GOA -- enlightening experience, bamboozling future By Menin Rodrigues Karachi, Pakistan menin...@gmail.com JANUARY 8, 2012 - I returned to Goa after 24 months to attend a family wedding in Colva. It was a wonderful, enlightening experience and we shared great moments of joy and camaraderie -- there being a bond that continues to lure me back to my roots. I hail from Karachi, Pakistan where we are about 15,000 Goans, a fact that came as a surprise to people I met here! The reason I like to share my experiences of Goa is because as a visitor I see Goa from a different perspective to what Goans in Goa would do in addressing some challenges that this beautiful state faces now and would have to deal with it in the future. Firstly, I view Goa from three different angles, the quiet village life in all its enchanting ways, the bustling commercial and developmental activity that is transforming Goa and the third angle being quite perplexing, who's Goa it is today? Though I see Goa's identity to be well in place but its continuing infrastructural warp is bamboozling! So who's Goa it is today? There being too many stakeholders to Goa’s wealth -- its land, lifestyle and values -- its colors keep changing, some exciting, some strange and some garish. This mystical state which has so much to offer in terms of its heavenly environment, unique persona and unwavering freedom, now seems a little out of control. The priest at the Colva church in his new year's night Homily said, Last year Goa had 400,000 tourists/visitors and this year an estimated 800,000 people have converged on Goa, why? There was concern in his voice and I found it relevant. When Mass was over at 12.30 am, I walked back to our home against the tide, revelers, a multitude of people, just too many! Goa looked garish to me for the first time. Coming to the bustling commercial and developmental activity in Goa towns, I found it to be realistic but also astonishing. The economies of scale are enticing and will continue to give Goa the shocks of a perceived facelift, a new architectural profile. But is Goa losing its character? Goa has a history that is as rich as its alluvial soil, it must be preserved, not just its culture but infrastructure too. Therefore, its current and future growth calls for a balanced economic and social intervention. I am sure Goans would not like to see their beloved region turn into a gaudy township that has no meaning! Likewise, I would like to come back to Goa time and again to a home my parents loved so much! Nevertheless, in this entire melee, there remains a part of Goa that still is Goa! The life in the not-too-distant villages, interspersed with narrow winding 'good' roads and adjoining fields. The sun peeps through the towering coconut trees and a variety of fruit-trees, while a tender breeze whizzes past the plains and into the airy verandahs and homes. It was Christmas time again, the families and children were at home, the day time fun evolved around youth frolicking with the 'Old Man' collecting mite and awaiting to ring in the new year! Nights through the villages were magical for a city-buff like me; I simply enjoyed the site of stars, stars and more stars, as well as the number of neighborhood cribs! I went to visit a cousin in Benaulim and insisted that I sit in the verandah and enjoy their hospitality amidst the backdrop of nature in its pristine beauty. This kind of feeling for a visitor, if it disappears because of uncontrolled development, will be a great loss that Goa will never be able to explain to its children in the future. [Goanet] Moira Diary 2: New Year Tidings
1) Death Comes in Threes Around New year some of the tidings were not so pleasant. In villages they say that death comes in threes. That's so even in a 'modern' one like Moira, when one death occurs people begin to have the apprehension that more will follow, for the departed one is likely to feel lonely wherever she or he happens to take residence. So when the death of Arun Prabhu occured and when two more followed they began to say 'Arun'nan tankam vhe'llam'. Incidentally the other two persons to expire were Venancio N J De Souza of Sataporio (see Herald Dec 30 2011)and Mariano Fernandes (Olavo) of Povoacaohttp://www.epaperoheraldo.in/epapermain.aspx?queryed=9eddate=1%2f3%2f2012 I didn't know him personally but apparently Arun Prabhu was quite a character and was a fairly popular person. He actually came from a bhat family from Dongri at Agacaim, but worked in the Courts in Panjim and lived in Bambordem in 'Guruchya Mollyent' (or 'Mouyent' - I hope the spelling is OK. Mollyo was the high land which used to be cultivated. Nowadays I think that houses have sprouted in the fields, thanks to the enterprising Guru) He had a rather tragic death. I think he was going towards Mapusa, down the slope after the club on a two wheeler, came to the turn before Sudan's posro, tried to overtake a truck and collided into the oncoming vehicle and died shortly after. A photograph of him on the day of his Baravo (12th day remembrance) is on the Marathi Gomantak. Anyway I came to know about him from my colleague Pravin Gaonkar who is one of the most reputed Indian classical music singers and impresarios of Goa. He too did not know Arun by name but by face and recognized him from the obit. It seems that whenever he performed at or organized or even attended any classical music program Arun would inevitably and religiously be present at every performance in Goa and some beyond. And not only that he would make it a point to come and congratulate the performers who impressed him. One incident particularly stuck in Pravin's mind. It seems that a few days after the death of the ghazal maestro Jagjit Singh, Pravin was organising a performance of another ghazal great Ghulam Ali http://en.wikipedia.org/wiki/Ghulam_Ali_%28Ghazal_singer%29 It seems that after the performance Arun came backstage and shook the singer's hand and exclaimed,Jagjit Singh gaya, par aap to rahe! (Jagjit Singh is gone but you are still there) and he left. Soon he was to leave this world forever. 2) Wish Elections Came Every Year The people of Moira among other places got a 'New Year's Gift' from the Congress MLA Dayanand Narvekar who will be contesting from the redrawn Aldona constituency where Moira has now been included. Yesterday another gift came our way: the streetlights were replaced with new modern CFL streetlamps. Wonder who paid for it. Wish elections came every year. 3) Jose Marie Caterers Fast-food Cart On 1 January a new fast food cart opened in the space outside the Panchayat. It serves chicken xacuti, chicken curry bread, rasa omelet, batatawadas, bhaji, tea and some more items. I tried the chicken xacuti and rasa omelet and they were very reasonably priced and tasty. It's run by Vinci and his wife. He is the son of Josemarie who was a carpenter from Povoacao. I hope their enterprise is a success or people will say I cast an evil eye upon them. [Goanet] Shunning the Shine
We are all different yet at times conveniently presume we are all the same, uttering platitudes to elevate our selves while massaging in conceit. We hear the same words differently, as said by different people; are easily impressed; as also, easily turned off; besides being are quick to think one has understood intended meaning. We are not talking of painting here. Basically, many of us live in a conservative worlds with conservative concerns; but, in no way suggesting anything close to a liberal, progressive, or other egalitarian modes of being, We would like to shun those who hurt us, but more often than not are unable to hold accountable those who assault our sense and sensibility. That goes for remaining silent when ones environment is torn asunder--the spine of lived reality kicked in. One is not talking of simply feeling offended but committing offences which only serves (hardly inadvertent) the offenders, whose trope is to harangue at the cost of clamouring to tell the truth. There is a cost, and they know it. By lived environment, one refers to the relationships between people and place. To clarify further, and beyond the usual--office, play environments, home, children, public spaces--and others more complex—relational, one must look at relationships with institutions--the larger Church, the Church at large, as also within such paradigms, at the humble cog (as perceived), the humble cure of souls, the Parish Priest. Perhaps this already is too much said. [Goanet] ANTI-CORRUPTION BRANCH SLIPS INTO COMA
That the Goa government is not serious on tackling corruption is very clear if one sees the current state of the Anti-Corruption Branch (ACB) at the Vigilance department. It was already virtually paralyzed, being managed by just one Police Inspector, Mr. Nilesh Rane, along with a part-time Superintendent of Police, Mr. Bosco George, who is also a full time ADC to the Governor of Goa. Now with the transfer of PI Rane and no replacement posted, the ACB has virtually gone into a coma which must have come as a great relief to those being probed for corruption. With no sign of a Lokayukta it is very important to resuscitate the ACB by posting a competent team of officers. One also fails to understand why the current part-time Goa Governor, Mr. K. Sankaranarayana, needs two full time ADCs. SP Bosco George could be made to head the ACB full time as there is no point keeping a skilled and experienced officer hanging around as the Governor’s page-boy while also having him so helplessly oversee the corruption that is going on overtime. The Catholic Church/Clergy in Kerala plays an active role in ensuring the political parties in kerala formulate policies that will also benefit catholic malyalees...Here in Bombay the Catholic Church, Bishop, ParishPriests call upon catholics to vote for secular parties (read congress party) but the Bishop ParishPriests do not bother to meet the leaders of these secular parties to discuss the various housing unemployment problems faced by bombay catholics...the Clergy in Bombay only believes in numbers headcounts at the Sunday Mass...so this is it the catholic community of bombay, is a peaceful quiet community, controlled under duress, a few leaders but all rubber stamp type..Peace Marches happen, Candle light marches happen but majority of the bombay catholics are living in penury and are struggling to make ends meet. Bombay is the Financial Capital of India and the Indian Government receives 40% of its direct/indirect tax revenues from Bombay and most of that revenue is utilized in infrastructure, economic, social and various other purposes in other parts of IndiaThe Maharashtra govt. also receives a large part of its revenue from Bombay and most of that revenue is utilized by the Maharashtra govt. in various agriculture, farmer subsidies, social, economic and various other purposes in other parts of Maharashtra...The BMC acumulates property and other taxes not just from housing societies, industries, hotels,etc but also from gaothans koliwadas..Bombays Bhoomiputras i.e. EastIndians Kolis sacrificed all their lands surrounding their villages (gaothans koliwadas) for the economic progress of India Maharashtra but the Indian govt., Maharashtra govt BMC are ignoring eastindian koli people. Over the past week, policemen under the Andhra Pradesh excise wing have been raiding Anglo-Indian homes. They have allegedly destroyed 3,000 pots used to grow small grapevines and confiscated around 5,000 vessels filled with the crushed fruit juice that was being fermented. Their plea to exempt homemade red wine, which is integral to Christmas festivities, has not brought them any relief. “If homemade wine is banned, then ban homemade pickle too,” responds an angry Richard Wheeler whose family has been making wine for more than 30 years. “This is the first time we’ve had policemen walking in,” he says. Homemade wine once used to sell informally for Rs 100 a bottle, but now it can fetch about Rs 300. Excise officials say those selling such wine have become greedy, as they are charging thrice what they did a short while ago. “Homemade wine is becoming an industry, and the government is losing revenue. We have to regulate it before it becomes an illegal cottage industry,’’ says an official who does not want to be named. Hyderabad once had lots of Anglo-Indian residents, most of who worked with the South Central Railway headquartered at Secunderabad. More than half these families have since left town, but many who remain make good money by putting their wine-making skills to use every December, says Joel Fernandez, a baker. Anglo-Indians are very upset with the excise action. “Wine-making is reserved for special occasions like Christmas, New Year or our weddings. It has very low alcohol content and it is wrong to ban its making,’’ says Warren La Touche, president of the local Anglo association. The rhetorical value of ‘42 years’ should not be underestimated. This argument has been used skilfully by Kejriwal to demonise parliamentary democracy and feed the anger of mobs at Delhi’s Jantar Mantar and Ramlila Maidan. But is this an honest statement? Was Kejriwal’s version of the Jan Lokpal actually languishing for 42 years? To answer that question, we have to go back to 1968, when the late Dr LM Singhvi moved the first Lokpal Bill in Parliament. The 1968 version of the Bill was inspired in large part by the Swedish concept of an ‘ombudsman’ and was specifically designed to be a toothless institution which would only investigate specific complaints on the broader issue of maladministration, and submit reports to the President who would then lay it before parliament. The 1968 version was almost identical to the Swedish and British institutions of parliamentary ombudsmen. The Swedish ombudsman, who is elected by the Swedish Parliament, can at most initiate disciplinary proceedings against a government employee, while the British version can at most table a report directly before parliament. Historically, therefore, the ombudsman was always envisaged as a watchdog that would bark but not bite. From 1968 till 2001, India saw as many as eight different versions of the Lokpal Bill being proposed. The focus of later versions of the bill began to shift from a grievance redressal mechanism to the setting up of an anti-corruption body, but the powers and functions envisioned remained largely the same as in the initial 1968 version. All these versions of the Lokpal had three fundamental differences with the Jan Lokpal proposed by Kejriwal: First—all these earlier versions of the Lokpal did not have any police powers; that is to say they could not deprive citizens of their life or property by arresting them or seizing their property. Second—these earlier versions of the Lokpal did not have prosecution powers. Third—the 1968 version of the Lokpal had jurisdiction only over ministers, secretary-level bureaucrats and employees of government-owned companies and societies. The primary aim of the 1968 version was not merely to fight corruption but increase transparency in the higher, not lower strata, of the administration. Fast-forward to 2011, when Kejriwal suddenly came up with the idea of a Jan Lokpal who would not only have powers to investigate but also arrest, prosecute and attach property of Central Government employees, bureaucrats, judges, parliamentarians and ministers. Kejriwal’s idea was to create an attack-dog and place it outside the political system. The other extra features of his version included the power to tap telephones, monitor computer networks, etcetera. It is quite obvious that there is no resemblance between Dr Singhvi’s vision of the Lokpal in 1968 and Kejriwal’s version in 2011. Yet, Kejriwal has managed to convince vast numbers that he’s merely pushing for an idea that has existed for 42 years. Going by discussions in the English media, it appears that Kejriwal’s version of the Lokpal institution has found deep resonance within the middle class. One of the main reasons for this widespread support is the analogies drawn with two institutions that have widespread credibility among middle-class citizens—the Election Commission (EC) and Comptroller and Auditor General (CAG). The middle-class has been told that the only reason that both these institutions have managed to stand-up to ‘evil politicians’ is that they have complete independence from the political executive. Thus the simple conclusion: ‘no political interference’ equals a ‘superbly efficient bureaucracy’; hence, let us make sure the Lokpal is independent of the political executive, and we will get similar results with corruption. The fact of the matter, however, is that both the EC and CAG are mere watchdogs with no police powers, or for that matter any power of considerable note. They cannot arrest public people, seize their property or tap their phones. At most, the EC can exercise minor police powers during elections, and the CAG can only audit and submit reports to the President; the natural corollary of no real power is no real possibility of corruption. *MARGAO’S AC LOO* ON my last trip to Goa last year I visited two memorable places: one was the famous Bom Jesus church and the other Margao’s air-conditioned toilet. I enjoyed the historic church architecture; the churches in Old Goa were truly lovely. The other was a bit of a surprise. However, as much as I like the old historic churches, I dislike the modern-style churches, especially one near Panaji which looks more like a restaurant than a church! Maybe it should be converted into a restaurant as in the case of England where few people nowadays visit churches so buildings have been given a new lease of life, a new social function. I hope no one is shocked at my suggestion as God is everywhere, as much in a church as in a restaurant or elsewhere. We are now in the twenty-first century and need to have a more rational outlook regarding religion. Let’s move on to the holy of holies - Margao’s air-conditioned toilet. When I entered the Margao garden, I was pleased to see it was looked after quite well by government standards. On entering the small building in which the toilet is, I was greeted by a friendly looking man who told me to wait as the toilet was in use. I waited along with some people who were extremely friendly and talkative, so I got the impression the place was something more than a toilet. I don’t know but perhaps it was a mixture of the friendly ambience and air-conditioned coolness of the place which gave me a feeling of being at a cultural centre. I wonder if CM Kamat had this in mind when he had a vision to build the air-conditioned toilet. After waiting a good ten minutes, the man who walked out of the toilet was still buttoning his shirt. He had a tooth brush in his hand. I noticed his hair was also wet. I’m no Sherlock Holmes, and there is no need to be, as it was plain and obvious the man had brushed his teeth and had taken a bath in the toilet. No wonder they call it a bathroom in American English. I was more than eager to go next as I was doing my best to hold it in, and so I went - did not dash in - as I had made a good impression on my cultured colleagues (I thought so, anyway). When I tried to bolt the door from the inside I noticed for the first time, the door had no handle or lock! By then, I was emotionally exhausted, having experienced two cultural shocks in less than fifteen minutes, so I said to myself ‘When in Rome do as the Romans do’. Rather, do as the Goans do. When I got out of the toilet the ticket vendor, on seeing my face, kindly explained to me why there was a problem. Apparently, one of the customers went home after unscrewing the door handle causing other customers a lot of inconvenience. That was almost a year ago. I intend to visit Goa and Margao again and the air-conditioned toilet in the garden in February. I know this air-conditioned toilet is Chief Minister’s Kamat’s biggest contribution to the development of Margao and if you do read this letter, Mr Kamat please listen to my plea and help solve this problem. GBA/2012/036 January, 2012 PRESS RELEASE. A delegation of Goa Bachao Abhiyan met the Chief Electoral Officer Mr S Kumaraswamy and Joint Chief Electoral Officer, Mr. Narayan S. Navti in connection with the ongoing process of hearings and consultations with the elected members of the Village Panchayats and the Village level Committees [VLCs] regarding the corrections of RP2021. The CEO stated that the hearings are quasi judicial in nature and administrative process which can continue. However the decisions in the matter have to be taken after the code of conduct ceases. Clarification was sought by the GBA Convenor Sabina Martins and Joint secretary Miguel Braganza from the CEO whether the permissions can be given to projects by TCP department. The CEO stated that no permissions should be given as it would influence the voting process, more so where the projects are disputed. To a query whether plans put in prior to code of conduct would come under the code, Mr Kumaraswamy stated that decisions would have to be taken by the authorities and therefore it would come under the code. Only statutory work like finalizing accounts can take place . He said his advice to the departments would be to hold back all decisions in granting permissions till the electoral process is over. Joint CEO Navti stated that no policy decisions can be taken but routine and quasi judicial process could continue. The GBA held its core group meeting to review the correction process of RP2021 and had also called on the Chief Town Planner Mr Putturaju to demand that the schedule for hearing of all panchayats be made public. Mr Putturaju stated that they would be writing to the Chief Electoral officer to take their opinion. GBA had insisted that the process should not stop and decisions can be taken after the electoral process. GBA had also demanded that all permissions given subsequent to the notification of the plan with the clause that it is subject to the final rectified plan should be gazetted so that they are legally tenable. GBA has also drawn attention to the RP 21 stating that all ODP area should follow the ecosensitive zones guidelines. These guidelines can be implemented only by the PDA while TCP is just a recommendatory body. GBA demands that no permission be given in ODP areas by the PDA without adhering to the eco guidelines . They should also adhere to the election code. The core group meeting also deliberated on new ODP areas and took a strong view that no new areas should be under ODP. The FARs for health estate and education hub being 150 was also a major cause of concern as many parties were putting in plans either as health estate or education hub to subvert the FAR restrictions in the RP2021. GBA is of the opinion that the 60/50 FAR should apply in all villages irrespective of their use. It was a wonderful, enlightening experience and we shared great moments of joy and camaraderie -- there being a bond that continues to lure me back to my roots. I hail from Karachi, Pakistan where we are about 15,000 Goans, a fact that came as a surprise to people I met here! The reason I like to share my experiences of Goa is because as a visitor I see Goa from a different perspective to what Goans in Goa would do in addressing some challenges that this beautiful state faces now and would have to deal with it in the future. Firstly, I view Goa from three different angles, the quiet village life in all its enchanting ways, the bustling commercial and developmental activity that is transforming Goa and the third angle being quite perplexing, who's Goa it is today? Though I see Goa's identity to be well in place but its continuing infrastructural warp is bamboozling! So who's Goa it is today? There being too many stakeholders to Goa’s wealth -- its land, lifestyle and values -- its colors keep changing, some exciting, some strange and some garish. This mystical state which has so much to offer in terms of its heavenly environment, unique persona and unwavering freedom, now seems a little out of control. The priest at the Colva church in his new year's night Homily said, Last year Goa had 400,000 tourists/visitors and this year an estimated 800,000 people have converged on Goa, why? There was concern in his voice and I found it relevant. When Mass was over at 12.30 am, I walked back to our home against the tide, revelers, a multitude of people, just too many! Goa looked garish to me for the first time. Coming to the bustling commercial and developmental activity in Goa towns, I found it to be realistic but also astonishing. The economies of scale are enticing and will continue to give Goa the shocks of a perceived facelift, a new architectural profile. But is Goa losing its character? Goa has a history that is as rich as its alluvial soil, it must be preserved, not just its culture but infrastructure too. Therefore, its current and future growth calls for a balanced economic and social intervention. I am sure Goans would not like to see their beloved region turn into a gaudy township that has no meaning! Likewise, I would like to come back to Goa time and again to a home my parents loved so much! Nevertheless, in this entire melee, there remains a part of Goa that still is Goa! The life in the not-too-distant villages, interspersed with narrow winding 'good' roads and adjoining fields. The sun peeps through the towering coconut trees and a variety of fruit-trees, while a tender breeze whizzes past the plains and into the airy verandahs and homes. It was Christmas time again, the families and children were at home, the day time fun evolved around youth frolicking with the 'Old Man' collecting mite and awaiting to ring in the new year! Nights through the villages were magical for a city-buff like me; I simply enjoyed the site of stars, stars and more stars, as well as the number of neighborhood cribs! I went to visit a cousin in Benaulim and insisted that I sit in the verandah and enjoy their hospitality amidst the backdrop of nature in its pristine beauty. This kind of feeling for a visitor, if it disappears because of uncontrolled development, will be a great loss that Goa will never be able to explain to its children in the future. Researching history and cultural heritage Anil Shankhwalker Xavier Centre of Historical Research was established in 1977 by the Society of Jesus ( Province of Goa ). The centre is designed to serve as a base for scholarly research in the history and cultural heritage of India with particular emphasis on contemporary culture and social issues affecting the state of Goa. The XCHR has got well equipped library which stocks around 3 books including rare atlases , photocopied and cyclostyled Government reports, seminar papers, bibliographies, paper clippings and loose maps mainly in English and Portuguese languages. The centre has been building this Library along the following main areas of research -- Asia during the Portuguese presence in the east; Issues impacting developing countries; Church in Goa / India; Jesuits in Goa/ India; Goan and Indo- Portuguese History and History of Indo – Portuguese Christian Art. The Library has also houses rare collection of journals, newspapers and other serial publications. The membership of this library is open to everyone. The annual membership fee for Indian citizen is Rs 2500, while for the students of Goa University the library registration fees are only Rs 500. There is facility of one day registration for students of Goa University. For one day the students of M.A. are charged Rs 75 and for BA students Rs 50 will be charged. XCHR is not a lending library. And readers are not allowed to take the books outside the Library. Besides Library XCHR has also got Xavier Museum which has a collection of select portions of Indians and Indo- Portuguese Christian Art. Some items in the collection are of unique and exquisite composition such as 20 original water colour paintings by renowned Goan painter Angelo da Fonseca. Conceived along the lines of ‘ interactive museum’ the exhibits are accompanied by multimedia / audio- visual presentations relating to Goan History and culture. Another feature of XCHR is the Xavier Art Gallery where Goan artists can exhibits their creations . XCHR provides indoor and outdoor space for young and talented artists to showcase their skills. XCHR has so far published/ supported publication of 22 books on various subjects. XCHR keeps scholars, institutions and Public inform about the new developments in the fields of Indo- Portuguese and Goan History. The Director of XCHR Fr Savio Abreu, SJ, who took over as a Director of the Centre on 23rd May 2011 stated that he wants to increase the visibility and public profile of the Centre by organizing various events and activities as also to concentrate on improving and enhancing the academic and research component of XCHR so that it could maintain its eminent status as a premier research Institute in Goa. Keeping this vision in mind XCHR organized a National Seminar “ Goa 2011: Reviewing and Recovering 50 Years” in September 2011, in association with Directorate of Art and Culture. Hi Joao, Nothing you say is shocking at all. Normally anything said in clarity, and reasoned well does not shock. Besides the one who get shocked are not quite on Goanet. By that I mean my mother, my zealous friends (true, my friends) and other simpler people. People can decide for themselves who in their ambit fall in this group. But even they have phenomenal capacity for comprehension as I have seen with my own. About redundant churches--that is what they are called in the UK. They are rendered redundant as we know on account of very low attendance, and paltry budgets for upkeep. So there is a sound reasoning behind the redundancy, as opposed to turning something in a hotel, or for that matter a social center, or a nightclub, or even a home. A Church in Marlborough, The redundant Church of St. Peter and St Paul has a lovely canteen; one can display art, and other social activities are conducted there. I happened to meet David Hemery, gold medallist in the 400 metre hurdles at the 1968 Olympics, and later eclipsed by the Ugandan John Akii Bua. However, as much as I like the old historic churches, I dislike the modern-style churches, especially one near Panaji which looks more like a restaurant than a church! Maybe it should be converted into a restaurant as in the case of England where few people nowadays visit churches so buildings have been given a new lease of life, a new social function. I hope no one is shocked at my suggestion as God is everywhere, as much in a church as in a restaurant or elsewhere. We are now in the twenty-first century and need to have a more rational outlook regarding religion. Games children played Charlane Pereira I remember when I was a tiny tot, we children used to play games such as ‘ hide-and-seek’, marbles, etc. Such games helped us have playmates of our own age and also helped in the physical development of children of our generation and the generations of children before us. I have heard my dad speaking of his childhood days and revealing that they would climb trees, run, play football, etc. He often speaks of the days gone by where he narrates childhood memories with nostalgia. I have heard old men talking of how they had learnt to swim in the earlier days. Swimming pools and swimming classes were very few and not so popular during those days, so the boys in the village had to make do with what they had. They would gleefully gather five dried up empty coconuts, tie them around their waist and go for a swim in the pond. This simple pastime helped them buoy up physically and mentally unlike our modern life jackets, which sometimes fail to serve the right purpose. There were games like ‘ tonbar’ and ‘ meettani’. These games are rarely heard of nowadays except among the older generations who fondly remember games such as these that they played as children. For those of the younger generations who have no idea what these games are all about, ‘ Tonbar’ was an outdoor game which was played with oneand- a- half foot bamboo stick and a shorter stick. The longer stick played the role of our modern cricket bat while the short stick lay on the ground. The player had to hit the short stick to make jump in the air, and then hit a shot as far as he could. Points were allotted for scoring shots. There was another variation of this game called ‘ sonbar which was similar to ‘tonbar’, except that coconut coir was used instead of the small short stick. The game was played in a similar manner to ‘ tonbar’. ‘Meettani’ was another popular outdoor game which involved drawing a square on ground with six cells in it. The player had to throw a stone in a cell, hop on one leg and kick the stone out from that cell, pass it to other cells. Another popular game ‘ gulani’, It was played indoors and involved playing with five small sea smooth conches. The player needed to roll the conches. If all the conches fell face down or face up, five points were allotted. It also involved hitting each of the conches to score points. The game of marbles too operated on similar lines. Each player had to hit the marbles on the ground with a marble in their hand. There were other variations of this game which involved playing with cashew seeds. The seeds were lined up in a long row. The player had to hit them from a distance to score points. Another variation of this game involved drawing a circle and a raw cashew seed (‘ beebo’) was laid in the middle of the circle. The player had to knock the raw seed with his cashew seed. Another variation was lining up of small five to six stones one on top of the other. The players had to stand at a distance of six to seven feet and knock the pile down. Points were allotted as per the rules of the game. Gone are those days! Draconian The BJP government in Madhya Pradesh comes down on cow slaughter with an exceptionally stringent law. The Gau-Vansh Vadh Pratishedh (Sanshodhan) Act, which has received the presidential assent, makes cow slaughter a serious offence liable for punishment up to seven years. Even transport of cows to slaughter or storing of beef could invite punishment of varying degrees. Prohibition on the killing of cows and consumption of beef has been a contentious issue, arraigning the far-right, Hindutva groups against those who question the right of the state to determine what animal meat one should not eat, especially in a country with diverse eating habits. This came to a head in 1966 with the anti-cow slaughter agitation in Delhi. Cow slaughter is banned in many states — Gujarat, for instance, passed the Animal Preservation Act in October 2011, according to which killing of cows is prohibited along with buying, selling and transport of beef. In some other states, such as Orissa and Andhra Pradesh, butchering of cattle other than cows is allowed, if a “fit-for-slaughter” certificate is provided. In West Bengal and Kerala, on the other hand, consumption of beef is not deemed an offence. What is of concern about the MP law, among other things, is this particular provision: “For the purpose of enforcing the provisions of this act, the competent authority or any person authorised by the competent authority... shall have powers to enter and inspect any premises within the local limits of his jurisdiction where he has reasons to believe that an offence under this act has been, is being, or is likely to be committed and shall take necessary action.” When an authority has the power to barge into homes and hotels — based not on evidence but a supposition that an offence could be committed — it opens itself to abuse and, consequently, harassment of individuals and groups. This, again, needs to be seen in context: under this act, the onus is on the accused to prove his or her innocence. Ironically, the MP government passed the new cow slaughter law, and thereby stepped up its cow politics, for the sake of what it called “public interest and communal harmony”. This illiberal law could have the exact opposite effect. Using the cow Javed Anand If you are a resident of Madhya Pradesh, Muslim and poor, nowhere close to the class of nawabs who can pay for murg musallam or mutton raan, watch your pot! The BJP government, led by Chief Minister Shivraj Singh Chouhan, has just armed itself with a big danda ostensibly to protect the holy cow and its progeny. But, make no mistake, it’s a stick to beat you with. To save your skin, turn vegetarian or get out of the state. Better still, go to court. Veganism, remember, is not an option in the land of gau rakshaks: that might be construed as turning your back on what the gau mata has on offer — doodh, dahi, desi ghee and more. In case you missed the news, the MP government’s Gau-Vansh Vadh Pratishedh (Sanshodhan) Act has just received the presidential nod. Punishment for slaughtering the cow or its progeny, transporting them to slaughter and storing beef, under the more-Hindu-than-thou legislation, will be severe: up to seven years in jail. Eating beef has been a contentious issue in the country for long. A few years ago, Professor D.N. Jha, an eminent historian, argued in his book that in ancient India Hindus loved their cow and ate it too. For Vinayak Damodar Savarkar, the Hindu Mahasabha leader who gave us the “Hindutva” concept, the cow was merely a “useful animal”, but by no means a sacred animal. But for the Arya Samaj founder Swami Dayanand Saraswati, it was indeed Holy Cow. The Arya Samaj endorsed cow worship even though it rejected idol worship and polytheism. To Mahatma Gandhi, the cow was “a poem of pity”. He too worshipped it. India has had a long history of agitation for cow protection, no doubt. Today, laws prohibiting cow slaughter are in force in several parts of the country. This column is not about their rationale, but the severe punishment stipulated in the new enactment in MP. A comparison with other states shows that there is no bar, or limited restriction, on beef consumption in Bihar, West Bengal, the northeastern states — Assam, Meghalaya, Mizoram, Nagaland, Arunachal Pradesh, Tripura — and Kerala. Where prohibitory laws are in place, the punishment for offenders varies from six months in Maharashtra to two years in Orissa. Some of the stringent provisions are in states which are, or have been, under BJP rule: Gujarat, Karnataka, Himachal Pradesh, Jharkhand. Look at it from another angle: check out the Indian Penal Code. For example, Section 295 of IPC says that for “whoever destroys, damages or defiles any place of worship”, the prescribed punishment is imprisonment for a term which may extend to two years, or with a fine, or both. Could this mean that the punishment for destroying the Babri mosque is two years while the punishment for slaughtering a cow, or keeping beef at home or a hotel (in MP) is up to seven years? Cow protection laws may be justified on religious grounds. But the provision of stringent punishments in BJP-ruled states clearly points to the communal dimension. This is starkly evident in the case of BJP-ruled Madhya Pradesh. Under its new law, a humble head constable upwards, “or any person authorised by a competent authority”, has the power to enter, inspect and search any premises “where he has reason to believe that an offence has been, is being, or is likely to be committed and take necessary action”. Is likely to be committed? You do not need a particularly fertile imagination to recognise the numerous possibilities in this draconian and insidious provision to harass, intimidate, implicate, detain, arrest or prosecute a targeted section of citizens. In a state where as often as not the police function as the private militia of the Saffron Brotherhood, who is to determine, and on what basis, whether a chunk of meat stored in the fridge or simmering on the burner comes from a buffalo (not prohibited) or from a cow or its progeny? The low-profile chief minister of MP is wilier than we think. Having successfully sold the idea that here is a man whose sole concern is aspirational politics — bijli, sadak, pani — Chouhan has been cannily pursuing the politics of Hindutva Plus. Because he chooses to operate below the media radar, the country remains blissfully ignorant of his relentless Hinduisation of MP society. Consider the deeds of the MP government as enumerated by the Bhopal-based journalist and secular activist, L.S. Herdenia, in a report last year: Chouhan publicly enjoins government employees to take an active part in RSS activities; several government schemes are named after Hindu rituals and ceremonies; the Bhopal police chief issued a “secret” circular to all police stations in 2010, directing them to collect all kind of information from Christian institutions under their jurisdiction. In early 2007, surya namaskar was made mandatory in government schools. In 2009, the government declared that students would have to recite a Sanskrit hymn, the Bhojan Mantra, before partaking of their government-funded midday meals.
