The Rule of Law, was a concept made conspicuous by its absence in the 
erstwhile Digambar Kamat led government. That is why there was universal 
rejoicing in Goa when we succeeded in strengthening Manohar Parrikar’s hands 
to usher in what we hoped would be a new era governed by fairness, morality 
and justice above all. Admittedly, our Chief Minister inherited a system and 
culture embedded in corruption, nepotism and illegalities leaving him with 
an unenviably difficult road to traverse in establishing a healthy culture 
of respect and adherence to the law of the land. However, this certainly 
does not absolve him from fulfilling his responsibility and rising to the 
challenge of his chair. That is why, in the light of the many disquieting 
contradictions in his utterances and actions pre and post elections, it may 
be pertinent to remind him that the Rule of Law is defined as the principle 
that no one is above or beyond the law. Therefore, the Rule of Law would 
mean that politicians, bureaucrats and industrialists who have cornered vast 
tracts of precious community land acquired by GIDC cannot be granted 
"amnesty" and absolved of their crime just by returning the booty.


In the same spirit, Rule of law would also imply that mine owners cannot be 
permitted to trade ore excavated illegally. In fact, Rule of Law would mean 
that those of them who have failed to abide by the law, along with the nexus 
of bureaucrats, politicians and government functionaries should all be held 
accountable and penalised according to due processes of the law. Rule of Law 
also means that natural and community resources cannot be destroyed along 
with the environment to provide livelihood for part of the populace and 
luxurious living for a few. Therefore, culprits and irresponsible 
governments, both politicians and bureaucrats should be held culpable and 
made to pay for the destruction and damage to communities and their 
environment, restoring it as far as possible to its original pristine 
condition.


In Manohar Parrikar, Goa looks forward to experiencing a Chief Minister who 
will lead from the front and have the courage to draw an unambiguous 
distinction between a firm commitment to the Rule of Law and toxic populism. 
Or else, it will be yet another case of "the more things change, the more 
they remain the same".

I was considering writing about the Kohinoor (after Tim de Mello

Murder and robbery of Mapusa Jeweller

Post breaking news -  Report

Ratnakant Raikar from Raikar Jeweller's family of Nachinola, a school 
classmate of yours faithfully, was murdered in his shop located next to the 
Corporation Bank- Pink Panther in the building block housing the famous Remi 
Studio. Being Ganesh Festivity fast approaching, Ratnakant opened his shop 
in the afternoon around 2 p.m., the attackers, it is reported, entered 
immediately after he entered the shop posing as customers, pulled down the 
shutter and did their job, escaping with what is reported as more than a 
crore of rupees worth of gold. When yours faithfully, was alerted of this 
incident by a phone call from Toronto at 8.00 p.m. by his brother, immediate 
enquiry with the Mapusa Police Station confirmed the murder and robbery. 
When yours faithfully reached the site of murder, it was choked with people, 
vehicles, name it. Enter CM, Dy. collector, dog squad, finger printing  
yours faithfully has condoled the immediate family members at the entrance 
of the shop and returned back. Most of the cousins who were present at the 
site of murder are school mates of yours faithfully. SP Allen D'Sa was in 
charge of conducting the investigation.


Hopefully, the perpetrators will be traced and as Miguel Braganza, who was 
also at  the site said... these guys if caught must not be executed but be 
made to linger to die. It is expected that this dastardly job is the work of 
outsiders who according the the Dy. Collector, Mapusa,  Mr. Sabaji Shetye, 
are taking advantage of Goan's sucegad and care free life style.


Incidentally, yours faithfully does remember the fights he and the departed 
friend used to have together claiming the 'godde' in the primary school at 
St. Xavier's , Moira in the strike and take away the goddo,  in the Brito 
Section of the school, which is now renovated in a spic and span condition 
by Acron Builders who also happen to be Brittos. The Dy. Collector did 
inform yours faithfully that Ratnakant has resisted strongly before being 
over-powered,  by the distinct wounds of stabbing received in different 
places on the body. Yours faithfully moved out before the body was taken out 
and into the police vehicle for the onward journey to Bambolim Medical 
College mortuary for post mortem.


May my school friend Ratnakant's  good soul rest in eternal peace. 
Hopefully, Yours faithfully will be able to place a fire-wood stick over his 
pyre at the crematorium which is in the immediate neighbourhood of the 
residence of yours faithfully.

I believe that you have Photoshoped these pictures.

They could not be genuine.

For, if they were genuine, surely we would have seen a protest march or art
contest being organized in Goa.And, surely, there would have been a flurry
of letters from amcho Sandeep baba, not to mention a (thousand)
indefinitely definite fasts.

In short, I postulate that these pictures are NOT from Goa but from
somewhere else.  Goa is NOT as filthy and chaotic as your pictures appear
to be portraying. Besides, I am absolutely sure, that Panjim has a good
civic authority which keeps Panjim clean and orderly.

Both you and Rajan Parrikar are doing tricks with your cameras.

Just you wait. When I grow up ( unlikely as it may sound) I will buy a

On the contrary, Manohar Parrikar should be encouraged to do what he does 
best - BLUNDERS - so that the Humpty Dumpty that has been put on the wall
by the people of Goa to fill the space of the CONGRESS' FALL, does fall  and 
breaks to pieces beyond repair so that the wall built by National Parties in 
Goa is removed brick by brick for once, to set up  the TOWER to house GOA'S 
HIGH COMMAND  IN GOA, instead of a mere wall.

I believe that you have Photoshoped these pictures.

They could not be genuine.

For, if they were genuine, surely we would have seen a protest march or art
contest being organized in Goa.And, surely, there would have been a flurry
of letters from amcho Sandeep baba, not to mention a (thousand)
indefinitely definite fasts.

In short, I postulate that these pictures are NOT from Goa but from
somewhere else.  Goa is NOT as filthy and chaotic as your pictures appear
to be portraying. Besides, I am absolutely sure, that Panjim has a good
civic authority which keeps Panjim clean and orderly.

Both you and Rajan Parrikar are doing tricks with your cameras.

Just you wait. When I grow up ( unlikely as it may sound) I will buy a
camera and post my own pictures of Goa.

FAREWELL FOOTBALL TOURNAMENT IN HONOR OF IFRA REFEREE AND FOOTBALL LEGEND OF 
KUWAIT, 
ANTHONY (TONY) D'COSTA



One of the longest serving Football Player and Qualified Football Referee with 
Indian Football Referee Association (IFRA) Anthony D'Costa, who hails from 
Saligao, Bardez, Goa-India, bids goodbye to Kuwait after glorious 34 years. Mr. 
Tony, as he popularly known, came to Kuwait in 1978 and first played for Goan 
Sporting soccer club, at the famous good old Soor Grounds where his team 
captured the famous United Goans Trophy for two consecutive years. After 
spending many years with this team, he played for Incredible Sports Club for 
few years. Later he went on to form his own team naming it as “Saligao 
Sporting”. 
 
In the year 1985, Tony qualified as a Football Referee with IFRA and served the 
IFRA Association with distinction and graduated to be a Class I Referee. Even 
during the invasion of Kuwait when back in Goa – India, he rendered his 
services to the Goa Referees 
Federation by officiating inter village tournaments. 
 
As a token of appreciation, IFRA will hold a 8-a-side one day tournament in his 
honor, details of which are as follows:

Scams and Scamsters have now become an integral part of India’s
polity. We now officially know of the hazardous mining that the common
man in many villages of Goa have been witnessing and suffering for
decades. The BJP, Congress, NCP and MGP have all been beneficiaries of
legal and illegal mining in one way or the other. The blatant loot and
plunder of Goa’s natural resources continued even as Manohar Parrikar
had the audacity to tell us that there was no illegal mining in the
State.

Sadly our justice delivery system works to the benefit of the law
breakers. It will take ages to prosecute and punish those who have
ransacked the state by this mining business. I personally feel that by
jailing the accused it will be a further unnecessary burden on the
State exchequer. In jail as State guests they would be fed by the tax
payer and we would find them conveniently cozing up in the
air-conditioned Intensive Care Unit at the Goa Medical College.

The mining companies and contractors who evaded paying their dues
should be heavily penalized. Government officers who blatantly
abdicated their responsibility by not enforcing the law should be
sacked. The Advocate Generals have a lot to explain on the flawed and
partisan legal advice they have been giving the government on the
mining issue.

Goa has had enough of mining. It has devastated a large part of our
once beautiful Goa. It would be now appropriate to put an end to all
mining for some years at least till this mountain of dust settles
down.

After the Shah Commission report the Chief Minister has currently
halted mining. But with so many of his Ministers and MLAs having
direct and indirect interests in the business it must be sleepless
nights for Mr. Manohar Parrikar who is fully aware that the Mining
lobby has the Power to make and break governments. So very soon for
these miners it will be business as usual. For the people of Goa it
will just be one more volte-face by the Chief Minister to add to his
string of politically convenient U turns we have seen over the last
six months. In Manohar Parrikar infact we have a chameleon on display
while Goa sadly changes and sinks for the worse.

for the Old is established in Raia, The Villagers of Chinchinim are
naturally proud of his achiements and congratulate him for his valuable
