AS Goa's new Bharatiya Janata Party (BJP) government settles
down in office, it is easy to forget that a month ago the
Congress seemed confident of returning to power in the State.
The party is shell-shocked at its crushing defeat, its worst
performance since 1980.  The Congress won a mere nine seats,
and, worse, eight of its Ministers lost the election.

The party lost 11 seats, eight of them to the alliance
between the BJP and the Maharashtrawadi Gomantak Party (MGP),
two to independents and one to the newly revived Goa Vikas
Party (GVP), floated by Francisco Pacheco, former Tourism
Minister of the Nationalist Congress Party (NCP).  The NCP,
Congress's alliance partner, lost all of its three seats, two
to the BJP and one to an independent.  Independents,
meanwhile, increased their seats from two in the previous
Assembly to five.

The BJP increased its tally from 14 in 2007 to a simple
majority of 21 on its own and 24 in combination with its
partner.  Its alliance with the MGP is one of the many
factors that scripted huge wins for the party.  Ever since it
rode piggyback on the MGP in 1994, the BJP has grown in the
State at the cost of the MGP's soft Hindutva credentials.

In the past few Assembly elections, the MGP, which is now
reduced to being the hegemonic entity of two brothers, Sudhin
and Deepak Dhavlikar, in Goa's interior Ponda taluk,
contested on its own and entered into post-electoral
alliances with the Congress for government formation.  A
regular split in the traditional vote bases of the BJP and
the MGP gave the Congress an advantage in the past.

This time, the MGP and the BJP found themselves on a common
platform in opposing government grants to mainly Christian
primary schools which wanted to shift from Konkani medium to
English medium.  This emotive plank helped the alliance
consolidate traditional Hindu votes in some regions, to the
detriment of the Congress.  Sangh Parivar organisations such
as the Hindu Janajagruti and their women's wings helped with
a hushed campaign to vote for the lotus and even for the
Christian candidates in their fold.

The BJP contested 28 seats, left seven to the MGP and
strategically supported five independents and other regional
outfits such as the GVP in the Christian-dominated Salcete
taluk.  In a crucial departure from its earlier stance, the
BJP sidestepped its own loyalists and picked winnable
candidates who were new to the party but had the financial
wherewithal to run a campaign.

The strategy worked. Anti-incumbency and an anti-Congress
wave decimated the Congress in this taluk, which in the past
had given the Congress all its eight Assembly seats.  This
time, Salcete swung its votes in favour of three
independents, two GVP candidates and one BJP candidate.  The
Congress won two seats.

Swing in Catholic votes

In another careful strategy, the BJP replicated a successful
experiment in fielding Christian candidates. Over several
terms, its Mapusa MLA Francis D'Souza had returned unerringly
and with huge margins to the House, benefiting from both the
BJP-MGP vote base and his own status in the community. This
time the BJP gave at least six Christian nominees the ticket
in constituencies with sizable Christian population. It kept
away all hard-line Hindutva elements and agendas from the
campaign and instead concentrated on corruption and
development issues.

All six of the alliance's Christian nominees won. There can
be little doubt that the Church played a big role in the move
away from the Congress, said hotelier Ralph de Souza.  In
its pre-election statements, the Council for Social Justice
and Peace, the wing of the Church that comments on social
matters, had advised people to vote wisely, for honest,
non-corrupt candidates.  And this time, it overtly downplayed
its traditional anathema to communal politics.

Voters here have long been uncomfortable with their
back-against-the-wall plight of having to choose between
Congress regimes that sank into corruption and real estate
speculation (a bugbear with Christian voters) and the
BJP-MGP's brand of communal politics.

  Voters seem to have been simply fed up with the
  arrogance and hubris of the Congress and the BJP.
  It was an anti-Congress wave, not a pro-BJP wave,
  and certainly not an endorsement of the Hindutva
  ideology, said Dr Oscar Rebello, a physician and
  an activist.  According to the Citizen's Initiative
  for Communal Harmony, the anger generated by the
  Congress and its abysmal levels of corruption
  clouded the people's minds so much that they failed
  to see or overlooked the communal ideology of the
  BJP.

NEW DELHI: One can not acquire title to a property only because he or
she had been allowed to stay in the premises gratuitously for long,
the Supreme Court has ruled, asking courts to deal firmly with those
embroiling innocent owners in prolonged real estate litigations.

A three-judge bench of justices Dalveer Bhandari, H L Dattu and Deepak
Verma also laid fresh guidelines that caretakers, watchman or servants
do not acquire any title to a property merely because of its
possession by them for several years.

No one acquires title to the property if he or she was allowed to
stay in the premises gratuitously. Even by long possession of years or
decades such person would not acquire any right or interest in the
said property, the court said.

False claims and defences are really serious problems with real
estate litigation, predominantly because of ever escalating prices of
the real estate.

Litigation pertaining to valuable real estate properties is dragged
on by unscrupulous litigants in the hope that the other party will
tire out and ultimately would settle with them by paying a huge
amount.

This happens because of the enormous delay in adjudication of cases
in our courts. If pragmatic approach is adopted, then this problem can
be minimised to a large extent, said Justice Bhandari writing the
judgement for the bench.

The apex court passed the ruling while upholding an appeal of Maria
Margarida Sequeria Fernandes who was embroiled in a two-decade-long
legal battle with her brother and former Member of Parliament Erasmo
Jack de Sequeria, whom she had appointed as a caretaker of her
property in Goa.

Caretaker, watchman or servant can never acquire interest in the
property irrespective of his long possession. The caretaker or servant
has to give (up) possession (of the property) forthwith on demand,
the apex court said.

BTW, I forgot to mention that I have in my possession a list of 77 NGOs that 
are prohibited from receiving foreign funds either unconditionally or without 
prior permission. The vast majority of them (i.e. 78% or 60 out of 77) have 
nothing to do with the Christian religion or the Church. The list is obviously 
too long to be posted in a Goanet post.

cloak-and-dagger batsmen. (Pssst, they include saffronites Dr. Anil Desai,

- BJP won because a multi-crore NGO campaign zapped Goan minds.  Shantaram
Naik (of the Manohar Parrikar is Hitler fame) has questioned the crores spent,
an amount unimaginable to his honest Kangress party.

- BJP won because Catholics were marginalized through delimitation.

- BJP won because saffron was wrapped in purple foil and secretly
mixed with sorpotel.

stuff.

Of course Pamela D'Mello's analysis is right; I would add that the loss was 
also due to selfish politicians who railroaded themselves into the Congress, 
then blackmailed and finally managed to bring the Party down along with them. 
It was a Vote for change; anti incumbent politicions' Vote, it is; not a vote 
for anti minority Fascists as such!
 
To be an 'independent journalist' does not mean that she has to side with the 
saffron fascists.
Looks like it has touched a 'raw nerve' in you and your likes. Hope it helps 
'open your mind'!
 
The core principles and thrust in the BJP/RSS  constitution has not changed; 
has it? Why then were these 'guiding stratergies' towards Fascism and 'anti 
minorities' stance in the very being of the BJP/RSS not advertised to the

- BJP won because a multi-crore NGO campaign zapped Goan minds.  Shantaram
Naik (of the Manohar Parrikar is Hitler fame) has questioned the crores spent,
an amount unimaginable to his honest Kangress party.

May His Spirit And Legacy Live Forever

Man thou are dust and unto dust thou shall return, were the words that were 
rung in the ears of most Catholics in Goa on the 22nd of February this year, 
the symbolism of Ash Wednesday reminds us that we are indeed mere insignificant 
mortals, alive today gone the next. We do not know nor can we foretell the 
longevity of our existence. But we can be sure of one thing, sooner or later we 
will get the call which we will not be able to re-route nor will we be 
allowed an extension, so we will have to go, we come with nothing and we go 
with nothing but when we go, we do leave behind a trail, a trail that will 
reflect our existence.

I am sure Mr Mathany Saldanha nor any one else must have thought that the 
significance of Ash Wednesday would be a reality four weeks into lent. On that 
fateful day and at that fateful time he was called and he had to leave, as 
everyone else he may have taken nothing with him but with the trail that he has 
left behind, he has left us a legacy, a bountiful reflection of his existence, 
like any of us a mere mortal he may have been but what he has left behind is 
his immortal legacy.

Since his sudden and untimely demise, platitudes have been pouring in from all 
sides far and near, from friends and foes alike. Someone has even called him 
the father of activism in Goa. Yes, he was a born activist, a sublime orator 
and ofcourse a crowd puller, he was blessed with charisma that could turn any 
lateral movement into a tsunami of mass participation and I had seen this 
blitzing effect during the language and SEZ movements. These have been two gold 
stars among the many on his never ending silver lined resume.

Goa has indeed lost a dedicated and honest fighter of the Goans causes. He 
excelled in his fight for the rights of besieged fishermen and for the 
protection of our fragile environment. He had a vision of a corruption free and 
a greener Goa. Now with his untimely demise, it's only appropriate that his 
friends and colleagues in the Goa administration keep alive his vision and his 
dreams of a better and a greener Goa in sync with his legacy.

It is very disheartening to note that Goan politics has stooped so low that 
even before the mortal remains of beloved Mathany Saldanha were buried there 
was a buzz about candidates for the by-election and a few even sighed a sigh of 
relief fancying their chances. It does show our shallow or hollow reverence and 
lack of respect for a man who gave so much to Goa and Goans without expecting 
much in return. A by-election will surely be on the cards but as a mark of 
respect for the departed Soul, it should have been left till an appropriate 
time.

In the last few days going through the writings on Mathany Saldanha in the 
print and electronic media I have realized that it is indeed true that, the 
worth of a person of the caliber of Mathany Saldanha is only know after his 
death or can anyone explain why a good person like Mathany won an election in 
Goa for just the second time whereas imbeciles, crooks and scamsters have been 
winning elections for the last 15 to 30 or even more years ?

We all know that Mathany Saldanha was a good person but it is not enough to say 
he was good, what we need to do is, promote and elect good and honest people 
only then we will get good governance in return. I surely hope the many 
aspiring to be politicians will take honest and dedicated Mathany Saldanha as 
their role model and try to walk in his footsteps and work for the greater 
glory of Goa and Goans like he did. May his spirit and legacy live forever and 
may we Goans elect good and honest politicians in future.

Dear Rose,

How nice of you to make the time to comment on my interview. Much appreciated.
  I 've been so encouraged by the many positive messages I've received ever
since the interview went 'public'.
   Contrary to what you observe, I do not, in any way, consider my
posting to that
hell on earth unfortunate. In fact, it turned out to be a blessing
in disguise,partly
because I am a nomad at heart, and also because I love the African people,
especially those from the former N.F.D.(Northern Frontier District).
As a young(20-year old) bachelor at the time, it was quite an adventure and a
fascinating experience to be out in the wilds miles away from
civilisation! I got to
love the Turkana tribe and learnt a lot from their simple lifestyle.
As a former
colonial District Commissioner once observed,  The Turkana are certainly the
most primitive in East Africa; no other people could survive with so
few material
possessions. And yet, they seemed so contended.
   Compared to today's generation, I don't think that the East African
Goans(esp.
those in the Civil Service), faced major hardships except, perhaps, during the
war. Think of the perks - a virtually stress-free office life, lunch
and 'siesta'
breaks, paid local and overseas leave, including an 8-10 day luxurious cruise
(except for those who chose to travel deck class). Ours was truly a
Life of Riley'!
   Racial segregation or the 'colour bar' did exist in Kenya, but
then, didn't we
Goans discriminate against our own?  Since most of my service was in the
wilds of East Africa, I had no problem mixing about with Europeans or Africans
for that matter and had many friends among both races. Admittedly, our
salaries were structured on a racial basis, but that was the status
quo then -things changed for the
better much later.
 Looking back, I feel we were truly 'privileged' to enjoy such a
wonderful life
in Kenya, but my one regret is that some of us chose to treat the African as
an 'inferior' being. That was truly shameful.

 siesta, returning to work from 2pm to 4pm.
 After tea and cake, he headed for the waterhole of the Mombasa Institute to 
 socialise with his friends there and catch-up
 on the day's gossip while keeping an eye on our community children playing in 
 the grounds and on badminton courts. All
 expenses paid holidays were three weeks every year, with three months every 
 fourth year (to go to Goa). On retirement,
 my father received a decent pension he enjoyed for years and which my mother 
 still enjoys to this day.

 In agreement with Roland Francis, it would have been good to have seen the 
 entire recording of your interview. Also
 interesting to know whether you felt subjected to any discrimination during 
 this period of time and, if so, were able to do
 anything about it?

 The reason for my question is, as a community, we are nomadic. Our 
 forefathers had skills and the courage to leave their
 sheltered life in Goa to earn their livelihood in East Africa while 
 supporting family in Goa at the same time. These skills will
 have been passed down to us and if we were unhappy during our time in East 
 Africa, (remembering most of us lived there
 for 20 years plus) I feel sure we would not have suffered in silence and 
 would have moved on earlier to another country.
 Therefore, for the record, it will be good to see more of our people 
 interviewed recount their positive experiences here.

Clubs from the capital city of Panaji, namely Panjim Sports Festival
Committee, Young Boys of Campal, Kaddint Boys and JCI St. Inez have
welcomed the decision taken by the BJP led Government to declare
Football as a State Sport and have expressed their thanks to Chief
Minister Manohar Parrikar for allocating funds to build a
state-of-the-art Football stadium at Campal and for thus fulfilling
the long standing demands of the residents of Panjim and other
Football lovers.

To celebrate this decision; the clubs in joint association with the
Sports Authority of Goa have announced a Football Tournament at the
historic Dayanand Bandodkar Campal Grounds, which will be held from
15th April, 2012.

I have gone through the Goa Budget 2012.
[Thanks to Joseph Rebello]
And I must say that Manohar Parrikar has been working on this budget speech 
for all the years he was anxiously waiting for occupy the CHAIR.
AND, from the first, superficial reading of the Budget 2012, I have a 
feeling of EUPHORIA.


All this while I was un-selfish. From now on I want to be selfish for a 
change. And I am certainly going to claim Rs. 1000/- per month housewife 
allowance for Mrs. Lobo and Rs. 2500/m for Mr. Lobo as a retired SEAMEN 
allowance. I have already dished out my CDC from the antique collection.


I am happy that Goa Su-Raj Party's Road Map figures in this budget to the 
extent of bridges and river transport. I would have wanted 'hydrofoil' ferry 
services between Aldona/Calvim to Panjim to be revived since it's stoppage 
immediately after 1961. Hopefully, the Dona Paula - Vasco ferry service will 
be hydrofoil based ( like Venice to Lido in Italy  and elsewhere in Russia 
etc.)


I am particularly enthused about the Truck terminuses and Parking lots in 
Cities and Towns and motor cycle/bicycle tracks too. The idea of the 
Exhibition cum  Conference hall is wonderful. This can be used to exhibit 
all new projects like bridges, etc  by various builders/firms so that people 
can vote for one they like. More votes, you get what you want. I would have 
been happy if an autonomous TENDERING CELL was created so that all TENDERS 
emanate from this CELL ( WITH NO COMMISSIONS TO MINISTERS ETC).


Sadly, flyovers are missing. We need one at O'Coqueiro and Mapusa/Bastora 
junction badly. I have not seen any mention of GICA sewerage for Margao, 
Calangute belt and Mapusa. Maybe this so because is it paid for by the 
Japanese Government.No mention of CBI and ED to get permanent residences in 
Goa. If these cells are put to good use, people of Goa will have nothing but 
meals made out of CURRENCY NOTES which are salting in Minister's and 
Ex-Minister's godowns and underneath their tiled floors in secret cavities.


I shall be reading the budget speech of Manohar Parrikar more closely in 
time to come and will want to comment more on the positive aspects of his 
very encouraging budget. I would want him to set up a corpus for the RTO to 
regularly air the TRAFFIC RULES  on cable TV as advertisements with visuals. 
Give the public upto 3 months to be familiar with the new Traffic Code and 
to be guided through warnings only and no talaos. After three month, upwards 
of Rs. 500/- for any traffic offence and cancellation of driving/riding 
licenses for life  for drunken driving causing serious accidents. This will 
save a lot of lives who will want to live to enjoy the new budget.


Am very happy about enhanced agriculture in the State.

And last but not the least, I am not at all happy with Manohar Parrikar 
adopting  Robert Frost's quote to say: I have promises to keep, and miles 
to go before I sleep. Miles to go before I sleep...


We have already seen one dynamic person who would never want to sleep going 
for the eternal sleep. My sincere advice to Manohar Parrikar is to RELAX, 
keep office timings,  decentralize, hold people accountable, enjoy a popaya 
juice once in a while ( and a cigarette too in moderation ) at Mapusa 
Alankar whether Tara Narayan likes it or not.

PS: I have already got the taste of Manohar Parrikar's will to tighten-up 
the governance and also make it simple. I had a couple of POAs from UK to be 
endorsed by the Additional Collector. And I had expected to make one or more 
trips after delivering the documents. But surprise! surprise!, My documents 
got processed right away and though I was late to pay the Rs.10/- fees ( the 
cash closes at 12 sharp), a little chat with the department head got me my 
receipt. 'Hello' and 'most obliged' for signing the documents to Mr. Sawant 
( Add. Col)  and I drove home a very very happy man.

Below is the disgusting editorial in one of Goa's popular newspaper. The 
editorial appeals for no political party to field candidates against the BJP in 
the Cortalim by-polls. Is the BJP or any political party in this country known 
to restrain themselves from contesting a by-poll after the demise of a Congress 
MLA or MP? Are we Goans being considered as morons?

No party should contest against BJP in the Cortalim by polls

The outpouring of grief over Matanhy Saldhana's death shows no signs of 
abating. Absolute strangers have been calling and breaking down on the phone. 
Some are fisher folk, many are his former students, now lawyers, doctors, 
teachers and businessmen. They are all men and women of repute and standing. 
Yet, as one, they bare their hearts and cry as if there's no tomorrow.
As a news organisation where reporting deaths and tragedies are a part of our 
daily existence, the evocative and heartfelt response to Matanhy's death by all 
in Goa was a huge eye opener. Everyone who knew and loved Matanhy, has been 
surprised at the extent of the sadness over his death because for each, the 
love for Matanhy was personal. In his death, there is a fresh realisation that 
it was universal.
It's difficult to figure if Matanhy followed agitations or agitations  followed 
Matanhy. But what is not difficult to figure is why Matanhy and agitations were 
natural bedfellows, in a seamless embrace. Each agitation was a fight to 
protect Goa's, land, water, resources and above all Goa's identity. These 
agitations touched hearts and strengthened minds. And mind you every agitation 
may not have been huge in terms of scale, though most were. Some were simple 
demonstrations of protest. 
A couple of years ago, on a very hot summer afternoon Matanhy called 
journalists saying that a fisherman's boat and his fishing nets were burnt by 
someone and if reporters could come to Velsao where it happened. Journalists 
took their time and at four o clock two of them turned up to see Matanhy 
standing by the burnt boat, with four others. He had waited in the sun for 
three hours without lunch, to be on the side of that fisherman waiting for some 
reporters to come and see the damage. He had no election to fight, he had no 
deal to strike and he had no agenda. He just stood there on that afternoon like 
a brother and promised to find those who burnt his boat.
When he contested elections this time, he did not have to go and plead or 
promise or give any incentives. He simply gave himself yet again and people 
believed him. Every boatman in Velsao and Cansaulim, would have voted for 
Matanhy as a brother would.
In death, Matanhy has put a stamp on the greatness on his life and he has 
joined a very long list of decent, simple and dedicated leaders who have died 
young. When you see doddering 85 plus year old leaders contesting elections 
aiming for high offices, it is a consolation that Matanhy had energy and vigour 
till his last day. 
All this brings us to an issue which will play out immediately after his 
funeral. Who will step into Matanhy's shoes in Cortalim. The ugly side of Goa's 
politics is already visible. One of the candidates who lost to Matanhy actually 
called someone in the BJP, asking if the party would field him/her in the 
byelections. If we are true Goans, let us pause, close our eyes and ask if it 
is fair for the Congress or any other party to field a candidate against the 
BJP in Cortalim in the July by elections. 
The greatest tribute to Matanhy would be to have a historic election in 
Cortalim where there is one BJP candidate and none other. If anything, it will 
help Goa get a piece of its dignity, pride and honour of rising above party 
politics for a change.

Democracy” late Roque Santana at his home, in Velim the place where Goan
vision of Democracy was born in June of 1962 and today where his mortal
remains rest . Echoing his words ‘ not to use Democracy to loot people’,
they recollected how this youth of Velim spearheaded a mighty revolution
that brought in Democracy and Election in Goa in Dec 1963 and established a
new way of life for Goans.

I have concluded that 8 out of the 12 NGOs being probed are not connected with 
the Church because I have read about their activities, and know from their 
descriptions that they are neither affiliated with the Church nor involved in 
Christian religious services.

Of the 8, Calcutta Urban Service was formed by private citizens for the purpose 
of emergency relief, poverty alleviation, urban development, etc.  

Harpawat Charitable Trust in Udaipur appears to be a charity established by a 
private business. 

Rural Uplift Centre in Kanyakumari is a privately run social welfare charity. 

Bharatiya Cattle Resource Development Foundation promotes Indian breeds of

The Church has made Manohar Parrikar its Most Venerable Patron by its
covert support to the BJP. The Church has forgiven him his past sins
and redeemed him in the eyes of the laity. Many Catholics should
rightly be feeling uncomfortable despite Parrikar's mea culpa, perhaps
a hollow one. Like most politicians, Parrikar can be many things to
different people. This election, he over-reached himself to touch and
heal the Catholic community that held an uneasy disposition towards
him.
At a gesture akin to falling on his knees, Parrikar asked for mercy
for his mistakes of cancelling the feast of St. Francis Xavier and
Good Friday holidays. If Parrikar hadn't shown regret, he may have
been crucified at the ballot box. He probably learnt that the
Catholics believe in forgiveness, following what the crucified Jesus
asked them to be.  A merciful Jesus should save him from political
pitfalls that may lie ahead.  Parrikar’s is carrying a heavy cross as
he tries for the third time to govern a state that seems to have
recoiling further and further into a moral, political and economic
morass. How he will try to stem the rot or pull the state from
stagnation and take it on a progressive path by crossing over
roadblocks such as corruption and nepotism without creating pockets of
resistance from within the party and the big industries is to be
watched.
Parrikar delivered a masterstroke in selecting five new candidates,
besides his seasoned Catholic home guard, Francisco D'Souza, to
contest on the BJP tickets. He netted the kingfish, Matanhy Saldanha,
and after that it became easy for him to fish the mullets from the
small ponds where the candidates were fielded. Now that Matanhy is not
there to be his sounding board as well his trusted friend and adviser
besides his shield if Matanhy had taken on the might of the mining
barons and those politicians, both within the BJP and the MGP and
outside these two alliance partners, who enjoy the benefits of illegal
mining.
The story of the success of the five, taking for granted that
Francisco would carry Mapusa with him as he has done in the past, was
what tilted d the scales in Parrikar's favour. That the BJP alliance
partner, the MGP, could deliver just three was enough to show him that
the MGP is a spent force. The current MGP is not the same as the old
MGP under Dayanand Bandodkar, as a couple of Catholics were its strong
members and also held ministerial posts in the Bandodkar rule.
The Church looked with disdain the antics of the Congress government
and some of its Catholic ministers who paid scant respect to Church
authorities. The Congress leaders turned a deaf year to the Congress
voice. It forgot that the Church can sway lot of votes in Salcette.
The IT raids on the Velim priest, Fr. Romano Gonsalves, have been
alleged to be the dirty tricks job of those who want to fuel the
anti-Congress fire across the land or specifically targeted against
sitting MLA Felipe Neri Rodrigues, who could not survive. The victor,
Benjamin Silva, an independent candidate, enjoyed the BJP support,
though getting him to run on the BJP ticket in the Catholic belt may
not have worked. Felipe Neri blamed Fr. Consalves, just as the other
Congress loser, Churchill Alemao, has blamed the Church and, in
particular, some unnamed priests for his mighty downfall. Churchill's
grouse against the Church is a cry of anguish. His nemesis, Avertano
Furtado, too was supported by the BJP. Both, Benjamin and Avertano,
are now the poster boys of BJP’s “other” face.
The IITian that he is, Parrikar melded Catholics to his rightist
party, an engineering feat that helped the BJP juggernaut to ride to
victory.  Kudos to Parrikar for making the communal BJP appear
secular to the Catholics. With the mixing of the Hindu sanatan
dharma with Christian universality (Muslim affiliation was missing),
the BJP projected a two-dimensional face of Goa. Tokenism worked well
to catapult Parrikar back into the chief minister's seat.
The new relationship between the Church and the new government augurs
well for Goa, most so for its Catholic population. Granted that the
Church is perched on a high moral ground and no doubt a power by
itself, the Church has gone forth into the public arena on many issues
and drawn the attention of the government. It shouldn’t stop playing
that role but also not be a clapper boy for the government. Even as
the Deputy Chief Minister, Francisco D’Souza, has vowed to look after
the interests of the Catholics, the Church must weigh its powers to
force the government to keep to its promises. Parrikar may appear
“saintly” now but there’s no guarantee he won’t revert back to being
his old self. Politics is a strange game and uncertainty is its prime
virtue.
In the final analysis, Manohar Parrikar, the devout Hindu and a tagged
RSS man, strolled into the Catholics hearts that were heartened by the
circling gloom in the form of nepotism, corruption,

 A cursory glance at the budget highlights, as reported in Navhind
times, is unbelievably good. It seems too good to be true. But a
budget can be presented as a grandiose plan but there's a gap between
what is proposed and what can be achieved. The timeframes for some of
the outlined projects seems unrealistic given the way things move in
Goa, no matter how much the CM will push.
Let the CM kickstart some of the projects and by the time for next
year's budget Goans will know how much has been accomplished. No doubt
the budget is populist in nature but how far populism will cost the
state exchequer has to be seen. It looks like the debt load will
increase. Who cares, just like the US where government debt is so
ridiculously high and keeps on growing. A balanced budget is a mirage.
Parrikar the benevolent has provided a platter of goodies for one and
all. Goans in Goa and, to some extent, NRI Goans must cheer. For many
NRI Goans who lost their property to caretakers or squatters, the new
plan may be too late. I don't think any legislation or amendment to
the Mundkar or any other tenancy act would make it retroactive for
those losers are old laws.
Parrikar has left a lot for Goans to think about. The tavernas and
tintos will be buzzing, though feni will cost a little more. Goans
will says cheers, anyway because they will be compensated by the
benefits in other ways.

Parrikar has answered your prayers -- at least on paper for now.

NEW DELHI: One can not acquire title to a property only because he or
she had been allowed to stay in the premises gratuitously for long,
the Supreme Court has ruled, asking courts to deal firmly with those
embroiling innocent owners in prolonged real estate litigations.

A three-judge bench of justices Dalveer Bhandari, H L Dattu and Deepak
Verma also laid fresh guidelines that caretakers, watchman or servants
do not acquire any title to a property merely because of its
possession by them for several years.

No one acquires title to the property if he or she was allowed to
stay in the premises gratuitously. Even by long possession of years or
decades such person would not acquire any right or interest in the
said property, the court said.

False claims and defences are really serious problems with real
estate litigation, predominantly because of ever escalating prices of
the real estate.

Litigation pertaining to valuable real estate properties is dragged
on by unscrupulous litigants in the hope that the other party will
tire out and ultimately would settle with them by paying a huge
amount.

This happens because of the enormous delay in adjudication of cases
in our courts. If pragmatic approach is adopted, then this problem can
be minimised to a large extent, said Justice Bhandari writing the
judgement for the bench.

The apex court passed the ruling while upholding an appeal of Maria
Margarida Sequeria Fernandes who was embroiled in a two-decade-long
legal battle with her brother and former Member of Parliament Erasmo
Jack de Sequeria, whom she had appointed as a caretaker of her
property in Goa.

Caretaker, watchman or servant can never acquire interest in the
property irrespective of his long possession. The caretaker or servant
has to give (up) possession (of the property) forthwith on demand,
the apex court said.

RESPONSE: I saw that on my return, this afternoon...was this the same Jack
Sequeira that Goans are/were waxing lyrical about? His grand-daughter must
be worth millions as head of an U.S. Investment Bank in Bombay. I am simply

While presenting the budget, arrikar said he has fulfilled the
promises made in the manifesto. Dear Parrikar, a promise is fulfilled
only after the end result. Shifting the promises from the manifesto
into the budget is NO fulfillment; it is just a logistical move. The
Robert Frost quote has become hackneyed. What Parrikar has done is
followed Pandit Jawaharlal Nehru whose favourite quote it was. Goan
forests are indeed lovely and deep but they have big pits from mining.
Frost stopped by the woods (forest) one snowy evening and that
inspired him to write the poem. Parrikar need to stop by the declining
beauty of Goan hills one sunny morning and check the tress are
missing, cut by developers. Would he able to replace the houses on
these hills by fresh trees?
Let me remind Parrikar that Frost also wrote, The Road Not Taken. In
case you don't fulfill your promises, you may want to quote from this
poem.

1.I have been able to carefully peruse the Goa Budget Proposals on the website 
of the Goa Legislature.Kindly permit me to applaud  CM Manohar Parrikar for his 
Budget 2012 which is a PROMISE to the Goan Electorate of the state of Affairs 
to come.His statement of intent as evidenced in his Budget Proposals needs to 
be wholeheartedly supported.
 
2.My only fear for Goa is that fellow citizens of India resident in other 
States of India would  sorely want to legititimately register on the Electoral 
Rolls of the State of Goa, India, whilst some Goans across India are wanting to 
accquire other Nationalities.  Unless the BJP as a POLITICAL PARTY replicates 
this Budget in  neighbouring Karnataka, and the POLITICAL combination of Cong- 
NCP  replicates it in Mahaashtra, Goans would be swamped by  DEMOGRAPHIC 
DESTABILISATION . Goans would perhaps become STRANGERS in their own land. 
Neighbouring States are a bare minimum , Leave alone the Hordes from across the 
world! BANGARACHEM GOA WHICH IN THE FIRST PLACE BROUGHT OUR SUBJUGATION!! IS 
THERE NEED FOR A MORE NUANCED APPROACH?
 
3. Nonetheless a great effort. A budget with MATANHY written all over it. IS IT 
A STRATEGIC BLUNDER  Too much of a good thing? A PLAN IS A TRAP TO CAPTURE 
THE FUTURE. METHINKS , ITS BETTER TO TAKE ONE SIP AT A TIME!

their (Kingfisher's) ability to maintain a schedule needs to be checked now
as all assurances have proven to be empty till now and the reverse is
happening, said sources. Now, there are indications that the aviation
ministry has run out of patience with Mallya's promises as the airline is
showing no improvement, something that became clear with

asked to act on its cash-and-carry. Whenever AAI asked for payment, it was
told that the airline had no money and would have to shut down if asked to

dropped and the daily payment would be under Rs 50 lakh, said sources.

Lentil with lime and cilantro, Raita, Kachumber (Indian salad), Pickle, 
Fountain Soda/drink, Dessert. If you are vegetarian, please let us know and we 
will substitute the Chicken Temperado for you with a vegetarian dish (to be 
determined).

There is no cost to attend the meeting from 4-6pm and you can leave after the 
meeting is over and skip the Optional dinner. The Optional dinner following the 
meeting is no-host (pay individually at the door). To attend the Optional 
dinner you must have attended the meeting.

We will begin with a presentation on Goa's beauty and problem spots by San 
Francisco's Bay Area's own Rajan Parrikar.and then move on to others to present.

OPEN MIKE for anyone who wants to speak and express an opinion on Goa's state, 
its future, the new government and realistic expectations of might or might not 
change, what has been going on in Goa, and what we would like to see happening 
in Goa.

Can Goans solve the problems/challenges which will confront them?
Will Goans get a larger slice of the Goan economic pie?
Can illegal mining be eliminated? What about legal mining?
Can large-scale mega-projects and land conversions be controlled?
Can communal harmony exist in Goa?
Migration issues
Any other topic, this is an OPEN MIKE meeting.

Since this post talks of of rare varieties of mangoes, wondering if
you know of some rare varieties of rice.
Recently heard from someone in the Mandur area that in the old days,
they grew rice which was dark (in colour) and grew around the marshes
(imagine of the Zuari river).

The person who posted the Mango grafts for sale does not respond unfortunately,
