Hi, The Goa Writers group will be conducting a session called 'Get Graphic: An Introduction to the World of Graphic Books' at the Audio-visual Hall at the new Central Library building in Patto, Panjim on Tuesday, June 10, starting 5pm. The event is open for everyone, with a special focus on writers and illustrators who may be interested in this genre. There are no participation fees. It would be good if would-be participants register beforehand (by sending their name and contact info to me at anniese...@yahoo.com by July 7), but even those who simply turn up at the venue can participate, as long as there is physical room. [Goanet] Souvenir of SFX Exposition - 1952 - for sale
Folks, For those interested, I have a souvenir of the 1952 - fourth centenary - exposition of SFX for sale. This is a silk hanker-chef, bought in Goa and is appox 33*33 centimeters. Like the photo shows, it looks like it is in fairly good condition although yellowing, which I guess is what one can expect from cloth that is 60 years old. The inscription is printed in English and Portuguese. Say Doc, you forgot the barking dogs and the 'booth' who roamed in the dark looking for coconuts for the plucking! In Mazoddem, there was the late "Hoop" who worked in a oil company in Murmagao and took the late night trainand from the station to his casa in Utorda a lit a 'chooli' for light and every turn through the village, said 'hoop' to scare the 'booth' and anyone else who crossed his path. The village then called him "Hoop" and he continued his 'chooli'-lit walk home after street lights arrived. One heard him on a couple of occasionsthe dead of night (which was usually 9PM) and unmistakable 'hoop' -quietened down even the noisy insects. The street lights have arrived in the villages but they mysteriously 'not work' when a night plucking (of coconuts) is scheduled!! Zaalach Paai-je of a different kind! [Goanet] COLUMN: Education director is not an asset to the department
Education director is not an asset to the department By Nisser Dias nisserdias at gmail.com SMS to 9422437029 Last week there was some turbulence in the education department regarding the controversial circular issued by the directorate of education (DoE) to the government and aided schools. According to the media reports the director of Education Anil Powar permitted the school managements to buy any two news dailies (one English and one Marathi) for the benefit of the students. On the face of it, it seemed that this non Goan director of education was interested in the welfare of the student community, but knowing Powar, his intentions are not very clean. I am of the opinion that he was approached by some marketing persons of news dailies in a bid to promote the sale of their paper and sold him the idea of how beneficial their product would be to students. And the director swallowed the bait, maybe for obvious reasons. Though he stopped short of naming the news dailies he passed a message to parents which news dailies would benefit their children, as these are the ones that publish tutorials or test papers for students to solve. But it seems that there is more to it than meets the eye. Incidentally, the managements took objections to this circular as they have made a habit of buying all the four English dailies and a couple of vernacular newspapers on regular basis for the students to catch up on news. It seems like Anil Powar’s intention is to catch the eye of the students on these tutorials or tests papers so that they force their parents to buy the paper at home. Obviously students do not have the time nor the inclination to solve or go over the entire subject material published in the newspaper during the short recess. It looks like either the Director of Education is trying to get in good books with the publication houses or has reduced himself to marketing person of same, which would rather befit him as it is alleged that he has made a virtue of being an ‘Yes man” to those who matter. And what possible good could this director of education do to the Goan education standards and student community as his heart lies in his native land of Karwar. What good could he possibly do to raise the standard of syllabus. What good could he possibly do to eradicate illiteracy. The director of education cannot even monitor food that is prepared for the students under the midday meal scheme as a result of which students suffer from food poisoning. The most recent one reported was in Khola. What good could he possibly do to the parents who are shouldering the responsibility of educating their children in English medium private schools without burdening the government. Instead of safeguarding the rights of the parents which are cited in the Goa State Education Act 1984 and Rules 1986, he has allowed the managements of the private schools to do as they please thereby allowing the parents to be at the mercy of the managements of these schools. Non Goans like him saw the potential in setting up English medium schools in Goa and fleecing parents for two reasons. They realized that the parents in Goa are of mild nature and do not like to antagonize the principals and managements in fear of their child being targeted and secondly because directorate of education is least bothered about the functioning of the schools. And Director of Education Anil Powar is alleged to have an excellent rapport with the pseudo educationists who under the guise of imparting quality education are fleecing the parents and swindling the teachers. Various complaints of parents have not been acted upon. Infact during one of our meetings with former Education minister Babush Monseratte in presence of the director of Education (then dy director), one of the parents made a direct allegation against him stating that he is on the payroll of the managements of private schools. Otherwise how come he does not act on parent’s complaints. Sadly Powar did not even try to defend himself. It is known fact that for two decades Directorate of Education has been currying favours for the pseudo educationists who have set up private schools in English medium, but the role of the directors since then has been suspicious as they allowed the managements of private schools a free rein for reasons best known to them, which of course is an open secret now and this director has also been a part and parcel being a top official at the DoE for the corresponding period. Ironically though, some chairmen of the Trust, Mandal and Society managing these schools do not take kindly to the machinations and functioning of the top officials of the DoE either. Infact during a discussion with parents one of the chairmen alleged to have commented that Anil Powar is not fit to be his peon less director of Education. Goa needs much more work in the areas of gender and sexuality – Anjali Arondekar Anjali Arondekar's work has drawn attention in academic circles for some time now, and Goa got a chance to listen to her during the December 2011 conference at the Goa University. With well-argued perspectives and deep scholarship, this Associate Professor of Feminist Studies and Literature at the University of California, Santa Cruz, makes her point without mincing words on contentious issues relating to Goa. Dr Arondekar's research engages the poetics and politics of sexuality, colonialism and historiography, with a focus on South Asia. She has authored For the Record: On Sexuality and the Colonial Archive in India (Duke University Press, 2009; Orient Blackswan, 2010), and is winner of the Alan Bray Memorial Book Award for best book in lesbian, gay, or queer studies in literature and cultural studies, Modern Language Association (MLA), 2010. Her second book-project, Margins of Desire: Sexuality, Historiography, South Asia, is a natural extension of her interest in the “figurations of sexuality, ethics and collectivity in colonial British and Portuguese India”, to use her words. Excerpts from an e-chat with FREDERICK NORONHA. Goa is often projected as a happy example of enlightened attitudes towards women compared to the rest of South Asia. Would you accept that logic? Yes and no. Why so? -- Yes, Goa (by comparison to say the state of Rajasthan, to take a clichéd Northern Indian example!) may indeed provide better political, social and economic opportunities for women. But such opportunities, as is the case everywhere in South Asia, have to be understood within interconnected contexts of caste, religion, class and of course language. Also, one should be wary of falling into the tourist stereotype of Goa being more progressive by virtue of its so-called Westernisation (read Christian presence!) and such. Goa does indeed have much to celebrate but much more work needs to be done in the areas of gender and sexuality. Briefly, how would you explain your own research, specially its connections with Goa? -- My research engages the history of colonial and post-colonial Goa from the vantage of sexuality. As we embark on a memorialization (albeit with some healthy historical skepticism) of the events pre and post 1961, I want to also recall (with similar skepticism) a different and equally compelling narrative of liberation. I want to turn to the liberation (cum grano, of course) of a devadasi community, the Gomantak Maratha Samaj and its burgeoning presence in the ranks of power, culture and capital in colonial and post-colonial Goa. A presence, I would point out, that is spectacularly absent in any account of Goa. Even as we speak of the enduring shadow of Portuguese colonialism and its aftermath, the history of the Gomantak Maratha Samaj provides an alternative relationship to the celebratory embrace of post-colonialism. In case your readers think I am about to embark on a diatribe against Brahmin despotism and their continued exploitation of the Gomantak Maratha Samaj, or lambast Goan scholars for ignoring such a robust history (all of which is true) let me clarify what I mean. Simply put, I’m interested in asking what is gained if we juxtapose the Samaj’s history alongside more established historiographies of Goa, and what is lost if we fail to do so. If I understand right, your thesis on the position of the 'devadasis' in Goan society, and what this work meant for them, quite goes against the received wisdom. How would you explain it briefly? -- I think my work on the Goan devadasis, specifically those who formed the early backbone of the Gomantak Maratha Samaj, continues the recuperative work being done on Devadasis across India – in the states of Karnataka and Tamil Nadu for example. But instead of merely celebrating Devadasis as lost repositories of arts and culture, I am equally interested in linking their presence of histories of capital, caste and most importantly sexuality. To put it more simply, can we think of Devadasis in other terms beyond their doomed attachment to sexuality? During the pre-electrification days (or should I say, nights), the night bus travels from Margao to Betul would sometimes terminate in Assolna. The Alladin was a wick burner mounted on a chrome/ nickel plated pedastal which contained the kerosene tank. A mantle made of incandescant material like the Petromax mantle was placed around the wick. The Alladin mantle was mounted on a metal frame unlike the Petromax mantle. The flame was protected by a tall elegant chimney. The light was simply dazzling and 'limelight' quality. The main difference was that while the Petromax used a pressure tank with its inherent risk of bursting, the Alladin did not use any pressure at all. Moreover the Alladin was more aesthetic to look at and therefore had a certain 'snob value'. On a tangential but related note, the reason I do not get into issues of say meat consumption (nothing against you Nascy, and anyone else), Valentines Day, skirts, and other shit, is because I know who among all those I know eats what and pretends otherwise, who desires what and yearns for what not else--of course when word reaches my ears through friends, and colleagues in various communities. My point is this: to watch, while often bracing myself, yet admiring--the tenacity, strengths, boorishness, graciousness in our people, including all manners of fighters--subscribing to various notions of freedom, included in which are those case settled in Portugal or their children (sins of the fathers). The point is no one is giving away anything. But great armchair warriors all. I say let people do what they want. Let them eat the meat--I will eat a chappati. But I will not get bent out of shape. I will take a page, nay reams of them from Indian texts. That to me is a life well lived. That is the most frightening thing to do and be. I see this in many eyes. What is also revealing and rewarding to ones path, is to see interactions and interjections. Avoid people who do not extend baseline courtesies, almost no one does so on Goanet. Little things like, hey I made a mistake, chuklo hanv/hanv chuklo, chintunk naslem hanvem--simply are not proferred. I have seen this too often in some of the most articulate Christians.. In the ancestral homes of Assagao and I suppose in the rest of Bardez too, in the room just behind the hall, which the family matriarch claimed as her own, was a small cupboard built into the whitewashed wall. It consisted of three or four shelves about two and a half feet wide and eight inches deep. On them were laid about six to eight feni bottles, some of them plain, formerly tinto and grandjo bottles, but two or three quite ornate old Bohemian lead crystal, like family heirlooms handed down the generations. Whenever I went on summer vacation to Goa, grandmother would take me to that room on an afternoon, take out her keys to that armoire and with a flourish open the two doors and allow me to make a choice between the Bohemians. I would choose the reddest liquid and she would nod her approval. Taking a small copinho and pouring into it with all the grace of a geisha at a tea ceremony, she would hand over the shot glass to me. Downing the fiery liquid would give me both pain and pleasure and off I would hop with new courage to the house at the rear to check on Catherine the daughter of the neighbor whose family lived in Poona and with whom I was inseparable to the consternation of grandmother who feared she might be blamed by my mother for my feni-fueled indiscretions. She need not have feared. At that stage in common with the dog who would be perplexed by the sudden stop of the bicycle he was chasing, I would be equally stunned if the teasing Catherine suddenly allowed me to take the liberties I was forever seeking. No doubt change is necessary, but what been happening to Goa in the last few years is sickening. Yet, some still have their blinkers firmly in place. Less than a fortnight after an innocent citizen living alone, Raju Raiturkar from Margao was brutally attacked in a burglarly attempt, we have our South Goa MP proudly proclaiming that Goa is the safest place indeed. Yet this attack is not an isolated case. Crime rates have shot up and robberies, brutal attacks and murders have become commonplace today. At the rate migrants and riff-raff from other states are pouring in, we Goans are all set to become a defenceless minority in our own land. Without special status or any legislation to protect us, we gullible Goans are a soft target indeed. And yet we keep inviting more and more people to our State. After destroying Goa's beautiful beaches with no proper foresight, infrastructure and planning, the Tourism Department is all set to do the same with its proposed 'hinterland tourism' and 'raindrop tourism'. We need people in high posts who understand.. that Goa needs cleanliness and proper infrastructure to attract quality, not quantity. That we need to protect and preserve our environment, our natural resources and our land. July, 2012: I was in Panjim delivering the letter to the CM & HM, the DGP, the Governor of Goa regarding the explosive matter of unruly and goonda PSI Datta Guru Savant of Valpoi PS seeking his dismissal from Police service. On my way back, I came across something which if GSRP was ruling GOA, the DGP would be getting the sack on immediate basis. Why? This Party has said that Goa's governance will see the sea change within the first 15 days in office of the GSRP's government. This is based on the fact that after the oath taking ceremony and celebrations, the next day will be the day the government of GOA will be in place and functioning. On this day, all DEPARTMENT HEADS without exception will be required to attend the First Cabinet meeting for introducing who is who in the government wherein the Heads of Department will depart with the instructions that they MUST PUT THEIR RESPECTIVE DEPARTMENTS IN ORDER within the next 15 days. If, on the sixteenth day, any tail end of the department is found seriously wanting, the department HEAD will roll and roll for SURE. In so doing, the Government will have bought time for itself for the next 15 days to relax and recuperate from the Election related Exertion , while the Head of Departments will have lost their beauty sleep for the next 15 day in setting their departments in order. Why would the DGP's head roll yesterday? The story goes like this. When I arrived at Porvorim, there was a serious accident taken place somewhere near Fatima D'sa's garage wherein one person riding a scooter died and other seriously injured or it is said. The Traffic had piled up from O'Coqueiro and inching forward. Side by side to my vehicle, there was a Grey Maruti Van with the registration No. as MH 07 H 1460 carrying a lot of men. The assistant or the front seat passenger had gone ahead to check out the scene. When he came back, he huddled the passengers on the back seat under the seat or to squat, crouch whatever saying ... Bahoot Police Haim. Alerted, I called the 100 and got a lady on the phone. Listen, I said in Konkani, there is an accident at Porvorim and I have something serious to report, just take down this number. The lady promptly told me that they know about the accident and have sent the police and promptly disconnected. I called again and the same lady answered the call. I told her that I am going to give her the number of a suspicious car which could be transporting terrorists or robbers. Promptly came the response " HOW CAN YOU SAY THAT?" So I said 'BITCH' just write down will you? And she promptly disconnected the phone. When I was at Green Park Hotel, Guirim, I saw the car taking the Mapusa route and not the By-Pass and again called 100. Same stupid answered the call. I told her I had called before and she should take down what I am telling her. She asked me 'SUSPICIOUS MUNJE KITEM?" I told her "JUST TAKE THIS NUMBER DOWN AND I WILL TELL YOU" and she promptly disconnected when I was dictating the registration number but not before I told her that I shall have her dismissed. We see NAKA BANDIS and what not. To catch whom I don't know. Our DGP cannot ensure that there is a decent guy on the 100 line to take down the information and relay it wherever it is supposed to be. What happened yesterday is a CRIME. ACCORDING TO ME GOA POLICE IS FULL OF SHIT. IT REQUIRES DRASTIC MEASURES TO IMPROVE IT'S FUNCTIONING. My attempts to report a vehicle carrying suspicious people was frustrated. I am still so frustrated that I could strangle the DGP or whoever that is responsible for this lapse. A SIMPLE 'may I help you' cannot be had from the police department or any government department. *PTI* Mumbai, July 05, 2012 First Published: 14:15 IST(5/7/2012) Last Updated: 19:15 IST(5/7/2012) Lenders to debt-ridden Kingfisher Airlines today hinted at selling the carrier's two properties in Mumbai and Goa worth Rs. 120 crore to recover a part of the loan worth over Rs. 7,500 crore. According to banking sources, the consortium of 17 bankers have appointed HDFC Securities to do a valuation of these two properties. Kingfisher, which has been an NPA since January, denied recovery proceedings by its lenders, saying it had already proposed sale of these properties -- the Kingfisher House in the city and a villa in Goa - to bankers a few months ago. According to bankers, while the Kingfisher House in suburban Andheri has a market value of Rs. 90 crore, a villa in Goa is valued at around Rs. 30 crore. The decision to monetise two of the airline's properties follows a meeting between lenders and the company here today which did not make any headway. "The Kingfisher House in Mumbai has been lying vacant after the staff moved to our new offices at The Qube in Mumbai, and at that time itself, on our own accord, we approached the banks with a proposal to liquidate this unutilised asset and at today's meeting we raised the issue of this pending approval," the airline spokesperson said in a statement here this afternoon. The airline further claimed that today's meeting was a pre-scheduled one to update the lenders and that "there was no discussion on commencement of recovery proceedings". Along with the personal guarantee from Kingfisher Chairman Vijay Mallya and other guarantees and pledges like the brand Kingfisher, these two properties are already pledged with the lenders following the November, 2010 debt recast. The airline had a debt of Rs. 7,500 crore from 17 lenders led by SBI, which alone has an exposure of overRs. 1,400 crore. The airline has an equal amount of accumulated losses, as it has not made a single penny in profit since launch in May, 2005. At the meeting today, which was attended by most of the 17 lenders and airline's chief executive Sanjay Aggarwal at the SBI headquarters here this morning, bankers reportedly gave a 15-day notice to the airline management to come up with concrete steps to improve operations. Kingfisher has a total outstanding debt of Rs. 7,500 crore and an equal amount in accumulated loss. Out of the total loans, State Bank alone has an exposure of over Rs. 1,400 crore, followed by PNB (Rs 700 crore), Bank of Baroda (around Rs. 500 crore) and private lender ICICI Bank (Rs 430 crore), which had earlier this week sold its debt to a hedge fund run by Srei Infra. The carrier has not been paying salaries to employees for the past few months, besides defaulting on tax payments as well as bills to its vendors. It has been seeking fresh bank funding since last December apart from raising overseas funds. Earlier this week, its pilots went on a strike for a day to demand salaries and dues. Kingfisher at present has only 15 aircraft flying, including eight ATRs, while 15 of its aircraft are grounded due to non-availability of spares on account of fund crunch. These areas fall under No Development Zone and the government is duty bound to protect it and ensure restoration. Editorial In Favour of Panchayats Published on: July 4, 2012 - 22:48 More in: Opinion The observation of the Supreme Court that panchayats enjoy constitutional status and can formulate their own programmes of economic development and social justice is a moral boost for panchayats. However, for any real change to happen state governments will have to ensure transfer of real power as envisaged under the 73rd amendment. Without doubt, the order passed by the court on a petition filed by the Calangute panchayat has tilted the balance in favour of panchayats. It has however left the substance of the matter to be decided by the High Court on merits. One crucial issue that is now settled is that panchayats can challenge orders issued by the executive. This is a huge gain because it curtails the powers of the Directorate of Panchayats which is controlled by the state government. Citing Articles 243 to 243-O, the Supreme Court said the framers of the Constitution had envisaged the village panchayat to be the foundation of the country’s political democracy where each village was to be responsible for its own affairs. Unfortunately, this decentralised form of government was hijacked by politicians at the state and central level and today the 73rd Amendment is yet to be implemented in letter and spirit in most states, including Goa. This Amendment recognised the weaknesses of the panchayati raj system and aimed at giving it dignity and importance. The net result is that elections are now held in time, reservations for SC, ST and women candidates are now a reality and panchayats have a little more say in matters pertaining to their jurisdiction. However, the real power which comes through transfer of funds from the state government has not happened. The amendment envisaged a finance commission which would advise the state government on distribution of revenue. It also listed 29 powers that should have been transferred to the panchayats almost 20 years ago, but which has not happened. Instead an amendment was sought to be made to the Panchayati Raj Act to give more powers to the secretary who is appointed by the government. In reality the real boss is the block development officer who wields considerable power and elected representatives at the grassroot level are beholden to him or her. The biggest break for panchayats in the state came when the previous Congress government took the decision to involve people at the village level in the planning process. In the end this resulted in a lot of disappointment when panchayats discovered that the plans forwarded by them had been changed. The process started nearly five years ago is yet to reach fruition as the new government has decided to review Regional Plan 2021. Would transfer of power to the grassroots result in better governance? Panchayats are often put down as institutions of corruption and mismanagement and hence not to be trusted with funds. Although panchayats in the state are not paragons of virtue, the finger of accusation can easily be pointed with conviction at any state or central government. The crux of the matter is that state governments are wary of sharing power with panchayats and as a consequence, panchayats, barring the rich ones, have remained stunted. Until revenue is shared with panchayats as a matter of right instead of a favour, these grassroot-level bodies will find it difficult to assert themselves. The case of Calangute is different because it is the richest panchayat in the state, thanks to development of tourism in the village. It had the funds to take this case up to the Supreme Court. A poorer panchayat would have accepted the High Court order and bowed out of the fight. The newspaper edited by Sanjay Dhavalikar, is scheduled to be launched in mid-August. "The main thrust would be a local content. It it quite probable that the B of E was concerned that such a big Bank was quoting high lending rates at the time; implying that they had to pay more for their own funding. So it is quote conceivable that the B of E and the Treasury (Labour Government at that time) nudged Barclays to lower their rates to avert a catastrophe in the ensuing turmoil. On the issue of quoting lower interest rates - everyone including jack the lad - would have a happy smile...but perhaps not that much, as what is quoted in the interbank market is not what the ordinary person on the street sees! Many International Loans are based on LIBOR. Corporations the World over use this for their funding, Typically a syndicate of Banks would lend at a specific rate plus 1/4 % for a good Prime Corporate. They then put out an announcement in Financial Magazines and put out what is known as a tombstone. The Politicians now are braying for blood; they don't understand how much damage they are doing to an already fragile Banking system. If Barclays was then quoting lower rates then all should be happy! The beauty of the system is that the two highest quoted rates and the two lowest are kicked out, then an average compiled of the rest.
