Goan visitor to exhibit cartoons this weekend

A celebrated cartoonist of Goa will be in Auckland this weekend to speak 
on the subject of cartoons and display some of his funniest and 
thought-provoking works that have appeared in the media over the years.
Alex Raphael Fernandes (popularly known as ‘Alexyz’) is one of the most 
prolific cartoonists of India with a number of popular newspapers and 
magazines regularly featuring his works.


Former Goanz president Corvin Carvalho is organising the exhibition 
comprising 40 cartoons at the Carmelite Chapel (636 Mt Albert Road) in 
Hillsborough on February 5 from 1030 am to 1 pm.


Entry to the exhibition and lecture is free and open to all.

Mr Carvalho said Alexyz is known for his outspokenness and readiness to 
support any cause that fostered public interest and community welfare.
“He is one of the most socially concerned cartoonists of Goa. His 
interests range from politics and current affairs to environment and 
sports,” he said.


Born, raised and educated in Mumbai, Alexyz began his career as an art 
teacher but the pristine surroundings of his native Goa attracted him to 
its shores. He began drawing cartoons for local papers and soon 
established his reputation for quick-on-the-draw sketches, caricatures 
and cartoons that have found their way into the columns of major 
publications in India.


Among them are Readers’ Digest, Indian Express, Illustrated Weekly (now 
ceased), Midday, Sportsweek, The Daily, Goa Today, (Goa) Herald, Navhind 
Times and Gomatak Times.


Mr Carvalho said that like most cartoonists, Alexyz is funny, irritating 
and even exasperating.


“For the past several years, he has given a fillip to fun-loving Goans. 
He is one the best-known and best-loved cartoonists of our State,” he said.


The ‘Konkani Sonskrutik Somajik Kala Kendr’ of Taleigao (an academy of 
arts and culture) honoured him with the ‘Pedro Adao Award’ on January 
23, 2012.


The annual Award, comprising a citation and certificate is presented to 
outstanding persons in various fields, in memory of the late Portuguese 
Consul General in Goa.

Goa, another day, another time (pre 1961)... with Prof Ramachandra Naique
Photographs which figure high officials (including, possibly, governors) of
the government in Goa during 1950s. Addressing the audience in each
photograph is Prof.  Ramachandra Naique.  He taught at the Escola Normal
for a long time and headed it for some time towards the end of his
professional career.  He passed away in 1960. Occasion when the photographs

Gomes, a former Delta Airlines employee who had showed signs of
mental illness, lived at a Vernon Hills hotel for the past two years.

To say that the victim had showed signs of mental illness seems to
absolve the US authorities of resonsibility in this bizarre case! Had
something of this nature happened in India, we would have never heard

Digu is currently studying the Monserrate-Suryanarayana scam, according
to the local papers.

Digu has been an exceptional student, one must say.  He promised to also 
study the Aldeia de Goa missing file case when Oscar Rebello and gang 
showed up at his pad in Altinho in Nov 2007.  Since Dr. Rebello later 
admitted to 'dancing footsie' with Digu, we presume Digu passed that 
particular exam with flying colours.

What is the similarity between a politician wooing a voter and the
financial industry wooing an investor? Both end up being dumped once they
have done their job. The politician dumps the voter after the election, and
financial industry dumps the investor after she has invested in a product
or service. The voter and the investor do not have anyone to go to if they
feel cheated. And this cycle continues and has continued and will repeat
again this time in our Great Goan Election Carnival of 2012 unless we Goans
unite this time, “Just a One Last Time’’ and chose Our Fate, Our Future and
Our Destiny………..



Our gullible Goan voters are the most sought after during the election
circus and carnivals but the least looked after the D-day. Politicians and
policymakers claim that they exist for the People who elect them but they
end up looking after the entities that give them maximum returns. These
entities that have done harm to the electorate continue to flourish in the
forms of Land Mafias and Russian invasions, Mining barons and polluted
dust, PWD and Water scams, the drug-sex trades, land grabbing in MOPA, the
Casinos, the gambling and prostitution dens, communal parties supported
illegal bundhs like the dirty rotten BBSM style, Balli Violence, Goa
Protectors, Protectors of Ramponnkars and all the illegal
Builder-Police-Drug nexus which goes out to destroy our beautiful Goa and
all its people.



The destiny of Goa and all its ethnic Goans is at stake. We are the sons of
soil, the electorate who are the stakeholders in our ever beautiful Goa. We
love it and we nurture our mother Goa, our mother land.  And it is up to us
how we want it to be in the present and in our future.



The politicians will now come at our doorsteps. They will beg us. They will
bend on their knees. They will stoop very low and even fall at our feet.
They will throw all their respect at our feet and if we wish they will even
lick our boots.  They will promise us all favours that will never be
honoured except for the tiatrs, the dramas, the food and the drink. They
themselves will be the tiatrists and beggars  and will enact a good drama
perfect enough to fool us and win us over.



They will do it for our votes, our precious votes whose value is infinitely
astronomically high. Do we realize it? We may not even know or realize this
however they know this is our strength. They know we have the moves that
can kick them where it hurts the most and thrown them out forever. They are
vary about our power to bring them back on the streets. They know we are
the people and it is our people’s power For the People, By the People and
Of the People.



But are we conscious of our strength? Have we realized this ever before?
Are we going to realize it this time? Are we wise enough or are we going to
be outsmarted by the foolish politicians this time too? Are we going to
unite this time in one voice and decide our destiny? Are we looking forward
towards Sustainability and brightness?



Are we going to sell our votes for mere Rs. 2000 which works out to be a
mere pittance of Rs. 5.47 per day? I am sure Even a Prostitute will not
agree for that rate. So where do we stand with our high value vote. Are we
going to be cheaper than the hapless Prostitute who does it for their
survival due to their poverty or being exploited at some point of time? Are
we going to be exploited or do we need to beg the politician for Rs.5.5 per
day for our survival?



Will we sell our soul, conscience and reasoning power in this election
Carnival of 2012 and be a prostitute for the rest of our lives?



We have seen many broken promises ever since Nehru termed us Goans as
“Ajeeb”. We never got any special status for the last 50 years. The
Congress promised us in the last election manifesto of 2007 and we haven’t
seen the light of the day. However we saw Russian invasion, the custodial
death of Cypriano, tribal displacements and land acquisitions in MOPA,
denotification of Dabolim airport land acquired for parking, suspended
police personnel reinstated and other crimes at the speed of lightning. We
saw the Brit Teenager Scarlet Eden Keeling. We say water tanks in Varca. We
heard Goans been called as squealing as Pigs. We are witnessing  a rise of
dynastic politics in the form of social workers  without any mutual growth
for the true genuine Goans. We saw the mining dust and even a few people
like Francis Jivaji a young 26 year old anti-mining activist Bite the Dust.
We saw dances with the politicians at May Queen Ball in Qatar. We saw
hobnobbing with a new list of social entrepreneurs and social activists
through Kuwait Goan Associations and other associations in middle east
bragging for sponsorships for the traditional pride of Goa like the San
Joao.  We heard and saw the Shah Commission on mining as well as Balli
Riots. Even the poor Fernandes family from Davorlim is crying for his land
which has been notified to build a Khabrastan and

 A new age of retired and senior members of the GOA has emerged. A group of 
 fun-loving, young at heart folk who have finally reached the age when they 
 can pick up their bags and escape the cold winters of
 Canada! This has been a practice worldwide for many years, very similar to 
 the snow birds that migrate
 to Florida for the winter. 
 
 This year, the GOA Retirees and Friends launched a new event. Earlier in 
 2011, I contacted Nick DeMello of Aerotours International, who worked 
 tirelessly to put together a program tailored specifically to
 meet the needs of the GOA members. Flights, tours, hotel accommodation, 
 entertainment, are all part of this exciting trip. The vacation is 
 approximately two weeks, one in the North of Goa and one in the South with 
 tours of ancestral Goa, the beaches, Spice Village, Garca Branca in Loutulim, 
 etc. Some, however, have elected to stay on for a few more weeks and visit 
 relatives, friends or just enjoy the sunshine and the beaches. An added 
 option to this trip is the opportunity to visit the Taj Mahal in Delhi and/or 
 the backwaters of Kerala. The members were allowed to plan their vacation to 
 their own specifications if they so wished. Locally, we are approximately 40 
 members on the trip, but we are also being joined by a group of other 
 Canadian and overseas Goan Association members. Lots of socializing and 
 inter-action will be happening. The departure date for the trip is the 
 week-end of January 22nd, 2012. 
 
 The joy of visiting Goa never fades! The joy of visiting our mother-land, 
 seeing the smiling local residents and relatives, and being received with 
 such warmth, is an amenity no fancy Caribbean resort can ever compete with.

Roland with due respects, why should you be shot when 65 as you wrote. We wish 
you a long healthy life.  As long as we are independent have a nice retired 
life and good health, and can meet our basic needs, we should all enjoy a long 
happy life.  If bed ridden and maybe become a vegetable then life is not worth 
it. We must pray that when death comes it should be within 2 days or so or like

Remember the day Tony de Sa was so perturbed by the state of the toilet in 
Panjim that he ran home and wrote an open letter to Digu. Poor Tony didn't know 
that Digu is actually indifferent to the sight and smell of shite. So 
indifferent is he to merde, that on the same day that Babush has been accused 
of taking bribes to the extent of 24 crores, the headlines read that Congress 
will in all probability be giving their ticket to Babush in Santa Cruz.
 
So dear Tony, rest assured the pipe from the police station into the Mandovi 
River is not the only pipe funnelling merde into the River.  Congress is 
effectively the most indifferent party to merde of every sort. There is not an 
ounce of moral fibre in this party.
 
I hope to God, BJP comes into power. Five years of yatras, morchas, hurt 
sentiments at the drop of a hat, attacks on Bishops Palace, calling for change 
of road names, smashing of anything that looks Portuguese or Christian, 
cancelling of Christian holidays, suspicious VCDs with revisionist history 
don't sound so bad when compared to the general toilet Congress has managed to 
turn Goa into.

Trying to dig up old pictures and the story behind the people
interested me some time ago when I chanced upon this family picture..

I have since dug up pictures of our first cat, Laximon who showed up
in the family album,

We had forgotten Laximon, who was the centre of attraction amongst my
parents and the neighbours.
The mother talks of how popular he was, his looks, his charms. Laximon
was a character who lived dangerously.

Then, there is the story of this Angelo de Fonseca's pencil/charcoal
portrait, truly a Goan Mona Lisa huh?

It took a few phone calls to identify the person in the subject in the
picture (holding an infant if you look carefully) and likely a work by
artist before he went North East.

There are interesting pictures and the story, in particular pre-liberation.
One chanced on a story of a P'guese offer who hid in an empty water
tank for three days and managed to get on the last plane out of
Dabolim. He sent his picture and a letter of gratitude to the family.

So much said and alas, lately one is overwhelmed with stories of
greed, deceitand the pettiness amongst Goans.
One wonders why tell their stories anyways!

The claim below is misleading and the exact opposite of what would be the case 
in reality from both political and legal standpoints. In the U.S. as well as in 
India, the fact that an incarcerated person is mentally ill is a big problem 
for the authorities. It would make them more culpable rather than absolve them 
from any responsibility. The authorities would try their best to deny the fact 
that she was mentally ill. They are very likely to be sued in this case. Please 
note that the Chicago Tribune article did not make this claim of absolution 
from alternate reality.


I have noticed that other journalists in India have also engaged in poor 
reporting in this case. The following Times of India report claimed that she 
died in the jail, rather than the truth that she died in the hospital, 5 days 
after admission.

PANJIM:This has always been Goa’s worst kept secret. That huge amounts of 
kickbacks have been paid to the Town and Country Planning minister/department 
for conversions of lands into settlement. With the expose of the Income Tax 
assessment order of  controversial bureaucrat N Suryanarayana where Rs 26.58 
crore of monies have been paid to the then TCP minister Babush Monserrate, in 
2006, cash for conversions happened in RP-2011. Where is the guarantee it 
didn’t happen for the RP 2021 plan.
When Herald contacted Chief Town Planner Putturaju for his comments whether 
these huge tracts of orchard or agricultural land have now been converted in 
the RP 2021, he said. “I can give info only if you can give me the survey 
numbers,” adding “If you give me the survey numbers I will be more than happy 
to help as I too want to know what has happened.”
If these lands have been marked as settlement in RP 2021, then it’s clear that 
the TCP is honouring bribes paid for the 2011 plan.
This is the step by step process of the bribe route

Step 1: Suryanarayana, who set up a syndicate to buy and sell land (as 
mentioned in a signed document, a part of the assessment order) paid a total 
amount of Rs 24.75 crore to two middlemen cum brokers. Pradeep Palekar, MD of 
Primeslots Properties Pvt Ltd for conversion of 11 plots of land. An amount of 
Rs 19.75 crore was paid during the period April to August 2006 to Sadiq Shaik 
at his residence in Dona Paula and in the office of Dinar Tarcar (chairman of 
Landscape Group) at Campal, Panjim, according to documents with the assessment 
order. Rs 4.99 crore was also paid through his wife, N Sunitha’s Andhra Bank 
account for the stopped purchase of lands.
Step 2: According to investigations by the Income Tax  Central Circle Panjim,  
this amount was used by the middle men to pay two major kickbacks to Monserrate 
through his companies totalling in value to Rs 26.58 crore in cash/cheque and 
in kind.
The break up is Rs 11.8 crore for land at Sancoale to Good Earth Developers run 
by his son Rohit Monserrate, without any receipt of sale consideration and Rs 
15 crore to Raj Hospitality Pvt Ltd in which Babush Monserrate is a director 
without any security or documentary evidence. This was paid by Sadiq Shaikh.
“Facts and circumstances of the case suggest that the above(land transfer at 
Sancoale) is a sham transaction to pass on the payment in the form of land. The 
whole sequence of financial transactions between N Suryanarayana, Sadiq Sheikh 
and Babush Monserrate (as evidenced by seized page 42) were to reach Babush 
Monserrate. This transfer of land at Sancoale to Good Earth Developers is a 
colourable device to pay Atanasio (Babush) Monserrate directly.”
Incidentally, Good Earth Developers is a partnership firm in which Rohit and 
Anand Chandra Bose, a prominent builder in Vasco are partners, according to the 
IT assessment order.
What is important now is to know that these conversions for which bribes were 
paid for, did not happen, since in January 2007 Babush was made to resign and 
the RP-2011  was also scrapped.
Despite all this, Sadiq Shaikh, a well-known builder who managed all 
conversions through the minister, promised that the conversion would take place 
through the same person sooner or later.
The document says that the Suryanarayana syndicate paid Rs 24.75 crore to Sadiq 
for conversion.

Goa Bachao Abhiyan has taken note of the land conversion issues related 
to  the Regional plan in the context of the recently reported raids by 
Income tax officials on the premises of major real estate agents and 
builders in Goa.


The GBA agitation since 2006 was precisely to save Goa from  the large 
scale conversion of land to real estate and the huge  illegal money that 
was generated which affected the identity and livelihoods of the locals. 
The RP 2011 was revoked and the new RP 2021 was formulated. GBA has been 
monitoring the  Regional Plan 2021 to check for land conversions.


In the income tax raids certain land deals for conversion were revealed. 
GBA has done a quick check of the status of the survey numbers of land 
in  Final RP 2021.


The Adarsh Realty from Bangalore owns  land in  Majorda  bearing survey 
numbers 66,69 71 and 76 out of which the first three survey numbers are 
fields and are so indicated. in the Final RP2021. S.No 76 admeasuring 
20,500 shown as settlement.Of this  land 17,275 sq.m is shown as garden 
in Form I and XIV of the Directorate of Settlement  Land Survey.


The same Adarsh Realty owns 72, 000 sq.m  land In Cavelossim  survey no 
134 admeasures 1,81,225 sq m. Out of which 1,40,425 sq,m is garden land 
and 40,050 sq.m shown as rice field. The final RP 2021 states that 
conversion of the rice field is subject to the approval of Directorate 
of agriculture. As such of date no conversion has been given.


In Varca survey no 205.206.212 and 213 are owned by Adarsh Realty 
admeasuring 82,000 sq. m. The survey nos 205, 206, 212 are marked as 
settlement in Final RP 2021 and 213 is shown as rice field.  In survey 
number 212 there is 40,350 sq m of rice field and in survey no 205 there 
is 4256 sq, m of rice field . Conversion of these rice fields requires 
the prior approval of Directorate of Agriculture . This needs to be 
investigated.


One Mr Hirachand Bafna has been named as owning land admeasuring 
2,11,300 in Galgibag Canacona , survey number 189/1. The national 
highway passes through this area. The Final RP shows a strip of 
settlement adjacent to the highway and another strip adjacent to survey 
number 187. The major portion of the land is orchard in RP 2021.


Survey number 194/1 owned by Annant Vishnu Naik and 3 others was bought 
by Sadique Shaik and transferred to Good Earth Developers. Reports 
indicate that Rohit Monserratte and Annand Chandra Bose are associated 
with the company. The land admeasuring 2,37,025 is shown as settlement 
area. Incidently, this area is near BITS Pillani Sancoale campus is part 
of the Mormugao PDA.[not in RP 2021 thus far]


GBA has been demanding that the ODP areas also follow the No Development 
Zones for steep slopes and all eco sensitive zones. The procedure

Hmmm ... interesting.

1)  Is the noble Baroness aware that Goa sent representatives for many years 
to the Portuguese Parliament, so it was closely allied with Portugal and Goans 
spoke Portuguese? (Lord Orr-Ewing)  

  I should add, as early as 1834 (Bernardo Peres da Silva of Neura). Francisco 
Luis Gomes would represent Goa at the Portuguese Courts from 1861 to 1869. 

2) Is she aware that when I was last in Portugal, before this revolution, the 
representative of Goa was then sitting in the Portuguese Council? (Baroness 
EMMET of AMBERLEY)

Would this be Narana Coissoró? or Purxotoma Quenim?

I would be grateful if she could confirm that she wishes to stick by all

Goan visitor to exhibit cartoons this weekend

A celebrated cartoonist of Goa will be in Auckland this weekend to speak 
on the subject of cartoons and display some of his funniest and 
thought-provoking works that have appeared in the media over the years.
Alex Raphael Fernandes (popularly known as ‘Alexyz’) is one of the most 
prolific cartoonists of India with a number of popular newspapers and 
magazines regularly featuring his works.


Former Goanz president Corvin Carvalho is organising the exhibition 
comprising 40 cartoons at the Carmelite Chapel (636 Mt Albert Road) in 
Hillsborough on February 5 from 1030 am to 1 pm.


Entry to the exhibition and lecture is free and open to all.

Mr Carvalho said Alexyz is known for his outspokenness and readiness to 
support any cause that fostered public interest and community welfare.
“He is one of the most socially concerned cartoonists of Goa. His 
interests range from politics and current affairs to environment and 
sports,” he said.


Born, raised and educated in Mumbai, Alexyz began his career as an art 
teacher but the pristine surroundings of his native Goa attracted him to 
its shores. He began drawing cartoons for local papers and soon 
established his reputation for quick-on-the-draw sketches, caricatures 
and cartoons that have found their way into the columns of major 
publications in India.


Among them are Readers’ Digest, Indian Express, Illustrated Weekly (now 
ceased), Midday, Sportsweek, The Daily, Goa Today, (Goa) Herald, Navhind 
Times and Gomatak Times.


Mr Carvalho said that like most cartoonists, Alexyz is funny, irritating 
and even exasperating.


“For the past several years, he has given a fillip to fun-loving Goans. 
He is one the best-known and best-loved cartoonists of our State,” he said.


The ‘Konkani Sonskrutik Somajik Kala Kendr’ of Taleigao (an academy of 
arts and culture) honoured him with the ‘Pedro Adao Award’ on January 
23, 2012.


The annual Award, comprising a citation and certificate is presented to 
outstanding persons in various fields, in memory of the late Portuguese 
Consul General in Goa.

RESPONSE:

IMHO, Her treatment by the 'authorities' could NOT have been a result
of ANYof the above.

While the grief, disbelief and anger at her premature demise under
such circumstances is understandable, there are a few points we may
wish to consider:

1: Not ALL folks in uniform are fully there in the penthouse.
2: Never argue with ANY folks who have a combination of Uniform and Power.
3: Robots are Robots. Robots with power are worse.

I also suggest that we should get rid of this ethnic excuse - even
though we know that it exists.

Finally, in any situation like this, we should ask ourselves: Could we
as a family or community have prevented such a tragedy? Do we believe
that the hapless lady suddenly became 'incapable'? Sure, we cannot
take care of the stubborn ones  but Do we not need to look after our
reasonable ones?

In a matter related to this story, I am happy that my good colleague
Santoshbab - set the record straight on FN for his really daft and
exquisitely uninformed comment.

Goa, another day, another time (pre 1961)... with Prof Ramachandra Naique
Photographs which figure high officials (including, possibly, governors) of
the government in Goa during 1950s. Addressing the audience in each
photograph is Prof.  Ramachandra Naique.  He taught at the Escola Normal
for a long time and headed it for some time towards the end of his
professional career.  He passed away in 1960. Occasion when the photographs

1.This shall be my last post on this subject.
 
2.I admire the ability of my good friend JC to so adroitly shift attention from 
LIMITATION to OBITER /RATIO
 
3 Merely to keep the record straight LIMITATION refers to a  doctrine in law 
,colloquially called Doctrine of Quiet Repose which in the realisation that 
human affairs should go on peacefully by not being saddled with controversial 
issues/quarrels of the past ,lays down specific periods after which an action 
cannot be commenced and sustained in the Courts of Law to enforce any 
rights,obligations or interests. It is a pragmatic doctrine which helps Life to 
move on unhindered by past animosities, through raising a procedural barrier 
against wallowing in the dirt and mire of the past. Limitation denudes a person 
of enforcing a perceived right.
 
4 Different periods are prescribed for different actions. There are exceptions 
to this doctrine, and which exceptions are a matter of Public Policy decided by 
the Legislatures in a democratic polity.
 
5.OBITER refers to observations made by a Court of Record whilst deciding a 
case before it. ' OBITER would not bind a Court of concurrent jurisdiction. 
ie observations made a  Division Bench  would not bind another Division Bench 
of the same Court.
 
6. However OBITER of the Supreme Court of India on a specific subject would 
bind, in the hierarchy of Courts in India, (the High Courts in India being 
subordinate to the Supreme Court of India) the lower Courts when deciding 
another specific issue on the same subject,content and context.It is a binding 
guideline to the Lower Courts, not an idle expression of whim or  personal 
fancy. 
 
7.It can be readily discerned that LIMITATION and OBITER operate in 
different fields. LIMITATION merely by the sheer efflux of time extinguishes 
the remedy. OBITER  operates in the field when an action is validy instituted 
when not extinguished at the very outset by LIMITATION
