BJP budget blows hot and cold on Goa's offshore casinos IANS Panaji: Once having resisted offshore casinos tooth and nail as a moralistic opposition, the Bharatiya Janata Party (BJP)-led coalition government in its budget has both slapped and caressed the increasingly powerful casino lobby in Goa. In his budget speech, Chief Minister Manohar Parrikar on Monday reduced the entry fee to offshore casinos from Rs 2,000 to Rs 500, clearly paving the way for increased footfalls to the gambling hubs, but also increased the annual offshore casino licence fee from Rs 5 crore to Rs 6.5 crore. While the casino industry has said the budget was against it, popular perception as well as the opposition suggests that the reduction of the steep entry down to a quarter would increase footfalls at the six operational offshore casinos parked in the Mandovi river, which flows along the capital. I propose that the entry fee for both onshore and offshore casinos to be Rs 500. With this, entry fees collected from offshore casinos would get reduced… However to compensate such reduction in revenue, I propose to enhance the licence fee of offshore casinos to Rs 6.5 crore per year, thereby bringing in additional revenue of Rs 9 crore, Parrikar said. Parrikar said he had proposed a reduction in the high entry fee because it leads to incidents of avoidance of payment of such fees and there was no government mechanism to regulate and keep a head count on customers entering the casinos. A spokesperson for the casino industry in Goa, Shrinivas Nayak, told IANS that the sector was the unfortunate victim in Parrikar's otherwise populist budget. The land casinos licence fee has been increased from Rs 15 lakh to Rs 2.5 crore. This is unheard of. Our fee increase is also not a good sign, Shrinivas said, adding that the increase in entertainment tax from 10 percent to 15 percent would deter investors to invest in Goa, which is evolving as a tourism and entertainment hub in the country. On one hand they want investors but then they hike taxes like this. This is a lesson for those who want to invest in Goa, perhaps they should think twice now, said Shrinivas, who operates the offshore unit Casino Pride. Hubert Gomes, a dentist who contested the March assembly polls as an independent candidate from Benaulim, 40 km from here, said perhaps the only flaw in the entire budget presentation was the reduction in casino entry fees. The only thing I did not like in today's budget is (the) reduction of casino entry fee from Rs 2,000 to Rs 500. This will certainly encourage more Goans to visit casinos and lose their hard earned money, Gomes said. Congress spokesperson Jitendra Deshprabhu said the reduction of licence fee was an ominous sign for the local population. They (BJP) have reduced licence fee for offshore to Rs 500. He (Parrikar) wants more accessibility to the casinos for Goan youth…Will the BJP women's wing which had accused the Congress of floating these casinos now oppose their own government and stop youngsters from frequenting casinos? Deshprabhu said. Parrikar, however, claims he will soon move a legislation which will restrict resident Goans from entering the offshore casinos. Bailancho Saad states that the budget is a let down as no demands raised by Bailancho Saad are met. While the CM sanctioned 60 motorcycles to look after the welfare of animals, no budgetary allocation has been made for vehicles, infra structure, personnel for various state bodies to stop crimes against women. This demand was vociferously raised at several public programs, held on International Women’s Day, but the CM has turned a deaf ear. Law and order is a state subject, and the women have a right to protection and environment free of crime. The State government cannot abdicate its responsibility and delegate it to NGOs members opined The government has in fact presented a budget which primarily depends on revenue generation from vices such as gambling and alcohol which promotes violence against women. Bailancho Saad strongly condems the decision of providing sops to casinos by reducing the fees to Rs 500 from Rs 2000 to generate dirty revenue by encouraging gambling. Bailancho Saad demands that the 'ladli lakshmi' scheme which promises one lakh at the age of 18, to a girl child for marriage, be *delinked* from marriage as it endorses dowry which is against the law. It will also result in early marriages of girls at 18 to avail the money and cut short their higher education. Bailancho Saad states that a woman should have a right to choose how she wants to use the money, whether to set up a business, pursue a career, get married or do both. The scheme is proposed only for girls born hence forth. No provision is made for the girls attaining 18 years presently. BS pointed out that while the intention to save the girl child is good, the scheme should not promote dowry evils and treat women as objects. BS also called for changing the name of “kanya daan “ scheme to give ‘kanya maan” .The bal rath to all schools was a welcome decision and asked it to be implemented in the rural areas on a priority basis ,to provide safe transport schools and to check dropouts especially of girls. The budget allocations in the name of women by way of Rs 1000 to beat inflation and freezing of prices for LPG are actually benefits for families *routed* through women. A vast number of rural women suffer from anemia and give birth to low birth weight babies and eat left overs, after family members have eaten. These issues have to be addressed. I had read the news regarding the SC judgement in the Erasmo de Sequeira case but would this decision be bearing on cases where the owners have lost their property to the caretakers if the owners now approach a court? Lawyers on the forum should throw some light. I was told also to seek justice in court but I knew that it would take long, long time and lot of money. Imagine taking two decades for the brother-sister litigation. The property in this must be worth lot of money and it was probably worth fighting for. Shocking indeed that the de Sequeira family had to go to court to settle their property problem. That the case went to the highest court in the land shows that the Maria Fernandes was bent on taking it the full distance. The central government had also promised that NRI cases would get a fast-track court in settling property disputes but nothing has happened. Now the Parrikar government has assured to protect NRI property. It does not, however, mean that the party which is on the losing side seek justice in a court or make an appear to a higher court if a decision in a lower court goes against the party. They promised to bring it up in this summer session, but they propose to discuss it further,and hope more such analysis will lead to paralysis! Enough of time has lapsed since the winter session and nonsense made of Sense of House resolution!We cannot tolerate/sit and watch those fighting corruption be harassed or eliminated. But the above two (CSJP's Fr. Maverick Fernandes and Soter D'Souza) have maligned my name with the Parish Priest of Moira Fr. Simpliciano Fernandes just because I gave a pat on the back because he wanted to select a village panel for the up-coming Panchayat elections. They (Fr. Maverick Fernandes and Soter D'Souza ) poisoned his mind by telling him not to associate himself with whatever Floriano Lobo is doing because he is a corrupt politician PERIOD. Whereas, I could have taken a couple of crores OF RUPEES which were offered to me by the ex-owner of Calypso to stay his demolition (WP 236 of 2007 which is clubbed with WP/580 of 2009) by just not following up the matter, being the sole aggrieved party, but went ahead with the demolition to the extent of more than 4 crores of rupees. The new owner has presumably re-built on the same and therefore the need for WP/580. And whereas, the Church to which these people are connected has sold the entire Souto Maior Properties to Model Builders, Panjim which properties were willed to the Church for the use of the poor and down-trodden. And whereas, the Vanxim Island is sold to Gaunekar for 37 lakhs in a deal which is more shaddy than the shade itself. Who are these people sermonizing and organizing SEMINARS for ??? I'd like to share the comments a friend made(in a private message to me), after seeing my reply to Rose Fernandes. Today's news on the BBC is about the discovery of oil in the Turkana Distist of Kenya (see below). You (and I) will thank the Good Lord for finally showering his blessings on the Turkana - the prospect of women in decent clothing instead of goatskin skirts around their waists, men driving in air-conditioned cars, air-conditioned homes with piped water, hospitals, schools, etc. Then we look back at independent African countries and ask ourselves; is our wish just a dream? Will the lure of oil wealth spawn tribal rivalries, border disputes, warfare, land mines and killings of innocent people? And will the survivors still be living the same way they did when you were a Karani? I hope and pray that BEFORE they pump the first drop of oil out of the ground, the tribal chiefs sit down around a table, with a British District Commissioner (or a Bwana Karani) as the Chairman, and agree to maintain peace. BJP budget blows hot and cold on Goa's offshore casinos IANS Panaji: Once having resisted offshore casinos tooth and nail as a moralistic opposition, the Bharatiya Janata Party (BJP)-led coalition government in its budget has both slapped and caressed the increasingly powerful casino lobby in Goa. In his budget speech, Chief Minister Manohar Parrikar on Monday reduced the entry fee to offshore casinos from Rs 2,000 to Rs 500, clearly paving the way for increased footfalls to the gambling hubs, but also increased the annual offshore casino licence fee from Rs 5 crore to Rs 6.5 crore. While the casino industry has said the budget was against it, popular perception as well as the opposition suggests that the reduction of the steep entry down to a quarter would increase footfalls at the six operational offshore casinos parked in the Mandovi river, which flows along the capital. I propose that the entry fee for both onshore and offshore casinos to be Rs 500. With this, entry fees collected from offshore casinos would get reduced… However to compensate such reduction in revenue, I propose to enhance the licence fee of offshore casinos to Rs 6.5 crore per year, thereby bringing in additional revenue of Rs 9 crore, Parrikar said. Parrikar said he had proposed a reduction in the high entry fee because it leads to incidents of avoidance of payment of such fees and there was no government mechanism to regulate and keep a head count on customers entering the casinos. A spokesperson for the casino industry in Goa, Shrinivas Nayak, told IANS that the sector was the unfortunate victim in Parrikar's otherwise populist budget. The land casinos licence fee has been increased from Rs 15 lakh to Rs 2.5 crore. This is unheard of. Our fee increase is also not a good sign, Shrinivas said, adding that the increase in entertainment tax from 10 percent to 15 percent would deter investors to invest in Goa, which is evolving as a tourism and entertainment hub in the country. On one hand they want investors but then they hike taxes like this. This is a lesson for those who want to invest in Goa, perhaps they should think twice now, said Shrinivas, who operates the offshore unit Casino Pride. Hubert Gomes, a dentist who contested the March assembly polls as an independent candidate from Benaulim, 40 km from here, said perhaps the only flaw in the entire budget presentation was the reduction in casino entry fees. The only thing I did not like in today's budget is (the) reduction of casino entry fee from Rs 2,000 to Rs 500. This will certainly encourage more Goans to visit casinos and lose their hard earned money, Gomes said. Congress spokesperson Jitendra Deshprabhu said the reduction of licence fee was an ominous sign for the local population. They (BJP) have reduced licence fee for offshore to Rs 500. He (Parrikar) wants more accessibility to the casinos for Goan youth…Will the BJP women's wing which had accused the Congress of floating these casinos now oppose their own government and stop youngsters from frequenting casinos? Give Goa Assembly right to legislate on land transactions by amending Art 371 Mr Shantaram Naik while participating in the budget debate in the Rajya Sabha on Monday, strongly pleaded for amendment of article 371 to provide special provisions for Goa (commonly called special status) to empower Goa legislature to enact a law regulate land transactions in the state. He said that Russians, Israelis and our own land mafias are coming down to Goa with tons of money to buy villages after villages. Goa Government did make an attempt in this regard by amending Land Registration Act but the bill was not assented to by the President of India in view of a Supreme Court decision which has categorized such a legislations as unconstitutional. Therefore, it is only an amendment to article 371 which can make a law on the subject as constitutional, he said. Mr Naik suggested that Shipping companies, State Governments and Central Government should create a common fund for the purpose of providing appropriate pension to the families of seamen who suffer immensely for earning their livelihood living away from their families. Refering to the speech of the Leader of Opposition Shri Arun Jetley, Mr Naik said if Congress can get votes by misusing CBI, as alleged by Leader of Opposition, then he would advise his party to go ahead and get the votes, said Mr Naik. He pleaded with Shri Jetley not to indulge in such baseless allegations. Participating further Mr Naik said that since coalition governments have become inevitable in this country, Constitution of India needs to be amended to include a special chapter on the governance under coalition regimes which will lay down the responsibilities of coalition partners and other related issues. Mr Naik urged upon the Finance Minister to introduce Direct Tax Code Bill and the Goods and Services Tax Bill at the earliest. Mr Naik said that budgetary allocations can be meaningful only if quality of the projects being implemented is checked, delays are avoided and corrupt practices involved therein are curbed. Mr Naik welcomed the commitment made by the Finance Minister Shri Pranab Mukherjee to lay on the table of the House a White paper on black money. He said that the opposition parties who are not appreciating the efforts made by the government in this regard, despite complicated international laws and conventions, may perhaps get an idea regarding the efforts made by the government. Mr Naik suggested that the Central government should implement only those Central Schemes and enact those Central legislations which they can fund to the extent of 100% as, Mr Naik said, it is not fair to presume that States would be able to share a portion of the burden of these schemes and legislations. Mr Naik pleaded for a strong legislation to take the State Government which hijack Central schemes and project them as their own scheme without mentioning to the people that funds for schemes are sent by Central Government. Mr Naik said that it is very difficult for the States to share 50% burden of Right to Education Act, which is a Central legislation. Mr Naik said that Goa’s development suffers as the State does not have a separate cadre of All India Services, and that, the officers of present AGMU ( Arunachal, Goa, Manipur and Union Territories) cadre cannot do justice to Goa as, due to their short stint there is no commitment involved. Mr Naik also pleaded for a legislation to regulate funds under Members of Parliament Local Area Development and said that readily built premises should be allowed, after proper valuation, to be allotted as community halls, etc. in order to avoid delays. He also pleaded that a small percentage of total funds should be permitted to be given in cash to the needy during natural disasters. The Konkani loving audience of Bombay and Goa just loved and admired him for his talent, gracefulness, and dedication. In my belief and personal opinion, as long as the tiatrist world is alive Remmie Colaco will never be forgotten. May his soul rest in peace. Such Konkani stage singers, actors, writers and directors come up with hard dedication through their humble beginnings and they rise above the skies, and he was one of them - Remmie Colaco. [Remmie Colaco in Kuwait, KGTS president, Francis de Verna see at the right] A simple human being with God gifted talent he was a law abiding citizen of India who always knew his responsibilities. When Kuwait Goa Tiatristanchi Sonvstha (KGTS) invited Remmie Colaco for one of their shows in Kuwait, he was the most disciplined actor among the guest artistes, and received much applause his performance, grace and his self composed songs. Almost six decades nows, I have witnessed Remmie much acclaimed tiatr 'Sathvo Sacrament' when I was just 12 years in Bombay in 1955. Remmie Colaco's passing away is another setback to the tiatrist fraternity. So many tiatrists have left this world leaving behind their beautiful memories, compositions, songs and dramas, and their hallmark for the love of Konkani stage and its upliftment, Remmie Colaco's was one of them, who can never be forgotten. [Goanet] Unintended consequences
To Goanet - The problem with making Goa a hub for casinos and gaming is that it will attract the worst and most criminal elements to it. (If it hasn't already - why is Mr Mody walking around with gun-toting bodyguards?) Had it been one or two land-based casinos buried in some corner of a 5-star hotel, that would have been one thing. But Goa seems well on its way to becoming a hub, supporting multiple floating as well as land-based operations. We are playing with fire. The Indian underworld has most likely already set up shop. If not, it will soon come in, rest assured. And once this casino monster becomes big and powerful, there will be no stopping it. There will also be space opening up for auxiliary industries (think escort services, high end call girls etc). Recall how the mob took over Las Vegas once (see Casino, starring Robert de Niro, for one adaptation of the story). It took a major FBI operation to put these guys out of business and to clean up Vegas. No such clean-up will every happen in Goa/India. Manohar-bab did not start this. But he has the chance and the mandate now to permanently kick casinos out of Goa. The most charitable spin I can put on his latest sops for casinos is that he wants to quickly generate revenue and put it to work on the other goodies he has promised Goans. My response to that: you cannot think of revenue in isolation. You have to think about the consequences, especially long-term effects of short-term expedients. This is a losing gamble (pun intended). PANAJI: Goa has the fourth highest road density in the country among states with a road network stretching 2,854.94 km per 1,000 sq km of area. Kerala with a road network of 5,268.69 km per 1,000 sq km surpasses all other states while Tripura with a road density of 3,026.23 km per 1,000 sq km ranks second, as per figures of the year 2008 in economic survey 2011-12. Assam, which was in fourth position since 2003, as per available figures, has displaced Goa with a density of 2,936.51 km per 1,000 sq km of its area. But Goa has a higher road density compared to its bigger neighbours, Karnataka and Maharashtra. Karnataka has an average road network of 1,331.94 km per 1,000 sq km while Maharashtra has even less coverage of 725.75 km for the same parameter. Goa has a land area of 3,702 sq km, Karnataka 1,91,791 sq km and Maharashtra 3,07,731 sq km. The length of the highways passing through Goa spans a total of 262 km in the state and covers NH 17 from Patradevi to Polem (139 km), NH 4-A from Panaji to Molem (79), NH 17-A from Cortalim to MPT (16.50) and NH 17-B from Farmagudi to MPT (38.5 km). In addition, there are major district roads and roads crisscrossing the rural and urban areas. But the union territories have even better road density than bigger states. Delhi ranks first among the states and union territories with a density of 19,931.89 km per 1,000 sq km while Chandigarh is a close second with 18,578.95 km per 1,000 sq km.
