Panaji: Once having resisted offshore casinos tooth and nail as a
moralistic opposition, the Bharatiya Janata Party (BJP)-led coalition
government in its budget has both slapped and caressed the
increasingly powerful casino lobby in Goa.

In his budget speech, Chief Minister Manohar Parrikar on Monday
reduced the entry fee to offshore casinos from Rs 2,000 to Rs 500,
clearly paving the way for increased footfalls to the gambling hubs,
but also increased the annual offshore casino licence fee from Rs 5
crore to Rs 6.5 crore.

While the casino industry has said the budget was against it, popular
perception as well as the opposition suggests that the reduction of
the steep entry down to a quarter would increase footfalls at the six
operational offshore casinos parked in the Mandovi river, which flows
along the capital.

I propose that the entry fee for both onshore and offshore casinos to
be Rs 500. With this, entry fees collected from offshore casinos would
get reduced… However to compensate such reduction in revenue, I
propose to enhance the licence fee of offshore casinos to Rs 6.5 crore
per year, thereby bringing in additional revenue of Rs 9 crore,
Parrikar said.

Parrikar said he had proposed a reduction in the high entry fee
because it leads to incidents of avoidance of payment of such fees
and there was no government mechanism to regulate and keep a head
count on customers entering the casinos.

A spokesperson for the casino industry in Goa, Shrinivas Nayak, told
IANS that the sector was the unfortunate victim in Parrikar's
otherwise populist budget.

The land casinos licence fee has been increased from Rs 15 lakh to Rs
2.5 crore. This is unheard of. Our fee increase is also not a good
sign, Shrinivas said, adding that the increase in entertainment tax
from 10 percent to 15 percent would deter investors to invest in Goa,
which is evolving as a tourism and entertainment hub in the country.

On one hand they want investors but then they hike taxes like this.
This is a lesson for those who want to invest in Goa, perhaps they
should think twice now, said Shrinivas, who operates the offshore
unit Casino Pride.

Hubert Gomes, a dentist who contested the March assembly polls as an
independent candidate from Benaulim, 40 km from here, said perhaps the
only flaw in the entire budget presentation was the reduction in
casino entry fees.

The only thing I did not like in today's budget is (the) reduction of
casino entry fee from Rs 2,000 to Rs 500. This will certainly
encourage more Goans to visit casinos and lose their hard earned
money, Gomes said.

Congress spokesperson Jitendra Deshprabhu said the reduction of
licence fee was an ominous sign for the local population.

They (BJP) have reduced licence fee for offshore to Rs 500. He
(Parrikar) wants more accessibility to the casinos for Goan youth…Will
the BJP women's wing which had accused the Congress of floating these
casinos now oppose their own government and stop youngsters from
frequenting casinos? Deshprabhu said.

Parrikar, however, claims he will soon move a legislation which will
restrict resident Goans from entering the offshore casinos.

As a measure of prohibition on entry to all casinos operating in the
state of Goa, I propose to bring an appropriate legislation to prevent
the entry of residents of the state as well as youth under 21 years of
age, Parrikar has said.

Saxophonist Colin Laguna form Netherlands has been a regular visitor to Goa 
ever since his mother first brought him to Goa as a four year old child. He has 
ancestoral roots in Goa and has always felt at home on every visit. He heads 
the saxophone department in the Holland College of performing arts and also 
leads his own modern jazz quartet in concert all over Europe. He performed for 
the first time in Goa this season after meeting up with Jazz Goa's Colin D'Cruz 
who featured his namesake at several gigs around Goa. Laguna consistently 
raised the performance bar for the local band Jazz Junction with his amazing 
virtuosity and this prompted D'Cruz to have his amazing talent tapped and taped 
right here in Goa. He offered to record Laguna if it was a composition inspired 
by Goa and 'Spiritual Pathways' began to take life in Jazz Goa's studio in 
Sangolda. Pianist Tony Dias added some sensitive piano playing to Laguna's 
amazing melody driven by D'Cruz's
 singing fretless bass. The overall production turned it into a world class 
tune and the track currently tops thousands of entries in the international

voice was played in the church.

Tomazinho Cardozo spoke at the grave.

times, is unbelievably good. It seems too good to be true. But a
budget can be presented as a grandiose plan but there's a gap between
what is proposed and what can be achieved. The timeframes for some of
the outlined projects seems unrealistic given the way things move in
Goa, no matter how much the CM will push.


[2] While presenting the budget, [P]arrikar said he has fulfilled the
promises made in the manifesto. Dear Parrikar, a promise is fulfilled
only after the end result. Shifting the promises from the manifesto
into the budget is NO fulfillment;

COMMENT:

1: The BJP had a pre-election manifesto.
2: The populace voted the BJP in.
3: Mr. Parrikar has now presented a budget.
4: That is how approval is obtained for projects.
5: Not very sure what the naysayers are about.
6: Instead, should they not be occupying themselves with One question
for Mr. Digambar Kamat i.e. IF Mr. Parrikar is able to achieve any of
this, WHY weren't you?

SUGGESTION: While one should always remain vigilant for excesses of
politicians, one would do well by getting over the denial.

BELGAUM: Claiming that a sizeable presence of Kannadigas in Goa made a 
crucial impact in the recent Goa assembly elections, Rajya Sabha MP and KLE 
Society Chairman Dr Prabhakar Kore has not ruled the possibility of a Kannadiga 
at the helm of Goan politics in future.
The day is not far when a Kannadiga could become the chief minister of Goa, 
said Dr Kore.
He was addressing a press conference at Belgaum on the occasion of the 
inauguration of the Rs 35 crore KLE Charitable Hospital (Belgaum South.
This is KLE's second charitable hospital that will provide free health care to 
the poor and downtrodden for over 500 patients from the region.
Union Minister for Health  Family Welfare Ghulam Nabi Azad will be 
inaugurating the hospital.
Indicating that number of Kannadigas in Goa is escalating, Dr Kore said the 
presence of Kannadiga voters in every constituency of Goa, which is between 
3000 and 7000, made a vital difference.
During the last elections, Kannadigas had supported Congress, but this time 
the verdict favoured Bharatiya Janata Party and this was perhaps the deciding 
factor that led to BJP's cakewalk in Goa, stated Kore.
The flamboyant and influential Lingayat leader, who has crossed over to the BJP 
after he was offered the seat of the Upper House of the Parliament, is equally 
influential among the Kannadigas in Goa.
It may be recalled that during last assembly election in Goa, Dr Kore was the 
party observer of the Congress.
When asked if the Kannadigas would play a pivotal role in Goa's politics he 
quipped: Why not? Goa may also have a Kannadiga as the chief minister.

Bailancho Saad evaluated the Goa Budget -2012 today, to ascertain whether
the demands of the women for budgetary allocation, to curb crimes against
women were met.


Bailancho Saad states that the budget is a let down as no demands raised by
Bailancho Saad are met.


While the CM sanctioned 60 motorcycles to look after the welfare of
animals, no budgetary allocation has been made for vehicles, infra
structure, personnel for various state bodies to stop crimes against women.
This demand was vociferously  raised at several public programs, held on
International Women’s Day, but the CM  has turned a deaf ear.


Law and order is a state subject, and the women have a right to protection
and environment free of crime. The State government cannot abdicate its
responsibility and delegate it to NGOs members opined


The government has in fact presented a budget which primarily depends on
revenue generation from vices such as gambling and alcohol which promotes
violence against women.


 Bailancho Saad strongly condems the decision of providing sops to casinos
by reducing the fees  to Rs 500 from Rs 2000 to generate dirty revenue by
encouraging gambling. Bailancho Saad strongly condemns the decision of
reducing the casino fees which would lead to increase in gambling.



Bailancho Saad has observed that the heavy dependence of budget spending on
excise revenue,  leads to immense pressure  for resource mobilization on
the excise department to meet budget targets.


 As a result more  liquor licenses get granted, laws on  bar timings
 violated, alcohol outlet  permitted close to educational institutions and
religious institutions  contrary to law, cheap  liquor sold in sachets at
Rs5 and Rs 8 to promote drinking , no control on production and no bodies
to check its purity, open drinking outside whole sale shops , government
sponsored wine festivals. sponsorship  of school sports by alcohol
companies , illegal and surrogate advertisements etc  to promote sale and
consumption of alcohol.


The expenditure in the budget is  envisaged at the cost of aggravating
violence against women with no strong mechanism to mitigate it.


The budget has not  spoken of speedy disposal of domestic  violence cases
 and justice for women nor has provided for Protection Officers  under the
Domestic Violence Prevention Act.


Bailancho Saad   demands that the 'ladli lakshmi' scheme which promises one
lakh at the age of 18, to a girl child  for marriage,   be *delinked* from
marriage as it endorses dowry which  is against the law. It will also
result in early marriages of girls at 18 to avail the money and cut short
their higher education. Bailancho Saad states that a woman should have a
right to choose how she wants to use the money, whether to set up a
business, pursue a career, get married or do both.


 The scheme is proposed  only for  girls born hence forth. No provision is
made  for the girls attaining 18 years presently.


 BS pointed out that while the intention to save the girl child is good,
the scheme should not promote dowry evils and treat women as objects. BS
also called for changing the name of  “kanya daan “ scheme to give ‘kanya
maan” .The bal rath to all schools was a welcome decision and asked it  to
 be implemented in the rural areas on a priority basis ,to provide safe
 transport schools and  to check dropouts especially  of girls.


The budget allocations in the name of women by way of Rs 1000 to beat
inflation and freezing of prices for LPG are actually benefits for families
*routed* through women. A vast number of rural women suffer from anemia and
give birth to low birth weight babies  and eat  left overs,  after family
members have eaten. These issues have to be addressed.


Bailancho Saad hopes that the CM will note and take progressive steps.

I had read the news regarding the SC judgement in the Erasmo de
Sequeira case but would this decision be bearing on cases where the
owners have lost their property to the caretakers if the owners now
approach a court? Lawyers on the forum should throw some light.
I was told also to seek justice in court but I knew that it would take
long, long time and lot of money. Imagine taking two decades for the
brother-sister litigation. The property in this must be worth lot of
money and it was probably worth fighting for. Shocking indeed that the
de Sequeira family had to go to court to settle their property
problem.
That the case went to the highest court in the land shows that the
Maria Fernandes was bent on taking it the full distance. The central
government had also promised that NRI cases would get a fast-track
court in settling property disputes but nothing has happened. Now the
Parrikar government has assured to protect NRI property. It does not,
however, mean that the party which is on the losing side seek justice
in a court or make an appear to a higher court if a decision in a
lower court goes against the party.

which are also suitable to Goan conditions can further maximise yields
(especially of our local varieties of vegetables and fruits),
encourage more local entrepreneurs and promote self-sufficiency in

[Goanet] Not happy about casinos

Instead of asking casinos to pack up and leave Goa, Manohar Parrikar has rolled 
out the welcome mat for them.  Parrikar must be asked to clarify his position 
especially given that he had opposed casinos not long ago.

The proposal to ban locals from entering casinos is a bad idea.  Government 
should not be in the business of legislating morals after first enabling the 
very lifestyle it wants its citizens to shun.

 Saxophonist Colin Laguna form Netherlands has been a regular visitor to

Reacting to the news item about Our Member of Parliament  Mr. Shantaram
Naik issuing press notes taking credit to the date changes seems laughable
at a point in time were he as our representative in Praliament could
have  taken
up so many issues after the defeat of his party. Our representatives are
paid through our taxes not for this but to take up much serious issues like
economic benefits  for people they represent.


Can some body clear my thinking …..does Mr. Shantaram has the right to
representative us in parliament when the Govt. which elected him  has been
defeated. Or he has to resign with moral responsibility and create a
vacancy for a new innovative person to take seat.

In UP, notorious mafia Don having 48 criminal cases pending against him,has 
been made Minister in charge of prisons.His first act was reportedly to visit a 
jail and pull up jail officials.He has expressed displeasure about the quality 
of food and ordered installation of water coolers immediately. He has given 
guidelines of upkeep of prisoners and facilities for inmates on severe penalty 
if not complied. It is no secret that MPs as law makers consider themselves 
above the law and cutting across party lines together with pliant bureaucrats 
seeped in corruption, are able to help/cover themselves if caught. This has to 
stop! 
We have the task of  removing and voting in the right Legislators to represent 
us and be able to ensure power does not make them forget the voters and behave 
like arrogant rulers. This is hapenning in Parliament where Team Neta is 
censuring Team Anna. For 40 years they have managed to keep the Lokpal bill in 
abeyance,and finally due to pressure from Baba Ramdev (whom they 
neutralized)and the  Anna Hazare movement which they tried to stamp out like 
they did the Tehelka expose, a weak bill was passed in the Lok Sabha and 
scuttled in the Rajya Sabha. They promised to bring it up in this summer 
session, but they propose to discuss it further,and hope more such analysis 
will lead to paralysis! Enough of time has lapsed since the winter session and 
nonsense made of Sense of House resolution!We cannot tolerate/sit and watch 
those fighting corruption be harassed or eliminated. There is nothing left to 
discuss, since all parties and everyone knows the nitty gritty and what are the 
i
 mportant issues namely the independence of the CBI and a fair procedure to 
chose a Lokpal who will be an independent entity so everyone from the PM to the 
peon will be made accountable!The next game is consensus.Everyone must/will be 
made to agree with the Congress by hook or by crook. Since Parliament has been 
reduced to numbers, Anna joining with Ramdev( on issue of Lokpal and black 
money) will have the numbers, not to mention the victims/ us fed up citizens, 
to force them to see the writing on the wall for an urgently passed strong 
Lokpal bill. 
To tackle the cancer of corruption Electoral,Police and Administrative reforms 
must follow. It is only we the people who can do it. The Parliamentarians in 
their arrogance cannot see the writing on the wall. The people have not lost 
faith in Democracy and Parliament but in the Systemic corruption and 
Parliamentarians !

If at all people do not want to be utterly misguided and fooled, they should 
give a 'WIDE BERTH'  to this self-interest based PANCHAYAT RAJ  SEMINAR 
organized by CSJP with Soter as it's main ingredient. The actual Organizer 
of this is an outsider who has made himself very comfortable in GOA  and 
going by the name  of PEACEFUL SOCIETY.


Why am I saying this?

I have been a SOCIAL ACTIVIST  all my life and I have a record of 7 
successful Public Interest Litigations in the Bombay HC of Goa since 1997, 
two of which are concurrently running...  WP/580 of 2009 in  Court No 2 - 
Justice Reis and WP/737 of 2011 - Division Bench  Court No. 1.  with me 
appearing in person. While the 580 is concerned with CRZ violation at 
Calangute and Baga by hotels,   the 737 is the Mapusa Comunidade having sold 
it's agricultural field (Morod) to Raojee Rane in lieu of 1050 square meters 
or thereabout  of built-up area, property which it cannot sell.


But the above two (CSJP's Fr. Maverick Fernandes and Soter D'Souza) have 
maligned my name with the Parish Priest of Moira Fr. Simpliciano Fernandes 
just because I gave a pat on the back because he wanted to select a village 
panel for the up-coming Panchayat elections. They (Fr. Maverick Fernandes 
and Soter D'Souza )  poisoned his mind by telling him not to associate 
himself with whatever Floriano Lobo is doing because he is a corrupt 
politician PERIOD.


Whereas, I could have taken a couple of crores OF RUPEES which were offered 
to me by the ex-owner of Calypso to stay his demolition (WP 236 of 2007 
which is clubbed with WP/580 of 2009) by just not following up the matter, 
being the sole aggrieved party,  but went ahead with the demolition to the 
extent of more than 4 crores of rupees. The new owner has  presumably 
re-built on the same and therefore the need for WP/580.


And whereas, the Church to which these people are connected has sold the 
entire Souto Maior Properties to Model Builders, Panjim which properties 
were willed to the Church for the use of the poor and down-trodden. And 
whereas, the Vanxim Island is sold to Gaunekar for 37 lakhs  in a deal which 
is more shaddy than the shade itself.


Who are these people sermonizing and organizing SEMINARS  for ???

I have qualified into POLITICS because these NGO's  and institutions are 
shaddy and misguide people. They live off the proceeds of people's donations 
by hocking JESUS CHRIST  not having  no trade in hand to earn their daily 
bread.


And,  I have always been a votary of VILLAGE CITIZEN'S PANEL for the 
Panchayat elections on a Citizens' MANIFESTO.


These two persons have shot down the MOira Panchayat Project  because I was 
decent enough to tell Fr. Simpliciano Fernandes to involve Fr. Maverick 
Fernandes and Soter D'Souza.


BEWARE:  SENSITIVE CITIZENS WHO WANT TO DO SOMETHING GOOD FOR THEIR VILLAGES 
. PLEASE FOR GOD'S SAKE STAY AWAY FROM THIS POISON WHICH IS DISHED OUT TO

 you quite rightly pointed out. I was only enlightened when Tanganyika gained
 Independence, and I CHOSE to become a Tanganyikan citizen shortly
 thereafter.

 What is shameful is when SOME or MANY Goans today, unlike you and me, keep
 reminiscing about the good old days without nary a sense of remorse or a
 feeling of guilt or a sense of gratitude towards the African who was
 relegated to the lowest rung in society in his own land while we prospered
 at his expense.

 What is even more tragic is that when the African got freedom, the majority
 of the population found themselves far worse off than in the colonial days,
 as a result of dishonesty, fraud, corruption, and tribal rivalries of their
 own leaders.

 Today's news on the BBC is about the discovery of oil in the Turkana Distist
 of Kenya (see below). You (and I) will thank the Good Lord for finally
 showering his blessings on the Turkana - the prospect of women in decent
 clothing instead of goatskin skirts around their waists, men driving in
 air-conditioned cars, air-conditioned homes with piped water, hospitals,
 schools, etc. Then we look back at independent African countries and ask
 ourselves; is our wish just a dream? Will the lure of oil wealth spawn
 tribal rivalries, border disputes, warfare, land mines and killings of
 innocent people? And will the survivors still be living the same way they
 did when you were a Karani?

 I hope and pray that BEFORE they pump the first drop of oil out of the
 ground, the tribal chiefs sit down around a table, with a British District
 Commissioner (or a Bwana Karani) as the Chairman, and agree to maintain
 peace. Otherwise it will just be another oil-rich Nigeria where poverty is
 still rampant.

 Like many predictions I made in the past, I am going to retain a copy of
 this message that I will track in years to come.

They are probably on less controversial ground in arguing that a decrease
in the average board age increases risk taking – and that regulators should
take a closer look at the ages of bank executives. According to the study,
a five-year reduction in the average age of a board’s members increases the
ratio of risk-weighted assets to total assets by 2.66.

Their conclusion that more executives with doctorates reduces risk taking
is attributed “to the fact that better educated executives employ more
sophisticated risk management techniques and adjust the business model
accordingly”.

By reading novels, we are, through all the means and maneuvers of
storytelling, given a contemplative education in the range and depth of
human choice and human perspectives, and a vantage point on the human mind
as it sparks and leaps through thought.The narrative structures of novels
allow us to contemplate all the pleasures and problems of the human
experience of time.

By offering us language worked up to the most subtle and complex meanings
and vivid and musical sounds of which it is capable, novels teach us to
cherish language, showing us how better language leads to better thought.
By showing us the ways in which memory works in human beings, and how human
decisions are always contingent on particular constellations of

A Supreme Court ruling sets Precedent for future rulings of lower
courts .but NOT of those of the Supreme Court -  even though a
previous ruling can be quite 'persuasive'..

If there are previous High Court rulings which have been appealed (or
have leave to be appealed), the Precedent applies.

If not .most likely NOT.

Of course, it all depends on ALL the facts of each individual case.

Panaji: Once having resisted offshore casinos tooth and nail as a
moralistic opposition, the Bharatiya Janata Party (BJP)-led coalition
government in its budget has both slapped and caressed the
increasingly powerful casino lobby in Goa.

In his budget speech, Chief Minister Manohar Parrikar on Monday
reduced the entry fee to offshore casinos from Rs 2,000 to Rs 500,
clearly paving the way for increased footfalls to the gambling hubs,
but also increased the annual offshore casino licence fee from Rs 5
crore to Rs 6.5 crore.

While the casino industry has said the budget was against it, popular
perception as well as the opposition suggests that the reduction of
the steep entry down to a quarter would increase footfalls at the six
operational offshore casinos parked in the Mandovi river, which flows
along the capital.

I propose that the entry fee for both onshore and offshore casinos to
be Rs 500. With this, entry fees collected from offshore casinos would
get reduced… However to compensate such reduction in revenue, I
propose to enhance the licence fee of offshore casinos to Rs 6.5 crore
per year, thereby bringing in additional revenue of Rs 9 crore,
Parrikar said.

Parrikar said he had proposed a reduction in the high entry fee
because it leads to incidents of avoidance of payment of such fees
and there was no government mechanism to regulate and keep a head
count on customers entering the casinos.

A spokesperson for the casino industry in Goa, Shrinivas Nayak, told
IANS that the sector was the unfortunate victim in Parrikar's
otherwise populist budget.

The land casinos licence fee has been increased from Rs 15 lakh to Rs
2.5 crore. This is unheard of. Our fee increase is also not a good
sign, Shrinivas said, adding that the increase in entertainment tax
from 10 percent to 15 percent would deter investors to invest in Goa,
which is evolving as a tourism and entertainment hub in the country.

On one hand they want investors but then they hike taxes like this.
This is a lesson for those who want to invest in Goa, perhaps they
should think twice now, said Shrinivas, who operates the offshore
unit Casino Pride.

Hubert Gomes, a dentist who contested the March assembly polls as an
independent candidate from Benaulim, 40 km from here, said perhaps the
only flaw in the entire budget presentation was the reduction in
casino entry fees.

The only thing I did not like in today's budget is (the) reduction of
casino entry fee from Rs 2,000 to Rs 500. This will certainly
encourage more Goans to visit casinos and lose their hard earned
money, Gomes said.

Congress spokesperson Jitendra Deshprabhu said the reduction of
licence fee was an ominous sign for the local population.

They (BJP) have reduced licence fee for offshore to Rs 500. He
(Parrikar) wants more accessibility to the casinos for Goan youth…Will
the BJP women's wing which had accused the Congress of floating these
casinos now oppose their own government and stop youngsters from
frequenting casinos? Deshprabhu said.

Parrikar, however, claims he will soon move a legislation which will
restrict resident Goans from entering the offshore casinos.

As a measure of prohibition on entry to all casinos operating in the
state of Goa, I propose to bring an appropriate legislation to prevent
the entry of residents of the state as well as youth under 21 years of
age, Parrikar has said.

a straight contest between a Jharkhandi and a Kannadiga.  But wait, the guys
from Rajasthan lining up the Goan roadside with sugarcane carts may also have 
an ace up their sleeve.  And let's not forget the fellows from Chattisgarh, the
ones who have changed their name from Vijay Yadav to Victor D'Souza to
become instant Goans.

TO SIR, WITH LOVE :: MEMORIAL SERVICE IN HONOUR OF MATANHY SALDANHA

The former students of Mr Matanhy Saldanha have put together a memorial 
service titled 'To Sir, With Love', to pay tribute to their beloved Sir 
Matanhy after his untimely and shocking death last week. The service 
will be held on Wednesday, March 28, 2012, at 7pm at Don Bosco's, Panjim.


The memorial service will begin with an Eucharistic Celebration by Fr 
Ian Figueiredo, Provincial of the Konkan Province, with the 
participation of many past pupil priests. This will be followed by a 
Condolence Meet at 8 pm. The meet will include sessions on Nostalgic 
Memories and brainstorming of ideas to carry on the ideals and mission 
of Sir Matanhy.


Well known as an activist-politician, Matanhy was also a full-time 
teacher from 1974 to 2008 at Don Bosco High School, Panjim. In the 
course of his teaching stint, he inspired generations of students with 
his idealism and activism, leaving a lasting impression on their hearts 
and minds. 'To Sir, With Love' is a spontaneous effort on the part of 
several of his students to honour their beloved teacher.


Students, friends and well-wishers of Mr Saldanha are invited to 
participate.

Give Goa Assembly right to legislate on land transactions  by amending 
Art 371



Mr Shantaram Naik while participating in the budget debate in the Rajya 
Sabha on Monday, strongly pleaded for amendment of article 371 to 
provide special provisions for Goa (commonly called special status) to 
empower Goa legislature to enact a law regulate land transactions in the 
state. He said that Russians, Israelis and our own land mafias are 
coming down to Goa with tons of money to buy villages after villages.


Goa Government did make an attempt in this regard by amending Land 
Registration Act but the bill was not assented to by the President of 
India in view of a Supreme Court decision which has categorized such a 
legislations as unconstitutional. Therefore, it is only an amendment to 
article 371 which can make a law on the subject as constitutional, he said.


Mr Naik suggested that Shipping companies, State Governments and Central 
Government should create a common fund for the purpose of providing 
appropriate pension to the families of seamen who suffer immensely for 
earning their livelihood living away from their families.


Refering to the speech of the Leader of Opposition Shri Arun Jetley, Mr 
Naik said if Congress can get votes by misusing CBI, as alleged by 
Leader of Opposition, then he  would advise his party to go ahead and 
get the votes, said Mr Naik. He pleaded with Shri Jetley not to indulge 
in such baseless allegations.


Participating further Mr Naik said that since coalition governments have 
become inevitable in this country, Constitution of India needs to be 
amended to include a special chapter on the governance under coalition 
regimes which will lay down the responsibilities of coalition partners 
and other related issues.


Mr Naik urged upon the Finance Minister to introduce Direct Tax Code 
Bill and the Goods and Services Tax Bill at the earliest.


Mr Naik said that budgetary allocations can be meaningful only if 
quality of the projects being implemented is checked, delays are avoided 
and corrupt practices involved therein are curbed.


Mr Naik welcomed the commitment made by the Finance Minister Shri Pranab 
Mukherjee to lay on the table of the House a White paper on black money. 
He said that the opposition parties who are not appreciating the efforts 
made by the government in this regard, despite complicated international 
laws and conventions, may perhaps get an idea regarding the efforts made 
by the government.


Mr Naik suggested that the Central government should implement only 
those Central Schemes and enact those Central legislations which they 
can fund to the extent of 100% as, Mr Naik said, it is not fair to 
presume that States would be able to share a portion of the burden of 
these schemes and legislations.


Mr Naik pleaded for a strong legislation to take the State Government 
which hijack Central schemes and project them as their own scheme 
without mentioning to the people that funds for schemes are sent by 
Central Government.


Mr Naik said that it is very difficult for the States to share 50% 
burden of Right to Education Act, which is a Central legislation.


Mr Naik said that Goa’s development suffers as the State does not have a 
separate cadre of All India Services, and that, the officers of present 
AGMU ( Arunachal, Goa, Manipur and Union Territories) cadre cannot do 
justice to Goa as, due to their short stint there is no commitment involved.


Mr Naik also pleaded for a legislation to regulate funds under Members 
of Parliament Local Area Development and said that readily built 
premises should be allowed, after proper valuation, to be allotted as 
community halls, etc. in order to avoid delays. He also pleaded that a 
small percentage of total funds should be permitted to be given in cash 
to the needy during natural disasters.

GRACEFUL TIATRIST -  Remmie Colaco

The most graceful tiatrist of yesteryears Remmie Colaco is no more.

The Konkani loving audience of Bombay and Goa just loved and admired him 
for his talent, gracefulness, and dedication.


In my belief and personal opinion, as long as the tiatrist world is 
alive Remmie Colaco will never be forgotten. May his soul rest in peace.


Such Konkani stage singers, actors, writers and directors come up with 
hard dedication through their humble beginnings and they rise above the 
skies, and he was  one of them - Remmie Colaco.

A simple human being with God gifted talent he was a law abiding citizen 
of India who always knew his responsibilities.


When Kuwait Goa Tiatristanchi Sonvstha (KGTS) invited Remmie Colaco for 
one of their shows in Kuwait, he was the most disciplined actor among 
the guest artistes, and received much applause his performance, grace 
and his self composed songs.


Almost six decades nows, I have witnessed Remmie much acclaimed tiatr 
'Sathvo Sacrament' when I was just 12 years in Bombay in 1955.


Remmie Colaco's passing away is another setback to the tiatrist fraternity.

So many tiatrists have left this world leaving behind their beautiful 
memories, compositions, songs and dramas, and their hallmark for the 
love of Konkani stage and its upliftment, Remmie Colaco's was one of 
them, who can never be forgotten.


May the Almighty God give strength and courage to his bereaved family to 
bear the loss.

[Goanet] Unintended consequences

The problem with making Goa a hub for casinos and gaming is that it will
attract the worst and most criminal elements to it. (If it hasn't already - why 
is
Mr Mody walking around with gun-toting bodyguards?)  Had it been 
one or two land-based casinos buried in some corner of a 5-star
hotel, that would have been one thing.  But Goa seems well on its way
to becoming a hub, supporting multiple floating as well as land-based 
operations.

We are playing with fire.

The Indian underworld has most likely already set up shop.  If not, it will
soon come in, rest assured.  And once this casino monster becomes big
and powerful, there will be no stopping it.  There will also be space opening
up for auxiliary industries (think escort services, high end call girls etc).

Recall how the mob took over Las Vegas once (see Casino, starring Robert
de Niro, for one adaptation of the story).  It took a major FBI operation to
put these guys out of business and to clean up Vegas.  No such clean-up
will every happen in Goa/India.

Manohar-bab did not start this.  But he has the chance and the mandate 
now to permanently kick casinos out of Goa.  The most charitable spin I
can put on his latest sops for casinos is that he wants to quickly generate
revenue and put it to work on the other goodies he has promised Goans.

My response to that: you cannot think of revenue in isolation.  You have
to think about the consequences, especially long-term effects of short-term
expedients.  This is a losing gamble (pun intended).

My hope is that Goans will call or write to him with their views.

PANAJI: Goa has the fourth highest road density in the country among states 
with a road network stretching 2,854.94 km per 1,000 sq km of area.

Kerala with a road network of 5,268.69 km per 1,000 sq km surpasses all other 
states while Tripura with a road density of 3,026.23 km per 1,000 sq km ranks 
second, as per figures of the year 2008 in economic survey 2011-12.

Assam, which was in fourth position since 2003, as per available figures, has 
displaced Goa with a density of 2,936.51 km per 1,000 sq km of its area.

But Goa has a higher road density compared to its bigger neighbours, Karnataka 
and Maharashtra. Karnataka has an average road network of 1,331.94 km per 1,000 
sq km while Maharashtra has even less coverage of 725.75 km for the same 
parameter. Goa has a land area of 3,702 sq km, Karnataka 1,91,791 sq km and 
Maharashtra 3,07,731 sq km.

The length of the highways passing through Goa spans a total of 262 km in the 
state and covers NH 17 from Patradevi to Polem (139 km), NH 4-A from Panaji to 
Molem (79), NH 17-A from Cortalim to MPT (16.50) and NH 17-B from Farmagudi to 
MPT (38.5 km). In addition, there are major district roads and roads 
crisscrossing the rural and urban areas.

But the union territories have even better road density than bigger states. 
Delhi ranks first among the states and union territories with a density of 
19,931.89 km per 1,000 sq km while Chandigarh is a close second with 18,578.95 
km per 1,000 sq km. Puducherry and Lakshadweep have road density of more then 
5,000 km per 1,000 sq kms.

Parrikar must be asked to clarify his position especially given that

RESPONSE: Reduction in the entry fee to Rs 500 is bound to increase 
foot-traffic in the casinos. Surely the casino owners must feel 
placated, no?



The proposal to ban locals from entering casinos is a bad idea.
Government should not be in the business of legislating morals after
first enabling the very lifestyle it wants its citizens to shun.


RESPONSE: Parrikar said there was no government mechanism to regulate 
and keep a head count on customers entering the casinos. How would the 
subject legislation be enforced?


Nevertheless, the sore sights on the Mandovi should be moved out into 
the Arabian Sea..really offshore!!


I guess MP's every move will be over-analysed and mis-steps magnified by 
the media and his detractors.
