Besides, there are “so many other ways to know the truth” in the
Church, he said.

In the Church, “maybe we can use people to know the truth without
bribing them,” he said.

The priest said his book, published early September, is the second
such book on investigative journalism published in the 230-year-old
history of the press in India.

After reading a clarion call given by one Goanet member to see other side of
the coin on above subject, I realized that I had forgotten that the present
CWG is organized by our India, our Indian Congress party and our Congress
politicians combine. When this is the fact, how can I, being an Indian
citizen, talk and or project anything else other then good of even worst
things. 

In this positive direction, I must now say that our ruling congress party
has done commendable job in organizing CWG with common wealth of all Indians
without even worrying about prevailing poverty standards of Indians. This
full show has cost India just meager 35,000 Crores of rupees.  

CWG in India equals total transparency with absolutely 'zero' corruption.
'No one will be spared for any corruption charges (if proved) after CWG is
over' is a strong message conveyed by UPA president through Prime Minister
of India. 

For sure, for the first time in history, India has done something unique
which no other third world country can do. This commendable, spick  span
work of India must be admired by all participants of CWG and by entire
world. On these count, entire world leaders must recommend Indian organizers
names for a Nobel Prize for showcasing unbelievable and indescribable!

Dear all,
Thank you very much for those who wrote in both privately and publically and 
JoeGoaUK for the photographs. I was under the mistaken impression that the 
State 
bank opposite the Secretariat was the Banco Nacional. 


What a wonderful and varied history we Goans have and possibly one of the most 
interesting and colourful in the Indian subcontinent. If anyone has interesting 
anecdotes of their life in Panjim to share between the years 1940-1955, I'd 
love 
to hear them. 


Also if anyone knows how and why Fontainhas developed as it did, it would be 
interesting to know. Was it perhaps to house the administrative staff in 
Panjim, 
who would then go back to the ancestral properties in the villages over the 
weekend?

I spent three years of my life in Panjim at the Altinho and because I had 
friends in Fontainhas, I spent a considerable amount of time there. It was just 
like living in Europe and I loved every minute of it.

I do not know whether God (as perceived by many or otherwise) exists or not. I 
do not believe in miracles which defy science, which is so far evolved 
(hypothesized and proven). I strongly believe that the Universe is 
self-regulating and self-controlling mechanism due to its infinite size, 
infinite objects, infinite distances and infinite inter-object forces. An 
object like our Sun or Arcturus (1K times bigger than the Sun) or Antares (1 
million times bigger than the Sun), however large it may be individually, 
cannot disturb the entire universe. If there is imbalance at some stage, one 
collapses taking with him few hundread others till balance is re-established. 
Infinity ensures that the balance shall be established.
However, I abide by the teachings which are considered as told by the God, 
because they help the humanity to be restraintful (whether out of god-fear or 
otherwise). I therefore believe in God even though God, as perceived by many, 
may not exist. If it is scientifically proved some day that God does not exist, 
I will consider the infinity (self-regulating universe) as the God and continue 
to abide by the teachings referred above.
On the other hand: what if God does exist and you have been denying the 
existence all along?

this breaking news.


It is well understood the wide blanket put on this news item in the other 
newspapers.


Vishvesh Parab of Valpoi , son of Ashok Parab  has filed his nomination 
form for the 19-Valpoi by-elections to be held on 18 October, 2010 as an 
Independent Candidate.


This is to counter his father's nomination filed as a dummy for Vishwajeet 
Rane.


Vishvesh Parab has declared that his father has been made to file the 
nomination , sort of by force,  to gain acceptability for Vishwajeet Rane 
within the masses.


Vishvesh  Parab has further declared that he is not going to withdraw his 
nomination at any cost, and will go through the exercise confidently as the 
masses at large are supporting his move one hundred per cent and since they 
know the wheelings and dealings of Vishwajeet Rane vis a vis the 
mis-management mess that he has created and the sycophancy created.


It must be remembered that Goa Su-Raj Party wanted to field Sebastian (Seby) 
Rodrigues [the Goa Naxalite] and he had readily agreed. Talks were being 
held with the groups supporting him on the anti-mining agenda. However, the 
early poll declaration has left him and the supporting groups with no other 
alternative but to abandon the exercise since the elections are called very 
early and leaves no time for  cobble-stitching  much support. November end 
was OK as according to them.



Hence, the Goa Su-Raj Party is adopting Vishvesh Parab as its candidate and 
announces to the world of Valpoi that they should vote for him and no body 
else.


Hopefully, Vishvesh will keep his promise and not withdraw at any cost and 
when  elected, he should not compromise on his anti-Vishwajeet - 
anti-Congress - Anti-BJP stand . On this premise, the Goa Su-Raj Party 
supports Vishvesh to the hilt and wishes him God-speed and God-support to 
undo the devil who is VISHWAJEET RANE and the major devil which is the 
CONGRESS PARTY.


The Goa Su-Raj Party also respects Vishvesh Parabs uttering's that he is not 
supported by any political party and that he is on his own as an 
independent. However, Goa Su-Raj Party wants to go on record to say that it 
has  NOT established any contact with Vishvesh Parab and is  not likely to 
do so in the near future. But in appreciation of his elegant move, the Party 
is extending it's full support to him and exhorts all anti-mining groups, 
Seby Rodrigues of goasuraj included to work for Vishvesh Parab's election 
from the 19-Valpoi constituency, if they feel that he is as genuine as he 
has himself made out to be.

[Goanet] The despicable lie of Special status

Of all the lies our politicians have told us the lie of Special Status has to 
be 
the most despicable. Why do they lie to the people through the teeth? If these 
politicians truly intended to save Goan land from outsiders there is 
absolutely no need to wait for special status, which they fully know will never 
come, because we Goans are not the type to take AK47s and roam the streets. To 
protect the land, there are plenty of things they can do without Special status.
 
a) Impose a 50-75% tax on any non-resident Goan buying property in Goa. This 
will affect NRI Goans but a caveat can be added to protect us.
 
b) Increase the years for transfer of ownership. Right now I think if it is 
sold 
in less than 3 years it is hit with tax. Three years in nothing. This measly 
time-spam is causing speculative buying from outside of Goa. Increase it to 10 
years. That way, we build a housing market for Goans, not non-Goans buying 
holiday houses.
 
c) Let the government offer long term 30 year housing loans at rock-bottom 
interest rates to resident Goans. This will ensure more middle-class Goans can 
afford houses and land plots.
 
d) Pass legislation to protect the aesthetic identity of Gan villages. Stop all 
mega-projects in Goan villages as these irreversibly destroy the social and 
aesthetic fabric of the Goan village. The idea of stopping mega-projects for 
building violations or that they cater to the elite will not work. These are 
short-term protests which any builder can argue against. 
 
The defacement of the Goan village is a crime against humanity. The only way to 
preserve something so unique as the Goan village is to make a case for it being 
an effective model of administrative and social governance, which doesn't exist 
elsewhere in India and for it to be preserved rather than destroyed. If you 
examine the model of the Goan village, it is very European in nature. It is a 
square, at the centre of this square lies the Church and surrounding it is the 
post-office, a small school, a few shops, a pharmacy and maybe a health-clinic. 
Life then spans out from this centre. It's a carefully planned model of a 
self-sustaining living habitat that is so rich in its social interactions that 
I 
can honestly say it doesn't exist in most parts of the world.
 
All of these are not novel ideas. They have been carried out effectively in all 
parts of the world but most stringently in the UK where land and especially 
heritage and agricultural land is premium.
 
These MLA of ours travel abroad at tax-payers money all the time. Can they not 
take home some of these ideas. The truth is, these people don't care for the 
land nor the people. But they are very good at fooling people. They just don't 
care.

Recently there has been extensive bad coverage on all leading channels i.e. BBC 
News, Sky News, etc. regarding Commonwealth Games in Delhi which has made every 
Indian bow his head in shame.   It was disgusting to see the toilets/rooms 
filled with red paan stains all over which pictures were shown worldwide.  This 
gave the impression that all Indians dont have hygiene at all which is  really 
not the truth.  It is really important that spitting/chewing paan is banned and 
so too urinating/answering call of nature  in open spaces

 

While there are many culprits in Indian politics who will sell their country or 
even their family members to make profit at any cost , many do their best for 
their country.  While the vast majority are corrupt, we can pick up our Prime 
Minister, Manmoham Singh as a clean politician.   Sadly corruption is a way of 
life in India and I cant even dream when there will be no corruption in India.  
If only corruption is eliminated, India would have been a  powerful   
fantastic nation.  Instead of focussing on the negatives, let us also try to 
look at the positives.

 

 

The following article by Shekhar Gupta, ( Source Indian Express )  makes 
interesting reading.

 

For weeks now, we have played that game with such panache. We love to abuse and 
curse ourselves. But we are absolutely delirious with joy when foreigners, 
particularly the white Western nations do it. So every bit of scorn heaped on 
us and our capital by English and Australian tabloids is now being celebrated 
as if we have finally been shown our true place in the world. We have neophyte 
prime minister of Australia more or less predicting (if not wishing) a terror 
attack in New Delhi, a fact that she forgot to share with her cricket team 
before it left for India. We have assorted New Zealanders, Welshmen and even 
Scots turning up their noses. Now we even have the head of the Australian 
Olympic Committee suggesting the Games should never have been given to New 
Delhi. And once again, all we do is unquestioningly play these up as if they 
were certificates of great accomplishment of some sort.

Nobody asked the preening-with-delight Australian Olympic Committee dude who 
lamented that the Games had to be given to Delhi because the Commonwealth Games 
Federation was under-funded, why he could not get one of the more civilised 
members of the Commonwealth to save the only thing that reminds their old 
subjects that such an anachronism still exists. Did we ask the Scotsman who 
wasn't sure his contingent would come if he, as the host of the next CGW, was 
conscious of the consequences if India retaliatated? Maybe because we found his 
country too cold, too wet, too small, whatever (of course we'd never complain 
about the Scotch)? And does anybody ask the big-mouth Australians if they have 
given the same advice to their cricketers with the next World Cup being staged 
in the subcontinent next year? Unless of course, they do not care so much for 
their lives and limb after their recent performances? Or how come nobody 
complained when their hockey team lifted the World Cup in New Delhi earlier 
this year?
You have to be particularly aghast that South Block, which reacts with horror

It is another matter that the organisers of the CWG have messed up and
brought shame on India.

Vasant Baliga posted the foll media report:
India bribed 72 Commonwealth countries USD 100,000 each to get the hosting
rights for the scandal-hit 19th edition of the Games which will start in
Delhi from October 3-14, a media report claimed here on Thursday.

A report in the Daily Telegraph claimed that Delhi pipped Hamilton in the
bid after offering huge sums of money to the 72 Commonwealth countries
during the  inal presentation in Jamaica. The report also said that
Australia received a
kickback of USD 125,000 from India.

Delhi sealed the right to host the Games when their delegates emerged at
the final presentation in Jamaica and offered all 72 nations USD 100,000
(then about USD 140,000) each for athlete training schemes if they were the
successful bidders, the newspaper reported. The money, subsequently paid
to all nations, was not significant to Australia because it had already
decided to vote for
India and the payment was not an exceptionally large one.

But for small nations who have minimal interest in the Games, it clinched
their vote and India went on to beat Canadian city Hamilton 46-22 in the
final poll. Hamilton had offered the nations about USD 70,000 each, it
said.

The newspaper also claimed that some countries' which had supported
Hamilton's bid cried foul after India won the bid. Hamilton's bid
organisers, and many of the nations who voted for them, fired off angry
protests about India buying votes and the bad blood generated between
several feuding nations still exists, it said.

The Commonwealth Games Association has decided to ban 11th-hour inducements
as a consequence of the outrage over India's tactics. Australian
Commonwealth Games Association president Sam Coffa also accepted that India
offered money to get the Games.

The last post on this thread overlooked that fact that it was the fourth and 
not 
third installment on the thread.  

Much of this presentation is paraphrasing from the 1000-page Textbook of 
Western Civilizations.  A third of the book is devoted to the period of 
Modern History from 1500 AD.  Readers will note that a lot of the 
presentation 
is factual; devoid of the usual blame religion writings we see from some, 
regarding this period of time.  Once again, I would encourage readers to do 
their own reading of the wide literature of this period and to refer or google 
the works of individuals referred in this article.  The following is a 
bare-bones summation to give readers the flavor of the multitude of events of 
the historical period.

Age of Reformation, extends from 1517 to 1600. In simple terms, reformers 
were seeking reformation of the Roman Catholic Church. This led to a revolt 
against the Church.  Yet, writers, native or foreign, who view / link the 
Reformation, Counter-Reformation and Inquisition as purely a religious 
issue, have either 'tunnel vision' or are just ignorant of the wider historical 
issues of the period. An understanding of events of this period essentially 
encompasses of four aspects:

I Challenges to theological dogma - led by religious leaders.
II. Political changes across Europe - led by kings.
III. Economic factors sweeping across Europe - led by the new middle class.
IV. Social and population unrest - led by the masses.

As mentioned, in the prior postings, many of the issues existed prior to this 
historical period. Yet these four factors came together in early 1500s in a 
combination of Murphy's Law.  All that could have happened, did occur at the 
same time; which made this historical period tumultuous both in Europe and in 
European colonies.  

Part I: The need for reformation in the theological concepts and practices of 
the Church was voiced long before the historical period.  The Protestant 
revolution was a rebellion against the late-medieval system of theology.  The 
reformers were more conservative in their thinking.  It is beyond the scope of 
this presentation to define some of the fundamental concepts where the two 
groups differed in their theology and (more importantly) the practical effects 
of these fundamental shifts in religious thoughts. Suffice to say, essentially, 
there were two different theologies developed within the Medieval Church.  


The contemporary church (then and now) based their beliefs on the teachings of 
Thomas  Aquinas (1225-1274). Humans were endowed by God with the freedom to 
choose good and avoid evil.  To help make and put into practice that choice, 
the  Church, its teachings and its sacraments had the authority to cooperate 
with God and forgive sins. This was termed Scholastic theology or Thomistic 
School.

The reformers quoted St. Paul (30 -60 A.D) and St. Augustine (around 400 A.D). 
They  claimed an omnipotent God decides whom to save (and who is pre-determined 
to inherit eternal life).  Protestant reformers wanted a return to more 
primitive Christianity. They included Martin Luther (1483-1546), Ulrich Zwingli 
(1484-1531), John Calvin (1509-1564). They claimed, the total depravity of 
humanity predestination and bondage of the will could only be salvaged by an 
almighty God without help of worldly intermediaries.  Protestant revolution 
was 
also against the widespread abuses within church practices; and their  
revolution was couched by some in theological terms.  


Scholastic theology was promoted by several other reformers such as Savonarola 
(1452-1498 - Italy);  Francisco Jimenez Cisneros (1436-1517), John of God 
(1495-1550), John of Avila (1500-1569), John of Cross (1542-1591) all in Spain; 
Francis de Sales (1567-1622) in Switzerland,  and others across Europe.  Most 
were ascetic priests who had quite a following among the poor masses. Yet the 
nobility and in some cases the official church, found their teaching too 
confining and rigorous. A few of these ascetics (undertook life of prayers, 
fasting, penance, and poverty etc.) priests and nuns were brought before the 
Inquisition for their mysticism; and some like Savonarola were burnt at the 
stake.  


Most historians opine if the official Church had listened to these ascetics of 
the late 1400s,  the reformation split would not be needed and not have 
occurred. And there would be no need for Counter-Reformation reforms.

The Catholic Church end-up reforming itself in the landmark Council of Trent 
(1545-1563) under the aegis of three popes Paul III, Julius III and Pius IV. 
This meeting and changes to practices introduced by following popes brought 
about some lasting Church reforms; till Vatican II upgraded the practices in 
its 
meeting in 1962-1965.

I do not know whether God (as perceived by many or otherwise) exists or not. I 
do not believe in miracles which defy science, which is so far evolved 
(hypothesized and proven). I strongly believe that the Universe is 
self-regulating and self-controlling mechanism due to its infinite size, 
infinite objects, infinite distances and infinite inter-object forces. An 
object 
like our Sun or Arcturus (1K times bigger than the Sun) or Antares (1 million 
times bigger than the Sun), however large it may be individually, cannot 
disturb 
the entire universe. If there is imbalance at some stage, one collapses taking 
with him few hundread others till balance is re-established. Infinity ensures 
that the balance shall be established.
However, I abide by the teachings which are considered as told by the God, 
because they help the humanity to be restraintful (whether out of god-fear or 
otherwise). I therefore believe in God even though God, as perceived by many, 
may not exist. If it is scientifically proved some day that God does not exist, 
I will consider the infinity (self-regulating universe) as the God and continue 
to abide by the teachings referred above.
On the other hand: what if God does exist and you have been denying the 
existence all along?

evidence has emerged that show children as young as seven are being used in the 
construction of game venues.
In an exclusive interview with CNN International, Harvard fellow and 
trafficking 
expert Siddharth Kara told Becky Anderson that child labor was a widespread and 
well known issue in New Delhi.
I reliably documented in just a few days 32 cases of forced labor and 14 cases 
of child labor all for construction related to the Commonwealth Games, Kara 
said on Connect the World.
The children I saw were the ones where I felt I had documented child labor -- 
where children were working, picking up hammers, banging stones, paving entry 
ways and planting grass along the roads to beautify them, hours and hours at a 
time.
I documented children aged seven, eight, nine, ten years old working alongside 
their families in this mad rush to get the construction completed.
Kara, a renowned expert on the subject of human trafficking, also outlined the 
harsh conditions these children were forced to work under.
The conditions are sub-human and that's really the only word I can apply, 
Kara 
said. 

 
 
They live in the dirt, they go to the toilet behind bushes and trees which is 
why they found human excrement in the athletes village a few days ago. 

The children, especially the young ones, don't have a sense of what's going 
on. 
They're told to do the work and they just do the work. They don't know that 
they 
should be in school or that they should be playing.
CNN anchor Becky Anderson pushed Kara on the issue and questioned the methods 
he 
used to document the cases of child labor and whether they were not just 
children accompanying their parents on job sites.
Kara responded by explaining that he went to great lengths to accurately 
document these cases.
I didn't just show up, turn up and then carry on to the next site because it 
took me several days to document these 30 or 40 cases, Kara said.
It would take me hours to document, in the heat and high humidity. It's not 
just kids playing in the dirt or using a hammer as a toy.
CNN tried back on July 23, 2010, to contact the chief minister for New Delhi 
and 
minister responsible, Sheila Dixit about the allegations made by Kara, but 
after 
several attempts, no official reply was ever made.
Dixit did finally speak to CNN's Connect the World this past Tuesday and said 
that if she was aware of the allegations of child labor in the first place, she 
would have acted.
If this gentleman, whoever this student was from Harvard, if he had come to 
us, 
told us that this is what was happening there, we would have taken immediate 
action, Dixit said.
The minister also went on to say that she had wished somebody would have come 
and told her of the allegations.
Kara, who was asked of Dixit's response, said that he had in fact tried to 
contact Indian government officials of his findings.
I tried to let people know back in mid-July and I tried to contact the 
ministry 
of labor several times about my findings but had no response, Kara said.

When one believes everything they read on the WWW then we have a a real

[Goanet] Selma's Diaspora Wilderness

Just finished Selma's book last night.
 
A fantastic piece of work in all respects. She has a facile way of
recounting the facts that she so painstaking dug up and harmoniously set in
a patchwork quilt that covers you with emotional warmth. Absorbing to no
end. I couldn't have enjoyed it any more had the author been Dominique
Lapierre and not Selma Carvalho.
 
Some books are technically correct but robotic. Others are artsy but glide
on flights of fancy. Selma's must be counted as neither. She has a way with
words that combines the best of both. 
 
I am proud to know Selma though I have never met her, but even prouder to
read the work of a Goan author of her caliber. I know she has a lot of road
yet to travel and I wish her god-speed.
 
I shall recommend the book to every Goan I know well and even to some of  my
non-Goan friends who will undoubtedly enjoy it.

Brain cells cease to function when deprived of
Oxygen for more than three minutes or so. This can be caused due to various
reasons like apnea, drowning,faulty anaesthesia ( like the movie Jefferson's
Institute), etc., etc. Now if the patient is revived, then the patient remains
in coma, sometimes for years or a lifetime. The brain cells are LIVING as
circulation and oxygenation is resumed; BUT there is NO LIFE. There are no
electrical waves from the brain cortex cells that send impulses to the body to
be conscious, perform movements, speak, walk, etc. We call it 'Brain Dead'. If 
you supply it with external electrical
impulses, the brain does not come to life, Although it is still a living
tissue, not undergone infarct/necroses (death); there is no obvious life.

Life can be compared to electricity, you cannot see it, but you can see its
effects, you can feel its effects; in fact you can perceive life and
electricity through only sense of touch.            


Let me give another example. Take the time
to read this full incident that are facts at the below site. This had been
published some three decades back on ‘Readers Digest’. Could our sceptics on
this network explain the meaning of Life of the German Surgeon? How is it that
operations were conducted in unconventional ways? They surely are not 
hallucinations
and delusions! Can Science explain Life after death which is clearly obvious
here?                     

If in Science Life means Living tissue;
than surely the Science our sceptics are talking about is not universal, may be
village science.             

Life is much more vast than Science can
explain.

PS: There were times when we simply couldn't afford to hand out our

the right to believe in the God or Gods of his/her choice. 


If this is acceptable, then I must insist that the believers should have
the choice to pray to God(s) in any way they deem appropriate.

such types (see below) on goanet. They (same guys) make no attempt to read, 
understand and digest what is written. It appears a few of them know exactly 
what someone else is saying; even before they read what is written. Then, they 
go on to reply, tell and opine to the author (and others) what exactly the 
author said / meant.

I call them Jack of all subjects and Master of distortions, smear and bogus 
claims.

I suspect many goanetters (though not all) use the advice you have given; and 
which you would love to have passed on to Cornel and others. To repeat 
your quote for the day:

We all will give a sigh of relief when our names are removed from the unwanted
